  • Oil prices slide on surprise crude build

The Energy Information Administration (EIA) reported a 2.4-million-barrel build in crude oil inventories for the week to August 2, shattering expectations of another sizeable draw.

Brent crude traded at $57.39 a barrel and West Texas Intermediate changed hands for $52.00 a barrel, yesterday.

Both benchmarks were down from Tuesday’s close by over two per cent.

Analysts had expected a draw of 3.13 million barrels after last week the authority reported a hefty 8.5-million-barrel decline in inventories that sent West Texas Intermediate soaring.

The American Petroleum Institute (API) reported on Wednesday another weekly decline in oil inventories, of 3.4 million barrels, but this time the figure failed to impress. With EIA rejecting it, chances are the slide in oil prices will now accelerate.

The EIA’s figures are also unlikely to reverse the drop in oil prices, which started this week with the spike in now chronic trade tensions between the United States and China, with Washington accusing Beijing of manipulating its currency to its advantage, after the yuan dropped on Monday to the lowest against the greenback in more than 10 years.

The EIA also reported an increase in gasoline inventories, which will not help prices, either. After a 1.8-million-barrel decline for the week to July 26, last week these added 4.4 million barrels. Gasoline production averaged 10.4 million bpd, a modest increase from last week’s average daily production rate.

In distillate fuels, the EIA reported an inventory build of 1.5 million barrels, which compared with a decline of 900,000 barrels for the previous week. Distillate fuel production averaged 5.3 million bpd, compared with 5.2 million bpd a week earlier.

With the U.S.-China tensions stoking fears about oil demand and economic growth on a global scale, it’s hardly any wonder prices are falling despite the strongly bullish factor that is the Middle East and specifically Iran.

  • Why phone brands die, by OPPO

Technology firm, OPPO on Wednesday assured that it was in the country to do business and support the Federal Government initiatives at growing the economy.

Its Marketing Manager, Mrs Nengi Akinola who spoke on the sidelines of the unveiling of new smartphones, OPPO A1k and A5s, said the firm did not rush into the market but conducted extensive research into the needs of Nigerians, adding that all the devices from the stable of the firm were produced after an extensive research into the needs of the local market.

According Mrs Akinola, the mobile brands that rushed into the market fizzled out no sooner had they come because they failed to carry out diligent study of the market.

She said OPPO which is currently on the fifth slot in global mobile phone ranking, has been operating in about 40 countries, including North Africa, will continue to grow the business in the country.

Speaking on the devices, she said it boasts of a 32GB ROM and long battery life and features this year’s most popular waterdrop screen, as well as a stylish metallic texture back cover. With a robust 4000mAh battery, it leverages AI algorithm optimisation to reduce power consumption, delivering long battery life.

According to her, it also employs APCF material on the screen, stressing that under the same power dissipation level, the screen gets higher brightness, allowing user to see more clearly while lowering power consumption.

“Thanks to AI algorithm optimisation, its MTK6762 CPU enables several applications to run seamlessly at the same time, effectively eliminating freezing and serving multiple user scenarios while reducing power consumption. All in all, A1k supports up to 17 hours of daily usage, delivering exceptional long battery life,” Mrs Akinola said.

She added that with a 6.1-inch LCD waterdrop screen plus 19.5:9 aspect ratio and a 1560×720-pixel resolution, its screen design drew inspiration from a water droplet on the verge of falling, it is a perfect device.

  • NNPC eyes fuel export hub with Dangote partnership

State-run oil firm, the Nigerian National Petroleum Corporation (NNPC), on Wednesday said it plans to partner with the  650,000 barrels per day (bpd) Dangote Refinery to turn the country into a fuel supplier hub for the sub-region.

It also said the Nigeria-Morocco Gas Pipeline (NMGP) Project will open new windows of opportunities for the gas aspirations of Nigeria.

Its Group Managing Director, Mallam Mele Kyari, who intends to push for more transparency, said NNPC wants to be a “supplier of first resort” for the Dangote refinery.

“Ultimately, it will be a contract to supply crude,” he told Reuters in an interview yesterday. He plans to make public list of firms holding the nation’s crude oil contracts and those that won deals to swap oil for products, along with audited accounts of NNPC’s books.

He said the openness, and a plan to improve commercial terms for oil companies, would spur investment that has been throttled by uncertainty and opacity.

The contract lists have not been published for years, and NNPC has been dogged for decades by a reputation for corruption.

“We are going to do everything possible to make that open, the businesses open, so that people can actually predict what we’re going to do next,” Kyari said, adding that this would help to attract investment.

He said the contracts for swapping fuel would be published by the end of next week, though “clarifications” were needed before the crude oil contracts could be published. Industry sources told Reuters that those two-year contracts, awarded earlier this year, included close to 100 names.

NNPC is also pressing ahead with plans to revamp its own ailing refineries – despite a nameplate capacity at Dangote refinery that is well above Nigeria’s consumption.

“It’s worth it,” Kyari said of NNPC’s refinery overhauls, adding that Nigeria could become a fuel supplier to the entire region. “Africa needs refining capacity,” he said.

After the revamps, he said third parties would maintain and operate the state-owned refineries to ensure reliable production.

Kyari said some ambitious proposals, including selling down government stakes in joint-venture agreements changing the way it pays NNPC’s portion of the bills owed under those deals, were on hold for now.

The government still intends to sell its stakes to less than 40 per cent, Kyari said, but he noted that there was currently no framework in place for the sales.

NNPC is in talks with all operating partners to improve commercial terms, but he said the long-delayed legislation to overhaul the oil sector, known as the petroleum industries bill, needed to pass quickly to spur investment.

“There are investment decisions that cannot be made now because the investors are wary of the fiscal environment,” he said.

The mammoth bill, covering everything from fiscal terms to Niger Delta community engagement, has been in the works for over a decade. But Kyari said the current government, with the legislature controlled by the party of President Muhammadu Buhari, could pass it.

“This time around, you have the best alignment. And I’m sure getting it passed will not be difficult,”he said.

Speaking during a stakeholders’ engagement between the Corporation, its Moroccan partner, the Morocco National Office for Hydrocarbons & Mines (ONHYM), and the executives of international oil companies (IOCs) operating in the country, at the NNPC Towers, Abuja,  Kyari assured that the gas sector will be transformed.

The meeting was sequel to high-level discussions on the Pipeline Cooperation Agreement (PCA) for the NMGP project signed between both countries during separate visits by their leaders–President Muhammadu Buhari and King Hassan VI, respectively.

The PCA will particularly facilitate the establishment of a gas pipeline to supply the product from Nigeria to Morocco, the West African sub-region and further into European markets.

At the moment, both countries are planning to extend the pipeline that has been pumping gas from Nigeria to Benin, Togo and Ghana since 2010 to Morocco.

  • States activate plans against floods

The Nigeria Hydrological Services Agency (NIHSA) on Wednesday warned Nigerians to be prepared for more floods due to high rainfall intensity of long duration in the country. Many states are activating their plans to mitigate the damages.

    Lafia residents seek immediate assistance

Some residents of Lafia, the Nasarawa State capital, have appealed for federal and state government’s immediate assistance in ensuring effective flood control at Umar-Katako bridge on the Lafia-Akwanga highway.

They spoke with reporters in Lafia yesterday.

Since Monday, Lafia had witnessed downpour which submerged a bridge in Shabu community.

The flood had resulted in gridlock, disrupting vehicular movement from Lafia to Akwanga Local Government Area and other parts of the state.

Many motorists, who were affected by the flooding around the bridge, were forced to wait for hours to have clear visibility of the bridge before passing through it.

Superintendent of Police (SP) and Officer in Charge of Medicals at the Nasarawa State Police Command, Dr Ndukwe Chidozie, said the recent flooding was enough signal for the federal and state governments to take immediate precaution to avert impending havoc.

“There are so many motorists plying that route to different destinations. So you can imagine a motorist who has little knowledge of flood route, especially at night, the outcome can be catastrophic,” he said.

Chidozie appealed for a bigger bridge to be constructed to accommodate more water and allow motorists pass over it even during heavy rainfall.

“Everybody should be mindful anytime it rains. So I appeal to the masses, especially motorists plying that route to be patient while government finds solution to the issue.

“It is not easy but I am confident that a solution will be found to avoid disaster,” he said.

Mallam Usman Bala, a motorist also appealed for immediate assistance so that Nigerians travelling for the Sallah holidays to other parts of the country through Lafia did not have to encounter flood on the way.

“The bridge is small and heavy water passes through it to a major river. So whenever there is heavy rainfall, the small bridge is easily submerged.

“I just hope a palliative measure will be put in place so that our Muslim brothers and sisters travelling for the Sallah holiday will reach their destinations safely,” he said.

Mr Yusuf Otos, another resident called on the government to direct relevant agencies to place safety officials at every flooding flash point across the state to ensure that residents were guided to safety during downpour.

“Officials of the emergency agencies both at the federal and state levels and road safety officials should be close to flood flash points, so that they can guide motorists on appropriate steps to take to avoid any unfortunate incident.

“These officials are professionals and know what best to do. So in a situation whereby government is taking its time in finding lasting solution to the problem, our officials should be the temporary palliative to save lives,’’ he said.

Due to the flooding on the bridge and other parts of the state, Nasarawa State House of Assembly passed a resolution on Tuesday asking the state government to direct its relevant agencies to sensitise the public on the impending dangers of flooding.

The Assembly has cautioned residents against building on water ways and river banks to prevent flood in the state.

Alhaji Ibrahim Abdullahi, the Speaker of the House, made the appeal while adopting a resolution under matters of public interest at plenary on Tuesday in Lafia.

The resolution followed a motion raised by Mr Daniel Ogazi (APC-Kokona East).

Abdullahi said that flooding had claimed many lives and property, hence the need for people of the state to take precautionary measures against the menace.

“I want to appreciate Mr Daniel Oga Ogazi for coming up with the matter of flooding in Shabu and other places across the state.

“I also want to commend other members for contributing positively on the issue.

“It is in view of this that the House passed the resolution urging the state government to take proactive measures by directing the relevant agencies to sensitise the people on the dangers of dumping of refuse along water channels.

“To avoid building on water ways and river banks in their interest and for the overall development of the state and the country at large.

“When these measures are taken, it will go a long way in addressing the issue of flooding as well as save lives,” he said.

The speaker therefore directed the Clerk of the House, Mr Ego Maikeffi, to communicate the resolution to the governor for further necessary action.

Delta govt assures on proactive measures to curb flooding

The Delta government has advised residents of flood- prone areas in the state to relocate temporarily to upper lands for safety of lives and property as government tackles flood.

Commissioner for Environment Chris Onogba made the remark on Tuesday in Igbodo, Ika North East LGA of the state, while  on an inspection tour of the community.

Onogba led the Permanent Secretary, Mr Precious Anuku, and other officials of the Ministry to Igbodo to asses some flooded areas in the community,

He reiterated the government’s commitment to tackling flooding in the state by adopting proactive measures.

He maintained that Governor Ifeanyi Okowa-led administration would not relent in ensuring that incidences of flooding in the state were tackled abruptly.

Onogba said reported incidences of flooding had been a major problem to various communities in the state and the nation in general.

He said flooding usually occurred whenever the rivers overflew their banks.

The commissioner, therefore, called on residents of riverine areas not to build on natural waterways so as to ensure free flow of water in the drainage systems.

The commissioner, during the inspection tour, visited the royal father of the community, Ikechukwu Osedume, the Obi of Igbodo.

The Obi informed the commissioner of the pain his people had endured over losses occasioned by flooding.

He posited that the pains of his people had become the pains of the government, whose responsibility it was to protect lives and property of the citizens.

The royal father disclosed that he had in his own measure, sought the intervention of rainmakers to help hold down downpour over the past one week.

He appealed to the state government to help restore calmness and peace in the affected areas.

FCTA distributes N150m agro-inputs to Abuja farmers

The Federal Capital Territory Administration (FCTA), on Tuesday commenced distribution of agro-inputs worth N150 million to farmers affected by the 2018 flooding and erosion in the FCT.

The FCT Permanent Secretary, Mr Chinyeaka Ohaa, at a ceremony to commence the distribution exercise, at Kuje Area Council, warned farmers against engaging in agricultural activities without recourse to proper environmental assessment.

Ohaa said that the arbitrary erection of structures by farmers has, in most cases, impeded free flow of water resulting in overflow of natural water channels and river banks.

He stressed the need for farmers to observe some basic practices that could help minimise the effect of flooding especially on river banks.

The permanent secretary also enjoined farmers to avoid any form of construction that would impede the flow of water.

“These include planting of cover crops such as legumes or vertiva grasses and allowing crops residues to remain on the soil instead of removing them after harvest.

“This year, we have provided funding worth N150 million for the procurement of a variety of Agricultural inputs to help the farmers across the six Area Councils in rebuilding their lost investment.

“Rice, cowpea, cashew, teak and oil palm seedlings have been procured, while we will also be distributing poultry inputs such as chicks and feeds to the farmers.

Ohaa expressed optimism that the intervention would go a long way in alleviating the plights of farmers, improve their skills and enable them prepare against flooding.

He assured the commitment of the FCTA to implement innovative strategies to support the growth of agricultural sector in line with the policy thrust of the federal government to revitalise agriculture in the country.

He commended the extension workers of the FCT for their efforts in extending training to rural farmers on the adoption of good agricultural practices particularly as it relates to flood and erosion control in farmlands.

“Their efforts have paid off as the incidences in this regard have reduced,’’ He said.

Speaking on behalf of beneficiaries, Mr James Samaila, commended FCTA for the intervention which, he said, would go a long way to facilitate quick return to farms and boost farm production in the FCT.

Samaila assured that FCT farmers would do everything possible to avoid engaging in any activity that would trigger flooding in the territory.

Imo flood victims rise to 6,000, says lawmaker

A member of the House of Representatives representing Oguta Ohaji/Egbema Oru West Federal Constituency, Kingsley Uju, said the number of internally displaced persons (IDPs) from the recent flooding in the area had risen to 6,000.

Uju spoke when he visited the affected communities, where he told officials of the National Emergency Management Agency (NEMA) that some of the displaced people were still trapped in the bush.

About 60 houses in 15 communities in Ohaji/Egbema and Oguta Local Government Area were flooded on Thursday, after a heavy downpour.

It will be recalled that the Head of Imo/Abia Operations Office of NEMA had during an on-the-spot assessment on Friday put the number of IDPs at 2,000.

The lawmaker further said that property worth over N100 million were destroyed by the flood.

He said: “We are calling on NEMA and other donor agencies to come to the aid of my people because what we have here is near crisis situation.

“Economic and social wealth have been lost, my people have taken refuge in nearby communities, they need urgent intervention now.”

Uju attributed the disaster to unusual rise in the sea level, adding that the affected communities were flood prone.

He said that the communities had decided to embark on premature harvest of their farm crops, fearing that the development could lead to food shortage later in the year.

Mr Evans Ugoh, Head, Imo/Abia Operations Office of NEMA, assured the victims of the agency’s imminent intervention.

“I have seen the level of damage caused by the flood. I assure all of you that NEMA will assist you.

“I will finish my assessment soon and forward the report to the head office and be hopeful that your plight will get to the appropriate authorities,” Ugoh said.

  • ‘Why kidnappers fled Benin-Ore highway’

Edo State Commissioner of Police, Danmallam Abubakar, has said the forest clearing done at hotspots along the Benin-Ore highway has helped to curb kidnapping and robbery previously experienced on the road.

Abubakar, who addressed reporters on Wednesday in Benin City, said other security strategies also put in place have made the criminals to flee.

He said no kidnapping has occurred on the Benin-Ore road since the forest was cleared.

The police boss said he took the battle to the hoodlums because the Benin-Ore highway is too strategic for hoodlums to be allowed to operate.

He said: “I, as Commissioner of Police in Edo, will not sit back and allow hoodlums take over the Benin highway.

“That was why we mobilised ourselves and went after them. We have followed and engaged them in shootout and rescued several persons from them.

“We discovered that they have an added advantage over us, which is the forest that is closer to the road. We met with the state government to support us to clear the bush. Governor Godwin Obaseki provided the support and cleared the forest. Since we cleared the forest, they have run away. We also carried out bush combing, destroying a lot of camps. The hoodlums and kidnappers have relocated from Edo State. For the past two weeks there is nothing like kidnapping along the highway. The exercise is ongoing and we are going to sustain it. We will ensure that travellers are safe.

“We have over 20 checkpoints and there are senior officers saddled with supervision. There is another patrol team going round the clock. We have other security measures. Edo is a no-go area for criminals.”

  • Special squad for Southwest

All is set for the deployment of a police special squad in the six Southwest states to rid the region of killings, kidnapping and armed banditry, it was learnt on Wednesday.

Deputy Inspector-General (DIG) in Charge of Operations Abdulmajid Ali, who dropped the hint in Akure during a visit to Ondo State Governor Oluwarotimi Akeredolu, said the crack team would be deployed by Inspector-General Adamu Muhammed.

Akeredolu was represented by Deputy Governor Agboola Ajayi.

DIG Ali, accompanied by the Assistant Inspector-General (AIG) in charge of Zone 11, Leye Oyebade and the State Commissioner of Police, Undie Adie, said members of the proposed squad had been training in Abuja.

They will soon be dispatched to the Southwest states of Ondo, Ekiti, Osun, Ogun, Oyo and Ekiti to curb crimes.

DIG Ali said: “I am sent by the Inspector-General of Police not only to Ondo but to other Southwest states to see the security architecture on ground and as well as to see how to redesign the security apparatus.

“I decided to start with Ondo before I go to Ekiti and Osun because Ondo, being one of the focus states of recent, I believe we need to sit down with my officers here and see how we can forge ahead.

“I want to let you know that the Inspector General of Police is mindful of what has been happening, particularly along the road as well as some of these miscreants disturbing the peace of the people.

“I also want you know that security is one of the first pillars of any government in doing any service to the people. If security is not provided, there won’t be peace in that area and the governor too will find it difficult to operate.

“We are aware of our responsibility. The IG has put in place a very strong team that are on training now and, in the next two weeks, they will be out and Ondo and other Southwest states have been the place of focus.

“We are deploying them here to take charge of security and to work with our men on ground. I can assure you that the place will definitely have a change because when the members of the special squad are around. I want to assure you that peace will reign again in Ondo State and other Southwest states.

Responding on behalf of the governor, Ajayi described the rising wave of insecurity in the Southwest as worrisome, saying that Ondo was not known to be a dumping ground for crime.

He particularly charged the police to arrest Mrs. Olakunri’s killers, saying that “is a debt that must be paid by the Nigerian Police”.

Ajayi noted that it was high time the police embraced digital policing to curb kidnapping and other violent crimes.

The deputy governor said: “The police must also engage the community. This is very important. Even if you have 200,000 policemen in a community, you need the co-operation of the people in that community for you to be able to carry out your job effectively.”

He said the police must map out strategy to secure the boundaries and other flashpoints in the Southwest.

Ajayi promised that the state government would support the security men to chase criminals out of the state.

  • Protest rocks Idimu as policeman ‘kills’ miscreant

Some residents of Idimu in Lagos State on Wednesday protested, following the alleged killing of a popular ‘land owner’s child (omo-onile), Ahmed Segun by a policeman.

The alleged killing was said to have occurred around 9:30pm on Tuesday at Council bus stop, but violence erupted on Wednesday morning, with youths burning tyres and vandalising belongings.

Trouble was said to have started after Segun, 32, and yet-to-be identified policemen disagreed over the sharing of the money extorted from commercial drivers, tricycle operators and motorcyclists.

But the police command said findings from sources alleged that Segun, alias Iron Body, was shot by a mobile policeman, whose whereabouts was yet to be ascertained.

It added that it received a distress call around 9pm that some hoodlums attacked a car shop and attempted to set it ablaze.

The deceased, said to have earned the nickname Iron Body for always fighting, it was gathered, felt displeased at the action of the policemen and obstructed further attempts to seize some motorcycles.

He was said to have brought some of his friends, who resisted attempts by the police to seize the motorcycles, and in order to get out of the situation, one of the policemen fired shots and stray bullets hit Segun.

A witness told The Nation that the policemen were from Idimu Division, saying they fired the shots to escape from the angry miscreants.

He said: “The issue was between the agbero (motor touts) and the police. They fought because of the money they usually collect from danfo (mini bus) drivers and okada riders (commercial motorcyclists).

“When the policemen attempted to forcefully seize some motorcycles, some agbero challenged the police officers and in order to move out because of the crowd, the police officers started shooting and stray bullets hit one of the leaders of the agbero.

“It was in the night and there was no way I would have seen the name of the policemen who shot. It happened around 9:45pm and there was traffic.

“The police officers were shooting anyhow. They are from Idimu Police Station. I don’t know how many police officers were involved, but I can tell you that some of the agbero sustained injuries.”

The hoodlums disrupted activities in the area for several hours yesterday and attempted to burn down public facilities.

Residents took to the social media to raise the alarm over a possible outbreak of violence, following the death of Segun.

A resident wrote: “It is true, ‘Iron Body’ was shot dead yesterday and the body was lying at the Council bus stop last night, at about 10pm. I knew this would happen today. It is going to be a long day.

“I think the police station at Idimu should be ready for this. It will be a long day and week. ‘Iron Body’ was a leader and had boys who fought on land matters. He was not a small person o!

“Police will know what to do. It is their job. My only advice is for them to involve the traditional heads of both communities. People going about their businesses should avoid council area.”

Reacting to the incident, police spokesman Bala Elkana, a Deputy Superintendent (DSP), said Commissioner Zubairu Muazu has ordered investigation into the death of Segun.

  • Man gets 10 years for illegal possession of firearm

An Ado-Ekiti High Court has sentenced a man, Mr. Efe Efi, to 10 years imprisonment for unlawful possession of firearm.

Delivering judgment on Wednesday, Justice Abiodun Adesodun found the accused person guilty of illegal possession of firearm, but was freed of two other charges following lack of evidence against the accused person.

Justice Adesodun said: “A case of unlawful possession of firearm had been proved beyond reasonable doubt. The prosecution was able to establish the elements needed to link the accused person with the crime and he is accordingly sentenced to 10 years imprisonment, but the offender, being a first offender, is given a sum of N20,000 as option of fine.”

On the attempted murder and robbery charges, she said: “Ingredients of attempted murder and robbery could not be substantiated against the accused person. You are accordingly discharged and acquitted.”

In the case, with registration number HAD/10c/2018, the Department of Public Prosecutions (DPP) accused and charged Efi for attempted murder and robbery after he was arrested at Moferere area of Ado- Ekiti on October 27, 2016.

During the trial, the prosecution counsel, Mr. L. E. Ojo from the DPP office, called a witness, while the counsel to the defendant, Owoseeni Ajayi, called no witness.

Ojo also tendered the statement of the accused person as an exhibit.

He said: “The convict made spirited attempt to rob a man, Adewumi Osasona, a commercial motorcyclist (okada rider) and student of Ekiti State University, who conveyed him from Ijigbo to Moferere on his motorcycle and was arrested by residents after the other accomplice, who shot the victim, had fled.

“When the accused person got to Moferere, he tied the plaintiff with a rope, while a man who emerged from a nearby bush pointed a pistol at the okada rider and asked him to surrender his motorcycle.

“After shooting into the air, the okada man resisted, while the second person, who was not available for prosecution, shot the victim and this made him to raise the alarm before residents trooped out to apprehend the convict. The other accomplice fled the scene.”
