  • Troops thwart ambush by terrorists in Borno

Troops have neutralized two terrorists in Borno State after thwarting an ambush plan by the insurgents, the Army announced yesterday.

According to its spokesman, Col. Sagir Musa, the ambush was laid against the troops by desperate members of the Boko Haram terrorists, who were in dire need of food and other essential materials.

He said in a statement that troops on escort duty later killed two terrorists during a fierce encounter that followed.

Col. Musa said: “In its routine effort in providing and  maintaining a secure, and steady passage of persons and goods as well as free vehicular movements on some notable roads/Main Supply Routes (MSR) in the Northeast, troops of 26 Brigade Garrison on patrol and escort duties of civilian merchants and commuters on Wala village and adjoining communities on Saturday, June 22, 2019, had a fierce encounter with desperate terrorists’ ambush team, desperately craving for food and other essentials.

“Subsequently, intelligence revealed that the terrorists were informed by their informants of the troops’ movement in order to use the opportunity to grab foodstuff that they direly need for survival.

“To consolidate on the gains achieved from the ambush clearance, further exploitation of the general area and beyond was undertaken with the troops of 121 Task Force Battalion dispatched to reinforce the 26 Brigade Garrison.

“During advance, troops discovered two Improvised Explosive Devices (IEDs) concealed along their axis of advance. The IEDs were successfully detonated and cleared.

“Despite the IED threat, the resilient troops proceeded further to ensure the general area is  cleared of terrorists and explosives. There is no casualty on the part of Nigerian Army troops during the operation.

“Instructively, the exploits in the ongoing operation “Halaka Dodo” is yielding successes. The Acting General Officer Commanding (GOC) 7 Division Nigerian Army  Operation Lafiya Dole, Brigadier General Abdulmalik Bulama Biu on behalf of the Chief of Army Staff commended the troops for the successes achieved. He urged them to be more vigorous and decisive to end the insurgency. He also conveyed the assurance of the unyielding support of the Chief of Army Staff in this regard.”

  • Buhari commiserates with Zamfara over banditry

President Muhammadu Buhari has commiserated with the government and people of Zamfara State on the recent infiltration of bandits, who killed several innocent citizens in Tsafe Local Government Area.

Condemning the incident, Buhari described the bandit attacks as callous and despicable, assuring the people of Zamfara and other Nigerians, who have lost loved ones to violent attacks that the government, under his watch, will soon bring such dastardly acts to an end.

Hailing the new administration for putting in new security measures to curtail the activities of criminals and bandits, the President urged them not to despair, but to see the latest attack as a challenge to step up collective actions to rout the enemy, in partnership with the Federal Government.

Urging law enforcement agencies to take prompt and timely actions against the wicked attackers, Buhari, in a statement by the Senior Special Assistant on Media and publicity, Garba Shehu, appealed to citizens to have faith in the security agencies by giving them useful information on plans and the movements of the bandits.

But, the Brigade Commander, 1 Brigade of the Nigerian Army, Brig.-Gen. Lynus  Udeagbala, has suggested the deployment of drones for ease identification of bandits’ hideouts and to neutralise them.

He spoke when a delegation of four eminent personalities from Zamfara State, led by the People’s Democratic Party (PDP) state Chairman, Alhaji Ibrahim Mallaha, the Chief of Staff, Government House, Gusau, Col. Bala Mande (retd), Alhaji Jamilu Aliyu Zannah and the Senior Special Assistant to the Governor on Security Matters Abubakar Muhammed  Dauran, visited him.

The delegation was sent by Governor Bello Muhammad, who expressed satisfaction with the Army’s fight against banditry.

Brig.-Gen. Udeagbala thanked the governor for the visit, which he described as an encouragement to the officers and men, especially those fighting the bandits.

He, however, said one of the major challenges faced by the brigade is lack of state of the art communication gadgets, saying if such were provided, it would facilitate quick response to distress calls.

The governor said the military operations have shown that bandits’ activities would soon end in the state so that the citizens, especially the rural dwellers, most of whom are farmers, can sleep with both eyes closed and can carry out their farming activities without fears.

The governor, who said the soldiers were doing well, noted that there was room for improvement.

He promised that his administration would keep assisting the military as much as possible to stem out banditry.

  • Lagos battles motorcycle services firms over revenue

Lagos State has seen a spike in the motorcycle-hailing services. This new business trend sprouting across the state is coming as a safe and more reliable alternative to regular motorcycles,  but the parameters are contributing next to nothing to the state’s coffers, writes Robert Egbe.

The Lagos State economy is a giant one. It boasts as one of the few self-sufficient states in the country and its success has continued to set it apart as the benchmark for the others. Internally Generated Revenue (IGR), mainly through taxes stood at $1.3 billion (N258.7billion) in 2015 — three times more than the state with the second most IGR and 39% of the total IGR by Nigeria’s 36 states.

According to the Nigerian Bureau of Statistics, the country’s commercial hub generated a staggering N382 billion in 2018. The figure surpassed the earnings of a combination of 29 states! But Lagos’ success looks even better compared to other African nations. With GDP in 2014 pegged at $90 billion, Lagos’ economy stands as the 7th largest in Africa- bigger than Cote d’Ivoire and Kenya, two of the continent’s most promising economies.

A finely tuned IGR model and a growing economy have made Lagos into Africa’s leading city and one of the world’s fastest growing megacities. Lagos, like most other states, relies so much on its IGR to function. The provision of basic services and amenities like hospitals, schools, roads and other infrastructure is funded by the revenue it generates. It is important to note that governments all over the world are consistently under pressure to increase revenue through taxation in order to provide better services within their jurisdiction. In view of this, significant sources of revenue such as taxes, licenses, fines and fees, grants, financial aids, and loans must always be keenly paid attention to for any economy to thrive.

Lagos being a hotbed for enterprise relies heavily on taxes in generating revenue. Small scale firms and the large institutions contribute a significant chunk to the coffers of the state in the form of taxes. In maintaining its enviable feat of raking in whopping sums as its revenue, especially in the area of taxes, it ensures that it drags all the businesses operating in the state under its tax net.

Despite its effort to generate funds and several awareness initiatives aimed at making organisations interested in the payment of taxes, some firms that operate fully in Lagos sabotage the economic drive of the Lagos State Government in its effort to increase revenue by brazenly cutting corners.

Recently, Lagos State has seen a spike in the motorcycle-hailing services. This new business trend sprouting across the state is coming as a safe and more reliable alternative to regular motorcycles. Their primary purpose is to help Lagos residents zap through congested traffic.

However, it is interesting that a large number of companies in this technology-driven business have their motorcycles registered with the Ogun State Government with their number plates bearing that of the gateway state, despite functioning fully in Lagos.

Leading the pack of motorcycles in this category is the Chinese-owned ORide. ORide, a subsidiary of OPay, which started operating in Lagos in May 2019. There is also the U-Go services and Max.Ng – both of which are bike-hailing companies operating in Nigeria’s most populous city.

Getting a motorcycle registered in Lagos is almost the same process as that of a car or any other motor vehicle. There are processes that must be followed for two-wheelers to be approved for use in Lagos. Letters must be written, taken through the right desks, duly signed and approved and the appropriate documents received.

Their conspicuous use of the neighboring state’s number plates while operating in Lagos draws curiosity. The move may be attributed to the companies’ disregard for due process or attempting to bypass the system by reducing its remittances to the coffers of the government hence the reason behind it running to the neighbouring state to register its vehicles.

According to investigations, the riders of the motorcycles of the trio of ORide, U-Go Services and MaxOkada have been serially harassed by men of the Vehicle Inspection Service (VIS) and the reason may not be far-fetched. The motorcycle-hailing companies, like all others, operate fully in Lagos. Their customers are Lagos residents who live and also work in Lagos. Therefore, registering with another state ultimately means that funds that would have ordinarily accrued to the state are being contributed to the economy of another state.

Many might argue that using a plate number different from the state’s in which you operate does not violate any law. However, the angle in which business minds analyze these cases speak to economic sabotage and the argument is simple – the motorcycle-hailing companies are headquartered in Lagos and have their operations exclusively in the state. Its customers are Lagos residents who live, work and also pay taxes in Lagos. It generates the revenue with which it pays its staff from the state, yet, they dole out funds for the renewal of the particulars of its numerous motorcycles to a neighbouring state.

It is also imperative to note that when registering a motorcycle for commercial purposes in any state, the two-wheelers taxis are expected procure hackney permits and other regulatory permits that are subject to periodic renewals in the state. This process helps the State Government regulate the sector whilst generating the needed revenues to run the state.

A former Commissioner for Finance in the state, Mr. Akinyemi Ashade, had last year expressed optimism that the monthly IGR would rise as the state continued to implement its reforms, adding that the target was to grow the IGR to N50 billion from N34 billion. “The target we set for ourselves is N50 billion; we know it is a marathon, we will win some and we will lose some, but we are committed towards ensuring that we meet the target,” Ashade said.

However, when businesses such as ORide, U-Go Services and Max.Ng deliberately avoid walking into the revenue net of the state, perhaps the N50 billion target would easily be a mirage and the social benefits to the over 20 million of people who call the state home will be shortchanged eventually.

Will gokada and easy mobility also become guilty of this? Only time can tell.

  • More housing delivery for Ogun residents

The Acting Managing Director (MD) of the Ogun State Property and Investment Corporation (OPIC), Mrs. Ibiyemi Adesoye, has residents of the corporation’s readiness to deliver more affordable housing units to individuals and corporate bodies.

Adesoye spoke when she led the corporation’s management team to visit the Deputy Governor, Noimot Salako-Oyedele, in her office at Oke-Mosan, Abeokuta.

The visit was to brief the deputy governor on the activities of OPIC, identify with her and tap from her wealth of experience as a guru in property development.

Mrs. Salako-Oyedele thanked the team for the visit, saying one of the missions of the Dapo Abiodun led-government was to provide affordable housing to the people.

The deputy governor lauded the Family Home Funds initiative, and described it as an affordable and sensible project to embrace. She noted that for real estate to thrive, land must be available at the right place, adding that the present administration would engage more public-private partnership to invest in the state.

According to the deputy governor, the Ogun State Investment Promotion Council proposed by the government would ensure that a template is put in place to legalise and ensure good guide for business to thrive.

  • Witness presents documents confirming Akpabio’s victory

A mild played out at the elections petition tribunal in Akwa Ibom State when a witness, Mr. Godwin Afangideh, presented a document confirming that Senator Godswill Akpabio of the All Progressives Congress (APC) won the Akwa Ibom Northwest senatorial election.

Lawyer to the Peoples Democratic Party (PDP) Solomon Umoh had given Afangideh a document presented by the Independent National Electoral Commission (INEC) to read to the tribunal.

The document was an exhibit presented by INEC in a petition by Akpabio, challenging the declaration of Christopher Ekpenyong of the Peoples Democratic Party (PDP), as the Senator for Akwa Ibom North West.

Afangide, reading from the document given to him by Umoh, said: “My Lord, even from this document, APC scored 61,329 and PDP scored 9,050 in Essien Udim council, and it is recorded here.”

Umoh had attempted to shout Afangide from reading that part of the document.

Afangide had earlier tendered results collated from wards in Essien Udim as given to him by the party agents, which clearly showed that Akpabio won with a wide margin.

The witness expressed surprise at the voters’ register tendered in court, saying it was different from the one used on election day. According to Afangide, the elections in Essien Udim were peaceful, as attested to by security agencies, local and foreign observers.

Two policemen, Commander of Ikot Ekpene Area Command, Assistant Commissioner of Police Naziru Kankarofi and the Divisional Police Officer of Essien Udim, Samuel Isiek, on subpoena tendered situation reports on the conduct of the National Assembly elections.

The reports were duly admitted as exhibits despite the initial objections of Umoh, respondents’ lawyer Chief Kanu Agabi and INEC’s lawyer Robert Emukpoeruo. They reserved their objections till final addresses.

Another Witness, Chris Akpan, who was a ward collation agent, told the tribunal that the results declared by INEC in Uyo did not reflect collated results from the units and wards.

He was also surprised hearing about violence, saying they were hearing of violence for the first time at the tribunal.

Akpabio had so far called 14 witnesses, mostly ward agents, who have tendered duly collated results. Results so far tendered showed he had led his opponent with a wide margin before INEC cancelled the results in Uyo.

  • Wike: govt will continue to partner the Church

Rivers State Governor Nyesom Wike has said his administration will continue to partner the church to develop the state.

Wike, who spoke during a crusade organised by the Lord’s Chosen Charismatic Church, attributed his political survival to the support and prayers of the Christian community.

The crusade, themed: “God has the power to do this or that”, held at the Yakubu Gowon Stadium in Port Harcourt.

According to the governor, the forces of darkness invaded the state and attempted to rob the people’s mandate but God stood firm.

He said: “We saw forces, but the greater force, God Almighty came. With this crusade, Rivers State will be abundantly blessed.

“I repeat once again without apologies, Rivers is a Christian state. That is why nobody can touch us. When it mattered most, the Christian community prayed and God heard your prayers.

“I will continue to support the activities of all churches. This government will always partner the churches, whatever the programme they are engaged in. I urge the church to continue to pray. Each time you pray, put us in your prayers.

“On March 9, light prevailed over darkness.  God showed himself and he is in charge. But for God, I wouldn’t have been here addressing the Christian faithful. The enemies came to Rivers State to take over and stop the will of the people but God said no, and the people’s will prevailed.”

Governor Wike praised the General Overseer of the Lord’s Chosen Charismatic Ministry, Pastor Lazarus Muoka, for bringing the Crusade to the state.

Muoka prayed God to eradicate evil in Rivers State, enthrone peace and stability across the state. He prayed for the mighty hand of God to rest on Governor Wike with divine protection and continuous victory all the way.

  • Mpigi heads Ogoni reconciliation committee

Senator Barinada Mpigi (Rivers Southeast) has been named chairman of the Ogoni Reconciliation Committee.

The announcement was made at an Ogoni security stakeholders meeting at Sakpenwa, headquarters of Tai Local Government Area of Rivers State, at the weekend.

The chairman’s mandate is to ensure that all political differences in Ogoniland are carefully and amicably resolved, and all indigenes re-united and re-integrated into the communities for the peace, tranquillity and security.

The summit was organised by the “Supreme Council of Ogoni Traditional Rulers’, led by Godwin Gininwa.

A stakeholder and prominent indigene of the area, Bernard Birabi, blamed the problems in Ogoniland on failure in family values and lack of integrity, especially of the parents.

He said: “We have a fundamental problem. In the last 25 years, Ogoni has grown up with lies, balkanisation and rumours; these three factors are the main cause of the crisis we are in.

“Children don’t listen to their father’s; children see and watch what fathers do, and when they see that fathers live in lies, fabricate stories and spread rumours, they  take to that. A lot of people were killed on fabricated stories and rumour.”

Birabi noted that the need and urgency to end rumour mongering, lies and imposition in Ogoniland for the desired peace and unity cannot be over-emphasised.

“Unless we address these issues, the question for lasting peace is still far-fetched. While we are thinking of what to do, we must remember that we are the cause of our own problems,” he lamented.

The stakeholders’ announced the setting up of security and reconciliation committees to facilitate the expected peaceful environment in Ogoniland, naming Mpigi as chairman.

  • Kaduna summit: Stop hiding your atrocities under security conference – Group

The Northern Think Tank group has rejected the planned security conference by the Arewa Research & Development Project (ARDP).

Recall that ARDP had through its leader, Usman Bugaje, called for more proactive measures in addressing the security situation in some parts of northern Nigeria.

To provide solutions to these challenges, Bugaje announced that the group would be organizing a conference on northern security which is scheduled to hold July 1 and 2, at the Sir Ahmadu Bello Foundation conference in Kaduna.

The northern group in a press statement described the move by Bugaje and his followers as misleading, warning its leader, to stop “hiding his atrocities under security conference.”

It, therefore, called Nigerians and the world to disregard Bugaje’s latest attempt at seeking relevance instead of forgiveness we recommend that the right things should be done to eradicate the security threats confronting Nigerians

    His text below.

A group of disgruntled politicians under the aegis of Arewa Research & Development Project (ARDP) have announced plans for a “Northern Security Conference” billed to hold in Kaduna from July 1-2, 2019.

ARDP is supposedly convened by one Dr. Usman Bugaje, a politician that has in the past played both sides of the game since he has been in government and in opposition, depending on what faction proves to be more lucrative.

The last time this politician had any news mention of note was when he declined the offer to serve Nigeria as an ambassadorial nominee. We have since discovered that his reason for declining the appointment was he was aware that he would not have scaled security clearance because of the many activities he was engaged in with some of his other associates.

Interestingly, it is this same set of people that are today announcing that they are giving northern Nigeria a security conference to discuss the same problem they helped created. While it is very possible that the same people that started a problem (or series of problems) may hold the key to the resolution, logic dictates that we question the motive behind this offer of proffering solution that is coming from the architects of the nation’s problems.

In the prevent press briefing addressed by Dr. Bugaje, ARDP listed the security challenges confronting the country to include Boko Haram, banditry, kidnap for ransom, ethno-religious crisis, and farmers-herders crisis. It does not take a doctorate in security to figure that all these are security challenges that have their roots in the proliferation of arms that was actively promoted the political class, especially those that deployed youths as foot soldiers in their bid to win elections. Perhaps the problem would not have been as bad if the politicians, like Dr Bugaje, only armed the youths; they also plied them with hard drugs, expose them to slush funds and identified political opponents as targets to be dealt with or eliminated.

Youths, in addition to being left despondent and desperate, are left angry against the society once the politicians dump them after elections. Not willing to wait for another four years, these identified crimes become alluring to the youths.

This is not to discount the roles that these politicians similarly play in pitching Nigerians against each other along the lines of ethno-religious differences. When it suited them they set the south against the north, Christian against Muslim and one ethnic group against the other so long as it will fetch them votes or get them into whatever office they seek.

We are not unaware of the contribution of corruption to the toxic mix we are today dealing with. Bugaje and his co-travellers can lie to themselves all they want but it will pay them to acknowledge that the time is nigh for them to give account of how their cohort enriched themselves as opposed to truly serving the people. Had the people being properly empowered as opposed to politicians building mansions the extreme poverty that is fuelling some of these problems would not have been in existence.

The conference announced by ARDP is therefore a smokescreen for achieving other objectives as the situation on ground does not call for holding talk shops for grandstanding by people that already know what the causes of the problems are. We understanding that this grandstanding is aimed at unveiling a divisive agenda as the participants of this meeting plan to claim that President Muhammadu Buhari is not serving the term of the north hence the north will be again be presenting a candidate in 2023. But even this agenda is a ruse because the actual target of the conference is to provide justification for a planned forceful hijack of the government or at the very least some of its core functions.

This is why Dr Bugaje, in his briefing, alluded to societies resorting to self-help and the plan by the conference “to provide solutions particularly the coordination and the regulation of the community responses” while also “a committee will be constituted to coordinate, monitor and evaluate the implementations of the decisions of the conference,” which are coded ways of saying that the conference plans to not only hijack the government but also take over the role of law enforcement.

Regardless of whatever problems the country is facing, the path chosen by ARDP is not one that will lead to solutions. If anything, the Northern Security Conference as conceived and announced by Bugaje’s ARDP will rather create new problems. The first of such problems is that it will instantly validate the secessionist agitations and separatist movements in the south. Talks of community responses will also promote the birth of ethnic militias, which is a recipe for disaster.

On the strategic front, the conference is nothing but an attempt by those responsible for the problems to continue to divert attention from the core issues militating against the north and the root causes of insecurity. The reality is that Dr. Bugaje and his group represent nothing but another appendage of a political class that is out to benefit from every situation including the blood of the innocent person in the society. It is on this note that we ask that any northern worth his name should stay away from the conference as it would end up as a venue for the roll call of the north and Nigeria’s problems.

As we ask the north, Nigerians and the world to disregard Dr Bugaje’s latest attempt at seeking relevance instead of forgiveness we recommend that the right things should be done to eradicate the security threats confronting Nigerians. A first step is for all desperate politicians to retrace their steps – a conference is not needed to make this happen. The next step is for them to, under a plea deal, brief security agencies about the roles they played in precipitating the current security situation. They must also produce a catalogue of the arms they have supplied to their thugs, the financial backing they have given such thugs, details of the cells created by such goons and identities of the individuals behind such groups.

These are practical steps that we are demanding Dr Bugaje, his group and associates take instead of playing to the gallery. The north is not unenlightened as he may be led to believe and there is no more room for him to continue toying with the collective future of the north while thinking that he is playing a game.
