Bandits evade security surveillance with advanced technology, says Minister

The Minister of Communications, Innovation and Digital Economy, Dr Bosun Tijani, at the weekend said bandits operating across the country adopted advanced technology to make phone calls and evade security surveillance.

Dr Tijani disclosed this during an interview on Channels Television’s Politics Today monitored by our Correspondent.

The minister said tracking the communications of criminal groups is far more complex than commonly assumed, as bandits utilize sophisticated methods to avoid detection by security agencies.

According to the Minister, these criminals route their calls through multiple telecommunications towers, a tactic designed to confuse monitoring systems and hinder efforts by security operatives to trace their locations.

“The reason why the President actually pushed us to invest in towers in those areas is that we realised that there was a special kind of technology that they were using to communicate.

“They are not using the normal towers; they bounce calls off multiple towers. That is why they enjoy living in areas that are unconnected,” the Minister said.

Dr Tijani however emphasised that the Federal Government is responding by strengthening the country’s digital and surveillance infrastructure, including plans to upgrade Nigeria’s satellites to enhance security monitoring.

“Because if our towers are not working, our satellites will work,” he said.

The minister underscored the urgent need for significant investment in telecommunications infrastructure across the country, noting Nigeria’s limited capacity compared to global standards.

“If you go to China, they have over four million 5G towers. The total number of towers we have in Nigeria is just about 40,000,” the Minister stated.

Army boosts operations with 3,439 new recruits as COAS emphasises loyalty, discipline

The Nigerian Army has strengthened its operational capacity by injecting 3,439 new recruits into ongoing operations nationwide.

The recruits were members of the Nigerian Army’s 89 Regular Intake and had successfully completed six months of intensive training at the Depot Nigerian Army in Zaria on Saturday.

Speaking at the Passing Out Parade (POP), the Chief of Army Staff (COAS), Lt.-General Waidi Shaibu, charged them to uphold the highest standards of loyalty, discipline, and professionalism as they formally join the service.

The COAS, who was the Special Guest of Honour and Reviewing Officer, described the parade as “a testament to your dedication and perseverance,” showcasing the skills, discipline, and esprit de corps instilled in the recruits over the course of their training.

General Shaibu added that their successful training reflects hard work, dedication, and discipline.

The COAS also urged the recruits to maintain integrity and respect for human rights in all operations, stressing that these values are the cornerstone of professional soldiering.

He reminded them of the Oath of Allegiance they took, sresing that :”By that oath, you are now bound to uphold both civil and military laws. Avoid any act that may tarnish the image of the Nigerian Army or the nation. Serve with honour, dignity, and unwavering loyalty to constituted authority.”

He noted that as the Army continued to confront emerging domestic and transnational threats, the new recruits are vital to sustaining operational readiness across the country.

“Your successful training reflects hard work, dedication, and discipline. You have been moulded to meet the highest standards of soldiering and are now entrusted with the sacred duty of safeguarding the territorial integrity of our nation.

“I have no doubt that you will rise to the challenges ahead and serve with honour, courage, and professionalism,” the COAS said.

He commended Depot Nigerian Army for its historic role in producing professional soldiers since its establishment in 1924, adding that the premier institution remains the backbone of the Nigerian Army’s training capabilities.

“I assure you that it will continue to receive unwavering support in terms of logistics, training infrastructure, and personnel welfare to maintain its high standards,” the COAS said.

Accountability Lab Nigeria celebrates five public servants with integrity awards

Five Nigerians in public service have been honoured with the Integrity Icon Nigeria (IIN) award for their integrity by Accountability Lab Nigeria.

The awardees are: Chief Superintendent of Police, Mathias Nuhu (Akwa-lbom Police Command, Safer Highway Patrol), and Mrs Oluwashola Shobayo of the Lagos State Office of Internal Audit).

Others are: Col. I.A Manga of the Nigerian Army, FCT; Mr Kumafan Dzaan of the Benue State Bureau of Statistics BSBS and Mrs Ann Ejulle Itodo of Government Senior Secondary School Apo, Abuja.

The award, now in its 9th edition, celebrates ethical public servants whose work demonstrated honesty, professionalism, and impact.

Speaking during the summit yesterday in Abuja, Executive Director of Accountability Lab Nigeria, Mr. Odeh Friday said that promoting integrity in public service was essential to rebuilding trust and strengthening Nigeria’s system of governance.

He said that the initiative is designed to celebrate ethical public servants whose work demonstrated honesty, professionalism, and impact.

Friday said the programme is implemented in partnership with the Bureau of Public Service Reforms (BPSR) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

He added that it is aimed at shifting accountability away from fear and punishment, towards incentives, norms, and results.

“Today is about recognition with purpose; What we choose to celebrate in our society defines who we are, what our public institutions become, and the kind of society we want,” he said.

Friday noted that recent surveys revealed that when integrity is ignored, ethical public servants become isolated, but when named and famed, it becomes a standard others aspire to meet.

“We identify public servants whose choices under pressure produced evident outcomes for citizens, and we make those choices visible by telling their stories,” he added.

Also speaking, Assistant Inspector General of Police (rtd), Mrs Hilda Ibifuro-Harrison said that Nigeria must entrench ethical leadership, fairness and measurable performance standards across Ministries, Departments and Agencies (MDAs).

She said that this must be done in order to reverse declining public trust and institutional inefficiency.

Ibifuro-Harrison explained that in spite of several policy reforms, Nigeria’s public sector continued to struggle with bureaucracy, weak institutions and a legacy of systemic challenges which dates back to decades.

She listed key challenges affecting service delivery, to include outdated processes, limited digital infrastructure, weak enforcement of policies, politicisation and low morale among civil servants.

Ibifuro-Harrison noted that the civil service was not lacking in dedicated officers but in systems that recognise and reward excellence, integrity and ethical conduct.

She, however, harped on the need for recognition to go beyond annual ceremonies to a sustained system that provides platforms and support for ethical officers.

Director-General of BPSR, Dasuki Arabi commended Accountability Lab Nigeria and its partners for sustaining one of the country’s most credible citizen-focused accountability platforms.

He noted that the Integrity Icon campaign had grown into a movement which identifies and celebrates exemplary public servants.

Don Jazzy defends donation to ‘beneficiary’ amid social media backlash

Music executive Don Jazzy has come to the defence of a young woman on social media, Itohan, who received a private donation from him to support her initiative helping people with health challenges.

The controversy began when Itohan tweeted about her Christmas wishes, including paying off debts and launching a foundation to help kidney patients, inspired by her brother’s death from kidney disease.

Don Jazzy responded, asking her to share her needs, and she listed her requests.

However, some social media users labelled her “greedy” and a “scam,” prompting Don Jazzy to defend her.

He addressed allegations that he only supports women and stated that Itohan did nothing wrong, referencing his previous donation to a tech initiative.

Don Jazzy emphasised that Itohan’s initiative is admirable and that she deserves support, not criticism.

He wrote on X: “Don’t do that. What exactly did she do wrong? I like to help people when i can. I asked for her wish, and she stated she wants to help people too.

“We all have our wishes whether big or small. I immediately noticed that people started dragging her so i entered her Dm to try and save her from the long talks on the timeline. Also not to be like i just raised her hopes and left her hanging.

“She didn’t need to come back to the timeline to tell you guys anything as she doesnt owe anyone anything. Is she a govt official? But because of the too much drags i guess she thought it was best to share the news on the timeline. What is bringing this woman talk now? Is the 20m Laptop brother a woman too?’

The controversy has sparked a debate on social media, with some defending Itohan and others criticising her approach.

Itohan has expressed gratitude for Don Jazzy’s donation and is using it to assist dialysis patients, with N350,000 already spent to support two patients.

  • Tinubu moves to transform NIPSS into global centre of excellence by 2030

Tinubu moves to transform NIPSS into global centre of excellence by 2030

Vice President Kashim Shettima has reaffirmed the commitment of the administration of President Bola Ahmed Tinubu to remodel the National Institute for Policy and Strategic Studies (NIPSS) into a digitally driven, financially stable and globally recognised centre of excellence by the year 2030.

Shettima, who represented President Tinubu at the graduation ceremony of the Senior Executive Course (SEC) 47 of NIPSS in Kuru, Plateau State, on Saturday, said the transformation of the institute is central to the administration’s broader agenda of strengthening evidence-based policymaking and leadership development in Nigeria.

According to him, the Tinubu administration regards NIPSS as the nation’s most strategic platform for developing thinkers, reformers and innovators, as well as a meeting point for ideas that shape policy, guide reforms and influence the course of national development.

According to a statement issued by Senior Special Assistant to the President on Media and Communications, Office of the Vice President, Stanley Nkwocha, Shettima said, “His Excellency, President Bola Ahmed Tinubu, has been unequivocal in his commitment to supporting NIPSS in its transformation agenda, particularly its ambition to become a digitally driven, financially stable, and globally recognised centre of excellence by 2030”.

He stressed that the Federal Government’s support for the institute would go beyond funding, infrastructure and a conducive research environment, adding that emphasis would be placed on producing implementation-ready policy papers.

“Our support must therefore go beyond funding, infrastructure, and a conducive research environment. It must ensure that NIPSS produces implementation-ready policy papers and that its outputs are fully integrated into national decision-making and execution frameworks,” Shettima stated.

The Vice President commended the theme of the SEC 47, “Blue Economy and Sustainable Development in Nigeria,” describing it as timely and reflective of the interconnection between development, security, environmental stewardship and social inclusion.

He noted that the strength of academic work lies not only in intellectual depth but also in its relevance to Nigeria’s realities, adding that the graduands’ research on the maritime domain underscored the links between security, livelihoods, food security, environmental protection and national cohesion.

Shettima assured that the Tinubu administration takes evidence-based policymaking seriously, disclosing that he had directed relevant ministries, departments and agencies to give the report and recommendations of the course participants close attention for both immediate application and long-term strategic planning.

He also praised the Director-General of NIPSS, Prof. Ayo Omotayo, as well as the management and staff of the institute, for their dedication and professionalism in sustaining NIPSS as the nation’s foremost centre for strategic thought and leadership development.

He further commended Plateau State Governor, Caleb Mutfwang, and the people of the state for maintaining a peaceful environment that has enabled the institute to function as a national asset.

Earlier, Governor Mutfwang applauded the Federal Government for its support to NIPSS, noting that Nigeria stands to benefit immensely from the institute’s research outputs, particularly in broadening governance perspectives and addressing security challenges across the country.

Chairman of the NIPSS Board, Senator Ken Nnamani, urged authorities at the national and subnational levels to adopt and implement research outputs from institutions such as NIPSS, expressing confidence in the Tinubu administration’s continued support for research-driven policymaking.

In his welcome address, Prof. Omotayo said the Vice President’s presence at the ceremony underscored the Federal Government’s recognition of NIPSS as Nigeria’s premier policy and strategic research institute, highlighting achievements recorded under its five-year strategic plan.

Goodwill messages were also delivered by the President of the NIPSS Alumni Association, Ambassador Emmanuel Okafor, and the Monitor-General of SEC 47, Col. Mukhtar Sani Daroda, who pledged the graduands’ continued commitment to national service.

Highlights of the event included the presentation of certificates to the graduands by the Vice President, their induction into the Alumni Association of the National Institute, and the inauguration of four units of two-bedroom apartments donated to NIPSS by the SEC 47 participants.

Meanwhile, the Vice President also interacted with strawberry farmers in Plateau State, reiterating the Federal Government’s resolve to transform Nigeria’s agricultural value chain in line with President Tinubu’s development agenda.

  • Ogun building top quality roads – Abiodun’s aide

Ogun building top quality roads – Abiodun’s aide

Mr Kayode Akinmade, Special Adviser on Media and Strategy to Gov. Dapo Abiodun, says the state is constructing quality roads that will stand the test of time.

Akinmade told the News Agency of Nigeria (NAN) in Abeokuta on Saturday that roads completed by the current administration were built with quality materials and handled by professional contractors.

“The state has the longest and largest network of federal roads in terms of kilometres.

“The present administration has constructed both federal and state roads with the support of the federal government and is delivering remarkable, sustainable results for the state’s infrastructure network,” he said.

He said federal roads in Ogun had endured years of poor maintenance spanning more than two and a half decades.

He noted that the rehabilitation of the Lagos–Abeokuta Expressway and some other federals roads was impeded by bureaucratic challenges during the last administration.

“During the Buhari administration, efforts to rehabilitate the Lagos‑Abeokuta expressway were hampered by bureaucratic obstacles, but the current administration has restored the project and expects it to be completed to about 74 km of double‑lane road by mid‑next year.

“The state government has constructed over 1,500 km of road across Ogun and several new projects are already in the pipeline,” Akinmade said.

He stressed that no previous government in the state had addressed road infrastructure with the level of commitment, scale, and intensity demonstrated by the Abiodun administration.

“What makes his position unique is that he did not neglect federal or state roads when he came on board.

“Stakeholders from every local government met with the governor, who asked them to identify the roads most important to their communities. From that day to today, that strategy still works,” he noted.

According to the special adviser, the administration inherited several abandoned and dilapidated road projects but has taken deliberate steps to revive, complete, and upgrade many of them as part of its broader infrastructure renewal drive.

He added the administration would also explore the construction of link roads to improve connectivity, ease the daily commute for residents, and eliminate tolls on existing highways, ensuring a more efficient and cost-effective transportation network for the people.

He assured that as the rains have subsided, construction activities on projects affected by heavy downpours would proceed without interruption.
