    DHQ reviews 2017 Joint Doctrine to enhance multi-domain operations

    The Defence Headquarters (DHQ) is finalising the review of a new Joint Doctrine for the Armed Forces that will cater for multi-domain operations.

    The Chief of Defence Staff (CDS), General Olufemi Oluyede, revealed this while speaking as a Guest Speaker at the NISECEXPO-DICON International Defence and Security Show, organised by the Nigeria Security Exhibition and Conference (NISEC) in collaboration with the Defence Industries Corporation of Nigeria (DICON), in Abuja on Monday.

    The CDS also disclosed the establishment of a Joint Doctrine and Warfare Centre, which will be responsible for driving joint doctrine development, joint training, and joint operational concepts, as well as planning towards integrated command centres for future conflicts. 

    This will help ensure unified situational awareness, faster decision-making, and effective multi-domain coordination.

    General Oluyede said that the new doctrine, when fully operational, would ensure that every service “speaks the same operational/tactical language” and operate towards a single unified national strategic objectives.  

    The CDS, represented by Major General Aniedi Edet, Director-General of the Joint Doctrine and Warfare Center at the Defence Headquarters, stated that the nature of threats confronting the country has changed significantly, noting that adversaries are no longer conventional massed armies but fluid, adaptive networks operating across multiple domains.

    He noted that warfare has moved beyond the traditional land, maritime, and air domains, now extending actively into the information, electromagnetic, and cyber domains, each demanding specialised capabilities, fresh thinking, and greater collaboration, stressing that staying ahead of adversaries calls for a transition from service-specific responses to a unified, integrated, and decisive joint approach.

    The CDS said: “To ensure we remain ahead of evolving threats, the Armed Forces of Nigeria is strengthening its joint structures and operational frameworks.

    “A few key efforts include: establishment of a Permanent Joint Theatre Command, moving beyond ad-hoc joint task forces to more enduring and coordinated structures; review of the 2017 Joint Structure, which currently being finalised to reflect new realities and align with global best practices; creation of the Joint Doctrine and Warfare Centre, which tasked with driving joint doctrine development, joint training and joint operational concepts, and planning towards integrated command centres for future conflicts, ensuring unified situational awareness, faster decision-making and multi-domain coordination.”

    According to him, these reforms would guide future acquisitions, force design and operational readiness.

    He said the theme of the expo,“Future Wars: Operational Endurance and Force Build-up Capabilities”, resonates strongly with the military’s key priority, which is preparing for future wars.

    The CDS said that has the world moves rapidly towards autonomous systems, robotics, artificial intelligence and unmanned platforms, and future probably being fought with minimal human presence on the frontlines, but dominated by drones, robots and algorithm-driven systems, the Nigerian military is paying close attention to these trends and exploring ways to integrate them into our defence posture.

    “Similarly, our National Space Research and Development Agency and Defence Space Administration are increasingly focused on strengthening Nigeria’s cyber posture and space capabilities,” he said. 

    “The National Intelligence Fusion Centre under the Office of the National Security Adviser has become one of our most effective tools for real-time intelligence sharing among security agencies and partners. It strengthens counter-terrorism, counters cybercrime, and enhances responses to transnational threats.”

    While emphasizing that security is no longer the exclusive responsibility of the military or security agencies, the CDS noted that Nigeria’s security challenges demand whole-of-society cooperation, where every segment of society has an important role to play. 

    He said that as strategic communication becomes central to national security, the military would continue to work closely with the media, civil society and community leaders to promote accurate narratives, protect civilians and build trust.

    The Chief Executive Officer of NISEC, Frank Ohwofa, said the 2025 exhibition aimed to develop innovative solutions to address Nigeria and Africa’s defence challenges.

    Ohwofa emphasized the significance of Nigeria to produce it’s defence needs locally, noting that unable to do so could make the country vulnerable, as global supply chain constraints make reliance on foreign imports risky.

    “I am particularly impressed with the local companies showcasing their capacity to manufacture spare parts, vehicles, and other military requirements. This is essential for self-reliance and readiness,” he said. 

    Ohwofa said the event, which runs from December 8 to 10, will showcase new innovations and technologies that can significantly enhance Nigeria’s ability to respond to asymmetric threats.

    “The technologies on display are far more advanced than those we have seen in previous editions. They will help security agencies evaluate what needs to change and what capabilities must be acquired.

    “Before the close of this event, which will last untill December 10, we expect several partnerships and cooperation agreements to be forged, particularly in support of local content development, which aligns with government priorities,” he said.

    Alaafin of Oyo, Oba Abimbola Owoade has congratulated the First Lady of Nigeria, Senator Oluremi Tinubu, on her conferment with the prestigious chieftaincy title of Yeye Asiwaju Gbogbo Ile Oodua by the Ooni of Ife, Oba Adeyeye Enitan Ogunwusi.

    The installation ceremony, held at the Palace Square, coincided with celebrations marking Oba Ogunwusi’s 10th coronation anniversary.

    Oba Owoade in a congratulatory message issued by his Media and Publicity Director, Bode Durojaiye, described Yeye Oluremii Tinubu as a “woman of substance who is characterized by inner strength, integrity, and purpose, possessing traits like resilience, confidence, empathy, and intelligence, focusing on meaningful impact over superficiality, balancing personal growth with contributing to others, and demonstrating strong character, self-belief, and discipline.”

    He stated that the First Lady was an agent of change, a leader, and a reliable guide, adding value through her actions and ideas rather than just words.

    According to him, “Her integrity, honour, discipline, and self-belief are foundational. Inner strength and resilience, as she is confident, stands up for herself and others, and faces challenges head-on.

    “She understands and values others, showing empathy and kindness. The First Lady actively contributes to the world, supports causes, and aims to make a positive difference, pursues passions, prioritizes well-being, and finds happiness in meaningful pursuits, not just material gain.

    The monarch pointed out that Mrs Tinubu possesses knowledge and is a trusted voice of reason.

    LASTMA warns against traffic violations as delivery motorcyclist suffers limb fracture in Lagos

    A delivery motorcyclist sustained a serious limb fracture in the early hours of Monday following a one way traffic accident on the Odo Iya Alaro Bridge inward Maryland along the Ikorodu Road corridor in Lagos.

    The Lagos State Traffic Management Authority said preliminary investigations showed that the accident occurred amid heavy traffic caused by the aftermath of a truck fire at the same location earlier in the morning.

    Officials said the fire incident resulted in a long stretch of slow moving traffic along the Ikorodu Road axis, creating a tense and congested driving environment.

    LASTMA said that during the gridlock, a private ambulance with registration number BED 508 EA conveying a pregnant woman who was on oxygen support drove against traffic at high speed in an attempt to bypass the congestion.

    The reckless maneuver led to a head on collision with the delivery motorcyclist who was riding legitimately within his designated lane.

    The impact left the motorcyclist with a severe fracture to his right knee and other injuries that caused him intense pain at the scene.

    LASTMA officers immediately alerted the Lagos State Ambulance Service which deployed two ambulances to the scene for emergency rescue.

    The pregnant woman, along with her life support equipment, was safely transferred into one LASAMBUS ambulance, while the injured motorcyclist was conveyed in another ambulance to the nearest medical facility for urgent treatment.

    The driver of the private ambulance was apprehended at the scene by LASTMA officials and handed over to operatives of the Ogudu Police Division for further investigation and possible prosecution.

    LASTMA officers also ensured the damaged ambulance and the delivery motorcycle were safely removed from the road and taken to the Ogudu Police Division, while policemen provided security support during the rescue operation.

    The General Manager of LASTMA, Mr Olalekan Bakare Oki, restated the agency resolve to maintain zero tolerance for dangerous traffic violations, especially the act of driving against traffic.

    He warned all motorists, including emergency service drivers, to observe traffic rules strictly, noting that reckless behaviour on the road could endanger both their lives and those of other road users.

    President Bola Ahmed Tinubu has just held a closed-door meeting with six governors elected on the platform of the All Progressives Congress (APC) at the State House, Abuja.

    The purpose of the meeting was not immediately clear, and details of the agenda were not disclosed at press time.

    Those in attendance include the governors of Jigawa (Umar Namadi), Edo (Monday Okpebholo), Ekiti (Biodun Oyebanji), Kogi (Usman Ododo), Sokoto (Aliyu Sokoto) and Kebbi (Dr Nasir Idris) states. 

    The meeting, which which lasted less than an hour was held in the President’s office.

    Although no official of the Presidency has proffered a hint of the reason for the meeting, it came amid recent mounting security challenges facing the nation.

    It has also coincided with ongoing national political consultations and preparations ahead of key party and governance engagements.

    When approached by journalists for comments, the governors declined to speak.

    Fubara to inaugurate 10 critical projects across Rivers LGAs

    Rivers state governor, Siminalayi Fubara, has declared his readiness to inaugurate and flag off 10 major projects across six local government areas of the state.

    The governor announced the plan in Port Harcourt on Monday through the Secretary to the State Government, Dr. Benibo Anabraba.

    Fubara reaffirmed his administration’s commitment to the mandate given by the people of Rivers State.

    He stressed that delivering tangible development and democratic benefits remained a top priority of his government.

    ‎He said, “Beginning from Wednesday, December 10 to 23 December, the projects for commissioning and flag-off will cut across Ahoada East and West, Ogba/Egbema/Ndoni, Kwerre, Emohua, Obio/Akpor, and Port-Harcourt City Local Government Areas of Rivers State.”

    ‎The governor commended the people of Rivers for finding him worthy to serve them and vowed to keep delivering the dividends of democracy to all citizens, irrespective of location, while maintaining the peace and development of Rivers.

    He said, “As a government that secured its electoral victory on the popular mandate of the good people of Rivers State, we pledged, at the inception of this administration, to make the welfare of our citizens a primus of our social contract, and this we have assiduously worked to protect and to provide, through the provision of critical infrastructure and other welfarist programmes, including keeping the peace and order of the state, for its socioeconomic growth and development.”

    Fubara noted that the six-month state of emergency created a temporary setback, but emphasized that his administration was ready to resume its development agenda without delay.

    He also thanked President Bola Tinubu for intervening and facilitating his return to office as Governor despite resistance from opposing interests.

    ‎The governor further assured Rivers people of their security and urged them to follow the path of peace.

    The projects to be inaugurated are the extension of dualization of the Ahoada-Omoku road, the Egbeda-Omerelu link road, Ikwerre road-Igwuruta-Airport, RIVTAF Housing Estate/Anniversary Celebration, and Ihuowo-Ihuama ring road

    Others are Obodhi-Ozochi road and bridge, Ogbakiri junction (roundabout)-Ogbakiri Waterfront road, Ahoada Zonal Hospital, Permanent Secretaries’ Quarters, and Federal High Court Complex, while Ipo town-Airport road bypass would be flagged off.

    LASWA, NIWA strengthen joint safety measures on Lagos waterways for festive season

    The Lagos State Waterways Authority (LASWA) and the National Inland Waterways Authority (NIWA) have strengthened joint safety and security measures across Lagos waterways in December as passenger traffic rose ahead of the festive season.

    The agencies said the coordinated effort is aimed at ensuring safer movement of passengers, protecting lives, and improving operational discipline across key water transport corridors in the state.

    The Special Adviser to the Governor on the Blue Economy said the collaboration has expanded enforcement capacity and improved coordination with security agencies, vessel operators, and waterfront communities during the high travel period.

    He said safety on the waterways remained non-negotiable, adding that the joint operation is designed to guarantee a secure festive experience for all users of Lagos water transport routes.

    As part of the renewed enforcement drive, coordinated patrols have been carried out by officials of LASWA, NIWA, the Marine Police, and community safety volunteers along major waterways and terminals, particularly during peak travel hours and at night.

    As part of the coordinated safety operations, commercial passenger vessels would be subjected to joint safety inspections before and during the holidays, while random spot checks would be conducted to ensure compliance with operational licensing requirements and safety equipment standards.

    The agencies would also strengthen real-time monitoring of weather and water conditions on key routes and issue safety advisories to operators and commuters when necessary, including route adjustments where conditions pose risks to navigation.

    A strict zero alcohol boarding policy would be enforced, with passengers and crew members who show signs of intoxication denied boarding in a bid to prevent accidents and protect lives on the waterways.

    Passengers have been advised to wear life jackets properly, obey safety instructions from crew and enforcement officers, avoid boarding overloaded vessels, and maintain close supervision of children during water travel.

    Boat operators have also been directed to ensure they operate with valid licenses, complete passenger manifests, and functional safety equipment. They are also required to clearly display emergency contact information at terminals and onboard vessels and to maintain properly trained crew members while observing approved capacity limits.

    Adedeji’s reforms have boosted revenue generation, say CSOs

    Some civil society organisations (CSOs) have commended ongoing reforms at the Federal Inland Revenue Service (FIRS) championed by its Chairman, Zacch Adedeji.

    Over 72 organisations said the reforms have boosted revenue generation for the Federal Government and stabilised the economy.

    The CSOs spoke in a joint press conference addressed by the Convener of the coalition and National Coordinator, Centre for Fiscal Transparency and Public Integrity (CFTPI), Comrade Ibrahim Bello, on Monday in Abuja.

    The coalition dismissed the calls by some groups for the FIRS Chairman to “step aside for unconstitutional activities.”

    They said the FIRS boss had carried out sweeping reforms that had made some of these people uncomfortable, as it “was no longer business as usual.”

    The groups said, “This made us to call for this critical press conference because we cannot sit down and watch some handful of people to go to the media to disparage and cast aspersions on a dedicated and passionate Nigerian who have restored hope by deepening the revenue generation running into trillions of Naira, which had translated into development that are directly touching the lives of Nigerians.”

    The groups added, “This is the man who has instituted reforms in the tax system, plugged leakages, and has awakened the country to how to generate funds to seamlessly run the economy.

    “Truth is that an attack on Adedeji is an attack on the administration of President Bola Ahmed Tinubu because the economic programme of this administration is receiving verve from the Revenue Service.

    “He has been meeting and surpassing targets set for him as the upper limit benchmark, while at the same time enhancing the welfare of staff in a way that has boosted staff morale.

    “He started the reformation that has changed the Inland Revenue Service and has crafted the new tax laws for the country, which does not call for the vilification.”

    The group also highlighted the impacts and achievements of the Adedeji-led FIRS after two years.

    They added, “Dr Zacch Adedeji is a man who has done amazingly well with his team of experts. We unequivocally state that the FIRS boss has been a man of integrity and vision whose innovative transformations have led to reforms never experienced in the nation’s revenue generation, including the new tax laws passed into law by the National Assembly and assented to by the President.

    “It will be recalled that in 2024, he introduced four tax reform bills that were submitted to the National Assembly. These reforms include simplifying the tax system, reducing the tax burden on small businesses, and introducing a fairer and equitable tax system.

    “Revenue increase: In 2024, FIRS exceeded its revenue target by 76%, collecting N21.6 trillion, compared to N12.37 trillion in 2023.

    “Combating tax evasion: FIRS organized a conference to combat tax evasion and illicit financial flows, which cause a loss of $18 billion annually for Nigeria.

    “Reduced tax burden: The new tax laws exempted individuals earning N800,000 or less per year from paying personal income tax.

    “Improved efficiency: The introduction of the TaxProMax system and USSD code *829# simplified tax payment processes and made them more accessible.”

    Tinubu urges Nigerians to shun misinformation, embrace patriotism

    President Bola Ahmed Tinubu has urged Nigerians to serve as ambassadors of truth and refrain from weaponising misinformation, particularly in the digital space, saying national progress depends on responsible citizenship and the defence of Nigeria’s image.

    Speaking on Thursday in Abuja at the launch of a new national reorientation initiative, “My Nigeria, My Responsibility,” the President said citizens must highlight Nigeria’s progress, innovation, and peace rather than amplify falsehoods capable of undermining national unity.

    Represented by the Minister of Information and National Orientation, Alhaji Mohammed Idris, President Tinubu said patriotism must be visible in citizens’ conduct, including their adherence to national values and payment of taxes, which he described as “the most concrete transaction of trust between a citizen and the state.”

    “Your responsibility is to own our story; be an ambassador of truth. In the digital age, do not weaponize misinformation. Highlight the progress, the innovation, the peace,” the President stated.

    He also urged Nigerians to embody the Citizens’ Charter of national values, integrity, patriotism, diligence, tolerance, and excellence, not only in public life but also in workplaces, communities, and online engagements.

    President Tinubu disclosed that the Federal Government will launch a National Media and Information Literacy Institute in February 2026 to equip Nigerians with tools to combat fake news and promote ethical online behaviour.

    “This will be your national toolkit to discern truth, resist manipulation, and engage ethically online,” he said, stressing that “patriotism is not a spectator sport,” but a daily responsibility shared by over 200 million citizens.

    Delivering a keynote address, Vice Chancellor of the Federal University of Kashere, Gombe State, Prof. Umaru A. Pate, said the campaign is more than a slogan, describing it as “a civic faith” rooted in self-accountability and active citizenship.

    He, however, noted that leadership must continue to earn public trust by demonstrating accountability, prioritising national interest, strengthening institutions, and creating opportunities for young people.

    Also speaking, Deputy Senate President, Senator Barau Jibrin, called on Nigerians to support government initiatives, pay their taxes, and remain law-abiding, stressing that national development requires collective commitment.

    Convener of the initiative and Senior Special Assistant to the President on Citizenship and Leadership, Hon. Nasir Bala Aminu Ja’oji, said the campaign forms part of the Renewed Hope Agenda and seeks to reawaken responsibility, patriotism, and shared ownership of the Nigerian project.

    According to him, the initiative will engage communities, traditional rulers, students, professionals, and private sector stakeholders across all six geopolitical zones through advocacy, leadership training, and digital outreach.

    “This administration has consistently emphasised that true progress is anchored on responsible citizenship,” Ja’oji said, adding that citizens must protect public infrastructure, uphold national values, and contribute to peace-building and unity.

    He expressed appreciation to the President, noting that under Tinubu’s leadership, young people are being empowered, institutions strengthened, and national identity “rooted in pride and purpose” renewed.

    NDPHC restores additional 450MW of generation capacity to national grid

    The Niger Delta Power Holding Company (NDPHC) has successfully restored additional 450 Megawatts (MW) of generation capacity to the national grid.

    Mr Emmanuel Ojor, Head, Corporate Communications and External Relations, NDPHC made this known in a statement in Abuja on Monday.

    According to him, the restoration of the additional megawatts followed the completion of scheduled maintenance on the Geregu NIPP plant in Ajaokuta, Kogi State.

    Ojor said that the four-week extended minor inspection, undertaken by Siemens Energy, was executed to enhance the facility’s operational reliability, performance, and efficiency, thereby extending the plant’s Equivalent Operating Hours (EOH) and operational life span.

    According to him, the Managing Director of NDPHC, Jennifer Adighije, confirmed that in the last one year the company had recovered six previously dormant gas turbines across its fleet of gas turbines.

    Adighije listed the turbines to include GT4 at the Calabar NIPP, GT1 at Omotosho II, GT1 and GT2 at Benin NIPP, GT4 at Sapele NIPP.

    “And currently GT3 and GT4 at Alaoji NIPP on standby for pre-commissioning after gas supply remedial works.

    “These restored units collectively would have cumulative 875MW additional capacity to NDPHC’s mechanical available generation; adding significant boost to national power generation capacity,” she said.

    Adighije also announced the commencement of restoration works on the 225MW Gbarain NIPP plant in Bayelsa State, which has been out of service since 2020.

    She described the restoration works as a major step toward recovering dormant national power in a bid to commercialise the output of the plant to serve critical commercial and industrial clusters within the Niger Delta region.

    “In spite of persistent sector-wide challenges, NDPHC has recorded several operational and financial milestones.

    “These include: Recovery of 110 containers with critical turbine parts and HRSG components, abandoned at Onne Port for over nine years.

    “Commencement of the Light Up Nigeria – Agbara industrial cluster project to connect the Agbara Industrial Estate to the grid and a 10MW embedded solar project for an industrial area in Kano.

    “Completion of key transmission and distribution projects in Borno and Delta States, as well as the completion of Afam–Ikot Ekpene 330kV double circuit transmission line,” she said.

    Adighije also listed other success stories of NDPHC to include recovery of over 10 million dollars in legacy debts from bilateral customers, securing 15 million dollars in insurance claims for the Alaoji plant fire incident.

    “Advanced engagements with  Nigerian Electricity Regulation  Commission (NERC)  on recovering NDPHC’s investments in TCN’s transmission expansion projects, resolution of longstanding commercial issues with ACCUGAS, leading to an amendment of gas supply agreement which reduces government’s exposure,” she said.

    Adighije  also said that to strengthen accountability and staff welfare, the management of NDPHC has introduced a procurement benchmarking desk for streamlining procurement practices, Computer-Based Testing (CBT) for enhanced staff performance management.

    She said that a management support allowance to cushion the impacts of fuel subsidy removal was also introduced.

    Adighije, however, reaffirmed NDPHC’s commitment to “restoring dormant capacity, stabilising operations, and supporting Nigeria’s goal of a more reliable and sustainable power supply value chain.

    She also that NDPHC’s management remains committed to transparency, accountability and constructive engagement with stakeholders in its quest for unlocking universal access to electricity for powering businesses and households across the country.
