Reps panel summons Ibadan, Jos Discos MDs for dodging power probe

The House of Representatives Ad hoc Committee investigating power sector reforms and expenditure from 2007 to 2024 has summoned the Managing Directors of Ibadan Electricity Distribution Company and Jos Electricity Distribution Company over their absence at a hearing to probe their operations.

Chairman of the committee, Hon. Al-Mustapha Ibrahim, expressed strong dissatisfaction during the hearing, stressing that the absence of the Discos’ chief executives undermined the purpose of the investigation.

According to him, the committee was constituted to address Nigeria’s persistent power challenges, which have continued to slow national development despite over a decade of power sector privatisation.

“There is no way we can move forward without hearing directly from the Managing Directors,” Ibrahim said. “We want them to tell Nigerians who they are, what they do, the investments they have made, and how they have utilised the various government interventions in the power sector.”

He noted that while generation and transmission issues have been interrogated in previous sessions, distribution companies remain critical stakeholders whose performance directly affects electricity supply to consumers.

The chairman recalled submissions from the Transmission Company of Nigeria (TCN), which revealed that Nigeria has never generated up to 13,300 megawatts of electricity at any time, with peak generation hovering around 10,000 megawatts, despite transmission capacity of about 7,000 megawatts.

“The big question is why Nigerians are still in darkness,” Ibrahim said. “Discos must explain why communities and individuals are still forced to buy transformers and other infrastructure that should ordinarily be their responsibility.”

During the hearing, officials who appeared on behalf of the Discos could not provide convincing explanations for the absence of their Managing Directors, nor present letters formally notifying the committee of any delegation.

Members of the committee unanimously rejected the representation and insisted that only the Managing Directors could adequately address the issues raised.

Following deliberations, Hon. Mohammed Olaide (Oyo State) moved a motion for the meeting to be adjourned to 5th February, directing the Discos to reappear with their Managing Directors to defend their submissions and explain their investment records, infrastructure development, and utilisation of intervention funds.

“We want to hear from the horse’s mouth. Nigerians are suffering across the country, and this is not an issue we can continue to treat lightly.”

The motion was amended by Hon. Abubakar Jajere (Yobe State), who called for the invitation of core investors in the Discos, citing what he described as a pattern of disregard for the committee’s summons.

“We have already set a precedent that agencies invited must be represented by their chief executives,” Jajere said. “If the Discos continue to respond negatively, then we should invite their core investors. That way, accountability will be enforced.”

The chairman upheld the amended motion, warning that failure to comply with the committee’s directive would attract the full instrumentality of the House.

“If they continue to evade this investigation, it raises serious questions about their capacity, commitment, and ability to deliver effective power supply after 13 years of privatisation,” Ibrahim said.

The committee adjourned proceedings to 5th February, reaffirming its resolve to uncover the root causes of Nigeria’s electricity crisis and ensure accountability in the power sector.

Akpabio, Eno receive ex-PDP National Legal Adviser into APC

Senate President Godswill Akpabio and Akwa Ibom Governor of Akwa Ibom State, Pastor Umo Eno, have formally received the former National Legal Adviser of the Peoples Democratic Party (PDP) Emmanuel Enoidem into the All Progressives Congress (APC).

At a rally in Utu Etim Ekpo, Etim Ekpo Local Government Area, Akwa Ibom State, Akpabio likened the defection of Enoidem who had served as a Commissioner in his administration as Governor to the Biblical story of a Shepherd who left 99 sheep to go in search of one which had gone astray.

Akpabio commended Eno for reuniting Enoidem with him and said the move would ensure a rancor free electioneering not only in Akwa Ibom North West Senatorial District but Akwa Ibom State as a whole. He said with the defection of the former PDP chieftain, APC would coast home to victory easily in the 2027 elections.

A statement by the Special Assistant on Media and Communication to the President of the Senate, Anietie Ekong, quoted Senator Akpabio as saying: “This rally is like connecting me to one of my political mentees. I want to tell everyone that I am happy to receive Enoidem into the APC.

“Today’s event signals the return of peace to Akwa Ibom State. And you know that peace drives  progress and development in any community.

“I must put on record for the people of Etim Ekpo that despite the fact that Enoidem contested against me in 2023, you voted overwhelmingly for me. So now that he is back with us, we anticipate rancour free elections in 2027,” Akpabio said.

Through a voice vote administered by Senator Akpabio, the people indicated their intention to support the reelection of President Bola Ahmed Tinubu, Senator Akpabio and Governor Eno.

On his part, Governor Eno acknowledged that Enoidem had played a key role in his emergence as Governor of Akwa Ibom State and appreciated him for hearkening to the voice of reason and joining the APC in the overall interest of the State.

Eno disclosed that even while he was in PDP, Enoidem had assured him of his support for his reelection and that of Senator Akpabio but he had reasoned that it would serve the interest of the State better if he joined the APC.

The former PDP chieftain, Enoidem said he was defecting from the PDP to join the APC in the interest of Akwa Ibom State since all politics are local and majority of the people have indicated their preference for the ruling party instead of being in the opposition.

The event was attended by political stakeholders, including members of the National Assembly, the Minister of State for Petroleum Resources (Gas) Obongemem Ekperikpe Ekpo, State House of Assembly members, State Executive Council members, local government chairmen, party leaders, traditional and religious leaders, among others.

The State Chairman of APC, Obong Steven Ntokekpo presented party symbols and paraphernalia to the new entrant.

World Bank partnership poised to transform Nigeria’s road sector – Umahi

Nigeria’s road sector stands to gain significantly from renewed collaboration with the World Bank as the Federal Ministry of Works intensifies efforts to close infrastructure gaps, improve road quality, and unlock sustainable financing for critical projects, the Minister of Works, David Umahi, has said.

Umahi said the partnership was imperative, noting that efficient road networks are vital to trade, mobility, job creation and social development, and that infrastructure remains the backbone of any globally competitive economy.

He stated this on Friday in Abuja while receiving a high-level World Bank delegation for a strategic engagement aimed at strengthening Nigeria’s road infrastructure and boosting national economic competitiveness.

He explained that the partnership with the World Bank offers Nigeria access to international expertise, modern financing models, and accountability frameworks that can accelerate the delivery of durable road projects.

According to a statement by Clement Ezeora, Deputy Director of Press and Public Relations at the Ministry, Umahi outlined the Federal Government’s “Build, Update and Maintain” strategy, under which the government constructs roads while the private sector maintains them.

The model, he said, ensures sustainability, reduces long-term costs, and improves service delivery.

Umahi noted that rising construction costs have made infrastructure financing more challenging, regardless, he explained that the adoption of reinforced concrete pavement, which lasts far longer than asphalt, is already helping Nigeria reduce recurring repair costs.

He listed priority projects that stand to benefit from enhanced World Bank support, including the East–West Road, Enugu–Onitsha Road, Kano–Jigawa–Maiduguri corridor, and the Lagos–Ibadan Expressway.

The Minister disclosed that the Ministry inherited over 260 weak road links and 50 dilapidated bridges, prompting President Bola Tinubu to approve ₦20 billion for urgent interventions.

While he stressed that additional funding is required to complete major ongoing projects, the Minister formally requested World Bank financing for strategic roads, to be repaid through tolling systems, ensuring sustainability.

In his remarks, World Bank Country Director, Matthew Verghis, described roads as Nigeria’s most critical infrastructure asset, while Franz Drees-Gross noted that improved roads would drive job creation and poverty reduction

Verghis further noted that the World Bank can only fund contracts that comply with World Bank procurement standards, stressing the importance of transparency, accountability, and due process in project execution.

He highlighted the Bank’s interest in State road funds, maintenance agencies, flood control, and private-sector investment.

Both parties pledged to strengthen collaboration to deliver resilient, inclusive, and sustainable road infrastructure nationwide.

Gov. Uba Sani has disclosed that the water production of Kaduna State has increased from 8 per cent to over 30 per cent in the last two and half years as a result of a comprehensive overhaul of infrastructure.

The Governor, who made this known when the management of the National Water Resources Institute(NWRI) paid him a courtesy call, pledged a 100 per cent coverage across Kaduna State by late 2026.

He lamented, “For over a decade, our water sector suffered from systemic neglect.

‘’When this administration assumed office, we encountered a sector in deep distress—treatment plants were dormant, distribution networks had been severely compromised by past urban renewal projects, and overall water production had fallen to a staggering 8 per cent.”

Sani disclosed that his administration then embarked on an unprecedented journey to comprehensively overhaul Kaduna State’s water infrastructure.

According to him, his government had committed between ₦93 billion and ₦100 billion over the next four years, from 2024 to 2027, to ensure that every household in Kaduna State enjoyed a steady and reliable supply of clean water.’’

The governor said that his administration spent over ₦5 billion replacing pipes lost to vandalism and damaged during past urban renewal projects in Zaria and Kafanchan.

‘’A further ₦10 Billion investment in replacement of priority and critical pipelines for Kaduna is ongoing,’’ he said, adding that, “we have invested ₦1.4billion in high-quality water purification chemicals.’’

According to the governor, his administration had cleared ₦1.3 billion in outstanding electricity bills to keep pumps running to guarantee uninterrupted operations.

He pointed out that Kaduna State Government had not only invested in water infrastructure renewal, but also ‘’prioritised the welfare of workers who make things happen in the water sector.’’

The governor added that he had cleared the salary arrears of Kaduna State Water Corporation (KADSWAC) staffers, amounting to over N900 million and integrated the workforce into the heart of the reform agenda.

‘’I have also approved the allocation of land for a Mass Housing Project in Millennium City, Kaduna.

“We want the professionals who safeguard our water resources to have a place they can proudly call home,’’ he disclosed.

He allocated land to the establishment of branches of the institute in Zaria and Kachia, adding that they would bridge critical training gaps and ensure that our state agencies are staffed by some of the best-trained water professionals in the country.

Earlier, the Director-General of the Institute, Dr Abduljalal Danbaba, said that (NWRI) had both academic and research mandates, adding that it harmonises the activities of the 12 River Basins in the country.

He disclosed that the Institute had been recognised as a World Metrological Centre in Africa, disclosing that NWRI advises the Minister of Water Resources and Sanitation on manpower needs and training.

Danbaba disclosed that the Institute wants to boost its enrolment and that it is offering complimentary forms to the Kaduna State Government for short-term courses to enhance its manpower development.

The director-general pointed out that the beneficiaries would only pay 50 per cent of the registration fees.

FG positioning youths as active partners in transforming Nigeria’s learning system – Alausa

The Minister of Education, Dr Tunji Alausa, says the Federal Government is positioning youths as active partners in transforming Nigeria’s learning system.

Alausa said this at the 2026 International Day of Education celebration in Abuja on Saturday.

Alausa said education remained the foundation for peace, civilisation and sustainable development, in spite challenges such as access gaps, learning poverty, skills mismatch and gender disparities.

“We must recall that education is the bedrock of every civilisation. It is the cornerstone upon which we build stable, prosperous, and peaceful societies. It is the most powerful tool we possess to change the world.

“Education offers children a ladder out of poverty and a path to a promising future. However, we are currently facing a learning crisis of unprecedented proportions and education is seriously under attack.

“On access, nearly 250 million children (UNESCO) and youth are still out of school, denied the basic tools they need to navigate the modern world.

“On literacy, over 763 million youth and adults worldwide (UNESCO) lack basic literacy skills, limiting their ability to participate in the economy or advocate for their rights,” he said.

He noted that education reforms were anchored on President Bola Tinubu’s Renewed Hope Agenda, prioritising national renewal, economic growth and social transformation.

The minister said funding for education had improved through increased budgetary allocations, innovative financing and stronger partnerships with international development partners.

Alausa listed key interventions under the Education Transformation Roadmap, including curriculum rationalisation, digital learning platforms, teacher capacity building, expanded TVET and improved infrastructure.

He added that the introduction of a National Anti-Bullying Policy would ensure safe, inclusive and learner-friendly school environments.

The minister said Nigeria’s youthful population necessitated a shift from top-down education models to participatory systems that empower learners as co-creators.

He highlighted the Federal Government’s achievements to include the Nigerian Education Sector Renewed Initiative (NESRI) rollout, expanded TVET centres, increased STEMM and medical enrolment, enhanced scholarships and strengthened education data transparency.

Alausa said access and inclusion had improved through programmes targeting out-of-school children, girl-child education initiatives and enhanced school safety frameworks.

Reaffirming commitment to SDG 4, the minister called for collaboration among parents, communities, civil society and the private sector to establish innovation and skills centres.

He commended teachers for their dedication and urged students to actively engage in shaping education policies through innovation.

The minister reiterated the government’s commitment to lifelong learning opportunities for all Nigerians.
