    Alleged fraud: Okorocha seeks court’s permission to travel abroad for medical treatment

    Sen. Rochas Okorocha has sought for an order of a Federal High Court, Abuja, to grant him leave to travel to the United States (U.S.) for medical treatment.

    Okorocha, through his lawyer, Daniel Alumun, made this known on Thursday when the matter came up before Justice Inyang Ekwo.

    Alumun, however, informed the court, shortly when the case was called, that he was unable to serve the Economic and Financial Crimes Commission (EFCC), the complainant/respondent, with the motion.

    The News Agency of Nigeria (NAN) reports that the EFCC counsel was not in court.

    Justice Ekwo consequently adjourned the matter until July 6 for hearing of the motion.

    In a motion on notice marked: FHC /ABJ/CS/28/2022 dated June 22 and filed June 27 by Okey Amaechi, SAN, Okorocha sought for an order granting him leave to travel outside Nigeria for medical treatment; and return before Nov. 7, being the next adjourned date for his trial.

    The senator representing Imo West Senatorial District, also sought a consequential order for the release of his Nigerian international travel passport booklet, which was deposited with the court registrar in partial fulfillment of the conditions for bail granted to him.

    He further sought for “a consequential order that reliefs(1} and (2) above be communicated by the registrar of this honourable court to the Nigerian Immigration Service, to facilitate the passage of the applicant.

    “An order directing the 1st defendant/applicant to return his international passport to the registrar of the honourable court upon his return to Nigeria.”

    The lawmaker, who gave three grounds why the reliefs sought should be granted, said he was admitted to bail pending trial in charge number: FHC/ABJ/28/2022.

    He said he has duly complied with all the terms of the bail including depositing his travel documents with the registrar of the court.

    He said prior to his arraignment, he “undergone medical surgery at the Ambulatory Surgery Centre, Texas, U.S. for distal femur fracture, which he sustained in an accident.”

    According to Okorocha, he has been on regular/scheduled care and treatment at the same Ambulatory Surgery Center, where he has been scheduled for further medical tests, observation and treatment on July 19, 2022 or immediately thereafter.

    He was alleged to have laundered the funds while serving as governor of Imo.

    Others arraigned are Anyim Chinenye, Naphtali International Limited, Perfect Finish Multi Projects Limited, Consolid Projects Consulting Limited, Pramif International Limited, and Legend World Concepts Limited as 2nd to 7th defendants respectively.

    Fintiri picks female VC as running mate

    The governorship candidate of the Peoples Democratic Party (PDP) for 2023 election in Adamawa State, Ahmadu Fintiri who is also the incumbent governor, has chosen a female Vice-chancellor as his running mate.

    It was confirmed Thursday afternoon that Fintiri chose the Vice-Chancellor of Adamawa State University (ADSU), Mubi, Professor Kaletapwa Farauta.

    Mr Solomon Kumangar, the Director General of Media and Communications to Governor Fintiri confirmed the development to newsmen, saying he had got the news firsthand from Fintiri.

    Until now Professor Kaletapwa had been the Vice-Chancellor of ADSU since February 2020.

    Farauta from Numan, hails from the same southern zone of Adamawa State as Crowther Seth who hails from Lamurde.

    She had earlier held the position of Chairman of the Adamawa State Universal Basic Education Board (ADSUBEB) and also the Commissioner for Education.

    She was a lecturer at the Modibbo Adama University (MAU), Yola.

    Farauta who was born on November 28, 1965 in Numan, Southern Adamawa, is married with children.

    Farauta’s choice as Fintiri’s running mate came as a surprise to most Adamawa people, including those close to Fintiri’s government, as the governor appeared to have kept it close to his chest.

    The choice ends the road for Chief Crowther Seth, the present deputy governor of Adamawa State whose fate was little known until the breaking of the news about Farauta.

    NDLEA launches toll-free drug abuse call centre

    The National Drug Law Enforcement Agency (NDLEA) on Thursday launched a toll-free drug abuse call centre in Abuja.

    Speaking at the launch, Chairman/Chief Executive of the Agency, Brig Gen Buba Marwa Rtd, said the provision of the toll-free helpline is a milestone in their resolve to broaden access to quality health care for drug users in the country.

    This, he said, has become a necessity and a strategic intervention in the determined effort to bring the increasing cases of drug use disorder and related health concerns under control.

    Marwa said the helpline service which would be 24/7 has been simplified by making it language-sensitive whereby callers have the choice of language including English, Pidgin, Hausa, Yoruba and Igbo.

    He said the call centre would be manned by a team of licensed and credible clinical psychologists, counsellors, support workers and mental health professionals who would provide the needed support in aiding recovery, managing social and emotional problems, improving quality of life and enhancing performance and productivity of the users of the service.

    He added that with its state-of-the-art equipment and its team of highly trained professionals in substance abuse disorder, the centre would offer a teletherapy service according to global best practices.

    The NDLEA boss said the Agency recognised the importance of providing a safety bubble for users who ordinarily cannot access the conventional treatment services at established rehabilitation centres due to poverty, social stigma and the resultant discrimination attached to being an identified drug user in society, among other factors.

    He said a toll-free helpline that guarantees anonymity, confidentiality and safety, is a motivation for those in need of health help to freely seek such.

    Marwa said besides helping to provide telephone-based psychosocial support and addiction services in the War Against Drug Abuse (WADA), it will also provide them with information that will deepen the understanding of the country’s dynamics of drug use and “potentially put us ahead of the game.”

    He said, “The importance of treatment in addressing the drug challenges cannot be overemphasised, especially given the magnitude of drug abuse in Nigeria. The step we are taking today will be appreciated by those who have a good grasp of the consequences of the patterns of abuse exposed by the 2018 UNODC National Drug Use and Health Survey.

    “Except we want to indulge in self-delusion, having 14.3 million people abusing drugs―and an abuse pattern that includes polydrug use, widespread abuse of pharmaceutical opioids and a sizeable number of People Who Inject Drugs―comes with grave health consequences.

    “The recently released World Drug Report 2022 noted that: People in need of treatment cannot get it, women most of all. Women account for over 40 per cent of people using pharmaceutical drugs for non-medical purposes, and nearly one in two people using amphetamine-type stimulants (ATS), but only one in five in treatment for ATS is a woman. This global picture gets gloomier when localised to Africa, and our country in particular.

    “The report also drew our attention to the fact that the suffering of those struggling with addiction is needlessly compounded when people cannot access evidence-based care or are subjected to discrimination. We are also informed by the report that the consequences of drug use can have ripple effects that hurt families, potentially across generations, as well as friends and colleagues. This last one is a clarion call for society to accord priority to the treatment of drug users.

    “Indeed, the country has treatment centres, and indeed NDLEA has 26 treatment facilities; but these are grossly inadequate in the face of the statistics from the National Drug Use Survey. The situation is further worsened by access challenges due to social labelling and stigmatisation faced by drug users.

    “Ladies and gentlemen, NDLEA recognised the importance of providing a safety bubble for users who ordinarily cannot access the conventional treatment services at established rehabilitation centres due to poverty, social stigma and the resultant discrimination attached to being an identified drug user in society, among other factors.

    “Therefore, the inevitability and the utility of a toll-free helpline that guarantees anonymity, confidentiality and safety, as a motivation for those in need of health help to freely seek such.

    “To those in need of help, we open a new chapter today, whereby help is just a phone call away. We have simplified the helpline service by making it language-sensitive whereby callers have the choice of language including English, Pidgin, Hausa, Yoruba and Igbo. And very importantly, the helpline is open 24/7. A call to the helpline, 0800 1020 3040, elicits a prompt response from professionals, regardless of the time or geographic location.

    “The calls open the door to engagements with counsellors, followed by service orientation that leads to case management, at which point the engagement moves from telephone assessment to follow-up therapy sessions and referral. This seamless process ends in Resolution and Aftercare Follow-Up. Given the simplicity of the process, there is no valid excuse for not accessing treatment by drug users and their concerned families. We expect those concerned to take advantage of this opportunity.

    “In conclusion, I must, on behalf of NDLEA, express our profound appreciation to Primly Services Limited, our partner in this project. The partnership between both organisations made this happen and we look forward to taking further giant strides together.”

    The Attorney General of the Federation and Minister of Justice, Abubakar Malami, said given the current drug use prevalence in the country, the necessity for a Toll-Free Helpline to cater to the needs of People Who Use Drugs and their families is long overdue.

    Represented by the Director of Public Prosecution, Mohammed Abubakar, he said the disturbing upsurge in the use of psychoactive drugs, especially cannabis, prescription opioids, and unconventional substances across the country has made the establishment of the call centre by NDLEA inevitable.

    He said treatment facilities for drug users in the country are grossly inadequate and in some places completely lacking or out of reach of the common man due to high cost, poor information, accessibility, and distance from rural areas.

    He said evidence shows that stigmatization and discrimination are huge challenges that deter many drug users from accessing treatment centres in Nigeria.

    “Many times, family members of drug users wonder where to find help and treatment options available within and outside their localities. Lives and dreams have been destroyed due to the devastating consequences of drug use. Many families are in disarray due to the use of drugs by a family member and do not have adequate information with regards to where and how to seek help and get psychosocial support.

    “This Call Centre will no doubt contribute to addressing Nigeria’s growing drug problem by providing information on substance use, treatment facilities, and other drug-related issues to the drug users and their families, and invariably facilitate entry into drug treatment.

    “Moreso, with the anonymity of calls, the caller is not required to provide personal information, this ensures the individual is not judged, scolded, or reprimanded for drug use but provided with an insight into the benefits of treatment and rehabilitation. The step taken today will help us to support, guide, and provide a safe and stigma-free space for drug users to get the help they need.

    “Having said this, I also want to believe that with time NDLEA will establish more of these call centres, especially along geo-political zones for easy accessibility and reduction of issues arising from the poor network,” he said.

    Goodwill messages were also given by the Country Director of the United Nations Office for Drug Control, Dr Oliver Oliver Stolpe, and the leader of the European Union delegation, Elemi Zerzerlidou.

    Former Ekiti State Governor, Mr Ayodele Fayose, has assured the governor-elect, Biodun Oyebanji of his support in moving Ekiti forward.

    Fayose told the governor-elect to be magnanimous in victory and perceive himself as the Governor of Ekiti State and leader of the people regardless of their political affiliations.
    The former governor spoke Wednesday while playing host to Oyebanji, who paid him a visit after winning the June 18 Governorship election on the platform of the All Progressives Congress.
    The visit was sequel to the congratulatory messages sent to Oyebanji by the People Democratic Party candidate in the June 18 election, Chief Bisi Kolawole and Ex-Governor Fayose respectively, hailing the outcome of the election.
    He defeated other candidates in the election, including Segun Oni of the Social Democratic Party and the Fayose-backed Bisi Kolawole of the People’s Democratic Party.

    Vice-President Yemi Osinbajo has presided over the weekly meeting of the Federal Executive Council(FEC) on Wednesday at the Presidential Villa, Abuja.

    President Muhammadu Buhari was away on a state visit to Portugal.

    The Secretary to the Government of the Federation, Mr Boss Mustapha and the Chief of Staff to the President, Prof. Ibrahim Gambari, were at the meeting.

    The ministers at the meeting were those of Works and Housing, Mr Babatunde Fashola, Justice, Mr Abubakar Malami, Finance, Budget and National Planning, Mrs Zainab Ahmed, Labour and Employment, Mr Chris Ngige and Communication and Digital Economy, Dr Isa Pantami.

    Others were those of Agriculture and Rural Development, Mr Mohammad Abubakar, Environment, Mr Mohammed Abdullahi and Health, Mr Osagie Ehanire.

    At the last meeting on June 22, FEC approved N50 billion for rehabilitation of roads in Taraba and Yobe as well as construction of injection substations to boost power supply in Gwarinpa area of the Federal Capital Territory.(NAN)

    130 senior police officers face probe over indiscipline

    A total of 130 Senior Police Officers from all over the country with Pending Disciplinary Matters (PDM) are appearing before the Force Disciplinary Committee at the Force Headquarters in Abuja.

    The probe which began on June 28 will run till July 1, 2022.

    Force Public Relations Officer, CSP Olumuyiwa Adejobi, disclosed this in a statement in Abuja on Wednesday.

    Adejobi said the Force Disciplinary Committee convened at the Inspector-General of Police Conference Hall, Force Headquarters, Abuja, to review disciplinary cases instituted against senior police officers of the rank of Assistant Superintendent of Police and above in order to determine their culpability or otherwise.

    He said the FDC which comprises the seven Deputy Inspectors-General of Police as arbiters and the Assistant Inspector-General of Police Force Secretary as its secretary.

    The statement reads, “A total of one hundred and thirty (130) Senior Police Officers from all over the country with Pending Disciplinary Matters (PDM) will appear before the Committee within this period. The officers comprise 2 Commissioners of Police, 3 Assistant Commissioners of Police, 11 Chief Superintendents of Police, 19 Superintendents of Police, 18 Deputy Superintendents of Police, and 77 Assistant Superintendents of Police. Upon conclusion of proceedings and hearing of evidences, recommendations on each matter will be communicated to the Police Service Commission (PSC) for consideration.

    “The Inspector-General of Police has expressed confidence in the Deputy Inspectors-General of Police overseeing the Force Disciplinary Committee to ensure dispensation of justice in all causes before them. The IGP equally assures that the Force is deliberately committed to cleaning up its house for a more professional and citizens-focused policing system.

    “In another development, the Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, fdc, has equally announced that the Nigeria Police Force is set to launch a digital solution to ensure standardization and upgrade of the Force identification system to be known as e-Warrant Card. The e-Warrant Card would provide seamless identification of officers all over the country as well as eliminate the possibility of criminal elements presenting fake identity cards at police stations personating themselves to be police officers.

    “The project which commenced with the approval of the IGP is being carried out by Police ICT experts attached to the Department of Information and Communication Technology (ICT), Force Headquarters, Abuja. Upon its launch, it would engender a full digitalization of police identification nationwide and provide a valid basis for effecting arrests with warrants in line with extant laws, and many other benefits attached to the use of such e-warrant cards.”

    Ohaneze Ndigbo has commended the Minister for Education, Alhaji Adamu Adamu and Chairman of the Governing Council, Alhaji Kale Kawu over the transparent appointment of the substantive Registrar, Federal Polytechnic Oko, Anambra state, Mr Anthony Umeozor.

    Addressing reporters on Wednesday, National Vice President, Chief Damian Okeke Ogene, described the appointment as a new dawn for the school, adding that it has put to rest agitations rocking the institution.

    He said, “We wish to commend the Minister for Education for what he has done by ensuring a level playground and due process in the appointment of the substantive Registrar.

    “We also commend the leadership of the new Governing Council led by Alhaji Kale Kawu for ensuring that the right thing is done. This will go a long way in putting the institution in the right direction of effective teaching, learning and research.

    “The school is in my local government area, Orumba North and we have had series of crisis and internal wranglings over leadership and management of the polytechnic which has not helped the institution.

    “But with this kind of transparency in the appointment of the new Registrar, normalcy has returned to the school.”

    Similarly, Community Representative in the Polytechnic, Bar. Okorie and President General of Okoh People’s Union (O.P.U), Mr Amaechi Okoli, in their separate remarks, said the new leadership of the Governing Council, through the appointment, has proved there was no room for compromising standards.

    “The transparent free and fair appointment of the substantive Registrar is an indication that it will not be business as usual,” they added.

    On his part, Chapter Secretary of Academic Staff Union of Polytechnic (ASUP), Comrade Ben Obiora and Chairman of NASU, Com Emma Okolie described Umeozor as an administrator and hard working man who had served in various capacities in the administration and management of the institution.

    He added, “He will bring his wealth of experience to the growth and development of teaching learning and research and this also gives other staff of the institution hope that there is merit in hard work.

    “He is our person and has been with us all the while and we commend the Chairman of the Governing Council for showing transparency and due process.”

    Umeozor had, shortly after his appointment, expressed joy over what he described as free and fair process that brought him in, adding that he never lobbied or campaigned for the appointment.

    “I did what I was asked to do and put in my papers and went home. When they called for interview, I attended and I was appointed. I wish to promise all and sundry that the Polytechnic will not be disappointed as I will surely put in my best for the good of the institution,” he said.
