  • NAPTIP DG hails Agege council chief over social intervention programmes

The Director General, National Agency for the Prohibition of Trafficking in Persons (NAPTIP), Julie Okah-Donli, has commended the Chairman of Agege Local Government Area of Lagos State, Alhaji Ganiyu Kola Egunjobi, for the social intervention programmes of his administration which has helped to alleviate crimes.

Okah-Donli led a team of NAPTIP officials on a sensitisation and enlightenment campaign to the Council secretariat on Friday where she met with the management including Egunjobi and the Council manager, Olufemi Esan.

Speaking during the visit, Okah-Donli lamented the prevalence of trafficking in Agege saying evidence available rated the area as the greatest concentration of traffickers and victims.

She sought the collaboration of the Council with the agency, urging the management to form an anti-trafficking taskforce, comprising of the stakeholders including Community Development Associations, CDAs, traditional rulers, religious and market leaders, and youth groups to tackle the menace.

The Director general said human trafficking is hydra- headed, saying: “There are various aspects of it. Some people are into it without knowing. If you have a house help you must send him or her to the same school your children are attending and eat the same food, if not, you are a culprit.”

In his own remark, Egunjobi stated that the council had been doing its bit to discourage residents from taking up trafficking as a means to earn a living.

He said: “It is incontrovertible that economic reason is one of the factors encouraging trafficking and most victims of financial crisis are youths and women.

“Agege has the best vocational centre in Lagos and has trained over a thousand youths in various vocational skills. Periodically, 20 women are empowered with N100, 000 each to support their businesses.”

Responding, Okah-Donli hailed the Council’s social intervention saying, “This is the first time I heard that a local government is doing such a great work. In fact, the chairman deserves an award.”

In attendance at the occasion include: NAPTIP Zonal Coordinator, Daniel Atokolo, representative of the Country Director, United Nations Office on Drugs and Crime (UNODC), Chervine Oflodeh, the Secretary to the Local Government, Hon. • Asset Declaration: FG drags Nwaoboshi to CCT, set for prosecution

The lawmaker representing Delta-North Senator Peter Nwaoboshi, has been dragged to the Code of Conduct Tribunal by the Federal Government on a three count count charge  of false declaration of assets.

The charges were filed by the Office of the Department of Public Prosecutions, Federal Ministry of Justice.

The senator was recently referred to the DPPF’s office for prosecution by the Special Presidential Investigation Panel for the Recovery of Public Property led by Okoi Obono-Obla.

A copy of the charges shows that Nwaoboshi is to be tried for allegedly making false assets declaration in his Form CCB1 submitted to the Code of Conduct Bureau by failing to declare three bank accounts in  Sterling Bank (Nigeria) Ltd .

This is just as a Federal High Court, Abuja in a suit FHC/ABJ/CR/88/2018 between the Federal Republic of Nigeria versus Senator Albert Bassey Akpan presided over by  Justice J.T Tsoho, ruled that the Special Presidential Investigation Panel For Recovery of Public Property is competent to initiate criminal prosecution against Senator Albert Akpan Bassey or anybody it has investigated.

The Court also  held that the Prosecutor of the Panel, Dr Celsus Ukpong is competent to sign or initiate criminal prosecution and doesn’t require the consent of the Honourable Attorney General of the Federation and Minister of Justice to do so.

The Principal State Counsel at the Federal Ministry of Justice, Mr Labaran Magaji, who signed the charges, alleged Nwaoboshi’s action was contrary to section 15(1) and (2) of the Code of Conduct Bureau and Tribunal Act and punishable under section 23(2) of the same Act.

The charges read in part: “That you, Senator Peter Nwaoboshi, adult, male, Nigerian citizen and a serving Senator representing Delta North constituency within the jurisdiction of this Tribunal did make a false declaration in your asset declaration Form CCB 1 No: SEN001098 in that you refused to declare Account No: 0008600331 maintained by you with Sterling Bank (Nigeria) Ltd which is in operation since about 2015 and thereby committed an offence contrary to Section 15 (1) and (2) of the Code of Conduct Bureau and Tribunal Act Cap 015 LFN 2004 and punishable under Section 23 (2) of Code of Conduct Bureau and Tribunal Act Cap 015 LFN 2004.

Accompanying the charges filed against the Delta-North senator was a document titled, ‘an application to commence trial.’’

The summary of the prosecution’s case also attached to the charges, read, “It is the prosecution’s case that the defendant, a serving senator was investigated and found to have falsely declared his assets in his assets declaration Form CCB1 No. SEN001098.

“The prosecution, in this case, shall rely on the exhibits and testimonies of witnesses to prove its case beyond reasonable doubt.”

Ruling on the case that involved Senator Bassey, the Court also said that the Panel doesn’t require having the consent of the President of the Federal Republic of Nigeria before it can initiate criminal prosecution against anybody.

Senator Albert Bassey Akpan was arraigned before the Federal High Court by the Panel for refusal to declare his assets contrary to Section 3 (a) of the Recovery of Public Property (Special Provisions) Act, 2004. However, he objected to the competence of the Panel to file charges against him.

With the ruling, the coast has been cleared for the Senator Akpan to face the charges against him.

However, Senator Akpan’s counsel, Solomon Unoh (SAN) has filed a Notice of Appeal against the ruling.

Reacting to the development, the Chairman of the Panel, Chief Okoi Obono-Obla, said that the ruling is great and that it has an impetus to the fight against corruption and strengthening the hand of the panel.

  • Why we should take care of our appetites, passions, and emotions

The appetites, passions, and emotions are non-tangible, non-dimensional, immeasurable realities that are hard to define with English words (or French words or any words).  They lead us to life as well as they lead us to death.  They may hurt us when not operative as well as they may hurt us when executed. The process of maturing in life entails gaining stability, control, and direction of our appetites, emotions, and passions. Like any developmental process, this is best started when we are young.  However parents, teachers, and pastors may not know how to help their wards in this respect.  One reason is that many of us adults don’t know what to do with our own appetites, emotions, and passions, or do not even recognize them or their importance in our lives.

Psychology Dictionary describes appetite in two ways: “1. a desire to satisfy one’s need for food most typically, but can refer to any other physiological need. Appetite is both innate or learned and therefore malleable to modification through experience. 2. a state of wanting or longing, which may lead one to search for satisfaction and result in a consummaiory response” (https://psychologydictionary.org/appetite/).  Catholic Encyclopedia describes appetite as:  “A tendency, an inclination, or direction.”

We all have common appetites and unique appetites.  Uniqueness can be in magnitude or expression. Some appetites are physiological such as appetite for food, drink, sex, etc.  Some are mental such as curiosity and appetite for knowledge, learning, creativity or innovation. Some are spiritual such as appetite for prayer, worship, relationship, bonding, etc.  These are innate appetites, common to humans. They may lie fallow or they may be operative; they may be static or active.  There are appetites that are learned such as love for money, status, wealth, titles, qualifications, and religion and they vary from culture to culture or from one geographical region to another or from one time in history to another time in history. Appetites do us much good but are often the sources of society’s ills such as conflict, corruption, and war.  How much good our appetites do for us or for others depends on our intellectual and spiritual levels.

Read Also: Appetites, passions, and emotions — society’s driving forces

Passion is our life force influencing the world.  It is a spontaneous motivation to attain a real  or an apparent good or to avoid a real or apparent evil.  A passionate killer thinks he needs to kill, an apparent good for him.  If our life force is good, we achieve good in the world.  If our life force is evil, we achieve evil in the world.  What forms our passion as good or evil are our intellect and spirit. Passion belongs to the living.  The more fully alive one is, the more passionate one can be.   Thus, people who are starving, miserable, wanting, lazy, ignorant, naïve, are generally not the change agents of civilization.  A person’s accomplishment reflects how much life (bodily, mental, or spiritual) that person has.

The emotions are reactions of our consciousness to the environment: the weather, persons, places, events, colour, light, smell, music, etc.  The consciousness works along the line of love and hate and all our emotions are expressions of love and hate. The emotions that are expressions of love are generally regarded as positive emotions and the emotions that are expressions of hate are generally regarded as negative emotions. They all influence are mental states, physiologic states, development, actions, relationships, and works.

Tyng and others in their review: “The Influences of Emotion on Learning and Memory” published in Frontiers in Psychology – Emotions Science in August 2017 state that: “Emotion has a substantial influence on the cognitive processes in humans, including perception, attention, learning, memory, reasoning, and problem solving. Emotion has a particularly strong influence on attention, especially modulating the selectivity of attention as well as motivating action and behavior”.

Emotions can limit us or enhance us. A person who is all day angry because his or her spouse cheated is possibly wasted all day – unable to think correctly, unable to work well, unable to relate well, or unable achieve what he or she should  achieved that day. A person who is angry because of an unjust process becomes an activist that gets the process changed.  We need to stop our emotions from destroying us or other people.  We need to let our emotions work for our good and the good of others.
