    Documentary on impunity lauched

The Stop Impunity Nigeria (S.I.N.) Campaign, a multi-stakeholder project to check impunity in Nigeria, has  launched a documentary highlighting the manifestation of impunity in various sectors of the society and its debilitating effect on the country’s social, political and economic development.

In his welcome remarks at the media event held in Lagos on Wednesday, the campaign coordinator, Professor Bolaji Owasanoye, of Human Development Initiatives (HDI), described impunity as “a malady more widespread and more dangerous than corruption or any of the modern vices that daily occupy media space and headlines.

“Indeed, impunity fuels other vices and diminishes the capacity of the state to govern because it promotes the delusion of immunity from sanction according to law.”

Professor Owasanoye argued: “Available research evidence shows that a country’s development is directly linked with respect for rule of law and the absence of impunity. There is direct correlation between the rule of law and a country’s ranking in poverty index, corruption perception index, justice administration, health and education rankings, attraction of foreign direct investments, citizen welfare and social security.”

Presenting the documentary, which was also simultaneously launched online on social media platforms, the Executive Director of Media Rights Agenda (MRA), Mr. Edetaen Ojo, told journalists that it was part of the Campaign’s efforts aimed at explaining the concept of impunity and demonstrating its negative effects on the country to the larger society in order to rouse citizens to action.

He said the documentary included insightful interviews on the issue of impunity in Nigeria with several senior government officials, eminent lawyers, academics, representatives of religious bodies, civil society and human rights activists, among others.

Mr. Ferdinard Agu, a Senior Special Assistant in the Office of the Secretary to the Federal Government in the Presidency, said in the documentary that although he believes in the power of the Government to bring about change, it is more compelling for ordinary people to organize themselves to enforce their rights and demand that the right thing be done at all times.

“I am a believer in the power of government to do things but I think the strongest power is the power of the people. If you study social change, and see how it has evolved, great ideas can come from the elite but it often catches a catalytic force when the people below join it, then the government must respond.”

Also speaking in the documentary, former President of the Nigerian Bar Association (NBA), Mr.Olisa Agbakoba (SAN), emphasized the role of the Judiciary in ending impunity.

According to him, “When people come to realize that courts perform without fear or favour, they fall in line. But the culture of impunity grows when you know you can buy a judge, for instance, then you go ahead and misbehave because at the end of the day you will get a lawyer to go to court, and the lawyer will buy justice.”

Mr. Agbakoba argued that an important programme in curbing impunity would be for the country to have a strong and independent Judiciary.

Human rights lawyer and former President of the West African Bar Association (WABA), Mr. Femi Falana (SAN), noted in the documentary that “Impunity is traceable to the lack of confidence in the rule of law by the ruling class,” adding that:  “When the government itself lavishly grants amnesty to all manners of criminal offenders, the government loses the moral integrity to bring those who commit lesser offences to justice.”

The Director-General of the National Orientation Agency (NOA), Mr. Mike Omeri, also spoke in the documentary, highlighting the role of the media in curbing impunity in the country.

He said: “The press should be on the side of truth and justice, when the press reports with impunity, that is, issues they have no idea of at all, or issues they have not taken steps to verify, they are also guilty of the offence of impunity, so the press should as a matter of urgency purge itself and represent the values of journalism, of the profession, by taking steps to confirm facts on individuals or issues before they publish and also by redefining their context to reflect the needs of the society.”

Mr. Oluwamuyiwa Adejobi, the Ogun State Police Public Relations Officer, who was also interviewed in the documentary stressed that impunity is inimical to the enforcement of law and order, noting that: “injustice done anywhere is a threat to justice everywhere.”

He called for everyone to “kick against impunity on time” warning that if this was not done, “it is going to be disastrous at the end of the day.”

Human Rights Lawyer, Mr. Bamidele Aturu, noted that the responsibility for addressing the growing culture of impunity rests with the Nigerian people.

According to him, “the government is created by the people. The government did not make the people, so if the government is misbehaving, it is the people that can dissolve the government.  Government can never dissolve the people.  So we have a duty to continue to insist that the right things are done and that whenever people are in public offices and are doing the wrong things that we don’t like or are going against the laws that have being made or are set, we must challenge them, we must confront them, and must resist them by all means possible and by all means necessary.”

Civil society leader and Executive Director of the African Centre for Leadership, Strategy and Development (LSD), Dr. Otive Igbuzor, decried the high level of impunity in the country, saying “the level of impunity as we have it today is not beneficial to citizens, is not beneficial to the government, is not beneficial to the country and all hands must be on deck to ensure that impunity is reduced.”

He also insisted that “Government must ensure that there is accountability among security agencies so that citizens will have trust not only in these security agencies but in the government.”

  • Eight PDP members die in Enugu auto crash

At least eight members of the Abia state chapter of the Peoples Democratic Party [PDP] have died in a fatal road accident that occurred in Enugu State.

The victims were returning from Anambra where they have gone to conduct ward congress for the party in that state.

The ward congress was done with the help of the deceased persons who had worked as auxiliary staff in preparation for the Anambra State governorship election slated for November.

The 18- seater bus which had 16 passengers on board was said to have skidded off the road and plunged into a ditch on its own, resulting in the accident that killed five of the passengers on the spot and three others later.

The Nation gathered in Umuahia that some of the victims were aides to the state party chairman, Senator Emma Nwaka.

The rest were staff members of the party secretariat while others were drawn from different wards in the state.

  • Boko Haram attacks religiously motivated – U.S agency

The United States Commission on International Religious Freedom (USCIRF) on Tuesday said Boko Haram had become the primary perpetrator of religiously-related violence in Nigeria.

The USCIRF, in a brief statement issued in Washington, stated it had documented the group’s attacks from July 2012 to July 2013 to arrive at its conclusion.

“Boko Haram’s targets include churches, individual Christians, Muslim critics, and persons engaged in behaviour deemed un-Islamic.

“Others are northern elders, schools, police stations, government buildings, newspapers, and banks”, it noted.

It said the International Criminal Court prosecutor Fatou Bensouda in November 2012 and August 2013 said there was reasonable basis to believe that Boko Haram committed crimes against humanity.

The News Agency of Nigeria reports that USCIRF had earlier this year recommended that Nigeria be designated as a “country of particular concern” (CPC).

The statement also recalled that the commission recommended CPC status for Nigeria since 2009, adding: “Before that, Nigeria had been on USCIRF’s Watch List since 2002.’’

The USCIRF was created by the International Religious Freedom Act of 1998 to monitor the status of freedom of thought, conscience, and religion or belief abroad.

This was in line with the definition of the Universal Declaration of Human Rights and related international instruments.

It gives independent policy recommendations to the U.S. President, Secretary of State and the Congress.

Nigeria, 13 others on aviation safety list

The International Civil Aviation Organisation (ICAO) has listed Nigeria as one of the 14 countries in Africa that have achieved effective air safety implementation.

This is contained in a statement issued by Mr. Yakubu Dati, General Manager, Corporate Communications of the Federal Airport Authority of Nigeria (FAAN), on Wednesday in Lagos.

Dati said in the statement that the achievement was in line with air safety implementation above the global average of 61 per cent.

According to him, the rating is contained in the ICAO 2013 Safety Report, compiled by the organisation’s auditors.

“The auditors investigated the compliance with stipulated International safety standards by individual countries across the world, especially its 200-member countries,” the News Agency of Nigeria quoted the FAAN spokesman as saying in the statement.

  • Court to rule on Hosni Mubarak release

Court to rule on Hosni Mubarak release

A court in Egypt is due to rule on whether to release the former president, Hosni Mubarak, on bail.

BBC reports that Mr. Mubarak is appealing against his detention on a corruption charge.

The 85-year-old is also being retried on charges of complicity in the killing of protesters during the uprising that removed him from power in 2011.

Meanwhile, European Union foreign ministers are meeting to determine a response to the deadly crackdown by Egypt’s interim authorities on the Muslim Brotherhood.

Some called for the bloc’s 5bn-euro ($6.7bn; £4.3bn) aid package to Egypt to be cut when more than 900 people were killed in clashes last week.

The deaths came after security forces cleared two sit-ins by people demanding the reinstatement of ousted President Mohammed Morsi.

But sources say ministers are likely to consider the military and security support provided by several European countries, and whether there might be a formal suspension of this across the bloc, BBC says.

The EU’s foreign policy chief, Baroness Catherine Ashton, has offered to mediate a political solution to the crisis and is working on “confidence building measures” between the interim government and Brotherhood.

In Washington, senior officials discussed on Tuesday whether to reduce the $1.3bn (£830m) in military aid that the United States gives Egypt every year. The meeting reportedly produced no imminent changes to US policy.

  • Bullion van driver arrested for driving against traffic

Lagos State Task Force on Environmental and Special Offences has arrested a bullion van driver for violating the state`s traffic law.

Task Force Chairman, Mr. Bayo Sulaiman, told journalists in Alausa that the driver of the van with registration number PF 4582 SPY was arrested at about 12noon on ACME road, Ikeja.

Sulaiman said, “The task force was on routine patrol of Agidingbi and other areas in Ikeja, where the driver was spotted driving against traffic.

“He had no reason to have done that because the road was free. So, we tried to stop him but he sped away before he was arrested at ACME Road.”

The chairman explained that the driver while trying to evade arrest fought him and some of the officials that where on his trail.

“He attempted to hit me and some of my men but we arrested him and the police escort, while we seized the bullion van with the cash and moved it to our premises in Alausa,” Suleiman told journalists.

He said the driver who was moving cash from an undisclosed bank at the time of his arrest had been charged to court while the police escort had been handed over to police authorities for disciplinary actions.
