Why vaccine arrival is delayed, by FG

    Moses Emorinken, Abuja

The Minister of Health, Dr. Osagie Ehanire, has stated that the date of first arrival of vaccines in the country has continued to change due to manufacturing issues.

Noting that manufacturers of vaccines already have heavy commitments, Ehanire explained that 95 percent of vaccines manufactured globally so far has gone to only 10 rich and powerful countries.

He however disclosed that with the 41 million doses allocated to the country by the Africa Union’s African Vaccines Acquisition Task Team (AVATT) and 15 million doses from COVAX, Nigeria should be able to cover over 50 percent of its target for 2021.

Speaking during the briefing of the Presidential Task Force (PTF) on covid-19 in Abuja, Ehanire said: “The date of first arrival of vaccines in Nigeria has kept changing because the decision lies with the manufacturer, who already has heavy commitments. According to latest information I have, we have been advised to expect the first COVID-19 vaccines from Covax, to arrive Nigeria as from February.

“We shall continue to review plans to ensure smooth rollout in our country, a huge task in the hands of NPHCDA, who is better placed than any organization, with the requisite institutional memory from polio eradication and routine immunization, to deliver the vaccine to all areas of Nigeria.

“As with past immunization activities, the full cooperation of State governments will be critical with regard to supporting the remuneration of vaccinators.

“The National Agency for Food and Drug Administration and Control (NAFDAC) is the approving Agency for all vaccines that will be used in Nigeria and this approval is required and must be sought before importation.

“Till date, only two companies have submitted the doziers of their vaccines to NAFDAC, where the evaluation is ongoing. Vaccines without NAFDAC certification are illegal and may be dangerous, in the light of fake vaccines, said to be already in circulation in parts of Europe.

“Nigeria has been allocated over 41million doses by the AU’s African Vaccines Acquisition Task Team (AVATT) and we can expect 15 of about 42 million doses from COVAX. Altogether, it will give us coverage for over 50 percent of our target for 2021, if we can access all doses promised.”

  • FG discovers seven COVID -19 UK variants

FG discovers seven COVID -19 UK variants

    Moses Emorinken, Abuja

The Federal Government has disclosed that seven cases of the UK variant of covid-19 have been identified in the country.

It stated that the Africa Centre for Excellence in Genomics in Ede identified five cases in Osun, one in Kwara, and one in the Federal Capital Territory (FCT).

It therefore urged health workers to increase their index of suspicion for covid-19 as the new variant has been identified with increased transmission.

The Director General of the Nigeria Centre for Disease Control (NCDC), Dr. Chikwe Ihekweazu, made these known in Abuja, during the briefing of the Presidential Task Force on covid-19.

He said,: “We are all aware that there is increasing transmission and this virus is adapting all the time. We are working very hard with my colleagues to get access to the vaccines because if we don’t, the virus keeps circulating, mutating and potentially getting better adapted to (PTF) the environment and its ability to transmit.

“An additional layer to understanding this is improving our capacity to do genomic surveillance, and we continue to do this over the last week, working with few other centres in the country to define an approach to improving our ability of genomic surveillance.

“On the 30th of January, our partners at the Africa Centre for Excellence in Genomics in Ede, confirmed five more cases of the United Kingdom (UK) variant in Nigeria. One in the FCT, five in Osun, and one from Kwara state. All together, we now have seven. The number in Osun state obviously relates to the fact that this centre is in Osun, so it should not be over-interpreted.

“The fact that we are finding the variant is not surprising because it is found in more than 50 countries around the world. As countries look for this, they will find them because people travel and viruses travel with people as they travel.”

Ihekweazu noted that some health workers, particularly doctors and nurses were found not to be wearing their face mask within the hospital premises. He therefore urged them to be an example to Nigerians by complying with the protocols.

He said: “We are gradually experiencing an increase in the number of deaths. These are really tragic circumstances. Everything we are doing in the response is really about preventing severe cases and death. This is what we are most worried about.

“We really need to protect our health care workers and increase their index of suspicion for covid-19.

“In the last one week, we had 75 healthcare workers infected in Nigeria. So we are very worried about this. We can reduce this risk by maintaining a high level of suspicion for covid-19 all the time”

FG may suspend UAE, Netherlands flights

    Faith Yahaya, Abuja

The Presidential Task Force (PTF) on COVID-19 has said it may suspend flight operations from United Arab Emirates (UAE) and The Netherlands.

The decision, according to the PTF is due to the new COVID-19 protocols introduced by the countries for travellers.

The two countries recently asked passengers from Nigeria to do a PCR test four hours before departing Nigeria.

This was disclosed in Abuja on Monday by the Director General of the Nigerian Civil Aviation Authority (NCAA), Capt. Musa Nuhu during the weekly briefing by members of the PTF.

Nuhu said: “Couple of countries, namely UAE and Netherlands have put in extra requirements for passengers who will be entering their country and some are specific to Nigeria.

“In addition to the requirements are a requirement for PCR test before passengers departs from Nigeria to their countries. They are adding an extra requirement of having a rapid test done four hours before departure or before you board.

“For us, passengers do the test 72 hours before departure and then the PCR test and the PTF recognizes the rights of all countries to put in measures to protect their citizens just like Nigeria has done.

“However, these countries and airlines cannot determine for Nigeria who to approve or how these test will be done. We are going to be having a discussion with these airlines and these countries.

“If they insist on having these additional tests being done, then PTF has decided that their operations will be suspended into Nigeria until the time the PTF puts in a structure and deals with the logistics on how this second test can be done successfully within four hours before departure to these two countries.

“This will enable the PTF to have a clear and transparent process on determining who will do these test because there is a requirement for accreditation by NCDC, National Laboratory Council, Lagos state government for Lagos airport and FCT for Abuja airport.”

Nuhu also stated that the procurement process has commenced to have the test done at the airports.

He said: “The PTF has started the procurement process of who will be allowed to do the test at the airports and there is a shortlist of four or five companies. So, this process will be brought to conclusion in order to select the laboratories who will carry out the tests at both Lagos and Abuja airports.”

He also hinted that some airlines that flouted the COVID-19 protocols have been sanctioned, adding that a comprehensive list would be out soon.

“The NCAA has started the implementation of sanctions against airlines that have brought passengers that are not in compliance with COVID-19 protocol into Nigeria. Some of the airlines have been fined, some have paid and some have requested further information for them to process this.

“We are working closely with the Port Health Authority to have the updated list of those who are in noncompliance with the PTF protocols into Nigeria.”

Oyetola urges Osun residents on justice, equity

    Our Reporter

Osun State Governor Adegboyega Oyetola on Sunday urged citizens and residents on the need to deal justly with one another, as this would help the state to sustain its status as the most peaceful in Nigeria.

He said peace and security are hundred per cent achievable in a society where people deal justly and with the fear of God with each other.

Oyetola, who gave the admonition in an address declaring open a one-day seminar for members of the Sharia Panel, held at the Muslim Secretariat, Osogbo, hailed the leaders of the Muslim community for cooperating with his administration and for supporting its efforts at sustaining the most peaceful status of the state.

The governor, represented by his Deputy Chief of Staff, Prince Abdullahi Binuyo, also lauded the leadership of the Muslim community for organising the seminar, which he described as important, as it would serve as a reminder on the need for all, particularly the participants, to adjudicate with fear of Allah.

He said the administration has put measures in place to ensure efficient justice system, urging members of the Sharia Panel to join the government in the promotion of justice, fair play and equal opportunity for the people.

“As believing Muslims, it is obligatory for us to uphold and protect values such as justice and equity. The Holy Quran (16:90) says: ‘God commands justice and fair dealing…’. In this verse, Allah directly commands Muslims to be just and deal fairly. As believers, we must consistently be aware that these values are integral parts of our faith.

“In the same vein, Quran (4:58) says, ‘Indeed, Allah commands you to render trusts to whom they are due and when you judge between people to judge with justice. Excellent is that which Allah instructs you. Indeed, Allah is ever Hearing and Seeing.’ By this, Allah (SWT) reminds us that even if it is against our own parents, we must stand firm in establishing and believing in justice.

  • 3.4tr rice investment under threat, say processors

3.4tr rice investment under threat, say processors

    Nduka Chiejina, Abuja

Rice processors have cried out that their N3.4 trillion investment for processing the staple food is under threat from smugglers.

To save the investment, the processors urged the Federal Government to criminalise the sale of foreign rice.

Director General of Rice Processors Association of Nigeria (RIPAN), Mr. Andy Ekwelem, spoke at the weekend in Abuja.

Addressing reporters on the development, Ekwelem regretted that smuggled foreign rice brands have flooded Nigerian markets again, thus threatening the existence of local rice mills.

The RIPAN chief warned that most Nigerian rice mills were under threat of shutting down with attendant job losses as investments in the sector were threatened by the activities of smugglers.

Nigerian rice mills, he said, employed over 13 million workers in 3.2 million cottage mills that employed at least five workers each.

Ekwelem said: “At a time, the government tackled the menace of rice smuggling. But immediately after the activities of #EndSARS movement and reopening of borders by the Federal Government, the markets have been flooded with foreign rice.

“We have said it many times on the need for government to criminalise sale of foreign rice in the markets and supermarkets. Rice is number one on the list of prohibited products in which the Central Bank of Nigeria (CBN) placed forex restriction on.

“It is assumed that any rice you see in this country now, in the markets, shops and even in your homes that is not Nigeria-made rice is smuggled into the country.

“The country is losing revenue because these smugglers are not paying the right duties to bring the rice into the country and this ugly development is killing our economy.”

He recalled that since the CBN intervention in local rice production, investments by integrated rice processors, down to cottage rice millers scattered all over the country, were over N3.4 trillion.

  • Indefinite strike: Edo teachers defy Obaseki

Indefinite strike: Edo teachers defy Obaseki

    By Bisi Olaniyi, Benin

The Nigeria Union of Teachers (NUT), Edo State Wing, has defied today (Monday)’s resumption order of Governor Godwin Obaseki by asking parents and guardians to keep their children and wards from public primary schools.

It insisted that the indefinite strike started by Edo primary school teachers on January 18 was still in force.

Edo NUT, on Sunday in a statement by its Chairman, Pius Okhueleigbe, Assistant Secretary-General Mike Itua and three other members of the executive, said the union was resolute in ensuring that freedom for displeased primary school teachers must be now or never.

The statement said Edo NUT had not called off the indefinite strike, urging the public to ignore the misinformation and propaganda of the Obaseki administration.

NUT enjoined public primary school heads, teachers, parents, pupils and the public to disregard threats, blackmail, intimidation, announcements, pronouncements and moves from any quarter, aimed at discrediting the indefinite strike.

It said none of the anti-democratic tactics of Obaseki’s administration would affect the unshakeable resolve of Edo NUT and its members in ensuring that the primary school teachers’ 10-point demands were met.

Edo NUT said: “The attention of NUT, Edo State Wing, has been drawn to some pronouncements purportedly made by the Edo State Government, with regard to the ongoing indefinite strike embarked on by public primary school teachers and school heads in Edo State since January 18.

“Obaseki’s administration, on January 29, through the Secretary to Edo State Government (SSG), Mr. Osarodion  Ogie, issued a threat of ‘No Work, No Pay,’ among others, to the striking teachers, with effect from February 1.

Read Also: Obaseki governing under a cloud

“Ordinarily, the Nigeria Union of Teachers (NUT), Edo State Wing, would not have bothered to respond to the said pronouncements, because they were directed at the ‘National Union of Teachers,’ a body unknown to the constitution and laws of the Federal Republic of Nigeria, but considering some parts of the pronouncements that bear teachers’ issues, currently in dispute between NUT, Edo State Wing and Edo State Government.

“The indefinite strike by public primary schools’ heads and teachers, which started on January 18, is still very much in force, hence on Monday, February 1, it will continue unhindered in the 18 local governments of Edo State.”

NUT called on well-meaning residents and institutions in the state to prevail on Obaseki’s administration to meet the demands of the teachers, instead of embarking on arm-twisting and deploying unproductive shenanigans.

It noted that the industrial action was to ensure better welfare and regular payment of their salaries and allowances, among other issues, thereby accusing the Obaseki administration of not demonstrating any reasonable commitment to resolve the issues presented to it.

The SSG, however, warned the state wing of the NUT and the striking primary school teachers that their failure to resume on February 1 would henceforth lead to forfeiture of their salaries and allowances.

Ogie said: “This is to inform parents, teachers and the public that public primary schools in Edo State shall resume full activities on Monday, February 1.

“Parents and guardians are expected to make their children and wards ready for resumption on this date (February 1). Government wishes to re-emphasise that all public school teachers and head teachers are required to be present in their schools. Failure to resume work will be considered forfeiture of salary, as the Edo State Government has activated the no work, no pay policy.

“Head teachers and teachers, who are desirous of staying away from work, in support of the sponsored strike by certain elements of the Edo State Wing of the NUT, are required to hand over school property in their custody to their education secretaries.

“The board is collaborating with the relevant security agencies to ensure the protection of all public schools and any willful destruction of government property will be met with criminal prosecution to the fullest extent of the law.”

NUT in Edo, on January 12, directed primary school teachers and school heads to embark on an indefinite strike from January 18.

Edo Head of Service, Anthony Okungbowa, a lawyer, earlier in a statement by the Permanent Secretary, Establishments, Derby Enakhimion, pleaded with the leaders of the NUT in the state to suspend the strike and give considerable time to create opportunity for Edo government to enter into dialogue with them, with a view to resolving the issues.

The State Wing Executive Council (SWEC) of Edo NUT, in an enlarged meeting, however, resolved that the indefinite strike would continue, since it had allowed the state government eight weeks to have its demands resolved, before the commencement of the strike.

The union’s leaders unanimously agreed that negotiation between Edo government and the state’s NUT would continue, while the strike would also persist.

Edo NUT insisted that Obaseki’s administration had not taken any tangible step, aimed at meeting the demands of the union.

It said: “Edo Best programme needs urgent surgical examination to determine its true state, so that the government will be able to correct the window dressing and improve on the fortunes of the programme.

“The contributory pension scheme started in Edo State in 2017. If primary school teachers are to enrol, the tier of government that will be responsible for the monthly remittance of 10 per cent to the pension account of individual teachers must have the resources to do so and to cater for the accrued gratuities’ entitlements of teachers, prior to the commencement of the scheme, as provided for in the law.

“We call for the removal of Mary Oseghale as the Acting Education Secretary of Esan Northeast Local Government Authority, as we have declared her persona non grata.”

Edo Council of the Nigeria Labour Congress (NLC) supported indefinite strike by primary school teachers in the state.

It gave its nod to NUT’s strike, in a letter signed by its Acting Secretary, Barry Osaro Imade, while insisting that priority must be given to the welfare of Edo teachers by Obaseki’s administration.
