    JAMB lists 14 conditions to absorb Sudan returnee students

    The Joint Admissions and Matriculation Board (JAMB) has listed modalities for the absorption of returnee students from war-torn countries into Nigerian universities.

    The modalities are follow-ups to the high-level meeting between the Federal Ministry of Education (FME), the Federal Ministry of Health, the JAMB, Nigeria in Diaspora Commission (NiDCOM), National Universities Commission (NUC), and other critical stakeholders on the integration of returnee Nigerian students from war-torn countries into the nation’s tertiary institutions.

    JAMB’s Registrar, Prof. Is-haq Oloyede, reeled out the modalities during a virtual meeting with vice chancellors of Nigerian universities and other critical stakeholders yesterday.

    The JAMB boss said it was imperative to hold talks with the vice chancellors in view of the peculiarities of each university and the variations in the responses received from them on the matter.

    According to the latest advisory on the procedures for emergency transfers of returning students, each of them is mandated to do a retroactive registration with the Federal Ministry of Education, visit the returnee application page on IBASS as accessible from the JAMB website where the returnee students would upload their registration slips, complete the transfer of personal data, which would include: name, NIN, telephone number, active e-mail account, current university, country, city of study and programme, year and current level of study.

    Also, in the new procedures, the returnee students would select their university of choice and programme as well as upload the scanned copies of their current university admission letter, transcript, data page of their international passport and a sworn affidavit confirming the genuineness of uploaded documents.

    The returnee-students are directed to click SUBMIT for onward movement to their university of choice, which would receive a notification as well as an IBASS mail on the application for evaluation of the returnee’s credentials. If the returnee is found worthy of admission, a notification is sent to him/her on the status of the admission.

    Consequently, successful returnee students would be directed via email and SMS to approach any JAMB office in person to complete the inter- university transfer application.

    In a statement by JAMB’s Head of Public Affairs, Fabian Benjamin, the registrar stressed that the emergency meeting was convened to fashion out uniform standards and minimum acceptable benchmarks for the proposed absorption in line with global best practices.

    He also said the Senate of each university has the right to decide on university transfers and need not wait for JAMB to initiate such.

    According to him, the parley with the stakeholders was to present the modalities for critique as well as receive inputs.

    Oloyede urged the vice chancellors to key into the earlier advisory sent to their universities on the procedures for processing applications for foreign and domestic inter-university transfers.

    The JAMB boss said the current advisory on the returnees did not override the earlier one but  served to reinforce it by strengthening the procedures for transfers.

    The registrar urged the vice chancellors to be vigilant and thoroughly scrutinise the certificates submitted to their institutions to avoid any pitfall that could impugn their hard-earned reputation.

    A chieftain of the ruling All Progressive Congress (APC) in Bauchi State, Dr. Haruna Garus Gololo, has said the appointment of Ahmed Farouk as the Executive Director of the Nigeria Midstream Downstream Petroleum Regulatory Authority (NMDPRA) by former President Muhammadu Buhari’s administration is another booby trap for the new administration.

    Gololo, who was the Coordinator of the Tinubu/Shettima Supporters in the last general election, bared his mind while addressing reporters yesterday in Abuja.

    He said: “Ahmed Farouk was in the Nigerian National Petroleum Company (NNPC) Limited. He was part and parcel of why the refineries are not working.

    “I call on President Bola Ahmed Tinubu to reject these appointments because they are landmines to derail his government.”

    Tertiary Education Tax now 3%

    For the second time in two years, the Federal Government has increased Tertiary Education Tax from 2.5 per cent to 3 per cent.

    It was increased from 2 per cent in the Finance Act 2021 to 2.5 per cent and it has now gone up to 3 per cent in the backdated 2023 Finance Act.

    Former President Muhammadu Buhari signed the Finance Act 2023 on May 28, 2023 and backdated the commencement date of the Act to May 1, 2023.

    In the latest Finance Act, the former President jacked up the Tertiary Education Tax rate from 2.5 per cent to 3 per cent of assessable profits.

    Tertiary Education Tax is imposed on every Nigerian company at the rate approved by the President of the assessable profit for each year of assessment.

    The funds are disbursed for the general improvement of education in federal and state tertiary educations, specifically for the provision or maintenance of: essential physical infrastructure for teaching and learning; instructional material and equipment; research and publications.

    Also contained in this year’s Finance Act is the reintroduction of the payment of taxes for purchasing life insurance policy for an individual or a couple.

    The Act states: “Tax deduction is restored for premium paid in respect of insurance on own life and spouse.”

    Other changes made to the old Finance Act include: taxation of gains on the disposal of digital assets including cryptocurrency at the rate of 10 per cent; deduction of capital losses on assets for capital gains tax purposes. This may be carried forward for a maximum of five years.

    There is now the rollover relief on sale of shares. This is, however, subject to reinvestment of the proceeds within the same year of assessment.

    There is now the deletion of investment allowance on plant and equipment.

    Government has imposed a 0.5 per cent levy on goods imported into Nigeria from outside Africa. All services, including telecommunication services, are liable to excise tax at rates to be prescribed by the President.

    Tinubu seeks EU’s support to fight poverty, insecurity

    President Bola Ahmed Tinubu yesterday solicited the support of the European Union (EU) for Nigeria and other African countries to strengthen security and achieve economic development to reduce poverty.

    A statement by State House Director of Information, Mr. Abiodun Oladunjoye, said President Tinubu made the request when he spoke on phone with the President of the European Council, Mr. Charles Michel.

    The European Council is EU’s institution that defines the general political direction and priorities of the continental union.

    According to President Tinubu, Nigeria and the rest of Africa will require the help and partnership of their friends and development partners, like the EU, to address the excruciating poverty in the continent.

    Requesting the EU to look at specific areas of security challenge, like the Lake Chad and coastal areas, the Nigerian leader promised to remain in contact with the EU and other member-states.

    The EC President congratulated President Tinubu on his victory in the February 25 election.

    Pledging the commitment of the continental council towards ensuring a stronger cooperation and partnership with Nigeria, based on mutual respect and common interests, Michel said Nigeria is important to the EU and the international community.

    He urged the Nigerian leader to continue to work with the EU in all relevant areas.

    Lawyers seek restructuring, devolution of more powers to states

    Eminent legal practitioners have called for the restructuring of the country in a way that more powers will be devolved to the states than what obtains currently.

    They include Mazi Afam Osigwe (SAN), Isiaka Olagunju (SAN, Chairman of Egbe Amofin), Dr. Babatunde Ajibade (SAN), Chukwuka Ikwuazom (SAN) and Olusegun Fabunmi (SAN).

    The eminent lawyers spoke yesterday in Ikorodu at the 16th Chief Babatunde Olusola Benson (SAN) Annual Memorial Lecture, titled: The 1999 Constitution, Restructuring and True Federalism: The Way Forward, organised as part of 2023 Law Week of the Ikorodu Branch of the Nigerian Bar Association (NBA).

    The lecture, with theme: 2023 And Beyond: The Imperatives of True Federalism In Nigeria’s Constitutional Democracy, attracted many other lawyers from other branches of the NBA.

    Osigwe, who delivered the main lecture, advised that states should be allowed to have more authority over their affairs while the Federal Government should recogniae the imperativeness of devolving more powers to the states.

    He said: “All parts of Nigeria must be made to understand that to prevent strives, civil disturbances, secession and preserve the union, restructuring is the most peaceful and least destabilising way to keep the peace and build an enduring nation.

    “The hope of the common man will continue to wane if we do not fix the country so that the people will enjoy the dividends of democracy. If we get our federal system properly fixed, everything will fall in place.”

    Osigwe said the way to move forward is to agree on what should be taken out of the constitution and replaced with what is agreed.

    “The 30 items in the Concurrent List should be reviewed to transfer some items to the Residual List.

    “Items like industrial, commercial and agricultural development, health and education should exclusively be reserved for the federating units (states). Removing many items in the Exclusive Legislative List of 68 items, in respect of which only the Federal Government has legislative competence and transfer the items to the states.”

    He added: “Resource Control should be decentralised to make Nigeria more productive, economically buoyant and less dependent on oil.

    “States should be allowed to control the exploitation of resources found within their territory and pay tax to the central/Federal Government.

    “The tax powers of each tier of government should be reversed in favour of states and local governments.”

    According to him, the demand by some states to establish their own police should be considered.

    Olagunju, who was among the discussants, argued that restructuring and true federalism are critical to the development and stability of Nigeria’s constitutional democracy.

    To achieve these, the layer said the constitution needs to be amended, the revenue allocation formula needs to be reviewed, the political structure of the country also needs to be restructured.

    He noted that a more decentralised system of government that devolves power and resources to the states and regions could help to address the challenges facing the country and promote greater participation and representation in federalism.

    Olagunju contended that a restructured true federalism that is built on structures accepted from all states and people in various political zones is the solution to the challenges the country is currently facing.

    Dr. Ajibade said it would be better to dismantle the current arrangement and lay a new foundation because Nigerians were never invited to participate when the constitution was drawn.

    “Since 1999, we have had successive governments that have been put in place based on the legitimacy of that 1999 Constitution. To a large extent, it is unrealistic to hope or to expect that they would dismantle the very instrument that gives them legitimacy.

    “We are on the Fourth Amendments now. The good news is that we have exhibited the capacity to thinker with the constitution. While the ideal thing is for us to have a national constitutional conference, where all the constituent parts of the country would come together and renegotiate the way they want to relate with each other, I think what we need to do is to focus significant attention on the constitution amendment process…”

    Ikwuazom said no two federal states practise federalism the same way.

    The lawyer said the Supreme Court of Nigeria recognises this fact in the case of Olagunsoye Vs Federal Republic of Nigeria.

    He noted that under true federalism, there is a basic minimum structure that must exist before a state can be regarded as practising federalism.

    In his opening remarks, Ikorodu NBA Chairman Kolawole Thany said unless lawyers take up the gauntlet to show a direction, politicians would continue to fiddle with the principles of democracy, constitutionalism and rule of law, the lives of the citizens and resource of the nation.

    He urged President Bola Ahmed Tinubu to change the narrative and steer the ship of state in a positive direction.

    Lionel Messi will snub a lucrative contract in Saudi Arabia and move to Major League Soccer side Inter Miami as a free agent after parting ways with French champions Paris St Germain, according to the BBC.

    Messi, who played his final game for PSG over the weekend, was also linked with a return to Barcelona but the Spanish club have had their hands tied due to LaLiga’s financial fair play rules.

    Should the deal with Miami go through, the 35-year-old Argentine will play outside Europe for the first time since he joined Barca’s academy at the age of 13 and became the Spanish club’s all-time record goalscorer with 672 goals. Yet, some sources claim that the player would be immediately loaned to FC Barcelona after completing the move to the U.S.

    MLS could not confirm the BBC report and said that the league approves all player contracts.

    Messi had wanted to go to a club where he could eventually have an ownership stake, a source with knowledge of the negotiations told Reuters this week. He also wanted to maximize his existing deal with Adidas and MLS’s relationship with Apple.

    MLS earns a flat fee of around USD 250 million per year from Apple until it reaches a certain threshold of subscriptions, after which point it will earn a share of the revenue from those subscriptions.

    Messi’s move to MLS is expected to drive viewers to the Apple TV streaming platform, as the world’s most recognisable soccer player.

    Messi, who led Argentina to World Cup glory in Qatar in December and has earned a record seven Ballon d’Or awards, won the Ligue 1 title in his two seasons with PSG as well as the French Super Cup in 2022.

    A chieftain of the ruling All Progressive Congress (APC) in Bauchi State, Dr. Haruna Garus Gololo, has said he had concluded plans to compel the Economic and Financial Crimes Commission (EFCC) to arrest and prosecute the immediate past Aviation Minister Hadi Sirika for alleged heist in the procurement of a Nigeria Air aircraft.

    Gololo, who was the Coordinator of the Tinubu/Shettima Supporters in the last general election, bared his mind while addressing reporters yesterday in Abuja.

    Reacting to the revelations that emanated from the investigation conducted by the Senate Committee on Aviation on Tuesday, Gololo said: “Only yesterday, the Senate Committee on Aviation confirmed the fear and suspicion of many Nigerians when it unearthed the heist in the Aviation sector by the immediate past minister, Hadi Sirika, that the procurement of the Air Nigeria aircraft was a scam which gulped billions of tax payers fund.

    “We are giving the EFCC two weeks to arrest and investigate the former Minister of Aviation, Hadi Sirika, the Central Bank of Nigeria (CBN) Governor Godwin Emefiele, ex-Minister of State (Petroleum), Timipre Sylva, and other key participants in the former President Muhammadu Buhari’s administration.

    “The Senate Committee on Aviation, on Tuesday, took a swipe at what it described as unnecessary controversy generated by the last-minute unveiling of the Boeing 737-800 series aircraft which the Federal Government flew into Abuja from Ethiopia.

    “Specifically, the chairman of the committee, Abiodun Olujimi, expressed disgust of the committee when she said the entire arrangement of Nigeria Air was shrouded in suspicion as the immediate past minister, Hadi Sirika, told Nigerians to expect four other aircraft in the fleet.

    “Answering questions from the committee, the Managing Director of Nigeria Air, Dapo Olumide, corroborated Gololo’s allegations when he told the committee that the aircraft was chartered from Ethiopia for few days to show what an aircraft looks like in the Nigerian flag.

    Olumide told the committee that Nigeria Air was launched in 2018, saying his responsibility was to secure an Air Operating Licence (AOL) for the airline.”

    Reacting to the statement while addressing reporters, Gololo said: “This is just one of the isolated cases of the alleged fraud by Buhari’s ex-ministers.

    “This call has become necessary because if the EFCC can go after ‘Yahoo boys’ over alleged scam, the anti-graft agency could as well go after the CBN Governor, Godwin Emefiele, for the alleged monumental fraud in the CBN.

    “This is because it is in the public domain and we have sufficient prima facie documents to tender that Emefiele, for years since his appointment, has been running the apex bank on the wheel of alleged fraud, which culminated in the recent currency redesign.

    “If we may ask: where are the redesigned currencies?

    “What happened to the N11.3 trillion spent on the Turn Around Maintenance (TAM) of the Kaduna, Warri and Port Harcourt refineries?

    “Today, Timipre Sylva, the ex-Minister of State for Petroleum, who awarded the contracts, has gone to run for governorship election in Bayelsa State, to seek immunity.

    “There are several other ministries and parastatals that were looted under Buhari because, as it appears, he was not in charge.”

    Fourteen-year-old Reuben Azazi needs about N1.8 million to undergo medical surgery for Burkitt Lymphoma, also known as aggressive cancer on his jaw.

    The family called on the public to come to the rescue of their son’s life.

    Ashanti Bekewei, the younger sister to the teenager’s late mother from the Ogbinbiri community in Bayelsa State, decried her nephew’s state, according to a statement by a non-governmental organisation, Gifting Volunteer Network and signed by Belele David Tamarau-Kuro

    She lamented: “I am appealing for financial assistance for 14-year-old Ruben. He has a purpose in life. He has a dream in life.”

    Ruben, the third child of his late mother who died five years ago, was admitted on March 23rd 2023 at the Federal Medical Centre FMC with a bilateral jaw cancer.

    She added: “His family, his father, cannot afford the bill. We don’t have the financial strength to take care of the bill. And he has been lying in that bed in pain. We are helpless.

    “Please, we are appealing to all well-meaning Nigerians to save Reuben’s life. He is an intelligent and smart boy who dreams of becoming an Engineer, help us save him.”

    The All Progressives Congress (APC) in Osun State yesterday said it was determined to return to government in 2026.

    The leadership directed party officials in wards and local government areas to resume meetings and other political activities in preparation for future elections.

    Speaking at a stakeholders’ meeting in Osogbo, acting State Chairman, Alhaji Tajudeen Lawal, said no effort would be spared to ensure the party returns to power and continues its good and people-centric leadership.

    The meeting, which was held at the instance of former Governor Adegboyega Oyetola, was to bring together members to chart a new course for the party’s progress and success.

    Lawal, who praised party leaders and members for their loyalty, resilience, perseverance and commitment throughout the litigation period, said the right mechanisms have been set in motion to properly and genuinely restructure the party for the betterment of all.

    He said: “This meeting is to restrategise and further foster unity between and among members as we resolve to wrestle power from the incumbent government. This family meeting is crucial, particularly at a time like this that we have made efforts to put our house in order and work towards reclaiming power from the incumbent administration.

    “We recognise that after the Supreme Court judgment, we have not met with a large house like this, so, this is to let the world know that we remain united, resolute and committed to strengthening the party, promote internal democracy and indeed, set the motion for the all-round success, progress, growth and development of our party and state.

    Immediate past Chairman of Ifedayo Local Government Area, Biodun Idowu, extolled party  members for their commitment throughout the ‘thin and thick period’, and urged them to remain united as the party is ready to return to government. “It is high time we resuscitated and stimulate activities of the party at the grassroots”, he added.

    Former Special Adviser to the Governor on Local Government and Chieftaincy Affairs, Rasak Adeosun, who spoke for the immediate past state executive members, called on members to remain resolute in the collective interest to move the party forward.      According to Dr. Jean Nassar, a medical doctor who has practised for more than 15 years in in-vitro fertilisation in France, Belgium, Lebanon, and currently in Nigeria, PRP is a cutting-edge regenerative therapy that utilises the body’s own blood to accelerate healing at the injection site. Despite the development of modern IVF techniques that have overcome male infertility factors, options for women with oocyte issues are limited to either doing repetitive treatments or resorting to donor oocytes.  While poor numbers and quality of the oocytes is mostly associated with advancing age, fertility experts add that it may also affect younger women, with one per cent of women of reproductive age estimated to have severe decrease in ovarian reserve, thereby contributing to intractable infertility.

    What ovarian rejuvenation means and its potential benefits for women

    Ovarian rejuvenation is the latest technique that aims to improve the function of the ovaries in women by injecting platelet-rich plasma PRP (PRP) into the ovaries. “The procedure involves extracting blood from the patient; that’s why it is a safe procedure. The blood is processed in a centrifuge machine to separate the platelet-rich plasma from the other components of the blood. Platelets contain various growth factors that stimulate the growth and development of ovarian follicles, potentially improving ovarian function,” Dr Nassar said.

    The concept behind ovarian rejuvenation is to stimulate follicle growth by stimulating growth of dormant follicles in the ovary and promoting the development of new eggs. Adding to that, by injecting PRP in ovaries, it promotes the formation of new blood vessels; so it improves the overall function of the ovaries, including hormone production and ovulatory capacity. On other hand, the growth factors present in PRP improve the quality of oocytes by promoting their maturation and reducing oxidative stress. This, in turn, may increase the chances of successful fertilisation spontaneously or by in-vitro fertilisation.

    Who are the ideal candidates for ovarian rejuvenation and how it is performed?

    Since the goal of PRP is to improve fertility and restore ovarian function, every woman who has decreased ovarian reserve based on her age or she is experiencing early menopause is an ideal candidate for ovarian PRP, Dr Nassar,a renowned fertility specialist at One Wellness Centre, Lagos, said. Also, those who have experienced recurrent failed IVF cycles because of reduced quality eggs are ideal candidates for ovarian rejuvenation.

    Doctors said PRP, being a blood-derived product characterised by high concentrations of growth factors and chemokines that are known to be beneficial in the healing process, is produced by centrifuging a small quantity of the patient’s own blood and extracting the active, platelet-rich fraction, which is then introduced to the human body typically by injection. For long, PRP is said to have been quite useful for therapeutic purposes in different medical areas, ranging from orthopedics to plastic surgery, for its putative ability to stimulate and facilitate cell proliferation and thereby tissue differentiation and regeneration.

     But in the context of reproductive medicine, PRP has been proposed to increase pregnancy rates after uterine flushing in women with recurrent implantation failure or thin endometrium. Intra-ovarian injection of PRP has also been proposed to activate dormant ovarian follicles pre-IVF-treatment in cases of idiopathic low ovarian reserve, premature ovarian insufficiency or ovarian depletion because of advanced maternal age.

    “Based on consultation with a specialist, he will decide if she is a candidate of ovarian PRP. This procedure is done under light anesthesia so the patient will be asked to stay fasting at the same day of procedure. Her blood will be collected. This blood sample will be processed with a specific protocol to separate the platelets and growth factors from other components resulting in a concentrated PRP solution. Using ultrasound guidance, a thin needle is inserted into the ovarian tissue. The concentrated PRP solution is then slowly injected into the ovaries. The ultrasound helps guide the needle to the precise location within the ovaries.”

    Success rate and side effects associated with ovarian rejuvenation

    Since ovarian PRP is performed using the patient’s own blood, experts said no side effects are linked to it because it is considered a safe procedure. The only side effect that might be experienced for some women is discomfort at the injection site; it will typically resolve within 48 hours. Pain killer is advised to be taken in this case. “Ovarian rejuvenation and in-vitro fertilisation (IVF) are two distinct fertility treatments with two different methods aiming for a same goal: achieving pregnancy. Ovarian rejuvenation is still a new technique under studies that aims to improve ovarian function; it might be done for trying to achieve pregnancy spontaneously or by IVF. It is case by case decision. In-vitro Fertilization (IVF) is a widely used assisted reproductive technology that involves fertilizing eggs and sperm in the laboratory subsequently transferring embryos inside the uterus.

    “The success rates of ovarian rejuvenation are still being evaluated, and the evidence is limited. The effectiveness of the treatment in improving fertility outcomes is not yet well-established because this technique is still newly practised in the ovarian tissue. But, up till now, it has promising results even in my own practice here in Nigeria. It is important to shed light on its safety for the patient even if it is still under research because it is performed with the patient’s own blood,” he said.

    While fertility doctors insist that ovarian rejuvenation doesn’t generally have an age limit, it is important to know that the response to treatment is based on the patient’s age. “So, it is better to be performed up to 50 years old patients after evaluating the patient of course. And to be honest, I will not recommend it for a patient after 50; I would rather recommend egg donation, which would be a better option in this case.”

    Nowadays, different treatments are available for infertility, depending on the case and mainly the reason(s) behind infertility. First, Dr Nassar, who is also the Head of the IVF unit at St. Georges Hospital University Medical Centre in Lebanon, advised that the couple should consult a specialist, after doing all the tests required, who will advise the treatment suitable for the couple. For example, intracytoplasmic sperm injection (ICSI) is the most used technique worldwide; it is based on injecting one competent sperm inside the cytoplasm of the egg and, by that, the fertilisation is being pushed to occur. Other than ICSI, there are a lot of treatments available like classical IVF, intrauterine insemination IUI, gamete donation, surrogacy, cryopreservation and pre-genetic diagnosis (PGD).

    Acceptability of ovarian rejuvenation globally and in Nigeria

    Definitely, it is acceptable and especially here in Nigeria. I realised during my practice here that couples seek help for infertility issues after 40s. Subsequently, ovarian PRP could be one of the treatments advised by the doctor due to its safety for the patient and it is a minimally-invasive procedure; the patient can continue her daily activities directly. In addition, the couple can try to conceive spontaneously in the meantime while doing PRP sessions.

     A healthy lifestyle helps improve egg quality and by that, I mean normal BMI, exercise frequently, avoiding smoking and alcohol and reduce stress. On top of that, the patient will be advised to take some specific vitamins to help us improve the quality of eggs. The goal of ovarian rejuvenation is achieving pregnancy. In some cases, patients achieved their pregnancy spontaneously right after ovarian PRP. In other cases, it might be done in parallel with an IVF/ICSI. In this case, ovarian PRP improves the quantity and the quality of the eggs, and ICSI will be done subsequently.

    Specific factors that may affect the success of ovarian rejuvenation

    While ovarian PRP is still under investigation, several factors may potentially affect its success. Generally, younger women have a higher chance to get better results. Of course, this procedure should be performed by a skilled professional physician who has a deep understanding of the procedure and its intricacies are more likely to achieve better outcomes. On top of that each woman’s response can be highly individual. Factors such as genetic predisposition, hormonal balance, and the specific condition being addressed may vary among individuals, impacting the success of the procedure.

     At the same day of ovarian PRP, the patient will be monitored in the recovery room until she is fully awake. After that, she will be advised to come for a follow up scan after four to six weeks after the PRP session. Based on her response and her plan, the physician will recommend a second session or not. This could be done up to three sessions. Every procedure at One Wellness Centre should start with a consultation with the physician and especially Ovarian rejuvenation. The patient must come for a consultation first. Based on her history, age, hormonal status, ultrasound and her intension, a tailored plan will be recommended after discussion with the specialist.
