Lagos Assembly to establish legislative institute

Lagos State House of Assembly on Tuesday read for the second time a Bill to establish the Lagos State Legislative and Research Institute.

The Bill, which is a Private Member Bill, is given much laud by members of the House as a Bill that will formalise the sharing of knowledge across the scope, national and international.

Speaker Mudashiru Obasa said the bill is an incubator hatched for an efficient and effective legislative institute in the state, supporting that the issue of the council men who are abandoned without given the opportunity to perform their functions as legislators due to lack of knowledge will be avoided as that is what the institution will stand for.

“This Bill is viable to us and also for other legislatures in service of the parliament and other states can share in it as the centre will be a learning space for councillors and local government chairmen, promoting and deepening democracy in our state.

“The institute will also engage international legislative bodies such as African Parliamentary Union where we can acquire more knowledge through the centre,” he said

Police, Amotekun on the alert as herders plan to enter Osun

    By Toba Adedeji, Osogbo

The Police and Western Nigeria Security Network code-named Amotekun operatives are on the alert, as the herdsmen intercepted by residents of Offa and Ipe in Kwara State are planning to move to Osun State.

Residents of Offa and Ipe communities on Tuesday prevented a truckload of suspected herdsmen and cows from entering the state.

A statement yesterday by the Director General of Kiriji Heritage Defenders, Dr. Ekundayo Ademola, said the herdsmen were planning to enter Osun State through Odo-Otin Local Government, since there was no security presence in the area.

He urged the state government to mobilise security groups -conventional and unconventional ones- to storm the area and flush out the herders before wreaking havoc.

Contacted, Osun Amotekun Corps Commander retired Brig.-Gen. Bashir Adewinbi said his men have been deployed in the boundaries to prevent infiltration into the state, especially at Odo-Otin, which is close to the boundary of Kwara State.

Police spokesperson Mrs. Yemisi Opalola said the command is aware of the development, adding: “We are monitoring the areas to make sure that there is no illegal movement into the state.”

  • SWAGA: Fayemi masterminded sack of APC ward chair

SWAGA: Fayemi masterminded sack of APC ward chair

    By Rasaq Ibrahim, Ado-Ekiti

A political group, the South West Agenda 2023 (SWAGA) for Asiwaju Bola Tinubu, has accused Ekiti State Governor Kayode Fayemi of sacking the All Progressives Congress (APC) Chairman in Ado Ward 8, Mr. Clement Afolabi.

Afolabi was removed by the APC leaders in Ado Local Government over his alleged fraternity with the SWAGA and acceptance to coordinate the group’s activities in the council.

In a statement by the SWAGA National Chairman, Senator Dayo Adeyeye, the group, which described the action as alien to the APC constitution, said the removal was ‘hand of Esau and voice of Jacob’.

He alleged that the APC executives in Ado Council acted dogmatically on a script by Governor Fayemi to edge him out of the party hierarchy on trumped up allegations of anti-party activities.

But, the APC Director of Media and SSA to the Governor on Party Matters, Elder Sam Oluwalana, exonerated the party at the state level and Dr. Fayemi of blame.

The SWAGA coordinator slammed the party leaders for sacking Afolabi when the ward executives had absolved him of the trumped-up anti-party allegation and passed a vote of confidence in him.

Adeyeye described the political happenings in Ekiti under the watch of Fayemi as “a theatre of the absurd by an evil intending vicious leader with a mission to smash the eggs, kill the hen and put the poultry on fire.”

“We think it is high time we began to get weary of some strange voices within. While we condemn the recent incisive and damaging statement of the Ekiti governor on our party, we consider the save face measure shoddily adopted in visiting undue punitive measure on Afolabi, who, purportedly, was showing support for the presidential choice of a top notch of the APC, a serious aberration.

“SWAGA is aware of the underground plots to frustrate the rising political profile of Asiwaju Tinubu in the Southwest and indeed Nigeria, as the undisputable choice to bring stability into our fragile democracy and lift the nation economically. We have tested the waters to see how a people so traumatised and choked in a party, are frantically wrestling to pull out of the terrible grip of the political dracula of our time for a resting haven they have found in SWAGA.

“The ongoing attempt to plunder and decimate our party and then leave the carcass for us to contend with, is not hidden. This we shall resist for the efforts of the builders of this democracy and many other Nigerians, who have toiled in endurance and are waiting to reap the gains.

“While we condemn the lingering undemocratic approach of Fayemi to issues in recent times and insist on a call to order, we enjoin our party men and women across the country, to feel free to identify with SWAGA. SWAGA is APC and APC is SWAGA. There is no way a member can commit anti-party offence for favouring the presidential choice of a party man,” he said.

Oluwalana said the suspension slammed on Afolabi was undertaken at the ward level, which he said was vested with the power to try any erring member.

“This was purely an internal crisis at the ward level. They were not supposed to bring Governor Fayemi into the issue because it was a ward level matter. He has done nothing to warrant the attack. He has not done anything to show he was trying to decimate the party or anti-party as being alleged.

“It was wrong and demeaning  for Senators Dayo  Adeyeye and  Babafemi Ojudu, who are respectable members of our party, to think that Governor Fayemi will descend so low to remove a ward chairman or do anything that will decimate our party.”

Four feared killed in Ikare Akoko over chieftaincy tussle

    By Osagie Otabor, Akure

Four persons have been feared killed and many others injured in the ongoing crisis in Ikare Akoko over the Olokoja chieftaincy dispute.

Two men, Chief Ogunye ldowu and Chief Sunday Bada, are fighting over who is the rightful Olokoja of Okoja, a village in Ikare.

Both men are loyal to two warring monarchs in Ikare, the Olukare of Ikare and Owa Ale of Ikare.

Ogunye was dethroned as the Olokoja by Oba Akadiri Saliu Momoh, the Olukare of Ikare, for absenteeism from meetings, disloyalty, refusal to obey his directives and being loyal to the Owa Ale.

The coronation of a new Owa Ale, Oba Adeleke Adedoyin, is expected to take place on May 15.

Oba Momoh, in February, installed Chief Bada as the new Olokoja. An attempt by Bada to call for a bi-weekly town meeting caused the recent crisis, which began on Monday.

Sources said several houses and vehicles have been destroyed, while shootings continued at press time.

The heavy presence of security personnel did not stop the warring factions from shooting and attacking each other.

It was learnt that the fighting has shifted from the Olokoja village to the entire Ikare, between forces loyal to the Owa Ale and Olukare.

Olukare is listed as a first-class monarch, while Owa Ale is listed as a class-C monarch in the state government directory. A newspaper vendor, who gave his name as Fatai, said shootings were still ongoing in the central part of the town.

He said business activities have been paralysed, as residents stayed indoors to avoid being hit by stray bullets.

He said vehicles distributing newspapers in the area could not enter the community, adding that markets, banks, schools and motor parks were shut.

Fatai said places such as central mosque, post office, old motor park, Osele market and Oloko that were usually a beehive of commercial activities, were deserted. Sources, however, said the state government has intervened by inviting both parties to Akure.

Kingship tussle: Adeogun Atele family gives conditions to attend peace parley

Members of Adeogun Atele family have given conditions for them to attend a peace parley organised by the Seriki of Ota-Awori Kingdom, High Chief Olanrewaju Bashorun, on the Itele Awori kingship tussle.

High Chief Bashorun had in a letter dated April 15, 2021 invited Adogun Atele family, Gbadamosi Asorota and Olota of Otta, HRM Prof. Adeyemi Obalanlege, for a parley aimed at resolving the dispute.

According to the letter, the meeting would help to foster unity and build peaceful relation and development in Awori land.

However, the Adeogun Atele family, while commending the Seriki of Ota-Awori Kingdom for the invitation extended to them; also, said the security of members of their family must be guaranteed.

In a letter signed by the head of Adogun Atele family, Chief Taoreed Dada, he recalled that in the course of the crisis, members of his family have been threatened several times with many hidden calls, saying with the help of security agencies, they were able to uncover the identities and location of the agents of evil men.

‘’Members of my family are ready to attend and participate objectively in the meeting, provided the venue of the meeting is not at the palace of Olota of Ota or any venue in which he has control over. The venue must be a neutral place and open to public accessibility. Once we are convinced of the neutrality of the venue and not a compromised venue, be rest assured that we would honour your invitation,’’ the letter added.

It said Adogun family no longer have confidence in Olota of Ota, as his neutrality in the crisis in Itele is in doubt.

The letter stated that for the Adogun family to attend the meeting, royal fathers of Awori extraction must be present as well as representatives of Ogun State Ministry of Justice, Ogun State Ministry of Local Government and Chieftaincy Affairs, Ogun State House of Assembly, the Nigerian Bar Association, Ota branch and representative of the Commissioner of Police, Ogun State.

The family also requested to attend the meeting, representatives of the Directorate of Department of State Security Service (DSS), representative of Ogun State Traditional Council, Chief Imam of Ota or his representative, Mr. Olushola Ojutalayo SAN, Dr. Victor Odunaiya among others.

‘’Our family is a very large family, therefore the attendance of the meeting should not be restricted and the same should be extended to Gbadamosi Asorota family and the Olota in council. The decision that would be reached at the proposed parley would have a far reaching effect on the relationship between Itele and Ota town.’’

The family stated that the Supreme Court, had in its judgment delivered on December 16, 2011, in suit number SC 200/2003, between Arowolo vs. Olowookere, held that only the descendants of Adogun Atele from the four ruling houses, namely Imidawo, Oosa, Ogunrounbi and Alagbeji are the only persons eligible to the stool of Onitele of Itele-Awori.

The letter stated that that the Adogun family had dragged  Ademola Asorota, Olota of Ota, Commissioner for Local Government & Chieftaincy Affairs, Governor of Ogun State and others to court in suit number HCT/503/2020  to determine the eligibility of the said Ademola Asorota to the stool of Onitele of Itele.

NSITF calls for more investment in workplace safety

    By Adekunle Yusuf

The Nigeria Social Insurance Trust Fund (NSITF) has called on employers of labour in the public and private sectors to pay more attention to workers’ welfare by investing more in occupational, safety and health (OSH) practices. This, it stressed, can be achieved by promoting and strengthening policies that prevent workplace disabilities.

The admonition was given by the NSITF Branch Manager, Mainland Branch, Opeyemi Adekoya, when she led a road walk around Ilupeju in Lagos, to promote awareness about workplace safety.

Yearly, the world celebrates the safety and health day to create awareness for stakeholders and the general public on the importance safety and health at work.

The NSITF boss said effective national OSH policies and regulatory framework would give better response to crisis and emergencies in the future.

On this year’s global theme: “Anticipate, Prepare and Respond to Crisis: Invest now in Resilient OSH Systems”, Adekoya said the COVID-19 pandemic had ushered in a new normal in all spheres of employment and sectors, making everyone vulnerable to its effects. According to her, the pandemic has emphasised the need for all organisations to anticipate crises as they occur without warning.

Adekoya said NSITF workers embarked on road walk for advocacy and to sensitise the public to bring out the various challenges faced by the Federal Government, employers, employees and the society at large, on efforts to combat the COVID-19 pandemic.

She defined the Occupational, Safety and Health (OSH) systems as standards, measures and procedures set up by organisations to protect workers from hazards, unforeseen threats and risks. The crises include implementation of OSH policies, communication of basic OSH responsibilities to employers and employees.

While urging organisations to prepare adequately for crises by setting up effective preparation strategies, she maintained that the OSH systems should encompass all working processes and procedures within the organisations, stressing that mechanisms such as sound inspection system should be put in place to ensure compliance by workers. According to her, organisations that are committed to the health and safety of their workers are also promoting the survival and growth of their businesses.

“Organisations should allocate more resources to purchase the necessary safety gear, train workers to cope with the new risks and provide the relevant safety information workers need to stay safe. His will prevent the spread of the virus and other diseases in the workplace and also secure the health and safety of workers.”

  • EL-LAB gets highest quality standard certification

EL-LAB gets highest quality standard certification

    By Adekunle Yusuf

EL-LAB Medical Diagnostics and Research Centre, an indigenous medical laboratory in Lagos, has received a second cycle of reaccreditation to ISO 15189:2012 International by Medical Laboratory Science Council of Nigeria (MLSCN) and additional accreditation to same standard by Nigeria National Accreditation system (NINAS).

This is the highest quality standard any medical laboratory can attain globally. It is the symbol of excellence and assurance that the quality of service rendered in EL-LAB is at per with what is obtainable anywhere in the world.

Speaking on the achievement, its Chief Executive Officer, Prince Elochukwu Adibo, who is also the National President of Guild of Private Medical Laboratory Directors of Nigeria (GMLD), explained that accreditation of any medical laboratory to an acceptable standard such as ISO 15189 has the considerable potential to improve the quality of healthcare for patients through the reduction of testing errors and attendant decreases in inappropriate treatment.

“ISO 15189 further ensures these by assessing the competence of the Quality Management System (QMS) within the laboratory, providing a framework for increased analytical quality and verifying that the laboratory is not deviating from quality and competence standards.

“While meeting these standards, users of the laboratory services, including laboratory personnel, can be more confident of the accuracy and reliability of outputs. Laboratory accreditation is therefore emerging as a preferred framework for building quality medical laboratory systems.”

He noted that this is the first time that a medical facility is receiving two accreditation certificates of ISO 15189 standards in Nigeria. EL-LAB attained the first cycle of accreditation to ISO15189:2012 International standard in December 2016 and it elapsed after four years. Through a very rigorous, painstaking and expensive process, we have successfully achieved a second cycle of accreditation with MLSCN, and a first cycle with NINAS further confirming consistency of standard of our medical laboratory testing.

Adibo stated that, in Nigeria, according to the data from MLSCN Accreditation Service, only 10 medical laboratories are accredited to this ISO 15189:2012 standard – with three of them being privately owned. The data from NINAS website shows only two medical laboratories in the entire country and EL-LAB is one of them. A few other medical laboratories are reported to have accreditation to this standard from foreign accreditation bodies.

“This recognition will continue to drive our commitment to quality delivery, with acceptable international standards,” Adibo further said. He also called on government and private laboratory administrators and owners to make concerted efforts and take steps towards accreditation of their various laboratories to ISO15189:2012 standard. This will increase confidence of laboratory users and also reposition our country on the international map of quality health care delivery, he urged.
