    ‘Save Lagos from external domination’

Yoruba World Congress (YWC) has urged the Yoruba across Lagos, Oyo, Ogun, Osun, Ondo, Ekiti, Kwara, Kogi, Edo and Delta states living in Lagos to reawaken their consciousness by voting in favour of the integrity of Yorubaland.

It said the step became necessary to save Lagos from external domination willing to take over the state by force.

Speaking in Ibadan, Oyo State capital, YWC spokesman Babatunde Tolase alleged that the current agitation in the state was calculated to invade and take over by crooked means, the Yoruba economic centre.

He said the Yoruba must wake up from their slumber and retain the pride of the land.

Tolase said: “We know that our magnanimity is being taken for granted. But we appeal to all Yoruba to stand tall in defence of our fatherland.

“Let us come out en masse for the sake of the unity of Yorubaland and vote for Governor Babajide Sanwo-Olu, to enable him complete the good programmes he has started. We can testify to his good work and managerial skills. Voting for Sanwo-Olu is a drive towards Yoruba unity.”

YWC said the advice became necessary, following information about the ownership of Lagos, the commercial capital of Nigeria, adding that it was concerned about the arrogating of the ownership of Lagos by some people alien to Lagos origin.

  • Windy rain destroys UNILORIN facilities

    Windy rain destroys UNILORIN facilities

Windy rain has wreaked havoc at the University of Ilorin (UNILORIN), destroying property worth millions of Naira.

The incident occurred at the weekend.

Some of the affected facilities were the mast of the Network Operating Centre (NOC) housing internet radio, Chemical Engineering lecture theatre, Life Sciences lecture hall, Department of Biochemical Engineering, Computer Based Test (CBT) centres, where about 40 computers were affected, Geology and Mineral Resources Department, electric poles and the General Studies Division (GNS) Unit.

Others were animal houses for the central research laboratories, secretariat of Academic Staff Union of Universities (ASUU), secretariat of Senior Staff Association of Nigerian Universities (SSANU), UNILORIN Multi-Purpose Cooperative Union building, Admission Office, Security Unit, new Anatomy Building (College of Medicine), Directorate of Legal Services Unit, UNILORIN Stadium, Education Technology Workshop, as well as the Department of Adult and Primary Education.

The rain also destroyed the University Health Services, Faculty of Law, old University Library, Language Laboratory (Faculty of Arts), Counselling and Human Development Centre, and Student Affairs Unit.

Speaking about the development, the Vice Chancellor, Prof Wahab Egbewole (SAN), expressed mixed feelings about the havoc wreaked by the rainfall.

Egbewole, who led other principal officers on a campus-wide tour to assess the level of damage, said although he was sad about the incident, he was glad that it occurred when students were on break, following the directive of the Federal Government to shut all universities for the general election.

He said but for the break, no one could predict the extent and consequences of the havoc.

The vice chancellor, however, lamented that properties destroyed by the rain would have serious consequences, as they would affect the activities of workers and students, especially researchers, who required the internet facility for their academic work.

He sought the understanding of the university community, pending the repairs of the damaged facilities.

The Director of Computer Services and Information Technology (COMSIT), Prof. Dupe Ademola-Popoola, said parts of the university community would find it difficult for some days to access the internet services as a result of the havoc.

Lamenting that facilities worth hundreds of millions of naira were destroyed, she expressed happiness that the mast did not fall on the building because some workers were on duty when the incident occurred.

Ademola-Popoola said following the fall of the mast, several huge access points had been destroyed, which was why some parts of the university campus would be without internet service for now.

The parties said they arrived at the decision after a careful examination of the good works of the Sanwo-Olu-led administration because they desire continuity and realisation of the greater Lagos dream of the administration. The statement reads: “We reached this decision sequence to our thorough analysis of all the good works and rapid development in Lagos.

“We cannot sacrifice the various landmark achievements of the present administration scattered all over the state on the altar of bitter politicking. The governor’s consistency as a progressive democrat is worthy of due commendation and continuity is key.

“We observed at a close range his energetic campaign through the nooks, corners and crannies of the state. He has delivered on his social contract with the good people of Lagos through the famed THEMES mantra.

“It’s worthy of note that he literarily saved the country from the scourge of Covid 19 through proactive measures that underscored his responsive and responsible attributes. Among others, massive road construction, investments in education, healthcare services, the environment, youth empowerment, tourism, public transportation, housing, science and technology need to be consolidated during his second term.

“It makes a whole lot of sense for Lagos State to be in tune with Asiwaju Bola Ahmed Tinubu’s presidency at a time like this to achieve our age-long desires and lofty aspirations. His message of  Greater Lagos Rising reverberated with all and sundry and we can safely conclude that we have in Sanwo-Olu  a  governor who is resolutely committed to taking our state to greater heights in the years ahead.”

They urged all their members and supporters across the state to come out massively on Saturday and vote for the APC flag bearer and his deputy, Quadri Obafemi Hamzat on Saturday.

He said: “We were literarily under political slavery before now. But, now, we’re politically independent because anyone in the local government can come out and be something in the area now.

“The present administration has helped to provide electric transformers to our communities, upgraded the School of Nursing at Oke Ode to a degree-awarding institution, provided water, renovated schools and constructed the Oro Ago bridge. Indeed, all the 18 wards in the local government area have benefitted from one development project or the other since his assumption of office.”

There has been intense horse-trading between the PDP and the APC in recent times in the state, as the two major political parties engage themselves in a superiority battle, especially as the next phase of the 2023 general election draws closer.

Among the different pro-PDP groups which mobilized their respective members to the Oke-Ado Secretariat of Oyo APC for the defection and official declaration of support for the party’s candidate, Senator Teslim Folarin are the Omititun Youth Vanguard led by Comrade Sanyaolu Adeyemo, the GSM Marines coordinated by Comrade Yemi Oyebamiji, the All Youth Grand Alliance under the leadership of Isamotu Twins, the IBK Vanguard of Mr Ibukun Olu-Afolabi and another group led by Comrade Afolami Afolabi.

He, however, thanked the NNPP governorship candidate, Olukayode Joshua and the elders of the party for giving him the opportunity to serve.

According to Okowa, Ibori is at liberty to support any candidate of his choice despite Ibori being a member of the PDP.

Okowa, who spoke during an interactive session with reporters at the newly inaugurated Press Centre Government House in Asaba, said he was not worried at Ibori’s open romance with the opposition APC.

He claimed that many persons in the opposition party were rooting for the PDP governorship candidate, Sheriff Oborevwori.

“If Ibori is supporting somebody else, it is his choice, I cannot criticise him or approve of it. Just as many people in the APC are also supporting our candidate, so many of them, it is a matter of choice. Even those who have decamped and several others who have not decamped are supporting us. That is the beauty of democracy; it is a matter of choice.

He said his support for Oborevwori was total because he emerged through a credible democratic process.

The leadership of the Abia State chapter of the Peoples’ Democratic Party (PDP) has distanced itself from the video of a PDP member calling for violence in the Governorship and  House of Assembly elections scheduled for Saturday.

The Nation reports that the video of a man wearing a customised T-shirt of the PDP governorship candidate in the state, speaking at the popular Osisioma junction off Enugu-Aba-Port Harcourt Expressway threatening violence in March 18 elections in the state has been generating controversy since it appeared on the social media.

But the PDP, in a statement yesterday through its acting Publicity Secretary and Vice Chairman, Abia North, Abraham Amah, said that the party condemns the act of the said member.

“The Abia PDP condemns the inciting video in its totality and hereby distances herself from such unruly behaviour. We state in very clear terms that the individuals involved were acting on their own accord and not on the authority of the party or our governorship candidate, Sir Okey Ahiwe.

“The peaceful character of PDP under the leadership of our Abia State governor, Dr. Okezie Victor Ikpeazu and the State Chairman of the Party, Rt. Hon. Dr. Alwell Asiforo Okere is known to all and they will not for any reason resort to such acts of desperation just to win an election.

“Similarly, our governorship candidate, Sir Okey Ahiwe, a Knight of the Church, is a man of peace who will not for any reason torpedo the peace that has existed in this State after having signed a Peace Accord just last week.

In an unrelated development, the Spiritual Director of the Adoration Ministry Enugu, Rev. Father Ejike Mbaka urged the electorates to ensure they vote for a governorship candidate that deserves to be the governor of Abia.

  • Governorship poll forces JAMB to reschedule Mock-UTME to March 30

Governorship poll forces JAMB to reschedule Mock-UTME to March 30

The Joint Admissions and Matriculation Board (JAMB) has rescheduled this year’s mock Unified Tertiary Matriculation Examination (UTME) for March 30because of Saturday’s governorship and Houses of Assembly elections.

The board announced this in a statement by the Head of its Public Affairs and Protocol, Fabian Benjamin, yesterday in Abuja.

The 2023 mock-UTME was earlier scheduled for Thursday, March 16, 2023.

The statement reads: “The shift in date is partly owing to the change in the date for the governorship and state Houses of Assembly elections earlier scheduled to hold on Saturday, March 11, 2023 but now moved to March 18, 2023.

“Candidates, who registered early and indicated their willingness to take the Mock-UTME, would be notified as to when to print their Mock-UTME notification slip, which would contain their centres and other details.

“The Mock-UTME is an optional examination introduced by the board to provide opportunity for candidates to have hands-on experience with the system as well as afford the board an opportunity to ascertain its readiness and that of its partners for the main UTME, which is scheduled to hold between April 29 and May 12, 2023.

“The board also wants to use this opportunity to announce that this year’s UTME would witness some groundbreaking innovations aimed at addressing observed infractions and centre failures.

“For instance, in the new regime, if there is a delay of up to one hour before the commencement of a particular session, that session stands cancelled and would be rescheduled along with the candidates.

“By the same token, no examination can be started one hour after the scheduled commencement time. The session will be scheduled for any vacant or available slot. The board has made it mandatory that candidates must be notified of their new scheduled session or centre, as the case may be, before they leave their centre. In addition, no candidate would be allowed to spend less than one hour before submission of responses during the UTME. Similarly, the new regime would make it impossible for candidates to log in after one hour of activation of examination.

“If for any reason, an examination session is cancelled or cannot hold, candidates are not to panic as they will simply be scheduled for the next available session, which could be that same day. What such candidates are expected to do is to quietly leave the hall and move to the Holding Area to await further instruction.”

“Furthermore, they are not to leave the examination centre until they have been notified of the day and time of their rescheduled examination.

“Candidates are to note that any rescheduled examination is strictly meant to accommodate only those whose examination session could not hold on account of one reason or another not for those who were marked late or absent for their session.”

  • Emefiele denies launching plot against Tinubu

Emefiele denies launching plot against Tinubu

Central Bank of Nigeria (CBN) Governor Godwin Emefiele has denied reports of launching a fresh plot against President-elect Bola Ahmed Tinubu.

The Nation reported on Monday that Emefiele had launched a fresh plot against Asiwaju Tinubu.

But Emefiele, in a reply, described the report as fake.

A statement yesterday in Abuja by the Acting Director of Corporate Communications at the apex bank, Mr. Isa Abdulmumin, said: “The attention of the Central Bank of Nigeria (CBN) has been drawn to a story published in The Nation newspaper of Monday, March 13, 2023 edition, alleging that the governor, Mr. Godwin Emefiele, has launched a ‘fresh plot against President-elect’.

“The aforementioned story went further to allege that the governor has made a certain amount of money available to a candidate ahead of the March 18, 2023, governorship poll.

“We wish to inform members of the public that this story is completely false and malicious as the CBN governor does not know and has never met or even spoken with Mr. Gbadebo Rhodes-Vivour, either in person or through a proxy.

“We wish to reiterate that the CBN governor does not take part in politics and, therefore, urge anyone with contrary information to prove the governor wrong by providing any facts.

“As such, the governor and his team at the CBN should be allowed to focus on their assigned job with a view to achieving the statutory mandate of the bank.”

  • Train accident: We don’t have funds to replace vandalised barriers, says NRC

Train accident: We don’t have funds to replace vandalised barriers, says NRC

The Nigerian Railway Corporation (NRC) has said it does not have funds to install barriers to prevent people from tampering with the rail tracks.

The corporation’s Managing Director Fidet Okhiria said the barriers were installed over four times but were vandalised again.

He said the corporation cannot continue to replace vandalised barriers due to inadequate funding.

Okhiria spoke in a radio interview monitored by The Nation yesterday in Abuja.

On the accident in which six persons died and several others injured, he said: “The accident happened as a result of human neglect on the side of the bus driver.

“Lagosians will recollect that at a time, we had mechanical barriers; we had bars crossing the road whenever train was coming. But they were vandalised. We tried to go modern by providing light alarm signaling, but that did not also last. They vandalised that one too.

“Since the modernisation of the rail tracks, which is government’s policy to completely separate the rail from the road, we decided to deploy men physically to stop train or vehicles when a train is approaching.

“When the train leaves any station and it approaches any level-crossing, they will inform the level-crossing keeper. From there on, they will start clearing the rail so that there won’t be any obstruction.

“I think on Thursday, the level-crossing keeper had stopped the vehicles, but the bus driver thought he was clever enough. He overtook those who had stopped. Unfortunately, the accident occurred. I think Nigerians should change their ways and support government to make progress.”

Suggesting how to forestall a future occurrence, Okhiria said: “We will continue to enlighten the people, in partnership with Federal Road Safety Corps (FRSC).

“The drivers will be enlightened and Nigerians should also realise that these things cost money. If we discipline ourselves and have a little patience, things will go on well.

“The government is making efforts to build some flyovers and underpasses, but we cannot do it at the same time because it will make the traffic situation in Lagos to be terrible.

“We will enlighten the road users and caution train drivers to go beyond the regulation by applying extra caution at level-crossing. What happened on Thursday would have been more disastrous if the driver was not cautious. I think the speed of the train was 12 kilometres per hour. If not, he would not have been able to stop where he did.”

  • Osun governorship poll: Appeal Court reserves judgment in Adeleke’s suit

Osun governorship poll: Appeal Court reserves judgment in Adeleke’s suit

The Court of Appeal in Abuja has reserved judgments in three appeals and a cross-appeal filed on the dispute over the last governorship election in Osun State.

A three-member appellate court, presided over by Justice Mohammed Shuaibu, after taking the final arguments from lawyers to the parties, announced that they would be informed when the judgments are ready.

The substantive appeals, filed by Osun State Governor Ademola Adeleke, his party, the Peoples Democratic Party (PDP), and the Independent National Electoral Commission (INEC), are against the January 27 judgment of the Osun State Governorship Election Tribunal, which voided Adeleke’s victory at the July 16, 2022 election.

The cross-appeal, jointly filed by the All Progressives Congress (APC) and its candidate in the election, Adegboyega Oyetola, is against a portion of the tribunal’s judgment.

Arguing their different appeals, lawyers to Adeleke, PDP and INEC – Onyechi Ikpeazu (SAN), Alex Izinyon (SAN) and Paul Ananaba (SAN) – urged the court to allow their appeals and set aside the tribunal’s judgment.

Ikpeazu, Izinyon and Ananaba argued that the judgment of the tribunal was a nullity because one of the members did not utter her opinion as required under Section 294(2) of the Constitution.

They also faulted the quality of evidence led by the petitioners – APC and Oyetola – at the tribunal and argued that the petitioners failed to prove their case.

The appellants’ lawyers argued that the BVAS report tendered by the petitioners were not duly certified and did not represent the actual result of the election.

They said the problem of over-voting affected only six polling units as against the 744 identified by the tribunal.

Izinyon particularly averred that it was not in dispute that the Chief Magistrate (a member of the trial tribunal) signed, saying the issue was that she ought to verbalise her opinion.

The lawyer argued that the law requires that the Chief Magistrate ought to make a pronouncement, which he said was made and prayed the court to declare the judgment a nullity.

He also faulted the petition filed by the APC and Oyetola at the tribunal, arguing that it offended the provisions of the Electoral Act.

Lawyer to Oyetola and APC, Lateef Fagbemi (SAN), urged the court to dismiss the three appeals and affirm the judgment of the tribunal, which he said effectively evaluated the evidence led and came to the right conclusion that there was over-voting in many polling units.

Commenting on the appellants’ argument that a member of the tribunal did not make a contribution to the judgment, Fagbemi argued that Section 294(2) was only applicable to the Supreme Court and Court of Appeal, but not to election tribunals.

On the quality of evidence led, Fagbemi argued that the BVAS reports tendered by the petitioners, which were relied on by the tribunal were certified true copy of the reports of accredited voters obtained from INEC.

The lawyer faulted the other two different BVAS reports tendered by INEC, arguing that they were generated during the pendency of his clients’ case at the tribunal with the intention to cover up the lapses exposed by their petition.

“There is no such concept as synchronisation. They (INEC) only came up with that concept after we have filed our petition and pointed out their errors. There cannot be three BVAS reports in respect of one election. That is embarrassing,” he said.

Fagbemi also argued that the admission by the appellants’ lawyers, particularly Ananaba, that there was over-voting in more polling units than the 744 identified by the tribunal, supported the petitioners’ case that there was indeed over-voting.

Commenting on INEC lawyer’s claim that the BVAS reports tendered by the petitioners were not the final reports, Fagbemi said such a claim was an afterthought.

“If the result was not ready, why did they not say so? Where did they get the result they announced on June 17? When they issued us the BVAS report about 10 days later, they did not say it was not the final result,” he said.

The lawyer argued that his clients effectively established over-voting by using the BVAS reports and the results of the election.

A former Attorney General of the Federation and Justice Minister Akin Olujinmi (SAN) argued the cross-appeal by the APC and Oyetola.

The former minister prayed the court to allow the cross-appeal and hold that Adeleke was not qualified to have contested the election.

He argued that the tribunal was wrong not to have disqualified Adeleke, having found that he forged his academic certificate.

Olujinmi also argued that the tribunal erred when, after holding that Adeleke forged his certificate, decided to rely on other certificates the governor tendered.

In their responses, Ikpeazu, Izinyon, and Ananaba argued that in view of a subsisting judgment of the Court of Appeal to effect that Adeleke did not forge any certificate, it was wrong for the tribunal to still make pronouncement on an issue already determined by the appellate court.

They prayed the court to dismiss the cross-appeal.

  • Accommodate opposition, unite Yoruba, Fayose urges President-elect

Accommodate opposition, unite Yoruba, Fayose urges President-elect

A former Ekiti State governor, Ayo Fayose, has advised President-elect Bola Tinubu to accommodate opposition politicians and unite all Yoruba, irrespective of political affiliation.

Fayose gave the advice in an interview programme, “Situation Room”, yesterday on Ibadan-based radio station Fresh FM 105.9.

When asked to set an agenda for the President-elect, Fayose declined but said the former Lagos State governor has always aspired to be President of Nigeria, hence should have a good agenda for the country.

The former governor noted that as a Yoruba leader who has now been elected President, Tinubu needs to ensure that all Yoruba sons and daughters come together, irrespective of their political differences, to speak in one voice on the development of their fatherland.

He also urged Tinubu to assemble a team that would include opposition party members to develop ideas and programmes that would take Nigeria to greater heights.

Fayose said: “One thing I would like to say to Asiwaju – and this one is personal to me as a Yoruba man – is that the Yoruba nation needs to be re-ordered. Tinubu should not be the Ppresident of APC in the Southwest. He should be the President and father of Yoruba nation and bring us all together.

“After the demise of most of these leaders, things will go bad (in Yoruba land). One of the legacies Asiwaju should leave is to rally the Yoruba people and bring us together, draw everybody together. When he is making appointments and he wants it only for APC members, he will fail. He should invite members of the opposition and draw everybody close and listen to us on how the Yoruba nation can come together. The Yoruba nation has lost it. We are badly Balkanised and divided. Because Asiwaju is a Yoruba man, he must bring the Yoruba people together.

“We are angry, and that is why you see the agitation for Yoruba nation. But they have given us a Yoruba president now. He has a lot to do.

Oduduwa Republic cannot happen. Arewa Republic cannot happen and Igbo or Biafra Republic cannot happen. It is a sheer waste of time. We have gone far in the day to call for division. How do we share our debt? How do we share those things? So, let’s stop deceiving ourselves and stop creating tension.

“Already, there is tension in the East, in the North, in the South and in the West.

Asiwaju, God will help you. Thank God you were elected as president. So, remember that if you don’t put the Yoruba nation together, history will not be kind to you.

“This Yoruba nation must be united, going forward, under your leadership. Put us together. Get us busy in Yoruba land. Don’t be president of APC. If you do that, your case will be worse than that of (former President) Olusegun Obasanjo.”

  • APC to decide zoning of National Assembly offices after elections

APC to decide zoning of National Assembly offices after elections

The leadership of the All Progressive Congress (APC) will decide zoning of the National Assembly positions after the governorship and House of Assembly election, it was learnt yesterday.

At a meeting with the senators-elect and House of Representatives members-elect in Abuja yesterday, they were also urged by the party leadership to work for the victory of governorship and House of Assembly candidates at the polls.

President-elect Bola Tinubu, who addressed the National Assembly members-elect at the Old Banquet Hall of the State House, said he does not have any preferred candidates for the 10th National Assembly leadership.

He was represented by the vice-president-elect, Senator Kashim Shettima.

Many newly elected APC federal legislators turned up for the meeting, where they were enjoined by the party leadership to work for the success of the platform on Saturday.

There were speculations ahead of the meeting that it was convened to discuss the distribution of leadership offices in the Senate and House of Representatives, to avert a repeat of the 2015 scenario  where the party lost control of the chambers, despite having majority seats in both Houses.

However, the member-elect for Bungudu/Maru Constituency in Zamfara State, Abdulmalik Zubairu Bungudu, said the sharing of leadership positions is not Tinubu’s priority for now.

According to him, the message delivered by Shettima, on behalf of the President-elect, was aimed at spurring members-elect to focus on the governorship and state legislative elections.

He added: “For now, he said he doesn’t have anybody that he prefers to have as Senate President or Speaker, but consultations are going to continue to get the way out for the party and to also ensure the party emerges victorious in the forthcoming governorship and Houses of Assembly elections.”

APC National Chairman Senator Abdullahi Adamu said the leadership positions in the 10th National Assembly would not be determined by senatorial or tribal affiliations.

Accompanied by other members of the National Working Committee (NWC), Adamu noted that the party is not comfortable with the tone of some persons seeking the leadership positions in the National Assembly.

He said: “The news media and especially the social media are full of speculations of some of you jostling for leadership positions in the National Assembly. This is not unusual. People have the right to struggle for positions of leadership for which they believe they are eminently qualified.

“But we, in the National Working Committee of the party are not comfortable with the tone adopted by those who seek those offices. Those offices are not tribal or sectional rights and must not be so portrayed.

“We would like to offer a word of caution to all of you in this regard. It may be good to start early, but sometimes when you start too early, you jump the gun and court unintended consequences that may cause nasty divisions in the party and thus affect its health.”

Adamu said that leadership positions at the national level is a delicate matter and must not be approached with levity or lack of seriousness.

He added: “It may be good to start early but it is wiser to be patient. Some of you may recall what happened to the party and the National Assembly in 2015 when some members of the national legislature chose not to wait for the decision of the president and the party in sharing those offices.

“It created bad blood within the party and between the executive and the legislature. I urge us not to regress.”

The party chairman added that the president-elect and the party leadership will make appropriate consultations in working out a formula for sharing those offices.

“I assure you that whatever sharing formula the Party and the President-elect arrives at will be fair, just, equitable and satisfy the majority of our members,” he added.

While admitting that the February 25 elections were not perfect, Adamu said it passed the credibility test.

He said for the first time there were no allegations of vote-buying and outcry over the other ills associated with the conduct of elections.

He added: “It is fair and honourable to admit that the February 25 elections were not perfect. We did not set out to conduct perfect elections. World history has no instances of perfect elections.

“Like all other democratic nations, we set out to conduct free, fair, and credible elections. This we did.

”I am proud to say we achieved this feat and delivered on the promise made by President Muhammadu Buhari to the people. For the first time in living memory in respect of our elections, there were no allegations of vote-buying and outcry over all the other ills associated with the conduct of our elections.

“Rigging may not be dead, but it has been decapitated. Our democracy is maturing, and we are maturing with it.

Adamu maintained that from the results of the February 25, 2023 general elections announced so far by the electoral umpire, INEC, the APC won the presidency, clean and clear, and a majority in both chambers of the National Assembly.

“We chose not to rout the other political parties because they are our partners in our national progress and development. I look forward to the governorship and Houses of Assembly elections on March 18. I am sure the results will make our victory even sweeter.”

  • CBN okays N1,000, N500 old notes after Buhari’s rebuke

CBN okays N1,000, N500 old notes after Buhari’s rebuke

    • President: I never asked Emefiele, Malami to flout Supreme Court judgment

The Central Bank of Nigeria (CBN) yesterday directed banks to comply with the Supreme Court judgment of March 3 on the validity of old naira notes.

The instruction came hours after President Muhammadu Buhari rebuked CBN Governor Godwin Emefiele and Attorney-General of the Federation (AGF) Abubakar Malami (SAN) for not obeying the order.

The Supreme Court held that the old N200, N500 and N1,000 banknotes would remain legal tender until December 31 and co-exist with the new notes.

“The CBN has no reason not to comply with court orders on the excuse of waiting for directives from the President,” a statement by the Presidency said.

Soon after, the CBN issued a statement asking banks to comply with the judgment.

The statement, entitled “Old N200, N500, and N1,000 banknotes remain legal tender” was signed by Acting Director of Corporate Communications, Isa AbdulMumin.

It reads: “In compliance with the established tradition of obedience to court orders and sustenance of the rule of law principle that characterised the government of President Muhammadu Buhari, and by extension the operations of the Central Bank of Nigeria (CBN), as a regulator, Deposit Money Banks operating in Nigeria have been directed to comply with the Supreme Court ruling of March 3, 2023.

“Accordingly, the CBN met with the Bankers’ Committee and has directed that the old N200, N500 and N1000 banknotes remain legal tender alongside the redesigned banknotes till December 31, 2023.

“Consequently, all concerned are directed to conform accordingly.”

Nigerians had been expecting President Buhari, Malami and Emefiele to issue clear directives to banks to comply with the order.

Their silence resulted in confusion and more hardship, with traders and businesses rejecting the old notes, while some banks that issued them refused to accept them as deposits.

The Nigeria Labour Congress (NLC) said it would direct workers to stay home if the Federal Government fails to address the naira crisis within the next seven days.

It said workers could no longer afford to go to work due to a lack of cash.

The Nigerian Bar Association (NBA) had also urged President Buhari to immediately direct the CBN and banks to comply with the order.

More states, including  Lagos and Anambra, warned against rejecting the old notes, saying there would be consequences for doing so.

    Presidency absolves Buhari of blame

Reacting to accusations that President Buhari had no regard for the rule of law, the presidency said it behoved Malami and Emefiele to comply with the order without being directed to do so.

The statement reads: “The Presidency wishes to react to some public concerns that President Buhari did not react to the Supreme Court judgment on the issue of the N500 and N1,000 old currency notes, and states here plainly and clearly that at no time did he instruct the Attorney-General and the CBN governor to disobey any court orders involving the government and other parties.

“Since the President was sworn into office in 2015, he has never directed anybody to defy court orders, in the strong belief that we can’t practise democracy without the rule of law and the commitment of his administration to this principle has not changed.

“Following the ongoing intense debate about the compliance concerning the legality of the old currency notes, the Presidency, therefore, wishes to state clearly that President Buhari has not done anything knowingly and deliberately to interfere with or obstruct the administration of justice.

“The President is not a micromanager and will not, therefore, stop the Attorney General and the CBN governor from performing the details of their duties in accordance with the law.

“In any case, it is debatable at this time if there is proof of willful denial by the two of them on the orders of the apex court.

“The directive of the President, following the meeting of the Council of State, is that the bank must make available for circulation all the money that is needed and nothing has happened to change the position.

“It is an established fact that the President is an absolute respecter of the judicial process and the authority of the courts.

“He has done nothing in the last eight or so years to act in any way to obstruct the administration of justice, cause lack of confidence in the administration of justice, or otherwise interfere or corrupt the courts and there is no reason whatsoever that he should do so now when he is getting ready to leave office.

“The negative campaign and personalised attacks against the President by the opposition and all manner of commentators is unfair and unjust, as no court order at any level has been issued or directed at him.”

The Presidency said the CBN did not have to wait for directives to comply with a court order.

The statement added: “As for the cashless system the CBN is determined to put in place, it is a known fact that many of the country’s citizens who bear the brunt of the sufferings surprisingly support the policy as they believe that the action would cut corruption, fight terrorism, build an environment of honesty and reinforce the incorruptible leadership of the President.

“It is, therefore, wide off the mark to blame the President for the current controversy over the cash scarcity, despite the Supreme Court judgment.

“The CBN has no reason not to comply with court orders on the excuse of waiting for directives from the President.

“President Buhari has also rejected the impression that he lacks compassion.

“No government in our recent history has introduced policies to help economically marginalised and vulnerable groups like the present administration.”

    NLC threatens sit-at-home

The NLC gave the government a seven-day ultimatum to end queues at banks by making cash available.

After a meeting of its Central Working Committee, Labour said it would direct workers to stay at home if the government failed to resolve the cash crunch at the expiration of the ultimatum.

NLC president, Joe Ajaero, told reporters: “On the issue of cash crunch, the NLC is giving the Federal Government and agencies of government, including the CBN and other banking institutions seven working days to address the issue of the cash crunch.

“If they fail to do this at the expiration of the seven days, Congress will direct all workers in the country to stay at home because it has become very difficult to access money to enter vehicles to their workplace.

“It is difficult to buy products from traders who don’t have bank accounts. This is the situation we have found ourselves in.

“The old currency is still valid, but even when the banks give them to you, the traders are not accepting it.

“Even when you take it to the same banks, they are not accepting it.

“We have been frustrated to a level that we can no longer keep quiet.”

On the scarcity of petroleum products, Ajaero said: “On the issue of fuel, the Congress wish to inform the Federal Government that we will no longer keep quiet to this issue of perennial fuel scarcity and arbitrary increases on petroleum.”

    NBA demands compliance

NBA president Yakubu Maikyau (SAN), in a statement, said the needless pain and discomfort to which Nigerians have been subjected resulted from the manner the CBN went about implementing the policy with scant regard for citizens’ interests and feelings.

“The Supreme Court has, by this judgment, proven to be the Supreme Court of the people of Nigeria.

“The Supreme Court has issued directives to the Federal Government for the benefit of the people and there is no option other than to comply.

“The President is under constitutional obligation to comply and enforce the decision of the Supreme Court,” the association said.

Governors warn against old notes rejection

Before the CBN issued the statement, Lagos State Governor Babajide Sanwo-Olu had urged residents to transact with the old notes.

In a letter to residents, he emphasised that the Supreme Court had extended their validity till December 31.

He also said the Bankers’ Committee, during its Sunday meeting, had directed banks to comply with the Supreme Court.

The governor threatened that the government will sanction any business that refuses the old notes.

He warned that any bank branch which fails to collect the old notes will be shut down and reported to the CBN.

He urged residents to lodge complaints at the Lagos State Consumer Protection Agency (LASCOPA).

The statement reads: “My dear Lagosians, I have noted the difficulties you have been having over the naira redesign crisis. I feel your pain.

“I discussed with top officials in CBN who assured me that commercial banks were directed to accept the old N500 and N1,000 notes as deposits and pay them out for withdrawals.

“They informed me that commercial banks got the directive at a Bankers’ Committee meeting on March 12, 2023.

“I, therefore, urge you to go ahead and have transactions with the old notes. Lagosians should feel free to use the old notes for commercial purposes.

“Retailers, transporters, traders and all businesses must not reject them as they remain legal tender following the Supreme Court verdict, which extends the validity of the notes to December 31, 2023.

“Any business that fails to collect the notes will be heavily sanctioned.

“I, therefore, advise Lagos residents to freely accept and transact their businesses with the old currency notes (N200; N500; and N1,000) as well as the new notes.

“If any bank refuses to accept deposits of old notes, please lodge a complaint with the Lagos State Consumer Protection Agency (LASCOPA) via these numbers; 08124993895, 09064323154, 08092509777.

“The Lagos State government will report the bank to the CBN and immediately shut down the offending branch.

“I thank you so much and assure you that this too shall pass as the authorities are working to ensure the teething problems of the redesigning of our currency are resolved.”

Also, Anambra State Governor Chukwuma Soludo urged banks to dispense old currency and accept them as deposits as directed by the Bankers Committee

According to him, bank tellers were also directed to generate the codes for deposits.

Soludo said Emefiele gave the directive at the Bankers’ Committee meeting.

“Emefiele personally confirmed the above to me during a phone conversation on Sunday night.

“Residents of Anambra are, therefore, advised to freely accept and transact their businesses with the old currency notes (N200; N500 and N1,000) as well as the new notes.

“Residents should report any bank that refuses to accept deposits of the old notes.

“Anambra State Government will not only report such a bank to the CBN but will also immediately shut down the defaulting branch,” the statement adds.

Bayelsa State Governor Douye Diri said the lack of direction by the CBN has resulted in the old notes being rejected.

    Pensioners lament

Pensioners lamented the impact of naira scarcity, saying the policy has reduced them to beggars.

The senior citizens said they were going through “hell” as a result.

In a statement by the National President, Godwin Abumisi and General Secretary, Elder Actor Zal, the pensioners under the umbrella of Nigeria Union of Pensioners (NUP) appealed to the Federal Government to pay them their pension in cash rather than through bank transfers.

They also pleaded to be accorded priority and preferential treatment at their banks and payment points to save them from the stress of queues.

Women worst hit by cash crunch

A gender activist and Founder of Voice for Less Privileged Organisation, Dr Ego-Queen Ezuma, said women were the worst hit by the cash scarcity.

She said some women traders, especially in the rural areas, are struggling to survive while others cannot afford to pay for food or drugs.

“We see death every day in the rural areas. Pharmacy shops insist on cash payment, and some of the women have resorted to herbal treatments.

“Some cannot buy bread because of no cash, and it is serious.”
