Arewa group calls for probe of Navy over oil theft

A group, Arewa Intelligentia Caucus (AIC) has asked President Bola Tinubu to investigate the Navy under Admiral Ogalla over allegations of crude oil theft, economic sabotage, and promotion of insecurity in the country’s waterways.

The group said the allegation made by another group, Odua Integrity Network, should not be discarded.

A statement by its president, Abubakah Ciroma, and publicity secretary, Nasir Adamu, recalled that the federal government had contracted the surveillance and protection of oil pipelines in the Niger Delta region to private security companies when the Navy abysmally failed in its duty.

These security companies are Tantita Security Services Limited (TSSL), operated by Chief Government Ekpemupolo, and Pipelines Infrastructures Limited (PIL) managed by the Olu of Warri, Ogiame Atuwase ÌII are placed under the supervision of a Project Management Office- the Inter – Atlas Synergy Limited (IASL).

According to the Arewa group, crude oil production has improved dramatically to over 1.7 million barrels per day, from below 700 thousand barrels it was before they stepped in.

It complained that instead of giving cooperation to the private organisations, “the Navy is busy, maligning, mudslinging and fabricating stories to impugn their reputation.

The group added: “It smells a rat where there is none. It has never given the security companies a breathing space, most especially Tantita.

“The Navy is either sabotaging their work to criminalise them, give them a bad name, or it directly engaging or aiding thieves to siphon crude.

“On this note, we ask that an unassailable panel like the one headed by Obaze is constituted to probe the Navy over the many allegations against it. There is no smoke without fire.

“The Chief Naval of Staff, Admiral Emmanuel Ogalla should be relieved of his duty to prevent interference with the investigation.”

  • PSC calls for overhaul of special police constabulary, demands different uniform

PSC calls for overhaul of special police constabulary, demands different uniform

The Police Service Commission (PSC) has raised an alarm over the operations of the Special Police Constabulary nationwide.

PSC said the Inspector General of Police (IGP), Kayode Egbetokun has already been contacted on the need to overhaul the organisation and operations of the outfit.

PSC said there have been several reports of unprofessional conduct by officers of the outfit, a quasi-police formation created to assist in community policing.

According to a statement issued on Thursday by the PSC Head, Press, and Public Relations, Ikechukwu Ani: “The Police Service Commission is no longer comfortable with the organisation and operations of the Special Police Constabulary nationwide.

“Reports of their unprofessional conduct range from high-handedness in dealing with citizens and bare-faced extortion on our roads and communities.

“The Commission calls for an entirely different set of uniforms for Officers of the outfit that should be easily differentiated from that of the regular Police Officers.

“This, it noted, will help to track appropriately the conduct of men of the outfit and that of the regular Police Officers and free the Nigeria Police Force from blame associated with the misconduct of men of the outfit.

“The Commission further calls for the disbandment of the outfit in states where they are not salaried and taken care of.

“It noted that it was dangerous to arm a group of people and license them to provide security, maintain law and order in states and communities across the country without basic financial remuneration.

“The Commission has observed that these set of men have descended on innocent Nigerians for their daily upkeep through forceful extortion and intimidation.”

The chairman of the Commission, Dr. Solomon Arase, said the Commission will work with the leadership of the Nigeria Police Force to sanitize the organisation and operations of the outfit.

He said there is an urgent need to differentiate the Special Constabulary from regular Police Officers and clearly define their operations, including uniforms and rules of engagement.

  • $110m fine: Publicise BATN’s offences, CAPPA urges FG

$110m fine: Publicise BATN’s offences, CAPPA urges FG

The Corporate Accountability and Public Participation Africa (CAPPA) has urged the Federal Competition and Consumer Protection Commission (FCCPC) to publicise the “crimes” British American Tobacco Nigeria (BATN) and its subsidiaries committed that made them so willing to cough up $110 million rather than face prosecution.

CAPPA said Nigerians deserved to know how and the extent to which their health had been affected as well as the laws that the BATN and subsidiaries violated for which they incurred such an unprecedented fine.

The FCCPC had in a statement released on Wednesday, December 27, 2023, slammed the historic penalty on the tobacco industry firms over serial violation of the nation’s laws including the National Tobacco Control Act, 2015.

The statement disclosed that the Commission on August 28, 2020, opened an active investigation of BATN and its affiliates for which it “gathered, received and procured substantial evidence from forensic analysis of electronic communication and other information/data.”

CAPPA described the fine and other associated actions in the Consent Order as a milestone in the quest to make corporations accountable for their flagrant violations of the nation’s laws and statutes.

CAPPA Executive Director, Akinbode Oluwafemi applauded the FCPC, “for this precedent-setting action. We have consistently advocated that BAT and their ilk should be made to pay for their disregard for our laws and the promotion of an addictive, cancer-causing product to our youths and our people.

“To us, this action sends strong warnings to other tobacco companies in Nigeria and other corporations behind products that compromise public health that justice may be slow in coming, but it will surely catch up.”

CAPPA, however, expressed sadness that with the Consent Order, BAT and its officials have evaded criminal prosecution while details of their infractions are buried in opaque legalese.

“Nigerians need to know the full details of BAT crimes that made it willingly agree to dole out $110 million rather than face prosecution. No amount of fine can atone for actions that compromise public health and undermine the economies of nations. This is a slap on the wrist.

“We, nonetheless, see this fine as a welcome step, in the right direction but we reiterate our call for the comprehensive probe of what BATN benefited from the Export Expansion Grant with a view to recouping such funds to our national purse.”

CAPPA also frowned at the section of the Consent Order that allows BAT to conduct a so-called tobacco control advocacy, saying it contradicts Section 38 of the National Tobacco Control Act 2015.

The group emphasised that Section 38 of the NTC Act was unambiguous, on who handles education, communication, training, and awareness about the harmful effects of tobacco products.

It stated: “A person or entity working on behalf of or furthering the interest of the tobacco industry shall not be involved in any manner in youth, public education, or other initiatives to tobacco control or public health, including and funding of such activities.

“Since this is a fine, at best the funding for advocacy should be administered through the Federal Ministry of Health and not through systems and structures with affiliations to BAT.”
