    Tinubu: I’m in forefront of changing Nigeria

    President Bola Tinubu has assured Nigerians that he is at the forefront of changing the country for the better.

    The president also said that his administration had brought some positive changes in the Southeast, south-south, northeast, and northwest in the areas of security and the economy.

    The president, who spoke in Enugu while commissioning the ultramodern Enugu Zonal Command Complex of the Economic and Financial Crimes Commission (EFCC) on Tuesday, December 19, declared that while things were changing in Nigeria for the better in the past six months, 2024 would manifest the fullness of his administration’s many reforms.

    Represented by the National Security Adviser (NSA), Nuhu Ribadu, President Tinubu saluted the armed forces of Nigeria, the military, the security forces, the police, the SSS and the rest for the good work they were currently doing in the country.

    Ribadu said: “First, I’m bringing the greetings of Mr President, Bola Ahmed Tinubu. He said I should congratulate you and your team. Thank you for the good work you are doing.

    He said that I should thank the armed forces of Nigeria, the military, the security forces, the police, the SSS, and the rest for the good work you are doing in our country today.

    “Everyone will agree with me that things are changing. In just the first six months of his own administration, we are beginning to see what is possible. We want to also encourage you, to go this direction. We need our country to work. We need things to improve. We want to do the right things. And he (Mr President) is in the forefront of doing that. Things are changing in Nigeria. In 2024, wait and see what is going to happen.

    “It is important that law enforcement agencies which are critical to our collective safety, security, prosperity, and general well-being, are afforded necessary facilities to ensure their welfare and efficiency. This is why I commend the chairman of the EFCC and his team for this initiative.

    “I’m confident that the state-of-the-art facility will further motivate the staff to rededicate themselves to the course of fighting economic and financial crimes, emerging challenges hindering our development as a nation.”

    He said the decision to prioritize the welfare of the personnel of the zone and indeed, all EFCC staff with the Renewed Hope Agenda of the Tinubu administration, was in line with what President Tinubu was trying to do for all Nigerians, the ability for all to have better things.

    He further stated: “Support workers, give them what is needed, make the environment okay so that we can get maximum out of all that are involved and participating in the Renewed Hope. Issues of welfare, in particular, are important to law enforcement officers who stake their comfort and oftentimes, their safety and lives for our own well-being.

    “I want to assure you that this administration will not compromise when it comes to looking after your welfare.

    “All we ask in return is a total commitment to the mandate of your agency. Beyond your regular activities of fighting various forms of fraud, I want to remind you that the EFCC is strategic to the counter-terrorism efforts of this Bola Ahmed Tinubu administration.

    “It is my fervent hope that the commission will take a front row in the determined efforts to check the laundering of proceeds of violent crimes such as kidnapping, banditry and terrorism in our country and restore order and stability, particularly in the economy.

    “You have the biggest responsibility to be in the forefront and get things back in order. A lot of things were done wrongly and mismanaged. It is you, EFCC, who should clean up and sanitize, do the right thing, and demonstrate that you are one of our best. Be honest, be just and be fair to all. That is what is needed. That is what you are known for.

    “Things were done not necessarily in the best way that was expected. But now, it is your own duty and responsibility. Change it.

    “Though I’m aware of the modest contributions of the commission in checking illicit financial flows, especially in the designated non-financial sector through the Special Control Unit Agency against money laundering, there is still potential for improvement.”

    He also emphasised the need for synergy and collaboration among various security agencies, saying, “No agency can do it alone without the support and collaboration of others. I therefore call on other security organizations in this zone to work with the EFCC to ensure it achieves its objectives.

    “Under my watch as the NSA, unbridled rivalry among various security agencies will not be tolerated”.

    He expressed happiness over the improved collaboration among various security agencies at the national level, saying the new direction had proved to be more valuable.

    “Though we do not talk too much, things are changing. The Southeast is changing. The south-south is changing. The same with the northeast and northwest. We’re defeating Boko Haram. We’re defeating bandits. We’re engaging our brothers (agitators) who are in this part of the country to plead that we are all together and we are one.

    “That is happening simply because all of us are together in this. Unlike what happened in the past. I’m emphasizing this simply because it makes a massive difference.”

    While congratulating the personnel of the commission in the Enugu Zonal Command, Ribadu urged them to make good use of the facility by playing a big role in changing Nigeria.

    The executive chairman of the EFCC, Mr. Ola Olukayode recalled the fire incident that destroyed one of the offices at the Enugu command, saying however that the commission had not only put the sad incident behind but moved on.

    While emphasizing the importance of a befitting office to carry out their mandate, Olukayode vowed that the EFCC would ensure that fraudsters have no place to operate in the Southeast and other regions of the country.

    According to him, families that have been victims of fraud will wipe their tears away following the commission’s onslaught against corruption and fraud.

    The Academic Staff Union of Universities (ASUU) has alleged that vice-chancellors of universities have been flouting due process in staff recruitment.

    The national president of ASUU, Professor Emmanuel Osadeke, stated this while speaking during the Heroes’ Day Celebration of the University of Uyo, Akwa Ibom state.

    According to Prof Osadeke, VCs have turned staff employment into ‘constituency projects’, with which they settle governors, traditional rulers, politicians, and highly placed people in the country.

    He vowed that ASUU would fight the misnomer and ensure that sanity is restored to the system

    He said no University in the country has advertised for vacancies in the past six to ten years, lamenting that the staff strength of such universities has tripled as Vice-chancellors have resorted to employing all manners of people from governors and Senators to lecturers.

    He said: “I must heartily congratulate all the heroes honoured today for the sacrifices they made to the point of termination of appointments, seizure of salaries, demotion among other travails for speaking truth to powers for the benefit of others.

    “Before now, University employment was done through advertisement followed by rigorous interviews but now how do people get here? It is through temporary appointments. That’s the problem that we have today. I do not know of any University for the past six to ten years that has advertised, but the staff strength has tripled.

    “Vice-Chancellors just sat down somewhere and packed people from Traditional Rulers, Governors, and all other politicians into the Nigerian Universities as lecturers and most of them are now scavengers in the system, going after money and all manners of things.

    “Unfortunately, University employment has turned into a constituency project and we have to struggle to reverse this misnomer and bring sanity to the system.”

    In his keynote address, a retired Professor of Ethnocomunicology, Professor Desmond Wilson, lamented that the struggles of the Union have been made difficult by fifth columnists and other agents employed by the government to confuse.

    While stressing that heroism was not a blank cheque to misbehaviour, the professor urged all members of the union to remain selfless and committed in the fight for the betterment of all and the redemption of Nigerian Universities from its quagmires.

    The Vice Chancellor of the University, Professor Nyaudoh Ndaeyo, who was represented by Professor Ben Etuk, commended ASUU for its selfless service to humanity

    He noted that the role played by the union has contributed immensely to the better welfare of the University staff and urged the association to remain.

    Meanwhile, the University ASUU has doled out over N1.7 million to 15 indigent students of the University who excelled in their academic pursuits and conferred heroes’ awards on its past leaders who led the union through turbulent periods in the history of the branch.

    Those honoured for their selfless service include Dr Etop Ndiyo, Professor Desmond Wilson, Professor Edet Akpan, and Professor Joseph Ushie.

    Responding, one of the student beneficiaries of the ASUU-UUB scholarship award, Mr. Ekpo Friday of the Faculty of Education commended the union for the idea of bringing succour to the indigent students of the institution, adding that the gesture was a morale booster for them to concentrate on their studies to finish their University Education with good grades.

    In his remarks, acting chairperson, Professor Opeyemi Olajide noted that the gesture was to help push the students who were also noted to be brilliant in their respective faculties to finish their course of study

    Wike orders removal of Abuja community for presidential fleet

    The Director of the Department of Development Control has been directed by the Minister of the Federal Capital Territory (FCT), Nyesom Wike, to ensure that the Nuwalege community along Airport Road makes way for the presidential fleet.

    This was following the request from the Nigerian Air Force.

    Speaking through the director, Mukhtar Galadima during a community and citizen engagement on Tuesday in Abuja, the minister hinted that it becomes imperative that the community give way for the runway.

    He said: “About a month ago, the authority of the Nigerian Air Force wrote to the honourable minister on their needs and desire to remove this village because it is part of the presidential fleet plots.

    “So, the minister in his wisdom requested them to allow the FCT administration to handle it, because it’s the responsibility of the FCT administration. The Nigerian Air Force approached the Department of Development Control on their desire.

    “So, as part of our responsibility, we have to do what you call a community and citizens engagement which is why we are here today to discuss with the community and to tell them of our intention, because it will be unfair to just bring the machine here and start removing their houses.

    “So, we visited the chiefs at his palace to meet him and we told him our reason for coming to this place today.”

    Speaking on the number of houses that will be demolished, Galadima hinted that about 150 to 200 houses with additional commercial stores that are attached to these houses will be removed.

    While answering questions from reporters on the issue of compensating the affected natives, he said: “We will discuss with the Air Force, because obviously discussion behind the scenes indicates that some forms of compensation were paid, but we have to be certain that this compensation actually was paid, and also who was really given this compensation.

    “We are going to conduct further investigation between FCT administration, that’s the Department of Resettlement and Compensation, as well as the Nigerian Air Force and find out if compensation has been paid, to whom and When.

    “And then we will discuss with our colleague at the Department of Resettlement and Compensation whether, at any point in time, there was any compensation that ascertained their claims as regards the number of structures and people that are going to be affected by this expansion project.”

    He further said: “There are certain things that we have to look into with consideration like the security because obviously, this part of some of these settlements is where you have some of these people of the underworld trying to disguise and hide.

    “And looking at this, Air Force formation, which is the presidential fleet, is too close, for this thing to co-habit. So we will see if there is an urgent desire to remove part of this community, and we will do it.

    “So, we have to do some community engagement. It is not the entire community because we have gone around and we have seen the areas affected by the presidential fleet plot and the areas that are outside that plot.”

    Speaking of the expectations of the village chief, Galadima noted: “At least we have given him the respect as a high-class person. We have discussed and informed him why we are here and we are coming back again for a wider consultation, involving the Nigerian Air Force, our colleagues, and then the community heads. So I think we have done the needful by engaging them adequately.”

    Rivers crisis: Edwin Clark fumes, says purported resolution unacceptable, dictatorial

    Ijaw leader, Edwin Clark, has condemned the terms of the resolution of the feud between Governor Sim Fubara and the minister of the Federal Capital Territory (FCT), Nyesom Wike.

    The elder statesman said the resolution is unacceptable, particularly to the Ijaw ethnic nationality.

    Addressing the media on Tuesday, December 19, Clark said the eight-point resolution is undemocratic, dictatorial, and one-sided, aimed at handing over the political leadership of Rivers State to the former governor of the state, Nyesom Wike.

    He said from the terms of the purported settlement, it is obvious that President Tinubu used his role as a mediator, to once again, show gratitude to the FCT minister for “delivering” Rivers state to him during the last presidential elections.

    Clark, who had earlier commended the president for intervening in the Rivers issue, however, threatened to take legal action against the resolutions.

    He said: “I, Senator Edwin Kiagbodo Clark, as leader of the Ijaw nation, and as chairman of the Board of Trustees of the Ijaw National Congress (INC), decided to hold this emergency press conference with the full authority of my people. We are prepared to face any consequences that may result in the political crisis in Rivers State.

    “We will resist any attempt subtle, subterranean, covert, overt, to make an elected Ijaw son, Siminialayi Fubara, the Governor of Rivers State, a servant, a stooge to Nyesome Wike, who had boasted that any attempt by the Governor to touch his so-called ‘Wike’s structure’, with the connivance and support of President Bola Tinubu, will be resisted by us.

    “Like I said, we will go to court to resist this oppressive action using all available constitutional and legal means. It is on this note I wish to appeal to the youths who are aggrieved, to remain calm, as we will use legal means to dethrone this hydra-headed monster, called oppression.

    Rivers crisis: PDP demands fresh polls to replace 25 defectors

    The National Working Committee of the Peoples Democratic Party (PDP) has called for new elections to replace the alleged 25 vacant seats in the Rivers State Assembly.

    This was one of the decisions made during Tuesday’s NWC emergency meeting in Abuja.

    This was disclosed to reporters immediately after the meeting by Amb. Umar Iliya Damagum, the party’s interim national chairman.

    He clarified that the purpose of calling the emergency meeting was to talk about the political changes that are taking place in Rivers State.

    Damagun noted: “25 former members” of the party had better prepare for fresh polls should they still be interested in returning to the legislature because there “is no remedy for them.”

    “The Peoples Democratic Party (PDP) asserts that there is no remedy for the 25 former members of the Rivers State House of Assembly who by virtue of Section 109 (1)(g) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), vacated and lost their seats by reason of defection from the PDP, the party platform upon which they were elected into the House of Assembly.

    “Our Party insists that, having now vacated and lost their seats, the only option available for the former lawmakers, if they wish to return to the House of Assembly is to seek fresh nomination and re-election on the platform of any political party of their choice in line with the provisions of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and the Electoral Act, 2022.

    “The 25 former Rivers lawmakers freely and without any cause vacated their seats, being fully aware of the consequences of defection from the party upon which they were elected into the Rivers State House of Assembly without the conditions stipulated by the 1999 Constitution.

    He further stated: “For the avoidance of doubt, there is no division in the PDP at the national or any other level for that matter to justify the defection of the 25 former members of the Rivers State House of Assembly from the Party.

    “They therefore vacated their seats for reasons best known to them and cannot return to the House of Assembly without passing through a fresh electoral process in accordance with the provisions of the 1999 Constitution (as amended) and the Electoral Act, 2022.

    “Moreover, the Speaker of the Rivers State House of Assembly, Rt. Hon (Barr) Ehie O. Edison, DSSRS, officially declared the seats of the defected and now-former members vacant in line with Section 109 (1)(g) of the 1999 Constitution (as amended).

    “The Rivers State House of Assembly, having become Functus Officio on the matter, cannot re-admit the former lawmakers unless through the channel of a fresh election.

    “Our Party, therefore, counsels the former members of the Rivers State House of Assembly not to be deceived by anybody giving them the false hope and impracticable assurances in Abuja that they can return to the Rivers State House of Assembly without a fresh election or that the Independent National Electoral Commission (INEC) can be stopped from conducting fresh elections into the 25 Rivers State Constituencies where vacancies have occurred by reason of their defection.

    “For emphasis, Section 84 (15) of the Electoral Act, 2022, is clear in providing that no court has the power to stop INEC from conducting elections wherever and whenever a vacancy occurs in any electoral constituency.

    “For clarity, Section 84 (15) of the Electoral Act, 2022, provides that: “Nothing in this section shall empower the courts to stop the holding of primaries or general elections under this Act pending the determination of the suit.”

    He added: “The PDP demands that INEC should, in line with Section 109 (1)(g) of the 1999 Constitution (as amended) and Section 84 (15) of the Electoral Act, 2022, fix a date for the conduct of fresh elections into the 25 state constituencies in Rivers State where vacancies have occurred by reason of the defection of the now former members of the Rivers State House of Assembly, pending the determination of any suit in any court.

    “The national leadership of the PDP charges all members of our great party in Rivers State to remain united and resolute in the defence of constitutional democracy and the rule of law in Rivers State.”

    Reps to IGP: Promote officers recommended by PSC

    The House of Representatives on Tuesday, December 19, asked the Inspector General of Police (IGP), Kayode Egbetokun, to immediately implement the recommendation of the Police Service Commission (PSC) concerning the promotion of some men and officers of the Nigeria Police Force.

    This followed a motion on notice by the Minority Leader of the House, Hon. Kingsley Chinda alleging refusal of the IGP to implement the recommendations of the PSC.

    Hon. Chinda informed the House of the non-implementation by the IGP and recommendations by the PSC for the promotion of qualified officers and men of the Nigeria Police Force (NPF).

    He said as an important agency of the federal government; created under Section 214(1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), and according to Section 4 of the Police Act, the police force is empowered, among other things, to ensure the prevention and detection of crime, the apprehension of offenders, the preservation of law and order, the protection of life and property, and the due enforcement of all laws and regulations with which they are directly charged;

    He said the Inspector General of Police is appointed by the President of the country on the advice of the Nigeria Police Council, according to Section 215(1) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), while the Police Service Commission (PSC) is statutorily created and charged with responsibility for the appointment, promotion, and discipline of persons (other than the office of the IGP) in the Nigeria Police Force;

    Chinda who heads the Minority caucus in the House alleged that earlier in 2023, the PSC, in the exercise of its statutory responsibilities, at one of its meetings approved the promotion of several police officers, a notice of which was duly conveyed to the IGP to release signal and accordingly effect the same.

    He said the IGP subsequently ignored the PSC recommendation and deliberately neglected and/or refused to effect the release, despite measures taken by the PSC for him to do so.

    According to him, the IGP’s refusal to act on the PSC’s recommendation is not in the best interest of the men and officers of the NPF and the country at large.

    He said unless swift measures are immediately taken to implement the PSC’s recommendations, the morale, commitment, and dedication to duty of the affected men and officers of the NPF are likely to be negatively affected.

    The chairman of the Economic and Financial Crimes Commission (EFCC), Ola Olukoyede, said that the anti-graft body has decided to beam its searchlight and take the corruption war to the grassroots, saying that the people are very close to the local government administration.

    He stated that once the EFCC can eliminate theft and wastefulness and successfully achieve its policy objective of promoting economic development, creating wealth, and providing job opportunities for the people across the 774 local government areas of Nigeria, the task of governance will become much simpler.

    Olukoyede made this known during a 2-day workshop for local government officials in Kaduna state organized by the Ministry of Local Government, Kaduna State held on Tuesday.

    According to the EFCC boss, the local government being an important tier of government that is closed to the populace at the grassroots is one of the best agencies that could drive the much-needed wider participation of the local population in the anti-corruption campaign.

    He said: “All over the world and especially in Africa, local government is structured as a means of enhancing development and service delivery, improving governance and deepening democracy”.

    Represented by the Zonal Commander, ACE, Aisha Abubakar, the EFCC Chairman noted that by definition, a local Government is a government operating through representative councils established by law to exercise specific powers within defined local areas.

    Speaking to the theme of the workshop, “Enhancing Fiscal Discipline in the Management of Local Government”, Olukoyede posited that the importance of local government as the third tier of government, vis-a-vis the topic for this engagement, cannot be over-emphasized. 

    He said: “Fiscal discipline has to do with prudent management of resources. It has to do with financial discipline and integrity, accountability, and transparency in the allocation of resources.

    “The local environment in Nigeria is where the bulk of our people live. This means that local government administration must be sensitive to the needs of the people. There is no way we can have enough resources for the people, but when we apply discipline in the allocation of what we have, we will be able to meet many of the needs at the grassroots.

    “The EFCC under my watch will encourage genuine efforts geared towards meeting the needs of the people. We will require local people to be ready to offer information to us on how their resources are being used. To this end, the EFCC leader urged Nigerians at the grassroots to be more determined in their quest for a better life. Through this determination, they will be ready to join the EFCC in exposing corrupt practices in their midst.

    “Let me stress here, that corruption has no colour, no tribe and religion. The people who steal Nigeria’s resources are both Christians and Muslims. It is not a battle between religions; the corruption fight is also not between tribes. What we are fighting in this country is a battle between good and evil; it is a collective battle for the soul of Nigeria; a battle for the future generation of yet unborn Nigerians; it is indeed, the battle for the future of Africa.

    ”We must not create an environment where when we punish people because they have engaged in corruption, we will give them protection because they come from our tribes.

    “The quest to ensure that we do not create an environment for the corrupt to take over our society is one that belongs to every one of us. It should not be left only to the EFCC and sister anti-graft agencies. It is against this backdrop that I reiterate the need for buy-in of the grassroots, which is the local governments, in the fight against graft”.

    Among the workshop participants, the Kaduna State Chairman of ALGON and Chairman of Kudan Council, Shuaibu Bawa Jaja, and the Administrator of Jaba Local Government, Mrs Nita Byack George expressed optimism that, they will be well equipped in the aspect of financial management towards the development of their local governments at the end of the workshop.
