Kajola dry port to create 40,000 jobs, says Ogun govt

Ogun State government has described the recently approved Kajola dry port as a game changer in the economy of the state.

It hoped that it would create at least 40,000 jobs for both skilled and unskilled workers.

The government assured stakeholders that their interests had been captured in the project, as the construction of the dry port would increase the internally generated revenue of the state, reduce transport and transaction costs and attract infrastructure and regional development projects, among others.

This was disclosed by the Commissioner for Transportation, Olugbenga Dairo, while speaking with reporters in Abeokuta.

Dairo, who said efforts had reached advanced stage in actualising the envisioned dry port at Kajola, Papalanto in Ewekoro Local Government, said the government was determined to make Ogun Nigeria’s first investment and business destination.

He said the approval given to the state government by the federal government to develop the dry port followed its strategic identification in the state’s Multimodal Transportation Master Plan.

Tracing the origins of the project, the commissioner said: “In 2021, His Excellency, Governor Dapo Abiodun, directed us to put together a strategic Multimodal Transportation Master Plan for Ogun State.

“This, we did in conjunction with experts from the prestigious Olabisi Onabanjo University (OOU) and support from the United Kingdom Foreign and Commonwealth Development Office (UKFCDO).

“We were very mindful of the aspirations of His Excellency on the economic and industrial development for the state, and so we deemed it critical to plan for an airport and a dry port.

“The airport is nearing completion, and our congruent plan is to develop a dry port that will receive goods from Apapa and Tincan dry ports.

“The good news is that we have got the Federal Government approval to develop, and we are not resting our oars on other processes towards this realisation.

“The proposed site has been satisfactorily assessed to be proximate to both the NRC narrow and standard gauge rail lines. It is a flat land good for a dry port, and there are Lafarge and Dangote cement factories within its catchment area.

“We are having constant engagements with the Federal Ministry of Transportation, Nigeria Shippers Council, ICRC and recently, we visited the Nigeria Railway Corporation, Oyingbo, Lagos and engaged  the Commissioner for Police and Nigeria Civil Defence in that station, on the way forward.”

Speaking further, Dairo said Governor Abiodun, being a private sector person, who has operated in various international institutions, understands best practices and appreciates keen focus on policy development and project delivery, is promoting international best practices to make Ogun State the best destination for investors.

Demolition: Lagos, property owners agree on alternative solution

Lagos State Government has agreed to give property owners around Lekki County, Ikota GRA, Megamunds Estate, Ajiran, Agungi, Orchid, Oral II and environs, more time to come up with workable  options that will re-establish the drainage setbacks without demolition.

Commissioner for the Environment and Water Resources, Tokunbo Wahab, during a meeting with  property owners and residents in his office at Alausa, said the state is committed to re -establishing the drainage setbacks, which have been totally blocked or converted to access roads.

He was supported by the Special Adviser to the governor on Environment, Kunle Rotimi-Akodu

Wahab said: “The government will be humane in its approach to reclaim the drainage right of way. We will give property owners and residents enough time to proffer solution to reclaiming of the setback in order to reduce the number of structures that will be affected.”

The commissioner explained to the representatives from Megamunds Estate that the System 44A which cuts through Ikota GRA and Megamunds is a 19.5 meters (width) channel, but has been blocked by Ikota GRA and Lekki County property owners and residents.

He said the government is determined to find a realistic solution to flooding in the areas and so the 31metres drainage alignment would be re-established and 6metres setback on both sides would be recovered.

Wahab said all property owners whose fences fall within the drainage setback will be served mandatory contravention notices as the law demands, while enforcement will be the last option.

He added: “As regards this alignment; we will serve notices as required by law and re-establish the one for System 44; no one would tell the state that the canal did not exist before constructions started.

“I will like to let you know that a layout can be approved based on what developers provide, but if the layout does not reflect the natural alignment, then I can’t blame the Ministry of Physical Planning, but the developers that failed to get their drainage clearance from the Ministry of Environment and Water Resources. “

Wahab told the stakeholders from Ajiran and Agungi drainage channel that the government is committed to re -establishing the drainage setback which has now been converted to an access road into their homes. This, he lamented, made it difficult to access the canal for cleaning.

He reminded them of an earlier agreement that property owners would own the drainage channel and maintain it permanently. The commissioner added that letters would be served on residents next week to know when the agreement will be signed.

During his meeting with property owners on Orchid and Oral II Estate on the corridor of System 156 and 157 Channel, along Ikota River, the commissioner affirmed that both channels have been totally blocked by illegal structures without drainage approvals. He recalled that property owners whose buildings and fences fall within the approved seven meters setback on both sides of the channel were earlier served seven-day contravention notices which had since expired.

Affected property owners pleaded with the commissioner to temper justice with mercy and grant allow then come up with possible solutions to salvage the situation.

The commissioner thereafter urged developers and builders to always seek drainage approvals before commencing any building project.

“I begin this budget speech with profound gratitude to Almighty Allah for His enduring mercies that again saw us through the recent electioneering process with yet another resounding 100% victory. I dedicate that victory and the success of our first tenure to the good people of Kwara State who walked with and trusted us with another mandate, and to you, members of this hallowed chamber, for your understanding, maturity, and love for our state,” the Governor said.

“Together in four years, we brought socioeconomic and political stability to our state and restored the dignity of the human person.

We have redefined public education in human resource and infrastructure, basic healthcare delivery, social security, public service, rural development, sports and recreational development, while measurable steps have been taken to make Kwara a hub of innovation, creativity, and viable economic activities in Nigeria.

“The next four years will serve to consolidate on the gains of our first term, expand the economic base of this lovely state through completion of ongoing infrastructural projects and commencement of new ones, make the state more self-sustaining by widening the revenue base, create more private sector-driven jobs, and better the lots of our people. In the new year, we will formally inaugurate our flagship projects like the garment factory, visual arts centre, Tunde Idiagbon bridge, innovation hub, sugar film factory, the two campuses of Kwara State University, sheabutter factory in Kaiama, among others.

“These, in shaa Allaah, will create tens of thousands of direct and indirect jobs in the new year, and spread collective prosperity on a sustainable basis.

“This is why next year’s fiscal document has been christened the budget of ‘economic expansion and collective prosperity’. The size of the budget is N296.4bn, with an opening balance of N25bn. The capital expenditure takes the lion share of N180.0bn, representing 61% of the total fiscal plan, while the recurrent component gets N116bn, or 39%.

“This fiscal plan will prioritise the completion and unveiling of several of our legacy projects, and introduction of a few other ones that centre around the welfare of the people. I am glad to inform this Honourable House that the Ilorin Capital City Master Plan will officially produce what we call Ilorin Smart City Satellite Town, which will cover an area estimated at 18,000 hectares. This city is modelled after sustainable, green cities around the world, such as Washington DC. The groundbreaking of this huge project will be done next year, God willing.

“Some other highlights include the establishment of the Kwara State University Teaching Hospital; Kwara State University of Education; completion of the first phase of the industrial park at Eiyenkorin; MSMEs Support Funds; rehabilitation of Ilesha Baruba Waterworks and others elsewhere in the state; construction of statewide rural access roads through RAAMP; rehabilitation of Isanlu Isin Waterworks and extension of pipes; rehabilitation of Pampo waterworks and extension of pipes, among others; construction of new wards and expansion of maternity unit at civil service clinic; expansion of 13 hospitals across the state; construction of 250 housing units under the proposed mass housing scheme of the State Government; construction of CBT Centres across the 3 districts; wholesale curriculum revitalisation and training under KwaraLearn; payment of UBEC counterpart funds for 2022 and 2023; and some sports facilities statewide.

“Also covered in this document is our preparation for a new minimum wage, which is due for negotiation next year, completion of KWIRS modern headquarters, among other things. We will also begin the implementation of life-changing programmes like the Adolescent Girls Initiative for Learning and Empowerment (AGILE), livestock development centre at Lata; special agroprocessing zone and L-PRES project, which seeks to provide infrastructure and the environment to curb the conflict between herders and farmers.

“This document is predicated on the estimated crude oil price of $77.96; daily oil production of 1.78million barrel per day; exchange rate of N750/USD; GDP growth projection of 3.76 percent; and 21.4%  inflation rate.

“Further details on the budget estimates are contained in the full version of the fiscal plan, which would be issued later.

“The budget will be funded from an assortment of sources, especially the internally generated revenue and receipts from the federation accounts, among other channels.”

Danladi-Salihu said the Governor did so well in his first term to deserve the popular mandate he got to govern the state for another four years.

He said the legislature will peruse the budget and act in accordance with the public good.

“Let me acknowledge and commend Your Excellency for transparency, accountability, and fiscal discipline exhibited in the implementation of the budget in outgoing year 2023,” he said.

“It is on record that this administration has completed many people oriented projects in all parts of the state as captured in the budget. The desire is to consolidate on the modest achievements recorded during your first term seems to be on course, considering the religious pursuit of the overall development of the state that has come to be a cordial objective of your administration since your second coming.

“I feel fulfilled with the magnitude of completed projects, ongoing projects, and others nearing completion.

“It is also noteworthy and commendable that Your Excellency has sustained the zeal with which you resuscitated the fulfillment of the state to counterpart funds in all sectors. The result of these is visible to every Kwaran to energise sectors such as basic education, rural roads, water supply and sanitation, health and many others that were almost dead before you came on board and have since experienced a rebirth as the people of the state now have a new lease of life.

“It is my hope that the year 2024 appropriation bill contains realistic projections both on revenue and expenditure that all critical sectors of the economy are accorded adequate attention. It is only by doing this that the administration will consolidate on the achievements recorded in the first four years.”

The Kabiyesi and community leaders used to sign documents for the miners, but this has to change.

Lawyer to Akpabio: declare Ebonyi South seat vacant

A lawyer and stalwart of the Peoples Democratic Party (PDP), Silas Onu, has urged Senate President Godswill Apkabio to officially declare Ebonyi South seat vacant.

This, he said, would enable the Independent National Electoral Commission (INEC) to conduct election into the vacant seat.

He made the call in a letter to Akpabio yesterday.

He said the taking of oath of office as Minister of Works by Senator David Umahi in August had rendered the senatorial zone without a senator, thereby denying it of many benefits, rights and privileges.

“This letter is pursuant to Section 147 (4) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), which provides thus:

“Where a member of the National Assembly or a House of Assembly is appointed as Minister of the Government of the Federation, he shall be deemed to have resigned his membership of the National Assembly or of the House of Assembly on his taking the oath of Office as Minister.

“The above provision is reinforced by Section 68 (1) (d) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended),” he said.

He said based on the fact that Senator Umahi, who represented Ebonyi South in the Senate, took oath of office as Minister of the Federation on August 21, 2023, Ebonyi South seat became vacant.

“Most Distinguished Sir, Section 68 (2) of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) empowers you to give effect to such vacancy.”
