    The First Lady, Senator Oluremi Tinubu, has urged women societies across the country to work for the liberation of their gender from discrimination, violence and limited access to education, healthcare and economic opportunities. 

     A statement yesterday by her spokesperson Busola Kukoyi, said the First Lady spoke during her investiture as the Grand Patron of the National Council for Women Societies (NCWS) Nigeria at the Banquet Hall of the State House in Abuja.

     Senator Tinubu noted that the NCWS had always been at the forefront of advocacy for addressing systemic issues that affect women in Nigeria.

     The First Lady noted that the nation was striving to create a more equitable and empowered society where women would be the beneficiaries and contribute to the nation’s progress and prosperity.

     She said: “The NCWS is not new to me as I happen to have been a state patron from 1999 to 2007 when my husband was the governor of Lagos State. I identify with you in fostering unity, promoting equality and amplifying the voices of women across every sector of our society, including creating a more inclusive and equitable nation, which echoes the ideals that we all aspire to achieve.”

     Senator Tinubu affirmed her unwavering support as the council’s Grand Patron, saying: “As the Grand Patron, I am aware of the challenges being faced by women in our society. Women continue to face discrimination, violence and limited access to education, healthcare and economic opportunities. 

    ·               “It is our collective responsibility to address these issues and work towards creating a society where every woman can thrive and fulfill her potential,” she said.

    ·               The National President of the NCWS, Hajia Lami Adamu Lau, extolled the virtues of the First Lady, praising her Renewed Hope Initiative and pledging the support of the council and its established machinery in achieving the objectives of the initiative.

    ·               The event was attended by the wives of governors, members of the National Assembly, wives of Ministers, President of DEPOWA, and wives of other service chiefs, members of the NCWS, among others.

    Keyamo to sacked aviation agencies’ heads: hand over to most senior officers

    The Minister of Aviation and Aerospace Development, Mr. Festus Keyamo (SAN), has directed the directors of the Federal Airport Authority of Nigeria (FAAN), the Nigeria Metrological Agency (NiMET), the Nigeria Airspace Management Agency (NAMA), the Nigeria Civil Aviation Authority (NCAA), and the Nigeria Safety and Investigation Bureau (NSIB), to hand over to the most senior officers in the agencies.

    This followed the sack of the heads of the government agencies.

    A statement by the Head of Press and Public Affairs in the Federal Ministry of Aviation and Aerospace Development, Odutayo Oluseyi, yesterday in Abuja, said all the agencies’ board secretaries and legal advisers were not affected by the directive.

    “Following the change in leadership of the Aviation and Aerospace Development Agencies’ CEOs and MDs aimed to reposition the aviation industry and ensure safety and efficient air travel experience by Nigerians in line with the Renewed Hope agenda of President Bola Tinubu, I am directed to inform all directors of the following agencies that they have been relieved of their appointments forthwith and should hand over to the most senior officer in their various directorates with immediate effect.

    “The directors of the affected agencies are as follows: FAAN, NiMet, NAMA, NCAA, NSIB.

    “I am also to inform all the agencies’ Board Secretaries and Legal Advisers that they are not affected by this directive,” the statement said.

    Fear of sit-at-home in Southeast over Supreme Court verdict on Kanu

    The anticipated Supreme Court judgment today on the trial of Indigenous People of Biafra (IPOB) leader Nnamdi Kanu has sparked fears of violence in the Southeast should it not go in his favour.

    A verdict is expected on the appeal and cross-appeal filed by the Federal Government and Kanu.

    A five-member panel, headed by Justice Kudirat Kekere-Ekun, fixed the date on October 5 after the Federal Government’s lawyer, Tijani Gazali (SAN) and counsel for Kanu, Mike Ozekhome (SAN), made final submissions.

    Some major markets, such as Ariaria International, Ngwa Road and Ahia Ohuru; banks and parts of Aba witnessed a surge of human and vehicular movements yesterday.

    There was anxiety following another sit-at-home directive by Finland-based factional IPOB leader Simon Ekpa.

    A bank worker said the rush was because they may not open today.

    But a security source said the police were on top of the situation.

    The Federal Government is praying the Supreme Court to set aside the Court of Appeal judgment quashing the treasonable felony charge against Kanu.

    The Court of Appeal had also ordered his release on the ground that he was unlawfully brought back to the country after he jumped bail.

    Kanu wants the Supreme Court to allow the judgment of the Court of Appeal and uphold his discharge and acquittal.

    In his final submission, Gazali urged the apex court “to allow the appeal, set aside the judgment of the court below and affirm the judgment of the trial court (Federal High Court) to the effect that the respondent should stand trial in respect of the charge, which the court below quashed.”

    Gazali urged the court to dismiss Kanu’s cross-appeal.

    Ozekhome prayed the court to dismiss the appeal “with punitive cost and uphold the cross-appeal in order to do substantial justice to this matter.”

    The SAN told the court that his client had been in custody since June 29, 2021 “even when the lower court had ordered his release”.

    He prayed the court “to use this case to demonstrate that no government should trample on the rights of citizens as was done in the case of Ojukwu v. Lagos State.”

    The Court of Appeal in Abuja, on October 13, 2022, faulted the manner Kanu was brought back from Kenya.

    It held that the prosecution breached international laws and resorted to self-help in its failure to file an extradition application against Kanu in Kenya instead of resorting to unlawful abduction and extraordinary rendition.

    The Court of Appeal granted the Federal Government’s motion for a stay of execution pending the Supreme Court’s decision.

    Justice Binta Nyako of the Federal High Court had struck out eight out of the 15 counts in the original charge filed against Kanu, leaving seven, which the Court of Appeal quashed.

    Sit-at-home: Victim’s family seeks help

     Also yesterday, the family of Mr Henry Oko urged the Federal Government to set up a Special Intervention Fund for the treatment and rehabilitation of victims of sit-at-home.

    Oko was a victim of the December 14, 2022, sit-at-home enforcement attack at Nwakpu market Ikwo Local Government Area of Ebonyi State.

    The family appealed for urgent intervention to save the life of the victim who is in critical condition.

    The father of four was at the Nwakpu market, Ikwo, when masked gunmen who claimed to be enforcing the five-day sit-at-home declared by Ekpa invaded the market, shooting and setting vehicles ablaze.

    They set his vehicle on fire and gave him deadly axe cuts in the head and shoulder before shooting him in both thighs.

    He was left in the pool of his blood but was rescued by a security team.

    Oko’s thigh bone was shattered by bullets, 17 of which were later extracted.

    A spokesperson for the family, Mr Steve Oko, decried the plight of innocent victims of sit-at-home, some of whom have been incapacitated for life.

    He regretted that some of them who escaped attacks now live with life-threatening injuries with no help from the government.

    According to him, some of the victims came under harm’s way for relying on assurances of protection by the security agencies and Southeast governors.

    He argued that it was wrong to ask residents to ignore sit-at-home orders only to abandon them when attacked by the enforcers.

    He said both the governors and the Federal Government should be held responsible for the ordeals of the innocent victims.

    “A situation where governors threaten residents with sanctions, and in some instances force them to flout sit-at-home orders only to leave them at the mercy of the enforcers is treacherous!

    “The governors should be held accountable for exposing these innocent residents to danger,” Oko said.

    He called on the Federal Government to, as a matter of urgency, set up a special intervention fund for the treatment and rehabilitation of all victims of sit-at-home in Southeast and parts of Southsouth.

    He urged National Assembly members from the Southeast to come up with the necessary Bill for the establishment of an intervention fund or a Commission to cater for the affected victims.

    Oko regretted that his brother who sustained bullet wounds when enforcers of sit-at-home attacked people at Ebonyi market “is still in critical condition at the hospital 12 months after.”

    He said: “Our family is financially exhausted because enormous fortunes have been sunk into efforts to save my brother’s life. 

    “He spent over four months at the National Orthopedic Hospital Enugu before he was referred to another tertiary hospital where he is currently being managed.

    “No government has looked our way. There are other people like us in different parts of Igbo land. Families have lost their loved ones and valuable property including houses and vehicles.

    “The time has come for the Federal Government to intervene and show empathy just as it did to victims of Boko Haram when it established the Northeast Development Commission. 

    “A similar Commission or Special Intervention Fund is urgently needed for victims of sit-at-home in Southeast.”

    He also called on Ohanaeze Ndigbo, civil society organisations, Embassies and international bodies to step in.

    “Ohanaeze Ndigbo should quickly set up a committee to identify victims of sit-at-home for rehabilitation.”

    He called for Kanu’s release “to end the current tension in Southeast”.

    Next year’s governorship elections in Edo and Ondo states may be hampered  by financial constraints unless there is increased budgetary allocation to the Independent National Electoral Commission (INEC), its chairman, Professor Mahmood Yakubu, said yesterday.

    He said the allocation should be increased from the current N40 billion to N89 billion to enable the agency perform its constitutional responsibilities creditably next year.

    Yakubu complained that the cash backing for the N18 billion approved as supplementary budget for the commission by the National Assembly before the last off cycle elections in Bayelsa, Kogi and Imo states have not been released.

    The Edo governorship election is expected to hold in September next year while the Ondo poll may hold in October.

    Also, court-ordered by-elections are expected to be conducted by INEC.

    The agency will also conduct by-elections to fill some National Assembly seats, which became vacant,  following the appointment of the federal lawmakers into the Federal Executive Council (FEC).

    The chairman, who defended the Commission’s 2024 budget proposal before the Senate Committee on Electoral Matters, pointed out  that the N40 billion appropriated for it for 2024 can only cover it’s personnel and social contributions.

    In 2022, N40 billion budgetary allocation was approved for INEC. It was jacked to N50 billion in 2023 budget. However, the commission requested for N335 billion for the conduct of 2023 general election.

    Yakubu explained that with N35 billion personnel cost, the next year’s budget did not make adequate provision for capital, overhead and electoral matters.

    He recalled that  while N50 billion was appropriated for INEC in 2023 as its statutory budget, an additional N18 billion was approved for the Commission in the Supplementary Budget, bringing it to N68 billion.

    Yakuu said: “We need N89 billion rather than N40 billion. We have given a detailed breakdown of how we intend to spend the N89 billion. Personnel cost rises from N26.5 billion in 2023 to N44.5 billion in 2024, overhead cost N7.9 billion, electoral expenditure N9.7 billion and a  capital expenditure N909 Million.

    ‘The N40 billion given to us under the envelope budget is grossly inadequate to meet our expenditure requirement for 2024. You may recall that the Federal Government introduced the 40 percent peculiar allowance in March 2023 and all Agencies that are on the Consolidated Public Salary Structure were required to pay the consolidated salaries.”

    “The circular came after the budget was appropriated in December 2022. So, no provision was made in the budget at all. To pay the peculiar allowance to over 15 thousand staff of the Commission we needed N10.6 billion that was not provided for.”

    He added: “At the same time Duty Tour Allowance (DTA) was revised by a minimum of 100 percent across the board. Again, we could not implement it.

    “Then, after the withdrawal of the fuel subsidy, the N35 Thousand wage award by the Federal Government for six months from September 2023 to February 2024 was announced and there was no provision in our budget for the implementation of these categories of allowances.

    “We made a case to the Executive, and they made a provision for N18 billion for INEC under the Supplementary budget to enable us meet these obligations.

    “Practically speaking, the budget for the Commission for 2023 is N68 billion; the N50 billion plus the N18 billion under the supplementary budget. But I must also say that we are waiting for cash backing for the N18 billion under the supplementary budget. We hope that very soon we will get the cash backing,

    “We are surprised that  the 2024 budget dropped from N68 billion to N40 billion because that was what was appropriated to the Commission in 2021. So, the amount is simply insufficient to even meet personnel costs because of the new policy on additional allowances for officials.

    “The N40 billion can only cover personnel costs and social contributions.  Our personnel cost in 2023 was N21.8 billion but because of the 40 percent peculiar allowance, the new DTA, the 35 percent wage award, and others, our wage bill now is N36.5 billion. If you take it out of the N40 billion, there is virtually nothing left in the budget for Capital, Electoral, and Overhead Expenditures.”

    The Niger Delta Development Commission (NDDC) is owing contractors N50 billion, Niger Delta Affairs Minister Abubakar Momoh said yesterday. 

    He explained that the amount covered executed, ongoing and abandoned projects in the region. 

    Momoh, an engineer,  who defended the budget allocated to his ministry before the National Assembly, lamented what he described as a meagre allocation. 

    But, the defence was later stepped down by the National Assembly Joint Committee on Niger Delta Affairs, after summoning the Minister of Finance, Mr. Wale Edun, and his  Budget and Economic Planning counterpart, Senator Atiku Bagudu, to appear before it.

    A member of the committee, Senator Seriake Dickson, raised a motion to adjourn the sitting indefinitely until both ministers appear along with Momoh to shed light on the poor budgetary allocation to the Ministry of Niger Delta Affairs and fund released for projects.

    Momoh, who called for increased budgetary allocation to his ministry, said the amnesty programme, which focuses on disarmament,  was now involved in empowerment programmes. 

    He said: “There are alot of programmes going on in the Niger Delta, which ordinarily should be done by the ministry.”

    He said for the 2023 budget performance, the budget estimate was N14.5 billion, adding that while  N11 billion was later approved, only N4.2 billion was released .

    Momoh added: “A total of 14.5 billion was the estimate, including capital, recurrent and overheads. But, what came to the ministry was just N4.2 billion out of the N11 billion that was approved. The 2023 budget performance is put at 37 percent,” Momoh said.

    “The N14 billion budget estimate is meagre to meet the requirements of the ministry. How many kilometers of road can N4 billion.

    “We have a lot of abandoned projects. We have a lot of completed projects. Those that have been awarded and have not been paid are worth over N50 billion,” Momoh said.

    “Since I took over, I’ve gotten over 2,000 requests from people asking for training in the Niger Delta. If I have the required resources, be assured that I will do a lot.”

    The minister said while he has not discussed the N50 billion owed to contractors, the Ministry of Finance was aware  of the debt.

    Momoh said out of the 2023 budgetary provision of N11billion, only N4billion was released from the capital budget.

    He said the amount represented about 37 per cent, adding that it was inadequate to meet the challenges of the region.

    He said: “This grossly inadequate budget has led to project abandonment and unpaid projects and so, this paucity of funds can lead to the derailment of the mission and vision of the ministy.”

    Momoh lamented that the training and empowerment of women and youths have been slowed down by paucity of funds.

    He  stressed: “We have signed performance bond with the President but with paucity of funds there’s nothing we can do.

    “The purse of the nation is in your hands as lawmakers. We need you to empower the ministry to deliver. We do hope that with your approval, you will give us support for more and better funds release in the 2024 budget.”

    The Chairman of the Senate Committee on Niger Delta, Babajide Ipinsagba, said the contractors should be paid before some on them took loans to execute the projects.

    Ipinsagba objected to the cash plan of the agency, saying:”If a contractor completed his job, it is expected that once the Minister approves you should get your money in two weeks.

    “But you have to upload the approval and another person will determine if there is money to pay for the job done.”

    Also, the House of Representatives Committee Chairman on Niger Delta,  Ugonna Ozurigbo, urged the minister to identify projects he can complete and commission, instead of embarking on projects that will later be abandoned.

    The Application promoter said: “I know the Federal Government is doing a lot to reduce poverty among Nigerians. I am also aware that even the Office of the First Lady is toeing the line of empowering women as well.

    Although, the Olokpo App has debuted, the campaign to onboard caterers on the platform is still ongoing. While addressing the issue of verification of professional and trustworthy caterers who will operate on the Olokpo platform, Onose-Eromosele hinted that caterers have to undergo several stages of verification, which include facial recognition, email address, full names, phone number that is linked to BVN as well as location, among others.

    According to the App’s creator, verification is vital for all caterers on the platform because trusted people who will deliver on promise are needed on the platform.

    In the case of breach of contract, however, she revealed that a dispute resolution platform has been created and same is being managed by their legal team to address any dispute that may arise from payment and delivery.

    “If any caterer is found to be dishonest, such caterer will be delisted from the platform,” she maintained, adding that at moment, her plan is to launch the App in four other African countries very soon.

    Asked if her organisation is a non-governmental organisation or a poverty alleviation programme, considering her decision not to deduct commission or charge the users, Onose-Eromosele clarified: “Well, I told you at the beginning that my primary motivation was to serve as a bridge between those with cooking skills and those who require their expertise.

    “However, this is still a business, so we allow the Olokpo caterers to pay a token to register to feature on the App. And you are correct; we do not collect any commission from their revenue. So, you’re right, Olokpo is a strategic way of empowering our women to make money in a dignified manner.”

    Despite her very busy schedule, Onose-Eromosele still manages her home front, as she’s happily married with children.     Tinubu: We are working with lawmakers to fix economy

    The executive is working harmoniously with the National Assembly to fix the economy, President Bola Ahmed Tinubu said yesterday.

    To him, there can be no development without the backing of lawmakers.

    The President spoke at a colloquium to mark the 61st birthday of Senate President Godswill Akpabio in Abuja.

    He said: “Having Senate President Akpabio and the Speaker of the House of Representatives, Tajudeen Abbas, on my side is enough for me to succeed, and we will succeed.”

    According to Tinubu, Akpabio as Chairman of the National Assembly is committed to national development.

    The President said: “We will work together. While we consider the affairs of this country, the nationhood and the belief in one country will put us on the right path.

    “Having you and Abbas as partners is good enough for me to succeed. Inshallah, we will succeed. 

    “I appreciate Akpabio. God will help you, God will guide you. I believe in the person of Godswill Akpabio; he is truly Godswill.

    “I knew him as a governor, as a commissioner in Akwa-Ibom. We shared the same vision even though he was a commissioner. He was extremely inquisitive.

    “He transformed Akwa-Ibom tremendously. He built one of the most effective drainage systems in Akwa-Ibom. 

    “Today, up till now, no matter how heavy the rain is, you will never find casualties.

    “All the other beautiful things you (Akpabio) did, the stadium, the hotel, caring for the lives of the people of Akwa-Ibom, is exceptionally great.

    “On this occasion of your birthday anniversary, I’m delighted to join your family, friends, colleagues and Nigerians from across the country wishing you a long life, good health, peace, satisfaction and gratitude for the abiding grace of God Almighty.”

    Akpabio said the Renewed Hope Agenda “is real and this government is a corrective government”.

    “Our legislative agenda is going to be people-centred,” he said.

    Abbas said Akpabio, throughout his distinguished career, showed valuable assistance, strategic thinking and innovative leadership.

    Former Senate President Anyim Pius Anyim, who chaired the event, said Akpabio has a date with destiny.

    “You have emerged as President of the Senate at a time so much dexterity is required to redirect the course of our nation, reset our national agenda, and re-envision our future as a people,” he said.

    Anyim insisted on the need to align the legislative agenda with the executive agenda to reset priorities, benchmark national interest and redefine development.

    Former Nigerian Bar Association (NBA) president, Dr Olisa Agbakoba (SAN), who was the guest speaker, said the country must tackle insecurity to restore peace and development.

    Agbakoba said: “The first question is how we can find peace? Is it by armed force? It will be by executive and legislative processes.

    “We can’t win the war by armed force. So I will suggest to the National Assembly to consider the possibility of inviting the ethnic nationalities, the owners of Nigeria.

    “The traditional rulers that are being ignored. I believe they have a hand in the constitutional process. If this is done we will achieve peace.

    “Together with our traditional rulers who I think are being ignored in the process, we might be able to resolve these Boko Haram and IPOB crises.”

    He said: “INEC is doing far too much. In the (Mohammed) Uwais report, we recommended creating the Electoral Offences Commission.

    “I urge the 10th National Assembly to simply enact the recommendations. 

    “The Electoral Act makes a mockery of democracy, so we can correct that by passing all the recommendations of the Uwais Panel.”

    Deputy Senate President, Jibrin Barau, said that the colloquium was the culmination of events to mark Akpabio’s birthday.

    “The 10th Senate feels that as we work with the President to lay the foundation for the Renewed Hope Agenda of this administration, the time has come for us to draw attention to the critical mandate imposed on the Senate and the National Assembly by the Constitution.

    “We must engender an inclusive process of executing the mandate by working with a broad section of our society to design a legislative agenda for national development,” he said

    Among the dignitaries at the event were National Security Adviser (NSA) Nuhu Ribadu, Chief of Staff to the President Femi Gbajabiamila, All Progressives Congress (APC) National Chairman Abdullahi Umar Ganduje.

    I’m for peace, Aiyedatiwa declares after resumption

    Ondo State Acting Governor Lucky Aiyedatiwa yesterday identified peace and unity as key ingredients for significant and accelerated development in the Sunshine State as envisioned and being pursued by Governor Rotimi Akeredolu.

    Aiyedatiwa, who made the peace call in a broadcast, said what transpired in the Sunshine State in the past few months was beyond human comprehension.

    He, however, described what happened in the past as a temporary delay in the democratic journey, saying: “As a government, we have recovered.”

    Assuming duty yesterday as acting governor, Aiyedatiwa said it was a painful thing when nature sets in to hinder human performance.

    Akeredolu in a letter transmitted to the House of Assembly on Tuesday said Aiyedatiwa will oversee governance in acting capacity. The governor is billed to return abroad for medical attention. He is likely to travel this weekend, it was learnt.

    Aiyedatiwa appreciated President Bola Ahmed Tinubu, the All Progressives Congress (APC) Chairman, Abdullahi Ganduje and Afenifere leader, Pa Reuben Fasoranti, among others, for their patriotism and for being part of the peace process to guarantee continued sustenance of the state in the comity of states.

    He said: “We must acknowledge that the key to the well-being of a man is in the hands of God. It is not for us as humans to question God but to pray for His mercies upon our lives.

    “It is in this regard that we admit with all sense of responsibility that the intrigues that ensued due to Mr. Governor’s health challenges were indeed avoidable distractions.

    “We ought to have done better to keep giving Ondo State the seamless and solid governance which Oluwarotimi Akeredolu had established in the state in the last six-and-a-half years.

    “I cannot but specially appreciate the third arm of government, the Judiciary through the honourable Chief Judge, for its courage, commitment and dedication to protecting democracy and the constitution of the nation.

    “It is on record that we all sailed through the unnecessary and avoidable weather together. We won together. We are all one large family.

    “We are one great people with one focus: to make our state greater than it is today. At a personal level, I am confident that our democracy would be further enriched by the hard lessons learnt from this episode.

    “Yesterday is already behind us. This is the time to carry aloft, with love and affection for one another, the laudable vision and mission of the governor for the state.

    “I appeal to every member of the government of Ondo state for your genuine support, cooperation and dedication,” Aiyedatiwa said.

    He also urged members of the state executive council to “at this time, come together and support him to deliver the dividends of democracy as trustees of the people with whom common humanity is shared.

    “Also of paramount importance is the expectation of our people that we continue to deliver on the mandate given to Mr. Governor and my humble self.

    “We must return quickly to the path of accelerated progress that has eluded the state in the last few months.

     ”We must rise far above the intrigues and instability of the past and roll up our sleeves in service of the people. We are nothing but trustees of the people with whom we share a common humanity. We must and we will exercise with utmost discretion the privileges conferred on us by the great people of Ondo State.”

    The acting governor further appealed to the people of the state to continue to pray for Akeredolu’s quick recovery.
