THE All Progressives Congress in South Africa (APC SA) has thrown its weight behind the governorship candidate of the party, Pastor Osagie Ize-lyamu, in Saturday’s governorship election.

The group gave its support in a statement signed by Mr. Sanni David, the national publicity secretary of the chapter, and made available to the News Agency of Nigeria (NAN) in Lagos yesterday.

“The APC SA has confidence that Pastor lze-Iyamu will deliver the much needed radical economic transformation for the people.

“Edo people have no better opportunity to reclaim the seat lost to the PDP through the back door.

“Education, health, security and job creation are key areas that the governorship candidate is focusing on. We believe that the SIMPLE agenda will bring about the desired change.

“It is our honour and pleasure to affirm that APC South Africa chapter under the leadership of Bola Babarinde endorses Pastor Osagie Ize-lyamu and call for the support of Edo people to elect him on Saturday,” the statement said.

AHEAD of Saturday’s governorship election in Edo State, rights activist Dr. Joe Okei-Odumakin has called for the prosecution of perpetrators of election violence at the International Criminal Court (ICC).

She warned security agencies against extrajudicial killings during the Edo and Ondo elections.

Okei-Odumakin said the needless deaths recorded during the election in Kogi State were still fresh in the minds of Nigerians, including that of a woman who was killed after the exercise.

“We cannot forget so soon how innocent souls were wasted during the election in Kogi. We still carry deep pains in our hearts about the woman who was hacked to death even after the election in Kogi.

“While we hail the US for placing visa bans on election riggers, we will be glad to see perpetrators of violence during elections in Nigeria tried at the ICC.

“Such a measure will deter our security forces from being used to waste the lives of innocent citizens for electoral manipulation.

“It is important to let those who will carry guns during election know that their lives will be on the line for every life wasted. We have had enough of bestialities,” she said.

ALL Progressives Congress (APC) in Lagos State on Tuesday chided the Peoples Democratic Party (PDP) and Governor Godwin Obaseki for making unfounded allegations against the party and its National Leader, Asiwaju Bola Tinubu.

It slammed the governor and his party for chasing shadows, following their baseless allegations.

Lagos APC Chairman Alhaji Tunde Balogun said in a statement that Obaseki is the architect of his own imminent defeat on Saturday.

He described Tinubu as an icon of democracy, who will always defend the sanctity of the ballot box.

PDP and Obaseki had alleged that the APC and Tinubu were planning to rig the election, adding that the party had sourced N300million from Lagos local councils for the purpose.

Berating PDP and Obaseki for making unfounded allegations, Balogun said: “Overwhelmed by the prospects of grim failure at this weekend’s governorship election in Edo, PDP and its mercenary candidate, Obaseki, have resorted to chasing their own dark shadows.

“The governor is casting false accusation and blame at everybody for his imminent defeat. However, the person he should blame the most is the person to whom he dare not admit the truth, that is himself.

“He has been the chief architect of his own defeat. To conceal this reality, he has dedicated himself to construct an edifice, the foundation of which is made of fiction and the floors of which are the stuff of malice and lies.”

PDP has asked Asiwaju Tinubu to leave Governor Obaseki alone.

In a statement yesterday by spokesman Kola Ologbondiyan, the party said Asiwaju Tinubu cannot dictate to Edo people who to choose as their governor in Saturday’s election.

The statement said: “It is indeed pathetic and derisory that Asiwaju Tinubu is claiming to be the leader of all democrats in Nigeria, which obviously he is not, while at the same time violating the fundamental of democracy, which is allowing a people to freely choose their leaders without confrontation with lies, coercion, mudslinging, slanders and beguiling as exhibited in his amateur video.”

THE Independent National Electoral Commission (INEC) on Monday said Saturday’s governorship poll in Edo State will be holding under a charged atmosphere.

The agency, which unfolded a comprehensive plan to safeguard the sanctity of the election, warned trouble makers to stay away from the state.

INEC Chairman Prof. Mahmud Yakubu told stakeholders at the Oba Akenzua Cultural Centre, Benin-city, the state capital, that the agency had packaged security device to check electoral fraud.

He said the ballot papers and result sheets have security features which are a clean break from previous polls.

Assuring that votes will count, he said there will be no room for impunity on poll day, adding that all forms of electoral offences will attract penalties.

Inspector-General of Police Mohammed Adamu said he had deployed 31, 000 policemen to provide security.

He warned that no disruption will be condoned by security agents, who have been mandated to deal with electoral offenders.

The meeting was attended by Governor Godwin Obaseki, and his deputy Philip Shaibu; Southsouth Chairman of the Peoples Democratic Party (PDP) Chief Dan Orbih; Edo PDP Chairman Dr. Tony Aziegbemi; and his All Progressives Congress (APC) counterpart, Col. David Imuse (rtd).

Also at the forum were INEC National Officer in charge of Edo, Bayelsa and Rivers states, Mrs. May Agbamuche- Mbu; and Edo State Resident Electoral Commissioner (REC) Dr. Johnson Alalibo.

Yakubu said INEC’s proposed plan to deploy optimal technology during the exercise would be moderated to prevent a further complication of the already charged environment.

He said “The atmosphere in Edo State ahead of the election this weekend is already charged. We cannot afford to complicate it further by introducing a new technology we are not yet fully satisfied with.”

Yakubu emphasized that, although INEC is committed to a peaceful and credible poll, polling unit results will be uploaded for public view.

He said: “The commission is determined that no one will benefit from impunity or be rewarded for bad behaviour such as vote buying, ballot box snatching and stuffing, multiple voting, hijacking and diversion of election materials, disruption of collation, falsification of results, attack on INEC officials or compelling them to declare unofficial results.

“The people of Edo State must be allowed to freely vote for their preferred candidate without inducement or harassment.”

Yakubu added: “We have been assured by the security agencies that thugs and their sponsors will not have the freedom to move around freely to disrupt the election or collation of results.”

The INEC boss said the national headquarters of the commission will monitor the election.

“Our zoom situation room will receive live reports from the field. Accredited observers and the media will also be invited to join at intervals.

“By doing so, the commission will receive first-hand information as the election is going on.

“At the same time, citizens can contact us on our various platforms such as the toll-free INEC Citizens Contact Centre (ICCC) telephone line, in addition to our Twitter, Facebook and Instagram accounts.”

Acknowledging the impact of COVID-19 pandemic on poll preparation, Yakubu said: “In the context of the COVID-19 pandemic, polling units will now open at 8.30am (instead of 8.00am) and close at 2.30pm (instead of 2.00pm).

“This has become necessary in order to accommodate the additional measures to protect public health necessitated by the global health emergency.

“However, all eligible voters who are in the queue by 2.30pm will be allowed to vote in line with the commission’s regulations.”

Unfolding plans by the agency to deepen the deployment of technology, he said: “The camera on the tablet will be used to take a picture of the polling unit result (EC8A) and to upload same on a dedicated portal.

“Our ICT Department worked on the new device and made a presentation to the commission which decided that the system needs to be robust enough, before it can be deployed in a major election.

“Unlike the 44 polling units of the Nasarawa Central State Constituency, the Edo governorship election involves 2,627 polling units. The commission decided that since this technology is work in progress, we should carry out a further test-run in some of the smaller constituencies during the by-elections scheduled for October 31, 2020 and thereafter engage with stakeholders before it can be deployed in major elections.

“The atmosphere in Edo State ahead of the election this weekend is already charged. We cannot afford to complicate it further by introducing a new technology we are not yet fully satisfied with.

“The uploading of polling unit level results in the election on Saturday will proceed as planned. The z-pads have already been delivered, configured and ad hoc staff trained on its deployment on election day. Enough chargers have been provided to address the power problem identified during the Nasarawa test-run. We envisage that there will be a high traffic of persons interested in viewing the results in real time.

“Consequently, the Commission has dynamically expanded the result viewing portal to accommodate almost two million viewers at the same time without clogging. To view the uploaded results, please visit our website (www. inecelectionresults. com) to register and create an account.

“The smart card readers will be used for voter verification and authentication. This is a mandatory requirement and where it is deliberately avoided to undermine the integrity of the electoral process, the result for the affected polling unit will be declared void, in line with the commission’s regulations and guidelines.

Yakubu assured that electoral officers will be neutral on poll day, adding that all ad hoc staff had been vetted.

He said: “I want to assure you that the personnel of the Nigeria Police Force shall remain impertial, firm and professional. It as also the first time that the Electoral Inter-Agency Security Committee is being put in place. The members have developed code of conduct for security personnel during the election.

“The personnel know that a document has already been circulated to them that they will be held accountable for any misconduct. A system is also in place for synergy between police, INEC and other security agencies involved in the election, towards guaranting a free, fair and credible election.

“Plans have also be perfected by all the security outfits involved in the election to deal decisively with disruptive elements and proactively frustrate any attempt to undermine the election. We shall be deploying 31,000 personnel to protect INEC officials, materials and the electorate.

The Resident Electoral Commissioner (REC) of INEC, Alalibo, said the agency was ready for the poll, adding that sensitive materials will arrive this week.

Obaseki should render account, says whistleblower

A group, George Uboh Whistleblowers Network, yesterday asked Governor Godwin Obaseki to render the account of his stewardship.

It issued an ultimatum to him to reply to the allegations on how he ran the state in the last three and a half years.

The body, which raised allegations on public spending by the governor, said rendering account is in the spirit of electioneering period.

The group said explanations would be needed for alleged transfers to banks, ministries, departments and agencies, contractors.

Uboh said: “Although we found suspicious transactions in multiple years, however, the suspicious transactions became rampant and egregious in 2019, hence, our conclusion that Obaseki needs to explain whether or not he misused funds in preparation for the election.”

The governor was accompanied by his deputy and running mate, Philip Shaibu; Chairman of Edo State PDP Campaign Council, Chief Dan Orbih and the Chairman of Edo State Peoples Democratic Party (PDP), Dr. Tony Aziegbemi, among other members of the Edo PDP Campaign Council.

Obaseki, in his comment at the stakeholders’ forum, urged INEC and the security agencies to ensure that the election is free, fair and credible.

He said: “Does INEC rules permit the use of equipment like drones with cameras to be flying in a problematic voting centre so that we can have recordings in those areas?

“On the Internet, there are accusations and insinuations that some people are writing results due to their access to result sheets. As an assurance, is it possible that the 192 result sheets for ward collation, the 18 local government collation centres and the result sheet for the state be authenticated?”

The Chairman of INEC, Prof. Mahmood Yakubu, reassured the electorate that their votes would count.

According to him, “as eligible voters in Edo State come out for a peaceful election on Saturday, your votes will count. Polling unit results will be uploaded for public view.

“However, this will not happen when the electoral process is disrupted by violence or malpractices. The commission is determined that no one will benefit from impunity or rewarded for bad behaviour.

“The commission will not tolerate vote buying, ballot box snatching, multiple voting, hijacking of election materials, distraction of collation, attack on INEC officials or compelling them to declare unofficial results.

The Senate Committee on Independent National Electoral Committee (INEC) on Sunday warned politicians against violence during Saturday’s governorship poll.

Its Chairman, Sen. Kabiru Gaya, gave the warning when the committee visited the commission’s office in Benin.

He said the committee was in Edo on oversight functions to ascertain INEC’s preparedness for the election.

“From what we have seen, INEC is ready for the election. We have been told that they have 14 activities lined up for the election, of which they have successfully executed 11 and the remaining three will be ongoing until the election day.

“We will give them the needed support to ensure that the election is conducted as scheduled,” he said.

Gaya appealed for synergy between security agencies and the state government in ensuring a peaceful atmosphere for the conduct of the election.

Network for Best Practice and Integrity in Leadership (NEBPRIL), a group, has urged politicians and stakeholders in Edo State to desist from inflammatory comments, violence and other tendencies that can mar Saturday’s governorship election.

NEBPRIL, in a statement yesterday in Abuja by the Chairman, Victor Ogene, a former member of the House of Representatives, said: “It is frightening and worrisome, how stakeholders in the project have allowed rancour, bitterness and violence to define the path to the poll.”

It added: “Violence prone persons, no matter how highly placed, should not be treated with kid gloves. Rather, the full weight of the law should be brought to bear on anyone or group, irrespective of status that continues to engage in hate speech, vandalism and violence.

“The success of the September 19 governorship election should not be seen to be the duty and responsibility of Independent National Electoral Commission (INEC), security agencies and the candidates alone. It behoves stakeholders, including eligible voters and non-voters, to see to the success of the poll.”
