2022: Fayemi’s aide resigns, backs Oni

The Senior Special Assistant to Ekiti Governor Kayode Fayemi on Electoral Matters , Mr. Olaiya Kupolati, has resigned and defected to the Social Democratic Party(SDP).

In a letter dated 23rd March, 2022 and addressed to the office of the Secretary to the State Government, Kupolati, said his resignation takes effect from March 30, 2022.

Kupolati, said his resignation was in tandem with the new Electoral Act, which stipulates that every appointee seeking political office should resign accordingly, saying he intends to contest for the House of Assembly on the platform of SDP.

The letter reads: “I, Kupolati Olaiya, the Senior Special Assistant on Electoral Matters, hereby resigns my position with effect from 30th March, 2022.

“I really appreciate Mr Governor for giving me the opportunity to serve the good people of Ekiti State”

Announcing his defection to SDP at his ward in Iye Ekiti, Ilejemeje Council Area, Kupolati hinged his decision to pitch tent with former Governor Segun Oni on his uncompromising integrity, experience and pedigree.

Kupolati said: ” I perceive former governor Segun Oni as the best man for Ekiti after Governor Fayemi at this trying time and I am ready to support him.

“The former governor is a man of the people. A man of integrity, with unblemished records. He has a better pedigree. He performed very well while in office in his first term, so he deserves reelection by every standard.

“I am also following the trend in town, especially my people in Ilejemeje, they are totally for Segun Oni and as a good leader and community person, I don’t want to work against the wish of my constituents “, Kupolati stated.

The Fayemi’s ex-aide posited further that it would be a gross betrayal of trust for him to work against the wish of his people in the June 18 governorship poll.

Kupolati also formally declared his interest for the House of Assembly race to represent Ilejemeje State constituency in the 2023 election.

  • Buhari, governors agree on Adamu as consensus chair

Buhari, governors agree on Adamu as consensus chair

To ensure a hitch-free convention on Saturday, President Muhammadu Buhari and governors elected on the All Progressives Congress (APC) ticket agreed on a unity list based on consensus.

At a meeting held at the Presidential Villa with 16 governors in attendance, Buhari expressed his preference for a former Nasarawa State Governor Senator Abdullahi Adamu as national chairman.

The governors agreed with his choice.

A former President of the Senate, Ken Nnamani, was picked by consensus as Deputy National Chairman (South). Abubakar Kyari is the consensus candidate for Deputy National Chairman (North).

A governor said: “Deputy National Chairman (North) has been zoned to the Northeast and we have nominated Abubakar Kyari for the position.

“We are currently holding a meeting to firm up our position.”

It was learnt that an agreement was also reached at the meeting that all chairmanship aspirants who lost out would get a refund of their N20million nomination fee.

Another source added: “The President invited the chairmanship aspirants to a meeting to seek their understanding on his choice of ex-Nasarawa State governor as the party’s chairman.

“He pleaded with them to avoid recourse to crisis and litigations over the party’s choice.”

None of the aspirants was willing to speak last night after the meeting.

With the list, the APC National Convention might only be a mere coronation as there were indications that there might not be an outright election.

Before the President’s meeting with the governors, seven chairmanship aspirants were screened by Governor Aminu Masari-led committee.

These are Saliu Mustapha, Sani Musa, Tanko Al-Makura, Abdullahi Adamu, George Akume, Abdulaziz Yari and Mohammed Etsu.

Also screened for other positions are Deputy Chair North – Sunny S. Moniedafe, Abubakar Girei, Yakubu Dogara, Isa Yuguda and Abubakar Kyari; Deputy Chair South – Ken Nammani and Emmanuel Joseph; and National Secretary – Iyiola Omisore, Adebayo Shittu and Ifeolu Oyedele.

The Northeast zone was locked in a meeting last night to firm up its list of nominees.

Those at the meeting were ex- Governor M.A.Abubakar, Senator Haliru Jika (Bauchi), Governor Muhammad Inuwa Yahaya (Gombe), Senator Alkali and Hon.Ustaz Yamaltu-Deba (Gombe).

Others were Governor Babagana Zulum (Borno), Senator Kashim Shettima and Muktari Betara (Borno); Senate President Ahmad Lawan, Senator Ibrahim Gaidam (Yobe), Senator Yusuf A.Yusuf, Senator Emmanuel Bwacha, Danjuma Shidi and a minister from Taraba State.

The representatives from Adamawa State include ex-Governor Muhammad Bindo Jibrilla, Senator Cliff Ishaku Aboh and Senator Aishatu Dahiru Binani.

We will back President, say governors

Governors will support the consensus arrangement as proposed by President Buhari to fill the APC National Working Committee (NWC) positions.

Chairman of Progressives Governors’ Forum (PGF) and Kebbi State Governor, Atiku Bagudu, stated this after a meeting of the governors with the President in Abuja yesterday.

“The governors are united. The governors are unanimous in support of Mr. President,” he said.

However, he said those who choose to contest the election would not be stopped.

The APC convention is billed for Eagles Square on Saturday.

President Buhari last night met with chairmanship aspirants.

He is believed to have a preference for Senator Abdullahi Adamu.

Speaking on the meeting with the President, attended by 16 governors, Bagudu said: “We briefed Mr President on what the governors have been doing in preparation for the March 26, National Convention.

“Some of you may recall that last week there was a letter that was widely circulated in the media, addressed to me as the Chairman of the Progressive Governors Forum and copied to a number of others, including the Chairman of the Caretaker Committee, the acting Chairman of the Caretaker Committee and indeed the Secretary to the Government of the Federation.

“That letter led to a series of actions, including meetings between the Secretary to the Government of the Federation, Chairman of the National Caretaker Committee, Acting Chairman, Governor Abubakar Bello of Niger State, as he was then, and myself.

“We all restated our commitment to working together to ensure that the convention takes place on March 26, 2022, and then we agreed to support all the decisions that were taken by the Caretaker Committee, both acting as a working committee and acting with the donated powers given to it by the National Executive Committee.

“Indeed, the Chairman of the Caretaker, upon his return, also appreciated what the Caretaker Committee did and the decisions that were taken in his absence.

“Today (yesterday) we all briefed Mr. President on that, including on the issue of distributing political party offices to the respective zones and our support for Mr. President’s endorsement of the candidate for the National Chairman of the party.

“The various geo-political zones took turns to brief Mr. President on what they have been doing to generate consensus in their respective zones.

“Most of the zones have been allocated National Working Committee positions that are fewer than the number of states, but there are zonal executive committees from which the zones are working to produce a consensus list.

“So, this afternoon, the respective zones briefed the President: Governor Abubakar Bello (Niger) on behalf of the Northcentral; Governor Babagana Zulum, on behalf of the Northeast; Governor Badaru Abubakar of Jigawa State on behalf of Northwest; Governor Dave Umahi, on behalf of Southeast, Governor Kayode Fayemi on behalf of the Southwest and I (Bagudu) on behalf of Southsouth.”

Bagudu presented the Southsouth’s position because Governor Ben Ayade of Cross River was absent.

He added: “Mr. President pointed out that aspirants that are against consensus option are free to run at the Saturday convention, saying APC as a democratic party will not bar anybody from exercising their rights.

“Our party is a democratic party, we will always urge consensus, we’ll urge respect for the decisions of the party because the distribution of political party offices here has been approved by the highest organ of the party, which is the National Caretaker Committee because they were acting in their capacity as the National Executive Committee of the party, but where people still choose to go against the grain – whatever the party constitution allows them – we wouldn’t do anything on undemocratic.

“Mr. President has always urged consensus for all positions because consensus is in accordance with the democratic tenets and once you have leaders who are established, who are working towards the same goal, yes, we might have our individual differences, like was once carefully explained by Governor El-Rufa’i, but on the principle of ensuring that we get leadership that will hit the ground running, we are united, and to that extent, who will support any process that will lead to consensus and the emergence of leaders without the need for election.”

“Naturally, there will be hiccups one day, but we have overcome them and we are a human organisation, which is bound sometimes to generate emotions and anxiety, but we are united and unanimous and by God’s grace, we’ll have a very successful and peaceful National Convention.”

  • IMF ready to lend more to Nigeria

IMF ready to lend more to Nigeria

The International Monetary Fund (IMF) has not foreclosed granting credit facilities to Nigeria and other emerging economies within its membership, it was learnt last night.

Speaking during an online media parley in Washington DC, United States (U.S.), the IMF said the facilities would come through its financial safety nets.

According to the IMF, the loans are to protect member countries from losing their financial security or derailing from long-term financial goals.

It reiterated the importance of strengthening global financial safety net, and ensuring that countries have access to support.

In the media parley transcript posted on its website, IMF called for actions to strengthen policy frameworks and reduce vulnerabilities in monetary policy, fiscal policy, and financial support for business.

“We emphasise the importance of the global financial safety net, and countries having access to that as appropriate, including, of course, support from the IMF, which we stand ready to provide as needed by our membership,” it said.

A data from the Debt Management Office (DMO) showed a rise in Nigeria’s total public debt from N32.92 trillion in 2020 to N39.56 trillion at the close of last year.

A breakdown of the debt statistics as at December 31, 2020, showed that Nigeria owes International Development Association (IDA)  $11.12 billion; Eurobonds ($10. 8 billion); IMF ($3.53 billion) and Exim Bank of China ($3.26 billion), among others.

The debt stock includes new borrowings by the Federal Government and sub-nationals. The borrowed funds are helping in financing the budget deficit, capital projects and support economic recovery.

Although Nigeria’s current debt to Gross Domestic Product (GDP) 22.47 per cent is relatively low, giving it room to borrow, its inability to generate adequate revenue worsened its debt problem.

The debt to Gross Domestic Product (GDP) ratio stood at 22.47 per cent compared to 21.61 per cent in 2020. At this level, the ratio is within Nigeria’s self-imposed limit of 40 per cent, the World Bank/IMF’s recommended limit of 55 per cent for countries within Nigeria’s peer group, and 70 per cent for ECOWAS countries.

Nigeria’s revenue to GDP ratio has remained low at nine per cent compared to countries, such as Ghana at 12.5 per cent; Kenya at 16.6 per cent; Angola at 20.9 per cent; and South Africa at 25.2 per cent.

The IMF said: “The sharp rise in global oil prices represents important terms of trade shock. With macro-economic implications, it will lead to higher inflation and current account deficit. But the impact on the current account could potentially be partially offset by favourable movements in prices of commodities.”

It added that evaluating the impact of monetary policy tightening by the Federal Government on emerging markets is more difficult now and should be done on a case-by-case basis given the considerable differentiation between countries.

Investigation showed that many debts, especially Eurobonds contracts, have non-disclosure clauses, and should be made more balanced to ensure transparency and credibility of the debt data.

The World Bank and IMF are working together to support implementation of the G20 Common Framework that requires  greater transparency reconciling every country’s debt with creditors.

  • National Assembly to appeal judgment voiding Electoral Act Section 84 (12)

National Assembly to appeal judgment voiding Electoral Act Section 84 (12)

The  National Assembly yesterday resolved to appeal the judgment of the Federal High Court in  Umuahia, Abia State, that voided   Section 84(12) of the newly signed  Electoral Act.

The resolutions followed two separate motions moved in the Senate and the House of Representatives by Senator George Sekibo and Sada Soli.

Members of the House also vowed to  show their displeasure by takiing Justice Evelyn Anyadike, who delivered the judgment before the National Judicial Council (NJC).

Justice Anyadike, in the judgment last week held that the Section of the Act was “unconstitutional.”

The controversial section states: “No political appointee at any level shall be a voting delegate or be voted for at the convention or congress of any political party for the purpose of the nomination of candidates for any election.”

In the suit , the judge pointed out that Sections 66(1), 107(1)(f) of the 1999 Constitution already stipulated that appointees of government seeking to contest elections were only to resign at least 30 days to the date of the election.

According to her, any other law that mandates such appointees to resign or leave the office at any time before that  is  “illegal.”

She consequently directed the Attorney-General of the Federation, Abubakar Malami, to delete the section from the Act because it violates the provisions of the 1999 Constitution..

Malami  reacted to the instruction  yesterday saying  that deleting any part of a law is  usually  “a work in progress.”

In the motion titled:  “Urgent need to appeal the judgment of the Federal High Court, Umuahia  on Section 84(12) of the Electoral Act, 2022,.” Sekibo wondered why a court would order that a law made by the National Assembly should be quashed.

He argued that Section 4 (1, 2 and 3) of the 1999 Constitution gave the National Assembly the power to make laws for good governance in Nigeria.

He pointed out in the motion co-sponsored by 80 of his colleagues,  that in enacting the Act,  the National Assembly  “followed due process of the provisions of the 1999 Constitution.”

The Rivers State-born lawmaker added: “The Senate opines that Section 84 (12) of the 2022 Electoral Act exclusively refers to nomination conventions and congresses called for candidate selection and not a participation in the general election which Sections 66(1)(f), 107(1)(f), 137(1)(g) and 182(1)(g) were referring to.

“The  meaning of the words ‘civil service’ and ‘public service’ as provided in Part IV: Interpretation, Citation and Commencement in Section 318 is unambiguous.”

According to him, Part IV: Interpretation, Citation and Commencement in Section 318, (1) of the Constitution says: “In this Constitution unless it is otherwise expressly provided or the context otherwise requires – ‘civil service of the Federation’ means service of the Federation in a civil capacity as staff of the office of the President, the Vice-President, a ministry or department of the government of the Federation assigned with the responsibility for any business of the Government of the Federation.”

He added: “The ‘Public Service of the Federation’ means the service of the Federation in any capacity in respect of the Government of the Federation, and includes service as (a) Clerk or other staff of the National Assembly or of each House of the National Assembly.”

Sekibo argued that the Senate was concerned because it was not given the opportunity to represent itself in the case that led to the judgment.

After contributions to the debate, Senators  overwhelmingly agreed to appeal the judgment.

In the House, members said the judgment was aimed at usurping the powers of lawmaking conferred on them by the  Constitution.

Like the Senate, they agreed to appeal the verdict and to also write NJC on what they considered as the wrong conduct of the judge.

They also asked  Malami not to tamper with the law as made by the National Assembly pending the determination of all appeals related to it.

Speaker  Femi Gbajabiamila said the Executive or an appointee of the Executive cannot by the provision of the Constitution delete even a punctuation mark in any law as that would amount to usurping the powers expressly conferred on the National Assembly.

Gbajabiamila added that it was curious that the judgment was given even when the plaintiff did not show any injury that he would suffer if the section is not deleted.

Soli, the sponsor of the motion,  in his lead debate said the judgment was “an attempt to oust the jurisdiction of the parliament in making laws by directing an appointee of the executive to delete a law made by National Assembly.:

He added: “The court can’t interpret what the legislators didn’t intend. Our intention was to address the issue of political appointees. Mr President was advised in his communication to this House with respect to Section 84(12) requesting the parliament to delete that section. I’m sure that advice is given by the Attorney-General.”

  • 2023: Anyim, Tambuwal, Mohammed pick nomination forms

2023: Anyim, Tambuwal, Mohammed pick nomination forms

Three more stalwarts of the Peoples Democratic Party(PDP) – Anyim Pius Anyim, Aminu Tambuwal and Bala Muhammed—yesterday picked  the presidential nomination forms.,

The trio had the forms picked on their behalf by their various support groups at the Wadata Plaza national secretariat of the party in Abuja.

Anyim is a former Secretary to the Government of the Federation (SGF) while Tambuwal and Mohammed are serving governors of Sokoto and Bauchi states respectively.

The PDP  candidate in the 2019 presidential election and Vice President, Alhaji Atiku Abubakar, picked his form last week while former Senate President  Bukoka Saraki purchased his on Monday.

Atiku’s running mate in 2019 and Anambra State Governor Peter Obi formally announced his intention to vie for the nation’s topmost position on the PDP platform yesterday.

Earlier yesterday, Saraki, Tambuwal and Mohammed had stepped up discussions on the possibility of picking a consensus candidate among the array of presidential aspirants.

Their meeting was a  follow up to an earlier one in Bauchi last Sunday.

All the aspirants have, however,  been enjoined by the PDP National Chairman, Dr Iyorchia Ayu,    to eschew bitterness as they seek the support of the party members.

Ayu gave the charge while inaugurating the 37 members of a PDP committee to work out modalities for the zoning of the presidential slot.

He urged the committee members to pick their chairman and also to come up with a  formula for the sharing of various political offices among the six geopolitical zones.

Such positions are the office of the  Senate President, Speaker of House of Representatives, Secretary to the Government of the Federation (SGF) and other. leadership positions in the two chambers of the National Assembly.

Some of its prominent members of the committee which has till April 7 to complete its work,  are governors Samuel Ortom(Benue), Ifeanyi Ugwuanyi(Enugu)  and Darius Ishaku(Taraba).

Ayu charged the members to discharge their assignment with the highest sense of responsibility and to be fair to all parties.

He added that the party’s intention was to present an acceptable presidential candidate to Nigerians by the end of May.

Stressing that the PDP can only win power if its members worked together, he warned that any presidential aspirant, who engaged in a campaign of bitterness risked losing the support of key segments of the party.

His words: “The main goal is for us to win power next year. And how do we win power? We can only win power by working together..

“At the end of May, we shall present a PDP presidential candidate Nigerians will be proud of. We will go into the election and win.

“So there should be no rancour whatsoever. Remain focused on the bigger picture. Because that is what we want.”

Ayu recalled that the PDP had in 1999, zoned the presidential ticket to the South and that he was one of the people that took the decision.

He said: “After General Olusegun  Obasanjo, we voluntarily sent it (presidential ticket) to Katsina, but fate played a fast one on us. But in the same spirit, after the Late  Umaru Yar’ Adua, it was sent to  Bayelsa. State

“So, the PDP has a history of rotating our offices. Anybody who doesn’t get it this time should wait after the tenure of whoever will be our next president

“We believe PDP is going to produce the next President as we start this journey this time. We will ensure it goes round. And it will go round with justice, fairness and the interest of Nigeria”.

    * Consensus: Saraki, Tambuwal, Mohammed  meet   Atiku, Anyim, others

Saraki told reporters after a meeting on the adoption of a consensus candidate, said what was uppermost in their minds was the need to unite members of the PDP ahead of the 2023 elections.

The former Senate President hinted that his group would involve Atiku, Anyim and other key PDP stakeholders in the days ahead, on the consensus option.

When asked to react to insinuations in some quarters that the meeting was a gang up against Atiku, Saraki said it was not true.

He said: “Those people are just being mischievous. They never see any good out of anything. We are not shutting anybody out.

“We are going to see him (Atiku) and we are going to see other aspirants too. There are other aspirants in the party.

“This is not about shutting anybody out. It’s about uniting everybody with the interest of this country in mind. And you will see when we begin to move around, we are not limiting it to anybody.”

    * Saraki to Ondo delegates: I am your in-law

Saraki has told party delegates in Ondo State to vote for him at the party primaries because he is their in-law.

Saraki, who reminded the delegates that his mother hails from Owo while his wife hails from Ondo town, said the state would benefit from his presidency.

A former  National Chairman of the PDP, Alhaji Abubakar Baraje, spoke for him.

    * Obi declares

In Awka, Obi informed Anambra State traditional rulers that he had made up his mind to run for  President in 2023.

He  told the monarchs that  his decision to contest was informed by  his desire to  unite the people and restore  “peace for the development of the country.”

His words:” I have come to inform you as my fathers that I’m into the 2023 presidential race. I’m contesting it with all my might.

“I have studied Nigeria, and I’m convinced that I have the capacity to fix it.

“Before coming here, I had notified the  Governor, Prof Charles Soludo,  of this meeting. After studying the country, I am here to inform you of my political ambition in 2023.

“I was the running mate to Atiku in 2019, but now, I am coming out for the  President, well prepared

“We need unity and peace for the development of Nigeria. We need security to attract local and foreign investment, to make Nigeria work.

“I have the capacity to manage the resources judiciously and move the economy of Nigeria from consumption to production. I am a Nigerian and believe in Nigeria.”

He had earlier explained why he attended Atiku’s declaration in Abuja on Wednesday, saying, “  I play politics differently. For me, politics is not a war.

“Atiku is my boss, my leader and an elder brother. If he invites me for anything, I will attend. Aspiring does not mean I should not keep my relationship that is cordial.

“Atiku is a unifier and anytime he invites me for anything, I will be there.”.

APC Convention: Buhari, Govs agree on consensus for chairman, other positions

Indications emerged on Wednesday that President Muhammadu Buhari and All Progressives Congress (APC) Governors have adopted consensus for emergence of party officials, including National Chairman.

The Governors updated Buhari on progress so far made in the planning of the National Convention scheduled for Saturday at the Eagle Square, Abuja.

Chairman of the Progressive Govenors Forum Atiku Bagudu, who led 16 of his colleagues to the meeting, told State House Correspondents they would follow the President’s guidance for the Convention, including his preferred choice for Chairman.

However, the Governors noted that the party, with its strong belief in the democratic principles, would not deny aspirants who still wish to run in a contest.

“Once more Your Excellencies, members of the press, good afternoon. I earlier said that today, members of the Progressive Governors Forum were hosted by Mr. President at a meeting to discuss what the governors have been doing in preparation for the March 26, National Convention.
