EU-AU Summit: Buhari canvasses European support against coups in Africa

Worried by recent cases of hijack of constitutional authorities through military coup d’etat in Africa, President Muhammadu Buhari has solicited the support of European leaders in preserving democracy on the continent.

President Buhari initiated the campaign for Europe’s support on Thursday during a roundtable discussion on Peace, Security and Governance at the ongoing 6th EU-AU Summit in Brussels, Belgium.

According to a statement issued by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, President Buhari also stressed the need to nip the root causes of extremism, conflicts and tensions in Africa at inception.

In his contribution at the roundtable, the President noted that recent developments in a few of the countries on the continent had seen soldiers, through the barrels of guns, hijack power and expel  popularly and constitutionally elected administrations, describing the situation as worrisome.

He, however, appealed to European leaders, as partners in promoting democracy and good governance, to lend their weight behind measures put in place by the African Union (AU) to stem the tide of unconstitutional leadership changes.

“Africa has continued to witness different waves of violent extremism, community- based conflicts and inter-ethnic tensions, notably in rural areas. For many decades, our continent has been deprived of political stability and socio-economic development due to terrorism and violent extremism.

“More worrisome is the current state of democracy on the continent, which has become a great source of concern to many of us, with increasing cases of unconstitutional change of governments across the continent, particularly in West Africa. This is in addition to the challenges posed by COVID-19 pandemic.

“The African Union has often responded to these challenges through its different structures, such as the African Peace and Security Architecture and the African Governance Architecture.

“Through enhanced collaboration with our development partners, especially the European Union, we can identify areas of cooperation for quick and substantive results.

“As leaders and policy makers, it is important for our partnership to place priority on tackling the root causes of conflicts in Africa, as well as taking measures in safeguarding peace and security, if we are to achieve the African Union Agenda 2063.

“We also call for stronger support from the European Union in the condemnation and imposition of weighty sanctions on countries that engage in unconstitutional change of governments, as well as manipulation of constitutions in favor of extension of term limits,” he said.

The Nigerian leader added that it was imperative to ensure that election processes in Africa have outcomes that truly reflect the wishes of the electorate, as to go contrary to these is courting instability.

According to him, “we have a responsibility to reduce conflicts that stem from lack of good governance, unaccountability, corruption and social exclusion.

“Free, fair, credible and transparent elections remain crucial elements in ensuring peace and security, and promoting constitutional order, democracy and inclusive governance on the continent.

“It is therefore imperative for our partnership to also focus on strengthening election processes in Africa and prevent interference to influence the process and outcomes of elections.”

Why we’re interested in Nigeria’s elections, by UK

The United Kingdom is interested in Nigeria’s general elections because they are crucial to the African continent and the global community, British High Commissioner in Nigeria Catriona Laing has said.

Laing spoke in Abuja yesterday when she visited the leadership of the Peoples Democratic Party (PDP).

The British envoy observed that one of the electoral challenges in Nigeria has been low voter turnout.

She suggested that the two countries should find means of collectively inspiring Nigerian youth to believe in their politics and in the future of their country.

Laing said: “We look forward to seeing how much this election matters. Nigeria has been on a democratic journey since 1999. And that, in itself is something to be very proud of.

“You are in a region, unfortunately, where democracy is backsliding. I know in Nigeria, your President has taken a very clear forward position on that and in ECOWAS and so on.

“So the world will be watching this election, and hoping it goes well. So it matters, obviously, for the people of Nigeria, it matters for Africa, and it matters for the world.

“You’re one of the largest democracies globally. And we want you to stay (part) of that global community.

“That’s a very important objective for our government to talk about building a network of liberty likeminded countries and also a democratic global alliance. That’s our hope and aspiration for Nigeria.”

The British envoy added that the UK’s aspiration was for the 2023 elections to be credible enough to win the confidence of Nigerians.

“We will not be taking a stance beyond that. Obviously, we’ll be following the interests, the manifestos and the policies.

“We’ll be hoping for a good policy that will enable Nigeria to move forward and take its rightful place in the global community,” she said.

PDP National Chairman Dr. Iyorchia Ayu said the party was strongly committed to the democratic process.

Ayu noted that the PDP charted the path to democratic culture during its 16 years in power, adding that the party still enjoys the support of majority Nigerians.

“We were able to win elections from the beginning in 1999. We led in building democratic institutions, quite a number of institutions that exist today.

“We also continue to win elections because of popular support that we received in Nigeria across the country, including the international community that came to support what we were doing.

“Along the line, in a commitment to democracy, we had an election which we lost. We accepted defeat because of our deep beliefs in the democratic process.

“So we are not happy to be in opposition for the last six years. No party wants to be in opposition.

“We have been working very hard to rebuild the party to make sure that Nigerians have confidence in us as a party.

“I want to say that the signs are there that Nigerians believe that we are the only organic party in this country.

”On that note, I want to assure you that we will not deviate from the democratic journey and we expect all other parties in this country to also try as much as possible to uphold the tenets of democracy which is free and fair elections.

“We expect all umpire institutions, including the Independent National Electoral Commission, to carry out their work without bias against us as a major opposition party,” Ayu said.

The Minister of Interior and former governor of Osun State, Ogbeni Rauf Aregbesola, said yesterday that he begged his successor, Governor Adegboyega Oyetola, for two years not to fight him or destroy the policies and legacies he enacted during his eight years tenure.

He said Oyetola waged a war against him after he emerged as the governor because he alleged that he did not support his candidature in 2018.

Aregbesola, speaking at Isale Abata in Ikire during the Ayedaade/Isokan/Irewole Federal Constituency meeting with stakeholders of the party at a rally to endorse former Secretary to the State Government, Moshood Adeoti, ahead of tomorrow’s  All Progressives Congress (APC) primary, said: “I begged Oyetola for two years. I sent people to help me beg him that he should not destroy my legacies and policies. He refused the pleas.

“Our hope is in God and the good people of Osun State. Nobody can overcome God.  It is not a sin to contest for a position in a democratic government. The constitution of the party stipulates that after four years, we can change our candidate. But if he abides by the tenets of the party, we will support him for another term.”

Speaking about his aspirant, he said: “The leaders of the party have agreed that we should go back to where we missed the road in 2018.  We have realised our mistake that the person we ought to put in front, we neglected him. We followed an ingrate and a wicked soul.”

Osun State Government has alleged in a statement by the Commissioner for Information and Orientation, Funke Egbemode, that some persons have stockpiled the uniforms of the Nigeria Security and Civil Defence Corps (NSCDC), and the Nigerian Correctional Service with intent to distribute them to non-state actors for use during tomorrow’s APC governorship primary.

The government warned those behind the plot to jettison the idea, as security operatives have been put on the alert and mandated to deal with anyone bent on causing violence and destruction in the state.

The leaders of parties have signed an agreement with the police command to be of good conduct during the primaries.

Addressing the leaders before they signed the agreement at a peace meeting held at the command headquarters in Osogbo yesterday, the Deputy Commissioner of Police, Valentine Kanayo, warned politicians and residents against taking the law into their hands before, during and after the election slated for July 16.

PDP governors’ Ghana parley fails to break zoning deadlock

Efforts to end the disagreement over the zoning of the Peoples Democratic Party (PDP) presidential ticket in next year’s election by its governors failed to yield fruit at a retreat in Ghana earlier in the week.

They returned from Accra, the Ghanaian capital yesterday after failing to reach a consensus on the contentious issue.

The meeting took place between Tuesday and Wednesday.

The governors were split along the North-South divide at the meeting.

Sokoto State Governor Aminu Tambuwal, according to sources, insisted on going for the ticket.

He declined a proposal that he should accept to be running mate to a Southern candidate.

There were indications that the governors ruled out the chances of former Vice President Atiku Abubakar in the race for the ticket.

The governors decided to take the meeting to Ghana when they gathered in Yenagoa for the second anniversary of Bayelsa State Governor Duoye Diri on Monday.

    They subsequently travelled to Accra.

Although Tambuwal was not in Yenagoa, he joined his colleagues at the Ghana meeting.

Other governors at the meeting, according to sources, are Nyesom Wike (Rivers), Emmanuel Udom (Akwa Ibom), Bala Mohammed (Bauchi), Samuel Ortom (Benue), Seyi Makinde (Oyo), Okezie Ikpeazu (Abia) and Ahmadu Fintiri (Adamawa).

It was learnt that Governor Emmanuel’s interest in the presidential ticket came to the fore at the meeting.

A source said: “These governors used Diri’s anniversary as a shield to sneak into Ghana for a crucial meeting on zoning in anticipation of the release of timelines for primaries by the Independent National Electoral Commission (INEC).

“At the meeting in Accra, the Southern governors insisted on power shift to the South in 2023.

“From their talks, ex-VP Atiku was ruled out as the party’s candidate in 2023.

“But some of them offered Tambuwal the Vice Presidential slot which he rejected.

“At the end of the day, there was no consensus on any of the presidential aspirants either from the North or the South.

“It was at the meeting that some of them realised that Governor Emmanuel might have shown interest in the presidential race.

“There was mutual suspicion that more PDP governors from the South have presidential aspirations. So, the situation is still dicey in PDP.”

An aide to one of the governors confirmed the meeting to our correspondent.

There was disquiet in Atiku’s camp over the meeting.

Security and intelligence agencies were said to be probing the governors’ motives for relocating to Ghana for the meeting.

The agencies were acting on clues that there might be more to it.

However, Governor Wike dismissed insinuations that the opposition governors’ trip was to pick the party’s presidential and running mate for the 2023 election.

According to him, those behind the rumour were out to sow the seeds of discord and to ruin the chances of the PDP in the next general elections.

In a statement by his Special Assistant, Media, Kelvin Ebiri, the governor said he and his colleagues had been inundated with calls to confirm a text message circulated by a chieftain of the party that some governors embarked on a weeklong trip to Europe to determine the party’s candidates.

The statement quoted Wike as saying: “I have always said to people in PDP, nobody should cause a division among the governors.

“We are trying as much as we can to build the party back and see that in 2023 PDP takes over governance.

“I don’t understand where he gets this information, this rumour that governors travelled to Europe to decide who will be the presidential candidate and vice-presidential candidate of PDP.

“I wonder why governors will travel to Europe to take such a decision.”

The statement linked the source of the ‘misinformation’ to one of Atiku’s key men.

Wike said though the governors have nothing anyone campaigning for the 2019 PDP presidential candidate and former vice president, stalwarts should be circumspect and desist from causing a crisis in the party.

“Don’t destroy other people because of this, because when you destroy them it will be difficult for PDP to win election in 2023,” Wike said.

The governor urged Atiku, whom he described as a well-known political strategist, to caution his men against spreading dangerous rumours that could divide stakeholders.

Yesterday, the United Kingdom High Commissioner to Nigeria, Catriona Laing said they are interested in the 2023 election.

Laing said: “We look forward to seeing how much this election matters. Nigeria has been on a democratic journey since 1999. And that, in itself is something to be very proud of.”

Osun Govt alleges security threat to APC primary

The Osun State government yesterday raised the alarm over an alleged plot by some people to disrupt tomorrow’s governorship primary of the All Progressives Congress (APC).

It alerted the public to the alleged importation of fake Nigeria Security and Civil Defence Corps (NSCDC) and the Nigerian Correctional Service (NCS) uniforms into the state by some “unscrupulous persons”.

Commissioner for Information and Civic Orientation, Funke Egbemode, said in a statement that the plot is to distribute the uniforms to some non-state actors to disrupt the intra-party poll and cause chaos.

The government warned those behind the plot to drop the idea.

It stressed that security operatives would deal decisively with any individual or group that wants to cause violence and destruction.

The statement reads in part: “We want to warn those behind this nefarious plot to jettison the idea as security operatives have been put on the alert and mandated to deal decisively with anyone bent on plunging the state into crisis.

“We also want to appeal to parents and guardians to rein in their children and wards so as not to lend themselves as tools in the hands of these merchants of death and instability, whose only stock in trade is violence and precipitation of crisis.

“Osun is known for peace, and as a responsive and responsible government, we are ready to take all legitimate steps to guard the enviable status very jealously.”

On Tuesday, the police in a report of incident, confirmed that NSCDC, Nigeria Immigration Service (NIS) and Nigeria Correctional Service (NCS) officials that accompanied Minister of Interior Rauf Aregbesola into Osogbo on Monday, shot sporadically unprovoked, creating panic in the centre of the state capital.

The APC Caretaker/Extraordinary Convention Planning Committee (CECPC) has constituted a seven-man panel to conduct the primary election.

The election committee is headed by Kwara State Governor AbdulRahman AbdulRazak; Senator Julius Ucha is the Secretary.

Other members are Senator Ibrahim Yahaya Oloriegbe, Abdulkarim Abdulraman, Wale Raji, Mrs Yetunde Imolehin and Ofonmbuk Okon Bassy.

A party source said the election will be by direct primary.

Governor Gboyega Oyetola, former House of Representatives Deputy Speaker Yusuff Lasun and former Secretary to the State Government Moshood Adeoti will slug it out.

The governorship election will hold on July 16.
