    Fuel crisis to end next week, NNPC tells NEC

    The Nigerian National Petroleum Company (NNPC) has assured that the scarcity of the Premium Motor Spirit (PMS) popularly known as petrol across the country will disappear next week

    It explained that it has set out measures to mitigate the crisis, even as it said 30 vessels will supply additional 2.3 billion litres of the product until the end of February.

    This was part of the updates availed the National Economic Council (NEC) presided over by Vice President Yemi Osinbajo with Governors, Ministers and other top government officials in attendance.

    NEC is composed of all 36 Governors; the Governor of the Central Bank of Nigeria (CBN), the Minister of the Federal Capital Territory (FCT) and some other members of the Federal Executive Council.

    According to a statement by Senior Special Assistant to the President on Media and Publicity Office of the Vice President, Mr Laolu Akande, the NNPC said as the supplier of last resort, it has continued to sustain adequate petroleum products supply and distribution to the nation, despite challenges associated with the unending waves of pipeline vandalism, product theft and cross-border smuggling of PMS.

    “30 vessels to deliver an additional supply of 2.3 Billion litres of PMS into the country till month-end February, 2022

    “NNPC’S strategy is on for restoring stability in PMS supply and distribution by boosting incoming PMS supplies, recertification and release of in-country PMS stock and enhancing distribution management,” the statement said.

    An Ikeja Domestic Violence and Sexual Offences Court has heard that the content of a Closed Circuit Television (CCTV) recording on popular actor James Olarewaju aka Baba Ijesha may have been tampered with.

    A defence witness and expert in CCTV installation and maintenance, Engr. Adeleke Lawrence made an allusion to this while being led in evidence by Babatunde Ogala (SAN) in the ongoing trial of Ijesha Baba.

    Baba Ijesha is facing a six-count charge of child defilement bordering on allegations of indecent treatment of a child, sexual assault, attempted sexual assault by penetration and sexual assault by penetration before Justice Oluwatoyin Taiwo.

    Two video recordings of Baba Ijesha were played during resumed proceedings on Thursday following the request of Ogala.

    The first video showed the defendant sitting on a sofa with the survivor.

    Two men and a woman walked out in the recording, which had no audio.

    The Federal Government has said those that write off its N5,000 monthly national cash transfer to poor and vulnerable households across the nation as insufficient are being elitist.

    The N5, 000, it said, can change the status of many Nigerians going by field experiences.

    The Minister of Humanitarian Services, Disaster Management and Social Development, Hajiya Sadiya Umar Farouk, stated this on Thursday during the weekly ministerial briefing organised by the presidential media team.

    She said: “If you look at the people that you are taking this intervention to, N5,000 means a lot to them because these are poor and vulnerable households and it changes their status but for you and me, N5,000 is not even enough for us to buy recharge card, that’s the difference.

    “But for these poor people in the communities, you have seen, they were able to save out of that N5, 000 if it’s not making any impact, if it’s not changing their economic status. I don’t think anybody will force them to contribute that N1, 000 to provide that vehicle for their use. So, N5, 000 goes along way.

    “When people say N5, 000 does not save people, that is an elitist statement honestly because we’ve had causes to go to the field and we have seen these people that when you give them this N5,000, they cried and shed tears because they’ve never seen N5,000 it in their lives.

    “So, it goes a long way, it changes their status and by that, it lifts them from one stage to another.”

    A prominent member of the Governor’s Advisory Council (GAC) in Lagos Professor Tunde Samuel is dead.

    He was a former Special Adviser on Education to former Governor Bola Tinubu.

    The Nation learnt Prof. Samuel died on Wednesday night.

    He was 73.

    Mourning him, Lagos Speaker Mudashiru Obasa, described Prof. Samuel as a titan whose positive roles in Lagos cannot be forgotten in a hurry.

    Samuel was a retired Professor of Political Economics of Education and a former Chairman of the Governing Council of Adeniran Ogunsanya College of Education, Otto-Ijanikin.

    He served as Chairman of the Governing Councils for the Federal University, Oye-Ekiti and the Federal University, Otuoke, Bayelsa, respectively.

    He was also an International Consultant for UNESCO and UNICEF.

    Prof. Samuel was also a member of the 2014 National Conference.

    The Owa Obokun Adimula of Ijesaland, Oba Gabriel Adekunle Aromolaran, yesterday endorsed Governor Gboyega Oyetola for a second term.

    He said the people of Ijesa will back him in appreciation of his modest achievements in the last three years.

    Oba Aromolaran spoke in his Palace when the governor’s campaign train rolled into  Ijesa-South Federal Constituency.

    The Minister of Interior, Chief Rauf Aregbesola,  hails from Ilesa.

    He described Oyetola as a game changer, whose tenure has brought drastic changes to governance.

    During the campaign, Peoples Democratic Party (PDP) chieftains in Iperindo, Atakumosa East Local Government Area, defected to the ruling All Progressives Congress (APC).

    Oba Aromolaran commended the governor for turning around the socio-economic fortune of the state, despite the meagre resources at his disposal.

    The monarch specifically lauded Oyetola for the sustenance of peace in the state since assumption of office.

    According to him, the State has witnessed geometric progression under Oyetola’s watch, hence, the need to give him a maximum support to succeed in the next governorship election.

    “I profess to you that you are a new Governor. I know why I said it. I greet you warmly and welcome you into the palace of Owa Obokun Adimula of Ijesaland. Whoever I tell is a governor will become governor. This is a divine gift.

    “This is not a place to talk long. Message has been passed already. We are going to pay you back. As far as Ijesaland is concerned, we don’t have any other person to vote for, except you. Thousands of aspirants may come out to contest, but you are our anointed candidate, and we are ready to vote massively for you.

    “Your good works have spoken for you. I commend you for your modest achievements and I am confident that God will reward you. We have seen all you are doing to transform the State. You are doing excellently well.

    “Please, continue to maintain peace. We don’t want anything that would truncate the relative peace and the peaceful atmosphere in the State. We have warned our children and they are ready to continue to live in peace.

    “We can’t be an ingrate to you at the point you need our support, there is no other person to be voted for during the 2022 Osun governorship election other than Oyetola. We don’t give room for rascality in Ijesha land. The support we will give you includes peace. We have warned our wards that they should not get themselves involved in thuggery.

    “I pledge on behalf of the Ijesha people that we shall give your administration full support to ensure that you win come July 16, 2022. Oyetola is so special to me. I always pray with my whole heart for our governor to be victorious.”

    The monarch admonished Oyetola to upgrade the College of Education, Ilesha, to a university.

    The Alamo of Ayegbaju-Ijesa in Atakumosa East Local Government Area, Oba Adeyemi Abideen, lauded Oyetola for running a people-oriented government that has brought drastic change to all sectors.

    Oba Abideen, who is the Chairman, Council of Traditional Rulers in Atakumosa East Local Government Area, disclosed the readiness of his subjects to work assiduously for the governor’s re-election.

    He said: “We have held a meeting and we have resolved to vote for you. It is not about sentiment or because you are here today. It is about your personality and what you stand for. You have done well. Governor like you is rare. We are ever ready to support you and work for your return.

    “You have really tried. No one thought you could do as much as you have done. We thank God for your life. We thank God for giving you wisdom to do great things. We are happy for you. If we don’t know many of your achievements, we are aware of the State of the economy before you came on board and we know what you have done to change the narrative.

    “You met huge debts with backlog of salary arrears among other challenges, but today, you have not only repaid appreciable percentage but invested hugely in the economy of the State.

    “You didn’t borrow but you are paying back loans taken by your predecessors. Over 70billion naira has been paid from the debts you met. Indeed,  you have proved your adminstrative prowess and sagacity in the management of the scarce resources.

    “Don’t be afraid, we are behind you and your government. We are core progressives. This is the party we know. Many can come to us but inside of us, we know where we belong. We are aware of your tremendous achievements over the years. You have given us what we wanted, particularly in Ijesaland. What we want is continuity, not new Governor.”

    Speaking on behalf of the defectors, Mr. Femi Adanlawo, lauded Oyetola for being committed to the welfare of the people, saying his performance had motivated them to decamp from their former party.

    Adanlawo who described APC as the only party that cares for the welfare of the masses said their defection would contribute meaningful to the growth and development of the party as they were committed to adding values to the system.

    He called on the co-defectors to see the party as theirs, noting that the rousing welcome given to them was a sign to the fact that the party meant well for all regardless of background or status.

    The new members promised to work hand-in-hand with the leadership and members of the party to ensure victory for Governor Oyetola in the primary and governorship election.

    Addressing the mamonth crowd across the Local Governments of the Federal Constituency, Governor Oyetola urged the party loyalists to be wary of those that are buying membership slips.

    He expressed confidence in the strengths of the party to elect him at the primary and ensure his emergence at the governorship election.

    Oyetola implored the party loyalists to keep their membership slips jealously and come out in large number to vote for him as the direct mode has been chosen by the National Secretariat of the party.

    Meanwhile, a statement by a group, Osun Shall Rise Again (OSRA), through its Chairman and Secretary of the group, Saheed Bakare and Lanre Akeju, respectively, OSRA, raised alarm over influx of hoodlums from neighbouring States, ahead of the All Progressives Congress governorship primary election for Osun State coming up this Saturday.

    The group alleged that “the Interior minister and former Osun Governor, Rauf Aregbesola, had assembled 3,000 personnel of the Nigeria Security and Civil Defence Corps, NSCDC, obviously to use them to cause trouble to discredit the election process.”

    Ahead of the February 26 national convention of the ruling All Progressives Congress (APC), stakeholders have zoned the position of National Chairman to the Northcentral geo-political zone, it was learnt yesterday.

    Also, the Southsouth is likely to produce the National Secretary while the Deputy National Chairman (South) is micro-zoned to Southeast.

    A source said the decision to settle for Northcentral was reached on Tuesday at a meeting of some governors and chieftains in Asokoro, Abuja.

    The meeting had the blessing of President Muhammadu Buhari before he travelled out of the country.

    The chairmanship aspirants from the Northcentral include Senator Mohammed Sani Musa (Niger State), Senator Umar Tanko Al-Makura  (Nasarawa State), Mallam Saliu Mustapha (Kwara State), ex-Governor George Akume (Benue State) and Mohammed Etsu (Niger State).

    Others are ex-Governor Abdullahi Adamu (Nasarawa State) and former Chief Whip of the House of Representatives, Hon. Abu Bawa Bwari (Niger State).

    According to the source, the party leadership has made appreciable progress on zoning, adding that the convention date is also sacrosanct.

    The source added: “The President before he left for Brussels, in Belgium, the fact was that he (President) left instructions for the Caretaker Committee, the governors and some critical leaders of the party to fine-tune and come up with two names from the earlier list submitted to him.

    “I can tell you that the party leadership have made appreciable progress and nothing will stop the convention. The President gave specific instructions and the party leadership in concert with the governors and they are working round the clock to ensure a rancour-free convention.

    “Another important assignment given was to resolve the zoning of the national secretary between Southsouth and Southeast and present a position to him on Saturday when Mr President returns from the African Union (AU) and European Union (EU) Summit.

    “The meeting resolved to zone the office of the National Secretary to Southsouth while the post of Deputy National Chairman (South) goes to Southeast.”

    Other offices are being zoned to give all sense of belonging and ensure a stronger party ahead of the general elections. The CECPC will in the week release the full zoning list

    The Nation also gathered that the zoning of the National Chairman slot to the north-central was vehemently opposed by a governor from the zone due to his presidential ambition, but had to bow to superior arguments by his colleagues.

    The adoption of zoning that edged out five of 12 contestants. In the race now are: Adamu; Al-Makura;   Akume;  Mustapha (Turaki Ilorin); Sen. Sani Musa; Bwari;  and    Mohammed Etsu.

    Those who have technically lost out include Yari; Sheriff; Yuguda; Dr. Shinkafi and Monidafe.

    It is unclear if the affected five aspirants will defy consensus and contest at the convention.

    A top source confirmed that President Buhari has demanded security report on all the aspirants.

    Sources said the President, governors and party leaders opted for North-Central because the zone has “not benefitted much from the power equation within the government and the party.”

    It was also learnt that the choice of North-Central was designed to “take the battle to the opposition and match the Peoples Democratic Party (PDP) permutations by permutations.”

    The source said: “The President and our leaders at all levels, including governors are considering North-Central for some equity and fairness.

    “Out of the six geopolitical zones, the presidency is in the North-East, the Vice President comes from the South-West, the President of the Senate (North-East); the Speaker of the House of Representatives (South-West); the Deputy President of the Senate (South-South); and the Deputy Speaker of the House of Representatives (North-Central).

    “The agitation for some balance from the North-Central is what we cannot ignore. The reality is that power will shift to the South and the North-Central cannot continue to be sidelined.

    ”More importantly, we want to take the battle to the zone with the PDP. Barring last minutes intrigues, the zone will produce the next chairman. It is a struggle for votes in 2023, we need to be strategic.”

    The source added:  “Technically, they are out of the race.

    “Those who have lost out include another former Chairman of the Nigeria Governors Forum, Abdulaziz Yari;  ex-Governor  Ali Modu Sheriff; ex-Governor Isa Yuguda Dr. Sani Abdullahi Shinkafi and Sunny Sylvester Monidafe.”

    It was unclear if the affected five aspirants will defy consensus option and contest at the February 26th national convention.

    As at press time, it was gathered that the President has demanded for security report on all the aspirants.

    Another source added: “APC is determined to have a new integrity-inclined, broad-minded and a matured national chairman. We will not take anything for granted.”

    The altercations between the National Drug Law Enforcement Agency (NDLEA) and the Nigeria Police Force (NPC) on the indictment of the erstwhile Commander of the defunct Intelligence Response Team (IRT) at the Force Headquarters, Abba Kyari, a Deputy Commissioner of Police (DCP), in a drug deal, have worsened.

    The agency said it has no reason to shield anyone who may be indicted in the ongoing investigation on a 25-kilogramme (kg) cocaine deal “involving a gang headed by DCP Abba Kyari”.

    Kyari is currently in NDLEA’s custody alongside four other senior police officers.

    The Director of Media and Advocacy at the NDLEA Headquarters in Abuja, Femi Babafemi, assured all yesterday that the agency remained committed to evidence-based investigation and that its resolve cannot be weakened by any misrepresentation of facts.

    The NDLEA’s response followed speculations that it might be trying to shield its operatives involved in the case.

    In a statement on February 14, 2022, Deputy Force Public Relations Officer, Olumuyiwa Adejobi, a Chief Superintendent of Police (CSP), had said police investigation also established that the international narcotics cartel involved in the case have strong ties with some officers of the NDLEA at the Akanu Ibiam International Airport in Enugu.

    The statement alleged that the agency’s officers were on the payroll of the cartel.

    Adejobi also said two drug couriers arrested by the police confirmed that the modus operandi was that the transnational drug barons would conspire with the NDLEA officers on duty and send them their pre-boarding photographs for identification, seamless clearance, and unhindered passage out of the airport with the narcotics being trafficked.

    The Inspector General of Police (IGP), according to Adejobi, had formally requested that the Chairman and Chief Executive Officer of the NDLEA should ensure the identification, arrest and investigation of its officers who have also been found to be colluding with the international drug cartel involved in this case towards advancing the anti-narcotics agenda of the Federal Government.

    Responding to the police directive, Bababfemi, in a statement, said the agency needed to correct some inaccuracies in the information in the public space that NDLEA officers at the Enugu airport received from the cartel details about the mule coming from Addis Ababa.

    He said the agency would quote from the transcript of Abba Kyari’s recorded conversation with its undercover officer and a portion of ASP James Bawa’s statement to the police, as documented in the police investigation report, a copy of which was made available to the agency.

    Bawa is one of the senior police officers who was arrested and handed over to the NDLEA along with Kyari and three others over the alleged drug deal.

    The NDLEA spokesman said the recording established the fact that it was “Abba Kyari’s team that was contacted by the cartel and, without doubt, the records clearly show how their ring works”.

    Also, NDLEA’s Chairman/Chief Executive, Brig.-Gen. Buba Marwa (retd.), has said the arrest of Kyari is a clear message of the agency’s commitment in the fight against drug abuse.

    Marwa spoke yesterday at a sensitisation training on Drugs and Drug Prevention, Treatment and Care (DPTC) organised by the United Nations Office on Drugs and Crime (UNODC) for NLDEA personnel and select journalists in Abuja.

    Marwa said those given the responsibility to fight crime, which includes the matter of drugs, cannot themselves be proponents of the job.

    Also, UNODC’s Country Representative Oliver Stolpe said the drug use epidemic affects around 40 million Nigerians, while around 3 million are affected with drug use disorders.

    Also, a Senior Advocate of Nigeria (SAN), Ebun-Olu Adegboruwa, has accused police authorities of treating Kyari’s case with levity.

    The lawyer expressed the fear that the suspended officer may soon be reabsorbed into the force.

    The handling of Kyari’s extradition request by the United States of America (U.S.A), he said, showed that the case might be swept under the carpet, despite a fresh indictment linking the officer with an international drug cartel.

    “For the event that happened on Monday through the NDLEA, I am just sure that one day we will just wake up and see that Mr. Kyari would have been reabsorbed into the Nigerian Police Force,” he said on Channels Television’s Sunrise Daily yesterday.

    He added: “With all due respect, I think that was what Mr. IGP was working towards because if you look at the events, it would seem that the super cop was in the good books of those in power.”

    Five Nigeria-bound petrol-laden vessels from Belgium were turned back, Nigerian National Petroleum Company (NNPC) Limited said yesterday.

    The country is still reeling under scarcity of petrol, an after effect of the discovery of imported toxic petrol, which is being mopped up.

    Group Managing Director of NNPC Limited, Mele Kyari, told House of Representatives Committee on Petroleum Resources (Downstream) yesterday the oil giant had filed for liquidated damages against the suppliers of the off-spec product.

    He assured Nigerians that the NNPC was doing everything to ensure product availability.

    He restated that about 2.5 billion litres of PMS were being expected before the end of the month.

    Kyari said: “For this current situation, I assure you that we have taken every necessary step to restore supply into this country.

    “We have placed orders significant enough for us to cross into March, with at least 2.1 billion litres of PMS in our custody.

    “The situation you’re seeing today, I can assure you that by next week, it will vanish, all things being equal.”

    On why inspectors did not detect methanol, Kyari said: “It is not part of their requirements at the load port. So, we didn’t ask them to declare whether it contains methanol because it is not part of our specification.

    “Let me make it clear that methanol is not contamination. It is a regular additive to PMS. In China, up to 15 per cent of PMS contains methanol.

    “On its own, it is not a contamination. The key issue is handling methanol. If we knew, we will not accept this. Anytime methanol comes in contact with water, it emulsifies, it turns into a different chemical.

    “We didn’t know until our inspecting agents, on 20th of January to be precise, called our attention to the fact that they had seen emulsification in some of the depots and this may be a cause of concern.

    “That was how we went ahead to check all the deliveries in our hands from all the four vessels that had already been discharged to confirm that all of them contain methanol.

    “We quarantined all the volumes wherever they were in depots transit and we were able to track them. We were able to trace all of them and quarantine them.

    “Not only that. We are also expecting several other supplies to come from other sources.

    “We checked their origin and confirmed that five other vessels are coming from the same shipping terminal that loaded this and we rejected all of them; they did not sail into our waters.”

    He added: “We did not test for methanol both at the load port and by the NNPC and the regulatory authority. I was very clear on this.

    “What they (importers) are saying is that ‘what I brought met your specification.’ But what they probably also did not know is that it contained methanol and that methanol originated from the loading terminal.

    “It is a legal issue, but it is nowhere sustainable because we have also filed liquidated damages which they can pass on until it gets to the originating depot.

    “The liquidated damages can be a legal process where you may not even be able to recover your possession.”

    ‘No need for panic buying, we’re sorry’

    Kyari reassured Nigerians every necessary step has been taken to ensure supply sufficiency.

    “Let me tell Nigerians that we have a robust supply plan. By the end of this month, we’ll have about 2.1 billion litres of PMS.

    “What we call panic buying is a situation where people who usually go the filling stations to buy N2,000 worth now buy five times that volume and those with more than one car will bring out all their cars.

    “That is why you see all these cars in the filling stations and it creates supply disruption.

    “We are assuring Nigerians that we have a robust supply plan and there is no need to bring out all your cars. Just buy what you need because there are plans to address this situation.”

    He expressed regret over the economic disruptions and hardship.

    “We are very conscious of the consequences that will come with it – the queues that you are seeing, the disruption of the economic activities that are very obvious. We are aware of this.

    “We regret this situation and it is completely unavoidable. We didn’t see it coming. I apologise to Nigerians that we didn’t see it coming.”

    A member of the Committee, Adedeji Olajide, said NNPC’s ignorance about the PMS containing methanol was not an excuse, adding somebody must be held responsible.

    He said: “Somebody must take responsibility for this because if we don’t, somebody will in future say something similar to that.

    “We are going to need a lot of documentation that you are not aware that such a practice took place.”

    The Chairman of the committee, Abdullahi Mahmud Gaya, assured Nigerians that his committee would get to the root of the toxic fuel importation.

    The Peoples Democratic Party (PDP) called for the sack of Minister of State for Petroleum Resources, Timipre Sylva, for alleged inefficiency.

    It accused the minister of misleading Nigerians and concealing critical information at the initial stage.

    According to the PDP, Sylva has failed in his official duties by refusing to reveal the identities of those involved in the scandal.

    The party, in a statement by its spokesman, Debo Ologunagba, said the culprits must be made to pay compensation, particularly to those whose vehicles and equipment were damaged by the toxic fuel as well as bear the cost of the cleanup.

    The PDP also demanded that the petroleum ministry be run y competent professionals who can restore sanity in the system.

    “The headship of the Petroleum Ministry as presently constituted is peopled with persons with no relevant education, experience and expertise to manage this critical sector that accounts for over 90 per cent of the revenue of the nation,” the party said.

    Member-companies of Depot and Petroleum Products Marketers Association of Nigeria (DAPPMAN) yesterday said they would extend their petrol loading hours.

    The association’s chairman, Dame Winifred Akpani, in a statement, said they were working with the regulatory authorities to curtail the further distribution of the off-spec fuel.

    The scarcity persisted in many cities, including Abuja, Lagos and Port Harcourt, the Rivers State capital, Ilorin, the Kwara capital and Akure, the Ondo State capital.

    Queues stretched several kilometres in Akure and other towns in the state.

    Some filing stations sold petrol for between N165 and N180, but it was a struggle to buy as the stations were crowded and chaotic. Many of the stations were closed.

    The situation was similar in Rivers, where residents spent hours battling to buy fuel at stations along the Obasanjo, Ikwere and Agip roads and Choba axis.

    The Kogi State Command of the Nigerian Security and Civil Defence Corps (NSCDC) arrested two persons and sealed off a petrol station for selling adulterated petrol.

    The state Commandant, Suleiman Mafara, while parading the suspects at the command headquarters in Lokoja, said his men arrested a pump attendant and a technician at a petrol station on Okene-Lokoja highway.

    He said six drivers who bought the fuel lodged complaints about the damage done to their vehicles.

    In Kwara where the scarcity bit hard yesterday, the NSCDC task force on fuel and 50 filing station owners agreed to end hoarding of petrol in the state.

    The station owners promised not to engage in any sharp practices forthwith.

    Commandant of NSCDC in the state, Makinde Ayinla, said the task force also arrested some black marketers and confiscated their products.

    ‘Don’t store petrol at home’

    The Federal Fire Service warned Nigerians against storing petrol at home.

    Acting Controller-General, Federal Fire Service (FFS), Dr. Karebo Pere Samson, in a statement, emphasised that petrol was highly flammable.

    “Nigerians must resist the temptation of storing PMS in their homes or other confined places due to the current challenge of scarcity, as doing that will endanger their lives and that of others.

    “As we all know, children like to experiment, so storing PMS at home could be putting them at high risk especially if it is within their reach,” he said.

    ‘Off-spec can be blended’

    Major Oil Marketers Association of Nigeria (MOMAN) Executive Secretary, Clement Isong, told The Nation that members now conduct independent tests on supplies.

    “We now conduct tests on fuel supplies before we sell to the public. We cannot afford to put contaminated products into the market,” he said.

    On the evacuation of the “off spec” petrol from the system, Isong said the contaminated fuel was being blended with the clean fuel supplied.

    This, he said, involves using the clean fuel to mix with the “off-spec” fuel until it blends to give the acceptable level of specification.

    “With every off-spec fuel, whether it is in a truck or a filling station, or a depot, we blend and test, until we get the appropriate result.

    “It all depends on what your tank is like. If your tank is 5000 litres and you can put enough product to blend it, like say 80, 000 litres tank, yes it will blend and we test it and if ok then we sell.

    “But if the tank of a station has, say 5, 000 litres of the contaminated product and the tank is full, then you have to pump out the product and take it back to the depot for blending.

    “So every situation is different and has to be treated on a case by case basis.”

    Education Minister Adamu Adamu yesterday expressed shock over the ongoing strike by the Academic Staff Union of Universities (ASUU) to go on strike.

    He said the contentious issues between the Federal Government were being sorted out.

    Adamu said this while responding to questions from State House Correspondents after the week’s virtual Federal Executive Council (FEC) meeting at the Presidential Villa in Abuja.

    The minister said a committee set up to resolve the disagreement between both sides had submitted its report to the ministry, adding that the report was receiving necessary attention.

    He stressed that if after so many negotiations and attempts at resolving the disagreements, the union still could not agree on a truce, the fault was no longer with the government.

    “ASUU, unfortunately, has gone on strike and I am looking for them because all the issues are being addressed.

    “The last thing that happened was that our committee looked at their demands, but there are renegotiations going on. They submitted a draft agreement which the ministry is looking at,” Adamu said.

    The minister said ASUU’s strike happened abruptly amidst ongoing negotiations.

    Speaking of ASUU’s draft agreement, the minister said: “A committee is looking at it. Immediately it finishes, the government is meant to announce what it has accepted. Then suddenly, I heard them going on strike.”

    On allegations by ASUU about his absence from meetings, he said: “ASUU will never say that. I always call the meetings myself. The meetings I didn’t attend were those that happened when I was in hospital in Germany.

    “We want a peaceful resolution. The Federal Government is ready to meet them on all issues they have raised. If there are so many meetings and the gap is not closing, then I think it’s not the fault of the government.

    “There is a solution to this. The negotiations are the solution. That is why I have said that I am surprised that ASUU has gone on strike.”

    Also, Labour and Employment Minister Chris Ngige said the Federal Government has so far paid N100 billion to address the union’s demands.

    Giving a breakdown of the money, the minister said the government released N40 billion as Earned Allowances, which was paid in February/March 2021; N30 billion paid in October 2021 for Revitalisation, while N22.72 billion mainstreamed into the 2021 Budget was paid in November 2021.

    “So, in all, a total of N92.72 billion was paid as per the December 2020 Agreement, besides the withheld salaries running into hundreds of billions for period not at work. That is, ‘no work, no pay’ as contained in Section 43 of trade Dispute Act,” Ngige said.

    Also, the Nigeria Labour Congress (NLC) yesterday urged the Federal Government to implement all agreements with ASUU.

    It urged the government to sign the re-negotiated 2009 FG-ASUU agreement.

    The umbrella labour union advised relevant ministries, departments and agencies (MDAs) to ensure that President Muhammadu Buhari’s directive that the government team should be resolved was discharged immediately to end the stalemate.

    A statement by NLC President Ayuba Wabba said: “On the ongoing warning strike by the ASUU, we wish to state that the current industrial impasse is very unfortunate. The issues in contention include the 2009 Re-negotiated Agreement. The Federal Government took the draft agreement and promised to consult and return to conclude the signing. “The Federal Government is yet to conclude the signing of the agreement. Also, the government is yet to honour the terms reached at the May 2021 Agreement signed with ASUU.

    “In order to protect the future of our youths whose academic life is being disrupted, we urge the Federal Government to implement all the agreements it entered with ASUU. Specifically, we call on the government to sign the re-negotiated agreement with ASUU.”

    Academic activities have been paralysed at the University of Ibadan (UI), Ladoke Akintola University of Technology (LAUTECH) and University of Ilorin (UI) campuses.

    Lecturers in the universities obeyed the one-month strike declared by ASUU on Monday.

    The universities, which are in the Ibadan Zone of the union, held their congresses presided over by their chairpersons with a resolve to ensure that lecturers would not teach or attend any statutory meeting while the strike lasts.

    The congresses, which were presided over the Professors Ayo Akiwole (UI), Olaniran Abiodun (LAUTECH) and Moyosore Ajao (UNILORIN), ended with the activation of strike monitoring committees to ensure that all members obey the directive of the union.

    Collapsed 21-storey Ikoyi building: Lagos to prosecute Fourscore Homes

    Fourscore Homes Ltd – the firm developing the 21-storey building that collapsed on Gerrard Road, Ikoyi, Lagos, on November 1, 2021— will face criminal prosecution.

    This is part of the White Paper on the incident in which about 50 people lost their lives.

    The remaining two structures being simultaneously constructed in the vicinity are to be demolished because they failed structural integrity tests.

    Promoter of the firm Mr. Femi Osibona died when the building came down on the fateful day.

    Also recommended to face administrative disciplinary panel are all government officials involved in granting  approval to the developer in 2019.

    The White Paper was prepared by the Lagos State government on the report submitted to it by the panel that probed the building collapse.

    According to the White Paper, the remaining high-rise buildings will be pulled down through controlled demolition.

    Twenty-six out of the 28 recommendations contained in the Report were accepted by the government.

    Submitting the report on January 5, the panel chairman Mr. Toyin Ayinde, a town planner, blamed the collapse on the erosion of professional ethics and disregard for due diligence.

    In the course of their investigations, the panel members visited the project site for a general assessment; coordinated activities of the consultants who conducted tests on the site and reviewed documents from relevant Ministries, Departments and Agencies (MDAs)

    They also conducted interviews; interrogated 91 persons; collected 21 memoranda and accessed the remaining buildings being developed by the late Osibona.

    The tribunal, which was given nine-terms of reference, also hosted a representation of the developer’s company comprising two legal firms.

    A new committee, which reviewed the tribunal’s 28 recommendations, was chaired by Commissioner for Special Duties Tayo Bamgbose-Martins.

    The Head of Service (HoS), Mr. Hakeem Muri-Okunola, Attorney-General and Commissioner for Justice Moyosore Onigbanjo and Agriculture Commissioner Mrs. Abisola Olusanya, served as members.

    The accepted 26 recommendations bothered on individuals and institutions – both private and public.

    The review panel rejected two recommendations for being nebulous.

    The government accepted the recommendation that Fourscore Heights Limited, owners of the collapsed building, be prosecuted in view of loss of lives involved in the tragedy.

    The white paper frowned at a situation in which Fourscore was builder and architect – all rolled into one. For this, the tribunal concluded that Fourscore Heights did not do the right thing, a negligence that led to the loss of lives.

    The state government has since directed the Office of the Attorney-General and Commissioner for Justice to institute appropriate charges against the company.

    For failing structural test, the two 15-storey buildings have also been approved for demolition through controlled demolition technique, having been recommended for such by the tribunal and accepted to by the state government.

    The White Paper also recommended “evacuation of all occupants within a 45m radius from the extreme boundaries of the blocks in the interest of public safety.”

    The White Paper states: “The developer, having been negligent, is to forfeit the project site to the state government, in accordance with section 25(4) of the revised LABSCA regulation 2019.

    “All the various participants, including civil/public servants, found culpable are to face disciplinary actions and prosecution, where applicable.

    “This included all those that were involved in the 2019 approval of the collapsed building. The civil servants are to first face the personnel management board, in line with the public service rules. The disciplinary process is to be set up immediately and concluded with 14 days.

    “Apart from civil servants, some professionals have also been referred to the professional bodies for disciplinary actions. The list here included engineers, town planners, and architects; while some companies have also been referred to the Architects Registration Council of Nigeria for disciplinary actions for their roles in the collapsed building. Besides this, some indicted companies such as the urban primer have also been blacklisted for the roles the played in the tragedy.”

    The document chided three town planners (civil servants) who were said to have lied on oath.

    According to the report, the three town planners were said to have authored a report using a consultancy firm’s name and claiming it was the firm that signed the papers for the collapsed building – all done without the knowledge of the firm’s owners. The three civil servants are to be prosecuted for preparing a consultant’s report through a dubious method.

    However, one Oluwole Oludimu of Prowess Engineering Limited was highly commended for exhibiting the highest professionalism in challenging circumstances and standing firm despite intimidation by the developer and subsequent removal from the site by his firm.

    The government also accepted the recommendation that an audit exercise by an independent consortium of professionals to scrutinise all high-rise buildings in the state.

    Also accepted was the recommendation that there should be training for all officials involved in the building approval section, with more hands recruited to assist agencies that are short-staffed.
