    Ayu’s entry reshapes PDP chair’s race

    The entry of former Senate President Iyorchia Ayu has introduced a new twist into the Peoples Democratic Party (PDP) national chairmanship race.

    Ayu is squaring up with one of his successors Senator David Mark.

    The two gladiators from Benue State will jostle for the office with ex-governors Ahmed Makarfi (Kaduna), Ibrahim Shema (Katsina) and Babangida Aliyu (Niger).

    Some Northern PDP governors have shown their preference for Northcentral to produce the next national chairman.

    It was however learnt that the camp of a former Senate President, Dr. Bukola Saraki, has rejected the move to micro-zone the position to Northcentral.

    Saraki’s loyalists and strategists were still pushing for an open contest by candidates from the Northcentral, the Northwest and the Northeast.

    Former Jigawa State Governor Sule Lamido, who was favoured by some ex-governors, has reportedly told them that he remained committed to his presidential aspiration in 2023.

    Ayu’s interest in the race has made other aspirants sit up, it was learnt.

    A top source, who spoke with our correspondent, said the intrigues have reached “a new dimension.”

    The source said: “The jostle for the office of national chairman is getting tougher following the entering of the race by Dr. Iyorchia Ayu, who is from the same Benue State with ex-Senate President David Mark highly-favoured by Southern PDP governors. The intensity of Ayu’s lobbying at the weekend added a new dimension to it because he has been part of the backers of Mark.

    “Apart from the fact that Ayu’s entrance has rekindled age-long Tiv-Idoma rivalry; the PDP may be heading back to its fault lines. It is known to all that Ayu is a strong supporter of ex-Vice President Atiku Abubakar and Mark a product of the founders and military elite that formed PDP and installed ex-President Olusegun Obasanjo in 1999.

    “The position of Governor Samuel Ortom on the two candidates from Benue State is unknown. All PDP leaders are curious about how the game will end.

    “We are looking at how the game will play out because the two powerful leaders from Benue State are going to slug it out with ex-governors Ahmed Makarfi, Ibrahim Shema and Babangida Aliyu.

    “There are concerns that Ayu’s coming may alter the contest. Some party leaders alleged that some powerful forces may be behind Ayu.”

    It was learnt that Northern PDP governors have also been divided on the choice of a new chairman for the party.

    Governors Aminu Tambuwal (Sokoto); Bala Mohammed (Bauchi) and Ahmadu Umaru Fintiri (Adamawa) have been backing Mark for the office.

    The three governors have been on the same page with Southern governors who proposed Mark for the job.

    Although Mark’s camp last night insisted that it has the backing of Governor Samuel Ortom, the aspiration of Ayu has made them to return to the drawing board, a source (PDP BoT member) told this newspaper.

    The source said: “In this contest, Mark is the leading candidate. We are already building a consensus around him because he has been a consistent PDP member.

    “We won’t allow any defector to lead PDP. We want a new slate for our party with discipline as our focus.”

    A National Executive Council (NEC) member said: “The only Northern PDP governor whose position is unknown is Darius Ishaku of Taraba State. No one knows or can predict where he belongs.

    It was learnt that the agitation from Saraki’s camp has sustained the campaign of ex-governors Ahmed Makarfi, Ibrahim Shema and Babangida Aliyu.

    A former governor, who was analyzing the situation with our correspondent yesterday, said: “Shema is a tactician, he can create upset. I don’t underrate him.

    “As for Lamido, he has told some of his former colleagues that he prefers to be Nigeria’s president in 2023. Some former governors would have wanted him to lead PDP because he has party politics experience. So, Lamido is out of the equation for the office of national chairman.”

    The Senior Pastor of Citadel Global Community Church (CGCG) in Ikeja, Lagos, Pastor Tunde Bakare, yesterday told President Muhammadu Buhari how he could tackle the country’s myriads of challenges.

    Bakare argued that Nigeria is currently finding it difficult to make progress because it is resting on a faulty political structure.

    The solution, he said, includes pragmatic restructuring, to be led by the President before the 2023 general polls and for Nigerians to shift their focus from zoning arrangements to the candidates’ competencies and character.

    Bakare spoke during his ‘State of the Nation’ address titled: The Black Box of Nigeria’s Politics at his church headquarters in Oregun, Ikeja, Lagos State.

    He urged the President to “tear down” the 1999 Constitution, describing it as the country’s “glorified death certificate”.

    The fiery lawyer and cleric, who was President Buhari’s running mate in the 2011 presidential poll, warned that unless this is done, the President might not be regarded in history as a success.

    He said: “I say to President Buhari: Mr. President, stop passing the buck to the National Assembly. Tear down this inhibiting concoction of a constitution. Tear it down so we can build a truly great nation!

    “This is one enduring legacy your administration can still secure before your time in power draws to a close. If you do, present and unborn generations of Nigerians will remember you for it and write your name in gold when the history of this period is written.

    “If you don’t, history will record that you failed to rise to the occasion and squandered a great opportunity.”

    The popular preacher said the people around the President were fatigued and that there should be a “change of guard”.

    “Everyone looks tired around the President and we need a change of guard to bring in competent people to handle critical issues. That’s what I mean by change of guard. I’m not advocating a coup d’etat. God forbid, because that would set us back many years again.

    “Military coup landed us in trouble many years. Anyone thinking about changing our system, it is illegal. I didn’t say change of government. I said a change of guards,” Bakare emphasized.

    He argued that the qualifications of the next President were more important than his region of origin.

    “If you think election 2023 is our priority, then you’re putting the cart before the horse. I’m not saying there will be no election in 2023; I’m only saying certain things have to be put in place before that time. Look at how tense election is looking like in Anambra State. Look at the tension,” Bakare said.

    The preacher dissociated himself from running in the next general election.

    He explained that when a reporter recently asked if he was going to throw his hat in the ring for any election, his response was: “I said to him to look at my head very well, that I’m not wearing any cap. So, there’s nothing to throw anywhere.”

    On rotational presidency, Bakare said: “If there is rotation, as accepted policy to make Nigeria peaceful, so be it. But shouldn’t we be much more concerned about who leads us, rather than where they come from? Is the person competent? Does he have character? Does he have capacity? What are the things he is bringing to the table? These should be the things we are concerned with.”

    The cleric also announced the inauguration of Nigeria for Nigerians (aka N4N) Movement that will “shake Nigeria more than Save Nigeria Group did and involve Nigerians in the Diaspora”.

    According to him, the launch is an indication that “it is time for Nigerians to take back Nigeria”.

    In March 2018, Bakare announced his plan to form a political movement to champion the restructuring of Nigeria.

    He said the new movement would be christened the New Nigeria Progressive Movement, which he said would “fight to entrench true federalism in the country”.

    CBN to banks: review loans to oil & gas, agric, other sectors

    Commercial banks must review their loan exposure to oil and gas, agriculture, telecommunication sectors among others, the Central bank of Nigeria (CBN) has directed.

    According to the apex bank, this will guarantee the stability of their operations.

    CBN Governor Godwin Emefiele spoke on this at the weekend at the Financial Market Dealers Association (FMDA) annual conference in Lagos.

    He said because financial market was undergoing a litmus test and that the time was ripe to review sectoral exposure.

    Speaking on the theme: ”Role of Financial Markets in the Nigerian Economy Post-COVID-19″, Emefiele, who was represented by CBN Deputy Director, Financial Markets Department, Patrick Ajani,  said banks and other financial markets players had been directed to “now critically assess their exposure to different sub-sectors while continually leveraging technology to support their business operations and continuity”.

    The CBN boss asked banks to also critically assess third-party provider risks, including businesses within the value-chain of sectors funded by the banks.

    A CBN data shows that the apex bank created N100 billion credit facility for the healthcare sector where 98 healthcare projects have been funded to the tune of N97.44 billion under the Healthcare Sector intervention Facility (HSIF) as of May 28.

    There is also the Targeted Credit Facility of N100 billion, and N1 trillion to manufacturing sector out of which over N600 billion had been disbursed to manufacturers.

    From January till date, N157.5 billion have been disbursed for 29 real sector projects under the Real Sector Support Facility, while N857.6 billion have been disbursed for 234 real sector projects from inception November 2018 till May 28, 2021.

    Also from January to date, N26 billion have been disbursed for 10 projects under the COVID-19 Manufacturing Intervention Scheme (CMIS) while N255.9 billion have been disbursed for 78 projects under the CMIS from January 2020 till May 28, 2021.

    In the five-year Policy Trust of the CBN- 2019 to 2024, Emefiele promised to improve access to credit for Micro, Small and Medium Enterprises (MSMEs) as well as spur consumer spending to stimulate growth and enhance employment, among others.

    Emefiele said the resilience of the structure needed to support the financial market is very paramount in ensuring that the processes of keeping the banks stable is realised.

    He said the industry players witnessed other pre-existing issues that were worsened by the COVID-19.

    According to him, in apparent reflection of the severe impact of the pandemic on the economy, 17 banks had earlier written to the CBN for permission to restructure 32,000 loans granted to individuals and businesses.

    The said loans, amounting to several billions of naira, are going bad.

    The apex bank’s directive further reinforces the need for cyber-resilience in the face of rapid technology adoption.

    The CBN boss said the pandemic triggered precautionary demand for cash and liquidity, flight to safety amidst decline in government securities yields, especially bonds, adding that technological and pharmaceutical sectors regained their losses, while services tourism-oriented businesses and hospitality, among others suffered a major setback.

    He said the pandemic equally led to massive disruptions in the economy and business operations, creating urgent need for businesses to adopt technology.

    Emefiele said: “Market participants must collaborate closely to build back better. This will promote economic of scale and enhance synergy. Resilience in funding markets was also greatly tested during the pandemic which led to large-scale interventions by the CBN as seen in the targeted credit facility, moratorium, interest rebate, household and mortgage loans and regulatory forbearances by both the fiscal and monetary authorities to preserve the markets and ensure stability.”

    He said the apex bank was very much aware of the pandemic threats that led to unprecedented disruptions in the global economy.

    The bank chief said: “Since December 2019, despite containment and lockdowns and interventions, we saw economic recession due to the health-induced global crisis. At the onset of the pandemic, the financial market was uncertain of its length and severity.

    “It was not until February 2020 that the global stock markets experienced major crash that reverberated across the world.”

    Emefiele said the financial industry was in the position of strength at the outset of the pandemic, characterised by the strengthened capital and liquidity positions as well as ongoing implementation of some regulatory reforms including the Loan to Deposit Ratio (LDR) policy.

    “Nonetheless, there are some remarkable threats in the markets including the reversal of the dominance of sovereign securities, drop in the yields of of government securities and slowdown of funds to the equities market,” he stated

    He categorized the financial markets into three broad themes of “what did the financial markets do- funds mobilisation and credit utilization; assets and pricing of capital; liquidity and market making”.

    He said the modus operandi of the financial markets in delivering theservices cannot be overemphasized, especially in the COVID-19 period.

    This, he added, afforded the industry players opportunity to rethink the approach to numerous functions that the financial markets perform, and certainly, in terms of regulating the market.

    He said: “The COVID-19 widened inequality and changes in consumer spending pattern, with required shortages in development of innovative products, to cater for the emerging needs. Furthermore, we have noticed the rapid and unprecedented shift from the traditional brick and mortal financial services to technology-driven services. The momentum of the degeneration, experienced during the COVID-19 pandemic is not expected to diminish.”

    The dominance of the digital space, he noted, has expanded beyond the online retail e-commerce to include digital consultations for financial needs, digital payments, telemedicine, and educational requirements.

    He said: “Therefore, in a world that is constantly evolving, especially in terms of technology, corporates and businesses must adopt these services to leverage on these applications and technology in providing financial services to their clients.

    “This would require re-skilling of their staff,  and ensuring that their staff are up to date in applying the technology needs.”

    Raising confidence in the system, Emefiele said the rollout of vaccines have increased the opportunity to invest in the financial markets.

    The CBN chief said: “In the post-COVID-19 period, the financial markets are expected to pay attention to the non-financial scenarios, in terms of switch indicators and how the market can be monitored, including intelligence gathering to optimize the gains of this period.

    “Regulatory reforms will continue to take center stage of market vulnerabilities in creating market and institutional resilience. The COVID-19 is not over yet, despite the bold steps to curtail it. We need to ensure that the gains are not lost.

    “It is our collective responsibility to promote the smooth running of the financial markets and conference provides a knowledge sharing opportunity.”

    The progressive family in Lagos State yesterday welcomed All Progressives Congress (APC) stalwart Asiwaju Bola Ahmed back home from his medical trip abroad.

    Hale and hearty, the former governor, who reflected on recent events, said only God gives and takes life.

    Tinubu showered praises on his associates and followers for their loyalty, steadfastness and support.

    The event kicked off with Tinubu’s arrival to Lagos State Government House in Marina, at 2.45pm when he was received by Governor Babajide Sanwo-Olu, Obafemi Hamzat and Chief of Staff Tayo Ayinde.

    House of Representatives Speaker Femi Gbajabiamila, who extolled Tinubu’s virtues, said the visits to his residence abroad by prominent Nigerians underscored his relevance in politics.

    The Speaker said since his earthly journey had been predetermined by God, Tinubu would fulfill his destiny.

    The reception was at the Government House, Marina,  organised for the eminent politician by GovernorBabatunde Sanwo-Olu.

    The highlights of the ceremony were prayers offered  by the Chief Missioner of Jamatul Islammiya of Nigeria, Mohammed Alfa-Nla, and Chairman of Lagos Christian Association of Nigeria (CAN), Bishop Stephen Adegbite.

    The ceremony was witnessed by members of the National Assembly from Lagos State, members of Lagos State Executive Council, members of the Governance Advisory Council (GAC), local government chairmen and past and current personal aides of Tinubu.

    Reflecting on the events of the last few months, Tinubu said: ”I am a little emotional, but I am happy to be back home. God is the giver of life and he is the only one who can take it.

    “And he says if I have granted you life and the privilege to live, I am the only one who can take it from you, if you don’t use it in the way and manner that promotes humanity in the goodness of faith.

    “He has spared us till today and has given us the privilege of the day, and I thank him. I cannot praise him better than any of you here, with all of your voices. But, I am standing before you hale, hearty and big.

    “It is a day of joy for me, and we are here thanking God the Almighty. May God bless all of you.May He grant you your heart desires.”

    Sanwo-Olu, who hosted the reception, described the day as ‘divine,’ adding that God had shut the mouths of enemies.

    The governor, who visited the party leader at his London residence, thanked God for his safe return.

    Pointing to a big banner on which was inscribed:’Welcome Baba Home, Asiwaju, the governor said: “We are happy that our leader is back home in peace and good health. We have rolled out the drums, albeit in a refined manner, to welcome you home. We thank God for making today a reality because we had planned that we must see our father today.

    “God has brought you safely back into your home, into your land. The people are happy. Lagosians are happy that our leader and father is back home safely in sound health. All honour and glory be to our God for answered prayers.

    “The entire Lagos is represented here today to say welcome back home to our father. I am grateful that our laughter did not become sour. We thank Lagosians for your prayers, kind wishes and best complements. We also pray for more of sound health for him. Indeed, the best is yet to come.”

    Gbajabiamila described Tinubu as an “eagle that has landed.”

    He said he was the only Nigerian who was on medical trip abroad and the president, governors, senators and other big wigs stormed his residence in solidarity.

    The Speaker said the number of visitors has attested to his greatness and relevance in the polity.

    Gbajabiamila disclosed that 150 federal legislators from Southern Nigeria were planning to visit Tinubu at the weekend before he departed for Nigeria.

    Describing him as a great leader, he said “where he is going is destined.”

    Gbajabiamila said:”Tinubu has exhibited the attributes of an eagle, such as longevity, strength, focus and high flying. The best of your past will be the worst of your present and future.

    “I never had a doubt that Tinubu will return strong, and I thank God that today has become a reality. Some of my colleagues in the Southern caucus had planned to visit our leader in London this weekend, but alas, he is back with us already, and we thank God for what he has done.”

    Senator Olamilekan Solomon (Lagos West), who spoke for his colleagues, said: “I’m happy our daddy is back in sound health. If not for his sudden arrival, plans were on for about 30 senators to be in Lagos to welcome him back. But, all the same, we are all very happy.

    “The next line of action is the project before us and we are ready because we know God has given us victory, which will be established in no distant future. We are holding forth at the National Assembly; we are not losing our guard; we are very focused to reposition this country; we are doing everything from the legislative point of view to ensure that we support the present administration of President Muhammadu Buhari so that we get it right in the country.”

    Deputy Governor Obafemi Hamzat, who spoke on behalf the Lagos State Executive Council, noted that it is a sign of strength for human beings to understand that anything can happen to anyone at anytime.

    He praised God for bringing Tinubu back home in peace, saying: “It is only God who is constant. Only Him can never be ill, He cannot have COVID-19. Every human being can be subjected to ill health anytime. But, our belief is when such happens, we shall be favoured by God.

    “So, we thank God because we have been favoured in that our father returned home safe, hale and hearty. We pray God, in his infinite mercy, will continue to grant him good health, sustain him elevate him.”

    Lagos State House of Assembly Speaker Mudashiru Obasa, who led his colleagues to the reception, said: “We can’t thank God enough for answering our prayers over our father and leader. This gathering confirms that our leader is alive, hale and healthy, and so shall it be forever. We can’t thank you enough for the leadership you keep providing, for guiding us, and we pray to God to continue to be with you.”

    The Chairman of the Council of Local Government Chairmen and Bariga Local Council Development Area (LCDA) Chairman Kolade Alabi, thanked God for Tinubu’s life.

    He said: “We thank God for the life of our leader, mentor and father. The bridges you have built will carry your far, and we are also ready to ply with you to the promised land.”

    Elder statesman Tajudeen Olusi, who spoke on behalf of GAC, said: “I was with Asiwaju the day he travelled. We prayed and we bless God for answers. We also pray God will answer every other request we may have.”

    Budget plan: State House to spend N150.5b

    The Federal Government has earmarked N150,590,609,934 as expenditure for the 17 establishments under the Presidency, including the State House, in the 2022 budget proposal currently before the National Assembly.

    Last Thursday, President Muhammadu Buhari presented the Appropriation Bill for 2022, valued at N16.39 trillion, before the combined session of the National Assembly.

    A copy of the 2022 Appropriation Bill, which The Nation obtained in Abuja, showed that N24,835,805,231 would go into running the operations of President Buhari’s activities in the year.

    An aggregate of funding for the State House elements of the Presidency, seven sub-establishments in all, amounted to N40,242,630,922.

    According to the budget proposal, other expenditures listed are: State House – Vice: N1,183,011,298; State House – Headquarters: N12,313,408,181; Office of the Chief of Staff to the President, N529,416,737; Office of the Chief Security Office to the President, N392,171,682; State House Medical Centre, N687,425,876; and State House, Lagos Liaison Office, N301,391,917.

    The proposed budget for the State House (President’s Office) was parted as N2,861,041,921 was proposed for overhead, while capital expenditure was put at N21,974,763,310.

    Under the expenditure, the office is expected to continue the ongoing replacement of vehicles and spares with N1,600,000,000; for international travels, it has N1,533,464,208, while N400,000,000 has been proposed for the replacement of Aso Rock Villa telecommunications infrastructure during the year.

    State House headquarters will get N12,313,408,181 with the components being N1,736,064,934 for personnel, N2,860,063,433 for overhead and N7,717,279,814 for capital.

    A further breakdown of the amount allocated to State House headquarters for expenditure shows that salary will gulp N1,346,707,871; salaries and wages, N1,346,707,871; allowances and contributions, N389,357,063; allowances, N187,350,882; regular allowances, N187,350,882; social contributions, N202,006,181; NHIS, N67,335,394, and contributory pension – employer contribution, N134,670,787.

    A further breakdown of the recurrent expenditure indicates that travel and transport (General) will consume N162,253,681; local transport and transport training, N31,415,288; local transport and transport others, N57,765,546; international travels and transport, others, N73,072,847; utilities, others, N503,209,802; fuel and lubricants, others, N120,699,558  and miscellaneous, N1,023,679,451,  among others.

    Office of the Chief of Staff

    The Office of the Chief of Staff to the President was allocated N529,416,737 comprising N470,391,701 for overhead costs and N59,025,036 for capital expenditure.

    The Office of the Chief Security Officer to the President was allocated N392,171,682 compriisng N111,359,316 for overhead costs and N280,812,366 for capital expenditure.

    Details of the 2022 Appropriation Bill posted on the Ministry of Finance, Budget and National Planning website also shows that State House Medical Centre has been allocated N687,425,876 with N331,730,212 and N355,695,664 voted for overhead and capital expenditure, respectively.

    The State House

    Lagos Liaison Office

    The State House Lagos Liaison Office was allocated N301,391,917, comprising N95,280,402 for overhead and N206,111,515 for expenditure.

    The Office of the Vice-President was allocated N1,183,011,298 made up of N1,048,618,092 for overhead and N134,393,206 for capital expenditure.

    The Office of the Chief Economic Adviser to the President had an allocation only for overhead amounting to N46,864,446.

    Also, the Federal Government has proposed to spend N9,861,286,527 on past Heads of State, Presidents, their Vices, former Heads of Service of the Federation and Permanent Secretaries, retired heads of agencies and corporations.

    This is contained in the details of the 2022 budget proposal which President Muhammadu Buhari submitted to the National Assembly last Thursday in Abuja.

    Under the Service Wide Vote, N2.3 billion has been provisioned as entitlements of former Presidents/Heads Of States And Vice-Presidents/Chief Of General Staff; another N124,700,000 was proposed to be spent by the Office of the Secretary to the Government of the Federation (OSGF) to procure “treated vehicles for pool of former Heads of State and former Vice-Presidents”.

    Benefits of retired Heads of Service and Permanent Secretaries in 2022 will gulp N4,502,491,809 while the severance benefits to retired heads of government agencies/corporations next year will cost the government N1 billion.

    The SGF has also sought the blessing of the National Assembly to spend N1,934,094,718 on “political officers and standing committee”.

    In 2022, national events, like the Independence Day/Democracy Day celebrations will cost the nation N100,804,835.

    The OSGF wants to build the SGF Annex Office, a new wing, that will accommodate Senior Special Assistants (SSAs), Special Assistants (SAs) and other presidential aides at N1,166,000,000.

    The Federal Road Safety Commission (FRSC) is proposing to buy 200 body cameras for its patrol operations next year at a cost of N47,846,000. The Nigerian Christian Pilgrim Commission wants the National Assembly to approve N200 million for it to spend on the “Pilgrimage Heritage Camp”.

    The Presidential Technical Committee on Land Reforms is asking for N10 million to establish the National Land Reform Commission.

    The National Boundary Commission (NBC) headquarters wants N47,934,000 to settle boundary disputes in the Northwest – among Kebbi/Sokoto, Jigawa/Katsina and Kano/Kaduna states.

    The commission wants another N53,920,500 to resolve boundary disputes in the Southeast -among Anambra/Imo, Anambra/Enugu, Ebonyi/Enugu and Abia/Ebonyi states.

    For the resolution and definition of Northeast interstate boundaries, the National Boundary Commission is asking for N45,986,700 to address Adamawa/Gombe, Bauchi/Yobe and Bauchi/Gombe boundary disputes.

    To resolve and define Northcentral interstate boundaries involving Benue/Nasarawa, FCT/Niger, Kwara/Niger, and FCT/Nasarawa, the commission is asking for N46,678,200.

    Also, to carry out the same activities in the Southsouth interstate boundaries of Cross River/Ebonyi, Akwa Ibom/Cross Rivers and Bayelsa/Rivers, the commission wants N58,213,900.

    The resolution and definition of Southwest interstate boundaries disputes among Lagos/Ogun, Ogun/Oyo, Ondo/Osun and Osun/Kwara states will require N53,230,800.

    The commission is also demanding N47,475,128 for the resettlement of communities affected by the re-alignment of Nigeria’s international boundaries.

    The Federal Ministry of Special Duties and Inter-Governmental Affairs wants N43,906,201 to facilitate “programme of action for the conversion of plastic waste into inter-locking tiles”.

    The ministry also wants N39,669,666 for the “verification of zonal intervention and constituency projects nationwide for payment authorisation”.

    The Ministry of Finance is asking for N291,000,000 for the “implementation of Project Lighthouse Inter-Agencies integration and expansion of interfaces (Phase 3) to other PFM platforms to provide a system-wide view of data, relevant to support management of fiscal policy implementation”.

    Also, the Federal Government has pegged the budgetary proposal for the Judiciary at N120 billion in the 2022 estimates, an increase of N10 billion from the previous year.

    This is the first time since 2017 that the Federal Government has improved the budget of the Judiciary from the N110 billion for the third arm of government in the last five years.

    The Muhammadu Buhari administration has consistently budgeted N110 billion for the Judiciary from 2017.

    Records obtained from the National Judicial Council (NJC) revealed that the Judiciary got N95 billion in 2010; N85 billion in 2011; N75 billion in 2012; N67 billion in 2013; N68 billion in 2014; N73 billion in 2015, and N70 billion in 2016.

    Crisis is brewing in Edo State Peoples Democratic Party (PDP) between Governor Godwing Obaseki and prominent chieftains over the choice of Board of Trustees (BoT) members and the control of the chapter. Southsouth Bureau Chief BISI OLANIYI reports

    Edo State Governor Godwin Obaseki, on June 19, last year defected from the then governing All Progressives Congress (APC) to the Peoples Democratic Party (PDP), after he was disqualified by the APC’s governorship screening panel in Abuja. Comrade Adams Oshiomhole was the National Chairman of the party (APC).

    Leaders of PDP at the state, zonal and national levels welcomed Obaseki into the party, while they prevailed on the three frontline governorship aspirants, including the billionaire philanthropist, Kenneth Imansuangbon, an Abuja-based lawyer, to step down for the new “bride,” and as mark of respect for party leaders, they voluntarily did.

    Obaseki got his re-election ticket in PDP, but he continued with his total war against his benefactor and immediate Edo governor (Oshiomhole), who appointed him, a Lagos-based investment banker, as the Chairman of his Economic Team for almost eight years, with the incumbent Edo governor prompting some leaders of Oshiomhole’s ward in Etsako West LGA in Edo North Senatorial District to suspend him, which dragged for many months in courts, but Oshiomhole was removed as the National Chairman of APC, though a court of competent jurisdiction later quashed the purported suspension.

    Governorship candidates of all the political parties cleared by the Independent National Electoral Commission (INEC) immediately moved to the three senatorial districts of Edo for aggressive campaigns, but the September 19, 2020 governorship election was a straight fight between Obaseki and the more-experienced standard bearer of APC, Pastor Osagie Ize-Iyamu, a former Secretary to Edo State Government (SSG) and 2016 governorship candidate of PDP.

    Ize-Iyamu would have floored Obaseki during the bloody governorship election of September 19 last year, but for the intervention of the Presidency, which sent some APC governors and top  officials of the Federal Government (names withheld) to the Oba of Benin, Omo N’ Oba N’ Edo Uku Akpolokpolo, Oba Ewuare II, before the poll, to prevail on Ize-Iyamu and other leaders of the party (APC), to allow second term for Obaseki and accept the outcome of the poll.

    Ize-Iyamu, as a mark of respect for APC leaders, decided not to challenge at the tribunal, the results of the massively-rigged September 19 last year’s governorship election, while presumably preparing for the 2024 battle, when Obaseki would have completed his constitutionally-approved two terms in office.

    Obaseki and his deputy, Philip Shaibu, a former member of the House of Representatives, who hails from Edo North senatorial district and who is determined to succeed the incumbent Edo governor in 2024, thereby blocking the chances of indigenes of Edo Central senatorial district, were colourfully inaugurated for a second term on November 12, 2020 at the Samuel Ogbemudia Stadium, Benin.

    Shortly after Obaseki’s second term inauguration, he had a fierce battle with members of the Dr. Tony Aziegbemi-led State Working Committee (SWC) of PDP in Edo, over his move to dissolve that ward, local government and state executives of the party in the state, in order to accommodate the defectors.

    Members of Aziegbemi-led SWC of Edo PDP, however, kicked against Obaseki’s plot, and reported him to the National Working Committee (NWC) of the party, while declaring that the only condition for harmonisation would be the resignation of Edo deputy governor and his replacement by one of the old members of PDP.

    The fierce battle eventually led to the suspension of Aziegbemi. The development further divided the party. But following interventions by party chieftains, who described Aziegbemi’s suspension unconstitutional and illegal, he was thereafter reinstated.

    Last week, a socio-political group, the Edo PDP Integrity Group, declared that the appointment as members of the Board of Trustees (BoT) of PDP of two of its chieftains from the state: High Chief Raymond Dokpesi and Chief Mike Oghiadomhe, defeated the ideals of a united Edo, that ought to be rooted in equity, justice and fairplay.

    It condemned in strongest terms, the appointment of Dokpesi and Oghiadomhe into the BoT of PDP, through the alleged influence of PDP’s National Vice Chairman, Southsouth, Chief Dan Orbih, the immediate Chairman of the party in Edo.

    Obaseki recommended the reappointment of Oghiadomhe and another chieftain of PDP from Edo, Chief Tom Ikimi, for another three-year second term, but Orbih allegedly used his position to drop Ikimi, which the group described as gross injustice and totally against the spirit of fairplay.

    Integrity group, with members across the 18 local government area of Edo state, in a press statement in Benin, the state capital, and signed by its Coordinator, Comrade Paul Kingsley, condemned the lopsided appointment into the BoT of the main opposition  party, while calling on all well-meaning leaders of PDP to intervene and allow space for fairplay, justice and equity.

    The tenure of members of BOT of PDP expired on September 6, this year, but Obaseki, who is the leader of the party in Edo state, approved the reappointment of the same members (Ikimi and Oghiadomhe) into the BoT, giving them a second term of another three years.

    Members of the integrity group hinted that they were duly informed that Orbih greatly pushed to ensure that Ikimi was replaced by the founder of Africa Independent Television (AIT), High Chief Raymond Dokpesi, also an indigene of Edo State.

    It said: “It will interest you to know that Orbih, Oghiadomhe and Dokpesi are all from one section of Edo State, Etsako, in Edo North Senatorial District.

    “Even as we congratulate those who have been elevated to the PDP’s BoT (Dokpesi and Oghiadomhe), we must not shy away from the fact that the elevation is not only lopsided, it has defeated the ideals of a united Edo State, that ought to be rooted in equity, justice and fairplay.

    “The composition of the BoT of PDP coming from Edo State is one-sided, as members are basically from the Etsako region. This does not conform to the format of using the federal character in all appointments in our heterogeneous state.

    “We would have expected even spread of membership of the BoT of PDP, to ensure loyalty, thereby ensuring that there is no dominance of persons from a particular senatorial district or a particular ethnic group.

    “If Chief Ikimi must be removed, why not replace him by another member of the PDP from Edo Central Senatorial District, where PDP has always won all elections since 1999?

    The PDP’s group also called on Senator Bukola Saraki; a former Vice-President, Alhaji Atiku Abubakar; ex-Senate President, Senator David Mark; Obaseki; members or PDP Governors Forum, led by Sokoto Governor, Alhaji Aminu Tambuwal; members of PDP’s caucus in the National Assembly, led by Senator Eyinnaya Abaribe and Ndidi Elumelu; to urgently address the injustice in Edo.

    Members of integrity group stated that urgently addressing the injustice would go a long way to avoid the crisis that would arise from the only senatorial district (Edo Central) that had consistently given PDP 100 per cent in all elections since 1999.

    Some pundits claimed the Edo governor’s-initiated meeting of stakeholders of PDP at the New Festival Hall of Government House, Benin on October 2 this year, was not really for harmonisation, but it was a strategy for Obaseki to take charge of the affairs of the governing PDP in Edo.

    Some critical stakeholders of Edo PDP, who spoke in confidence, wondered why Obaseki decided not to extend invitation of the meeting to Orbih and the party’s state Secretary, Hillary Otsu.

    Orbih, Otsu and many other leaders of Edo PDP did not attend the stakeholders’ meeting, where impeccable sources revealed that Obaseki clearly stated that as the leader of the party in the state, he had taken charge of the affairs of PDP in Edo, giving one week ultimatum for leaders of the party across the state to integrate members of the APC, who defected to PDP with him.

    Obaseki, according to sources at the meeting, also disclosed that integrating the new PDP members was the criterion to release the list of the remaining commissioners and special advisers, having on September 28 this year forwarded the names of 11 commissioner-nominees to the state’s House of Assembly for screening and confirmation, and also appointing “with immediate effect,” two special advisers: Crusoe Osagie and Sarah Esangbedo Ajose-Adeogun.

    Otsu, later in a statement, disclosed that a list of the 233 PDP stakeholders invited to the October 2, 2021 meeting was compiled by himself and the Secretary to Edo State Government (SSG), Osarodion Ogie, a lawyer, based on defined categories, but expressed surprise that the list that was circulated before the meeting did not represent the full list, as compiled.

    Edo secretary of PDP said: “Some names (of stakeholders) were left out, despite belonging to the categories of invitees that were identified. Essentially, the final list was not endorsed by me, before it was circulated.”

    It became obvious that Orbih was not invited to the stakeholders’ meeting, in view of his face-off with Obaseki, over the state’s representatives on the BoT of PDP.

    With 11 commissioners gone, seven more persons must join the list of commissioners, as each of the 18 local government areas must have a representative, as provided for by the 1999 Constitution of the Federal Republic of Nigeria, as amended.

    With two special advisers appointed by Obaseki, 13 more would still be appointed, thereby making the PDP politicians in Edo to intensify efforts at lobbying, in order to be part of the team, either as commissioners or special advisers.

    On April 12 this year, Obaseki forwarded for approval to 10 of the 24 members of Edo House of Assembly, a list of 15 nominees for appointment as special advisers, which was immediately approved by the lawmakers.

    Edo speaker then directed the Clerk of the state’s House of Assembly, Yahaya Omogbai, to convey copies of the approval to Obaseki, for “immediate action,” after the legislators’ unanimous vote.

    Still, some lobbying for political appointments are lamenting over the tortuous process of screening. It was learnt that, the applicants were also asked to get endorsements from political leaders in their domains, as committee’s report was subjected to another review committee said to be constituted by Obaseki.

    Shortly after the October 2, 2021 stakeholders’ meeting, which was attended by Obaseki, his deputy and some top PDP leaders, Edo governor’s Special Adviser on Media Projects (Crusoe Osagie), in a statement, claimed that the forum was for harmonisation.

    He said: “PDP is organising its convention at the end of October, 2021, and this meeting is to prepare us for the convention. There were few house-keeping issues that we needed to discuss and clear. So, it was important to get everybody across the divide to have a session like this, to get feedback and also take decisions on what to do and make progress in the state.

    “The meeting went well, as our members are glad that PDP is back to Government House in Edo State and committed themselves to supporting the work of the government, this administration and leaders of the party. We want to ensure that we provide the services that we promised our people during the electioneering.

    “Naturally, not all will be happy in a situation like this and we have tried to address some of the concerns of our people, who feel unhappy as a result of certain things that might have happened.

    “The key issue was that of harmonisation, seeing how to bring in all parties to the table, to have an expanded party in the state.”

    Edo governor also stated that the commitment he obtained from the stakeholders at the strategic meeting was that within a week, the areas not cleared would be dealt with, and they would come back to him with their resolutions.

    Giving insight into the brewing crisis in Edo PDP, a chieftain of the party in a Southsouth state, Chief Charles Idahosa, in a recent

    interview with reporters in his palatial home on Airport Road in Benin, to mark his 68th birthday, stated that Obaseki had a very big dream for Edo, but he hinted that a lot of people of the state, especially politicians, were not happy with him.

    He declared that he and many politicians who defected last year with Obaseki from APC to PDP were currently stranded, as they were not being accommodated in the governing party (PDP) in Edo, with the state’s governor kicking against their return to the APC.

    Idahosa, an ally of Obaseki, who was the Special Adviser on Political Matters to a former Edo governor (Oshiomhole), said: “The problem we have in Edo State and this country is that we have very weak leadership. People do not tell the truth. A man comes to you on a Monday. Please, help me. I want to be the governor, then when he becomes, suddenly the leadership will now become enslaved to him, because of personal gains.

    “During the early days of Obaseki, I could see signs that he would be very difficult to manage and I called all the leaders, who are now stranded in Edo Peoples Movement (EPM) of APC. I do not want to embarrass them by mentioning their names. We sat here, in my house. I called three from Edo North Senatorial District, three from Edo South and three from Edo Central, and I said look at the way things are going, we are politicians, and this man (Obaseki) is not a core politician like us. We need to put our heads together so that we can advise him. Some of them got up to say they wanted to go to the toilet, but they went to adjust their phones to record me and they recorded me beautifully.

    “Immediately they left, they went to Government House, Benin City to report that I wanted to fight Obaseki and naturally he reacted and we started having issues, but it became too much, I called the person and asked, why did you do this? All of them are now finished politically.

    “After a while, myself and the governor (Obaseki) made up and we continued. My wants are very limited. If you wait for political patronage, you will be a slave. I have always tried to make my own little money. I am a farmer, I have had my cattle ranch for over twenty years. I have had my poultry for over twenty years, I sell chicken.

    “Most of our leaders do not programme their lives. For instance, I have only three kids, all mothers and fathers taking care of

    themselves and their families. So, when you are a politician and at the age of seventy five, you are still impregnating women, why won’t you lie, in order to survive? If you are not contented, they will take advantage of you.”

    The PDP chieftain also expressed displeasure about a situation where overnight, the governor of a state would just come and give an instruction and everybody would be running around, while declaring that it was not how it should be, because on election day, the dictatorial helmsman would only be in his ward, and he would not know how the other results he got to win the crucial governorship election came.

    The caretaker Chairman of APC in Edo state, Col. David Imuse (rtd.), however, stated that Obaseki was not sincere in his governance style, while alleging that he (Edo governor) did not have the interest of residents of the state at heart and he asked Obaseki to stop fooling himself, not the discerning Edo residents.

    Imuse also pleaded with the peace-loving Edo residents to endure Obaseki’s misgovernance till November 12, 2024, when a more-competent, highly-experienced and better-focused member of APC would take over as governor, thereby bringing about the much-desired development and empowerment of the people across the 18 LGAs of the crude oil and gas-rich Niger Delta state.

    Edo PDP, through its Spokesman, Chris Nehikhare, however, stated that Obaseki was putting in efforts to make Edo great again.

    Nehikhare also urged Edo residents, especially members of the opposition political parties, to support and join Obaseki in his

    commitment to transform the state.

    Edo governor must always bear in mind that a house that is divided against itself cannot stand, thereby ensuring peace and unity among members of the PDP, as well as other residents of the state, in order to move Edo forward.

    Imuse also pleaded with the peace-loving Edo residents to endure Obaseki’s misgovernance till November 12, 2024, when a more-competent, highly-experienced and better-focused member of APC would take over as governor, thereby bringing about the much-desired development and empowerment of the people across the 18 LGAs of the crude oil and gas-rich Niger Delta state.

    The Senior Pastor of Citadel Global Community Church (CGCG), Pastor Tunde Bakare, has offered tips to President Muhammadu Buhari on how to solve the country’s problems.

    Bakare argued that Nigeria is finding it difficult to make lasting progress because it is resting on a faulty political structure.

    The solution, he said, includes pragmatic restructuring led by the president before the 2023 general polls and for Nigerians to shift their focus from zoning arrangements to the candidates’ competencies and character.

    Bakare spoke during his ‘State of the nation’ address titled: ‘The black box of Nigeria’s politics’ in Oregun, Lagos, at his church headquarters in Oregun, Lagos.

    He urged the President to “tear down” the 1999 Constitution, describing it as the country’s “glorified death certificate.”

    The fiery lawyer and cleric, who was President Buhari’s running mate in the 2011 presidential poll, warned that unless this is done, the president might not be regarded in history as a success.

    He said: “I say to President Muhammadu Buhari: Mr President, stop passing the buck to the National Assembly. Tear down this inhibiting concoction of a constitution; tear it down so we can build a truly great nation!

    “This is one enduring legacy your administration can still secure before your time in power draws to a close. If you do, present and unborn generations of Nigerians will remember you for it and write your name in gold when the history of this period is written.

    “If you don’t, history will record that you failed to rise to the occasion and squandered a great opportunity.”

    According to him, the people around the President were fatigued and there needed to be a “change of guard.”

    “Everyone looks tired around the President and we need a change of guard to bring in competent people to handle critical issues, that’s what I mean by change of guard. I’m not advocating a coup d’etat. God forbid because that would set us back many years again.

    “Military coup landed us in trouble many years. Anyone thinking about changing our system, it is illegal. I didn’t say change of government. I said a change of guards.”

    He argued that the qualifications of the next president were more important than his region of origin.

    “If you think election 2023 is our priority, then you’re putting the cart before the horse. I’m not saying there will be no election in 2023. I’m only saying certain things have to be put in place before that time. Look at how tense election is looking like in Anambra State; look at the tension,” Bakare said.

    He, however, dissociated himself from running in the next general elections.

    He explained that when a reporter recently asked if he was going to throw his hat in any election ring, his response was: “I said to him, he should look at my head very well, that I’m not wearing any cap, so there’s nothing to throw anywhere.”

    As for rotational presidency, Bakare said: “If there is rotation as accepted policy to make Nigeria peaceful, so be it. But shouldn’t we be much more concerned about who leads us, rather than where they come from? Is the person competent? Does he have character? Does he have capacity? What are the things he is bringing to the table? These should be the things we are concerned with.”

    The cleric also announced the inauguration of Nigeria for Nigerians, a.k.a N4N, Movement, that will “shake Nigeria more than Save Nigeria Group did” and involve Nigerians in the diaspora.”

    According to him, the launch is an indication that “it is time for Nigerians to take back Nigeria.”

    In March 2018, Bakare had also announced his plan to form a political movement to champion the restructuring of Nigeria.

    He said the new movement would be christened the ‘New Nigeria Progressive Movement,’ which would “fight to entrench true federalism in the country.”

    Kwara Government has begun an investigation into the brutalisation of a female student in an Arabic school by teachers.

    The government set up an investigative committee, comprising Muslim scholars, leaders and government officials, to look into the issue while the head of the Arabic school, who admitted to directing the punishment, has been asked to step aside pending the conclusion of the investigation.

    A statement on Sunday by Commissioner for Education and Human Capital Development, Hajia Sa’adatu Modibbo Kawu, explained the government has also taken the affected students to a public hospital for proper medical examination and treatment.

    The statement reads: “A Kwara Government’s delegation has visited the Arabic school whose students were seen in a video footage being punished for alleged conducts conceived to be contrary to the rules of the school.

    “The team comprised the Hon. Commissioner for Education and Human Capital Development, Hajia Sa’adatu Modibbo Kawu; Special Assistant to the Governor on Religion (Islam) Alhaji Danmaigoro; Dr Saudat AbduBaqi of the University of Ilorin; Mallam Lawal Olohungbebe of Kwara State University; and Chief Press Secretary to the Governor Rafiu Ajakaye.

    “The team was joined by the Divisional Police Officer Ganmo SP Oko Nkama; and a representative of the NSCDC DSC Parati AbdulHameed.

    “The government’s team carefully listened to the authorities of the Arabic school, the father of the sole girl in the video, and four other students involved in the unsavoury development.

    “Regardless of the explanations of the authorities on the development, the self-confessed consent of the parents and regret of the affected students, the government seriously frowns at the harsh beating seen in the footage.

    “This is to ensure that none of them suffers any physical or psychological damage.

    “The government appeals for calm while the committee does it works and submits a report for further action.”

    The Senior Pastor of the Citadel Global Church, Pastor Tunde Bakare, has urged President Muhammadu Buhari to “tear down” the 1999 Constitution, describing it as the country’s “glorified death certificate.”

    Bakare stated this during his ongoing ‘State of the nation’ address at his church headquarters in Lagos.

    He traced the nation’s socioeconomic and political challenges to a faulty political foundation, following the destruction of its original political structure by the military.

    He reasoned that ethnic, religious and secessionist agitations in the East, West and North were indications that Nigeria was in dire need of restructuring.

    According to him, where the next President comes from is not of utmost importance.

    Bakare said: “I am fully persuaded that the 1999 constitution is nothing more than a glorified death certificate.”

    Addressing President Buhari, he said: “Mr President, stop passing the buck to the National Assembly…Tear down this inhibitive concoction of a constitution. Tear it down so that we can build a nation.”

    He lamented that those insisting on the 2023 elections before restructuring, “are putting the cart before horse.”

    He warned the President that unless he restructured the country before leaving office, “history will recall that you failed…”

    The fiery lawyer and cleric was once President Buhari’s running mate in the presidential poll.
