    Former Nigerian senator and minister of education, Professor Jibril Aminu, has died at the age of 85.

    He died on Wednesday in Abuja after a long illness.

    Professor Aminu, a distinguished diplomat, cardiologist, and statesman served as Nigeria’s Ambassador to the United States from 1999 to 2003.

    He was also a senator, representing Adamawa Central Senatorial District from 2003 to 2011.

    FULL LIST: 12 countries affected by Trump’s new U.S. travel ban 

    U.S. President Donald Trump on Wednesday signed a proclamation banning citizens of 12 countries from entering the United States.

    Nationals from these countries will be “fully” restricted from entering the U.S., according to the proclamation.

    Similarly, the entry of nationals of Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan and Venezuela will be partially restricted.

    The proclamation is effective on June 9, 2025 at 12:01 am EDT (5:01am Nigerian time).

    Trump said the move was needed to protect the U.S. against “foreign terrorists” and other security threats.

    “We will not allow people to enter our country who wish to do us harm,” Trump said in a video posted on X.

    The U.S. President said the list could be revised and new countries could be added.

    He said the countries subject to the most severe restrictions were determined to harbour a “large-scale presence of terrorists”.

    He alleged others failed to cooperate on visa security and had an inability to verify travellers’ identities, inadequate record-keeping of criminal histories and high rates of visa overstays in the U.S..

    “We cannot have open migration from any country where we cannot safely and reliably vet and screen those who seek to enter the United States,” Trump said.

    Trump’s directive is part of an immigration crackdown that he launched at the start of his second term, pledging to restrict people from the Gaza Strip, Libya, Somalia, Syria, Yemen and “anywhere else that threatens our security”.

    Floods: States step up efforts to avert disasters

    • Ekiti, Osun to demolish buildings on waterways

    Following the recent flood alert by the Federal Government and the heavy rains that wreaked havoc on a Local Government Area in  Niger State, many states have intensified measures to safeguard their residents and communities.

    In Ogun and Ekiti states,  illegal structures along waterways are to give way, while in Akwa Ibom and  Zamfara, task force teams have been put in place.

    The governments of Anambra, Kaduna and Taraba set up temporary camps for emergencies that might arise. 

    Other  state governments  have either commenced sensitisation of residents or de-silting of drainages, especially in their capitals and urban centres 

     In Lagos, Commissioner for the Environment and Water Resources, Tokunbo Wahab, Lagos State Government, said the state was preparing for the rains. 

    He told a national television station yesterday that   earlier demolitions of structures on drainage paths  saved the state from ‘’what could have become a disaster.’’

    ‘’Citizens must also take ownership. We have parts of Lagos where we tell people they can’t build. They must not see demolitions of illegal structures as a form of punishment,’’ Wahab said.

    He added:  ‘’We know that Lagos will experience heavy rainfall and we are preparing for it.  People must know that floodplains and wetlands are not places we can afford to live. Climate change is a real-life issue.”

    The commissioner, who commiserated with the people of Mokwa, said the state would not stop appealing to residents to stop blocking drainage with waste and illegal structures.      

    • Ekiti  

    The   Urban and  Physical Planning and Local Government ministries are already marking illegal structures on waterways for demolition.

    Deputy Governor  Monisade Afuye gave the directive for the exercise during the flag off of a stakeholders’ engagement on the 2025 Flood National Disaster and Response Campaign (NPRC), organised by the National Emergency Management Agency (NEMA) in Ado Ekiti on Monday.  

    Afuye expressed regret that the state witnessed devastating cases of flooding, fire and thunder disasters in some towns last year and this year.

    She recalled that NiMet listed the state as one of the possible flood flashpoints this year.

    The developments, according to her, make it expedient for the local governments to ensure regular desilting of waterways, construct flood barriers,  prevent desertification, encourage tree planting,   stop residents from building on flood-prone paths and encourage community-based disaster strategies.

    Afuye also advised chairmen of local governments to work with traditional rulers to preach an anti-flooding campaign across the state. 

    “NiMet predicted that Ekiti State is one of the states that may likely be affected by flooding this year. I am, therefore, appealing to all stakeholders to take proactive measures in preventing the occurrence of flood disasters in our dear state,” she said.

    • Osun

    The Ademola Adelake-led government is also   to demolish illegal structures along waterways and rivers

    Commissioner for Environment and Sanitation, Mayowa Adejoorin, said the government was determined  to prevent flooding and  other natural  disasters in the state

    Adejoorin added that the clearing of waterways had already started to ensure that flooding was not recorded in any part of the state.

    He said:’’We have started dredging our waterways and removing the debris that may hinder the easy passage of water long ago in all the 30 local government areas across the state.

    “To residents who built houses in swampy areas, river banks and along waterways, you should move now before you use your comfort to destroy lives and properties.

    “It is illegal to build your house along riverbanks and waterways. We are writing a notice to them for removal. We use  relevant sections of the law to  remove the illegal structures, so we are telling them now to move.”

    He also said that the sensitisation programme, as well as the engagement of community leaders to discourage the dumping of refuse on waterways, had commenced.

    • Taraba 

    The   Commissioner for Special Duties, Saviour Noku, told The Nation that persons, especially rice farmers,   living along river banks are to be relocated and encouraged to practice dry season farming.

    He said the government was being proactive about the situation.

    His words: ‘’We have been able to relocate people living along the River Benue trough. They are mostly rice farmers who have been encouraged to engage in dry season farming.  

      “As of last week, there was sensitisation. SEMA officials were going around with a NEMA team for advocacy and sensitisation. We have put in necessary types of machinery in place.

    According to him, the officials visited known flash points such as Lau, Mayo Renawo, Karim, Ibi, Wukari and Donga. “Recall that  last year, you didn’t hear of any case in Taraba because of the pro-activeness of the ministry.’’   

    • Anambra 

    Executive Secretary of the  State Emergency Management Agency (SEMA),  Paul Odenigbo,  listed the establishment of ‘’holding centres’’ and sensitisation of residents of flood-prone areas as some measures put in place by the government of Chukwuma Soludo.

    He said:  “We’re aware of the alert from the NIMET and other relevant agencies, and we’re already seeing the signs.

    “We’ve set up committees which have been meeting to fashion out modalities to ensure residents of flood-prone areas are not taken unawares by the deluge.

    “We are also putting different holding centres at different locations in proper conditions to ensure they are conducive for accommodating as many victims as possible.

    “Although some of them are always reluctant to move to safer grounds until the 11th hour, we keep appealing to them to heed the advice to avoid regrets.”

    • Plateau 

      Commissioner for Environment, Climate Change and Mineral Development, Peter Gwom, said that dredging, gully reclamation, and drainage construction are ongoing to prevent flooding during the season.

      Gwom said   clearing  of gutters and waterways is also being carried  to ensure free water flow of water

    He added that the ministry, in collaborating with the state  Environmental Protection and Sanitation Agency (PEPSA), has increased awareness and enforced environmental compliance for a flood-free Plateau State. 

    The commissioner said, “The government, through its agencies, is doing everything to avert flooding in the state this year.

    ‘’Apart from sensitising the people on indiscriminate dumping of wastes in gutters and waterways, we are  dredging and expanding water outlets and gutters to ease and free flow of water during this rainy season.”

    • Kaduna

    The government has created seven ‘Safe Haven Centres’ across the state for a swift response in case of any eventuality.

    It said the centres  have  basic facilities  and  relief materials

    Executive Secretary of the State Emergency Management Agency (KAD-SEMA),  Usman Mazadu,    disclosed these in a telephone interview with The Nation.

    Mazadu added that the government had taken several preventive measures to ensure that floods do not happen in the state.

    He stated that dredging and clearing of waterways have been extended to all flood-prone areas in the state.

    His words:  ‘’We believe that, with that measure in place, we will not experience flooding    this year.”

    “We are also encouraging all the necessary stakeholders, agencies like the Red Cross, to sensitise residents of the flood-prone communities, to desist from blockage of the waterways either by erecting unapproved structures or by dumping of refuse.

    “Other state government agencies like the Kaduna Geographic Information Service (KADGIS) and Kaduna State Urban Planning and Development Authority (KASUPDA) are also in the field, enforcing compliance with the urban planning regulations.

    “All these efforts notwithstanding,   Governor Uba Sani has, through the Ministry of Environment, approved the establishment of seven Safe Haven Centres to respond swiftly in case of any eventuality.

    • Delta 

    In Asaba, the state capital,  desilting has already started by the Ministry of Environment.

    Director of Administration and Finance, Delta State Emergency Management Agency, Daniel Okpor, who made this known, added that the agency was reaching out to relevant stakeholders on actions to be taken.

    He revealed that a stakeholders’ meeting is expected to hold before June

    Okpor said: “If you look at the state, it’s like an estuary, it’s undulating, it is a lowland. Right now, we are contacting our stakeholders. In Asaba, desilting has already started. 

    “We are expecting a stakeholders’ meeting before the 15th of June, which will involve stakeholders in the state and the National Emergency Management Agency (NEMA). We will come together to discuss the way forward.  “If you talk about anything flooding in the state, the state is ever ready.

    “Part of our preparedness is giving information. We have jingles, we talk. We discovered that some people don’t listen and adhere to instructions.

    “There are people whose places are prone to flooding, but they refuse to leave such places. Some parents are careless with their children. We had such an issue about three years ago, the child was discovered three days in a river.

    “People in our environment don’t listen to instructions and adhere to them. If they adhere to them, I don’t think all these things will happen.’’

    • Ogun

    Ogun State Government and Ogun-Osun River Basin Development Authority have commenced the sensitisation of residents on the dangers of floods.  

    Those carrying out the function recently underwent training at the O- ORBDA headquarters in Abeokuta.

    During the training, O-ORBDA’s Managing Director, Adedeji Ashiru, advised against indiscriminate waste disposal, building on flood plains and blocking of water channels by people.

     He said: “Floods are not merely natural disasters – they are often man-made crises amplified by poor waste management and inadequate drainage.

    “We all have to desist from throwing refuse into waterways, the challenge of building on water paths is also there. All of these wrong behaviours are contributing to the challenge of flooding because water will have to find its way.’’

    • Yobe   

    The State Emergency Management Agency (SEMA),  Geographic Information System (YOGIS)  and other key partners rolled out a comprehensive strategy focused on early warning, community engagement, and infrastructure reinforcement.

    SEMA’s Executive Secretary, Mohammed Goje, said the measures are specifically designed to reduce displacement, protect vital agricultural lands, and safeguard lives and critical infrastructure in highly vulnerable Local Government Areas (LGAs) like Gulani, Geidam, and Yunusari.

    “A cornerstone of Yobe’s preparedness is the significant enhancement of its early warning systems. SEMA, in close collaboration with the Nigerian Meteorological Agency (NiMet) and NIHSA, has established real-time river flow monitoring stations along key waterways, notably the Yobe River, to provide timely flood alerts,” he said.

    The SEMA chief added that apart from the use of technology,  intensive community sensitisation campaigns have been launched in high-risk communities such as Gagure, Balle, and Sabon Gari in the high-risk LGAs.

    The Nation also gathered that the state has solidified its response framework with a comprehensive 2025 Flood Contingency Plan.

    • Nasarawa 

    Commissioner for Environment and Natural Resources, Margaret Elayo, said the government has directed all residents in flood-prone communities to relocate to higher ground.

    “We are partnering with all the 13  local government council chairmen and traditional rulers to show those affected by this relocation directive where they should go now for safety,’’ Elayo revealed.

    She added that television and radio stations would be used by her ministry to sensitise residents on the dangers of residing in flood-prone areas.

    The commissioner added that traditional leaders and other stakeholders would also be engaged to pass anti-flooding messages to the people.

    • Akwa Ibom 

    The administration of Governor Umo Eno set up a seven-member committee to ensure that drainages in the state capital and urban centres are disilted for smooth passage of water.

    The state’s Ministry of   Environmental and the  Sanitation and Protection Agency. 

    • Bayelsa

    Director-General of the  State Directorate of Erosion and Flood Control, Omusco Omusco, said the agency has carried out disilting and opened up drainage channels to allow for a natural flow of rainwater.

    He added: “There is no cause for alarm in the state. Desilting and opening up the channels are some of the measures we normally adopt in combating floods. So, no problems at all.

    “We are ahead of the Federal Government’s warning. Apart from some of the measures we have put in place to tackle flooding, a lot of work is going on in Yenagoa, the state capital and many other places. We are not only dealing with floods, we are also dealing with erosion.

    “We know what we are doing. We are on top of the situation. We have really opened up a lot of places, and when rains come, they will naturally go.”

    • Katsina 

    Executive Secretary, Katsina State Emergency Management Agency, Binta Dangani, said ‘’part. of the measures in place by the government include the construction of drainage systems and the sensitisation of citizens on flood and erosion control.  

    She  added that  landlords and those building houses are also being sensitised on proper building cultures

    • Niger:

    The government said that it would soon start evacuating people in communities along river banks and increase sensitisation of others on the dangers of blocking drains.  

      Governor  Yakubu Garba made this known on Monday.

    The Sultan of Sokoto, Alahaji Sa’ad Abubakar III, has urged the Muslim Ummah to offer fervent prayers for Nigeria today, which falls on Arafat Day.

    He said the prayers would attract divine solutions to the myriad of challenges facing the country.

    The Sultan said this in a statement yesterday by the Secretary-General of Jama’atu Nasril Islam (JNI), Prof. Khalid Aliyu.

    He said: “In this sacred month of Dhul-Hijjah, we are calling on Nigerian Muslims to rededicate themselves to good virtues and fervent prayers on the Day of Arafat on Thursday.”

    According to him, the Day of Arafat is considered one of the most beloved days to Allah, and fasting on this day is believed to expiate sins of the previous and coming years.

    Abubakar cited some of the current challenges facing Nigeria, including the resurgence of Boko Haram insurgents’ attacks in the Northeast and banditry attacks in the Northwest and parts of the Northcentral.

    The Sultan implored the Muslims to fervently pray for Allah’s intervention to enable Nigeria overcome this and other challenges.

    Also, some ram sellers in the Federal Capital Territory (FCT) yesterday attributed the high cost of the animal to insecurity and low supply from the Northwest.

    The traders, in an interview with the News Agency of Nigeria (NAN) during a market survey in Abuja, said the low supply was also due to the closure of Nigeria’s borders.

    A livestock dealer at the Dei-Dei livestock market, Malam Ahmed Mai-Samari, told NAN that rams supply to major cities was far below expectations compared to last year, especially from neighbouring countries.

    “You know we mostly get these animals from Niger and other nearby countries that share borders with us in the North, especially the moderately sized ones.

    “Now, we have to rely solely on local supply, from household livestock farmers, which is limited.

    “Many traders have even left the business for more profitable ventures,” he said.

    Mai-Samari, stressed that the price of rams had doubled compared to last year’s.

    He added: “A ram that sold for N200,000 in 2024 now goes for N400,000. Only the rich can afford it now.

    “Prices vary, depending on size: smaller rams cost between N150,000 and N190,000; medium ones go for N200,000 to N250,000, while large rams range from N350,000 to as much as N1 million.”

    A similar scenario played out in Osun State and other states.

    The Chairman of Ram Sellers’ Association at Odo-Ogbe Market in Ile-Ife, Osun State, Alhaji Akeem Salahudeen, complained of low patronage, attributing it to high cost of rams and the economy situation in the country.

    Salahudeen told the News Agency of Nigeria (NAN) yesterday in Ile-Ife that the big sized ram, which was sold between N550,000 and N620,000 last year, are now sold at the rate of N800,000 to N1.2 million.

    Also, the Nigerian Railway Corporation (NRC) has announced additional train services for the Lagos-Ibadan route and a special festive operation on the Warri-Itakpe corridor.

    The corporation said the arrangement is part of its efforts to accommodate increased passenger traffic during the Eid-el-Kabir celebrations.

    According to the NRC, an extra trip has been added to the Lagos-Ibadan Train Service (LITS) for today.

    The revised Thursday schedule is as follows:

    •Lagos to Ibadan: 8:00 a.m; 1:55 p.m. Additional trip: 4:00 p.m.

    Ibadan to Lagos: 8:00 a.m; 11:03 a.m. Additional trip: 4:46 p.m.

    The NRC said this is a revised departure time from the original 4:00 p.m.

    Besides the Lagos-Ibadan service, the NRC said it will operate a special train on the Warri-Itakpe route, which is normally reserved for routine maintenance on Thursdays.

    The management has rescheduled maintenance operations on the corridor to Sunday, June 8, to accommodate this special service.

    Also, the Abuja-Kaduna Train Service (AKTS) will continue to run on its regular schedule, with additional coaches attached to cater to the increased passenger volume expected during the festive period.

    The Managing Director, Dr. Kayode Opeifa, assured passengers of a seamless travel experience and reiterated the corporation’s commitment to efficient and customer-oriented service delivery.

    Also, the Saudi Arabia Chief of General Staff, Lt.-Gen. Fayyadh Al-Ruwaili, has expressed the readiness of Armed Forces to respond to any breach of security during this year’s Hajj operations in Makka, Saudi Arabia.

    Following Minister of Defence, Prince Khalid bin Salman’s directives, Al-Ruwaili reviewed the Air Forces group at Arafat Airport.

    He said the Air Force offered advanced air support, including surveillance, reconnaissance, and airspace security over the Holy Sites.

    The Naval Forces secure the seaports, handle suspicious materials, and support rescue efforts with diving teams and specialised units.

    For health services, the Ministry of Defence has rolled out a comprehensive medical plan for pilgrims in 36 health centres.

    They have a capacity exceeding 1,040 beds and supported by over 1,790 healthcare personnel.

    • ‘It’s a tragedy shared by all’

    “We will rebuild. We will restore the vibrancy for which Mokwa is known.’’

    This was President Bola Ahmed Tinubu’s message of hope to the people of Mokwa, Niger State, who lost over 207 of their loved ones and hundreds of houses swept away by floods last week.

    To walk the talk, the President announced N2 billion for the reconstruction of the affected communities and directed that 20 trucks loaded with grains be dispatched to the ‘’actual victims’’ of the disaster.

    He also ordered Environment Minister Balarabe Lawal to relocate to the state to ensure immediate intervention under the ACReSAL (Agro-Climatic Resilience in Semi-Arid Landscapes) drainage project in Mokwa town.

    ACReSAL is a World Bank-financed project designed to tackle the pressing issues of land degradation and climate change in 19 states of Northern Nigeria.

    The distribution of the food items to the victims is to be done in collaboration with the Village Head (Ndalile of Mokwa), Mohammed Shaba.

    The state government, which on Tuesday put the death toll at 208 with 84 missing, said yesterday that 13,354 people were impacted by the flood.

    Vice-President Kashim Shettima, who represented President Tinubu, was on arrival in Mokwa received by Deputy Governor Yakubu Garba; some senior state officials, the Ndalile of Mokwa and the Etsu Nupe, Yahaya Abubakar.

    Information and National Orientation Minister Mohammed Idris and Minister of State for Agriculture and Food Security, Sen. Aliyu Sabi Abdullahi – both from Niger State –  accompanied the Vice-President.

    Shettima did an aerial inspection of the flood-affected areas.

    Addressing the people, Shettima said: “His Excellency, President Tinubu, sends his heartfelt condolences and stands in solidarity with you during this trying time.

    “He has directed immediate action to assess the damage and provide the necessary support to aid your recovery.

    “We will rebuild. We will restore the vibrancy for which Mokwa is known. While this disaster is devastating, it will not define you.

    “The greatest honour we can give to those we have lost in this regrettable tragedy is our commitment to a future where such disasters are reduced through proactive measures and sustainable practices.

    “In times like these, we are reminded that a tragedy in one part of our nation is a sorrow shared by all.

    “The preservation of life, whether threatened by natural calamities or human actions, is a responsibility we all share,” he said.

    He described Mokwa as a town of national significance, whose loss is felt far beyond Niger State.

    “Mokwa has always stood as a vital crossroads in Nigeria’s geography and commerce. This makes your pain a shared national burden,” Shettima said.

    He added that the whole country mourns with the people and stands with them in their period of pain.

    The Vice President emphasised that beyond emergency aid, the Tinubu Administration was committed to a sustainable rebuilding plan that not only addresses the current devastation of the town but seeks to mitigate future disasters.

    He assured that ecological and environmental challenges in Mokwa must be met with sustainable solutions, not reactive measures.

    Shettima also revealed that he had directed the Niger Delta Power Holding Company to facilitate the installation of transformers in Mokwa to ensure steady electricity supply.

    He hailed the state government and relevant agencies for their prompt response to the disaster.

    Shettima, thereafter, made a symbolic presentation of relief items to selected families and inspected the flood-affected areas in the town.

    Governor Mohammed Bago, who is away in Saudi Arabia on a holy pilgrimage, was represented by Deputy Governor Garba.

    Garba, who has been in charge since the floods ravaged the town, thanked the Federal Government for its continued support.

    “Within 24 hours, NEMA (National Emergency Management Agency) was on the ground to assess the damage and begin the process of intervention.

    “We are grateful for the prompt action,” he said.

    Garba urged the Federal Government to also repair other bridges in Mokwa and the rail lines connecting the North and South that were affected.

    The governor also appealed for the rehabilitation of the Jaba-Mokwa-Bida road to ease transportation challenges.

    Secretary to the State Government (SSG) Abubakar Gawu said the Vice President’s presence had boosted the people’s morale.

    “Your visit has strengthened us,” Gawu told Shettima.

    Special Adviser to the Governor on Special Duties and Head of the state’s Response Centre, Murtala Bagana, provided details of the flood’s impact.

    He said that among the 13,354 people affected, 186 were injured and 4,534  were displaced.

    Bagana added that 265 houses, two major roads and five bridges were damaged.

    The Etsu Nupe, who chairs the state council of traditional rulers, commended President Tinubu’s intervention. 

    He said: “There is an ongoing road project bypassing Mokwa town, but because of compensation, the work has stopped.

    ‘’We appeal to the Federal Government to fast-track the project as it is making life unbearable for the people.” 

    He also appealed for the completion of the Mokwa-Brini-Gwari Kaduna Road, Lambata-Bida Road, Bida-Patigi Road, and Agaie-Match Boro Road.

    He further called for the deployment of an expert team to address ecological issues in Mokwa.

    The Etsu Nupe expressed his deepest condolences to the bereaved families and those whose properties were destroyed.

    Abubakar directed religious leaders, district and village heads in his domain, to pray to Almighty Allah to prevent the recurrence of such a tragedy.

    The Ndalile of Mokwa described the flood as a divine test.

    He expressed confidence that Mokwa would recover with continued support from the government at all levels.

    The founder of the Citadel Global Community Church, Pastor Tunde Bakare has explained why he visited President Bola Tinubu.

    Bakare explained that his conversation with the President focused on national development and the future of Nigeria. 

    He spoke after his courtesy visit to President Tinubu in Lagos, on Wednesday.

    The visit was revealed in a post by presidential aide, Bayo Onanuga, who shared a photo of the President with the cleric on his X handle.

    Bakare had, during an address in April at his in Lagos, called on President Tinubu to implement immediate and strategic interventions to steer Nigeria out of its mounting crises. 

    Bakare after his visit to the President noted that he looked forward to a peaceful and united Nigeria, calling for collaboration across regions to move the country forward.

    He said: “Well, my visit to President Tinubu is about how the country will go well. My life, personal vision is to see a nation that works in my life time, and those things I’ve discussed with Mr. President. They are not hidden things, but I’ve learnt that when you discuss with the person-in-charge, you leave it with him to do whatsoever he wills with whatever you’ve suggested.

    “I’ve had a private conversation with Mr. President, and I’m glad that he received me well. I trust that God will help our Nation.

    “I’d like to see a peaceful Nation, I’d like to see Nigerians be their brother’s keeper. I’d like to see good collaboration between the best of North and the best of the South, to steer Nigeria in the best direction.

    The visit reportedly focused on critical national issues and the state of the nation.

    Bakare was a former vice-presidential candidate to Muhammadu Buhari during the 2011 elections under the Congress for Progressive Change.

    In 2022, the fiery preacher obtained the N100 million presidential Expression of Interest and Nomination forms of the ruling All Progressives Congress.

    He, however, got zero votes at the party’s presidential primaries.

    President Bola Tinubu beat all the other aspirants to the ticket, polling 1,217 delegate votes.

    The Federal High Court in Abuja has been urged to restrain the 2007 presidential candidate of the African Democratic Congress (ADC), Patrick Okedinachi Utomi (also known as Prof. Pat Utomi) from further making public comments or engaging in rallies in relation to the subject of a suit pending against him over his announced plan to establish a shadow government in the country.

    The request is contained in a fresh application filed before the court on Wednesday by the State Security Service (SSS) following reports that Utomi, who is said to be abroad, has planned to engage in protests, road shows, media interviews and related activities upon his return to the country on June 6.

    The application seeks mainly, “an order of interlocutory injunction, restraining the defendant/respondent (Utomi), his agents, privies, associates, servants, workers or any person acting through him from staging road shows, rallies, public lectures or any form of public gathering, newspaper publications, television programs, jingles or any other public enlightenment programme (s) aimed at sensitizing, instigating, propagating or in any way promoting the purported “shadow government/shadow cabinet” or its objectives or goals with the view to establishing the said “shadow government” pending the hearing and determination of this substantive suit.”

    The grounds for the application, according to the SSS’ legal team, led by Akinlolu Kehinde (SAN), includes that, if not restrained, Utomi’s proposed raliies, road shows and actions “constitute a serious threat to the public order, safety and national unity of the Federal Republic of Nigeria. “

    The SSS added that as the agency statutorily empowered to safeguard the internal security of the country and prevent any threats to lawful authority of the Federal Republic of Nigeria and its constituent institutions, it was incumbent on it to forstal any threat to public order, safety and national unity.

    It stated that before it filed the substantive suit, marked: FHC/ABJ/CS/937/2025 Utomi had,  through public statements, social media and other platforms engaged in statements and actions aimed at undermining the outcome of the case now pending  before the court, and which he is aware of. 

    The SSS said it gathered through monitoring and intelligence reports that Utomi, who is out of the country and is due to return on June 6 plans “to stage road shows and rallies under the guise of freedom of speech and association in a bid to cause public discontent in furtherance of his establishment of the purported ‘shadow government/shadow cabinet.’ 

    The plaintiff added, in a supporting affidavit, that Utomi’s intention “is to stage road shows and rallies that are capable of drawing a large number of Nigerians with intent that will cause huge disruption of peace, breakdown of public order, enable riots and violent protests just as the recent “End SARS” protests in 2020. 

    “All the planned protests, riots and agitations that will ensue, if the purported actions of the defendant/respondent are not stayed, may lead to mayhem with a potential for anarchy, toss of lives and property. 

    “The proposed allies, road shows and actions of the Defendant/Respondent constitutes a serious threat to the public order, safety and national unity of the Federal Republic of Nigeria.”

    The SSS stated that on May 26  during the fourth edition of the Topaz Lecture Series, themed “Shadow Government: A Distraction or Necessity”, hosted by the University of Lagos (UNILAG) Mass Communication Class of 1988 Alumni Association, Utomi made statements, capable of undermining the pending suit.

    It added that the statements, widely publicized by various national newspapers and on social media platforms, Utomi defended the creation of the purported shadow government and further stated that if the suit succeeds in favour of the SSS, himself and his group shall adopt a different name. 

    The SSS added that Utomi “has been served with the originating process in this suit and has entered appearance vide his Counsel Prof. Mike Ozekhome (SAN) since 20 May, 2025. 

    “The defendant/respondent (Utomi) is aware of the pendency of this action before this Honourable Court as he has been served with the originating process in this suit by courier as ordered by this honourable court. 

    “Unless this honourable court intervenes by granting this application, the defendant/respondent’s acts may foist a fait accompli on the court. 

    “It is in the interest of justice, national security, and the rule of law for this honourable court to grant this application,” the SSS said. 

    Speaking shortly after filing the fresh application, SSS’ lawyer, Akinlolu Kehinde (SAN) explained the rationale behind his client’s decision to approach the court.

    Kehinde said: “We, as counsel to the SSS have just filed an application seeking interlocutory injunction against the defendant and his group pending the determination of the substantive suit. The application, being a public document can be obtained from the registry of the honourable court.

    “It is good that as members of the 4th estate of the realm you are keeping watch over the case filed against the formation of “Shadow Government” by Prof. Pat Utomi and his group. 

    “The civil suit, as you are aware, was filed by the State Security Service (SSS) in consonance with its statutory mandate of ensuring internal peace and avoidance of any form of insurrection and treasonable felony against the democratically elected government in the country.

    “This fresh application is premised on the fact that despite the pendency of the substantive action, the service of same on the defendant and the entry of appearance to same by his Counsel, Mike Ozekhome, SAN, the defendant has continued to make inflammatory statements capable of igniting chaos in the country instead of abiding by the hallowed principle that civilized parties before the court are expected to maintain the status quo pending the determination of the substantive matter.

    “What our client has submitted to the court is for the interpretation of the Constitution whether any form of government by whatever nomenclature can be formed or allowed outside the Constitution.

    “Furthermore, our client is not interested at arresting anybody in respect of this matter having on its own accord submitted itself to the jurisdiction of the honourable court to interpret the Constitution and determine the legality or otherwise of the ‘Shadow government’ or any other nomenclature that it may be so named.

    “It must be pointed out that our client under its current leadership is a very civilized organization with absolute confidence in the rule of law and that is why, it or any of its personnel will always approach the court of law whenever it feels that there is any infraction on its statutory duties by anyone or the rights of its personnel. Let the court have the final say.

    “Gentlemen, we must all ensure that constitutional democracy and the rule of law have its way in Nigeria,” Kehinde said.

    In a daring and surprise raid, tactical teams of the Department of State Services (DSS) with back up from the Nigerian Military, have degraded about 45 bandits around Kuchi town, Munya LGA, Niger State, The Nation gathered on Wednesday. 

    The operation, which was carried out in a stealth manner, marks yet another victory in the sustained offensives against bandits in the area. 

    Security sources revealed the DSS had with clear precision followed the trail of the bandits and prevented an invasion on the villages to orchestrate massive attacks, planned by kingpin Dogo Gide, and other bandits loyal to him.

    According to the sources, intelligence diligently acquired from the agency’s renewed covert efforts revealed that the terrorists who were from Bilbis forest, Maru LGA of Zamfara State and some parts of Kaduna State were invited by Gide to attack villages in the Kuchi area. 

    “In the early hours of Monday, 2nd June 2025, bandits from Kaduna and Zamfara States, numbering about 100, heavily armed with sophisticated weapons, advanced towards Kuchi town in Munya LGA.

    “However, operatives launched a surprise attack and waylaid the bandits in the outskirts of Kuchi town. The operatives engaged the fleeing dissidents in a gun duel, which saw the elimination of the bandits, with several injured and motorcycles and ammunition recovered. 

    “Meanwhile, the reports also indicate that five of the DSS operatives sustained severe injuries and are currently hospitalised.

    “This ambush which is a part of sustained offensives against the bandits, followed the earlier decimation of over 50 bandits, has dealt a heavy blow on Dogo Gide who in the past months has been losing huge territories to the superior firepower and covert disruptions by operatives deployed to these troubled spots.

    “Serious heat has been turned on them, and we hope they will be sustained. We pray that these efforts, by the SSS that appear quite new and aimed at saving our communities from the bandits, will continue,” a source said. 

    This success, which comes just after the dislodgement of several bandits by operatives of the agency, in the same LGA, will bring relief to the local communities.

    The Presidency yesterday challenged opposition leaders and other critics of President Bola Ahmed Tinubu to articulate alternative solutions to the nation’s problems.

    It advised them to highlight “alternative strategies they would propose in contrast to this administration’s extensive list of significant achievements currently benefiting Nigerians in real-time.”

    Frowning at their deliberate attempt to find faults and trade in deceit, the Presidency urged the opposition leaders to shun disinformation, desist from spreading fake news and avoid over-reliance on deceptive Artificial Intelligence (AI) videos.

    The Presidency, in a statement by the Special Adviser to the President on Media and Public Communications, Mr. Sunday Dare, cautioned against the danger of peddling falsehood against the government that is serving Nigerians with diligence.

    It was in reaction to a statement by a faction of Afenifere, the pan-Yoruba socio-political group, which accused the Tinubu Administration of economic regression, democratic backsliding, and mismanagement.

    The faction went to the press without authorisation from the Afenifere Leader, Pa Reuben Fasoranti, who had applauded President Tinubu for his achievements and offered constructive advice as the Yoruba leader and statesman.

    Following the death of Afenifere’s substantive deputy leader, Chief Ayo Adebanjo, who had declared himself Afenifere leader, Oba Oladipo Olaitan, the traditional ruler of Alaago-Ijesa, became the leader of the splinter Afenifere.

    In contrast to the position of Afenifere led by Pa Reuben Fasoranti, the Olaitan group has consistently criticised the Tinubu Administration in the name of the Yoruba socio-cultural organisation.

    Faulting the factional group’s assertion about a lack of commitment to state police, the Presidency said the initiative is a complex matter, which can only be implemented with caution in the light of the prevailing national circumstances.

    It said: “The issue of the state police is more complex than the oversimplified approach of the factional Afenifere’s statement.

    “Every administration policy is subject to security impact assessment before implementation, and there is a difference between the state police being widely advocated and a police state that critics may blame the Federal Government for if implemented without caution.”

    The state police idea has reached a high point with all the governors through the National Economic Council (NEC) headed by Vice President Shettima, endorsing it.

    But the modalities, it was learnt, are being worked out.

    The Presidency also dismissed the factional group’s claims as “prejudiced” and “unsupported by facts”.

    It said the claims echoed the sentiments of the opposition figures the group openly supported during the 2023 general election.

    Dismissing the subjective analysis of the faction, the Presidency said: “Under the Renewed Hope Agenda of President Bola Tinubu, Nigeria’s comeback story is firmly underway.”

    It added: “A balanced assessment based on available data reveals a more objective and progressive picture.”

    On the economy, the Presidency pointed to significant fiscal reforms, including the removal of fuel subsidies and the unification of exchange rates.

    Acknowledging the controversies the policies stirred, it explained that the steps saved the country over $10 billion in 2024, boosted foreign reserves to $38.1 billion, and led to a trade surplus of N18.86 trillion.

    The Presidency said “inflation, though high, is beginning to moderate,” noting that the annual inflation rate dropped to 23.71 per cent in April 2025 from 24.23 per cent the previous month, with food inflation easing slightly.

    He highlighted the initiatives rolled out to cushion the effects of reforms: over 5.7 million households benefiting from cash transfers, 900,000 receiving grants and loans under the Presidential Intervention Scheme, 600,000 accessing student loans, and a new minimum wage of N70,000. The NYSC monthly stipend was also raised from N33,000 to N77,000.

    On transport and energy reforms, the Presidency alluded to the distribution of free CNG kits to thousands of drivers and the rollout of CNG buses in partnership with state governments, which led to a decline in transport costs.

    Other achievements listed include: over $10 billion in FX backlog cleared, 60 per cent increase in federation account allocations to states, N50 billion released to end university union strikes, revitalisation of over 1,000 primary healthcare centres, and digital infrastructure projects connecting more than two million Nigerians.

    The Presidency also highlighted macroeconomic milestones: 3.84 per cent GDP growth in Q4 2024, over $50 billion in foreign direct investment (FDI) commitments, an increase in net foreign reserves from $3.99 billion to $23.11 billion, and significant inflows into solid minerals and oil and gas sectors.

    On the cost of governance and the Oronsaye Report, which recommends the merger of redundant government agencies, the Presidency said that while full implementation is pending, the administration has shown fiscal prudence.

    It added: “The fiscal deficit was reduced from 5.4 per cent of GDP in 2023 to 3.0 per cent in 2024, and the debt service-to-revenue ratio dropped from nearly 100 per cent in 2022 to under 40 per cent by 2024.”

    The Presidency explained that the government also raked in over N6 trillion in revenue in the first quarter of this year, aided by the removal of Ways and Means advances and subsidies.

    Rejecting the accusations of prebendalism and elite favouritism, the Presidency drew attention to the anti-corruption efforts, including the suspension of a minister in January 2024 and the activities of the Economic and Financial Crimes Commission (EFCC), which secured a record 4,111 convictions and recovered N364 billion in 2024.

    It also pointed to the landmark forfeiture of an Abuja estate comprising 753 housing units, now under the Federal Ministry of Housing’s control.

    On democratic institutions, the Presidency rejected the factional Afenifere’s claim that the Tinubu Administration is fostering “totalitarianism” and eroding democratic checks and balances.

    It said the Supreme Court had upheld opposition victories in states like Kano, Plateau, and Abia,” adding that the judgments are proof of judicial independence.

    The Presidency also faulted the claims of government complicity in cracking down on peaceful protests or manipulating the electoral process through partisan appointments.

    On national security, it said over 13,500 terrorists and bandits were neutralised, and 7,000 were arrested within the past year.

    The Presidency added: “Farms have reopened, and rural communities are returning to productivity.”

    It said President Tinubu had demonstrated inclusivity through the creation of six regional development commissions to accelerate localised growth.

    On the broader political climate, the Presidency described as “baseless” allegations that the administration is meddling in opposition affairs and trying to stifle dissent ahead of the 2027 general election.

    It alluded to the improved international ratings, including Moody’s upgrade from Caa1 to B3 and Fitch’s credit rating bump, as validation that President Tinubu’s reforms are gaining traction.

    The Presidency added: “The government is not oblivious to the hardships Nigerians are going through, but the signs of recovery are real.

    “The administration is working with urgency to deliver more tangible results.

    “Afenifere faction sees the cup as half empty, whereas the facts show the cup is half full — and filling steadily.

    “From stabilising the naira and curbing inflation, to reducing debt burdens and expanding access to education and health, the Tinubu Administration is delivering bold reforms with real results.

    “Under President Tinubu’s leadership, Nigeria is turning the corner.

    “The comeback story is far from over — but it is firmly underway.”
