    Netanyahu seeks defectors after failing to secure majority

     

     

    Israeli Prime Minister Benjamin Netanyahu’s right-wing bloc appears to have failed to secure a parliamentary majority in Monday’s general election.

    With 99% of votes counted, Netanyahu’s Likud party was on track to win 36 seats, and allied right-wing and religious parties another 22.

    That would leave them three short of a majority in the 120-seat Knesset.

    Likud is encouraging defections from the rival centrist Blue and White alliance, which is set to win 33 seats.

    The nationalist Yisrael Beitenu party could also tip the balance with its seven seats, although it has ruled out joining a Likud-led coalition that includes religious parties.

    The Joint List representing Israel’s Arab minority is set to come third with 15 seats.

    The election was Israel’s third in less than a year. Neither of the main party leaders was able to command a majority following the last two rounds.

    Netanyahu, 70, is Israel’s longest-serving prime minister. He is seeking a record fifth term, having been in office from 1996 to 1999 and again from 2009.

    During the election campaign he presented himself as the only candidate who could guarantee the country’s security, despite facing a trial this month on corruption charges that he denies.

    He also pledged to annex Jewish settlements and other land in the occupied West Bank that the Palestinians want as part of a future state – in line with the peace plan unveiled by US President Donald Trump in January. The settlements are widely considered illegal under international law, though Israel disputes this.

    FORMER Vice President Joe Biden has won nine of the 14 states that voted to pick a Democratic presidential candidate in Super Tuesday, a remarkable rebound for his campaign.

    He overturned predictions to narrowly take the key state of Texas from his main challenger, Bernie Sanders.

    However, Sanders is projected to win California – the biggest prize of the night – as well as three other states.

    They lead the race to face Republican President Donald Trump in November.

    Former New York mayor Michael Bloomberg spent more than $500m (£390m) of his own money on his campaign, but he did not win a single state. And Senator Elizabeth Warren, once the frontrunner in the race, suffered a humiliating defeat to Biden in her home state of Massachusetts.

    Super Tuesday awards more than 1,300 of the 1,991 delegates needed to clinch the Democratic White House nomination in July.

    As things stand, Biden has 402 delegates and Sanders 314. However, results from California, which has 415 delegates, could affect the current standing.

    Only last month, Biden’s campaign was all but written off by some observers after he finished a poor fourth in the Iowa caucuses and fifth in the New Hampshire primary.

    But on Tuesday, Biden won Texas – the second biggest state with 228 delegates – along with Massachusetts, Minnesota, Oklahoma, Arkansas, Alabama, Tennessee, North Carolina and Virginia.

    Maine, which has 24 delegates, is also yet to declare but partial results put Biden slightly ahead of Sanders.

    Virginia and North Carolina are crucial because they are key swing states in the 2020 election.

    Exit polls across the board suggested Biden – who was vice-president to Barack Obama – attracted large majorities of African-American voters, a crucial bloc for the Democratic party.

    Biden, 77, also appears to have won among the type of suburban voters who pollsters say have been turning away from the current US president.

    “We are very much alive,” Biden told a crowd in Los Angeles. “Make no mistake about it, this campaign will send Donald Trump packing.”

    If Sanders, 78, does win California, as the Associated Press news agency projects, he will pick up the lion’s share of the whopping 415 delegates that the Golden State sends to the party convention.

    The left-wing senator also won his home state of Vermont, along with Colorado and Utah.

    Sanders had been heavily favoured to win Texas, but it was finally claimed by Biden.

    In a victory speech, Sanders lambasted Trump, but also took a shot at Biden.

    “We’re taking on the political establishment,” he said. “You cannot beat Trump with the same-old, same-old kind of politics.”

    Nigerian professionals based in the Diaspora have been urged to change their negative perception about their country and return home to take on the huge responsibility of building the Nigeria of their dream.

    Oyo State Governor Seyi Makinde, former Anambra State Governor Peter Obi, former Senate President Anyim Pius Anyim and Chairman of Nigerian Nigerians in Diaspora Commission Mrs. Abike Dabiri-Erewa, among others, gave the challenge at Tampa, Florida in the United States.

    The speakers, who spoke at the third annual conference of the Nigerian-American Business Forum, said every great country was built by some people, but usually those in the Diaspora.

    Obi, who was a keynote speaker on the theme: “Improving Nigeria’s Economy: opportunities and challenges’ said: “This is a clarion call for all Nigerians in the United States to translate their skills and know-how to building Nigeria like the Jews, Indians and Chinese did.

    “There is an opportunity in Nigeria when it comes to investment that is not anywhere in the world. Channel your investment back into the country; be part of the change at home. We have no other country to call ours except Nigeria,” Obi said.

    Urging NABF to focus on Nigeria and help turnaround the economy, however, he challenged the Nigerian government to create the right environment that supports businesses to thrive.

    Anyim, who was also a former Secretary to the Government of the Federation, warned those in the Diaspora that “if you don’t come back to build Nigeria, it will wait for your children. America was built and so, Nigeria must be built.”

    He urged the Diaspora investment group to partner with the governments to formulate and implement policies that attract and protect their investments.

    Mrs. Dabiri-Erewa, on her part, said: “Nobody can ignore the Nigerians in the diaspora because Nigerians are the best wherever they are found anywhere in the world.

    “We have the best doctors in the world but just look at the state of our hospitals; it is a shame. So no more excuses, you have the best engineers and you now have the Diaspora Commission. Let’s join hands to build the Nigeria of our dream.”

    Ms. Jane Castor, Mayor of the City of Tampa, Florida, said Nigeria was in a position to recreate itself adding that there should be a strategic plan to resuscitate the economy and build the country to a great nation.

    Makinde, while delivering his keynote speech, also showcased how his administration was changing the governance landscape of Oyo State, and presented the investment opportunities in the areas of agriculture, tourism, housing, education

    The governor said himself, being a diaspora, had realised that those in the diaspora had a major role to play if Nigeria must realise its development potential .

    To ensure the realisation of its billion dollars projects in Nigeria, NABF also unveiled the American Nigerian (AMNI) Bank to fund any investments being undertaken by those in the Diaspora to the tune of $3 billion and at a low interest rate.

    Dr. Leo Egbunjobi, Chairman of AmNi Bank said the bank had a vantage position to leverage on the huge liquidity the Diaspora Nigerians move to the country so as to solve the problems of funding that many Diaspora usually faced.

    NABF Chairman Dr. Afolabi Andu said Nigerians in the diaspora represented the largest contributors to the country’s economy with an annual average investment of $25 billion.

    Andu said the resolve of NABF to rebuild Nigeria “is not wishful thinking, but an affirmation of our unshaking commitment towards the retaliation of a dream for a formidable Nigeria. We are here gathered to chart a pathway for the realisation of this vision”.

    Nigeria’s Ambassador to the United States, Justice Sylvanus Nsofor (retd) said Nigeria’s problems were no doubt the responsibility of Nigerians but urged the diaspora “to use this forum to translate, therefore, into increased opportunities for investment into Nigeria and provide opportunities in various endeavours”.

    Poland announces first confirmed new coronavirus case

    Poland on Wednesday announced its first confirmed case of the new coronavirus, highlighting the disease’s spread around the world in spite of health officials’ efforts to contain it.

    Health Minister, Lukasz Szumowski, said that the patient is feeling well and is being treated in a hospital in Zielona Gora in the west of the country.

    “The patient recently visited Germany.

    The patient’s family, and people the man had contact with, are being quarantined,’’ the minister said.

    In total, 500 people are being currently quarantined in Poland, while 68 people suspected of having contracted the virus are treated in hospitals.

    Tens of thousands of people around the world have contracted the new strain of coronavirus, which began spreading in the industrial hub of Wuhan, China, in December.

    The WHO reiterated, this week, that it is not a foregone conclusion that the virus will keep spreading.

    However, in spite of efforts, new cases keep popping up.

    WHO said the bulk of the cases remain concentrated in five countries: China, Japan, Iran, Italy and South Korea.

    Chinese researchers discover two subtypes of coronavirus

    Chinese researchers have discovered two subtypes of the novel coronavirus with different virulence, Beijing Daily reported Wednesday citing Chinese Academy of Sciences.

    The researches have examined 103 coronavirus specimen and discovered that it underwent 149 mutations an evolved into two subtypes – S-and L-type.

    These subtypes were discovered in 101 specimen, and 70% of those were L-type, while 30% were S-type.

    The L-type is more virulent, the research says.

    The S-type coronavirus resembles more the virus found in bats.

    The researchers believe that the S-type is an “old” version of the coronavirus.

    During the early days of the outbreak in Wuhan, the L-type was widespread, but after the first week, its incidence reduced.

    A pneumonia outbreak caused by the COVID-19 virus (previously known as 2019-nCoV) was reported in China’s Wuhan, a large trade and industrial center with a population of 12 million, in late December.

    The World Health Organization (WHO) declared the new coronavirus outbreak a public health emergency of international concern, describing it as an epidemic with multiple locations. Besides China, major coronavirus outbreaks have been reported in South Korea, Iran and Italy. More than 70 countries, including Russia, have reported confirmed coronavirus cases.

    In China, which accounts for the majority of the novel coronavirus cases, the death toll is nearing 3,000, while almost 80,000 people have been infected and another 50,000 have recovered. According to the WHO, the number of coronavirus sufferers outside China has exceeded 10,500 and more than 160 have died.

    Iran has temporarily released more than 54,000 prisoners in an effort to combat the spread of the new coronavirus disease in crowded jails.

    Judiciary spokesman Gholamhossein Esmaili told reporters that the inmates were granted furlough after testing negative for Covid-19 and posting bail.

    “Security prisoners” sentenced to more than five years will not be let out.

    The jailed British-Iranian charity worker Nazanin Zaghari-Ratcliffe may be freed soon, according to a British MP.

    Tulip Siddiq cited the Iranian Ambassador to the UK as saying that Ms Zaghari-Ratcliffe “may be released on furlough today or tomorrow”.

    Her husband said on Saturday that he believed she had contracted Covid-19 at Tehran’s Evin prison and that authorities were refusing to test her.

    But Mr. Esmaili insisted on Monday that Ms Zaghari-Ratcliffe had subsequently been in contact with her family and “told them about her good health”.

    Ms Zaghari-Ratcliffe was jailed for five years in 2016 after being convicted of espionage charges that she has denied. The UK has also insisted she is innocent.

    A Foreign Office spokesman said: “We call on the Iranian government to immediately allow health professionals into Evin prison to assess the situation of British-Iranian dual nationals there.”

    There have been more than 90,000 reported cases of Covid-19 worldwide and 3,110 deaths since the disease emerged late last year – the vast majority in China.

    The outbreak in Iran has killed at least 77 people in less than two weeks.

    Yesterday, the health ministry said the number of confirmed cases had risen by more than 50% for the second day in a row. It now stands at 2,336, although the real figure is believed to far higher.

    Cases linked to Iran have also been reported by Afghanistan, Canada, Lebanon, Pakistan, Kuwait, Bahrain, Iraq, Oman, Qatar and the United Arab Emirates.

    A number of senior Iranian officials have contracted the virus. Among the latest is the head of the emergency medical services, Pirhossein Kolivand.

    Twenty-three of the 290 members of parliament have also tested positive.

    On Monday, a member of the Expediency Council, which advises Supreme Leader Ayatollah Ali Khamenei, died as a result of Covid-19 in Tehran. State media said Mohammad Mirmohammadi, 71, had a close relationship with Ayatollah Khamenei.

    At a tree-planting ceremony to mark World Wildlife Day yesterday, the supreme leader urged the public to observe the health ministry’s hygiene guidelines and ordered all government bodies to provide any necessary help to the health ministry.

    Ayatollah Khamenei also insisted Iranian authorities were not concealing information about the scale of the problem, saying: “Our officials have reported with sincerity and transparency since day one. However, some countries where the outbreak has been more serious have tried to hide it.”

    Iran’s outbreak, he added, “will not last long in the country and will pack up”.

    Meanwhile, Health Minister Saeed Namaki said a nationwide screening campaign would begin on Wednesday.

    Teams will visit patients who are suspected of being infected with Covid-19 and who do not have access to medical services.

    A team of experts from the World Health Organization (WHO), who arrived in Iran on Monday, is supporting local health authorities.

    The WHO said they would “review readiness and response efforts, visit designated health facilities, laboratories and points of entry, and provide technical guidance”.

    The plane carrying the experts also contained a shipment of medical supplies and protective equipment to support more than 15,000 healthcare workers, as well as enough laboratory kits to test and diagnose almost 100,000 people.

    President Muhammadu Buhari has indicated that stronger diplomatic ties with Hellenic Republic and Republic of Cuba will bolster Nigeria’s ongoing efforts at diversifying the economy, improving global competitiveness and repositioning the country to play more leading roles.

    His spokesman Mr. Femi Adesina, in a statement in Abuja, quoted Buhari as stating this when he received Letters of Credence from the Ambassador of Hellenic Republic to Nigeria, Monsieur Loannis Plotas, at the Presidential Villa, Abuja.

    The Nigerian leader said the long standing diplomatic and business relations with the country would be strengthened for mutual benefit, noting that most global challenges will need collective efforts for lasting solutions.

    In his remarks, Plotas said business ties between Nigeria and Hellenic Republic, also known as Greece, had been long, particularly the flour mills that employed about 50, 000 Nigerians at some point in the country’s history.

    “I am very proud to be my country’s ambassador at such a historic moment when we will be celebrating the 60th anniversary of Nigeria, while my country will be celebrating its 200 years anniversary this year,’’ he said.

    The ambassador told the President that he would continue to support and project Nigeria across Europe, at every opportunity, while sharing its expertise in agriculture with institutions and individuals in the country.

    While receiving the Letters of Credence of the Ambassador of Cuba to Nigeria, Clara Margarita Pulido Escandell, Buhari said the cultural similarities between both countries should serve as impetus for working together, especially on trade.

    He noted the support Nigeria continued to receive at international forums from Cuba for many years, assuring that the bilateral relations would be strengthened.

    At another ceremony, Buhari assured the Ambassador of Equatorial Guinea, Francisco Edu Ngua Mangue, that Nigeria had taken measures to secure the Gulf of Guinea, following his meeting with President Teodoro Obiang Nguema Mbasogo.

    The President also received Mangue’s Letters of Credence.

    The ambassador said it was worrisome that the insecurity at the Gulf of Guinea had persisted, adding that Mbasogo had called for joint efforts to tackle the challenge.

    AU organises PIDA regional consultation workshops

    THE African Union Commission (AUC) has organised two regional consultation workshops for project selection process of the second phase of the Programme for Infrastructure Development in Africa (PIDA), also known as PIDA PAP 2.
    The three-day workshop for Central Africa, held from February 25 – 27, 2020, was aimed at providing member states and RECs with the training and tools to prioritise gender-inclusive, environment-friendly, and spatially connected infrastructure projects that will create jobs and economic opportunities for the African people.

    The workshop for West African member states and their specialised institutions was also held from February 26 – 28.

    The workshops for other regions will soon be held.
    The PIDA, identified as a key strategic framework for the development of regional infrastructure by Agenda 2063, has developed the integrated corridor approach framework as part of the Priority Action Plan 2 (PAP2), which captures specific goals of addressing youth employment and education, strengthening gender-inclusive socioeconomic development, environmentally sustainable communities and economies, and regional connectivity through world class infrastructure linking people, markets, and facilitating trade, as outlined by Agenda 2063 Aspirations 1, 2, and 6.

    The first regional consultation workshop was launched in Libreville, Gabon for Central African member states and RECs.

    Mr. Guichard Tsangou, on behalf of the Secretary-General of the Economic Community of Central African States (ECCAS), highlighted “the strategic framework 2025 of Central Africa Region, emphasised the critical role of infrastructure to connect countries, facilitate trade within the region and support sustainable development”.

    “It is within this context that ECCAS welcomes PIDA PAP2 and the integrated corridor approach and expresses its willingness to work with the African Union to select projects that respond to the needs of the region,” Tsangou said.

    ECOWAS Commissioner for infrastructure H.E. Mr Pathe Gueye and ECOWAS Commissioner for Telecommunications and Information Technologies H.E. Dr. Zouli Bonkoungou, were in attendance at the opening ceremony for the West African regional consultation.

    Commission, in his opening speech, highlighted the importance of workshop for the delegates as the opportunity to take stock of the parameters and selection criteria and to familiarise themselves with the projects submission tools that will be made available to them.

    “ECOWAS and its member states will be able to identify priority projects according to the selection criteria and submit their proposals to the AUC with the support of the Task Force. In the meantime, the AUC will pursue advocacy at the highest level to promote the development of infrastructure as well as the related political and regulatory frameworks necessary to achieve the objectives of the African

    Continental Free Trade Area and improve the lives of African populations. The AUC will work with AUDA-NEPAD, RECs, AfDB, and UNECA to deliver the next phase of PIDA with the utmost diligence,” he said.

    Gueye acknowledged the collaborative effort from the different partner institutions to make possible the positive changes driven by the PIDA in the region.

    He stated: “It should be noted that West Africa has been a major beneficiary of PIDA thanks to the financial support for the implementation of major projects in the infrastructure sector. I would also like to pay tribute to the African Development Bank, our bank for the decisive role in the implementation of the PIDA PAP in general and in the development of West Africa in particular by financing projects in all sectors.”

    The capacity building workshop is designed to provide administrative support and the know-how to member states and RECs on the project identification, consolidation and selection processes so that the projects selected reflect the integrated corridor approach and work towards a more prosperous Africa. Member states will first propose projects to their RECs, who will take the projects’ key information and fill out forms provided for the screening process. The forms are expected to be complete and submitted to the Task Force members in the coming months after the workshops so that the Task Force members are able to analyse, score and prioritise the proposed projects according to the eligibility and project selection criteria.

    Once the project selection process is complete and the PIDA PAP2 is developed, it will then be submitted to the African Heads of State and Government for adoption during the AU Summit in January 2021.

    Ultimately, 58 projects are expected to be selected – 10 projects per the Northern

    African, West African, Central African, East African and Southern African regions, and one additional project for each of the eight Islands states. The sectoral requirement is expected to be filled as at least one project in each region is to be part of the transport, energy, ICT or trans-boundary water resources sectors.

    Member states in attendance at the West African workshop were Benin, Côte d’Ivoire, The Gambia, Ghana, Guinea, Guinea-Bissau, Mali, Niger, Nigeria, Sierra Leone and Togo.
    The continental and regional organisations were the AUC, AUDA-NEPAD, AfDB, ECOWAS, WAPP and PPDU.

    PIDA, an African Union Commission (AUC) initiative, in partnership with the NEPAD Planning and Coordinating Agency (NPCA), the African Development Bank and the United Nations Economic Commission for Africa, aims to accelerate infrastructure development across the continent.

    Turkey downs Syrian fighter jet, intensifies Idlib attacks

    Turkey has shot down a Syrian fighter jet over the embattled northwestern province of Idlib, where Ankara supports militant groups fight against the government of President Bashar al-Assad.

    The Defense Ministry said in a statement on Tuesday that Turkish F-16 jet had downed an L-39 type warplane belonging to the Syrian government.

    Syria’s SANA news agency confirmed that a Syrian government plane had been “targeted” in the Idlib region. Turkey shot down two more Syrian aircraft on Sunday.

    The so-called Syrian Observatory for Human Rights (SOHR) reported that the plane was brought down by a Turkish F-16 and crashed to the ground in a government-held area south of Idlib.

    The UK-based monitoring group said that the fate of the crew was not immediately clear.

    Separately, SANA said Syrian government forces had eliminated the Turkish-backed terrorist groups from the villages and towns of Joubas, Trinbeh, Dadikh, and Kafr Batikh in Saraqeb area, Idlib’s southeastern countryside.

    On Monday, Syrian army soldiers and their allies entered the strategic city of Saraqeb after violent clashes with the extremists and severely hitting their positions and fortified lines.

    Saraqeb has a strategic significance as it overlooks the 450-kilometer M5 highway. The highway starts in southern Syria, near the border with Jordan, and runs all the way north to the city of Aleppo near the Turkish border.

    Since 2012, the M5 had been controlled by militant groups. Syrian government forces started regaining parts of the highway in 2014, but they were only able to take full control during the latest offensive.

    Syrian army troops and their allies established control over the highway on February 10 after dealing heavy blows to Takfiris south and west of Aleppo.

    Syria’s ongoing offensive in Idlib was launched in August 2019 to oust terrorists from their last major bastion in the Arab country after repeated attacks on Syrian and Russian positions.

    Under a deal reached between Turkey and Russia in the Black Sea resort of Sochi in September 2018, Turkish troops were deployed in Idlib and set up observation posts there.

    The agreement required Ankara to oust Takfiri terrorists from the northwestern Syrian province. But, more than a year into the Sochi deal, terrorists rule supreme in Idlib in close proximity to the Turkish troops.

    Turkey has deployed massive troops and military equipment in recent weeks to stop Syrian troops from advancing to oust the terrorists.
