    World leaders begin plenary speeches at COP29 climate summit

    Dozens of world leaders are set to give speeches at the UN’s Climate Change Conference in Azerbaijan yesterday, setting the tone for the two-week negotiations.

    Among others, UN Secretary General António Guterres is expected to speak. Representatives from almost 200 states are attending the summit, known as COP29, in Azerbaijan’s capital Baku, which got under way on Monday.

    They are to discuss how to contain the climate crisis and mitigate its consequences, which include more frequent and severe flooding, cyclones, forest fires, heatwaves and droughts.

    The summit also aims to address new financial commitments to poor countries that are particularly affected by climate change.

    Some international leaders have decided to miss the conference, including French President Emmanuel Macron, European Commission President Ursula von der Leyen and Brazilian President Lula da Silva, whose country is to take over the COP presidency in 2025.

    Belarusian President Alexander Lukashenko yesterday criticised the leaders of rich countries for skipping the climate talks under way in Azerbaijan’s capital and said the climate crisis is being exacerbated by conflicts around the world.

    “The people who are responsible for this are absent,” admonished the strongman leader and close ally of Russian President Vladimir Putin in a speech on the second day of the UN climate talks in Baku.

    Ghana’s main opposition leader Mahama tipped to win presidential election

    Opinion poll yesterday showed that Ghana’s main opposition leader John Dramani Mahama may win the presidential election.

    The poll placed him ahead of his main challenger, ruling party candidate Muhamudu Bawumia.

    Former president Mahama, 65, and current Vice President Bawumia, 60, are the two main contenders for the Dec. 7 election to replace President Nana Akufo-Addo, who is stepping down in January after two terms as president. Eleven other candidates are also running.

    Global InfoAnalytics, an Accra-based research group, released poll results yesterday that saw Mahama winning 52 per cent, followed by 41.3 per cent for Bawumia. The poll has a 1.9 per cent error margin.

    It found that voters were mainly concerned about the economy, jobs, education and infrastructure.

    Mahama invested heavily in infrastructure during his 2012-17 presidency, when he faced criticism for power shortages and economic instability.

    His government was also embroiled in corruption allegations, although Mahama was never directly accused.

    He is running again as the candidate of the main opposition National Democratic Congress (NDC).

    Bawumia, an economist and former central banker, is running for the ruling New Patriotic Party (NPP), which grappled with Ghana’s worst economic crisis in a generation.

    Both candidates have presented plans to boost the economy and improve livelihoods.

    The world’s second-largest cocoa producer, Ghana defaulted on most of its 30 billion dollars external debt in 2022 after years of overstretched borrowing.

    Akufo-Addo’s government secured a 3-year, 3 billion dollars bailout from the International Monetary Fund in 2023 and is now on the final lap of a painful process required for the money to be disbursed.

      The Economist Intelligence Unit predicted an NDC win in October due to the NPP’s economic record. Fitch Solutions published a similar forecast that month.

    Both Mahama and Bawumia are from northern Ghana, a historic NDC stronghold where the NPP has been making inroads.

    The proposed creation of two seats for Africa on the Security Council of the United Nations (UN) will broaden the leadership of the global peace body and engender greater commitment among member nations, Helluva News, the international pan-African online platform publishing in Spanish, has said.

    In a statement issued by the publishers of Helluva News, Mr. Etcetera Ejikeme, such move is not only timeous, coming after 79 years since the creation of the United Nations, when 15 countries are permanent members, with five having veto power, of the global body, but further serve as acknowledgment of the important roles of the continent in global affairs.

    “The expansion of the Security Council has become very important, especially since the current members of the council were those who won the WW II, and since then, a number of countries have gained independence and are making contributions to regional and global development. Hence, the need to expand the membership to integrate these countries, strengthen the UN and make it more relevant in the contemporary world.

    “Including two Africa countries on the Council is strategic, because Africa has been part of the global body for many decades with only rotational three places on the Security Council.  But with a population of over 1.3 billion and growing economy of 54 countries, Africa can hardly be pushed aside in global affairs, hence the proposed expansion of the body to include two African countries is not only timely, but much desirable,” the release said.

    It lauded recent discussion between Nigeria’s President Bola Tinubu and his UN counterpart, Joe Biden, where both leaders discussed the broader issue of permanent seats on the council, with Biden reiterating the United States’ commitment to promoting African representation.

    Trump announces Tom Homan as ‘border czar’

    President-elect Donald Trump says that Tom Homan, his former acting U.S. Immigration and Customs Enforcement director, will serve as “border czar” in his incoming administration.

    “I am pleased to announce that the Former ICE Director, and stalwart on Border Control, Tom Homan, will be joining the Trump Administration, in charge of our Nation’s Borders,” he wrote late Sunday on his Truth Social site.

    Homan was widely expected to be offered a position related to the border and Trump’s pledge to launch the largest deportation operation in the country’s history.

    In addition to overseeing the southern and northern borders and “maritime, and aviation security,” Trump said Homan “will be in charge of all Deportation of Illegal Aliens back to their Country of Origin,” a central part of his agenda.

    He says he had “no doubt” Homan “will do a fantastic, and long awaited for, job.”

     Such a role does not require Senate confirmation.

     In an interview on Fox News Channel’s “Sunday Morning Futures,” Homan said the military would not be rounding up and arresting immigrants in the country illegally and that ICE would move to implement Trump’s plans in a “humane manner.”

    “It’s going to be a well-targeted, planned operation conducted by the men of ICE. The men and women of ICE do this daily. They’re good at it,” he said. “When we go out there, we’re going to know who we’re looking for. We most likely know where they’re going to be, and it’s going to be done in a humane manner.”Earlier this year at the National Conservatism Conference in Washington, Homan expressed frustration at the news coverage of a mass deportation operation.

     “Wait until 2025,” he said, adding that, while he thinks the government needed to prioritize national security threats, “no one’s off the table. If you’re here illegally, you better be looking over your shoulder.”

    Russia prepares counteroffensive with 50,000 troops, North Koreans

    As many as 50,000 Russian and North Korean troops are preparing to launch a new counteroffensive to push Ukrainian forces out of their positions in Russia’s western Kursk region, multiple Ukrainian military sources told ABC News.

    Moscow has been trying to push Ukrainian forces out of Kursk since they seized a chunk of the border region in a daring August offensive, marking the first time that Kyiv’s forces have seized and held significant Russian territory since the full-scale invasion began in 2022.

    The expected counteroffensive intends to retake land captured by Ukrainian forces in Kursk since August, Kyiv military sources told ABC News. North Korean forces will be involved, they said, but it is unclear how many of Pyongyang’s soldiers are prepared to join the fight.

    Pentagon spokesperson Maj. Gen. Pat Ryder said last week there are 10,000 North Korean soldiers deployed to Kursk.

    Türkiye denies oil exports to Israel

    Türkiye yesterday denied reports claiming that it is allowing crude oil shipments to Israel via the Baku-Tbilisi-Ceyhan (BTC) pipeline.

    The BTC pipeline, which originates in Azerbaijan and passes through Georgia before reaching Türkiye’s Ceyhan port, exports oil from Azerbaijan’s oil fields in the Caspian Sea.

    In a statement, Türkiye’s Energy and Natural Resources Ministry said that companies using the BTC pipeline respect Ankara’s stance against trade with Israel and have refrained from any deliveries designated for Israeli ports.

    The ministry added that the Turkish Petroleum Pipeline Corporation (BOTAS), responsible for the management of the pipeline within Türkiye, “has no involvement or discretion over the sale of the oil transported through the pipeline.”

    UK’s Starmer to meet Macron to discuss Ukraine support after Trump win

    British Prime Minister Keir Starmer will meet French President Emmanuel Macron on Monday to discuss ways to help Ukraine, after the election of Donald Trump has raised concerns of reduced U.S. support for the war against Russia.

    Days after Trump was elected to begin a second term as U.S.president in January, Starmer will travel to France, where he will talk with Macron and also become the first British leader to attend French Armistice Day services since World War Two.

    Starmer and Macron will discuss “Russia’s ongoing barbaric invasion of Ukraine and the appalling humanitarian situation in Gaza,” Downing Street said.

    Trump has criticised the level of U.S. support for Ukraine’s fight against Russia since the 2022 full-scale invasion and has promised to end the conflict without explaining how.

    Britain and France have said it is essential to keep supporting Ukraine against Russia to protect the European continent as a whole.

    Europe has been the biggest provider of aid to Ukraine, allocating 118 billion euros ($126 billion) since the start of the conflict, while the United States has provided 85 billion euros in total, according to the Kiel Institute for the World Economy.

    Britain and the European Union are expected to begin talks next year on a post-Brexit security pact, covering areas such as defence and energy cooperation, as they look to take more responsibility for their own security.

    Some European politicians have said Europe cannot replace the financial and military aid from the United States, including military resources such as F-16 fighter jets and Army Tactical Missile Systems (ATACMS).

    On his visit to France, Starmer is scheduled to meet the new French Prime Minister Michel Barnier. The meeting will be their first since Barnier became prime minister in September.

    The last British leader to attend the French Armistice Day commemorations was Winston Churchill, who was hosted by Charles de Gaulle in 1944, Starmer’s office said.

    Experts outline career, educational opportunities as French Week kicks off

    French experts have said that there are lots of educational benefits that could be derived from learning French and adopting it as a second language in Nigeria.

    Speaking on Saturday at the kick off of this year’s French Week celebrations tagged, French Up Your Career, at the University of Lagos’ Multipurpose Hall, experts drawn from both France and Nigeria, led attendees and guests through the different ways they could get or progress in an international career just by having knowledge of the French language.

    The French week event, organised by the French-Nigerian Chamber of commerce in partnership with the French Embassy in Nigeria, brought together academics and professional players involved in creating opportunities for young Nigerians learning French.

    The Linguistic attaché for the French Embassy, Magaly Losange, pointed out that the National Policy on Education states that French is the second official language in Nigeria and that its teaching is compulsory at lower secondary level.    

    She however added that the teaching of French remains a priority for many universities, which are convinced of the importance of the language, given the economic and diplomatic links that unite Nigeria with neighbouring French-speaking countries.

    She said: “While this statutory and socio-political framework should allow for the optimal development of the French language in schools and universities, many challenges remain to train young learners of French in the best possible way, and to make them competitive in the job market.”

    As part of further educational and linguistic cooperation, the French Embassy also launched a project, “Developing the employability of young people in Nigeria through specialised French.”

    The embassy said the objective is to support the creation of adapted language programs in Nigerian universities and to mobilise a network of educational and economic actors with human resource policies that are supportive of bilingual professionals.

    Part of the concerns raised by attendees at the event, such as the best way to acquire solid oral skills; career opportunities for French speakers; how to officially certify one’s level of French and how best to prepare for a job interview among others, were all answered by the representatives of the French Embassy and other academic and professional partners involved.

    The event featured round table discussions and conferences with experienced feedback from professionals; Inter-University eloquence competition; a CV writing seminar; an Information booth (French language learning, certifications and higher education in France) and company stands.

    Main partners of the event included Kemi Dowokpor of Mind Your Language (MYL International), who was the event coordinator; University French teachers‘ association (UFTAN or ANEUF in French); Campus France Nigeria and the French-Nigerian Chamber of Commerce.

    The French up your career event is part of the French week celebration, aimed at strengthening France-Nigeria business ties while celebrating existing relationships.

    Dear Honourable Minister,

    I trust this letter finds you in good health and high spirits as you serve in one of the most pivotal positions impacting the welfare and justice system of our beloved nation. 

    Popular boxing champion Mike Tyson, in an interview, said rather than rehabilitate him, prison dehabilitated him. This might not be the experience of all in America where prisons are made to look like home away from home. Tyson’s status before going to prison could have contributed to how he feels about what prison did to him.

    However,  in Nigeria,  almost every one that goes into prison comes out damaged. The World Prison Brief (WPB) database shows that in Nigeria, there were 74,059 inmates as of January 31. It shows the country has the highest number of inmates in West Africa but ranks seventh on the continent, coming behind South Africa, Egypt, Ethiopia, Algeria, Morocco and Rwanda.

    It’s hightime we took action and rescue fellow or weaker Nigerian. The state of our prisons or correctional facilities is appalling and nothing to write home about. We need to employ more sociologists, psychologists, and mental health workers and chancellors. We also need to realise they are Nigerian. The harsh conditions and abuse from the prison officials damage them more physically and mentally.

    More food should be given to them, and there should be proper medical attention. More prisons should be built and each prisoner should be monitored And they should be trained so that when they get back to society they must have gone through rehabilitation and this in turn reduced the crime in the society.

    I write to you with a profound sense of urgency and hope, appealing for decisive action toward comprehensive prison reforms in Nigeria. The prison system, as it stands, is a reflection not only of our approach to justice but of our collective commitment to humanity and progress. The importance of overhauling this system can not be overstated if we are to uphold the principles of human dignity, rehabilitation, and public safety.

    When people get into our prisons, instead of being reformed, many of them turn out worse. Reports and firsthand accounts depict a prison system fraught with overcrowding, inadequate medical facilities, unsanitary conditions, and severe resource limitations. Cells originally designed for a handful of inmates now house dozens, breeding not only physical and mental health crises but also conditions conducive to violence and recidivism. Such environments strip individuals of their humanity and render the goal of rehabilitation nearly impossible.

    Beyond the humanitarian aspects, the state of our prisons has broader social and economic repercussions. Overcrowded and inhumane facilities increase the risk of radicalisation, strain state resources due to health and management crises, and perpetuate cycles of crime. This is not merely a correctional issue; it is a social issue that, if neglected, will continue to weaken the fabric of our communities.

    Reforms must extend beyond superficial changes to encompass systemic and sustainable transformations:Renovate facilities to ensure humane living conditions, adequate space, and proper sanitation. Investment in modern and secure facilities will enhance the safety of both inmates and correctional officers; reframe the prison system to focus on rehabilitation, education, and skill-building programs that prepare inmates for reintegration into society as responsible citizens; implement comprehensive medical and psychological support, recognising that the well-being of inmates is intrinsically linked to their rehabilitation; expedite the judicial process for inmates awaiting trial to prevent long-term incarceration without due process. This step would address both human rights concerns and alleviate the strain on prison capacity and collaborate with civil society organisations, religious groups, and NGOs to foster an environment of empathy and support for inmates. Such partnerships can bring innovative rehabilitation programs and help reshape public perception.

    Honourable Minister, the path toward meaningful prison reform requires political will, compassionate leadership, and strategic collaboration. I urge you to champion this cause with the dedication that your office and our nation’s ideals demand. Let us make our correctional facilities places of transformation rather than stagnation, empowering individuals to reclaim their lives and contribute positively to society upon release.

    This letter is not merely a request but a collective appeal from those who believe in justice as a tool for building, not breaking, lives. Reform is not just the right thing to do; it is essential for the progress of Nigeria and the dignity of its people.

    I trust that you will lend this call the serious consideration it deserves and use your esteemed position to initiate and sustain these crucial changes.
