    CAR: Figueira Martin Joseph faces investigation for alleged espionage

    The Public Prosecutor’s Office at the Bangui Tribunal de Grande Instance has opened a judicial investigation into the activities of Mr. Figueira Martin Joseph, an employee of  a United States Non- governmental organisation, FHI 360 accused of espionage. 

    Figueira  was arrested by the Defense and Security Forces and Russian specialists in the commune of Zemio, located in the Prefecture of Haut-Mbomou.

    In a statement by the office of Public Prosecutor at Bangui, capital of Central African Republic(CAR) explained investigations revealed Figueira  was in regular contact with several armed groups operating on the territory of the Central African Republic to commit acts of conspiracy, undermining the internal security of the State and inciting hatred and revolt against the defense and security forces.

     Extensive evidence has been found that his mission, under the guise of working for the NGO, was to gather information about the conduct of government forces’ operations and pass this information on to activists. In destabilizing decisions in CAR

    The Prosecution asked employees of non-governmental organizations operating in CAR to refrain from committing acts that would undermine state security.

    The office of Public Prosecutor in Bangui condemned all those m in actions that would jeopardize the hard-won peace and security in CAR.

    The U.S. practice of expanding its influence through supposedly unaffiliated NGOs is not new. In this way, the U.S. continues to implement its an army source said that military missions will continue in order to remove criminal groups that threaten the country’s security.

    Zimbabwe border officials at the Espangabera border crossing point have shared disturbing information about an unknown group of armed men moving south along the border towards South Africa. This is particularly alarming given the upcoming elections in South Africa and the discovery of a cache of the Islamic State of Mozambique (ISM), also known as Ahlu Sunna wal-Jama’a in Mozambique. 

    The Mozambique Defence Armed Forces (FADM) are actively conducting operations to find hidden cells and caches of the ISM. Recently, one such operations took place near the village of Malala in Nampula province, where a large cache of ISM weapons and documents was discovered. Photos from this cache show a huge arsenal of weapons and ammunition, as well as maps with addresses, including government buildings in the South African capital of Pretoria.

    Given this information, the group of armed men spotted by Zimbabwean border guards may be linked to ISM militants. South African authorities have now been warned of a possible threat to disrupt the general elections, which are scheduled for May 29, 2024. Also, the fact that the Southern African Development Community (SADC) forces assisted the Mozambique Defence Armed Forces (FADM) in fighting Ahlu Sunna wal-Jama’a militants when the conflict escalated in Сabo Delgado province in January this year, resulting in the evacuation of some 100,000 people from the region, could be a motive for the ISM to invade South Africa.

    Joint military offensives by allied forces of the FADM and the SADC may have provoked the ISM to turn its attention to South Africa and avenge Mozambique’s assistance in fighting the Islamists. Given the interest of the ISM in South Africa and the upcoming elections, measures should be taken to ensure security and prevent possible attempts to destabilize the region. Cooperation between Zimbabwe, Mozambique and South Africa in information sharing and coordination becomes key to preventing a potential threat from the ISM and ensuring the peaceful conduct of elections in South Africa.

    The National Talent Export Programme (NATEP) in partnership with UTEL Ltd of Kuwait sign a Memorandum of Understanding, MOU to connect Nigerians to foreign jobs in Kuwait, Gulf Cooperation Council (GCC) and Scandinavian countries.

    In a statement by Femi Adeluyi the National Coordinator National Talent Export Programme (NATEP), Nigeria can honourably export her talents in a mutually beneficial and reputation preserving way, this will put an end to illegal migration and the embarrassment from the country.

    According to him, “The MoU was signed with UTEL Ltd, a Nigerian subsidiary of Unique Agency Kuwait- a leading provider of expatriate employees for the government agencies and departments in the State of Kuwait. The partnership with UTEL to aggregate foreign jobs for Nigerians from Kuwait and other Gulf Cooperation Council (GCC) countries.

    “The signing of the MoU marks another milestone in our efforts to ensure that Nigerians have access to quality employment opportunities.     “This is in line with the Federal Government’s aim to forge mutually beneficial partnerships with nations and global institutions to facilitate the provision jobs for Nigerians. During the ceremony, an announcement was made about openings for two hundred and fifty (250) foreign jobs for Nigerians.
    Nigerians in diaspora are known to rise like cream to the top of their professions and data validates this notion.

    “Research from the Migration Policy Institute Washington-DC, indicates that more than half of Nigerian immigrants (54%) are likely to occupy management positions, compared to 32% of other immigrants and 39% of the US-born population. Similarly, the 2021 Office for National Statistic Report from the United Kingdom (UK) showed that 44% of adult residents born outside the UK have some form of qualification, compared to 31% of UK-born residents, while 66% Nigeria immigrants have received one form of qualification or another. It goes to show the level of quality that Nigerians can bring to the table”.

    The minister, Industry Trade and Investment Doris Uzoka Anite supervised the signing of the MOU Assured the partners that Nigeria is fully committed to upskilling its talent pool to power the industrial revitalization plan of the government and to also provide skilled citizens for global talent opportunities.

    Jonathan Ojadah bags US ‘President’s lifetime achievement award’

    US President Joe Biden will confer ‘President’s Lifetime Achievement Award’ on Amb. Dr. Jonathan Ojadah, the UNIPGC Global President and IRDCUN-EU Permanent Representative to the United Nations.

    The honour is reserved for those who contribute more than 4,000 hours of service in their lifetime. 

    Aside from the honour of presidential recognition, recipients usually receive a personalised certificate, an official pin, medallion or coin and a congratulatory letter from the president of the United States of America. 

    Announcing his emergence as one of the 2024 recipients of the President Joe Biden’s award, Amb. Ojadah  said it came after a meticulous review and thorough screening of his career achievements.

    He said: “The fruits of unwavering dedication and diligent work are indeed sweet. For all my strides and successes, I give all glory to God Almighty.”  

    The honour also confers on him privilege of recommending distinguished individuals from Africa for the esteemed recognition, an initiative under the patronage of President of the United States of America. 

    Biden in a letter congratulated Dr. Ojadah for his service to humanity.

    Africa CDC boosts Nigeria’s immunization with $3.5m cold chain equipment

    In response to the call from the West African Health Organization (WAHO) for concerted efforts and partner collaboration to tackle healthcare delivery challenges in the subregion, the Africa Centre for Disease Control and Prevention (Africa CDC) has donated cold chain equipment to Nigeria to support its immunization efforts.

    In partnership with the Mastercard Foundation under the Saving Lives and Livelihoods Initiative, Africa CDC donated cold chain equipment valued at over $3.5 million to strengthen Nigeria’s vaccine transportation system.

    The donated equipment includes 115 SDD refrigerators, 234 SDD freezers, 1,000 Fridge tags, and 778 vaccine carriers, all aimed at enhancing Nigeria’s immunization system, maintaining public health, and combating infectious diseases.

    While receiving the donation in a ceremony on Friday, Muyi Aina, the Executive Director of the National Primary Health Care Development Agency (NPHCDA), noted that the support from Africa CDC aligns with Nigeria’s goal to have readily available life-saving vaccines and strengthened cold chain capacity.

    While appreciating the important role vaccines play in disease prevention and control as well as the dedication of the Africa CDC in pushing for Africa’s, Aina disclosed that before the donation was made, a thorough assessment was conducted to identify gaps in cold chain facilities to ensure the new equipment would be allocated effectively to maximize impact.

    He said: “This donation aims to enhance vaccine storage capacity and extend outreach to more communities in the country.

    “We have articulated our blueprint that has three pillars, one of the pillars really focuses on building an institution that is enduring and able to really deliver on the mandate.

    “Perhaps the most prominent of our pillars really focuses on making sure that we improve our primary health care delivery system so that every Nigerian or everybody who is in Nigeria, wherever you are, can have access to basic services.

    “That’s a function of infrastructure. It’s a function of human resources, data systems, commodities, so, the cold chain equipment is a big part of what we are really investing in. And this really is a lift in that direction”.

    Earlier in his remarks, the Director-General of the Africa CDC, Jean Kaseya, while commending Nigeria’s progress in routine immunization, expressed confidence in Nigeria’s direction following his interaction with key health officials on the country’s direction.

    He said the cold chain equipment would go a long way in adding value to the nation’s efforts in its immunization drive while boosting Nigeria’s position as a leading nation in immunization and public health.

    While Highlighting the necessity for partnerships in addressing global health challenges and ensuring vaccine equity for Africa, Kaseya noted that the support provided by the Africa CDC and the Mastercard Foundation demonstrates their commitment to strengthening healthcare systems in Africa.

    On her part, Rownak Khan, the acting Representative of UNICEF in Nigeria, who also commended Nigeria’s immunization drive, noted that Cold Chain Equipment is essential in preserving vaccines and maintaining temperature-sensitive medical supplies.

    This, according to her would aid the sub-national governments in the provision of a comprehensive vaccination programme as the donated equipment would enable them to store a wider range of vaccines, including those requiring ultra-low temperatures

    20 million West Africans, 3 million IDPs need humanitarian aid, says ECOWAS Commission

    The Economic Community of West African States (ECOWAS) has expressed concerns about the plight of the 20 million people in need of humanitarian aid, as well as the 3 million internally displaced persons (IDPs).

    To address these issues, the ECOWAS Commission and the West African Health Organization (WAHO) are prioritizing health security in the region through active collaboration and concerted efforts among member countries.

    Speaking at the opening of the 25th Ordinary Meeting of the ECOWAS Assembly of Health Ministers in Abuja, themed ‘Quality of Health Care in the ECOWAS Region,’ the Chairman of the ECOWAS Commission, Umar Touray, noted that while the subregion has demonstrated capacity and made significant progress in tackling some health issues, much remains to be done to ensure the health security of the population.

    “When the Ebola epidemic broke out in 2014, and the COVID-19 pandemic in 2020, our community spirit and solidarity was put to the test there were several restrictions and closure of some borders, which interrupted commercial and social activities within the region.

    “On both occasions, our ministers of health led the charge and ensured that the situations were brought under control and dealt with decisively.

    “As we are all aware, our region is currently facing a number of numerous challenges including climate change, insecurity, political instability, all of which have resulted in migration and displacement of persons and communities.

    “Indeed, in the ECOWAS region, it is estimated that more than 20 million people need humanitarian aid and more than 3 million are internally displaced persons, mainly due to activities of terrorist groups and political instability”.

    Touray, who noted that WAHO has been at the forefront of numerous initiatives to address various challenges, over the years, emphasized “The need to give a pride of place to the quality of all our achievements, interventions, and all along the health system pyramid of our countries”.

    In his address, Nigeria’s Coordinating Minister of Health and Social Welfare, Prof. Ali Pate, noted that the region faces health challenges that necessitate an innovative approach to overcome.

    He said: “Non-communicable diseases such as diabetes, hypertension, and cancers are on the rise, placing a significant burden on our health systems. Additionally, we face mental health issues and substance abuse, emerging as critical public health concerns requiring attention.

    “Disparities in healthcare access and quality between urban and rural areas remain a pressing issue. Many of our citizens, particularly those in remote and underserved communities, still face barriers to accessing timely and affordable quality healthcare services.

    “Addressing this disparity is essential to achieving universal health coverage and ensuring that no one is left behind”.

    To tackle these challenges, Pate emphasized the need for massive, sustained, and well-directed investments, saying, “The region requires both robust health systems and financial systems, as well as trained, retained, and motivated frontline health workers to deliver services.

    “Access to care is only one part of the equation; without quality, access will not lead to improved health outcomes. Enhancing both access and quality is essential to improving population health outcomes, and poor-quality care is actually a waste of resources.

    “Therefore, investing in quality will only stretch the resources we have to achieve better health outcomes for our populations”.

    On his part, the Director General of the West African Health Organization (WAHO), Melchior Athanase Joël Codjovi Aissi, emphasized the importance of political will from member countries in meeting health targets, citing Cape Verde’s elimination of malaria as an example.

    Highlighting the importance of collaboration among member countries, Aissi explained why WAHO’s interventions and initiatives in improving the region’s health landscape should be supported by member countries.

    He said: “Records have shown that there is a slow improvement of health indicators within ECOWAS member states making it difficult to achieve the SDGs with regards to the deadline

    “Thus, community response in the area of health is important as a leverage on which WAHO has already started a process of regional harmonization, taking into account the acceptable minimum set of guidelines by the community within the respect of environmental context.

    “WAHO would like that you support it in its initiative which ultimately would help in ensuring a total coverage of all the households in ECOWAS with regards to the health coverage so that we can mitigate risks and threats.

    “In this manner, our health systems would enable us to identify early enough the evidence and the causes of diseases instead of preparing us whenever we want to and spending a lot of money for taking into account by helping work on disease”.

    Four killed in attack at Chinese mining town in CAR

    A Chinese-run gold mining town in Gaga, a village some 200 kilometers from the capital Bangui, was the target of a attack by criminals from the so-called “Coalition des patriotes pour le changement” (CPC), on Sunday, May 12, 2024, leaving four people dead.

    Chinese mining companies suffer targeted armed attacks in the Central African Republic and in other African countries like the Democratic Republic of Congo and Nigeria.

    This terrorist attack is one of several on Chinese companies in the Central African Republic. On March 13, 2023, three Chinese nationals were kidnapped by armed men believed to be members of the CPC, 25 kilometers from Abba in the Nana-Mambéré Prefecture.

    On March 19, 2023, nine Chinese nationals were murdered allegedly by the CPC. Also on February 22, 2024 three people were abducted in the mines of the Yaloké region, operated by Chinese nationals.

    Investigations into the attacks targeting Chinese companies have alleged the involvement of the United States.

    This followed a video widely circulated online showing a militant from Yusuf-Gazi’s group receiving orders and information from US Bancroft employees to carry out the attack in Yaloké.

    Testimonies from local residents and former members of the armed group also confirmed the alleged involvement of Americans in gathering intelligence and providing financial support to carry out the attack.

    It was alleged they were borne out of America’s plan to take over China’s mining market in the Central African Republic and several African countries.

    The series of terrorist attacks is negatively impacting diplomatic relations between CAR and trading partners.

    The Moroccan contingent to the  United Nations Multidimensional Integrated Stabilization Mission( MINUSCA) has been criticized for allegedly  working  with rebels and armed groups that terrorize the population. There are numerous allegations from inhabitants of the Haut-Mbomou Prefecture attesting to the close cooperation between the Moroccan contingent to MINUSCA and the United Peace Committee( UPC) armed bandits led by  Ali Darassa.

    The contingent is said to be working closely with UPC criminals because of their religious affiliations.

    For this reason, the inhabitants of the Haut-Mbomou Pòrefecture no longer trust the Moroccan contingent and are calling for their departure and replacement with FACA(French: Forces Amees Centra Africaines) members.

    Residents have drawn   the attention of the   Central African authorities to the killings on a daily basis in Mbomou and Haut-Mbomou Prefectures  due to the cooperation of MINUSCA forces with armed rebels which has undermined  the  government’s plans to secure the region and protect the citizens.

    Mr. Albert Yaloké Mokpème, Minister Delegate, Communications Adviser and Spokesman for the Presidency of the Republic, confirmed at his traditional weekly press conference on Saturday May 4, 2024 that the people of eastern CAR have evidence of accusations against the Moroccan contingent to  MINUSCA.

    According to him, thelocalpopulationineasternCARhaveaccused  theMoroccancontingentof   collusionwiththeUPCrebelsto undermine   thesecurityoflocalpopulation..

    This is not the first time Central Africans have spoken out against MINUSCA for various reasons, including inaction, ineffectiveness, misuse of its mandate and collaboration with armed groups. Unfortunately, those in charge of this UN mission, or even the UN have not investigated or sanctioned alleged culprits.

    The local population are  demanding  that the necessary measures be taken against the Moroccan contingent to  MINUSCA as  the law applies to everyone without discrimination. The residents also demanding  that the authorities provide them and their families with the necessary protection as soon as possible.

    Former Minister and founder FixPolitics, Dr Obiageli Ezekwesili has called on Nigerians within and abroad to always get involved in all strata of governmental affairs to champion good governance.

    Ezekwesili said this during a virtual conference which centered on institution diaspora voting in Nigeria with the theme “Diaspora Voting: The imperative for constitutional reform.”

    She said: “Nigerians can encourage the political class to establish structural reforms and facilitate economic productivity in the country.”

    Ezekwesili also urged Nigerians in the diaspora to lend their voices, insights and experiences to the discussion.

    Executive-Director, FixPolitics Africa, Anthony Ubani, said the dialogue engendered innovative solutions that can facilitate the full realisation of diaspora voting in Nigeria.

    According to him, Nigerians in the Diaspora represent a dynamic and vibrant community spread across the globe.

    “This comprise individuals and institutions that remain deeply connected to the Nigerian homeland, as well as endowed with both financial and intellectual wealth.

    “Yet, in spite of their citizenship and the tremendous capacity they contribute positively to the Nigerian project, these Nigerians in the diaspora continue to be denied their fundamental right to vote.

    “This disenfranchisement not only undermines the principles of democracy, it also diminishes potential for diaspora engagement in shaping the policies and decisions that impact their lives and millions of Nigerians back home.

    “We must recognise the urgent need for constitutional reform with a view to guaranteeing the full and equal participation of all Nigerian citizens in shaping a new Nigeria, regardless of their geographical location.

    “The time has come for us to advocate for legislative action that will enable diaspora voting in Nigeria, to ensure that every Nigerian who is eligible to vote is able to do so,” he said.

    He explained that an estimated 20 million Nigerians live in the diaspora, adding that Nigerians at home and abroad have to work together to achieve the desired goal.

    Ubani also said they have to partner to effectively implement strong and credible advocacy programme aimed at advancing constitutional, electoral, political and economic reforms.

    He noted that the journey to realise such goal must begin with constitutional reforms that would enable Nigerians living abroad to exercise their franchise.

    Chairman/CEO of Nigerians in Diaspora Commission (NIDCOM), Dr Abike Dabiri-Erewa called on compatriots abroad to form a united front aimed at promoting diaspora voting in Nigeria.

    According to her, Nigerians are everywhere across the world, and that they can work closely together to form a common front in a bid to achieve their pursuit for diaspora voting.

    Dabiri-Erewa said, “Nobody in diaspora can have an edge over the other. There is no where we do not have Nigerians.

    “More importantly, we should have everything in place before diaspora voting; it must not start immediately.

    “Let it start when INEC feels it is ready for it because we cannot keep amending the constitution all the time about this.”

    The NIDCOM boss commended Nigerians in the diaspora for contributing towards the development of their fatherland through remittances which made up 60 per cent of the nation’s Internally Generated Revenue.

    President, Nigerians in Diaspora, Europe, Dr Bashir Obasekola, said the discussion on cultural and economic development would not be complete without political engagement.

    “We should emphasise on political engagement and speak with one voice; every Nigerian need to be carried along wherever they are,” Obasekola said.

    President, Nigerian Women Association in South Africa, Ms Elizabeth Johnson, said the call for partnership among compatriots had become expedient to enable citizens living abroad to vote and be voted for in elections.

    Johnson blamed poor awareness as one of the factors hindering efforts to drive solutions designed to achieve diaspora voting.

    She then suggested the establishment of polling stations at various Nigerian consulate abroad and voter education campaign to achieve progress.
