  • When hostilities are on hold

    When hostilities are on hold

The political brickbats stopped yesterday if only for a few hours. The ‘generals’ who have been all over the battle field exchanging fire works ahead of next month’s crucial presidential election, briefly dropped their ammunition to talk peace.

The Abdulsalami Abubakar-led National Peace Committee  had invited all the gladiators to Abuja to conduct their campaigns with decorum and rein in their supporters to ensure peaceful polls.

All Progressives Congress (APC) presidential candidate, Asiwaju Bola Tinubu, accompanied by his running  mate ,Senator Kashim Shettima and the national chairman of the party, Senator Abdullahi Adamu, represented the  party while the Peoples Democratic Party (PDP) team comprised the vice presidential candidate of the party, Dr. Ifeanyi Okowa, party chaiman, Dr. Iyorchia Ayu and the Director General of the Atiku Campaign Organisation, Alhaji Aminu Tambuwal.

On the sideline of the meeting, Tinubu and Tambuwal had a few minutes together to shake hands and exchange banters.

Tambuwal was an ally of Tinubu during the days of the Sokoto State governor as a member of the House of Representatives.Tinubu had played a crucial role in mobilizing support for him to emerge as Speaker.

Today they are in opposing camps but their differences were not enough to share a good moment together.

  • Dissecting Tinubu’s framework for power, energy reform

Dissecting Tinubu’s framework for power, energy reform

    By Babatunde Raji Fashola

I have challenged people to ask themselves if they can remember anything the main opposition committed to, when they were elected in 1999 and for the 16 years they allowed Nigeria to drift without any clear policy direction or articulation.

Other than slogans like “Transformation Agenda” whose details were undisclosed, during a period of prolific earnings from very elevated international crude oil prices, to a “Seven Point Agenda,” which later became a “Five Point Agenda” I am yet to receive a response.

Unless it remains hidden under their unreliable umbrella, it must be taken that we surrendered 16 years of our lives to a party from 1999 to 2015, that made no credible promises and no recognisable commitment.

To those who may wonder why I choose to start my intervention this way, it is my answer to those who erroneously assert that politics in Nigeria is not about issues. They are wrong.

APC came into office by identifying the major issues confronting Nigeria before the 2015 general elections and the National survey conducted showed that the issues at the top of mind of voters were security, corruption and the economy.

The APC made clear commitments about how to deal with those issues and got elected.

As far as the economy is concerned, one of its necessary drivers is infrastructure to which the APC has vigorously committed herself.

The results are manifesting with thousands of kilometres of roads and bridges, expanded airport runways and terminal buildings in 5 international airports, a new seaport in Lekki, the Ajaokuta, Kaduna, Kano Gas Pipeline, train seven of the NLNG, investment in the Dangote Refinery to support private sector initiative for local production of petroleum products as well as the upgrade of four (4) existing refineries.

Why are these important you might ask? Our opponents reluctantly acknowledge these giant strides but are unable to connect them to the economic opportunities they offer now to workers, construction companies and suppliers who operate in this economy; and they are unable to see what this means for Nigeria’s economy in the future.

On one hand they talk about stimulating the economy by “production,” but their home economics model does not address how anyone can expect to produce without roads, ports and bridges or gas.

They are unable to relate cost push inflation to travel time, the cost of haulage or delays at the port or indeed to how continued importation of petroleum products that they could not reverse in 16 years impacts the cost of living.

I doubt whether they appreciate that the port that they privatised has not produced the desired results and it is APC government that has rebuilt the Apapa to Oworonshoki road that evacuates the largest and busiest port in Nigeria, and it is the same government that is building the Lagos – Ibadan Highway that facilitates distribution of goods and services. Yet, they want to privatize more.

The importance of this part of my intervention is to demonstrate without a shadow of doubt that infrastructure is the foundation for building any economy following which are policies that herald reforms.

The Buhari-led APC government has spent their time in office building this critical hardware of infrastructure and many parts of power sector infrastructure are already being put in place.

The agreement with Siemens, under the Presidential Power Initiative, seeks to remedy the shortcomings of the privatisation they undertook in 2013 especially the distribution sector where some of those who acquired the DisCos do not have the necessary financial means to finance the investment required to guarantee power to homes and businesses.

These are massive numbers of Distribution transformers and related assets.

The Buhari Power Initiative seeks to deliver in 3 phases:

    a) Critical and ‘quick win’ interventions to increase the system’s end-to-end operational capacity (currently 5GW) to 7GW;

    b) Distribution Network bottlenecks to enable full use of existing generation and distribution capacities, bringing the system’s operational capacity to 11GW;

    c) Total operational grid capacity of 25 GW in the long term, with commensurate upgrades and expansion of the national generation, transmission and distribution systems.

    d) The building and upgrading of 100 sub-stations critical to distribution.

    e) The purchase of 11 mobile substations to provide relief when local substations need repair or maintenance.

    f) The purchase and installation of 2,906 Distribution Transformers.

In the same vein, many of the power plants constructed under the NIPP do not have sufficient gas supply or transmission lines.

I visited 23 out of the 28 generation plants in existence at a time. From Geregu to Omotosho to Papalanto and the Enron Power Station, gas supply was being rationed amongst turbines, so that all the existing capacity could rarely be deployed. This is partly what the Ajaokuta, Kaduna, Kano Pipeline Project seeks to address.

In other places, it was the transmission capacity that was struggling. This is what the Presidential Power Initiative is responding to by seeking to provide:

    a) The installation of Distribution and Transmission lines covering 11,650 Kilometers.

The Buhari government has also put in place a policy for mini grids, supported by NERC Regulation No. MERC/-R-/110/17 of 2017 that allows individuals and corporations to generate and distribute off grid, embedded power of 100kw without approval and up to 1Mw with approval.

This again puts a lie to the argument the grid needs to be decentralized. It has been decentralized and people need to take full benefit of the policy. The government in office has led with initiatives of embedded power in markets like Ariaria, Sabon Gari and Sura in Aba, Kano and Lagos.

There have been initiatives in university campuses, 9 (NINE) in total, with 7 (SEVEN) completed, with Phase 2 for an additional 7 Universities in procurement.

These are only part of 67 off-Grid power projects already implemented by the APC Government under the supervision of the Rural Electrification Agency.

You might then ask, why are there still power outages? My response is that there is still work to be done. The deployment of mini grids has not yet taken widespread application and this is where the private sector needs to be made more aware of the policy and the regulator needs to be more proactive. I will come to this shortly.

The Siemens Presidential Power Plan to address distribution and transmission and the gas projects are works in progress that have started and are at various stages of implementation and completion.

This brings me therefore to why we are here. The Asiwaju Framework for Power and Energy Reform.

This is well articulated in the APC tradition of identifying issues and proposing solutions; on pages 30 to 32 of Asiwaju’s Action Plan for a Better Nigeria titled Renewed Hope 2023.

First, he recognises at page 30 of the plan that the problems cannot be solved overnight.

He offers to eliminate the losses between generation and distribution by addressing the transmission problems which the current Presidential Power Initiative has started.

He connects with the problem of end users relating to provision of meters and offers support for domestic manufacturing on page 31.

This is more than a paper policy. It speaks to many things including Asiwaju’s known commitment for standing with people in need. It tells those who are victims of estimated billing that they are not invisible. It is a message that Asiwaju sees them and offers a solution.

It also demonstrates APC’s progressive credentials as a party committed to the improvement of the human condition.

The contrasting position is the policy on metering left by the main opposition before 2015, called CAPMI, an acronym for Credit Advanced Payment Metering Implementation which required consumers to advance the cost of their meters to DisCos.

The Buhari government inherited this policy from the previous administration and also inherited complaints from the hundreds and thousands of advance payments for meters that were not supplied. In effect, instead of advance payment for meters, it was becoming like an advance fee fraud that fits the definition in the famous Section 419 of the criminal code with payments made for meters not supplied.

The anti-corruption stance of the Buhari government could not share the same place with such a scheme and promptly dissociated itself from it as a government policy, leaving it to the discretion of the consumer whether to trust their supplier with advance payment.

In its place, the government through the Regulator started a new policy – the MAP, an acronym for Meter Asset Provider, as a new business that focuses on meter provision and expands the value chain of the power sector beyond GenCos, TCN and DisCos.

Asiwaju’s plan will therefore support meter asset providers.

On page 31, there is a renewable energy plan in the Asiwaju Framework, and this is the driver for rapid deployment of mini grids that I spoke about earlier, especially solar energy which he formally addresses as a point of focus.

Apart from the employment and entrepreneurship benefits for suppliers, installers and manufacturers, this brings Nigeria into the centre of global energy discussion and opens up a new market for carbon credits which is estimated at $261 Billion global, $50 Billion for Africa and $ 2.64 annually for Nigeria.

The low hanging fruits are the number of generator power plants that we can replace with solar and the renewables.

The plan on p.32 commits to a “Nigeria First Power Policy” which is very important. It simply means our power development will not subordinate our energy needs to global energy policies that do not take into consideration the energy inequality between developed and developing nations.

Rural dwellers are visible to Asiwaju as his plan clearly identifies them and their needs on p.32.

He offers incentives and change of policies that encumber investment for power in rural areas and seeks to mobilise local capacities in our universities and polytechnics to lead the research that unlocks delivery of power to rural areas (***).

Of course, I had earlier said that I will come back to speak about the Regulator. (The Role of NERC/Ministry/Manpower).

This is clearly identified in Asiwaju’s plan on p.32 under “Power Sector Governance and Reforms” where he offers “Reform of the Regulatory Structure…,” and “…improved efficiency, accountability for project management, design, procurement, construction and remittances.” (Cost of procurement and Tariff).

This clearly is the difference between us and the main or fringe opposition. We have the capacity to identify the problem, offer a solution and mobilize resources to confront them.

The heavy lifting and hardware has been done under the Buhari government. Asiwaju is bringing the reform and connections that drive the process to manifest results.

Wike grants Atiku’s campaigners conditional access to Rivers stadium for rally

Rivers Governor Nyesom Wike has given campaigners of the Peoples Democratic Party (PDP) presidential candidate, Atiku Abubakar, only 48 hours to access the Adokiye Amiesimaka Stadium for their presidential campaign scheduled for February 11th.

The Governor insisted that the approval granted at no cost to Presidential Campaign Council would only give them access to the stadium two days to the event.

Wike spoke on Friday at the campaign inauguration of the Rivers State PDP Campaign Council in Oyigbo Local Government Area on Friday.

The Governor threaten to cancel the approval if the  Director-General of the PCC  in Rivers State, Dr. Abiye Sekibo, tried to take forceful possession of the stadium weeks to the event.

He said Sekibo had no right to want to take possession of the stadium one month before the date of the event.

Wike said: “Let me also use this opportunity to warn Abiye Sekibo, we have made  approval for your presidential candidate to use Adokiye Amiesimaka Stadium, February 11th, you have no right to begin to go to the stadium now.

“We cannot give you access to the stadium now.  We can only give you access to the stadium two days to the occasion for you to prepare.

“Nobody gave you one month. So, if you dare it again, to go and force yourself into the stadium, I will cancel the approval with immediate effect. Dare it again, I will cancel it. Heaven will not fall. In fact, if heaven falls now, we will be happy that it was in our time heaven came down.”

The Governor wondered why Sekibo was acting against the approval given to him,  saying he seemed to be seeking reasons for a blame game in case the rally failed as planned.

“I know you are not ready to do that rally. You are only looking for excuse.  But you must do it. I know you are going to import people, no problems, go and import. We have given you the stadium,” the Governor said.

Wike also took a swipe at the All Progressives Congress (APC) in Rivers State for blaming the crisis that greeted the campaign of its governorship candidate in Mile one Diobu, Port Harcourt on Thursday, on the PDP.

The Governor said that APC became a victim of the brewing crisis between the two factions in Rumuwoji community because they did not address their demand adequately.

Wike wondered why the APC did not encounter crises with their rallies when they used the Tipper Park in Etche Local Government and the IYM secretariat in Ikwerre Local Government.

The Governor asked them to stop complaining if they were not ready for the forthcoming general election insisting that the state PDP was ready for the poll.

Wike mocked Senator Andrew Uchendu for failing to attract developmental projects in his Mgbuitanwo community despite serving in many administrations.

He said it was his administration that contracted a firm to construct internal roads, fitted with streetlights in Mgbuitanwo.

#ATIKUGATE: Keyamo drags Atiku, CCB, ICPC, EFCC to court

At the expiration of the 72-hour ultimatum to the three anti-graft agencies to arrest, interrogate and prosecute the presidential candidate of the Peoples Democratic Party (PDP) Atiku Abubakar for alleged fleecing of public funds, the Minister of State, Labour and Employment, Festus Keyamo has dragged them to court.

He also joined Atiku in the suit dated 20th January 2023.

On Monday, the spokesman of the Bola Ahmed Tinubu presidential campaign petitioned chairmen of the Economic and Financial Crimes Commission (EFCC), Independent Corrupt Practices and Other Related Offences Commission (ICPC) and the Code of Conduct Bureau (CCB), accusing the PDP candidate of four major infractions.

Keyamo gave the agencies 72 hours to initiate arrest, investigation and possible prosecution of the former Vice President.

Keyamo, who is also the chief spokesperson of the All Progressives Congress Presidential Campaign Council (APC PCC), alleged that Atiku colluded to fleece the country of public funds using what he termed as “Special Purpose Vehicles” (SPVs).

He maintained that with the public revelations of a whistleblower, Mr Michael Achimugu and pieces of evidence, Atiku  has a case to answer, calling on the three anti-graft agencies to arrest, interrogate and possibly prosecute the former Vice President within 72 hours.

In a suit filed on Friday at an Abuja Federal High Court against the CCB, ICPC and EFCC, the Minister prayed the court to make a mandatory order compelling the anti-graft agencies to invite and/or arrest, investigate and (if found wanting) prosecute the Atiku in respect of the information available to him “in respect of a certain bank account belonging to a company named Marine Float and other accounts of two undisclosed companies, which information he disclosed to a certain close aide of his called Michael Achimugu, as to how the said accounts were used as “Special Purpose Vehicles” to secretly divert and misappropriate public funds between 1999 and 2007 when the 1st Defendant served as Vice President of Nigeria.”

He also asked for a mandatory order compelling Atiku to make himself available to the anti-graft agencies “to aid and investigate the former Vice President on information available to him in respect of a certain bank account belonging to a company named Marine Float and other accounts of two undisclosed companies, which information he disclosed to a certain close aide of his called Michael Achimugu, as to how the said accounts were used as a “Special Purpose Vehicles” to secretly divert and misappropriate public funds between 1999 and 2007 when the 1st Defendant served as Vice President of Nigeria.”

No date has been fixed for the hearing of the suit.

    • Governor announces salary increment for street sweepers

Waste managers in Lagos State have endorsed presidential candidate of the All Progressives Congress (APC) Asiwaju Bola Tinubu and Governor Babajide Sanwo-Olu for a second term.

The waste managers, under the aegis of Association of Waste Managers of Nigeria (AWAMN), popularly known as PSPs, made the pledge at the Onikan Stadium during a mega rally organized by the Lagos State Waste Management Authority (LAWMA).

National President of AWAMN David Oriyomi said Tinubu brought established the PSPs in 1999 when he was governor of Lagos State, to tackle the challenges of waste disposal.

He said: “Tinubu nurtured and empowered us through the small-medium business model, and successive governments have built on his solid foundation. Lagos was transformed and received numerous accolades as one of the cleanest states in Nigeria and Africa.

“When our livelihood came under attack and 350 businesses were faced with the risk of bankruptcy, Asiwaju came to our rescue by speaking for us. Today, the small business model established by Asiwaju has been replicated in over nine states and other West African countries. It is for this reason that our association is fully and wholly committed to campaigning and voting for Asiwaju Tinubu as the next president of Nigeria.”

Oriyomi, who also recalled that AWAMN was the first group to endorse Governor Sanwo-Olu in 2018, said the association is pleased that he has ‘proven us right by the great work he has done in the state and for the environment’.

He pledged that the association would embark on door-to-door campaign to reach every nook and cranny of the state for Tinubu and Sanwo-Olu.

Governor Sanwo-Olu, who made a brief appearance at the event, pledged to increase the salaries of waste managers, especially of street sweepers. He urged them to vote for Tinubu, himself and other APC candidates for various positions.

Deputy Governor Kadiri Hamzat, who reiterated the governor, said: “Tinubu knows the way. We should get our PVCs and mobilise others to get theirs to vote for Tinubu and Sanwo-Olu. Let them know that it is Tinubu we are voting for. When he gets to Abuja, he will perform.

“Many states now have KAI, LAWMA and LASTMA. Tinubu is our teacher. On March 11, we should come out and vote for Sanwo-Olu.”

Managing Director and Chief Executive Officer of LAWMA, Ibrahim Odumboni, said what has become AWAMN today has its foundation solidly laid by Tinubu many years ago.

“Since one good turn deserves another, it is only worthwhile that the association has mobilise its personnel in hundreds and thousands, for APC’s victory in next month’s elections. As an emerging mega city at the time, Lagos State needed to solve the challenge of solid waste management, which the administration of Asiwaju Tinubu as governor of the time, confronted frontally, leading to the emergence of the PSP operators,” he noted.

Odumboni added that through successive stages, they had evolved over time, wading through challenges, but ultimately leaving the environment and the cityscape the better for it.

Others at the rally were state APC chairman Cornelius Ojelabi; Commissioner for the Environment and Water Resources Tunji Bello, Special Adviser to the governor on Drainage and Water Resources Joe Igbokwe, Ogun State Commissioner for Environment Ola Oresanya, among others.

•Why G-5 governors won’t join presidential campaign, by Ortom
•Ex-VP promises to make Southwest industrial hub

Oyo State Governor Seyi Makinde and his deputy, Bayo Lawal, yesterday shunned the Peoples Democratic Party (PDP) presidential rally held for the candidate, Atiku Abubakar, and his running mate, Senator Ifeanyi Okowa, in Ibadan, the Oyo State capital.

Oyo was the first state controlled by G-5 governors that hosted the PDP presidential campaign train.

The Olubadan of Ibadanland, Oba Lekan Balogun, who was a senator between 1999 and 2003, urged the PDP candidate to reconcile with the governor.

However, a member of G-5, Benue State Governor Samuel Ortom, explained why the five governors cannot join the Atiku campaign.

Speaking in Abuja, he accused the PDP leadership of arrogance, impunity and mischief in handling the rift between Atiku and the aggrieved governors.

Ayu, who fired salvos at the G-5, said some individuals will not be allowed to control the party.

Makinde’s absence at the Ibadan rally robbed it of the usual huge crowd. Although, Atiku and his team hailed the governor for allowing the rally to hold and mobilising supporters, the crowd fell short of what is usually experienced at Mapo Hall during campaigns.

Supporters usually storm the hall and its environs, creating traffic snarl for motorist. But yesterday’s crowd only filled the frontage of the hall while residents were going about their normal businesses around the hall.

At the rally were Governors Aminu Tambuwal (Sokoto State), Ademola Adeleke (Osun State), Godwin Obaseki (Edo State), Duoye Diri (Bayelsa State) and Udom Emmanuel (Akwa Ibom State), former National Chairman Uche Secondus, Dino Melaye and Sule Lamido.

A former vice president Namadi Sambo; former governors Achike Udenwa (Imo), Liyel Imoke (Cross River), Idris Wada (Kogi) and former Senate President Adolphus Wabara were also at the campaign.

Makinde’s absence confirmed that the protracted crisis in the party has not been resolved, five weeks to the election.

The G5 governors are demanding the resignation of Ayu, to allow a Southerner take over to foster inclusion. Apart from Makinde, other members of the group are Nyesom Wike (Rivers), Samuel Ortom (Benue), Okezie Ikpeazu (Abia) and Ifeanyi Ugwuayi (Enugu).

Although Atiku and other party leaders spoke glowingly about Makinde at the event, it was clear that all was not well with the PDP, nationally, and in Oyo State.

Oyo State PDP chairman Dayo Ogungbenro praised Atiku and members of his campaign team, stressing that the party was lucky to have them as leaders.

He said: “PDP is blessed to have this calibre of people. It shows that our party will go places.”

Ogungbenro, who urged the people to vote for PDP, added: “I’m sure that come February 25 and March 11, we shall all rejoice. I am assuring  all our leaders that Oyo State is PDP.”

Urging the national leaders to mend fences with the G5, Ogungbenro said: “But It will be better for us to go into this election together as one.”

A chieftain, Senator Hosea Agboola, who is a strong ally of Makinde, assured that the people would vote for Atiku.

Tambuwal highlighted the political significance of Mapo Hall and Ibadan as the melting pot of politics in Southwest Nigeria. He urged the people to vote for PDP candidates.

Okowa described his visit to Ibadan as homecoming, having graduated from the University of Ibadan in 1981.

Urging voters to vote for PDP, the Delta State governor said: “Use your PVC to speak and save Nigeria. Let’s build a future for our youths together. It’s about experience. Atiku has the experience to take us out of the woods. Atiku with the rest of us can rebuild Nigeria. Take the campaign from market to market. PDP knows what to do. We have done it before, and will do it again.”

In apparent reference to the party crisis, Ayu said his team would not allow any individual to control the party again.

He described Makinde as a “strong PDP member, a member of the family,” adding: “You sometimes have disagreements in a family. I as the father of PDP in Nigeria, am calling all our aggrieved members to come back home because we shall win at every level. Of course, we are going back to the villa. We shall be inaugurating the president this year. By the grace of God, in May, Atiku Abubakar and Ifeanyi Okowa will enter the villa.”

Atiku reiterated his promise to restructure Nigeria, in accordance with the yearning of the Southwest.

He said: “Southwest has been known to agitate for restructuring. By restructuring, we mean giving more power or autonomy and money to the states. It is one of the five pillars of our programmes. This is a commitment. Again, we are committed to ensuring there are no strikes in our universities, meaning that we will fund our universities and pay our teachers on time so that we don’t have any disruptions in our academic activities. Southwest is also known to be a business centre. That’s why in our economic programme, we are committed to making sure that industrialisation of Southwest is achieved …”

Atiku also promised to tackle insecurity, lamenting that the APC administration has failed in all its commitment.

Also at the rally were the National Secretary Sen. Samuel Anyawu; National Legal Adviser Kamarudeen Ajibade; National Publicity Secretary Debo Ologunagba; National Youth Leader Hon Timothy Osadolor; National Auditor Daniel Obi Okechukwu; Chief Mrs Remi Kuku; Mr Imasuagbon; National Organizing Secretary Capt. Omah Bature and Mr Jide Adeniyi, among others.

PDP chieftain in Oyo State who organized the rally include a former Deputy Governor Hazeem Gbolarumi; Jumoke Akinjide and Elder Wole Oyelese.

Olubadan to Atiku: reconcile with Makinde

Oba Balogun urged Atiku to reconcile with Makinde and other G-5 governors.

The monarch, who described Atiku as his friend, said he was not happy with the crisis in the party.

Receiving Atiku, who was on a courtesy visit to his palace, the monarch said reconciliation is critical to his victory at the poll.

Oba Balogun said if Atiku becomes president, he should create Ibadan State.

Atiku said PDP government would make traditional rulers relevant, particularly at this time the country is experiencing many security challenges.

He added: “I remember the role of the traditional institution during the colonial era when they were responsible for maintaining law and order in their respective domains. PDP government will look into all these institutions to bring about a safer and more united Nigeria.”

    ‘Why G-5 governors can’t join Atiku’s campaign’

In Abuja, Ortom accused the PDP leadership of arrogance, impunity and mischief.

He told reporters: “No efforts by the leadership of our party have been able to address the issues that we are raising. They have not been able to adopt methods that will pacify and placate the G-5. This is not right. So, on the G5, that is where we are.

“Arrogance, impunity, mischief, will not really help matters. One would expect humility; it is said that you stoop down to conquer, even if you want to make it.”

The governor expressed disappointment with some PDP leaders in the South who abandoned the demand for power shift to the region.

He said: “I must say that I am disappointed with some of our PDP southern governors who abandned out, who sold out and chose to do something else.

“In the APC, all the governors in the North allowed for power shift, even when they have a majority. I must commend them for fighting for equity, fairness and justice because they considered that the presidency should go to the South.

“We (G-5) are committed to issues of integrity, issues of fairness, equity, and justice.”

Ortom said the G-5 was on course, adding that it will not back down on its demands. He said the five governors had given the PDP leadership ample time to address the issues at stake.

He added: “I think we are on course as far as I am concerned with our group. As faithful party men, we have given enough time. And we are told that the failed leadership at the national level will take advantage of the opportunity we have given them to address those issues.

“There are many ways of addressing issues, even when you are not able to meet the demands of a group or individuals.

“And then, you find a meeting place where people decide to be arrogant, where they decide to be mischievous and do things as if the other person does not exist and try to do some things with impunity, as if they have won election and they don’t need any other person. It becomes a problem.”

Nigerians should expect life-defining infrastructure, says Tinubu

All Progressives Congress (APC) presidential candidate Asiwaju Bola Ahmed Tinubu yesterday said there will be a prosperous and better Nigeria, if elected.

He said his aspiration is not for personal reasons, adding that a better future for Nigerian children is his goal.

Tinubu promised high-capacity telecommunications networks, constant energy supply, protection of oil and gas pipelines and adequate power supply.

Apart from expanding and modernizing the nation’s airports, he said he will pursue the dream to establish a new national carrier.

He emphasised that the APC administration will  encourage state governments to build public transportation or metro systems in their capital cities.

Tinubu spoke when at a consultative session with the leadership and members of the Federation of Construction Industry in Nigeria (FOCI) in Abuja.

With intermittent applause from the FOCI members, he said: “Where is our destination? A prosperous better Nigeria. This is not for me as an individual but for our children.”

Tinubu said: “ We plan to build high-capacity telecommunications networks to facilitate faster communication across a wider expanse of the national territory.

“We will promote the efficient flow of information, expand and secure pipelines for oil and gas to ensure constant energy supply and exports.

“I will also invest in adequate power generation as well as better functioning transmission and distribution  systems that will light our homes and make business more competitive by achieving disruption free production of goods and service,

“Other essential provisions, such as affordable Housing, which increases the social stability as well as the standard of living of  Nigerian households will be promoted.

“Of course, we will continue with the current administration’s plans to establish a new national carrier. We will also enhance runway and airport security through the use of modern surveillance technology. Finally, we will work to ensure fairness and transparency in ticket pricing for both international and domestic airlines.”

He restated his plans to build on the legacies of President Muhammadu Buhari

He said Buhari must be given credit for what he has done.

He expressed confidence that the President will end well.

“We commend Buhari for his efforts to end well and he will end well,” he said.

He promised to consolidate on the gains of President Muhammadu Buhari.

He added: “From the outset of the campaign, I have declared my commitment to furthering the developmental feats achieved by the administration of President Muhammadu Buhari. I hereby reiterate that commitment.

“The current administration’s reenergized approach to the Reviewed National Integrated Infrastructure Masterplan commits us to massive investment in infrastructure. This will add value to the national economy while enhancing private sector participation in infrastructure development in the country.

“God willing, as we assume the mantle of leadership, we shall build an even more prosperous economy. This means additional investment in relevant infrastructure: Roads, Bridges, Rail, Airports, Schools, Power facilities, Hospitals and more. These will enhance efficiency, support industrial growth, spur trade and investment, and improve the Ease of Doing Business. “

Tinubu pledged more life-defining infrastructure for Nigerians, promising to

focus on policies and interventions in key methods of transportation: road, rail, maritime and air.

He added:” My commitment to increase annual Gross Domestic Product (GDP) growth will heavily depend on the quality of the infrastructure we shall build to facilitate and sustain growth in all facets of our national life.

“Here, I make a plain and clear promise: I will be your partner in building this life-defining infrastructure so essential to creating the nation of our dreams.

“The framework on Infrastructure in our Renewed Hope Action Plan encapsulates, among others, the renewal and expansion of the existing stock of our national infrastructure. This means sound transport networks across the country, modern ports and reduced transportation costs for Nigerians.

“Concerning roads, we shall continue the rehabilitation and expansion of existing federal roads and expressways. We shall accelerate construction of new roads as well as the rehabilitation of existing ones through already established funding mechanisms, including accessing capital markets.

“I must, at this juncture, commend the Muhammadu Buhari administration for its commitment in this direction.

“The administration has worked with singular purpose to expand and increase the stock of road and bridge infrastructure of our country. We intend to follow this exemplary path.

“Building on the accomplishments of the current Government, my administration will invest heavily in road transport which accounts for the lion’s share of passenger and cargo movement across the country. In 2021 alone, road transportation accounted for roughly 90 percent of all transportation activities in the country.

“Overall, the transportation sector is valued at NGN37 trillion. Transport activities contributed 1.84% to real GDP in Q2 2022.  Sustaining the political will and technical capacity to move people and goods in a safe, affordable and accessible manner will create a better future for Nigerians.

“We will, therefore, work hard to improve our various transportation systems and, in the process, unlock the value chain of opportunities therein.

“Among the outstanding achievements of this administration include advancements made in the completion of critical road and bridge projects which were seemingly unsolvable for previous administrations. They include the Lagos-Ibadan, Lagos-Shagamu Expressways, Abuja-Kaduna-Zaria-Kano Highway, Bodo-Bonny Bridge across the Opobo Channel, and the Second Niger Bridge.

“Advancements made in executing these projects elevates the APC Government, ably led by President Muhammadu Buhari, head and shoulder above its predecessors.

He said if elected, the APC administration will  encourage state governments to build public transportation or metro systems in their capital cities.

“My government will enhance the use of our railways to reduce the cost of moving goods and services across the nation.

“We will sustain the investments already made by the Buhari administration and deepen ongoing reforms in the sector. Apart from its cost-effectiveness, enhanced rail use will reduce strain and congestion on our roads and expressways thereby significantly lowering the number of vehicular accidents.

“My administration will also encourage state governments to build public transportation or metro systems in their capital cities.

“The metros will link with existing national rail lines and revolutionize urban transport in Nigeria. This will boost commerce and contribute significantly to GDP growth.

“To achieve these objectives, which include promoting greater private sector inclusion, we shall work with the National Assembly to review the organization, structure and operations of the Nigerian Railway Corporation.

“We shall also prioritize the completion of critical ongoing national railway projects such as: Lagos – Kano; Benin – Abakaliki; Port Harcourt – Maiduguri; Lagos – Calabar; and Kano – Maradi.

“I commit to realizing the immense opportunities inherent in the Lekki Deep Sea Port, the first new Sea port in decades, which is more than 90 per cent completed.

“We intend to decongest the Apapa Port, modernize other existing ports by deepening the harbour and shipping lanes as well as enlarging berths and docking facilities to allow the largest oceangoing cargo vessels to use all Nigerian seaports.

“Optimizing the use of our inland rivers, lakes and waterways, my administration will embark on a dredging campaign for strategically important inland waterways to make and keep them navigable for the passage of goods and people.

“We will devise a comprehensive plan for the improved use and access to waterways for the transportation of passengers and cargo and create better inter-agency co-operation and coordination among regulators in the sector.

While acknowledging substantial investments in the Aviation Sector, Tinubu said his administration will embark on modernization and expansion of existing airport facilities.

Tinubu said: “Without a doubt our aviation sector has benefited from substantial investments with new terminals and allied infrastructure in Abuja, Port Harcourt, Lagos and Kano, as well as runway projects in other locations.

“To guarantee the growth, development and safety of the Nigerian aviation sector, my government will focus on enforcing a governance policy for the timely and adequate maintenance and improvement of airport runways and other critical aviation infrastructure.

“My administration will also invest in the modernization and expansion of existing airport facilities, improving aircraft maintenance and safety measures and incident reporting requirements regarding domestic airlines. We will strengthen the Nigerian Civil Aviation Authority and other aviation regulatory agencies to maintain global standards in the industry.

I thank our hardworking Honourable Minister of Works and Housing, Babatunde Raji Fashola SAN, for convening this very important meeting and for so kindly inviting me to address it and interact with the FOCI Stakeholders.
