    CONUA demands withheld salaries of members, ASUU

    The Congress of University Academics (CONUA) has urged the Federal Government to pay the withheld salaries of its members and those of the Academic Staff Union of Universities (ASUU).

    CONUA said it was not part of the strike by ASUU and so its members should be paid because they did not refuse to teach.

    It also urged the government to tackle accreditation fraud in universities. 

    These are contained in a communique issued by its President Dr Niyi Sunmonu at the end of its maiden National Executive Council (NEC) meeting at the weekend.

    It was held at the Obafemi Awolowo University, Ile-Ife.

    The union urged the Federal Government to make education cheap by ensuring an uninterrupted academic calendar in universities.

    CONUA also urged the government to reduce the number of out-of-school children and curb massive unemployment without further delay.

    Sunmonu said: “CONUA has consistently maintained before now, that it didn’t declare any strike and by the provision of Section 43 (1B) of the Trade Dispute Act, ‘no work, no pay’ should not affect us.”

    He insisted that CONUA was not established to destabilise ASUU.

    Sunmonu said: “CONUA was founded on strong ideologies that emanated from flagrant disrespect for the constitution.

    “He who comes with equity should do so with clean hands. 

    “If you want to tackle or engage government, you must also not have issues within yourselves.”

    On the forthcoming general election, CONUA urged the government to ensure a transparent, free, fair and credible elections. 

    It said: “Since the country runs a democracy, INEC must ensure that political parties evolve to the point of clear ideologies so that Nigerians can have better choices. 

    “CONUA totally condemns the burning of INEC offices in various parts of the country as this portends a grave threat to our democracy. 

    “It also encourages all Nigerians of voting age to participate in the forthcoming election.

    “On security, CONUA applauds all the various security agencies for their sustained efforts at curtailing the security threats in the country and encourages them to do more to secure the nation.” 

    “CONUA frowns at banditry, kidnapping, terrorism and other security threats in the country but strongly encourages the government to reduce the out-of-school children thereby reducing the massive unemployment without further delay.”

    Interest rate likely to go up as MPC meeting begins

    The Central Bank of Nigeria (CBN) may again increase the benchmark interest rate as its  Monetary Policy Committee (MPC) begins a two-day meeting on the nation’s economy.

     MPC,  the highest policy-making body of the CBN, is saddled by an Act with the duty to formulate monetary and credit policies.

    The two-day meeting is the committee’s 289th and the first this fiscal year. The meeting is regarded as crucial as it sets the tone for the apex bank’s policy thrust for the year.

    The MPC had at its November 2022 meeting increased the Monetary Policy Rate ( MPR ) by an additional 100 basis points to 16.5 per cent.  

    At the two-day meeting, the MPC will review economic and financial markets outlooks, existing monetary policy framework and any possible changes in line with domestic and global situations, with a view to providing mirroring guidance for the national economy and businesses.

    Analysts are unanimous that the meeting is a delicate one for the apex bank. The recent cutback in the inflation rate might imply a respite, but the composition of the consumer pricing trend continued to show sustained underlying pressures, far above the apex bank’s target.

    They are, however, divided between a hold decision and a modest increase in the benchmark Monetary Policy Rate (MPR), with most analysts tilting towards a less aggressive and slower hike in interest rate. It will be the fifth consecutive rate hike by the apex bank in seven meetings.

    Many of them said they expected the CBN  to maintain its policy stance, threading with cautious optimism with the moderate hike of around 50 basis points, but not above 100 basis points.

    “It is likely they will feel that their recent hikes have had the desired impact and therefore decide to maintain the policy stance, but at a slower pace and rate,” Managing Director, Arthur Steven Asset Management, Olatunde Amolegbe, said.

    Afrinvest (West Africa) said the MPC could be cautious about the latest inflation print and near-term trajectory, as high base year masks persistent pressure.

    Analysts expect the MPC to be wary given the gap between the prevailing inflation level and CBN’s maximum target, as well as continued strong growth in money supply, weakness of the naira at the official market and the downward sticky parallel market rate.

    According to the analysts, the MPC would likely also deliberate on the price impact of the ongoing fuel scarcity, power outages, and the capacity for banks to create more credit due to growth in deposits amid the currency redesign and reinvigorated cashless policy drive.

    Afrinvest noted that while the growth outlook is still appreciable, the MPC would be concerned about the possibility of overtightening, the impact of election uncertainties on business climate, possibilities of slow fiscal activities amid political transitions and risks emanating from global headwinds.

    “Weighing all factors, we believe a dovish posture is the least probable because the underlying pressures affecting inflation are unabating. Also, a hold decision, although very likely, might seem premature given that inflation remains elevated.

    “Thus, we anticipate the MPC would deliver a 50 basis points hike in MPR to signal that it is still concerned about driving down high inflation, and at the same time, buy more time to observe price developments and the lingering effect of previous aggressive hikes,” Afrinvest stated.

    Cordros Capital Group, a leading investment banking group, also expected the apex bank to increase the benchmark rate further by about 50 to 100 basis points.

    According to analysts, while the apex bank is faced with either maintaining its hiking cycle or keeping policy parameters unchanged, it is likely to be concerned about the pressure on the domestic economy, given the slow growth recorded in the third quarter of 2022, especially with the manufacturing sector posting its first contraction since fourth quarter 2020.

    “Moreover, inflationary pressures remain intact, although the slight ease in December will likely be welcomed among the committee members. Elsewhere, the prospect of global central banks embarking on smaller interest rate hikes could also influence the MPC’s decision to tow the same line amid concerns about the domestic economy.

    “Thus, we expect the MPC to opt for smaller rate hikes in the short term, given the build-up of pressures in the local economy and as the risks of overtightening come to the forefront of policy discussions. Consequently, we expect the committee to increase the MPR further by 50 basis points to 100 basis points and retain other policy parameters,” Cordros Capital stated.

    Financial Derivatives Company (FDC) however expected the apex bank to hold its rates unchanged, citing the easing in the inflation rate, although analysts remained cautious about the inflationary outlook.

    “While the decline in inflation is cheery news that would likely influence the MPC to maintain status quo at its first meeting in 2023, it is too early to tell if the modest decrease will be sustained through the year,” FDC stated.

    Analysts noted that the structural and endemic issues stoking inflation like insecurity and poor storage facilities still linger and until these issues are addressed, inflation will remain hydra-headed, eroding consumer disposable income and pushing more Nigerians below the poverty line.

    According to the World Bank, an additional five million people were pushed into extreme poverty in 2022 on elevated prices. Hence, the multilateral lender revised downwards the country’s growth forecast for 2023-2024 to 2.9 per cent from an earlier projection of 3.8 per cent for 2022. 

    FDC noted that moderation in inflation and continued deceleration in output growth will increase the probability of empowering the doves in the MPC to fight for a slowdown in the pace of interest rate hikes or to maintain the status quo.

    Managing Director, of Globalview Capital Limited,   Aruna Kebira,  said it would be too early for CBN to start reviewing the rate downward in tandem with the recent inflation figure.

    “I am of a strong opinion that they will vote to hold,” Kebira stated.

    The Governor, who is the APC senatorial candidate for Cross River North, spoke at Ogoja, the political capital of Cross River North senatorial district at the weekend during an electioneering campaign that marked the formal flag off of APC campaigns in the State..

    The Ogoja town was totally shut down as a cheering crowd of residents trooped out to welcome the APC campaign train.

    The Ogoja council Hall where Ayade held a strategic meeting with critical stakeholders of the council before proceeding to the Ogoja Township stadium for a rally was filled to the rafters.

    At the stakeholders meeting, Ayade insisted it was the turn of Southern Cross River to produce the next Governor, saying anything to contrary amounts to injustice.

    Security agents had a hectic day at the stadium wadding through thousands of ecstatic crowds that swarmed the facility to get a glimpse of the Governor and other candidates of the party, including its governorship candidate, Senator Bassey Otu, House of Reps candidate, Hon. Jude Ngaji and House of Assembly candidate, Thomas Aruku.

    His words: “Tinubu can fix Nigeria. Tinubu comes with experience, he is an experiential architect with eyes-on and hands-on. 

    “He is a man who has got capacity; he has been invited at this time to do all he can to see to the growth of Nigeria. I, therefore, ask every person here to vote for Tinubu and also ask everyone here to please, tell every Nigerian to vote for Tinubu. It is the turn of Southern Nigeria to produce a president.

    “Nigeria must remain one and the indivisibility of Nigeria is based on the principle of justice. It is also based on that sense of justice that I ask you to vote Distinguished Senator (Prince Otu) as the next Governor of Cross River state.     Buhari leads APC’s presidential campaign to Bauchi

    President Muhammadu Buhari will on Monday lead the campaign train of the ruling All Progressives Congress (APC) for Asiwaju Bola Ahmed Tinubu and his running mate, Senator Kashim Shettima.

    The campaign timetable at the weekend by the APC Presidential Campaign Council showed that the President will lead the presidential and governorship campaign of the party in Bauchi, Bauchi State.

    Buhari will be at the rally scheduled for 8.30am to 11.30 am.

    The rally will take place earlier than other rallies as Buhari is also expected in Lagos on Monday to begin a two-day visit.

    In Lagos, he will commission the Lekki Deal Sea Port, a Public-Private Partnership (PPP) venture, involving the Federal and Lagos State governments and a private company, Tolaram.

    Buhari will also commission the 32-metric tons per-hour Lagos Rice Mill, one of the largest in the world and the 18.75-kilometre 6-lane rigid-pavement Eleko Junction to Epe Expressway.

    He is expected to commission the first phase of the iconic Blue Line on Tuesday, as well as the John Randle Centre for Yoruba Culture and History.

    For the APC, the presidential candidate will take his campaign on Tuesday to Abia state and Ogun state on Wednesday.

    It will be a busy week of electioneering as the candidate and his running mate, Senator Shettima, will also canvass for votes in Benue and Taraba on Thursday.

    While the Benue rally is billed for between 10 a.m. and 1 pm, Taraba’s will take place between 2.30 pm and 4.30 pm.

    The campaign train returns to Abuja on Friday for the launching by the vice-presidential candidate, Kashim Shettima, of the All Farmers Progressive Association and the commissioning of tractors for members.

    On the same day, Shettima will hold a Town Hall meeting with the Livestock Development Group.

    The APC in its Action Plan pledges to consolidate President Buhari’s huge investments in agriculture by setting up commodity exchanges and agricultural hubs in Nigeria’s six geo-political zones.

    Zamfara state, where all the APC tendencies in the state have united, will host the last rally of the week on Saturday in Gusau, the capital.

    How suspected hoodlum stoned Atiku’s convoy in Ogun

    Fresh facts have emerged on the anti-Atiku sentiments expressed in Abeokuta, the Ogun State capital last Wednesday when the presidential candidate of the Peoples Democratic Party (PDP) flagged off its campaign at Ake area of the metropolis.

    The presidential rally held at the Ake Palace ground commenced around 9am but Atiku kept the party supporters waiting under the blazing sun until 3.30pm when he addressed them briefly and left after greeting the Alake and Paramount ruler of Egbaland, Oba Adedotun Gbadebo.

    But on his way out and about 150 meters away from the venue, suspected hoodlums petted his suspected convoy with stones, including denting the body of the vehicle and shattering of a side mirror of one of the security vehicles.

    Gunshots were also heard as the security operatives tried to clear the way for safe passage while hoodlums stepped up the stones attack on the departing convoy.

    A trending video showed that the incident occurred around St. Peters Cathedral area of Ake.

    Many were wondering if the stoning had anything to do deep grievances arising from the crisis – ridden primaries of Ogun State PDP which threw up parallel candidates, especially governorship candidates. The aggrieved governorship aspirants and their supporters shunned the rally.

    A source close to Otunba Jimi Lawal, one of the aggrieved governorship aspirants challenging Hon Ladi Adebutu over the party’s ticket, told The Nation the camp knew nothing about the stoning of Atiku’s convoy.

    He said the organisers of the Ake rally should know and tell the world what transpired.

    But reacting, the Media Director, Ladi Adebutu & Akinlade Campaign Organisation, Mr. Afolabi Orekoya, said there was no such incident as stoning of Atiku’s convoy, dismissing a video depicting the alleged incident as “false and fabrication.”

    “It was a fabrication. How can you prove that it was Atiku’s convoy that was attacked? Check the whole of Ake area whether you will see a glass house structure where the recorder of the video claimed he hid to record the incident,” Orekoya said.

    However, unofficial sources told The Nation that some youths expecting to get money from the PDP presidential candidate and organisers of the rally were disappointed nothing was given to them.

    They reportedly withdrew from the venue angrily, ambushed the convoy few metres away from the targets and attacked with stones when they emerged from the Ake Palace ground.

    When The Nation contacted Ogun Police spokesman Abimbola Oyeyemi for clarification, he said he was in a meeting, promising to get back.

    Rivers State Governor Nyesom Wike yesterday threatened a showdown over the suspension of some of his political allies in the Peoples Democratic Party (PDP) for alleged anti-party activities.

    He vowed to challenge, in particular, the dissolution of the Ekiti State Executive Council of the party believed to be loyal to a former governor of the state, Mr. Ayodele Fayose.

    Fayose is an ally of the Rivers State governor.

    Wike told the National Working Committee of the Peoples Democratic Party (PDP) that its decision to suspend his supporters was off course.

    Former governor of Enugu State, Senator Chimaroke Nnamani who was similarly axed in the suspension gale, also protested the action against him.

    He said he was neither told his offence nor given an opportunity to defend himself before a disciplinary action was taken against him.  

    Wike and his colleagues in the G-5 (Governors Seyi Makinde of Oyo, Samuel Ortom of Benue, Ifeanyi Ugwuanyi of Enugu and Okezie Ikpeazu of Abia) are opposed to PDP’s  ceding of its presidential ticket and national chairmanship of the party to the North.

    They consequently opted out of the campaign of the PDP presidential candidate, Alhaji Atiku Abubakar, and called for the resignation of the chairman, Dr. Iyorchia Ayu.

    Wike, speaking yesterday during the inauguration of the State PDP Campaign Council in Bori, Khana Local Government Area of the state, said the suspension of party members loyal to the G-5 governors would not help the PDP in the February/March elections.

    He branded the dissolution of the Ekiti State executive committee of the PDP as an act of tyranny that would be challenged in court.

    He dared Ayu to suspend him or any of his colleagues in the G-5.

    He said: “Let me also use this opportunity to say to Iyorchia Ayu and his team, your dissolving Ekiti State Exco will not help you in any way. Your suspending people will not help you in any way.

    “The battle line has been fully drawn. As I speak to you, we will do everything legally possible to challenge any decision we know is illegal.

    “So, don’t think you can threaten people by saying so, so persons have been suspended. Rubbish! Complete rubbish! We are above that level that you think you can threaten anybody; intimidate anybody with whatever illegal decision you have taken.”

    Continuing, Wike said: “We are waiting for you to announce my own and any other of my friends. Like I have said, when a man says you will not sleep, he too, will he sleep? Will Ayu sleep? Will those his cohorts sleep?

    “So don’t worry, we have the capacity to pay back.  We have the capacity to tell you that enough is enough.

    “You are doing what will give you more headaches as far as this election is concerned. We are watching and we are waiting for you to announce more of my friends.

    “When a man says you will not sleep, will he sleep too? Will Ayu sleep?”

    Wike urged Rivers electorate in Khana to vote for the PDP governorship candidate, Sir Siminialayi Fubara, the national and legislative candidates in the 2023 general election to consolidate on the achievements of his administration.

    Fayose’s son, Ajijola, five others reject suspension

    Seven National Assembly candidates of the PDP in Ekiti State yesterday rejected their suspension by the party’s NWC.

    They are all loyalists of Mr. Fayose and one of them, Oluwajomiloju, is even his son.

    The younger Fayose is seeking election into the House of Representatives from Ekiti Central I.

    The other suspended chieftains include Ayeni Funso and Ajijola Lateef, senatorial candidates for Ekiti North and Central respectively.

    Others are Emiola Jennifer (Ekiti South II), Ajayi Samuel (Ekiti North II), Olayinka Olalere (Ekiti Central II) and Yinka Akerele (Ekiti North I).

    They dismissed the purported suspension as a joke, a grave misstep by the party leadership and a ploy to distract them from pursuing their aspirations.

    Their words: “Section 57 (6) of the PDP constitution is clear and unambiguous. It states that ‘Any decision taken against a member who has not been informed of the charges against him or has not been given any opportunity of defending himself shall be null and void.’

    “Also, Section 33 of the Electoral Act is very clear on candidates for elections and as it is, we remain candidates in line with law and we shall remain focused. Our party is a constitutional institution and we will ensure it obeys its constitution.

    “For the avoidance of doubt, Section 33 of the Electoral Act provides clearly that ‘A political party shall not be allowed to change or substitute its candidate whose name has been submitted under Section 29 of this Act, except in the case of death or withdrawal by the candidate.’

    “We are therefore unperturbed. Rather, we are being propelled to work harder to ensure victory in the elections while we explore appropriate means of handling the issues.

    “Ultimately, it will be victory for us as candidates of the PDP.”

    They appealed to members of the party and supporters across the 177 wards in the state to remain calm in the face of the alleged injustice.

    Dr. Nnamani who has been expressing support and admiration for the All Progressives Congress (APC) presidential candidate, Asiwaju Bola Tinubu, took to his Twitter handle @ChimarokeNamani at 12.54 am yesterday to respond to his suspension.

    In the response entitled To All My Teeming Supporters, he said: “Earlier tonight, the National Publicity Secretary of the Peoples Democratic Party (PDP) announced the decision of the National working Committee (NWC) of PDP suspending me from the party.

    “I have since been inundated with telephone calls and messages from various persons, seeking my clarification on the matter.

    “Just like every other person, the decision and announcement of my purported suspension from the PDP came to me as a rude shock and huge surprise.

    “I was never at any time notified of any petition or complaint against me or informed of the grounds that formed the decision of the NWC of the PDP to suspend me from the party.

    “I was not also invited to any meeting, proceeding or hearing of the NWC of the party where my supposed offence (s) was/were discussed. I was, therefore, not afforded the opportunity to make representations on my behalf at any meeting where the proposal and decision to suspend me from the party was made.

    “My right to fair hearing was consequently violated against the provisions of the Constitution of the party, especially in disciplinary proceedings. More importantly, the Superior Constitution of the FRN.

    “I therefore appeal to all of you to remain calm and law abiding while we continue our campaign to a hopefully victorious conclusion. To God be the glory.”

    Announcing the decision of the PDP NWC’s decision on Friday, the National Publicity Secretary of the party, Mr. Debo Ologunagba, said: “The National Working Committee (NWC) of the Peoples Democratic Party (PDP) has after a very extensive review and consideration of the affairs of our Party in the country, pursuant to the provisions of the PDP Constitution (as amended in 2017) approved the suspension of Senator Chimaroke Nnamani (Enugu State) and Chief Chris Ogbu (Imo State) with effect from today, Friday, January 20, 2023, over allegations of anti-party activities.

    “In the same vein, the NWC has approved the suspension of the underlisted Party members in Ekiti State also with effect from today, Friday, January 20, 2023, over allegations of anti-party activities.

    The suspended members in Ekiti State are:

    1. Ayeni Funso -(Ekiti North)

    2. Ajijola Lateef Oladimeji -(Ekiti Central)

    Don’t allow PDP back to power, Tinubu charges Nigerians

    The Presidential Candidate of the All Progressives Congress (APC), Asiwaju Bola Tinubu yesterday urged Nigerians to disallow the Peoples Democratic Party (PDP) from regaining power.

    He also asked the Jigawa State electorate to vote for responsive and responsible leadership in the February and March elections.

    Tinubu spoke during the APC presidential campaign rally held at Mallam Aminu Kano Triangle, Dutse.

    He told the cheering huge crowd that having voted out the “jackals and hyenas” in the PDP in 2015, it would be disastrous to give them another opportunity back to power.

    “You did the courageous job of chasing away the locusts eight years ago. Do not trust their deceptive promises. Do not let them back into power. Like locusts, they will devour everything in their path!” he said.

    “Instead, vote for the people that have a track record of delivering prosperity to the people. We did it in Lagos and Borno, and with your help, we will do it again for Nigeria. Vote for the people with the vision, capacity, competence and integrity to do what is right.

     “Vote for responsive and responsible leadership. Vote for us. Vote for the APC on February 25 and March 11.”

    He said his administration would build on the achievements of President Muhammadu Buhari and bring the country to flourish.

    Unveiling his plans, the frontline presidential candidate promised to revamp the agricultural sector while also giving great attention to developing infrastructure across the country.

    He said: “The vast arable land in Jigawa will be activated to make this state a place to reckon with in agro-business and agro-allied industries.

    “We will build upon the gains already recorded in agriculture in this state. We will invest in the expansion of irrigation and water management systems to increase productivity and reduce the impact of extreme weather, drought and flood cycles on crop yields.

    “Our initiatives will ensure Jigawa farmers can cultivate their lands all year round.

    “If you elect me, I will consolidate the ongoing infrastructural revolution by networking our entire country with good roads that would spur development. We will use the road network to connect our major agricultural and industrial hubs.”

    Reiterating the importance of securing the nation for economic growth, the APC candidate promised to provide all critical security agencies with all they require to secure the nation and make it habitable for Nigerians.

    “Most importantly of all, we will secure our nation and defeat the menace posed by evil criminals, kidnappers, bandits and terrorists. We will sweep them away. Broom!” he said.

    “We will do so by recruiting and deploying more security personnel across the various agencies, improving their equipment and training and deploying top-shelf technology to improve ground and aerial surveillance in key and dangerous areas.”

    Overwhelmed by the tumultuous crowd, Tinubu thanked them at every turn, saying Nagode, Nagode (thank you, thank you).

    Jigawa State Governor Badaru Abubakar expressed appreciation to the people of the state for turning out in large numbers to receive the presidential candidate and other party leaders.

    He described Tinubu as his dear father who would soon become the “father of the nation.”

    “You know me, I know you. You know what we did before and what we are doing at present. You know right from President Buhari and me, your governor, we are doing well for you. Baba Asíwájú will take over from there and double our party’s delivery for you”

    Present at the rally were Tinubu’s running mate, Kashim Shettima; Senate President Ahmed Lawan; House of Representatives Speaker Femi Gbajabiamila and  the Director-General of the campaign and Governor of Plateau, Simon Lalong.

    Also at the rally were Chairman, Progressive Governors’ Forum and Kebbi State Governor Atiku Bagudu and Governors Abdullahi Ganduje (Kano), Umara Zulum (Borno), Mai Mala Buni (Yobe) and Bello Matawalle (Zamfara) as well as the two Deputy National Chairmen of the party, Senator Abubakar Kyari (North) and Barrister Emma Enekwu (South).

    It took the double-decker bus conveying Tinubu, Shettima and other party stalwarts to the campaign ground some time to arrive the venue, owing to the traffic jam caused by the movement of party supporters.

    The high point of the rally was the formal defection of the governorship candidate of the Labour Party in the state, Comrade Abdullahi Tsoho and 20 candidates for the House of Assembly of the party to the APC.

    It is unlikely that most Nigerians will be able to meet the January 31 deadline given them by the Central Bank (CBN) to exchange their old N200, N500 and N1000 notes for the new ones, according to an investigation conducted by The Nation.

    Reports from our correspondents across the country yesterday confirmed that a huge volume of the old naira notes is still in circulation while the new notes remain scarce despite assurances by the apex bank that there is enough to go round, and its threat to start sanctioning commercial banks that are still issuing the about-to-expire notes.

    Those who spoke to our reporters did not hide their frustration in getting the new notes from banking halls and/or Automated Teller Machines (ATMs).

    Some traders in Lagos threatened to start rejecting the old notes from their customers this week.

    The CBN has repeatedly warned that it will not extend the deadline.

    Apart from taking its public  enlightenment on the new naira notes to markets,mosques,churches and palaces,the apex bank has started sending sms to Nigerians  to “deposit your old N200,N500,and N1000  banknotes with your bank or agent.”

    But the Nigeria Governors’ Forum (NGF) has made a last minute appeal to the apex bank to consider the poorest and most vulnerable households among other concerns arising from the naira redesign and withdrawal policy.

    Although the commercial banks have been operating on Saturdays to enable their customers deposit their old notes, the development has had little or no effect in getting the new notes out.

    The ATMs have also not been of much help as only a few of them are dispensing the new notes.

    Such ATMs are usually besieged by customers who are eager to have the new notes.

    In Ibadan, the Oyo State capital, long queues of customers were seen at the Jiaz Bank and GTB Dugbe ATM machines which were dispensing the new notes.

    Adesola Ilori, a food stuff seller, said: “I’ve seen the new N1,000 note twice when a customer brought it to my shop. But all attempts to get it from banks were not successful. At least, I visit banks weekly but they still give out old notes.

    A Point of Sale (POS) operator at Dugbe, Ibadan, Akin Solaja, said: “They keep recycling the old notes. There will be a serious cash shortage when the deadline expires.”

    The situation is not different in Bayelsa State. A businessman in the state capital, Yenagoa, Chris Ben, said he was surprised to be given the old notes recently when he went to a bank to withdraw some money.

    “The bank packed old notes for me and gave me few new notes. I rejected them, but I was told that they could not help the situation as they did not have enough new notes to give out.

    “I reluctantly accepted what they gave to me because I was in dire need of money.”

    Traders at the Nkwo Nnewi New Spare Parts markets in Anambra State told a CBN delegation that visited there on sensitization last Friday that the new notes were unavailable.

    Residents of Enugu, Ogun and Bauchi states are also worried about their inability to exchange their old notes and hope that the authorities will extend the January 31 deadline.

    Borno border, rural communities reject old naira notes – Zulum

    Borno State Governor Babagana Zulum said on Friday that rural dwellers in the state, particularly those in the border communities, were already rejecting the old notes.

    Receiving a team of Central Bank of Nigeria (CBN) who visited the state to monitor compliance with the bank’s policy on the new naira notes, Zulum said many border communities who trade with people in neighbouring Chad, Niger and Cameroon were in a dilemma as their neighbours who normally collect naira notes now insist it must be the new notes or no business.

    The governor said many of such communities were suffering, citing Kala-Balge Local Government Area which has been inaccessible to vehicles for the past seven months due to difficult terrain and floods as well as non-availability of the new notes to be taken to them.

    Zulum, who also listed other areas affected by difficult terrain and insecurity in the state, pointed out that only Maiduguri Metropolitan, Jere and Biu local government areas have banks, making things difficult for the CBN policy to work in the state.

    He said the expectation of Nigerians from CBN was that when it commenced the policy in December, banks would stop giving old notes but that was not the case.

    “We are still receiving old notes. There is need for CBN to do justice to this matter,” he said.

    “We are okay with the time frame, but what about the availability of the funds?” Zulum queried.

    Earlier, Mr Mohammed Tumala, the Director, Statistics Department of the CBN, who led the delegation to Borno, said they were in the state to monitor compliance and to ensure that the new notes reached everywhere before the deadline of February 31.

    Tumala said the team had within the past two days visited all banks and ATM machines in Maiduguri to ensure compliance with the guidelines.

    CBN introduces cash swap programme  

    In a move to ease  the naira exchange in the rural areas, the CBN said with effect from tomorrow, January 23, rural dwellers and Nigerians living where there are no banking services will be able to  swap their old N1,000, N500 and N200 notes for the new ones.

    The Director Banking Supervision Department, Haruna Mustafa, and the Director, Payment System Management Department, Musa I. Jimoh, in a joint circular to all Deposit Money Banks (DMBs) Mobile Money Operators (MMOs), Super Agents and Agents said the programme will enable “citizens in rural areas or those with limited access to formal financial services to exchange old naira notes for redesigned notes”.

    Under the initiative, agents can only exchange a maximum of N10,000 per person. “Amounts above N10,000 may be treated as cash-in deposit into wallets or bank accounts in line with the cashless policy,” the directors said.

    Agents are also required to demand for BVN, NIN or Voter card details of the customers before accepting to exchange more than N10,000.

    The new cash swap programme, the CBN said, “is also available to anybody without a bank account”.

    Agents were urged to open a wallet or account instantly upon request, “leveraging the CBN Tiered KYC Framework”.

    This, the circular said, will “ensure that this category of the populace are able to exchange or deposit their cash seamlessly without taking unnecessary risk or incurring undue cost”.

    Agents were authorised to sensitise their customers on opening wallets/bank accounts and the various channels for conducting electronic transactions.

    Some designated agents are eligible to collect the redesigned notes from DMBs “in line with the Revised Cash Withdrawal Limit policy”.

    Agents have been given permission to “charge cash out fees for the cash swap transactions but prohibited from charging any further commissions to customers for this service”.

    The apex bank was however silent on how much the agents should charge as cash out fees.

    As part of the Cash Swap Programme, agents are expected to “render weekly returns to their designated banks regarding the cash swap transactions, while DMBs will in turn render same to the CBN on a weekly basis”.

    The CBN warned that Principals (Super Agents, MMOs, DMBs) will “be held accountable for their agents adherence to the above guidelines”.

    It assured rural dwellers and those targeted by the programme that “Cash Swap agents will be readily identifiable in all local governments, particularly those in the rural areas”.

    Govs to CBN: Consider poorest, vulnerable households

    The Nigeria Governors’ Forum (NGF), in a last minute appeal to the CBN, urged it to consider the poorest and most vulnerable households in implementing its policies on the naira redesign and withdrawal policy.

    The NGF Chairman, Governor Aminu Tambuwal of Sokoto State, in a statement in Abuja, said while the governors were not opposed to the objectives of the naira redesign policy, they were not unaware of “huge challenges that remain problematic to the Nigerian populace.”

    Accordingly, the governors asked the CBN to consider the peculiarities of the states, especially as they pertain to financial inclusion and under-served locations and made three resolutions as follows:

    *”Work closely with the CBN leadership to ameliorate areas that require policy variation particularly the poorest households, the vulnerable in society and several other citizens of our country that are excluded.

    *” Collaborate with the CBN and the Nigerian Financial Intelligence Unit (NFIU) in advancing genuine objectives within the confines of our laws, noting that the recent NFIU Advisory and Guidelines on cash transactions were simply outside the NFIU’s legal remit and mandate.”

    The NGF set up a 6-member Committee headed by the Governor of Anambra State, Professor Charles Soludo to engage the CBN in addressing anomalies in the country’s monetary management and financial system.

    Other members of the committee are the Governors of Akwa Ibom, Ogun, Borno, Plateau and Jigawa states.

    No going back on policy, NFIU tells governors

    The Director, Nigerian Financial Intelligence Unit (NFIU), Modibbo Hamman Tukur, yesterday said it would not waive its new policy on cash withdrawal from government accounts.

    He asked the Nigeria Governors Forum (NGF) to show some understanding because the policy was designed to save the naira.

    He said the entire financial system suffered excess liquidity and liquidity ratio infringements.

    He said NFIU took preemptive measures to control the looming barrage of investigations in the nation’s financial system.

    He said Nigerian banks have lately been fined of millions of U.S Dollars by the United States FIU and the United Kingdom FIU due to non-compliance.

    Tukur made the NFIU’s position known in Abuja following the NGF’s claim that the ban on cash transactions was outside its “legal remit and mandate.”

    According to a statement by NFIU’s Chief Media Analyst, Ahmed Dikko, the Director made the clarifications when approached by newsmen to respond to a statement issued by the Chairman of the Nigeria Governors’ Forum regarding the guidelines on cash withdrawals from all government accounts,

    Tukur said: “First of all, we are ready to partner with the six-man committee they set up. We will enlighten them.”

    “Secondly we acted within our functions and the law. We issued the guidelines to control the barrage of investigations that we saw coming. Our guidelines were meant to help the governors not to fight them or any public servant.”

    He said the increasing recourse to transactions by government institutions was alarming and undesirable for the country.

    He said: “We reached a stage where if we allowed the present scenario to continue, all public institutions will drift into structured cash withdrawals of certain amounts of money which by law, standards and best practices must be investigated continuously which is neither desirable nor reasonable.

    “We feel communities must move on by accommodating changes and adjusting to new developments.

    “Last time, we issued the Local government Guidelines we were taken to court but we won the case.”

    Tukur also explained that it was important to save the nation’s Naira and banking sector.

    He said NFIU had been tolerating some excesses in the financial and banking sectors for too long.

    He added: “But more importantly we need to understand that in recent past United States FIU and United Kingdom FIU penalized Nigerian banks with fines of millions of U.S Dollars due to non-compliance.

    “Internally, non-compliance with sections cited in the recent guidelines comes with heavy penalties on financial institutions. We did, on gentlemanly pretext, avoid until this moment putting a fine to financial institutions expecting, gradual learning and adjustments.

    “But to eternally guarantee this kind gesture is to automatically keep abusing our laws.

    We want every stakeholder to appreciate that we cooperated for too far and long.

    “We held deep breath while defending these deficiencies internationally, just to continue to remain in the International pay points and competing with others.

    “Finally, we also clearly stated in the preceding advisory, that the entire financial system suffered excess liquidity and liquidity ratio infringements which put hedging pressure of demand for foreign currency and gradually destroying the value of the Naira and above all creating wide room for money laundering and terrorism affecting significantly the rural populace on top of general inflation in the open market place.

    “We are in support of working together to stop these challenges and in most progressive manner.”

    Emirs, CAN express worries over January 31 deadline

    The  Emir of Bauchi, Dr. Rilwan Sulaiman Adamu, and the Emir of  Katagum, Alhaji Umar Kabir II have  expressed concern that the new currency notes are not yet in full circulation across the country.

     They warned that the deadline issue should be handled with utmost tact in the interest of peace in the country.

    The Emirs spoke when CBN officials visited them in their palaces in Bauchi and Azare respectively to enlighten and seek the support of traditional institutions on the new monetary policy.

    The Christian Association of Nigeria (CAN) Chairman in the state, the Reverend Abraham Damina, said many rural dwellers don’t even have account numbers to deposit their old notes.

    In response, the Director of Medical Services of the branch in Bauchi, Jubril Abdukadir, said provision has been made for the Point of Sale Operators (POS)  to make the new notes available to rural dwellers after  depositing  their old notes in exchange for the new ones while accounts will be opened by bank officials for those without one.

    CBN asked to monitor commercial banks on disbursement

    The Olu (of Warri) Advisory Council has asked the CBN to monitor the disbursement of the new naira notes by the commercial banks to customers.

    The Advisory Council gave the charge on Friday while hosting a high-powered CBN team on the naira sensitization exercise, who were on a courtesy visit to the palace of the Olu of Warri, Ogiame Atuwatse III, in Warri, Delta State.

    Members of the Olu Advisory Council, led by the Ojomo of Warri Kingdom, Chief Tesigiwa Pessu, also urged members of the public to formally report commercial banks still dispensing old notes to customers for necessary sanctions.

    The traditional chiefs tasked the CBN to urgently disperse its field inspectors across the country and ensure that commercial banks are working optimally to meet the target of changing all old notes from customers to the new currency, without hitches.

    The Council expressed concern that the redesigned naira notes, which many willing customers are finding difficult to procure from the commercial banks, are now being hawked openly by touts at motor parks and along the streets of the metropolis.

    “What is the CBN doing about this? This negative trend has become a norm in Nigeria. There is the urgent need for the CBN to sit up and do the needful now without further delay,” the Olu Advisory Council stated.

    Speaking earlier, the leader of the CBN team, Mr. Sunny Daibo, a Deputy Director of Finance from Abuja, noted that the sensitization team would be collating all the public complaints for action by the management of the apex bank.

    Daibo remarked that CBN had long ago criminalised hawking or sale of naira currency by touts, stating however, that execution remains the major problem in this regard.

    The CBN team later moved in batches with flyers and handbills to the popular Igbudu Market in Warri, in continuation of the public sensitization of the Naira redesign policy.

    In what appears to be a daily occurrence, gunmen again attacked communities in Ebonyi, Imo and Enugu states.

    In other attacks, no fewer than six persons were kidnapped.

    The Nation gathered that gunmen on Friday night killed two members of the All Progressives Congress (APC) in Ebonyi State.

    Also, a Commander of Ebubeagu in Ogboji Ward, Ezza North Local Government Area, Charles Nwankwo was also attacked and killed by gunmen same night in his house.

    The killing of the APC members reportedly took place in Mkpuma Akpatakpa Community in Izzi Local Government Area of the State.

    They were said to be attending an APC meeting late Friday in the community when the gunmen stormed the venue and opened fire on all present.

    The hoodlums, who were said to be two in number, reportedly operated with a motorcycle.

    They were said to have quickly zoomed off having completed their mission.

    Two persons were confirmed dead while two others who were injured are receiving treatment at the Alex Ekwueme Federal University Teaching Hospital, Abakaliki.(AE-FUTHA).

    Meanwhile, gunmen have attacked and killed one Charles Nwankwo who is the Commander of Ebubeagu in Ogboji Ward, Ezza North Local Government Area.

    The gunmen, according to a source in the area stormed the house of the Ebubeagu commander at around 1am and shot him dead.

    The source noted that the gunmen carted away his motorcycle and gun.

    “Charles Nwankwo was Ebubeagu commander in Ogboji Ward, Ezza North LGA. Gunmen visited him at his home town in Ogboji community and shot him dead, collected his motorcycle and gun and ran away,” the source said.

    Ebonyi State Commander of Ebubeagu, Friday Ujor confirmed the killings.

    He, however, said he was yet to get full details of both incidents.

    Police Spokesperson, Chris Anyanwu could not be reached for comments.

    He did not take calls or reply to text messages sent to his phone numbers.

    Policeman killed, several others wounded in Imo

    In a similar attack in Imo, gunmen also attacked Oguta Police Division in the Oguta Local Government Area, killing a police officer and leaving others wounded.

    The gunmen who struck late on Friday night, were, however, repelled by the police operatives on duty.

    Some residents told The Nation on Saturday that the gun battle lasted for hours with some of the hoodlums escaping with gunshot injuries.

    Sources said that on arrival, the attackers threw explosives at the police facility and opened fire on the men on duty.

    A source who pleaded anonymity said “gunmen attacked Oguta 1 Police Division and killed one visiting mobile police officer. They threw explosives at the police station but they were engaged. They ran away with gunshot injuries with some damage on the police facility.”

    When contacted, the spokesperson for the police in the state, Henry Okoye, said that “the attackers were repelled but unfortunately one of our personnel paid the supreme price. Operation is on to apprehend those who carried out that dastardly act.”

    Few days ago,  Agwa Police Station and Umuaka Police Divisional headquarters were equally attacked with three of the hoodlums killed and some policemen sustaining injuries.

    No fewer than six persons were reportedly kidnapped in a one-week siege by unknown gunmen at Ikem community in Isi-Uzo Local Government Area of Enugu State.

    The Nation gathered that the situation has worsened security matters in Isi-uzo Local Government Area that is yet to recover from the wanton killings by suspected herdsmen militia at Eha-Amufu, a neighboring community.

    For three days running, the masked gunmen laid siege on Ikem-Isioroto along Obollo Afor – Nkalagu road and drove the villagers into the bush.

    On Monday, January 16, eight masked gunmen attacked five young men including the Chairman of Federated Ikem Improvement Union Enugu Branch, Mr. Emeka Odoh (aka Asokwa), as they concluded a security meeting in the neighbourhood.

    Asokwa told newsmen that he was home from Enugu to join other members of the committee to find ways to strengthen the local security ahead of the coming general elections so as to ensure that people exercise their franchise in peace.

    He said, “As we drove out of the meeting venue, we found four gunmen on the main road brandishing guns. I was driving and instinctively reversed the car and behold there were another set of four gunmen behind us.

    “The gunmen opened fire at us, shattering all the windscreens and the four tires, but I bravely drove through the hell of bullets with flat tires to safety.

    “One of us was badly hit by the bullets and was immediately rushed to Enugu where eight bullets were extracted from his body by surgeons. He is still recuperating at the intensive care unit of the hospital.

    “Enraged that their preys had escaped the gunmen kidnapped two commercial motorcycle riders and made their escape through a bush route towards the boundary with Benue State.

    “As they withdrew, they robbed adjoining houses and stole food items and condiments.”

    The villagers narrated that as they were still reeling under the shock, the gunmen returned on Tuesday and kidnapped a native who was home from Enugu and a member of the National Youth Service Corps (NYSC) who is his tenant. They said that no ransom demand had been made yet.

    “Thursday night, the gunmen returned for the third time, this time at night, kidnapped three more people and shot one person who confronted them.

    “As a result, the villagers all slept in the bush for fear of their lives. On Friday night, they still slept in the surrounding bushes for fear the gunmen would return,” narrated another native.

    He continued, “Ikem-Isioroto is a strategic community on the northern border of Ikem. It is bounded by Benue State in the North and the routes to the rich farmlands have become a delight to kidnappers.

    “Last year, three kidnap incidents took place at Ikem and all the hostages were taken out through the same route. The local catechist was the first to be kidnapped, followed by a young man who came back from Italy. The third was a trader on his way to the market.

     “In each case, a ransom was paid before the victims were released.

    “Security agencies made some arrests and the suspects are still being investigated. The suspects include herdsmen and their local collaborators. The people are expecting quick prosecution of the suspects to serve as deterrence to others”.

    A journalist and native of the affected area, Anayochukwu Agbo said “the latest attack shows a dangerous trend. The gunmen were masked, unlike in previous kidnaps, suggesting heavier involvement of locals in the attack. The way they sacked the village suggests this could be a test run to what could happen during the coming elections.

     “That is why the security agencies should take this seriously as some paid gunmen have threatened to stop the electorate from voting in the southeast.

    “Army checkpoint should be approved for the hot spot where the gateway route is located at a place called Ugwuatu.”

    Details have emerged as to why Olona Babajide Joseph, a 300-level student of Industrial Design at the Federal University of Technology Akure (FUTA), took his own life yesterday.

    Olona’s body was found dangling from the ceiling of his room after some students broke into his off-campus apartment.

    The deceased, who had a clothing brand called “Tart Angles”, was said to have been the Financial Secretary of the department.

    Closed friends said he committed suicide because he was accused of fraud.

    It was learnt that his father was called and informed about the alleged fraud.

    A student said: “The Treasurer of the department wasn’t around to receive payment for dues for the new session. Joseph decided to receive the payments from students.

    “The President requested that Joseph should send one hundred thousand naira (₦100,000) to him for a departmental project. Joseph sent, it using his digital bank — Carbon. He was debited but the President didn’t receive the payment.

    “Several mails were sent to the bank but the issue wasn’t resolved. Due to that, he was so pressured about it and everyone secluded him. He hasn’t attended lectures since we got back from the Christmas break because of the pressure.

    “Yesterday morning, I went to get my phone from Joseph because his phone is faulty and we both shared my phone. He informed me that his HOD called his daddy and said he engaged in fraud.

    “He was very disturbed about it. He requested to follow me to my office at the Students’ Union Building (SUB) because he didn’t want to stay alone.

    “I left him at the office to attend the homecoming event that held at T.I Francis auditorium and also watched the Awopegba match.

    “When I got back to the office, he had already locked the office door. He came back to give me the keys and left.

    “When I got home, I forced him to eat. At 7:40pm, I knocked his door but he didn’t open. I left thinking he was still angry with me for leaving him at the office.

    “At 8:30pm, I knocked again but there was no response. At 10:01pm, I tried again but there was no response and I went to sleep.

    “This morning, I went to knock around 8 am but there was no response. I had to go and check through his window and I saw him hanging from the ceiling.”

    A source closed to the President of the Departmental Association, Owomoyela Oladotun, however, said he confirmed that the late Olona mismanaged the departmental funds.

    The source was quoted as saying: “Olona Joseph is a student of Industrial Design and the Financial Secretary of the department. He mismanaged the association funds and was asked to remit it back.

    “After first semester examination (last year), he promised to pay back the money in installments. Since then, I haven’t seen him. I just got a call this morning that he committed suicide. It seems like a dream because the money isn’t worth him taking his life.”

    Spokespersons for the institution, Adegbenro Adebanjo, said the institution was aware of the incident, saying the Students Affairs Division has got in touch with the family as well as provided support services.

    “Counsellors are also providing needed support for students who may have been impacted by the sad development. The Police authorities have also been duly informed.

    Ondo State Police Command spokesman, SP Funmilayo Odunlami, confirmed the death, saying the incident was reported to the police.

    She said: “His body has been taken to the morgue and investigation has started to unravel the reasons behind his action. But it was a case of suicide.”

    A search through his Facebook page showed that he once solicited for fund to upgrade his business.
