    Briton arraigned for smuggling gun, ammunition to Nigeria

    A 42-year-old British arms dealer who is accused of smuggling 80,000 guns and 32 million rounds of ammunition worth £840,000 from China to Nigeria has dismissed the allegations as “ludicrous.”

    Gary Hyde, of Newton on Derwent, East Yorkshire, allegedly smuggled 40,000 AK47 assault rifles, 30,000 other rifles, 10,000 9mm pistols and the ammunition across the world in 2007.

    The York-based businessman – a former director of United Kingdom companies York Guns and Jago Limited – is said to have organised the trade and transportation of the weapons in contravention of UK arms laws.

    But this is the second time Hyde has faced the accusations and he continues to refute the charges, with his barrister telling Southwark Crown Court that the allegations are “completely ridiculous.”

    “The idea Mr. Hyde sat down and made a decision to breach this law willy-nilly, knowing fully well the consequences, is, we suggest, ludicrous,” Stephen Solley QC, defending, told the court.

    “Mr. Hyde is a legitimate businessman, and to suggest he had a cavalier, couldn’t care less approach and is going to go ahead regardless we suggest that was simply not the picture.

    “The idea you could be sure this man put two fingers up to the criminal law knowingly is completely ridiculous.”

    However, prosecutors say Hyde failed to obtain the correct export licence, and a record of flights in 2006 and 2007 to China when the sales allegedly happened has been put before the jury.

    But Mr. Solley said prosecutors had not given a complete picture of Hyde’s travel, missing out several overseas trips not seen as relevant but gave a fuller picture of his working life.

    “Some people think there is a glamour to international travel,” he told the court.

    “But the glamour wears off pretty quickly. What a struggle it must have been to keep up all the various components of his life, his English business, and his international business.”

    Mr. Solley told the court Hyde was working for one of the largest arms-dealing firms in the north east of England, juggling international deals, a domestic business, and his family life.

    He also pointed to 38 other potential deals with China which were being negotiated at the time the alleged crimes took place.

    Hyde, who has been trading in arms and dealing regularly with government departments for 20 years, gave a prepared statement protesting his innocence when brought in for questioning.

    “I do not believe that I engaged in any activity in the UK which I understood to require a licence but where instead I decided to ignore that obligation,’ he said. ‘Apart from a couple of administration errors, I have always been compliant.”

    Mr. Solley also warned the jury not to think badly of Hyde because of his profession.

    “There’s nothing wrong with arms dealing,” he said. “This was nation state to nation state sale and purchase, between the government of China and the government of Nigeria.

    “It was not to some ramshackle gang somewhere – it was government to government arms sales.”

    Hyde has pleaded not guilty to smuggling the 80,000 guns and 32million rounds of ammunition.

    A previous trial into the charges against Hyde was abandoned, the jury was told.

    Hyde denied two counts of becoming knowingly concerned in the movement of controlled goods between March 2006, and December 2007. He also denied one count of concealing criminal property between March 2006, and December 2008.

    The trial continues.

    EFCC to arraign man held with $7.04m Friday

    The Economic and Financial Crimes Commission will on Friday arraign Abubakar Sheriff Tijjani, a man caught with $7.04 million at the Murtala Mohammed International Airport, Lagos.

    Tijjani was arrested by security operatives on September 27 on his way to Dubai, United Arab Emirates.

    EFCC’s Acting Head, Media and Publicity, Wilson Uwujaren, said in a statement that Tijjani will be arraigned at the Federal High Court, Ikoyi, Lagos.

    The commission said Tijjani will be arraigned under Section 12 of the Foreign Exchange (Monitoring and Miscellaneous Provisions) Act Cap.F34 Laws of the Federation of Nigeria 2004 and Section 2(5) of the Money Laundering Prohibition Act 2011.

    The 25 year-old suspect, according to the statement, told the EFCC operatives that he had $4.5million on him when he was arrested, but after a thorough search, the sum of $7,049,444 was found on him.

    A woman who is allegedly behind most armed robbery operations, kidnappings and assassinations in Lagos has been arrested by the state police command.

    The force said her vehicle was used for the robbery operation at Iteri area of the metropolis where two policemen were killed.

    She also sponsored the abduction and killing of a businessman, Mr. Oddi Nweze and other prominent people in FESTAC, Ikoyi, Surulere, Amuwo-Odofin, Apapa, and Ago Palace way.

    Police sources at Area ‘E’, Command, FESTAC Town, where Ngozi Onowu is currently being detained told The Nation that apart from arranging hotel accommodations for the gang which is led by her younger brother, the suspect also registered mobile communications network providers’ SIM cards with fake names and addresses for them.

    “It is with these SIM cards that they used to communicate with their victims before their abductions and assassinations. If they are not hired to kill their victims, they will use the SIM cards to communicate with their relations and family members for ransom. The moment ransom is picked, the SIM cards are destroyed,” the source told our correspondent.

    The Nation gathered that the two kidnap kingpins that were declared wanted by the state Commissioner of Police, Mr. Umar Manko, for their alleged involvement in the killing of Nweze are Onowu’s younger brother and cousin.

    “She was the one that arranged their escape. Chibuzor Onowu and Kingsley Okwudili led the gang that killed the businessman. It was Ngozi that helped them to fled from the country,” the source said.

    NASS will grant Health Bill speedy passage – Mark

    The Senate President, Senator David Mark, on Thursday gave assurance that the National Health Bill presently before the National Assembly would be given accelerated passage.

    The National Health bill passed by the National Assembly in 2011 was not accented to by President Goodluck Jonathan due to issues raised by some health workers.

    Mark, who gave the assurance while speaking at the opening ceremony of the 13th Board meeting of the Partnership for Maternal Newborn and Child Health (PMNCH) in Abuja, said the new bill will soon go through second reading in the Senate.

    The return of the bill to the National Assembly, he said, is to allow the lawmakers to make new vital inputs into the document and ensure progress in the health sector.

    He said: “I am more worried that we have genuine problems in our hands and we have to work together to overcome them.

    “It is a blessing in disguise that the Health Bill was not signed into law because we can still make more vital inputs to it now.

    “We have done the first reading and it will soon go for the second reading. We will fast-track the Health Bill.

    The Senate President also harped on the need for proper education in all the country’s geo-political zones in order to ensure separation of religious and cultural matters from health issues.

    “There are so many Islamic countries in the world and they are making progress in the health sector. Religion should not be mixed up with health issues,” Mark said.

    The Health Minister, Prof Onyebuchi Chukwu, at the occasion, said: “I want to appreciate the Board for the hosting privilege granted to Nigeria. It is my belief that the opportunity of having the Board meeting will help members understand the progress the country has made, the challenges and our plans in influencing maternal newborn and child health issues.”

    An explosion on Wednesday night slightly damaged the building of Church of Christ in Nigeria (COCIN) in Zango area of Bauchi metropolis.

    Bauchi State Commissioner of Police, Alhaji Mohammed Ladan, confirmed the incident in a telephone chat with the News Agency of Nigeria.

    He said the church building was slightly damaged, adding that there was no casualty.

    Ladan also confirmed that another explosion occurred in a building located at the Bauchi Industrial Area, saying that there was also no casualty.

    “We have commenced investigation into the two incidents and will do our best to apprehend the culprits,” the commissioner assured.

    Retirees collect N1.77b monthly as pension – PENCOM

    The Director-General of National Pension Commission, Mr. Muhammed Ahmad, said that retirees under the Contributory Pension Scheme collect about N1.77 billion monthly as pension.

    Ahmad stated this at a workshop with the theme entitled: “Effective Administration of Benefits under the Pension Reform Acts 2004” organised by the Commission for journalists in Abuja.

    He said that the retirees, numbering 54, 558 from both the public and private sectors, had also collected over N151.52 billion as lump sum on retirement.

    “There are currently 54,558 retirees from the public and private sectors under the Contributory Pension Scheme that have collected over N151.52 billion as lump sum.

    “They are also collecting about N1.77 billion as monthly pension while assets worth N2.94 trillion have been accumulated as at the end of September 2012,” the News Agency of Nigeria quoted the PENCOM boss as saying during the workshop.

    According to Ahmad, about 5.28 million Nigerians have been registered on the scheme as at September 2012.

    The director general said the recapitalisation of the Pension Fund Administrators (PFAs) from N150 million to N1 billion was successfully accomplished.

    He said the commission had taken legal action against employers that have not complied with the Act.

    Ahmad said that the informal sector ‘received a major boost with the commission’s appointment of about 124 Recovery Agents.

    Human trafficking to UK ‘rising’

    The number of people being trafficked into the United Kingdom is rising, latest government estimates suggest.

    Last year the authorities learned of 946 victims, compared with 710 in 2010 were taken to the UK, the inter-departmental ministerial group on human trafficking said.

    Crime gangs in China, Vietnam, Nigeria and eastern Europe now pose the biggest threat to the UK on the issue, it said.

    The government said better co-ordination between its departments and with authorities abroad was key.

    BBC says there is currently no official figure for the number of victims trafficked into the country each year.

    However, the group’s report said that last year 712 adult victims and 234 child victims were reported to the National Referral Mechanism, the official body that identifies and looks after those caught up in trafficking.

    Of the victims referred in 2010, 524 were adults and 186 were children.

    It is thought the increase could be explained by improvements in identifying victims, although campaigners say the figures of those being trafficked could be far higher as many victims choose not to come forward for fear of being sent back to where they came from.

    The report detailed two cases of people being trafficked for illegal organ removals but they were detected and stopped before the operations were carried out. One involved the planned sale of a victim’s kidneys.

    The report also said there had been an increase in the number of children being forced into crime, including street begging. The Child Exploitation and Online Protection Centre estimates there are about 300 child trafficking victims in the UK every year.

    Determined  to ensure adequate security for the Ondo State governorship election scheduled for Saturday, the Inspector- General of Police, Mohammed Abubakar, on Wednesday ordered restriction on movements in and around the state.

    Starting from Thursday October 18 to Friday 19, there will be restriction of movements in and out of Akure, the state capital between 6pm – 6am.

    There will be total restriction of movements in and out of the state from 6pm on Friday to 8pm on Saturday, “except for those on essential duties and or such degree of movement necessary for citizens to exercise their franchise on the election day.”

    A statement by Deputy Force Public Relations Officer, Mr. Frank Mba, urged travelers and citizens intending to use roads in and out of Ondo State to divert to alternative routes.

    “The IGP appealed for the understanding and cooperation of the entire citizenry, as the restriction is essentially to ensure the effective security of citizens, election officials and materials. It is a strategy to curtail the influx and movement of undesirable and criminal elements in and out of the state before and during the election,” the statement said.

    Abubakar assured that adequate security logistics and manpower had been strategically deployed to achieve a most conducive electioneering atmosphere.

    “In this regard, policemen for election duty have been properly trained, briefed and sensitized on their roles as stipulated in the Electoral Act. They are expected to be professional, non partisan, civil but firm in their approach and relation to the public; and to strictly observe Force Order 237 on the use of firearms to ensure that inalienable rights of the citizens are not trampled upon.

    “The IGP uses this medium to advise politicians to play by the rules. Consequently, politicians, political office holders and all very important personalities who are not directly involved in the conduct of the election, are expected to peacefully cast their votes and return to their homes.

    “On no account must they be involved in monitoring of election, as the police will enforce to the letter, all laws relating to the elections and law breakers appropriately dealt with in accordance with the law of the land.

    “Citizens of Ondo State are enjoined to come out enmasse to exercise their civic right, as the police, assisted by other security agencies, have mapped out plans to ensure that persons who are out to cast their votes, do so without fear of molestation from any quarters,” it added.

    Workers at the Kogi State House of Assembly were on Wednesday barred from entering the assembly complex with security agents sealing off the area.

    The development was sequel to the impeachment of the Speaker, Alhjaji Abdullahi Bello, and 11 other principal officers of the house on Tuesday.

    The News Agency of Nigeria reports that security men in combat gear were seen at the gate of the assembly turning back workers who reported for duty.

    Some of the security men were seen warning the workers to comply with security directives in their own interest.

    Some of the workers, who spoke with NAN, said they would return to their duty posts on Thursday when the house was expected to resume session, after four months break.

    Alhaji Ibrahim Amoka, Special Adviser, Media, to Bello told NAN that the heavy security presence was necessary to maintain law and order.

    “When there is crisis like this, security men must secure the environment to ensure that peace is not compromised. It is also to avoid further crises, you can see there is tension everywhere,” he said.

    Amoka assured that the house would resume on Thursday, saying that the speaker would also resume work.

    Mr. Amadi Nwaneri, Police Public Relations Officer of the Kogi State Police Command, also told NAN that the tight security at the assembly complex was to “ensure peace and security in the land.

    The Senate on Wednesday passed the Terrorism Act amendment Bill and Money laundering Act 2011 amendment Bill.

    The passage of the Terrorism Act amendment Bill followed the consideration and adoption of the report of the Joint Committee on Drugs, Narcotics, Financial Crimes, anti-corruption and Legal Matters which scrutinized the Bill.

    The report of the same joint committee on Money Laundering Act amendment was also considered and adopted.

    Highlight of the Terrorism Act amendment Bill is that anybody convicted of terrorism risks life jail.
