  • Are Naval personnel involved in illegal oil bunkering in Niger Delta?

Are Naval personnel involved in illegal oil bunkering in Niger Delta?

    • By Mukhtar Ya’u Madobi

Ever since its discovery in 1956 in the Niger Delta region, precisely in Bayelsa State, crude oil has been the major backbone of the Nigerian economy, contributing the largest share to the Gross Domestic Product (GDP).

It is, however, unfortunate that damaging acts such as oil bunkering, oil theft and pipeline vandalism continue to threaten the sector, reducing its huge contribution to the national treasury because revenue inflow is adversely affected.

In order to stem the tide, the immediate past administration of former President Muhammadu Buhari contracted Tantita Security Services Limited (TSS) for the protection of pipelines as well as other oil-related facilities around Niger Delta.

The general public and industry stakeholders have attested that Tantita Security is doing a good job guarding the facilities under their watch. The impact in evident in the sharp rise in the quantity of crude oil being produced daily in recent months.

In October this year, the Federal Government announced that Nigeria’s oil production had increased to about 1.7 million barrels per day, from the 1.1mbpd recorded in August 2023. The figure was in fact below 1mbpd as of May 2022.

Curiously, since the surveillance commenced, there have been different accusations and counteraccusations between Tantita Security and the Nigerian Navy over the identity of persons stealing crude and sabotaging normal maritime activities.

Just last week, another episode occurred amid heated counter-allegations after a large vessel was intercepted on the waters of Ondo State. A disturbing leaked video revealed alleged shady deals involving some personnel of the Navy.

A combined team of soldiers, personnel of the Nigeria Security and Civil Defence Corps (NSCDC), and operatives of Tantita Security discovered the vessel after it was spotted loading crude oil from a well head off the coast of Ondo.

The vessel reportedly had on board naval officers, who allegedly declined a request by the Nigerian National Petroleum Company (NNPC) Limited that the tanker be moved to its jetty at Oporoza in Delta State for investigation.

The personnel, according to reports, claimed that they arrested the vessel and were transporting it to one of their bases; shots were said to have been fired to ward off other security operatives from any attempt to access the cargo ship.

The questions for military authorities: Did the Navy truly arrest that oil vessel? Why did they stop the government team from carrying out an inspection? What was the reason for firing shots despite the presence of NSCDC and NNPCL officials?

On the seized vessel in Ondo, Naval spokesperson, Commodore Adedotun Ayo-Vaughan, said the arrest was an action sequel to a tip off. He accused Tantita Security complicity in “illegalities”, saying the Awoye riverine area,  near the location of arrest, is covered by the firm.

“The apprehension of the vessel was based on credible intelligence received by the Base on the illegal activities of crude oil thieves at the location which informed the swift deployment of FOB IGBOKODA personnel to enforce the arrest of the vessel and her crew.

“…It is believed that Tantita Security Service is involved in these illegalities because Awoye riverine area which is close to the place of arrest is covered by TSS. It was upon the arrest of the vessel by the Nigerian Navy that TSS began to raise false alarm, unfounded and mischievous,” Ayo-Vaughan noted.

The company, in its response, debunked the allegation it described as “libelous and defamatory”, and has demanded a thorough investigation by federal government in order to expose the saboteurs and those who might be sponsoring them.

“The activities going on inside the Nigerian Navy’s FalconEye should be investigated as the ship was only a few kilometres off the coast of Ondo State, well within view of the FalconEye, but they never reacted”, said Capt. Warredi Enisuoh, Executive Director, Operations and Technical.

The Navy should know Nigerians are tired of blame games; what they want is the prosecution of economy wreckers. The Rear Admiral Patrick Effah-led Naval Intelligence Unit must gather credible information to tackle illegal oil bunkering in Niger Delta and safeguard our waters.

A diligent probe should be launched to fish out soldiers and elements conniving with criminals to perpetrate crimes capable of crippling nation’s economy. Until this is done, the public will continue to suspect Navy as an accomplice in crude oil theft.

Former Chief of Naval Staff (CNS), Vice Admiral Awwal Gambo (retd.) had hinted that unscrupulous personnel were assisting thieves on oil bunkering and theft. Now, many are eager to see the problem fixed under the current CNS, Vice Admiral Emmanuel Ikechukwu Ogalla.

  • Kokori’s testament: ‘I’ll live the life of a hero even in my death’

Kokori’s testament: ‘I’ll live the life of a hero even in my death’

“I will live the life of a hero even in my death,” were some of the last words of late Chief Frank Kokori, before he went unconscious and eventually died, days later at a private hospital in Warri, Delta state, where he had been receiving treatment for over a month.

As news of the death of the erstwhile Secretary-General of the National Union of Petroleum and Natural Gas Workers (NUPENG), swept through Nigeria, it is no doubt left shock waves in the political space, especially among witnesses to the era of the 1993 military junta.

Even at the point of death, Chief Kokori, not one to shy away from the truth, displayed how much of a “freedom fighter,” he is and how desperately he wished Nigeria well.

Recall that after his outcry of neglect and abandonment in the wake of the Nigeria Labour Congress (NLC) and Trade Union Congress (TUC) industrial action, in November, right there, on his sick bed, he appealed to Nigerians to give President Bola Tinubu, whom he recognized as one who had been part of the democratic struggle, “some time to rebuild the country.”

As he struggled with his last breaths early this week, he requested his senior Personal Assistant, Barry Atavwoda, to record him for the world to hear him one last time before his sojourn to the great beyond.

In the recording which was made available to this reporter, Kokori, in between breaths, expressed deep gratitude to the Delta State Governor, Rt. Hon. Sheriff Oborevwori, for showing love and concern during his stay at the hospital.

He described the governor as a “good man” and asked God to bless him.

Kokori whose words were distorted at intervals, also sought government and NUPENG’s assistance for “four persons,” aside his children, due to their diligence in serving him.

Kokori’s words: “This is real… as I make my last testament. Heroes die the way people like us die, so I want to record this for the world to know that this man is not doing this thing for photo shopping.

“God will bless Sheriff, God will bless Nigeria.

“Heroes don’t die without fighting. I was born a hero and I will live the life of a hero even in my death. That’s why I’m still struggling to record all these.

“… because these four persons and my children have been wonderful. So God, if you want to take me. Let this my last sayings be made available to the world.

“You see, I struggle to talk because I’m a freedom fighter. And I don’t want a situation that after my death, my children would be struggling over monetary something, benefits… these four persons I mentioned, including all my children. That’s my testament again. I want cool something, cool air… Argh!”

Still panting for air, he forced out these words: “… a good man, a good man. He cherished my life (apparently referring to the Gov. Oborevwori).”

Though the recording did not capture the names, his aide, Atavwoda, however, disclosed the four persons he spoke about as himself (Barry), who is the senior aide; Chief’s second Personal Assistant, Tobore Ovumedia; his Housekeeper/chef, Akpesiri Idemudia and driver, Ovie.

Further explaining the circumstances surrounding the recording, the aide stated: “During the last breaths of Chief Frank Kokori who was my boss, he directed me to record his last testament, even while he was struggling to survive, he used his last breath.

“And he mentioned Oborevwori, the governor of Delta state. He appreciated him for showing concern during his stay in the hospital. That he never knew Oborevwori was such a good man. Oborevwori wasn’t as close to him as some people, but Oborevwori showed love, concern as a good man.

“He pleaded with Oborevwori to help four persons who were close to him, aside from the children. That the four persons had served him diligently; one, his senior personal assistant, Oke Atavwoda; two, Tobore Ovumedia, his second P.A; three, the chef/housekeeper, Akpesiri Idemudia and four, his driver, Ovie. That even in death, he appreciates what these persons have done for him.

“And he pleaded that the government and NUPENG should look towards these persons mentioned. That was his last testament, it was on record and he asked me to record him.”

It can be agreed that his exit from this world was remarkable, considering he died on the day of his birth, December 7, at the ripe age of 80.

Meanwhile, the mood in Agbon Kingdom, especially the Ovu community where the elder statesman hailed from is sober, reflecting the departure of a great son.

According to feelers, since learning of his passage relatives and other community members have been trooping to the deceased country home to condole with the immediate family.

Although a condolence register has been opened, dignitaries are expected to start calling at the residence from the weekend when the children would be on the ground to receive them.

The Nation reports that one of the children, the third child of Chief Kokori, Efe, is already in town.

With tributes still pouring in, the President Bola Tinubu-led Federal Government has been urged to immortalise the ex-labour leader for his role in returning Nigeria to democracy.

The founding leader of the All Progressives Congress (APC) in Delta State, Olorogun O’tega Emerhor, made the call in a statement commiserating with the family over the passage of the octogenarian.

Emerhor noted that the death of Chief Kokori is a great loss to Nigeria’s democracy considering his sacrifice against the then military junta to return the country to civilian government.

The statement partly read: “I am pained to receive the sad news of the passing of one of Nigeria’s active participants in the June 12 struggle. Papa Kokori sacrificed so much for the current democracy we are all enjoying. He fought at the detriment of his family and personal comfort for the return of civilian rule.

“Chief Kokori also made valuable contributions to the formation and growth of our party, All Progressives Congress (APC). For his likes, APC today has a strong footing in Delta State and other parts of Nigeria.

“His contributions to the development of our democracy will be well remembered. To this end, I appeal to our esteemed leader and President of our nation, Asiwaju Bola Ahmed Tinubu, to immortalise him. Immortalising Chief Kokori is a way of commending him for his role in returning Nigeria to Democracy.

“I extend my heartfelt condolences to his immediate family, the King and people of Agbon Kingdom, and all lovers of democracy for the passage of our relentless fighter for a better Nigeria.”

Tompolo’s Tantita, soldiers ‘foil’ oil theft at OML 103, 110 off Ondo Coast

Pipeline surveillance company, Tantita Security Services Limited has alerted the Nigerian National Petroleum Corporation Limited (NNPCL) on the activities of an unmarked vessel purportedly involved in illegal bunkering activities off the Ondo state coast

TSSL, which is owned by Chief (Dr) Government Ekpemupolo, said the unknown oil tanker was moored at an oil well jacket around the Oil Mining Leases (OML) 110 and 103 operated by Cavendish Petroleum Limited, and Consolidated Oil respectively.

In its report to NNPCL that was made available to The Nation, TSSL said its operatives in the Igbokoda axis of Ondo state were tipped off by its intelligence sources on the plot by a syndicate to steal crude oil from a well jacket in between the two OMLs.

It said: “The loading of the ship was to commence just before 2200hrs local time on the 6th of December 2023. Tantita Security Operatives got confirmation that the unknown ship is on location and had made fast to the Well Jacket and that loading had commenced.

“At about 0300hrs, Tantita Security Operatives set out to secure the scene of the crime via two boats. While underway, information reached us that the ship had four AK-47 rifles and ammunition and we should proceed with caution.”

The firm also expressed concerns about possible collusion between the criminals, bad eggs within the NNPCL, and officials of the Nigerian Navy’s FOB around the vicinity of the crime.

The letter signed by Captain Waredi Enisuoh identified a suspected oil dealer, who is currently facing charges of illegal bunkering (names withheld) as the mastermind of the plot.

The statement said the gang is working in league with an illegal bunkering and well jacket vandalism suspect based in Benin, Edo State, and appealed to the Nigerian Navy to allow its operative to bring the suspect to face the law

It added: “As daylight, we approached the ship to have a clearer view. It was discovered that it had already connected hoses from the Wellhead to its deck and loading had commenced.

“By this time, an update also got to us that the Nigerian Navy Forward Operating Base has sent out gunboats in the direction of the crime scene as well. Their mission was to rescue the ship from the Tantita Operatives laying siege in the area and securing it from being boarded.”

Enisuoh said the two Navy gunboats and a speedboat donated to the Nigerian Navy by the Ondo State government stormed the area and started firing warning shots at its operatives forcing them to abandon mission and wait for backup.

A video of the confrontation between the navy on one hand, and a team comprising soldiers of the Nigerian Army and TSSL operatives, on the other hand, showed the naval officers directing the TSsL team to backoff, saying, “we have the authority to secure the area.”

The group lamented that they were drawing fire from the navy, who should join them in protecting oil assets from theft.

Speaking on the confrontation, Capt Enisuoh said: “We refused to leave the area despite the Cat and Mouse chase between the Tantita Operatives and the Navy at sea. By evening time, we got information that the Navy had removed the Master of the yet-to-be-identified ship and one other crew member.”

He called on the NNPCL and the Federal Government to wade in and ensure that the circumstances surrounding the vessel, its cargo, and those involved are unraveled.

Emerhor, a renowned banker and politician, while reacting to the passage of Chief Kokori, described the former NUPENG scribe of being pivotal to the returning of Nigeria to democracy.

Emerhor in a statement on Friday noted that the death of Chief Kokori is a great loss to Nigeria’s democracy considering his personal sacrifice against the then military junta to return the country to civilian government.

He. called on the President Bola Tinubu-led APC government to immortalise the former labour leader for his role in ensuring that the country return to democratic rule.

The APC leader stated that despite Kokori’s incarceration by the then military government, the iconic labour leader remained consistent in his fight for the democracy which all Nigerians are currently enjoying.

  • Crude Oil Theft: Navy, Tantita on collision course over arrested vessel

Crude Oil Theft: Navy, Tantita on collision course over arrested vessel

Operatives of the Tantita Security Services Limited (TSSL) have uncovered a coastal location in Ondo state, where oil thieves were allegedly siphoning crude oil under the cover of men of the Nigerian Navy (NN).

It was gathered that the personnel of TSSL, who acted on a tip-off stormed the location of the illicit oil deal, where the illegal oil operators under the protection of the armed naval personnel were stealing crude oil from a well-head, operated by a yet-to-be-identified oil major.

The Tantita operatives were said to have been barred from the scene by some naval personnel, who engaged in sporadic shooting to ward off the inquisitive officials of the private security company engaged by the Nigerian National Petroleum Company Limited (NNPCL) to tackle the menace of crude oil theft and pipeline vandalism.

It was also alleged that the naval personnel also tamed men of the Nigerian Army (NA) and Nigeria Security and Civil Defence Corps (NSCDC), who were later called in as reinforcement by Tantita.

The combined team of Tantita personnel and men of the NA and NSCDC were restricted 700 metres away from the scene of the illegal operations by the naval men.

As the naval personnel on the illegal collaborative assignment launched gun attacks, ostensibly to cover their tracks, Tantita officials, soldiers and men of NSCDC maintained reasonable distance, apparently to avoid casualty.

Read Also: Tantita, security forces arrest vessel

Impeccable findings showed that the action of the naval personnel was aimed at concealing the identity of the vessel and ensuring it sailed with the stolen crude out of the nation’s territorial water.

The investigation further revealed that as the face-off persisted, information about the incident filtered into the Office of the National Security Adviser (NSA).

The NSA, Mallam Nuhu Ribadu, who was said to be livid over the relentless and unrepentant connivance of the men of the Navy with oil thieves, reportedly contacted the service chiefs, including the Chief of Naval Staff, Vice-Admiral Emmanuel Ogalla, warning that the vessel must not be allowed to escape.

Ribadu also placed the NNPCL’s Chief Operating Officer, Mele Kyari and the Presidency on red alert.

The Navy, in a volte-face, feigned the involvement of its personnel in the unpatriotic act.

Reliable sources said Ogalla subsequently directed his subordinates to apprehend the vessel in response to pressures from different quarters, including the Presidency.

As parts of the drama by the Navy cleared itself, it was gathered that the crew members of the vessels would be paraded in due course without the naval collaborators.

Reliable sources provided video clips from the scene at the coast of Ondo State, to authenticate the report.

Even after the purported arrest, it was further gathered that the Naval personnel refused a request by the officials of NNPCL that the vessel be moved to the NNPCL’s jetty at Oporoza for a joint inspection.

Oporoza jetty is a recognised destination for previous illegal oil equipment and vessels seized by Tantita and other security agencies from illegal oil operators.

Observers are concerned that the Navy was planning to take credit for the arrest of the vessel, which it was originally aiding to steal crude oil.

The concern was further accentuated by the tendency to exonerate its officials, who provided cover and escorted the vessel.

Also citing precedence, observers are also worried that the vessel might either disappear without trace or its content emptied by unscrupulous naval personnel.
