    Kwara to register scavengers

    Kwara state government is set to regulate operations of scavengers in the state.

    Accordingly, the state said it would soon commence the registration of scavengers for proper recognition “whereby individuals will have an identity code and uniforms for identification,” Commissoner for the Environment Mallam Shehu Usman said.

    The move, the commissoner said, is to ensure security of lives and properties of the people and also increase revenue drive of the state

    Mallam Usman said this at the weekend in Ilorin, the state capital during a meeting with the Association of Scavengers.

    He added that “the present administration under the leadership of Governor AbdulRahman AbdulRazaq is not comfortable with your operations, as it is causing insecurity in the state.

    “Therefore, this ministry deems it fit to regulate your activities, through official registration, for efficient operation across the state.”

    Usman warned scavengers in the state to stay away from criminal activities and operate by environmental law, otherwise will face the full wrath of the law.

    Permanent Secretary in the ministry, Hajia Afusat Ibrahim, informed the association that their registration would close on the 31st of December, adding that full enforcement of the law would commence January 2024.

    Earlier, the association state Chairman, Mallam Musa Umah, appreciated Governor AbdulRahman AbdulRazaq for creating an enabling environment for scavengers to operate in the state.

    He expressed their readiness to comply and operate within the law governing their business, pledging to partner with government to sustain healthy living for Kwarans.

    Abuja Airport incident: NSIB begins investigation

    The Nigerian Safety Investigation Bureau, has been notified and has commenced investigation into a serious incident involving a Boeing 737 with Nationality and Registration Marks 5N-BYQ belonging to Aerocontractors Airlines.

    This is contained in a statement signed by Dr James Odaudu, the NSIB Director of Public Affairs and Consumer Protection, on Sunday in Abuja.

    Odaudu said there was no injury or fatality.

    “The incident occurred around 10:47am (Local Time) on 12th November, 2023.

    “The aircraft upon landing at the Nnamdi Azikiwe International Airport, Abuja from Lagos and in a bid to exit runway via A4 had its nose wheel stuck in the grass verge with its fuselage on runway.

    “Consequently, the runway was closed pending the towing of the aircraft from the runway. There was no injury or fatality,” it said.

    According to him,the NSIB, hereby, solicits information from the general public in form of pictures, video or recording evidences to assist in conducting a comprehensive investigation.

    He said the bureau could be reached through info@aib.gov.ng and NSIB_Nigeria on its social media platforms and on its emergency line +234-807-709-0909.

    ”The NSIB will appreciate that the general public and press respect the privacy of the people on board and not assume the cause of the serious incident until formal report is released.

    “The NSIB is a multimodal investigation agency charged with the mandate to investigate transportation accidents and serious incidents in Nigeria with the aim of identifying the probable causes and proffer safety recommendations that can prevent reoccurrence,” it said.

    The director affirmed that the bureau would release the preliminary report as soon as possible.

    Reps Committee pledges effective oversight on petroleum sector

    House of Representatives Committee Chairman on Petroleum Resources (Midstream), Prince Henry Odianosen Okojie, has assured stakeholders  of effective oversight to ensure value addition on  the sector.

    It was during the inaugural meeting of the Committee in the National Assembly Complex in Abuja .

    Okojie, who represents Esan North East and Esan South east Federal Constituency of Edo State, said Committee will work to ensure accountability and transparency as well as compliance with regulations mandates.

    He pointed out that it was the first House Committee on Petroleum Resources (Midstream), which is as a result of the Petroleum Industry Act (PIA), 2021 which provided the legal, regulatory and fiscal framework for the Nigerian Petroleum Industry, hence a lot is expected of them.

    He expressed gratitude to the leadership of the House led by Speaker Tajudeen Abbas for the confidence to carry out the responsibility and said that the Committee would diligently carry out its mandate.

    He said: “This inaugural meeting is to set the stage for the enormous responsibilities we are to accomplish. Our goal, therefore is to provide effective leadership and oversight for the midstream petroleum sector and to ensure that there is value addition.

    “As you are aware, the Petroleum Resource (Midstream) handles the midstream activities in Nigeria, which includes the technical, operational and commercial aspects of operations in the oil and gas industry. The sector deals with the movement, storage and processing of crude oil and natural gas. It also covers wholesale marketing of crude or refined petroleum products.

    “Essentially, this is the first House Committee on Petroleum Resources (Midstream), which is as a result of the Petroleum Industry Act (PIA), 2021 which provided the legal, regulatory and fiscal framework for the Nigerian Petroleum Industry. A lot is expected from us.

    “The Committee shall also emphasize on issues of finance, prices and fees for midstream services; ensuring health, safety and environmental standards are met; support activities that encourage investment and competition in the midstream sector; and to also set standards that can help develop gas infrastructure and use; as well as dealing with issues that affect host communities and stakeholders.

    “This Committee will work to ensure accountability and transparency; compliance with regulations mandates, and updates and shall conduct public hearings and investigations on activities of the Ministry of Petroleum Resource, NMDPRA, NNPCL and other stake holders in the sector to ascertain standard procedures in line with the PIA and in line with the goal of the “Renewed Hope Agenda” of the President of the Federal Republic of Nigeria, President Bola Ahmed Tinubu (GCFR) and for the overall benefit of Nigerians.”

    Appeal Court reinstates lawmaker

    The Appeal Court sitting in the FCT yesterday upheld the appeal by member representing Lau State Constituency at the Taraba State House of Assembly, Nuhu Akila of the People’s Democratic Party (PDP) against Emmanuel George of the All Progressives Congress (APC).

    The Taraba Elections Petitions Tribunal sitting in Jalingo, had in September upturned the victory of Akila and gave the victory to George.

    The tribunal had given the victory to George based on the recounted ballot papers in the March 18 elections which showed that George had the highest votes.

    But the Presiding judge, Justice Uche Onyemenam, held that the “evidence of recounted ballot papers in Lau State constituency was inadmissible”.

    He also held that all evidence tendered by the petitioners were incompetent and that the testimonies of PW 1 and 2 were unlawful while that of PW 3 was hearsay evidence.

    An elated Akila who was surrounded by his supporters and kinsmen declined to comment on his victory.

    But a legal practitioner/politician, MP Yerima described the victory as coming from God.

    He called on George to join hands with the winner.

    He also commended Governor Agbu Kefas for his efforts in ensuring the victory for the party

    Also, a former Special Adviser on Revenue Matters, Absolom Solomon said, “this victory is for everybody, Lau constituency and Tarabans. We need to join hands together”.

    Police warn protesters against attempt to burn court

    The Plateau State Police command yesterday warned hoodlums against any attempt to burn down Court of Appeal complex, Jos division and other sensitive infrastructures in state.

    The warning by the police came a day after supporters of the People’s Democratic Party (PDP), staged protest around Maraban Jama’a, Secretariat junction and old Airport Junction in protest to the Appeal Court Judgment which sacked all PDP lawmakers in National Assembly from Plateau over lack of party structure.

    The Nation reports that supporters of the PDP on Wednesday, gathered around the strategic areas to vent their angers over the court Judgment against their party.

    The police in a statement by spokesperson of the command, DSP Alabo Alfred, condemned the activities of the PDP supporters, saying they wouldn’t allow any unlawful protest in the state.

    He said the police commissioner has observed with dismay the way and manner in which some aimless group of persons clustered and unlawfully blocked the public highway around Old Airport junction, Mararaban Jama’a and even attempted to set ablaze the Court of Appeal structure, Jos, in the name of protest against the judgment.

    “In order to maintain peace, law and order in the state, the CP has warned individuals, or group of persons protesting under any guise, whose reaction could truncate the peace currently being enjoyed in the state to desist from such actions or else, the police command will not hesitate to take decisive action against the perpetrators in accordance with the extant laws.

     “The CP therefore warned parents, traditional/religious leaders, to warn their wards and subjects, to steer clear from such unlawful protests to avoid being apprehended by the law enforcement agencies,” he added.

    Katsina State Governor, Dikko Umar Radda has reiterated that offering good governance that will enhance the welfare of the people and also accelerating the development of the state.

    The Governor who made the above disclosure yesterday in Katsina, while declaring open an orientation program for members of the Katsina State Executive Council, Permanent Secretaries and other top government functionaries, at the Presidential Banquet Hall inside the Katsina Government House, said the orientation program was designed to ensure that the masses are kept abreast of the policies and programs of the Katsina State Government under him.

    He maintained that his administration since coming on board, has embraced transparency and accountability in discharging its responsibilities to the people of the state.

    He said: “The orientation program was organized to equip Katsina Commissioners, Permanent Secretaries and Heads of Government Agencies with the requisite knowledge and skills necessary to excel in their roles as public servants’’.

    Secretary to the State Government (SSG), Abdullahi Garba Faskari, said the orientation programme would guide the participants on the rudiments of their administrative responsibilities as Heads of various Katsina Ministries, Departments and Agencies, MDAs.

    WaterAid seeks climate-resilience interventions for communities

    A non-governmental organisation, WaterAid Nigeria has admonished the Federal, State and Local Governments to provide interventions to help communities mitigate the impact of climate change on water supply in the country.

    The organisation said adaptation strategies must be prioritised by all levels of government.

    Chief Executive Officer, WaterAid, Tim Wainwright said it was time to shift attention to those most affected by climate change.

    He said: “We are seeing the impact of climate change and the impact of climate change on the human race is principally through water, either too much or too little, so we see droughts. We see flooding; we see sea level rise; we see the groundwater levels dropping to dangerously low levels; so, it is a huge issue. It is a big risk; and it is getting bigger all the time with climate change.

    “The impact is getting stronger and it is hitting the parts of the world– the countries in the world that did the least to cause climate change.

    “So, we see that it is fundamental to do more work on adapting to climate change, building the resilience of communities; nobody can be resilient to climate change if they do not have access to water.”

    The WaterAid chief said Nigeria must do more to strengthen its sanitation systems as flood occurrences could cause huge risks if there were poor sanitation systems.

    He said to tackle the challenges posed by climate change, it was crucial to ensure access to water for all.

    Wainwright said resilience in the face of climate change hinged on the ability to secure the fundamental resource, adding that with the rise in urbanised communities, demand for clean water and efficient sanitation systems was growing.

    The Country Director, WaterAid Nigeria, Evelyn Mere expressed enthusiasm for the visit, emphasising the opportunity it presented to advance the advocacy for safe, inclusive, and sustainable WASH access in Nigeria.

    The Defence Headquarters said the asymmetric nature of current security challenges in the country has made the military and other security agencies adopt a more realistic gender mainstreaming strategy to defend and protect women and children during conflicts.

    It also said that the Armed Forces of Nigeria has attained 27.9 per cent female participation in peace support operations as against the 17 per cent benchmark recommended by the United Nations (UN).

    The Chief of Defence Staff (CDS), Gen. Christopher Musa, said this at a one-day Gender Mainstreaming Conference organized by the Defence Headquarters Abuja yesterday.

    He said the Nigerian military had received encomium from the UN and the Africa Union (AU) for adopting commendable gender mainstreaming policies in all its military operations within and outside Nigeria.

    The CDS said: “The available record reveals that the Armed Forces of Nigeria have been able to attain 27.9 per cent female participation in peacekeeping operations.

    “These deliberate efforts by the military are in line with the United Nations Security Council Resolution 1325, mandating countries to develop their own action plans to identify, evaluate and control efforts to achieve the objectives of Women, Peace and Security.

    “The UN Security Council Resolution 1325 was mooted to ensure women and societal security needs are safeguarded through increased emphasis on prevention, protection and participation of women in military operations.”

    Gen. Musa said the conference, themed as “Building Capacity Through Gender Mainstreaming to meet Security Challenges” was  tailored at fashioning out the right ambience for the Nigerian military in designing, implementing, monitoring and evaluating operational and administrative doctrines that would promote and enhance their capacity to combat the myriads of security challenges.

    He urged all participants and stakeholders to be open minded to engage in constructive discussions that would further improve the existing gender policies and gender mainstreaming in the military.

    The UN Deputy Secretary-General, Amina Mohammed, commended the Federal Government’s efforts in promoting gender mainstreaming in the nation’s armed forces.

    Mohammed said the conference was apt in building on the Gender Policies for the Armed Forces of Nigeria that was launched in 2021, adding that Nigeria, like many other nations, faces many security challenges, both the national and regional levels.

    The UN scribe said the UN would continue to support the federal government in its efforts to deepen gender inclusiveness and bridge the gender gaps in the armed forces.

    She said that the challenges had far reaching consequences, particularly for the most vulnerable members of society, such as women and children.

    According to her, the Nigerian armed forces had continued to play pivotal roles in both preventing and responding to those security challenges while upholding human rights and safeguarding the nation’s security.

    Mohammed said: “Gender mainstreaming is crucial to the peace process during and after conflict because it sits at the heart of our Sustainable Development Goals.

     “Study after study has demonstrated that when we strengthen women’s resilience and leadership, everyone benefits, including men and boys.

    “Women are more likely to foster inclusive modes of governance and coexistence, more likely to build peace and silence against, and more likely to invest in sustainable development and a cornerstone of peaceful, prosperous communities and societies.

    “Women’s active participation and leadership at all levels is essential to building an inclusive, responsive, and accountable armed forces that reflects the diversity of the community service and better response to their needs.”

    The British Deputy High Commissioner to Nigeria, Gill Atkinson, said the role of women in policy making in the defence, insecurity and operational frontline had grown and become steadily more important.

    Atkinson said the UK and Nigeria had adopted and domesticated UNSCR 1325, which had made the role of women in peace and security fundamental to the future of the nations’ defence and security.

    ‘We’ve met welfare needs of over 5000 less-privileged persons in three years’

    A Christian Organisation, the Gbenga Samuel-Wemimo Ministries International (GSWMI) has said it has provided succour to over 5,000 less-privileged persons since it started operations in 2020.

    The organisation stated that its ministry started its Corporate Social Responsibility (CSR) activities on April 12, 2020, during the COVID-19 lockdown with the mission to spread the love of Christ by meeting people’s welfare needs.

    The Head of the ministry, Pastor Gbenga Samuel-Wemimo, who made this known, said since inception in 2020, the GSWMI-CSR has spread throughout Canada, the U.S., United Kingdom, France, Ghana, Dubai, and multiple locations in Nigeria.

    Samuel-Wemimo said the vision of the organisation was to bring the gospel of the Lord Jesus Christ and all its benefits to every believer and the world at large.

    He said the organisation has put in efforts to provide medical and educational aid among others to the less-privileged, as they deliberately look for communities where there are a lot of poor and needy people.

    Speaking further, he said the organisation has a scholarship scheme that caters for the school fees of indigent pupils and students from primary school to the University.

    “Currently, we have students in Ghana, Nigeria and other countries benefiting from this scheme”.

    On her part, the head of the GSWMI-CSR team, Dr Ololade Akinrinlola, noted that the GSWMI-CSR was funded by donations from members and partners.

    Akinrinola said that GSWMI aimed at reaching the whole world, adding that currently it had CSR activities in about twenty states in Nigeria.

    “We provide free meals, foodstuffs, provisions, clothes, shoes, mattresses, television, mosquito nets, ceiling fans, payTV subscription, medications and other needed items and share the gospel, and we have seen lives being blessed tremendously,” Akinrinlola said.

    “There is so much hunger and need for food in the society. So, we try to bridge the gap as the Lord helps us. Not only that, we also bless orphanages, the homeless, and widows.

    “Our hospital ministry was set up to replicate the work of Christ by healing the sick, breaking the yoke of sicknesses in the lives of people and drawing them to Christ.

    The director, GSWMI Scholarship Scheme, Mr Tai Folarin, said that in the span of three financial years, it had awarded over a hundred scholarships to people.

    He said that the GSWMI Scholarship Scheme was committed to helping students achieve their short and long-term educational dreams through information and scholarships.

    “We have partners who are dedicated to helping with the needs of some students that we have adopted. Our members have “adopted” one or more students making provisions for their school fees, books and upkeep”.

    They said this is owing to his pedigree in public service, legislative prowess and excellent antecedent of Committee leadership as well as steps taken so far.

    The Groups in statement jointly signed by its executive leaders Nwabueze Obi and Kabiru Yusuf said Bichi’s dexterity was recently exhibited in the speedy but diligent work on the supplementary budget passed by the National Assembly and signed into law by President Asiwaju Bola Tinubu.

    According to them: “Bichi is the best man to Chair the Appropriations committee. He came on board with a rich resume of legislative progressiveness and knack for excellence as well as the advancement of the country.

    “As Chairman of the Committee on Works in the 9th Assembly, Bichi provided both legislative support and oversight to critical road projects across the country in engagement with contractors and the Ministry of Works and Housing.

    “He led the committee to oversee projects such as the Lagos-Badagry Road, Abuja-Kano Road, Abuja-Kaduna-Zaria-Kano Road and so on. The 9th House championed the return to January to December Budget cycle, hence there was timely passage of budget.

    “Also, in recent times, it is under Bichi that supplementary budget is been defended openly, making observers and journalists to ask whether defences are held for supplementary budget.

    “Bichi equally does not left anyone in doubt his preparedness to work with his team to ensure timely passage of budget and oversight over relevant government agencies to monitor effective and implementation of the Appropriation Act,” the groups added.
