    Police reform to focus on women in policing, says Ribadu 

    The National Security Adviser (NSA), Nuhu Ribadu has said that the police reform will also focus on the role of women in policing the country.

    Ribadu said the robust reform within the police is certain.

    He spoke at the 2023 Women Peace Forum convened by the Center for Humanitarian Dialogue (HD), with the theme: strengthening women’s strategy engagement in climate – focused peacemaking in Nigeria, in Abuja.

    Ribadu, who was represented by Zakari Mijinyawa, Chief Communication Officer, Office of the NSA, said security and peace in the country is inevitable, adding that women should be part of the development.

    He said: “There is going to be a robust reform within the police. It is the belief of the NSA that this reform of the Nigerian police will look at the role of women and gender issues as far as policing is concerned.

    “The center has been critical over the years in supporting a lot of programmes in the national security sector. And as a country Nigeria has ensured that gender mainstreaming is a critical aspect of our policy processes in the challenges that we have faced over the years.

    “For example in 2015, for the first time, gender security was included in the national security strategy.

    This is a major statement for the country and its aliens with a lot of processes globally. Now, why this is critical is that for the first time this national security strategy in 2015 says that Nigeria is moving to a human security focus.

    “We all know the element of human security, the lack of which affects our women globally. So, it is at the heart of policy strategy.

    “When we were building the national counter terrorism strategy, we ensured that gender was mainstream. Also, I remember that upon developing the policy framework and national action plan for preventing a country via extremism, the place of women, youths, girls, their care and participation is key. So, in this implementation, a lot of programming has gone on especially in terms of community policing.

    “Within this new administration, if you look at the renewed hope agenda, this is a critical component in both security, economy, and social focus. And from the appointments and the participation of women so far from the campaign to governance you can see that there is a key determination to involve women and to ensure that this involvement contributes significantly to bringing solution”.

    Arewa Think Tank tackles US over travel advice

    A Northern group under the umbrella of Arewa Think Tank has tackled the United States (US) and other foreign missions on security advice to their citizens residing in Nigeria and those visiting the country.

    The Convener of the Arewa Think Tank, Muhammad Alhaji Yakubu in a statement expressed displeasure with the US and other foreign missions in the country against “needless security advisories”.

    The US government had penultimate week advised her citizens to avoid staying in  hotels and visiting certain states in Nigeria for security reasons.

    However, the statement said such alarming advice has far-reaching negative implications on the general polity as well as the country’s socio-economic status.

    Yakubu said: “We are aware that the Federal Government was not resting on its oars to ensure that every inch of land and every citizen, both local and foreign, resident and visitor in the country is secured… Such alerts were “needless” as President Bola Tinubu was eager to get the country back on track.

     “We also support the law being proposed by the National Assembly banning  the use of US dollars to pay for transactions in Nigeria, this law will help in strengthening the Naira.

    “We want to encourage the CBN governor for the Naira gains against the dollar and the tempo should be maintained or strengthening further gains.”

    Ashaka cement to invest N500m on host communities

    Ashaka cement Gombe has pledged to invest the sum of N500 million  as Corporate Social Responsibility (CSR) on her three host communities in Funakaye Local Government Area of Gombe State.

    The three communities of Ashaka, Bajoga, and Bage yesterday formally entered into a 5-year Community Development Agreement (CDA) with the cement company.

    The Managing Director of Ashaka Cement Company, Ibrahim Aminu said the CDA encompasses a range of initiatives, including scholarships for community members, training and the provision of modern farming tools to local farmers, classroom construction, healthcare facility development, and water supply among others.

    “We are delighted to be signing the first CDA with our host communities in the company’s history. We want to reassure our host communities of our continued commitment to support the development of these areas. Even with the CDA in place, we remain dedicated to our Corporate Social Responsibility (CSR). We extend our gratitude to all stakeholders for their support in fostering peaceful coexistence with our host communities,” he said.

    Gombe State Governor, Muhammadu Inuwa Yahaya, who presided over the signing of the CDA between Ashaka Cement Plc and host communities in Funakaye local government area, expressed satisfaction with the development.

    Represented by the Commissioner of Energy and Mineral Resources, Sanusi Ahmed Maidala, Yahaya described the signing of the CDA as a long anticipated development.

    “We are pleased to witness the long-anticipated signing of this Community Development Agreement. Through this agreement, we anticipate increased benefits for the host communities from the company’s presence in their area. Our commitment involves diligent oversight to ensure that all projects and programmes, as mutually agreed upon within this CDA, are fully carried out by the company,” he said.

    In his remark, the Commissioner of Justice and Attorney General of Gombe State, Barr. Zubair Muhammad Umar, said the CDA is mandatory upon companies.

    Chairman of the CDAs in Funakaye local government, Alhaji Bappah Jalo Bajoga, appealed to the company to comply with the agreement, assuring them of support towards ensuring the implementation of the projects and programmes contained in the CDA.

    Chairman of Funakaye Local Government, Ibrahim Adamu Cheldu, assured Ashaka Cement Company of more adequate security while appealing to them to keep to the promises made in the CDA.

    Acting Chairman/Chief Executive Officer of National Hajj Commission of Nigeria (NAHCON), Malam Jalal  Arabi, yesterday inaugurated two committees – a six-man E-track and an 11-man Pre-Licensing, Inspection of Tour Operators for Hajj 2024.

    Arabi described the E-Track as the nerve center of Hajj preparation where all arrangements of visa, feeding, accommodation, transportation and payment are made.

    He enjoined the team to undertake the assignment with utmost sincerity and diligence bearing in mind that if executed with honesty and integrity, they will not only have satisfaction of having successfully executed their duties but they also get reward from Allah.

    “Your assignment is fundamental to the success or otherwise of Hajj operation, it is the heart and nerve of the entire Hajj activities. It is the reason you were carefully selected, based on your track record of sincerity, integrity and honesty,” he said.

    He assured them of the management’s maximum support in the discharge of their assignment.

    They said the teams duly recognized the importance of the assignment given to them as it affects the success of the 2024 Hajj operation and assured that the team would do its utmost to not only justify the trust and confidence reposed in them but also work assiduously to make the management proud.

    US firm to set up Lithium battery factory

    A United States company is concluding plans to set up a Lithium powered batteries and solar panels factory in the country.

    Minister of Science, Technology and Innovation, Chief Uche Nnaji, said the government is only interested in serious-minded people that want to set up immediately.

    He said the government will support such investors in collaboration with the Ministry of solid minerals by giving them licence so that they can start immediate.

    Chief Nnaji said this yesterday in Abuja when experts from a company on Solar and Storage Technology in the US, Hecata Energy, visited him.

    He said such batteries would be used to provide power to solar panels in the country, thereby improving electricity supply in the country.

    He said: “In about three or four cities in Nigeria, we have some abandoned projects on renewable energy and solar panels and are making efforts to complete them. So you may not need to make new ones except where what we have is different from what you are looking at. So all you need to do is to partner but nobody stops you from building your own.

    “What we owe you is to provide policy support and land, also very important to us is the fact that you build Lithium batteries to, and we are blessed with Lithium deposit in this country. So when we see serious-minded people that want to set up immediately, we will support them with Ministry of solid minerals by giving them licence so that they can start immediate.

    “We have some people coming from Belgium that are interested in building batteries; there are some Chinese that are interested. We are set if your mission is geared towards moving fast, we are doing it first come first. The other day the South Korean Ambassador told us that they have about $350 million for grant renewable.

    “We are in partnership with other agencies, we have moved far, so I am particularly delighted, about a company that wants to build solar panels that have the capacity to build lithium battery plant. So now my interest is in when you can start.”

    Head of business development, Sub-Saharan Africa Hecata Energy, Ms. Catherine Mfere, said the company is ready to collaborate with the ministry to set up the factory in the country.

    She said the company has already set up 40, 50 and 100 megawatts of electricity in countries like Ghana, Zambia, South Africa and a lot more and is set to do same in Nigeria.

    The Director General, National Council on Climate Change Dr. Salisu Dahiru, yesterday said soil degradation, loss of arable land and declining agricultural productivity pose significant threats to global food security.

    Dahiru stated this at the validation workshop on soil health in Abuja, noting that Climate change exacerbates these challenges further, with extreme weather events, rising temperatures, and unpredictable rainfall patterns wreaking havoc on agricultural systems worldwide.

This  Climate Smart Agriculture plans aims to sustainably increase agriculture production, enhance food security and development using an integrated approach.

    “Soil health, food security, and climate change are inextricably linked, forming a triad that demands our immediate attention and concerted efforts. The state of our soils directly impacts our ability to feed a growing global population, adapt to a changing climate, and mitigate its effects.”

    Dahiru’s  emphasised the need to  explore new pathways, embrace innovative solutions and identify practical measures that can be implemented at local, regional, and global scales,  we have the power to transform our agricultural systems, protect our soils, ensure food security for all, and mitigate the impacts of climate change.

    Northern elite forum decry in-fighting between business moguls, political leaders

    Some northern elites, under the auspices of the Arewa New Agenda (ANA) have condemned the infighting between two leading business moguls, and between a former and serving governor.

    The group called for a ceasefire and genuine reconciliation, stating that the conflicts have a direct bearing on the pervasive poverty in the region which the group is striving to address holistically.

    ANA noted that it is not unmindful that the infighting has a direct bearing on fighting poverty in northern Nigeria.

    Former governors of Bauchi and Zamfara States, Isa Yuguda and Ahmed Sani Yerima respectively; former Secretary to the Government of the Federation (SGF), Yayale Ahmed; Sen. Jonathan Zwingina; Prof. Abdullahi Ashafa; Sen. Grace Bent; Amb. Hassan Ardo; Sen. Bala Ngilari, Abdullahi Candido; former military chiefs; and captains of industries among others were at the one-day dialogue session, organized by ANA, themed, Renewed Hope: The Road to Ending Poverty in Nigeria held in Abuja on Thursday.

    ANA Convener, Sen. Ahmed MoAllahyidi said one is the rift between two global business icons of northern origin and pillars of poverty reduction in Nigeria.

    He said: “We are concerned that the issue has blown open into the public domain; we wish that a mediation effort has set in to prevent further public altercations.

    “While appreciating the concerns so far shown by well-meaning individuals and groups, we lend our voice to further intervention with the aim of resolving whatever the issue might be.

    “The second one is the fight in the murky waters of politics by former and serving Governors of Zamfara State where allegations and counter-allegations rent the air in social media circles amidst a debilitating insecurity affecting the lives of the common people in the State.

    “This show of shame needs to be curtailed immediately- like yesterday”.

    Former SGF, Yayale Ahmed said poverty in the northern region will not go away until the elites go back to the basics, drop their pretentious loyalty to the region and agree that they are one and the same, irrespective of their religion or ethnic affiliations.

    According to him, eradicating poverty in the north is achievable only if the elites focus on raising the people through education and respect for one another.

    On his part, former governor of Bauchi State Isa Yuguda advised a holistic review of the stance of the northerners on religion and a return to entrepreneurial agriculture for poverty to be addressed in the region.

    While condemning the large-scale corruption in every stratum of Nigerian society, Yuguda expressed optimism that the administration of President Bola Ahmed Tinubu has shown positive signs of addressing the scourge.

    He also urged the ageing elites to imbibe the culture of mentoring the northern youth in the art of politics and economy to prevent the region from slipping into irrelevance when the current set of elites exited the stage.

    Sen. Jonathan Zwingina and Prof. Abdullahi Ashafa, former Vice Chancellor of Kaduna State University in their presentations preferred ways to curb poverty and return the region to the era of prosperity.

    On the essence of the dialogue, MohAllahyidi said it was in the continuing effort to diversify and harness opinions that shape and mould the community towards civility and resilience in the face of adverse harsh realities of the world today.

    He said the session was to propose a call to action for the Nigerian people in the desire to end excruciating poverty, among other objectives.

    While reiterating the confodence of the forum in the government of President Bola Ahmed Tinubu, MohAllahyidi urged Nigerians to support the governments programmes towards repoaituong the country

    “The Tinubu administration has many social investments program scattered in different Ministries Agencies and Departments for which we call on the populace to take advantage of these opportunities”, he said.

    Northern elders urge Zamfara governor, Matawalle to resolve conflict

    Following the ongoing conflict between Zamfara state governor, Lawal Dauda and his predecessor, Bello Matawalle, the Northern Elders Forum (NEF), on Wednesday, November 8, asked conflicting parties to exercise restraint in the interest of the region.

    The forum noted that the current conflicts between Aliko Dangote and Abdussamad Isiyaku Rabiu over cement prices, as well as the conflict of interest between Governor Dauda Lawal of Zamfara state and Defence minister, Bello Matawalle, are exacerbating the challenges faced by the northern region in terms of security and the economy.

    NEF convener, Professor Ango Abdullahi, in a statement, called on all leaders and stakeholders in the North to intervene by facilitating a reconciliation meeting among all the parties.

    He said: “NEF is deeply concerned about the ongoing misunderstanding and widening rift between the eminent political and business leaders of Northern Nigeria, which is reflecting negatively on the region’s economic and political stability.”

    The forum urged the conflicting parties to reconsider their ongoing conflicts and refocus on the common goal of securing and improving the lives of the people of the North by restraining themselves and their proxies or against going further with the media crossfire.

    He added: “It is essential specifically, for the two leaders of Zamfara, Lawal and Matawalle to exercise restraint and maturity, and foster a spirit of unity and collaboration against the daunting insecurity in the state.

    “The challenges faced by Zamfara require a collective effort, and it is only through working together that we can overcome them. Engaging in unnecessary conflicts and grandstanding only diverts attention from the real issues at hand and hinders progress in the search for collective and coordinated action.

    “The people of the state are already burdened with numerous challenges, including insecurity, poverty, and a struggling economy. As leaders, it is our duty to alleviate these burdens and provide a better future for our citizens. However, by engaging in conflicts among ourselves, we are wasting valuable time and resources that could be better utilized in addressing these pressing issues.

    “Alhaji Dangote and Abdussamad are both eminent business leaders and respected elders of the North who should be in the forefront of setting exemplary conducts for the benefit of the entire region.

    “By fostering greater understanding and avoiding unnecessary conflicts, leaders can create a stable environment conducive to peace-building, progress, and development which will contribute to the overall stability and prosperity of the Northern region.

    “As concerned elders of the North, and in recognition of the reality that the misunderstanding by these critical segments of the Northern leadership is undeniably not in the best tradition of the Northern culture and values, the NEF has resolved to engage the parties on all sides individually and collectively for final resolution of the various misunderstandings.”

    He further said that the Forum will continue to monitor the development as it unfolds, hoping that the leaders will reclaim their statesmanship by exercising greater restraint for the interest of the region.

    He said: “NEF deems it imperative for leaders to prioritize unity and collaboration over personal conflicts. The challenges faced by the North require a united front, and it is only through collective action that we can overcome them. Let us set aside our differences and work towards a stable and prosperous future for the people of Zamfara state and the entire Northern region.”

    Group threatens legal action against Atiku, Obi over comments against Supreme Court

    One of the frontline Tinubu support groups, Disciples of Jagaban (DOJ), has threatened to take legal action against the presidential candidates of the Peoples Democratic Party (PDP) and Labour Party (LP), Atiku Abubakar and Peter Obi over comments discrediting Supreme Court.

    The group said the ‘grumbling’ by the due of Atiku and Obi after the Supreme Court verdict was aimed at discrediting the judiciary and setting the country on fire, therefore, the DOJ will sue them for treason if they don’t desist.

    The national coordinator of DOJ, Comrade Abdulhakeem Alawuje in a statement on Wednesday categorically asked Atiku and Obi to prepare themselves for another round of legal battle with the Disciples of Jagaban across the world for “this ignoble journey you have embarked upon.”

    He sdaid: “Our initial thoughts was that you would pretend to be reliable and responsible after the landslide and much applauded Supreme Court Judgment by feigning some civility at the least. But now, you have climbed the trees beyond the leaves.

    “You seem to have declared war against the very nation you called yourself a citizen of and you so much love to rule by all means however diabolical. You called the wind, you will have to deal with a whirlwind.

    “The Supreme Court is not related to a clan, religion or political party. Everyone is equal before it. When you disrespect the apex court, you have offended the entire nation and you have committed a very serious crime.

    “If anything, by your unguarded statements and unpatriotic actions, it is clear that none of you is capable of ruling this nation. You don’t have the character and the capabilities.

    “Tinubu will not take you seriously. The court has ruled. You may go and hug a transformer. As a political figure, it behoves a person of Obi’s standing to guide their statement in public. You will be held responsible for whatever you say. Control your political emotions or prepare to face legal battles with us.”

    The group, however, called on Nigerians to disregard the statement that Tinubu would have any confrontation with either Obi or Atiku supporters, distracting him from tackling the economic and security crisis confronting the nation.

    “We personally warned the Vice presidential candidate of the Labour Party, who failed to understand the limit of public statements. He thought he could make outbursts as comments. We have some respect and regard for your family. Any other further criminal agitation will make us respond to you accordingly. The other time you wept profusely in public for political insult on your family. That has shown us the level of your maturity in politics and your life experience.

    It stated: “Tinubu is a focused president that none of your ranting and childish grumbling can distract. He has won all the battles you guys set up to discourage him from contesting. He won all the traps you set against him during the campaign, he beat you silly during your legal action right from the Tribunal to the Supreme Court.

    “DOJ however urged the presidency to concentrate on governance and allow us to handle them legally. The last day of Supreme Court judgment was the time Tinubu has no case with any one of them.”

    A careful analysis of the health sector before the advent of Governor Yahaya Bello’s administration shows that the sector was characterized by gross inadequate healthcare facilities exemplified by the insufficient number of healthcare facilities, poor infrastructure, inadequate manpower, and an almost non-existent drug supply. 

    Aside from healthcare facilities, a further assessment of the healthcare system in the state in terms of service delivery to patients revealed that service delivery which is an all-important indicator for the state is very poor. Healthcare services in the state are not of standard quality due to inadequate monitoring and evaluation of the activities of healthcare workers especially in the rural centers which is said to be a result of high levels of truancy and indiscipline among healthcare workers. With regards to the state’s low enrolment in the National Health Insurance Scheme (NHIS), most citizens were either not aware such facilities existed or were unaware they were eligible and qualified to enlist. 

    Infant Mortality and Maternal Mortality rates are alarming in the country as a whole with Nigeria having the 7th highest infant mortality rate in the world as well as one of the highest maternal mortality rates. If the statistics are disheartening, the reality is even more depressing. A typical 70 percent of the health budget is spent in urban areas where about 30 percent of the population resides. With a population of about 4.5m and conspicuous absence of health facilities in many rural communities the situation was dire. Where any exists, the absence of qualified health professionals, lack of drugs and other essential medical supplies hampered service delivery. 

    These were prevalent realities on the ground when Governor Yahaya Bello took Office. In concrete terms, as of 2016, almost none of the PHCs in the State were functional. A general lack of political commitment to health development coupled with poor funding, and corruption had led to gross inequity in the distribution of health facilities and personnel. Today, however, that parlous trend has been completely reversed. A change in political leadership in the state ninety four months ago ushered in a new era of deliberate healthcare reforms in Kogi State built on a solid foundation of solid policies, targets and outcomes.

    HEALTH

    The last 7 years and 10 months have seen grand achievements in the Health Sector in Kogi State. A result of adherence to the New Direction Blueprint and sound implementation of policies and programs. The administration set her focus on excellence in Primary Health Care delivery for direct impact on the grassroots. Wholesale construction and reconstruction of Primary Health Care (PHC) Centres saw to the revamping of 332 primary health care centers across the state, such as those at Upagoro and Agassa. PHCs also enjoyed massive recruitment of qualified personnel earning competitive remuneration, rapid drug delivery services and upgrades in equipment and facilities, giving the healthcare sector in Kogi State, not only a facelift, but enhanced capacity to attend to immediate health needs of the citizens.

    Governor Yahaya Bello ditched the previous culture of mediocrity in public services for excellence by constructing a 300-bed World Class Reference Hospital in Okene, a 50-bed Ultra-Modern Hospital in Gegu Bekki. These are fully completed and equipped with world-class health facilities as at today. The Ultra-Modern Hospital in Eganyi and Isanlu both in Ajaokuta and Yagba East are almost at the completion stage. There is also massive rehabilitation of the State Specialist Hospital in Lokoja, Prince Abubakar Audu Teaching Hospital, Ayingba, and General Hospital, Idah which have been totally equipped with standard health equipment. 

    The Health sector also witnessed the codification of critical services into law through the presentation and passage of bills to that effect passed into law in record time to revolutionize the health sector. These include the Health Insurance Bill and the Primary Health Care Bill. Today, for the price of treating one bout of malaria, a Kogite who is enrolled into the Scheme can access one full year of healthcare services. The Health Insurance Scheme has so far absorbed the first batch of 15,000 citizens. These beneficiaries cut across all the 21 Local Governments in the state as well as non-indigenes. The Governor Yahaya Bello administration also purchased 23 Ambulances which would be distributed across all the local governments to attend to emergencies involving the citizens of the State. 

    Aside from the implementation of the revived COMMES 2014 Salary Structure for medical doctors and 100% CONHESS Salary Structure for nurses in the state, 2,424 health professionals were also recruited to help sustain health coverage in the State. The State has partnered with various organizations to deploy a sustainable Drug Revolving scheme which has made drugs available for the treatment of patients at various hospitals. Significant achievements have been recorded by the reduction in infant mortality rates, maternal mortality, malaria, and tuberculosis incidence as a result of the Governor Yahaya Bello Health Care Plus initiative. 

    Another critical achievement of Governor Yahaya Bello is his tactical leadership in the management of the COVID-19 pandemic that brought the world to its knees but came and went without Kogi State recording a single incident of the COVID-19 disease. 

    This administration has indeed achieved a lot in the Health sector, but to continue benefiting the populace, these gains need to be sustained and built on, while the policies need to be constantly upgraded. This is where citizens have to confront their need for Consolidation and Continuity and therefore the question of electing a successor who is trained in, committed to and able to maintain these reforms while managing the overall patrimony of the state for the long-term benefit of the State. 

    Alhaji Ododo Ahmed Usman has displayed the leadership credentials to carry on with the reforms of Governor Yahaya Bello. His manifesto has clearly shown that with his candidacy, the renaissance in the Kogi State health sector will have Continuity and Consolidation. Some of the focal health sector reforms identified in his manifesto include the following:

    ~ Managing the many secondary healthcare facilities newly built or renovated by the outgoing administration.

    ~ Setting up and equipping one Model Primary Healthcare Centre in each of the 239 political wards in the state.

    ~ Ensuring deployment of the optimal number of healthcare personnel to healthcare facilities and also providing Telemedicine to bridge the gap in manpower wherever necessary. 

    ~ Working to increase awareness and enrollment of citizens in the Kogi State Health Insurance Scheme and also expansion of the scheme to cover vulnerable populations such as the elderly, pregnant women, and people with disabilities.

    ~ Paying special attention to maternal and child health care, rehabilitation and mental health services, and healthcare support for vulnerable and people with disabilities amongst others.

    The November 11 2023 Gubernatorial Election presents us with Alhaji Ododo Ahmed Usman, the flagbearer of the All Progressives Congress (APC) who has been found both willing and able to uphold the signature legacies of Governor Yahaya Bello. He has demonstrated strong commitments to healthcare excellence even as a private citizen. This is evident in the cottage hospital he singlehandedly built in Upagoro community of Okene local government area to cater to the health of the people. 

    There is no doubt that Ododo has undergone tutelage of Governor Yahaya Bello for leadership qualities that would benefit the people of Kogi State. He is the only candidate running to consolidate and continue these transformational reforms for the future benefit of the citizens of Kogi State. It is expedient that as citizens go to the polls on November 11, they understand that they have a choice of going for long-term benefits or choosing a reversal of these great gains.
