    Niger demands N1T compensation for hydrocarbon exchange

    Niger State Governor, Mohammed Umar Bago has threatened to take the federal government to the Supreme Court if it fails to allocate 13 per cent derivation to the state for the hydrocarbon exchange being consumed from the state and for the provision of water supplied to the Delta.

    According to the governor, if the federal government fails to allocate and pay the 13 per cent derivation being demanded by the state, the state government would have no other option than to shut down the hydroelectric dams in the state that supply power to different parts of the country which would leave the country without electricity.

    The governor stated this when he received the Federal Commissioner of the National Commission for Refugees, Migrants, and Internally Displaced Persons, Tijani Aliyu Ahmed at the Government House in Minna yesterday.

    He said: “We need 13 per cent derivation for water supplied to the Delta. Our people are ravaged and displaced year in, year out because of the flow of water from the Niger to the Delta. The Federal Government will pay Niger state N1 trillion in the next three months for hydrocarbon exchange, they must. We have provided this country with hydropower for a long time; nobody is compensating us for it.

    Abuja Electricity Distribution Company (AEDC) must pay us, they have consumed from Niger state hydrocarbon exchange, and Nigerian National Petroleum Corporation (NNPC) must pay us.

    “We have woken up, we can never ever tolerate being neglected or abandoned again. The only way we can ensure that the federal government heeds to us is to shut down the hydro dams unless we are paid. We are serious about this, it is not a threat; it is a statement. Every dime that is due to us, we will take it, we will take every kobo that is for Niger state. We are not going to be marginalized again, our waters, our lands our borders are strengths for us and not weaknesses.

    “We demand compensation for our people. Everything, every resource that comes from Niger State must be compensated. We will not tolerate this anymore. We are going to the Supreme Court and we will take the Federal Government to the Supreme Court unless the 13 percent derivation from our land, water air, grass, and everything given to us is paid. We must be compensated. Our people have done enough for Nigeria.”

    REC evades arraignment for false electoral result

    The suspended Resident Electoral Commissioner (REC) of Independent National Electoral Commission (INEC) for Adamawa State, Hudu Yunusa-Ari, skipped arraignment yesterday when he was billed to answer for “false electoral result”, among other charges against him.

    Counsel to INEC, Rotimi Jacobs (SAN), alleged during the sitting of the Adamawa State High Court that Yunusa-Ari and his surety were on the run, stressing that he is evading arraignment in court.

    Rotimi Jacobs told the court presided over by Justice Benjamin Lawan that the prosecution failed to arraign Yunusa-Ari due to inability to arrest him.

    INEC had taken Yunusa-Ari to court on charges of false electoral result, violating oath of neutrality, breach of duty, disorderly conduct at election, inciting disturbance and impersonating a public servant.

    The Nation reports that the court suit was filed after Yunusa-Ari, as the REC during the last governorship election in Adamawa State, declared Senator Aishatu Ahmed Binani of All Progressives Congress (APC) winner of the election when results were yet to be fully collated.

    At the resumed sitting yesterday, Rotimi Jacobs told the court that the defendant had refused invitation from the Investigative Police Officer upon service of hearing notice.

    He asked the court to adjourn the matter to enable police effect Yunusa-Ari’s arrest for arraignment.

    After the Investigative Police Officer, CSP Moses Jolujdo, confirmed to the court that the defendant and his surety had been evading arrest, the court granted the application by INEC for adjournment, and adjourned fresh arraignment for November 22, 2023.

    FCT squatters get ultimatum to relocate

    The Joint Task Force of the Federal Capital Territory Administration (FCTA) has handed down a one-week ultimatum to squatters in Apo Dutse Pantaker, Dutse District of FCT.

    Coordinator of the team and Director, Development Control, Mukhtar Galadima who was at the scene yesterday to interface with the squatters, noted that the task force received an intelligence report on increased robbery in the area.

    Galadima noted that the place was demolished before by previous administrations and that more recently; a lot of sensitization had been carried out to get the squatters to relocate or face demolition within the next one week.

    Explaining that the place has been allocated for residential purposes, Galadima said the team would clear it for the owners to take over their plots and develop them accordingly adding that illegal squatters should respect the constituted authority.

    He said: “We received an intelligence report that there are some challenges here and you would recall that this place was removed before, but they came back. Now we want to again clear the place once again, once and for all.

    “But today we are engaging with them, discussing the mode of operation before we come back for demolition and we will likely to come back next week so that we have the exercise harmoniously”.

    NAHCON inaugurates 11-man Hajj committee

    The Acting Chairman/Chief Executive Officer of National Hajj Commission of Nigeria (NAHCON), Malam Jalal Arabi, has inaugurated an 11-Man Committee for the Pre-Qualification of Applicants Tour Companies for the 2024 Hajj License.

    Speaking during the inauguration at the Board room of the Hajj House in Abuja, Arabi admonished the members to live above board and be guided by the principles of transparency, honesty, fairness and the fear of Almighty God in the discharge of the assignment.

    According to him, the conduct of the members will go a long way to enhance the image and integrity of the commission.

    “This assignment is very crucial and a litmus test of your integrity and the commission. If you get it right, it will be a sign that we are ready for business and ready to move forward. Therefore, I enjoined you to be strong, bold and firm, so that the outcome of your assignment will not be questioned or disputed. At the same time, you will make yourself and the commission very proud. So don’t let your personal desires and interests becloud your sense of judgment in carrying out the tasks.”

    He said the committee, which has 10 days to submit reports, would screen all applications, identify lead companies for the groups, devise the best way to distribute the licensed companies among the ten groups and propose the sharing of Hajj slots.

    Chairman of the Committee, who is the Head of Tour Operator Division, Malam Muhammad Ahmad Shira, pledged to discharge the duties diligently and with utmost honesty and fairness. “We will try to do our best and we will not disappoint you.

    Meanwhile, the NAHCON chief has appealed to the Saudi Arabian service provider, the Mutawiff of African Non-Arab Countries, to significantly enhance services for Nigerian pilgrims in the Masha’ir.

    During a meeting at the Hajj House in Abuja with Dr. Ahmad Abbas Sindi, Chairman of the Establishment, Arabi stressed the importance of a collaborative effort to find solutions to the issues encountered during the 2023 Hajj.

    The meeting which was attended by some secretaries of state pilgrims welfare boards , executives and members of the Association of Hajj and Umrah operators of Nigeria (AHUON), addressed concerns regarding services in Masha’ir during the 2023 Hajj and outlined plans for the 2024 Hajj, particularly in the areas of feeding, transportation, space allocation, security, and refunds, among others.

    He emphasized that the purpose of the interface was to pave the way for a new approach that would effectively address the problems faced during the 2023 Hajj.

    “As partners, we are here to discuss, collaborate, engage, and interact, with the aim of nurturing this partnership. The 2023 Hajj has gone, and the 2024 Hajj is approaching. Therefore, it is essential to address all details and ensure a smoother experience than what was achieved in the past,” he stated.

    Responding, the Chairman of Mutawif assured of a renewed Hajj experience for Nigerian pilgrims in the upcoming 2024 Hajj.

    He stated that efforts and commitments have been made to improve service delivery in Mina and Arafat, citing changes in manpower, systems, and control of the Arafat project.

    He also highlighted plans to enhance toilet facilities and their distribution.

    On catering, he said a new policy is to be implemented to ensure Nigerian pilgrims are served promptly and with a Nigerian menu. “We have engaged vendors to source produce from Nigeria and hired Nigerian cooks to ensure that meals served during the Masha’ir align with Nigerian tastes. We are fully committed to implementing these improvements and ensuring efficient food delivery from the kitchen to the tents. We promise a remarkable Hajj in 2024, Insha Allah.”

    Regarding transportation, he pointed out that arrangements have been made to increase the frequency of shuttle buses between Mina, Muzdalifa, Arafat, and Makkah to address previous transportation issues.

    The Chairman assured that the bus services would operate 24 hours to accommodate pilgrims.

    He further stated that despite the investments and financial commitments to modernize and improve services, pilgrims and Hajj missions will not bear additional financial burdens.

    He stated: “While we have committed a significant investment to upgrade services, pilgrims can expect reduced or unchanged charges. Our aim is to ensure a memorable Hajj in 2024, Insha Allah.”

    On refunds for services not rendered during the 2023 Hajj, Sindi promised that the necessary reimbursements would be made.

    Polytechnic disowns illegal campus in Abuja

    The management of Novelty Polytechnic, Kishi, Oyo State has distanced itself from some satellite campuses alleged to have been established in some states by an impostor using the name of the polytechnic to defraud unsuspecting Nigerians.

    It urged the National Board for Technical Education (NBTE) to immediately effect the closure of the illegal outreaches alleged to have been established in Ibadan, Lagos, Niger and Abuja.

    The management of the polytechnic warned Nigerians not to have anything to do with the purported illegal campuses.

    A member of the Governing Board of the polytechnic, Prince Lanre Ogundipe, briefed newsmen during the weekend in Abuja alongside the wife of the Proprietor, Mrs Salami, and another member of the Governing Board, Dr Dele Fanimo on the decision of the management of the polytechnic.

    He said the school has written to all the relevant institutions in the country concerning the matter and that the person, a former staff of the school, who opened the illegal campuses, was in court with the state.

    “A staff member made himself Managing Director and established satellite campuses and collected revenue into his private account. We invited the Police and the matter was charged to court and he was granted bail.

    “We audited our accounts and realized that he embezzled over N50 million and sacked him. He turned round and went to one Non-Governmental Organisation (NGO), and said we infringed on his fundamental human rights. We wrote to NBTE but they did not respond,” he said.

    The Novelty Polytechnic was established about three years ago. The dream for the school was birthed by Dr Abdul Ganiyu Salami. The school which started with 83 students now has a population of about 400 students all at National Diploma level.

    Ogundipe, who was a former National President of the Nigeria Union of Journalists (NUJ), noted that Novelty Polytechnic, Kishi, was established with the purpose of producing a new generation of Nigerians, well equipped with technical skills for the world of work and contributing meaningfully to the development of the nation.

    According to him, the polytechnic is a young institution and would never engage in actions against the regulations or compromise the standards set out by the regulatory agency, NBTE which t oversees technical education in Nigeria.

    He said: “NBTE should quickly close down illegal campuses of Novelty Polytechnic. They are not known to us. We have published a disclaimer to that effect.

    “Novelty never applied to NBTE for Satellite campuses outside of Kishi nor does she have any approval to run any, hence we quickly did a public disclaimer on discovering the illegality.

    “We are not an approving authority hence, How could we ever give what we didn’t have. Not only did we not direct the owners of these outfits to close down, we also, reported to NBTE and requested for support to shut down the, Abuja, Suleja, Bida, Mowe, Igando, Ibadan, Lagos, Agege etc, expecting Madiu and his collaborators to be sanctioned.”

    Ogundipe added the petitions flying against the school were calculated attempts to smear the name of the institution.

    He urged the State Security Services to do a proper investigation of the matter and come out with their findings.

    Agency pushes for prioritisation of Ajaokuta, other metal industries

    The Nigerian Metallurgical Society (NMS) has pushed for the prioritisation of Ajaokuta steel company and other metal industries.

    The society which commended the President for creating the Ministry of Steel Development for better coordination, urged for the revitalisation of Ajaokuta and the other metal companies.

    NMS further tasked the federal government to invests in small and medium cottage metallurgical industries to address the increasing unemployment in the country.

    These are some of the suggestions contained in the society’s communique, following its discussions at the 38th Conference And Annual General Meeting that was held in Benue State.

    The Communique which was signed by the President of the NMS, Prof. Oyihi Oloche, further urged the government to, “pursue a policy aimed at production of materials critical to proffering solutions for unemployment through a determined implementable and sustainable policy and plan of action for the development of indigenous technology.

    “Reliable and sustainable materials are fundamental to every country that needs to improve the social well-being of its citizens, therefore integrating all exploitable metals is a viable way of achieving stability in security, energy and reducing unemployment.

    “The role of iron and steel industry in the drive for national industrialization and economic growth is vital and strategic, encouraged that government should as a matter of urgency, develop the metallurgical policy and the enabling environment to operationalize the metal sector”.

    Prof. Oloche said all necessary government policies should be put in place and their implementation vigorously pursued to actualize the establishment and operationalization of cottage and small scale metallurgical industries.

    22 fake health institutions discovered in Niger

    Niger State Government has said it has discovered 22 fake and unregistered private health tertiary institutions across the state engaged in offering unaccredited courses.

    One of the health tertiary institutions was discovered to have borrowed and copied the registration certificate of another institution, in order to open its own.

    This was disclosed by the Commissioner for Tertiary Education, Abdullahi Adamu Mammagi, to reporters in Minna.

    He said of the 56 private tertiary institutions in the state, only 34 passed accreditation test, while 22 are operating without proper accreditation.

    Mammagi said “the majority of these quack private tertiary institutions are schools of health technology and nursing,” adding that a task force had been formed to checkmate the trend.

    The state government has revealed plans to relocate boarding schools across the state to Minna, the capital, due to the continued insecurity in some parts of the state.

    One of the schools earmarked to be relocated is Government Secondary School, Kagara a boarding facility in Rafi Local Government where some pupils were kidnapped two years ago.

    Commissioner for Lands, Maurice Magaji, said the decision of the government should not be misconstrued that it had surrender in the fight against bandits.

    He added that the government is intensifying efforts and employing kinetic and non-kinetic efforts to ensure the war against banditry and terrorism in the state is won.

    Magaji did not give the time frame for the relocation of the schools, but said mechanisms were being put in place to ensure that the move was made as seamless as possible.

    The Wazirin Gwantu III, Mallam Waziri Isa Adam Aliyu, has rejected the title of ‘Dan Masanin Gwantu’ offered to him by the District Head of Gwantu, Alhaji Bashir Mohammed.

    Wazirin Gwantu III, who described the offer as ridiculous, said it was meant to take over his inherited title of Waziri and give it to his younger brother, Yahaya Mohammed Abdullahi.

    The Wazirin Gwantu III   urged the Paramount Chief of Gwantu, Malam Balarabe Abdullahi Karma, not to allow agents of doom and foes of peace to distract or mislead him in his popular and commendable efforts to unite his diverse   and highly resourceful subjects.  He said the district head should  position the newly created chiefdom for greatness.

    “The Wazirin Gwantu III, in a reaction to a letter that purportedly emanated penultimate week,  from the palace of the chief, in which the Yahaya Abdullahi Mohammed in question is said to have been appointed by the chief as Wazirin Gwantu, said: “The title of Wazirin Gwantu which had been in existence for well over 60 years, is not vacant, and had never been, since the demise of the first Waziri (Waziri Adam Aliyu) in 1983; because, after his death, his younger brother Mallam Ali Ibn Ali (Gbongbong) was appointed to succeed him as Wazirin Gwantu II”

    “After the death of Wazirin Gwantu II, the current Waziri (Waziri Isa Adam Aliyu), who is the last son of the first Waziri, was appointed and subsequently coroneted on the 24th of November, 2011, as Wazirin Gwantu III.

    “With this brief background therefore, any attempt  to endorse or appoint another person as Waziri, especially when the holder of the current title in the lineage of the first Wazirin Gwantu is still alive, will not only boomerang now, or soon, but will be seen and regarded by all  descendants  of the legitimate and original Waziri as a deliberate attempt to rob them of their agelong inherited title; an action that has the potential of sowing needless, avoidable, permanent, generational and dangerous seed of discord and animosity among brothers”, he cautioned’’.

    The Wazirin Gwantu III reminded the chief and all those whose institutional memory has not betrayed them that Yahaya should be reminded that he is from the lineage of Galadima, Madaki and Ubandoman Gwantu.

    Therefore, if at all there is any title that he can rightly lay claim to, or, claim to have inherited,  is one of the above, if there is any that is still vacant.

    The Wazirin Gwantu III strongly alleged that, “the peace-loving chief of Gwantu is believed to be innocently acting the script of a particular spent-force-turned-paper-tiger who has lost relevance at the center of power, and who, instead of humbling himself, even after deliberately offending his people by  refusing to empower or mentor anyone of them while he held sway as one of the deciders of the nation’s fate and its citizens, as is usual of discerning and patriotic leaders in most communities; to come back home to live a quite life, and to unite the people, he is, unfortunately, busy dividing the people and setting up brothers against and another, to the detriment of the chiefdom and its overall interest.

    The Wazirin Gwantu III, who therefore advised all patriotic sons and daughters of Gwantu to shun unnecessary bickering, rancour and rivalry among themselves, stressed that it is now time to come together to support the Paramount Chief against fake characters and imposters who thrive mainly on blackmail, and to help him in taking wise decisions that will unite the diverse people of the chiefdom so that they can collectively deploy their individual and God”s given talents and resources to develope the chiefdom and its people who, unfortunately,  constitute one of the most disadvantaged and undeveloped race in southern kaduna.

    It would be recalled that the chief of Gwantu, while speaking after the coronation of his uncle, Alhaji Muhammad Umar Intu, as the Magajin Garin Gwantu in May, 2023, announced the dissolution, with immediate effect, of all traditional titles conferred on all sons and daughters of the Gwantu race by the erstwhile chief of Numana chiefdom.

    The chief, in the same vein, called on all prominent sons and daughters of the newly created Gwantu  Chiefdom that were interested in reclaiming or seeking for the traditional titles of their families or ancestors to come forward to apply for such titles, where all deserving candidates would be screened and appointed mainly on merits.

    He also announced the readiness of Gwantu Traditional Council to confer new titles on all interested, but deserving sons and daughters of the chiefdom.

    It was in fulfilment of this resolve to right wrong appointments of the past that the chief mustered courage and removed the Magajin Gari of Gwantu (Mallam Adamu Muhammad), who incidentally is the senior brother of the Wazirin Gwantu III, that he met on the throne, a title that was originally given to one of the late uncles of the chief, on whose death, it was given to mallam Adamu Muhammad, who did not actually inherit it, hence he took it away from him and gave it to the younger brother of the former Magajin Gari.

    The Chairman, Nigerian Union of Pensioners, Federal Civil Service Pensioners branch, Abuja, Comrade Sunday Omezi has called on the Federal Government to pay Pensioners the arrears owed, while he hails the government for not owing pensioners their monthly payment.

    Omezi made this call during a news conference in Abuja, expressing gratitude for the reappointment of  Mrs Chioma Ejikeme as the Executive Secretary of the Pension Transition Arrangement Directorate PTAD for a second term in office.

    He said: “There has been a lot of improvement in the welfare of Pensioners. Before now we go to queue for verification, since PTAD took over we no longer queue. Our pension is now paid as at when due.

    ” Our major challenge now is with the arrears, from what we got arrears depends on the availability of funds this is according to PTAD. We are appealing to the government to increase PTAD allocation so there will be prompt payment of arrears just like our pension.

    “Again we want to use this opportunity to appeal for review of pension payment, there are people who still collect ten thousand naira in this present time.

    What can N10,000 buy for a whole family, pls the government should look into our plight and review the Pension salary payment. We want this review made constitutional”.

    The Chairman and his team said the reappointment of the ES is well deserve in view of her track record in the administration of pension and with the prompt payment of monthly pensions and landmark innovation that has eased the process of pension management including the overall welfare of Pensioners.

    Chinese Green project provides 20,000mt of seeds over a decade

    The Chinese Green initiative,  Green Agriculture West Africa Ltd. (GAWAL)  has provided over 20,000 metric tones of seeds to farmers over a decade.

    The initiative being  executed by a Chinese firm, CGCOC Group Co., Ltd, according to a report from the Chinese Embassy, produces and supplies rice seeds and also developes diversified seed business based on the local planting structure.

    The company embarked on agricultural investment by establishing Green Agriculture West Africa Ltd. (GAWAL) in Nigeria.

    Besides large-scale seed company, the firm is also known in agricultural machinery and equipment, construction and operation of agriculture industrial park, agro-processing, agricultural technical training, agro-product trading and agricultural consultancy etc.

    GAWAL, which obtained the seed license from the Nigerian National Agricultural Seeds Council (NASC) in 2010, also runs a 2025-hactrrs of land mechanised demonstration farm in Kebbi State.

    The report said: “From 2011 to date, GAWAL has supplied over 20,000 MT of quality seeds including certified rice seeds, certified maize seeds and foundation rice seeds to Nigeria farmers in over 30 states through such government programmes as Growth Enhancement Support (GES) scheme.”

    The company, the report further stated set up seven seed production cooperatives with more than 5,000 small-holder farmers in Nigeria, through training and disseminating rice and maize seed production techniques to local farmers.

    “Currently our company has an annual seed production capacity of over 10,000 MT,” the report added 

    The firm also disclosed that its high-yield rice variety – GAWAL R1 in Nigeria, has an average yield of over 30% when compared to the most popular local rice variety.

    The initiative has also established the CGCOC Agriculture High-tech Abuja Industrial Park in Abuja, as part of the efforts to support Nigeria’s food security.

    The park also act as the project site of China-Aid Nigerian Agriculture Technology Demonstration Center. which was completed in December 2022. The Center has been transferred to GAWAL for the operation and management to ensure its success.

    The Center mainly includes Agricultural Technology Training Center, Agricultural Technology Research and Service Centre, Agro-Input and Machinery Exhibition Center, Small Scale Agro-Processing Technology Exhibition Center, Power Centre, Photovoltaic Pump Water-saving Irrigation System.

    The report further stated, “In order to enhance the agricultural exchange and cooperation between China and Nigeria, since 2016 company has undertaken the agricultural technical training programmes sponsored by Chinese Government and trained over 400 governmental officials from across Nigeria.

    “The agricultural experts of the Company not only taught and shared the knowledge of modern agricultural technology in such areas as seed production, rice and vegetable cultivation, seed breeding technology, soil and fertilizer sciences, agricultural machinery, pest control, etc.”
