  • Making Benue tech-savvy: The Alia transformative initiatives

Making Benue tech-savvy: The Alia transformative initiatives

    By Bridget Tikyaa

Benue State has taken a decisive leap into the digital space with the launch of a transformative initiative to provide digital skills to more than 40,000 civil servants, and the unveiling of three portals meant to transform governance, and land administration, and open the youth of Benue state to the vast opportunities in the digital space. This initiative is spearheaded by the Director-General, Benue Digital Infrastructure Company, Mr Terwase Gbande. It is an initiative that is in tune with Governor Hyacinth Iormem Alia agenda for the state.

Of the four key initiatives, the Benue State Government Electronic Document Management System (EDMS) will serve as a platform to streamline and fast track the processing of government documents to minimize bureaucracy, and enhance operational efficiency. This will make government business paperless, faster, and more efficient.

There is also a new portal to drive the Benue State Geographic Information System (BENGIS) and make its transactions more transparent both in terms of land administration and revenue generation. This will eliminate squabbles in land administration and ownership, remove middlemen from muddling the real estate market, and restore sanity and confidence in the system. Now, land matters are entirely data-driven, completely based on the click of a button.

Perhaps the most critical initiative is the Benue Youth Startup and Innovation Support Portal designed to empower young entrepreneurs with resources, funding, and mentorship. It will be a huge step towards catapulting the youth of Benue to take a grab at the more than $1.5 billion investment pouring into the Nigerian startup ecosystem.

It is instructive to note that getting 40,000 civil servants to be digitally savvy will no doubt propel effective implementation and sustainability of e-governance in Benue State. It will be a bold beginning for the state’s digital transformation journey. A journey to set the state on the path of efficiency and transparency,  enhanced productivity, and seamless citizen engagement.

These landmark initiatives underscored Governor Hyacinth Alia’s commitment to leveraging digital technology to transform governance, fast track economic growth, revolutionise public service and build a tech-savvy workforce, and establishdata-driven governance system.

These landmark initiatives underscored Governor Hyacinth Alia’s commitment to leveraging digital technology to transform governance, fast track economic growth, revolutionise public service and build a tech-savvy workforce, and establish an effective data-driven governance system.

This was aptly amplified by the governor at the launch of the initiative to  migrate to e-governance platforms for digital operations instead of the present analogue system, saying it was defining moment for the state’s collective pursuit of digital transformation.

The governor said that through the training, the state was fostering a future-ready civil service that can adapt to the demands of a rapidly evolving world, and the effort was a commitment to strengthening the public sector and make governance more accessible and effective for the people.

“We are not merely unveiling technological platforms, but empowering our people, enhancing transparency, and embracing the limitless possibilities of a digitally driven economy. These platforms will enhance service delivery, streamline administrative processes, and create opportunities for innovation and entrepreneurship.

“A significant aspect of this transformation is the training of 40,000 civil servants across state and local government areas. This comprehensive capacity-building exercise will ensure that our workforce is equipped with the digital skills required to operate efficiently within the new electronic management system,” he said.

Alia stated that the EDMS would revolutionise the way government institutions manage records and official correspondences while

the BENGIS portal would facilitate seamless access to land management services, providing a robust digital interface for property registration, title verification, and other land-related matters.

“This portal is designed to reduce bureaucratic delays and enhance public access to essential services; the Benue Youth Startup and Innovation Support Portal is a deliberate step to nurture our youths’ entrepreneurial spirit. It will offer resources, mentorship opportunities, and financial support to our young innovators and startups, contributing to job creation and economic growth,” he said.

The significance of the event was aptly captured by Mr Terwase Gbande, the Managing Director and CEO of Benue Digital Infrastructure Company.

“What we are doing today is allowing the governor of Benue, whether in the UK, the US, Lagos, or Kano, to create an account, get files and documents submitted, and have the ministry track them immediately.

“This is part of the reason why the 40,000-person training is ongoing. Before utilising the system, users need to have the necessary skills.

“We have three cardinal infrastructures. First, the hard infrastructure, which includes the computing platform, hardware solutions, internet connectivity, and other solutions we deploy.

“Second, the soft infrastructure, which consists of the applications we have built. Lastly, the knowledge infrastructure, which we are developing with single servers.”

The event attracted the Head of Civil Service of the Federation, Mrs Esther Wason-Jack, represented by Mr Alfred Aba, Senior Special Assistant to the President on Civil Service Matters, who described the event as a milestone in Benue’s journey towards institutionalising a modern, digitally-enabled public service, which also aligned with the federal civil service strategy and implementation plan 2021 to 2025.

An elated Benue State Head of Service, Dr Moses Ode, said there would be greater transparency, accountability, and efficiency in service delivery.

It is instructive to point out that providing functional digital infrastructure under the leadership of Governor Alia long precedes this event, because barely few months after coming on board, the government went into partnership with Microsoft Corporation to train at least 10,000 Benue youths on the use of Information and Communication Technology (ICT).

The launch of the Benue Fashion and ICT Hub in 2024 was also a demonstration to the long-standing determination by the government to build and sustain a digital infrastructure beneficial to all.

Director-General, Benue Public Service Institute, Prof. Terkura Tarnande gave an overview of the 40000 civil servants training programme, while goodwill messages from leading supporting federal offices such as D-G, National Information Technology Development Agency, Mr Kashifu Abdullahi; the National Commissioner, Nigeria Data Protection Commission, Dr Vincent Olatunji; and the President, Digital Bridge Institute, Mr David Daser.

Also a goodwill message from Prof. Ibrahim Adeyanju, MD/CEO, Galaxy Backbone, whose organisation  hosted the Benue digital platforms domain.

For the governor, these milestones are only the beginning, and the government will continue to push for collaboration in digital ecosystem,  attract more investment in digital infrastructure, knowledge transfer programmes, and opportunities to further empower the youth, grow the digital economy, and together build a smart, inclusive, and innovative Benue State.

North East Star condemns report linking Betara to $5,000 cash gifts

The North East Star has condemned what it described as a malicious and fabricated report falsely alleging that Rt. Hon. Mukhtar Aliyu Betara, Chairman of the House Committee on the Federal Capital Territory (FCT), distributed $5,000 in cash gifts to lawmakers.

In a statement released Monday evening in Maiduguri, Borno State, the group’s Executive Director, Mallam Ibrahim Goni, dismissed the claims as baseless and a calculated attempt to tarnish Betara’s reputation.

“Let it be clear: At no point did Hon. Betara tell any journalist that lawmakers received $5,000 for Sallah. This is a complete fabrication designed to mislead the public and stir unnecessary controversy,” Goni stated.

The group accused certain individuals of deliberately spreading falsehoods in an effort to create discord between Betara and Speaker Tajudeen Abbas.

“We are aware of the agenda here—there are forces unhappy with Betara’s positive working relationship with the Speaker and his colleagues. They are now resorting to cheap blackmail, but Nigerians are not fools; they can see through this poorly scripted lie,” Goni added.

He further described the report as “unprofessional journalism at its worst” and called for an immediate retraction from those responsible for spreading the false information.

“We challenge anyone peddling this fake story to produce verifiable evidence. If not, they should retract it immediately and tender an apology. Hon. Betara is a respected lawmaker with a track record of integrity. No amount of lies will change that.”

The North East Star also called on media houses to be more responsible and verify information before publishing baseless accusations.

“Journalism is about facts, not fiction. Spreading outright lies to serve political interests is disgraceful and should have no place in the media,” Goni admonished.

The group warned that failure to withdraw the false report would attract serious consequences, including legal action.

State of Emergency: Group lauds Speaker Abbas, Reps on due process

The Parliamentary Watch Initiative (PWI) has praised Speaker Tajudeen Abbas and the 10th House of Representatives for their professionalism and adherence to due process in approving the state of emergency in Rivers State.

In a statement on Monday, PWI’s Executive Director, Dr. Matthew Gabriel, noted that the group conducted an independent investigation before reaching its conclusion, dismissing allegations of inducement or undue influence in the House’s decision-making process.

“After carefully reviewing the proceedings and scrutinising the circumstances surrounding the House’s resolution, we can confidently say that the decision was made in line with legislative best practices,” Gabriel said. “Speaker Abbas has proven to be a democrat with the experience and leadership to guide the House in the right direction.”

He emphasised that the House met the necessary quorum before voting to support President Bola Tinubu’s request for emergency rule in Rivers, refuting allegations that the resolution was rushed or improperly handled.

“Our independent findings show that lawmakers engaged in thorough deliberations before reaching a decision,” he said. “The suggestion that this was a hasty or manipulated process is not supported by the facts.”

Gabriel also rejected claims that lawmakers were bribed to approve the emergency rule, describing such narratives as an attempt to discredit the National Assembly.

“There is no evidence of any financial inducement. The lawmakers acted in the interest of national stability and security,” he said. “The House of Representatives demonstrated professionalism, patriotism, and an unwavering commitment to upholding the rule of law.”

He noted that PWI, as a watchdog organisation, continuously scrutinises parliamentary activities to ensure accountability and adherence to democratic principles.

“Our organisation is dedicated to ensuring that the rule of law is upheld in legislative processes,” he said. “We monitor parliamentary actions to prevent any abuse of power, and in this case, we found no wrongdoing.”

Gabriel urged Nigerians to trust their elected representatives and reject misinformation aimed at discrediting the National Assembly.

“The 10th House of Representatives, under Speaker Abbas, has proven its independence and dedication to the stability of Nigeria,” he said. “Nigerians should focus on the facts and not be swayed by false narratives.”

He reaffirmed PWI’s support for the House, stating that its decision on Rivers State reflects a commitment to constitutional governance and the preservation of democracy.

“We commend the leadership of the House for upholding democratic values despite external pressures,” he said. “Ensuring national security and stability should be the priority, and that is exactly what Speaker Abbas and his colleagues have done.”

  • Coalition hits Gov Lawal over alleged lawlessness

Coalition hits Gov Lawal over alleged lawlessness

A coalition, the Centre for Democracy and Development, has condemned the alleged anti-democratic actions of Zamfara Governor, Dauda Lawal, and his administration’s lawlessness against members of the House of Assembly.

The group, in a briefing in Abuja, called on President Bola Ahmed Tinubu to declare a state of emergency in Zamfara State for a minimum of six months.

According to its convener,  Ibrahim Yakubu, Governor Lawal’s actions have plunged the state into economic sabotage, anarchy and instability.

The group cited the suspension of 10 members of the Zamfara Assembly for 13 months, simply for expressing concerns about the state’s security situation.

This, the coalition argued, has crippled the legislative chamber and denied the people of Zamfara effective representation.

The coalition also accused Governor Lawal of authoritarianism, citing his directive to suspend eight members of the House who raised concerns about the worsening security crisis.

The group described this as a clear abuse of power and an attack on democracy.

“In light of these hideous violations, It is time for President Bola Tinubu to take action before it is too late. A state of emergency must be declared in Zamfara now,” the statement added.

“A six-month emergency period is necessary to restore order, dismantle the networks of political and economic terrorists, and pave the way for a return to democratic governance.

“This is not a call made lightly; it is a demand born out of necessity, as the current trajectory threatens not only Zamfara but the entire nation. The good people of Zamfara deserve leadership that upholds the rule of law, prioritizes security, and safeguards national resources.

“Additionally, We implore Mr. President to use every resource and tool at his disposal to handle the crisis in Zamfara.

“The Federal Government must take swift action in order to secure the state resources, defend people’s lives and livelihoods, and hold those culpable for the current situation accountable. The time for half-measures and false promises are no longer an option; strong, quick action is now required.

“It is evident that Governor Dauda Lawal’s tenure has been an unmitigated disaster, a relentless assault on democracy, a blatant disregard for the rule of law, and a shocking indifference to the suffering of the people he was elected to serve.

“He has desecrated democratic institutions, fostered political terrorism, refused to tackle insecurity, and enabled the looting of Zamfara’s wealth. No doubt, he has failed in his responsibilities, and he can no longer remain in office. Nigeria deserves better.”

KACRAN laments livestock ministry’s poor take off

The Kulen Allah Cattle Rearers Association of Nigeria (KACRAN) has  appealed  to President Bola Ahmed Tinubu to provide  urgent support  for the Ministry of Livestock Development.

In a statement by the  national president, Hon. Khalil Moh’d Bello,  KACRAN said “it is seriously concerning that nearly eight months after the establishment of this crucial ministry, the renovation of the permanent office allocated for its operations is yet to be started.”

This delay, he said, has impeded the implementation of essential policies and programs aimed at promoting the livestock sector and its value chains across Nigeria. “When the Ministry was established on July 9, 2024, we, Nigeria’s pastoralists, viewed it as a long-awaited answer to our prayers and a significant step towards addressing over 50 years of neglect in the livestock sector.

“However, the lack of progress since then has been disheartening, preventing the Ministry from fulfilling its critical role in ensuring food security and contributing to the national economy.”

Currently, Hon. Khalil said  the ministry functions more as a Directorate of Animal Husbandry Services, lacking the resources and infrastructure necessary for it to operate independently and effectively.

His words: “Despite the critical nature of its mission, the allocated office space/building remains unrenovated and a timeline for starting the renovation or completion has not been provided. This situation severely hampers the ability of the Honorable Minister, Permanent Secretary, Directors and staff to coordinate effectively and execute their responsibilities.”

Moreover, he said the financial resources allocated to the Ministry for the 2025 fiscal year are insufficient for the Ministry to achieve its objectives.

“KACRAN is deeply concerned that without immediate attention to these challenges, the foundational goals of the ministry will remain unattainable. As the political landscape evolves, it is vital that the focus remains on policy timely implementation rather than allowing the future of this very important Ministry to be muddling through uncertainties.

“We urge President Bola Ahmed Tinubu to prioritize the renovation and operation of the Ministry’s office so that the Honorable Minister and staff can effectively promote and develop the livestock sector

“Additionally, we implore the President to invest significantly in the livestock sector, for enabling the Ministry to actively engage in ensuring food security, enhancing the nation’s GDP, and reducing heavy reliance on imported milk and food products, which costs Nigeria billions of dollars annually.

“Finally, KACRAN expresses gratitude to President Tinubu for appointing Professor Muhammadu Attahiru Jega as an Advisor on Presidential Livestock Reform Programs. We hope that under his guidance, the Ministry can achieve its goals and bring tangible benefits to Nigeria’s pastoralists and the wider population.”
