The lawmaker, who represents Yobe North Senatorial District, also commended Governor Zulum for his prompt response in evacuating residents from affected areas.

Senator Lawan said: “I want to commend Governor Babagana Zulum for his proactive efforts in evacuating residents from the flooded areas and providing temporary shelters for them. His leadership has been instrumental in minimizing the impact of the disaster.”

He commended the federal government for providing additional support to Borno State to enable it to cope with the aftermath of the flood.

Lawan also urged the Borno State government to work with relevant agencies to find lasting solutions to the flooding in the state.

“While we commiserate with the victims of the flood, we must also work towards finding lasting solutions to this perennial problem. The Borno State government, in collaboration with relevant agencies, should embark on a comprehensive flood control programme to mitigate future disasters,” he said.

On his part, the Chairman Northern Governors’ Forum, Senator Abdulaziz Yar’adua, in a statement in Abuja, condoled with the people and government of Borno State over the loss of lives and property resulting from the collapse of the Alau Dam.

He said: “Our thoughts are with the families of the victims and those displaced by this devastating flood.

“We appreciate the prompt visit by Vice President Kashim Shettima to assess the situation and provide leadership during this challenging time. His swift response demonstrates the government’s commitment to supporting affected communities.

“We also commend President Bola Ahmed Tinubu for approving N3 billion for each state to address flood and disaster relief efforts. This timely intervention will go a long way in alleviating the suffering of affected citizens.

“We urge all states to take responsibility and develop strategic plans to address climate change and prevent further environmental disasters.

“The Senate will continue to pursue legislation and policies that mitigate the effects of environmental disasters and promote sustainable development.

“We stand in solidarity with the people of Borno State and assure them of our support during this difficult period.”

  • Vegetable farmers get bumper harvest after training on new techniques

Vegetable farmers get bumper harvest after training on new techniques

Vegetable farmers in Kano state are having bumper harvest after their training on new farming techniques by the Horticultural Project.

The Horticultural week lasted for 14 days in Dawakin Kudu area of Kano, where the farmers demonstrated the new methods learned, which they said are simple but productive.

“Since we started partnering with this Project, we have gotten less pest attacks on our plants and harvests are bumper,” one of the smallholder farmers from Birnin Kudu, Mahmud Isa, told journalists.

He said: “I got some plants from the nursery and replanted them using the methods they introduced to us for trial. It was difficult at first, because it is different from what we had in the past, but it turned out to be simple in application.

Another farmer, Abubakar Dayyabu, said he has been partnering with the Horticulture Nigeria project for two years and that has transformed his style of farming.

“We bought our seeds from them and they taught us how to plant it, which is different from the way we used to do it. Even the method of watering the plants (irrigation) is different.

“I will say these new methods are easier and better. They have introduced us to this method of using strings which we never knew before. It is used to make the plant grow better, faster and give more yield.

“In this farm here I have spent about N300,000 in all, buying seeds, fertilizer, pesticides and others. We are expecting a very big harvest that will recover and triple the money I invested,” Dayyabu said in an interview with journalists, explaining gratitude to the trainers.

Team Leader of HortiNigeria in Kano, Aliyu Kandi, said 50,000 smallholder farmers in Kano and Kaduna states have been trained in eco-efficient vegetable production in the last four years.

The benefiting farmers were trained at Sa’adatu Rimi University of Education, Kano, by HortiNigeria -a project founded by the Embassy of the Netherlands to enhance vegetable production in Nigeria from 2021 to 2025, thus contributing to the nation’s food security.

“We trained the farmers on eco-efficient vegetable production, ranging from high breed seed, healthy seedling production, mulching, mixed cultivation, irrigation and various other things that have to do with climate smart agriculture, specifically vegetable production” Kandi said.

  • Kano to sack 4,000 civil servants for elongating service years

Kano to sack 4,000 civil servants for elongating service years

No fewer than 4,000 officials of government have been pencilled down to leave office by December 1, as Kano State concludes investigation, screening and data assessment on civil servants of the state.

The affected persons are said to be enjoying the Ganduje administration’s tenure elongation of above 35-60 years of service.

It was gathered former governor Abdullahi Ganduje had introduced a civil service tenure elongation of above the normal 35-60 service years of office allowing civil servants to remain in office for yet another five years.

However, the Abba Yusuf administration, which took over power on the platform of the New Nigeria People’s Party (NNPP) in May 2023, has abrogated the pension law allowing for the tenure elongation and directed that the Service Years of Offices be reversed to the normal 35-60 years.

Speaking to reporters in his office the Kano State Head of Service, Abdullahi Musa, hinted that after the abrogation of the Ganduje’s Pension law, they now established a Senior Civil Servants Committee which investigated actual numbers of persons affected by the law.

He said: “Our committee, after a diligent job, found out that about 4,000 persons are affected and supposed to go by December 1. 2024, which means at the end of this September, they would put in their retirement notices.

”Out of the lenience of the government, they were given three months’ usual retirement window to put in their retirement notices and prepare for full retirement by December.”

Musa explained that the government has fully prepared for the vacuum that would be created by the retirement of mostly senior civil servants, as they already have huge plans on what will come after their retirement.

“Don’t forget that the Ganduje administration had employed 13,000 Civil Servants and when this government came into power, in Governor Abba Kabir mercy and good hearts, he didn’t sack them”.

The Head of Service continued, “we rather screened the 13,000 Civil Servants and out of which we fully engaged 10,000 back to service on permanent and pensionable basis, while the remaining 3000 are those who were found wanting and they were sacked”.

“Those 3000 among them were NYSC members, undergraduates who are still in school, under age persons of 13 years and below and some over age person.

“These are the persons that we have eased out of the 13,000 inherited civil servants employed lately by Ganduje.”

Musa further explained that the act of truancy among civil servants have been taken care of, as workers now go to office by the normal time of 8:00am.

  • Stakeholders urge Northern Govs to emulate Kano Govt on educational reforms

Stakeholders urge Northern Govs to emulate Kano Govt on educational reforms

Stakeholders at an X (formerly Twitter) Spaces have said the Kano State government’s declaration of a state of emergency on education has distinguished Governor Abba Yusuf in such a way that should inspire his colleagues in northern Nigeria.

The Spaces, titled “Education in Northern Nigeria: Is Kano On The Right Track?”, had in attendance critical stakeholders.

Recall in June, Kano governor took decisive action to address the poor state of the education system by declaring a state of emergency on education to address the sector’s challenges.

Yasmin Muktar, the Senior Special Assistant to the Governor on Women Education, said the condition the current administration in Kano met in the sector was deplorable.

“Schools were like graveyards and school premises became breeding grounds for reptiles, while infrastructure, resources and policy frameworks were nothing to write home about,” she said.

Participants also said Governor Abbah’s decision to declare a state of emergency on education should be commended and supported.

Iorinma Ahmad said, “Education in the northern part of Nigeria requires priority attention, that is why the governor showed immediate interest in revitalizing the sector to save it from collapse.

“In fact, school resumption was slightly delayed in Kano to ensure that some measures and facilities are in place,” he said.

Another speaker and founder of Arewa Twitter, Abdullahi Adaki said genuine commitment was the difference between the Kano government’s interventions and those of other northern states.

Speakers, who decried the out-of-school situation in northern Nigeria, urged other northern states to follow Kano’s example as a way of addressing the situation.

Mariam Rabiu, who said the out-of-school situation in the region was a “pandemic”, along with inadequate quality teachers, said the interventions under the present administration mean that the state is on track.

Speakers therefore commended the recruitment of 5,000 new teachers as part of efforts to revitalize the education system.

The governor said the initiative aimed to provide the required manpower for public schools in the state to provide quality education.

They also commended the school feeding programme, which the governor reintroduced, saying it would increase enrollment and discourage cases of dropouts.

Participants however admitted that poverty played a role in the underdevelopment of education in the region.

“Poverty is one of the major reasons hindering enrolment, but now that we are feeding students and providing them with instructional materials and a conducive learning environment, they are excited to go to school,” Muktar said.

On his part, Prof. Usman Modibbo advised the Kano State governor to retain his education reforms legacy through legislation so that the gains recorded won’t regress after his tenure.

The Dean, Faculty of Health Sciences at the National Open University of Nigeria, said the governor should create an incentive system so that teachers employed and trained under the intervention would be retained.

He also said component skills should be included in the education system so that graduates can be prepared for opportunities.

“For instance, if a microbiology student is allowed 30 per cent opportunity to study a component course in food technology, it will place them in better stead,” he said.

Marwa condoles Zulum, Borno govt over flood disaster

The chairman and Chief Executive Officer of the National Drug Law Enforcement Agency (NDLEA), Brig Gen Mohamed Buba Marwa (Rtd), has expressed his deepest sympathies to the government and people of Borno state following the recent devastating flood that has displaced thousands and damaged numerous properties.

In a condolence message to Governor Prof Babagana Zulum on Wednesday, September 11, Marwa, a former Military Governor of the old Borno state, empathised with the governor, the Shehu of Borno, His Highness Abubakar Ibn Umar Garbai El-Kanem, and the affected residents.

Marwa assured the people of Borno that they were not alone in this difficult time and offered his prayers and sympathies.

He also commended the officials of federal and state emergency agencies, NGOs, and individuals providing support and relief efforts in the affected communities.

The flood, which submerged 70 percent of Maiduguri, the state capital, also affected other major areas, including the palace of the Shehu of Borno, the state secretariat, the post office, the cemetery, and the university teaching hospital, among others.

  • LG poll: Kwara govt, KWASIEC fault PDP’s contempt claim

LG poll: Kwara govt, KWASIEC fault PDP’s contempt claim

The Kwara government and the state’s Independent Electoral Commission (KWASIEC) have objected to a motion by the Peoples Democratic Party (PDP) accusing them of being in contempt of an order made by a Federal High Court in Abuja.

The PDP claimed, in the motion filed by its lawyer, Ademola Abimbola that the KWASIEC was in disobedience of an interim order made on July 29 by Justice Peter  Lifu, restraining parties from taking any step pending the determination of a suit filed by the PDP against plans to conduct Local Government election in Kwara State on September 21.

In their response, the Kwara state govt and the KWASIEC denied the allegations and argued among others, that the motion was “incurably defective, fatally incompetent, and maliciously filed.”

They prayed the court to dismiss it as it constituted a distraction.

Arguing the motion on Wednesday, Abimbola alleged that the KWASIEC, though a letter dated August 28 addressed to the state’s Chairman of the PDP, invited the party to a peace meeting despite the pendency of the court’s order restraining parties from taking any steps pending the determination of the substantive suit.

The PDP lawyer argued that such an act constitutes contempt of court, which should be penalised.

Lawyer to the Kwara State govt and KWASIEC, Johnson Usman (SAN) argued that the electoral body was not in contempt of court as claimed by the PDP.

Usman contended that the pendency of a case should not prevent KWASIEC from fostering peace.

He faulted the competence of the motion by the PDP, which he argued was neither personally served on the alleged contemnor nor served on it through substituted means.

Usman, who also queried the court’s jurisdiction to hear the case, noted that the allegation was based on an order that his clients have already applied to be set aside.

Justice Lifu has adjourned till September 17 for a ruling.

In the substantive suit, marked: FHC/ABJ/CS/1061/2024, the PDP is contending among others, that the KWASIEC was in grievous contravention, breach, and violation of sections 9, 28, 29, and 106 of the Electoral Act 2022, Sections 20 (1) and 21 (1) of Kwara State Local Government Electoral (Amendment) Law, 2024.

The PDP claimed that all the conditions and precedents stipulated in Local Government Electoral laws in Kwara State were allegedly deliberately ignored by KWASIEC under unacceptable circumstances.

It alleged that KWSIEC had applied to INEC for the register of voters in Kwara to use the same in the conduct of the LG polls.

The party said the action was in breach and violation of the provisions of the 1999 Constitution, as amended, the Electoral Act, 2022, as well as Kwara State Local Government Electoral (Amendment) Law, 2024.

  • Abuja residents unsettled by kidnapping, killings

Abuja residents unsettled by kidnapping, killings

    •Police launch school protection squad

As the upsurge in kidnapping and killing in Abuja continues, residents have expressed worry over the horrid situation. GBENGA OMOKHUNU reports that relevant authorities, especially the police, are evolving strategies to curb the menace.

The upsurge of kidnappings and killings in the Federal Capital Territory (FCT), especially among the young ones, is beginning to agitate the minds of residents. This year did not begin on a pleasant note for most residents of the FCT and its environs.

This is due to the disturbing spate of kidnappings which began last year and snowballed into this year.

No doubt the reality sent shockwaves through FCT communities and fueled widespread anxiety among residents.

The FCT continues to reel from this relentless surge in kidnappings.

Residents of Abuja and its environs are confronted daily with a harrowing reality of insecurity, prompting urgent calls for action from security operatives, stakeholders and the Federal Capital Territory Administration (FCTA),

In recent weeks, the FCT has experienced an uptick in the rate of kidnappings and thefts, including “one chance,” a type of robbery in which unsuspecting passengers are lured into commercial vehicles and dispossessed of their belongings.

A civil servant in Bwari, who spoke to our correspondent in confidence said his three children and wife were kidnapped three months ago and have been paying ransom to secure their freedom.

After months of pain and agony, the kidnappers, last week, released the three children to their father, still holding on to their mother.

When the father asked that the kidnappers release his wife, the abductors reportedly told him to pay another round of ransom to secure her release.

The man told our correspondent that his children lamented how they slept in the bush.

The children, their father said, urged him to do everything possible to rescue their mother before it was too late.

According to him, the kidnappers are still communicating with him on more monetary demands and they have warned him never to involve security operatives. The children, he said, are still in shock over the incident.

Two weeks ago, a member of staff of the Nigerian Television Authority (NTA) was reportedly stabbed to death by suspected phone snatchers in the Central Business District of the FCT.

The incident occurred at night near the popular Sahad Stores Supermarket by Central Bank of Nigeria (CBN) Junction, Central Business Area of Abuja.

The victim, identified as Yahuza Sani, a driver with the NTA News24, was said to have been stabbed several times while on his way back to the office around 9:00 p.m.

“The unfortunate incident happened when the victim ferried a staff member home after closing work for the day,” a source said.

“On his way back to the office, he parked the vehicle around Sahad Stores–being a safer zone to fix some technical fault in the car.

“As he alighted from the vehicle, the criminals pounced on him, dragged him into a nearby bush and stabbed him to death. They took away his phone and left him in his pool of blood, with the car’s key intact.”

The source added that the late Yahuza was a contract staff with the NTA News24 for almost four years.

The deceased, a 38-year-old father of three was said to be from Batsari Local Government Area of Katsina State and lived in Keffi in Nasarawa State. His remains were buried at Gudu Cemetery, Apo District in Abuja.

Also, last week, a 10-year-old boy, Kingsley Anwulike Ifeanyi who was declared missing by the FCT Police Command on August 17, 2024, was found.

Ifeanyi was reunited with his uncle Mr. Chisom Anwulike on Monday.

A statement issued by the FCT Police Public Relations Officer, SP Josphine Adeh said: “RE: MISSING/FOUND CHILD-FCT POLICE REUNITES MISSING CHILD, KINGSLEY ANWULIKE WITH FAMILY.

“The FCT Police Command wishes to inform the general public that the 10-year-old boy, KINGSLEY ANWULIKE IFEANYI who was declared missing by the Command on 17/08/2024 has been found.

“Subsequently, he was reunited with his uncle, Mr CHISOM ANWULIKE on 26/08/2024 at the Command Headquarters.

“We wish to appreciate the media and other well-meaning members of the public for their support in locating the boy’s family.”

One cannot easily forget the kidnap of Najeebah and her sisters that came to the limelight when the family cried out for help to crowd-fund a ransom of N60 million.

They had been kidnapped in their home on January 9, 2024, alongside their father after their uncle was killed. The bandits released their father and demanded that he raise N60 million as payment before Friday, January 12, 2024, to secure his daughters’ freedom.

Nigerians were asked to donate whatever they had into a bank account to raise the ransom, but not enough was gathered.

After a week in captivity, the death of the eldest sister, and an increase of the ransom to 100 million, Nigerians expressed their anger towards the lackadaisical attitude of the government and security operatives towards the situation.

A former Minister of Communications and Digital Economy, Isah Pantami came under heavy criticism for aiding the ransom payment after the compulsory linkage of phone numbers with National Identity Number (NIN) during his tenure as minister which he claimed would solve insecurity in the country.

The six girls were released on Saturday, January 20, 2024. But like other insecurity cases in the country, it wasn’t the last in the FCT and its environs, as the following weeks witnessed at least three different kidnap cases and ransom crowd-funding increased.

Over 23 residents in Dei-Dei Community located off Kubwa-Zuba Expressway were abducted, mostly taken from three housing estates in the area. Similarly, barely 48 hours after the kidnappers’ attack on Dei-Dei, two children, alongside nine adults, were also whisked away at Gbaupe Village, behind Aco Estate, along Airport Road in Abuja.

Some weeks later, the FCT Police Command orchestrated the arrest of Chinaza Philips, a popular kidnapper in Abuja. The FCT Minister Nyesom Wike also announced a cash prize for whoever finds the kidnappers which prompted the police force to make more arrests.

While some security experts think that this approach would make the citizens assist in the search of kidnapped victims and employ caution in the neighbourhood, others think that this approach would only make individuals fake kidnaps when they know there is a bounty involved among other security concerns.

A security expert, Kunle Adele said: “The FCT like every other state needs a Central Tech-hub that monitors the environments with the help of cameras, cam-coders, a central forensic laboratory with forensic that aids investigation of cases.”

The FCT Commissioner of Police, Benneth Igweh told our correspondent that the police are not resting on their oars and that many suspects of the crimes have been arrested and are charged to court.

While expressing his sadness over the incidents Igweh said the police will continue to tackle the menace without fear or favour.

To avert attacks on public and private schools in the six area councils following the sad development, the FCT Police Command, a week ago, ahead of school resumption, launched School-Protection Squad.

With the theme “Strengthening Security Resilience and Integration of Host Communities in the Protection of Education,” the FCT Commissioner of Police, Igweh reassured the residents of police readiness to protect students and make schools in the FCT safe.

He said: “Security and safety of students and teachers have gained significant attention from the government at all levels because of incessant attacks on schools which have created panic in the minds of teachers, students and parents. The act, thus, led to the closure of schools.

“The command has mapped out all schools in the Territory to ensure their adequate safety and protection, and the command has not recorded any attack on schools.”

He noted that the Command is committed to sustaining efforts towards the safety of the schools, especially in the rural areas.

The Federal Government, in its efforts to reduce the number of out-of-school children, formally launched the Safe School Protection (SPS) programme in 2022.

At the event, the Deputy Inspector-General of Police in charge of operations, DIG Ede Ayuba said the Nigeria Police Force is ever committed to preventing attacks on schools across the country, hence the establishment of SPS by the Inspector-General of Police (IGP) Kayode Egbetokun in all states of the federation and FCT to complement the efforts of the Federal Government’s desire to achieve a safer and secure school environment.

He said: “Today’s programme is a follow-up to similar events held in Kaduna and Niger states respectively from May 8–9 and 14 to 15, 2024 which witnessed massive participation, even as they were successful. I have no doubt that we will achieve more participation of relevant stakeholders in the FCT.

“The forum is, among other things, geared towards fostering effective partnership among the Nigeria Police, sister security agencies and other relevant stakeholders, in preventing attacks on schools. It is expected that at the end of it, participants, especially the host communities, will have a better understanding of their roles in safeguarding schools for a secure and effective learning environment for our children.

“The Federal Government makes it a top priority to protect schools through the Safe Schools project and secure learning environment for National development.

“In the same manner, the Nigeria Police Force embraced the project by establishing the Schools Protection Squad (SPS) in all the states of the federation and the FCT, as well as training of State Coordinators and Divisional Police Officers (DPOs) nationwide. The Force is also undertaking a series of activities in line with Safe Schools’ national plan to guarantee a safer learning environment.

“The inclusion of critical stakeholders such as the host communities, community/religious leaders, youth organisations, CSOs, sister security agencies and the FCT Administration, is the realisation of the important role they play in safeguarding our schools and the reduction of out-of-school children in the FCT and the country at large.

“The police recognise the invaluable contributions of host communities in schools’ protection; hence the need for their support. I solicit your continuous support and cooperation, to effectively collaborate and prevent attacks on our schools. The two-day interactive and all-inclusive programme will ensure effective partnership for community resilience to protect our schools.”

The Minister of the FCT, Nyesom Wike, who was represented by the FCT Director of Security, Adamu Buba, said the Federal Capital Territory Administration (FCTA) is ready to support the efforts of the police and all other security agencies to ensure that school environment in the capital territory will be safe and secure for a good learning environment.

Wike, who lauded the Inspector-General of Police for the establishment of the school protection squad said the DSS and other security agencies will work in harmony with the police in achieving the set goal.

Appreciating the programme, the FCT Mandate Secretary on Education, Danlami Ihayyo represented by the Permanent Secretary, Mr Prospect Chukwuemeka Ibe said: “In our quest to provide quality education, ensuring the safety of our students and educators remains paramount. Schools should be sanctuaries of learning, free from fear and threat. This initiative by the Nigeria Police Force, particularly the Schools Protection Squad, is commendable and reflects a proactive approach to our challenges.

“Your commitment to safeguard our educational institutions is invaluable. As we deliberate today, let us remember that the security of our schools cannot be achieved in isolation. It requires the collaboration of all stakeholders, The government, law enforcement agencies, community leaders, non-governmental organisations, faith-based organisations, development partners, parents and the students themselves.

“Together, we must build a resilient security framework that guarantees the safety and well-being of every child in our care. It is, indeed, a fundamental priority for us all,” he said.

The proprietors of private schools in the FCT were appreciative of the development and said it would boost the morale of pupils and teachers in the FCT in terms of security in schools.

Security has also been heightened in the FCT following the ugly incidents.

The police may be on red alert to provide tight security in the FCT; it will not be over statement to add that much more is needed to keep Abuja safe.

The criminals in the FCT are becoming audacious in their dealings, robbing, kidnappings and killings. This should be the tipping point for security agencies to be on top of their duty.

Maiduguri flood: Ndume seeks urgent intervention from FG

Former Senate Leader, Senator Mohammed Ali Ndume, urged the federal government on Tuesday, September 10, to promptly assist the Borno State government in aiding victims of the recent flood in Maiduguri.

In a statement issued in Abuja, Ndume expressed his sympathy for the people and government of Borno State, highlighting the severe impact of the flood that has inundated numerous homes and areas in Maiduguri.

The Borno state government said the flood had submerged many homes following the alleged breakdown of the Alau Dam which has been filled for the past one week.

“Due to the unusually high volume of water this year, we urge all the residents living along the river bank to take immediate action to protect themselves and their properties.

“The Alau Dam water has broken down another channel that is currently destroying farms, and the water is heading toward the river bank,” a statement by the State Government revealed.

Senator Ndume, who just returned from Borno, where he reached out to families affected by insurgency in the Southern Senatorial District of the State, said he is devastated by the news report about the ravaging flood.

The former Senate Chief Whip said all hands must be on deck, including development partners and other agencies of government, to immediately mobilise and come to the aid of affected residents and homes in Maiduguri.

He said the State Government, being very proactive, has already activated all mechanisms to salvage the situation by evaluating people from affected areas and providing the needed support.

He, however, lamented that the gravity of the damage by the flooding is beyond the State Government, hence the need for the Federal Government to immediately step in and assist the residents in getting the needed support.

Already, some institutions and government agencies have shut down. The University of Maiduguri has been closed until further notice

Ndume said: “What has happened in my dear State capital, Maiduguri is unfortunate. The level of damage is very bad. I’ve been briefed, and what I’ve heard isn’t something we should take likely.

“Homes, institutions, government agencies, and other businesses have been submerged in the flood. Many people are trapped and are trying to evacuate. I’m worried that the situation may get worse unless the federal government immediately steps in to assist the state government in salvaging the situation.

“I’m also calling on various international partners, development agencies, and men of goodwill to do something urgent before we’ll witness the kind of human disaster in Maiduguri that will be unimaginable.

“I’m in touch with my colleagues, the State Government, its officials, and other stakeholders on what we can do to solve the situation.

“I hope that in the future, we’ll be able to guide against this occurrence. This is a serious disaster, and we need the prayers and support of every Nigerian.”

Northeast, northwest worst hit by flood, says NEMA
