    Tinubu urged to probe financiers of terrorism in Zamfara

    President Bola Ahmed Tinubu has been called upon to set up a judicial commission of inquiry aimed at exposing financiers of terrorism in Zamfara State.

    The Zamfara Youth Vanguard for Peace (ZYVP) behind the call argued that the measure is required to curtail the growing terror threat in the northwest geopolitical zone of the country.

    In a letter to the President and copied to the National Security Adviser and the Attorney General of the Federation, they stressed the need to ensure the safety and well-being of Nigerians.

    According to the letter signed by its president, Comrade Bello Yakubu, the group cited alleged payment of N1.378 billion by Zamfara State Government to certain individuals in the state under the guise of peace building.

    Decrying the crackdown on whistleblowers in the state, they noted that where the inquiry establishes that anybody is a threat to society, such person should be placed on a terror watch list. 

    “Other activities should be closely scrutinized to forestall his capacity to plot and execute further attacks against Nigeria. We believe that Mr President setting up this judicial commission of inquiry would be a first step to tearing down this terror threat to Nigeria from the northwest.

    ” We have done our bit for humanity by flagging the danger that some people within government circles pose to the human race in the Zamfara area and expect that the Federal Government will reciprocate by preventing this threat from growing.”

    Youths under the auspices of Renewed Hope Youth Alliance (RHYA) have declared their support for the 30-day Youth Conference proposed by President Bola Tinubu.

    President Tinubu had, during his national broadcast on October 1, announced plans to convene a 30-day Youth Conference to discuss and address challenges confronting the younger generation of Nigerians.

    The President said the proposed confab could provide a platform for young people to voice their concerns, share their ideas, and actively participate in shaping the country’s future.

    Addressing a press conference in Abuja, on Friday, October 4, the National Coordinator of RHYA, Comrade Awoyinfa Opeoluwa, said the proposed youths confab “unequivocally demonstrates our president’s unwavering dedication to youth development and empowerment.”

    Opaoluwa said that in less than two years, Tinubu’s administration has enacted reforms that resonate across the country and impacted positively on the youths.

    He said: “Central to the President’s ideology is the empowerment and engagement of Nigerian youth, emphasizing their crucial role in our collective future.

    “The administration is steadfast in its commitment to youth empowerment. It established a Student Loan Scheme with billions allocated for student payments. It also created the Consumer Credit Corporation to support entrepreneurs, launched the Skill-Up Artisans Programme (SUPA), and introduced the Nigerian Youth Academy (NIYA) to nurture future leaders.

    “To stimulate innovation among small businesses, constructed 10 MSME hubs which has impacted 600,000 nano-businesses, resulting in the creation of 240,000 jobs.

    “Another remarkable feat of this administration is the unprecedented #77,000 payment to NYSC members. This groundbreaking initiative unequivocally illustrates Mr. President’s undiluted dedication to empowering youths within his government. NYSC members will now receive #77,000 monthly as an allowance.

    “The administration’s dedication to social welfare is evident in the signing of a National Minimum Wage law that raises the minimum wage to #70,000 per month and the removal of tariffs on essential food items.”

    “Aside from the aforementioned, during President Tinubu’s Independence Day address, where he declared plans to convene a 30-day Youth Conference. This visionary initiative unequivocally demonstrates our President’s unwavering dedication to youth development and empowerment.”

    According to Opaoluwa, President Tinubu’s administration stands as a testament to Nigeria’s progress and, hence should be supported by all citizens of the country.

    He urged all citizens to unite behind the president’s vision to build a stronger and more prosperous country.

    “We must resist the temptation to succumb to negativity, instead, we should become torchbearers of hope and optimism. The bold reforms undertaken by President Tinubu are poised to benefit Nigeria both in the immediate and long term,” Opaoluwa said.

    The rising concern over moral decay in society is increasingly evident, as its adverse effects become more apparent daily. The struggle to uphold societal values transcends tribal, gender, age, religious, and social class boundaries.

    Despite this, many individuals remain indifferent to the issue, with some even profiting from activities that undermine morality and choosing not to engage in solutions.

    On October 2, 2024, the Kano State Hisbah took significant action by banning sports betting and instituting new regulations on courtship, along with restricting women’s movements at night. These measures follow prior efforts by the organization to address similar issues in the state.

    While some may question whether these actions are priorities amidst a range of pressing national challenges, I argue that they are indeed significant, as moral concerns are also matters of national importance. Hisbah, a religious police force in parts of Northern Nigeria, is tasked with upholding Sharia law and protecting society from deviance.

    Its role is to preserve faith, ensure the welfare and security of the populace, and maintain order, enabling individuals to engage in lawful activities without disruption. This article aims to analyze the recent prohibitions by the Kano Hisbah from an Islamic perspective, examining how these regulations resonate with community realities and the broader moral challenges we face.

    Prohibition of Sports Betting

    O you who believe! Intoxicants (all kinds of alcoholic drinks), gambling, Al-Ansab, and Al-Azlam (arrows for seeking luck or decision) are an abomination of Shaitan’s (Satan’s) handiwork. So avoid (strictly all) that (abomination) in order that you may be successful.” (Q5:90)

    Sports betting, which involves predicting the outcomes of sporting events and wagering money on those predictions, has become widespread, especially among youth, who often see it as a sign of maturity. Influential figures, including celebrities and former athletes, have contributed to this trend, intensifying the addiction among young people.

    Comedy skits often glamorize betting, neglecting its harmful societal effects. Reports indicate that approximately 70% of Nigerian youth participate in sports betting, with many developing a gambling addiction despite the inherent risks.

    The lure of quick financial gain does not alter the reality that gamblers usually rely on luck and often experience poverty. Losing bets can lead to significant emotional distress, including depression and anger while fostering laziness and stifling ambition and creativity. Although gambling has existed for centuries, modern technology has made it more accessible, allowing individuals to place bets discreetly via mobile devices. Current statistics suggest that a significant segment of the Nigerian population, particularly those aged 18 to 40, engages in sports betting, averaging $15 in daily spending.

    Lawmakers have acknowledged the problem, expressing concerns over increasing addiction rates and related mental health issues. Recent legislative initiatives aim to impose stricter regulations on sports betting, highlighting its detrimental effects on youth, including financial ruin and family strife.

    Experts argue that gambling addiction is often underestimated, with some comparing its severity unfavourably to other forms of addiction. Mental health professionals point out that gambling stimulates dopamine release in the brain, reinforcing compulsive behaviour and diminishing enjoyment from everyday activities, ultimately trapping individuals in a cycle of dependency.

    In this context, the ban imposed by Kano Hisbah is both timely and aligned with Islamic teachings. Furthermore, there is a pressing need for federal intervention to enforce a comprehensive ban on sports betting. While physical betting establishments may close if the ban is implemented, online access remains a challenge. This presents an opportunity for the federal government to intervene and address the issue across all available platforms.

    New Regulations on Courtship

    Society has become increasingly permissive, often celebrating immorality in various forms. In Islam, it is prohibited for an unmarried man and woman to be alone together, a principle rooted not only in Islamic teachings but also upheld by various African cultural traditions.

    According to Islamic law, a marriage is not valid until specific steps are completed. Initially, the man must propose, and the woman must accept. Following this, the man seeks the permission of her father or guardian (Wali). If the father is deceased, there are fourteen categories of men who can serve as her guardian. Once the bride price is paid and at least two male or four female witnesses are present, the marriage is legally recognized, allowing the couple to enjoy each other’s company under Islamic provisions.

    Unfortunately, immorality has become rampant, with illicit sexual relations and inappropriate behaviour increasingly normalized. The sanctity of personal boundaries is often disregarded. The recent regulations introduced by Kano Hisbah align with Islamic principles, particularly the Quranic verse: “And do not approach unlawful sexual intercourse. Indeed, it is ever an immorality and is evil as a way” (17:32).

    However, I urge the Hisbah police to exercise caution in enforcing this regulation to avoid mistakenly targeting married couples who may not have documentation readily available to prove their marital status. Clear guidelines must be established to protect the public from unnecessary embarrassment, ensuring that genuine couples are not wrongfully accused.

    Restrictions on Women’s Night Movements

    Islam places great importance on the protection of women, monitoring their movements to shield them from harm and abuse due to their vulnerable nature. The Quran emphasizes the significance of women’s attire, stating that it serves to prevent harm. Allah instructs:

    “O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused. And ever is Allah Forgiving and Merciful.” (33:59)

    Allah has elevated the status of women, honouring them as daughters, mothers, and wives, bestowing rights and virtues that, in many instances, men do not share. Islam acknowledges women’s humanity, grants them their rights, and holds them in high esteem. Before the advent of Islam, women were often treated as property, and deprived of rights and dignity. Islamic teachings abolished practices such as burying women alive, condemning them as grave sins.

    Given that Islam promotes the honour of women, it would not deny them the freedom of movement; rather, such measures are intended for their protection. In light of contemporary issues, such as rampant immorality and the harassment faced by Muslim women, it is prudent and sometimes essential for women to be accompanied by a mahram when leaving their homes at night.

    Conclusion

    The discussed issues focus on promoting societal reform under Islamic teachings to address contemporary challenges that threaten youth well-being, particularly the rise of sports betting and its associated addictions. The measures implemented by Kano Hisbah are crucial steps toward restoring societal normalcy.

    The new courtship regulations aim to prevent immorality, reflecting the Islamic principle of Saddu-Dharaa’i, which seeks to eliminate pathways to wrongdoing. Hisbah needs to enforce these regulations respectfully, ensuring that married couples are not wrongly identified as engaging in illicit relationships in public.

    While restrictions on women’s movements may seem limiting, they are designed to protect women’s welfare, acknowledging their increased vulnerability at night. The Hisbah’s ban on street begging is consistent with Islamic values, and the government must address the socio-economic challenges faced by citizens.

    In light of the growing issue of prostitution among young girls, the Hisbah has stated that any woman found in a tricycle after 10 PM will be apprehended. These regulations, part of the “Operation Flush Out Immorality,” reaffirm Kano’s commitment to its Islamic identity.

    The Rotary Club of Abuja, Kubwa, in the Federal Capital Territory (FCT), has supported the education of over 100 primary school pupils in Kungabokun village by providing essential learning materials.

    The club’s president, Rotarian Idowu Olayemi, said the donation, which included school bags, books, mathematical sets and writing materials, was aimed at keeping the children in school and encouraging their commitment to education.

    Leading fellow club members to the LEA Primary School in Kungabokun, in Kubwa Satellite Town of the FCT, Olayemi stated that the initiative was part of the commemoration of Rotary’s Basic Education and Literacy Month, focused on addressing the educational needs of vulnerable children.

    While addressing the children, Olayemi said: “This month is our basic education and literacy month and we are here, in our adopted community Kunga Bokun, to present these writing materials to you pupils, to assist you in your learning, your education properly.

    “These are basic necessities for basic education that we believed would assist you in the foundation of their education journey through primary school

    “The objective of the donation was to promote literacy, foster a love for learning, and provide essential resources to you children.”

    The event was met with immense gratitude and excitement from the pupils, parents, teachers and community leaders who were deeply touched by the kind gesture.

    The paramount ruler of Kungabokun, Chief Ishaya Gabaya, expressed the community’s gratitude to the Rotary Club members, highlighting the positive impact their support has had on the vulnerable community, despite its location within the Federal Capital Territory.

    “We are very grateful to Rotary Abuja, Kubwa for what they are doing for us. They rebuilt this primary school for us, yet they did not leave it like that.

    “What they are doing today is to even help our children’s education foundation by providing writing materials to help them to learn in an environment they have made conducive for the children.

    “We are really grateful. That is why any time we see them coming, we are always happy because it is always a sign of good things they are bringing to our community,” he said.

    “Zainab Abubakar, a primary 5 pupil and one of the 115 students who benefited from the educational materials, expressed her gratitude for the Rotary’s gesture, saying she had always prayed to own a school bag she would be proud to carry to school every day.

    She said: “I have always wanted to own a school bag like this, now I can come to school every day and be proud of myself.

    “I really thank you ma and everybody that gave us these books and the writing materials, may God always bless you”.

    Olayemi, who encouraged the children to stay dedicated to their education and make good use of the materials provided, offered a prayer for their future, saying, “You will achieve greatness in life, Amen.”

    PLSI launches plan to establish policy accountability Lab to support implementation of policies

    A civil society organisation fostering accountability in Nigeria, Paradigm Leadership Support Initiative (PLSI) has unveiled a plan to establish a Policy Accountability Lab (PAL) Centre to enhance and support implementation of policies at national and subnational levels in Nigeria.

    The organisation said the PAL initiative would serve as the Centre for policy research and analysis, policy monitoring and evaluation, policy advocacy and reform, capacity building for effective implementation of policies and public engagement to enhance participation in policy- making process, promoting inclusive governance.

    It said the Lab would work closely with key stakeholders to evaluate the effectiveness of government policies and strengthen mechanisms for public accountability.

    In a statement signed by its Communication Associate, Judith Nwokoro, the organisation marking eight years of impactful interventions in Nigeria stated that over the past eight years, PLSI has maintained its leading voice as a public audit advocate, bridging the gap between citizens and the government through active engagement with Nigeria’s public audit system.

    The statement said: “We have worked very hard to strengthen public finance management in Nigeria particularly public auditing and we are now connecting public finance with policies of governments to ensure that these instruments of development deliver positive results to the people.

With this innovative move, PLSI will deepen its commitment to providing a structured pathway for citizens to engage with, evaluate, and shape policies that affect their lives.”

    Elemo added: “As we broaden our impact from the federal to subnational levels across Nigeria, it’s important to acknowledge the challenges in promoting accountability in public financial management and implementation of policies. However, we remain steadfast in our commitment to the cause, and we will continue to push for accountability required to achieve good governance and sustainable development in Nigeria.

    “PLSI also commends the President’s commitment to assent to the Federal Audit Bill, as promised during the unveiling of the Office of the Auditor-General’s Strategic Plan 2024-2028 in Abuja.

    In response, APC National Chairman Dr. Abdullahi Umar Ganduje assured the Northern Youth Elders Forum, under the leadership of Comrade Murtala Muhammad Garba, that their concerns would be forwarded to the appropriate authorities.

    The Ribadu Media Centre has given out cash palliative of N25,000 each to 1000 students as part of humanitarian gestures in honour of First Lady, Senator Remi Tinubu.

    The centre, named after National Security Adviser, Malam Nuhu Ribadu, gave out the cash donation on Tuesday at a ceremony in Yola which coincided with independence day celebration.

    Chairman of the centre and son to Nuhu Ribadu, Sa’adu Ribadu, explained that the cash handout was the centre’s own way of celebrating the First Lady.

    “We are doing this to mark her birthday, which was just last week,” he said, adding that the founder of the RMC, Nuhu Ribadu, sponsored it.

    “The initiative is to empower the 1000 students with N25,000 each,” Sa’adu said.

    He added that there was also a borehole in Jimeta, Yola, dug for the community by Nuhu Ribadu to be commissioned later in the day, as well as a reaching out with N10,000 each to 200 patients to help with their medical bills.

    A member of the Nuhu Ribadu family, Mustapha Ribadu who is also the state organising secretary of the All Progressives Congress (APC), said the interventions were the brainchild of Sa ‘adu Ribadu who thought them up as a necessity in these difficult times.

    President of the Abuja Platinum Lions Club, Charles Onyemaechi has said the organisation would support two communities in the Federal Capital Territory with two mini ambulances for medical emergencies.

    Onyemachi said that Tunga – Maji – a suburb in the FCT would benefit from the mini ambulance project that would be donated by the organisation.

    He said this during the 2nd investiture and fundraising ceremony of the organisation in Abuja.

    According to him, supporting maternal health in communities with ambulances is crucial in ensuring timely access to emergency care for pregnant women.

    “By providing ambulances, we help reduce maternal mortality and complications during childbirth, especially in remote areas. This initiative enhances the healthcare system’s responsiveness, ensuring that every mother has a safer pregnancy and delivery, ultimately improving outcomes for mothers and newborns,” he stated.

    He said the organisation would distribute 50 units of mama kits in this service year.

    Onyemachi added: “The club plans to procure two mini-ambulances for at least two communities. Each customised ambulance at the manufacturer price will cost N4m. Furthermore, supporting pregnant and new mothers with mama kits is a vital initiative that ensures safe deliveries and promotes maternal health. These kits provide essential items for childbirth, helping to reduce complications and increase comfort for both mothers and babies. By offering mama kits, we empower women, support healthy beginnings, and contribute to the well-being of families and communities.

    “We intend to distribute about 50 units of mama kits in this service year. Each Mama kit is at a cost of N50,000 per kit. As a specialised club, the club will focus its effort in acquiring contactless electronic devices for testing of children’s eyes. According to known facts: – 80% of learning is visual. – If children can’t see well, they will have more difficulty learning. – 1-in-3 young children have poor but correctable vision – often just needing eyeglasses. – Vision problems undetected by the age of 7 can become permanent. This device will cost the club a total of $6,000 to procure, just about N10 million going by today’s Foreign exchange rate.

    “The club is setting out to carry out 50 free cataract surgeries for indigent persons and this would include post-surgery care. The cost for this is put at N3,000,000. We are seeking to support the good initiative of the District Governor on setting up a food bank for the district. We thought this is a laudable initiative that would help in relieving hunger and providing succour to the underprivileged. The club hopes to support this initiative by making financial contributions towards this project. In all, the club is seeking to raise a total of N30 million to support the implementation of these projects and more.”

    Tunga – Maji Palace Secretary, Abdulwaheed Salihu commended the organisation for the mini ambulance and other humanitarian projects executed by the organisation.

    Salihu said the mini ambulance would help reduce death of pregnant women in the community when put to use.

    Chieftain of the All Progressives Congress (APC) Comrade Daniel Onjeh has offered hope and encouragement on the 64th Independence celebration of Nigeria. 

     Onjeh reminded Nigerians despite the current economic challenges facing the country, history has shown that patriotism is the key that enables nations in difficult situations to rise, overcome, and achieve economic prosperity. 

    Applauding the historic sacrifices and contribution of Nigeria’s past nationalist leaders, many of whom paid the ultimate price for the freedom we are enjoying today, the 2023 APC Benue South senatorial candidate stated that their efforts should inspire us to remain steadfast in our quest to build a prosperous nation. 

    He reminded Nigerians that they have no other country to call their own, stating it is incumbent upon every citizen to contribute their quota to national development. 

    “Our country’s independence was not handed to us on a silver platter. Many of our past leaders and freedom fighters sacrificed their lives for the liberty and sovereignty we celebrate today. Leaders like Dr. Nnamdi Azikiwe, Chief Obafemi Awolowo, Sir Ahmadu Bello (the Sardauna of Sokoto), Chief Anthony Enahoro, Sir Herbert Macaulay, and countless others fought tirelessly for the independence of Nigeria. 

    “It is their sacrifice and struggle that laid the foundation for our nation, and we must honour their memory by upholding the legacies they left behind – legacies of patriotism, selflessness, and national unity,” Onjeh stated. 

    While addressing the current economic hardship in the country, Onjeh commended President Bola Ahmed Tinubu for his bold economic reforms and  taking decisive steps to tackle the nation’s most pressing issues. 

    “I commend President Tinubu for his courage in implementing necessary economic reforms, such as the removal of the fuel subsidy and the unification of the exchange rate. These are not easy decisions, but they are vital for the long-term stability and growth of Nigeria. The President has demonstrated true leadership by prioritizing the nation’s future, even in the face of adversity,” Onjeh noted. 

    The former Chairman, Governing Board of the Projects Development Institute (PRODA) Enugu argued although Nigeria is confronted with severe economic constraints due to inflation, fuel subsidy removal and the unification of exchange rates, we are not at war with any other nation. 

    “We are only faced with an internal struggle – one that can be overcome if we unite as one people, just as we did during the struggle for independence,” he stated. 

    Drawing from historical precedents, Onjeh noted that countries that have faced even worse crises, including war, were able to emerge stronger due to the patriotism and resilience of their citizens. 

    “There are countless examples in history where countries, despite facing war and destruction, rebuilt themselves to become global powers, driven by the unwavering spirit and patriotism of their citizens. 

    “Nigeria is not at war today; we are only dealing with economic challenges, and if we come together and face these challenges with unity and patriotism, we too shall emerge stronger,” Onjeh added. 

    Onjeh, a former president of the National Association of Nigerian Students (NANS), encouraged Nigerians not to be discouraged by the prevailing economic realities but remain strong and hopeful for a brighter future.

     “No nation has ever achieved greatness without challenges, and we are no exception. The economic hardship we are facing today is a storm that we can, and will weather. But this can only be achieved if we all play our part, remain hopeful, and contribute positively to national development,” he said. 

    Onjeh further highlighted the concerted efforts by the Federal Government in tackling terrorism, banditry and other forms of insecurity, while noting that these issues, although critical, should not deter Nigerians from focusing on economic recovery and growth. 

    “We must acknowledge the efforts of our security forces in the ongoing battle against terrorism, banditry and other security threats to the nation, but we must also focus on rebuilding our economy. Just as we are overcoming security challenges, we can also overcome economic hardship through collective action,” he stated. 

    He urged all Nigerians to take heart in the lessons of history, reminding them “Nigeria’s Independence Day is not just a celebration of our freedom, but a reminder of our responsibility to continue the work started by our founding fathers. Let us recommit ourselves to their vision, and let our patriotism guide us toward a better, stronger, and more prosperous Nigeria.”
