    Experts, enforcement agencies chart way forward as Kwara holds summit on drug abuse

    Kwara Governor AbdulRahman AbdulRazaq on Tuesday said his administration is deploying different strategies and investing in people-oriented programmes that encourage young people to follow noble paths and avoid drug abuse and other social vices in the state.

    The Governor was speaking in Ilorin at the 1st Kwara Stakeholders Summit on Drug Abuse Prevention and Control with the theme: “Forging a common front in the fight against drug abuse”.

    The summit was organised by the Office of the Special Assistant to the Governor on Drug Abuse Prevention and Control, Hon. Aileru Olamilekan Mukail.

    Attended by dozens of young people and keynoted by different experts on narcotics, the programme featured panel discussions, cultural display and drama. 

    Top attendees included Senior Special Assistant to the President on Citizenship and Leadership Ms Rinsola Abiola; state parliamentarians, cabinet members, and top government officials.

    The Governor said the session was designed to interact, examine, and make attempts at proffering solutions to the social problem.

    “We understand that drug abuse has different roots, including idleness and lack of direction in life. It is for this reason that we are deploying different strategies to prevent crimes,” he said. 

    “Our investments in people-oriented interventions in the past four years are designed to create the enabling environment where our youth are gainfully engaged and involved in productive endeavors.

    “The establishment of the Innovation Hub, Visual Arts Centre, Garment Factory, Film Factory, Shea Butter Factory, continuous support for the IVTEC, Kwapreneur, and overwhelming support for youth development are meant to achieve similar purposes.” 

    Represented by Commissioner for Social Development Hon. Afolashade Opeyemi, the Governor said the multi-pronged approaches his government deploys are yielding positive results.

    “We are very intentional in the campaign against drug abuse. The recent appointment of Honourable Aileru Olamilekan Mukail as Special Assistant on Drug Abuse and Prevention is expected to drive the process,” the Governor said.

    “At the end of this event, I look forward to a rich communique reflecting robust interactions, suggestions, recommendations, and practical solutions drawn from experts, youth leaders, resource persons, and experienced participants who are attending the summit.”

    Other dignitaries in attendance included the Commander, NDLEA Kwara state and one of the keynote speakers, Muhammed Bashir Ibrahim; heads of other security agencies; Executive Director Global Initiatives on Substance Abuse, Dr. Martins Agwogle; youth corpers; and the students.

    Rinsola, for her part, said the disturbing rate of substance abuse in the country requires that all hands must be on deck to tackle the challenge by reducing its prevalence among young people.

    Explaining the key mandate of her office which includes promoting civil engagement and driving value among the youth, the President’s aide said drug abuse is not only closely linked to severe health risk and risky behaviour, but also hinders abusers from contributing meaningfully to national development.

    “A lot of young people, especially those who have creative talents, claim that cannabis helps them to concentrate and be creative. But what they don’t understand is that 80 percent of psycho-cases related to drug abuse actually come about as a result of using cannabis,” she said, calling for constant sensitisation of drug addicts and young people on the attendant consequences of their act.

    “They also mention that cannabis improves appetite and concentration. But that is in the early stage, because the effect it has later on tends to be disastrous,” she added.

    She commended the efforts of Governor AbdulRazaq in combating the social vice through different strategies, saying his office is open for collaboration with the state government to collectively stem the tide of drug abuse in the state and Nigeria as a whole.

    Aileru said in his welcome address that the event was another platform to share knowledge, exchange ideas, and forge concrete action plans, asking all stakeholders to leverage collective wisdom to unravel the roots of drug abuse, develop effective prevention strategies, and ensure accessible treatment and rehabilitation for those struggling. 

    “This summit is not a one-day event; it’s the dawn of a movement — a movement that transcends individual backgrounds, affiliations, and ideologies. It’s about shared purpose, about safeguarding our children, our families, and our future,” he said.

    NDLEA Commander, Kwara State Command, Bashir Ibrahim Muhammed, who spoke on “Drug Law Enforcement in Kwara: Progress, Challenges and Way Forward”, said the alarming rate of drug abuse among the youth in Nigeria and particularly in Kwara State calls for concern of all the stakeholders.

    He thanked AbdulRazaq for his support so far and pledged that the agency will strengthen constant education, enforcement, and rehabilitation programmes to rid the state of drug addiction.

    He said the command will soon commence training of trainers in communities, who he said will comprise community and religious leaders in the state on how to prevent and control drug abuse.

    Dr Agwogie, who spoke on “The journey of drug control in Nigeria: The gaps and way forward,” said it takes a holistic approach to win the fight against substance abuse, suggesting that states and local governments should constitute drug abuse control committees for greater results. 

    He said that rather than just arrest and prosecute offenders, the government at all levels should also inquire into why people abuse drugs.

    The majority of addicts are ignorant about the risk of their indulgence, he added.

    Participants, such as youth corpers and students, took turns to applaud the government for the programme, and observed the need to intensify the sensitisation campaign, introduce stiffer penalties and prohibit celebrities against openly smoking Indian helms, among other measures.

    The Nigerian creative sub-sector within the entertainment and tourism industry has matured significantly in its contribution to the Nigerian economy and the consolidation of its global gains for further growth has become imperative, veteran Nollywood actor, Nonso Diobi has said.

    Diobi noted that it has become imperative to harness the full potential of the Nigerian creative sector considering its contributions to the nation’s Gross Domestic Product (GDP) over the years.

    According to Diobi who is the Ambassador for the 10th International Film Festival & Awards (INIFFAA) organized by Inside Nollywood, scheduled to take place in Abuja from February 15-17, 2024, the event’s objective of enhancing the creative economy and fostering Federal government intervention.

    Speaking at a press conference in Abuja on Tuesday, during which the festival’s theme, ‘Celebrating 10 years of original expression,’ was discussed, Diobi emphasized that the festival provides a platform to exhibit and endorse the talent and potential of the Nigerian film industry on a global scale. 

    Additionally, he highlighted the festival’s role in solidifying the global achievements Nollywood has accumulated over the years.

    According to him, the festival and awards would help create a fertile ground for the Federal Government to develop and promote the creative economy, 

    He said: “We are creating grounds for the government to come in,  the most important thing is how to get the government to understand what we are doing and with this festival.

    “The festival is all about the celebration of original expression and with that, we have created a path for the government to come and make available facilities that will ensure the growth of the creative Economy.

    “We have been seen by the world because we have been telling our story and we have inspired the world and I believe it’s time for us to sell out our business to the wider world.

    “We are bringing people from all over the world because we have proven to the world that we are great people.

    “We are not doing this for self-aggrandizement but for the growth of the industry and to take the industry to the next level in terms of the creative economy, it’s our time we have a platform that will encourage everyone to be involved.

    “It’s an entertainment summit and I guarantee you that the international world is ready for us. I’m so hungry to see us go to the next level. This festival is going to open up the creative economy in Nigeria”.

    On his part, the founder and convener of Inside Nollywood, Muoma Obina, said the idea behind the festival is to maximize our coming of age of Nollywood.

    “It is 10 years of original expression,  promoting original content,  and analyzing the quality of production across Africa and Nollywood as a whole.

    “It is not just about a movie festival but a celebration of our achievement in changing Nollywood. We have attracted investors that are ready to invest in Nollywood projects. The awards are in three categories; Hall of Fame,

    practitioners award and Festival award”, he added.

    FRN vs. Ali Bello & Anor: Drama as EFCC’s witness counters alleged threats

    There was drama on Tuesday at the Federal High Court in Abuja when the Economic and Financial Crimes Commission (EFCC) alleged that its main witness, Rabiu Musa, in the suit marked FHC/ABJ/CR/550/2022: FRN v. Ali Bello & Anor, had been scared away from trial. 

    The witness, an Abuja based Bureau De Change operator, was alleged to have been threatened following his appearance at the last trial and got scared.

    Lawyer to the anti-graft agency, Hannatu Kofamaisa, made the allegations at the resumed trial of Ali Bello and Daudu Suleiman.

    She told Justice James Omotoso that the witness would not be in court to continue his evidence based on his experience of threats at the last adjourned date, adding that she had called the witness five times but that he was no longer picking her calls.

    Counsel to Ali Bello, Abdullahi Aliu, a Senior Advocate of Nigeria, told the court that he would not react to the EFCC’s allegations because they were not targeted at his client and did not oppose the request for an adjournment.

    Drama unfolded when the witness alleged to have been threatened away from court and would not attend the trial, suddenly walked into the court room without any signs of apprehension.

    The counsel to Ali Bello got up and drew the attention of Justice Omotoso to the quiet arrival of the witness into the court room.

    Justice Omotoso however doused tension when he prevented lawyers to Ali Bello and Daudu Suleman from joining issues with EFCC on the allegations.

    In his testimony, the witness identified one of his record books of transactions seized from him by EFCC during a raid of his office at Wuse, in Abuja and also admitted knowing Ali Bello.

    Under cross examination by Nureni Jimoh SAN who stood for Daudu Suleman, the Bureau De Change operator who claimed to be an illiterate said most of the transactions were recorded for him by one Mubarak who he said was literate and now a student at a University.

    He also admitted that parts of the transactions were recorded in his absence but that he was always briefed upon his arrival at the office.

    Justice Omotoso thereafter fixed February 22 and 23 for continuation of trial.

    Borno State Governor Prof Babagana Zulum has distributed food items worth N225 million to over 70,000 vulnerable families in Bama Local Government Area of the state.

    Speaking at the distribution ceremony yesterday, Zulum said the distribution of the foodstuffs and cash was to assist communities affected by insurgents and families struggling for livelihood.

    According to him, the gesture is also to prevent the victims from being recruited into insurgent groups.

    “Also, it is in continuation of our efforts to provide assistance to the less privileged in Bama tha was severely affected by Boko Haram violence and limited livelihood,” Zulum said.

    A total of 45,000 females received N5000 cash and one wrapper each, while each household received N25, 000 with a bag of rice and maize grain.

    The Shehu of Bama, Alhaji Umar Kyari, has extolled the professionalism and resilience of troops of 7 Division Nigerian Army deployed under 21 Special Armoured Brigade (SAB) for restoring peace in his Emirate.

    The Shehu gave the commendation when the Acting General Officer Commanding (GOC) 7 Division and Commander Sector 1 Operation HADIN KAI (OPHK) Brig.-Gen. Abubakar Haruna visited him in his  palace in Bama, Borno.

    The Shehu congratulated Gen. Haruna on his well-deserved appointment as the Acting GOC 7 Division and assured him of his full support.

    He lauded the efforts of the GOC and his troops for their sacrifices and commitment which he says has brought relative peace in the Emirate.

    He affirmed that the efforts put in place by the Nigerian Army have paved ways for socio-economic activities to thrive.

    In his remarks, the GOC appreciated the warm reception accorded his team by the His Royal Highness inspite of the short notice.

    He assured the traditional ruler of the division’s continuous cooperation and synergy with the good people of Bama.

    The GOC equally paid an operational and familiarisation visit to  theHeadquarters of the 21 SAB, Bama, to assess the operational posture of troops in the Brigade’s Area of Responsibility (AOR).

    On arrival, the GOC was received by the Brigade Commander, Brig.-Gen. SS Diwa who briefed him on the brigade’s operational activities.

    The GOC expressed satisfaction with the performance of the troops in effectively securing their Area of responsibility, lauding them for dominating and denying the insurgents any freedom of action.

    He thereafter charged them to maintain an aggressive and offensive posture, while also sustaining the momentum in ensuring the all-round defeat of the terrorists.

    At the end of the brief, the GOC proceeded to the 151 Task Force Battalion deployed at Banki Junction.

    He was received and briefed on arrival by the Commanding Officer Lieutenant Colonel NP Ochasi.

    The GOC addressed the troops and thanked them for the feat achieved. He urged the troops to sustain the momentum.

    Kaduna primary schools has 13,000 teachers deficit

    A recent Teacher Gap Analysis conducted in Kaduna State, has revealed that, there is deficiency of about 13,000 teachers in the state primary schools.

    Kaduna State Universal Basic Education Board (KADSUBEB) Chairman, Tijjani Abdullahi, who said the analysis put the teachers/pupils ratio at 80 pupils to one teacher, however said that, the state government has since approved recruitment of teachers in batches to reduce gap to at least 60 pupils to one teacher.

    Abdullahi stated this, at a one-day media parley and stakeholders roundtable to commemorate of the 2024 International Day of Education, with the theme “Promoting safe and Violence-Free School”,

    At the event organised by the Partnership for Learning for all in Nigeria (PLANE) programme and Kaduna Basic Education and Accountability Mechanism (KADBEAM), the  state’s Ministry of Education, PLANE and other stakeholders, made committment to ensuring schools safety and quality education in the state.

    Abdullahi reeled out some of the achievements the state made in safeguarding schools to include domestication of the national policy on safety, security and violence-free schools along with its implementation guidelines.

    He also mentioned that the establishment of safeguarding teams in the 23 local governemnts and peace clubs across the basic schools in the state.

    Speaking on the teachers statistics, Abdullahi said, “we have about 30,000 teachers for lower and middle basics, and about 4,000 teachers for the upper basics. Kaduna state has about 4,260 primary schools also known as lower-basic and middle-basic schools and about one 177 junior secondary or upper-basic schools.”

    Safeguarding Advisor of PLANE in Kaduna, Hadiza Nasiru, said that a school should ideally be a sanctuary, a space where young minds could flourish without fear of harm or intimidation.

    She, however, lamented that the reality falls short of the ideal with incidents of violence and insecurity casting a shadow over the educational landscape.

    Representative of KADBEAM, Mr. Steven Wayah, said the meeting was aimed at ensuring safe and violente free schools in Kaduna state.

    The Federal Government has reiterated the importance of an efficient transport system to the Nigerian economy.

    The government said an efficient transportation system would be beneficial to agriculture and food security; marine and blue economy; tourism; industrialisation; manufacturing and trade; national integration among others.

    Minister of Transportation, Said Alkali, said this at a two day ministerial retreat on the signed performance bind for workers of the ministry in Abuja.

    The minister said: “Therefore, our success will be prosperity for everybody on the value chain as we grow and diversify the economy.

    “In view of the current state of government funding, we must open our minds to how best we can market our projects and programmes to attract private sector investment and financing. Public Private Partnership (PPP) as a financing model should leave pages of our presentations to tangible locations on our streets and highways.

    “I am optimistic that with the Land Transport Policy that is on its way, if we get our objective and strategies right, there will be an influx of international private investors to patronize our sector soon as I am convinced, we have what it takes to deliver on our Key Performance Indicators (KPIs).”

    He said the outcome of the meeting would produce a robust and comprehensive implementation strategy that covers beyond the priority projects and programmes in the signed bonds with President Bola Tinubu.

    The minister urged the Permanent Secretary to ensure that the Directors and Head of Agencies, of the ministry pass the outcome of the retreat to other officers who were not privileged to attend it.

    NEDC plans six mega recycling plants in Northeast

    The North East Development Commission (NEDC) is set to construct six mega recycling plants, one in each of the six States of the region.

    The Commission, which started a five-day climate mitigation training for Adamawa residents on Monday, said the recycling plants to be located in Adamawa, Taraba, Gombe, Bauchi, Borno and Yobe States, will ensure a better environment in the region.

    Speaking in a session with journalists during the opening ceremony of the weeklong training on climate change organized by the NEDC in conjunction with the Adamawa State Government,  a Senior Manager on Environment and Natural Resources of the NEDC, Sufyan Mallum, said the recycling centers will create wealth amongst youths and women in the six Northeastern states.

    Acting Coordinator of the NEDC in Adamawa State, Mrs Fatima Bakari, said that enabling a protected environment in the North East is one of the 11 pillars of the North East Stabilization and Development Master Plan.

    She explained that the training in Yola, taking place simultaneously in different centres across Yola, covers six different areas of knowledge and skills acquisition, including the Climate Change Adaptation Awareness Campaign (including Alternative Energy and Energy Efficiency), for which there are 100 participants; and Training of Youths on Waste Collection, Enhanced Scavenging, and Recycling of Waste Plastic, also for 100 trainees.

    The other training area is for 100 women on the Use of Energy Efficient Stoves; as well as Training on the Fabrication of Energy Efficient Stove and Briquette Production, for 20 participants.

    Also, there is Watershed Management training for Professionals, Artisans and Self-help Groups, in which 75 people are participating; and Renewable Energy Training for youth Empowerment programs, for 20 people.

    Seasoned veterans and emerging Nigerian actors are poised to receive recognition for their talents, which have not only captivated audiences nationwide but have also enhanced the country’s image and contributed to the nation’s economy over the past year.

    The thespians will be honoured at the upcoming International Film Festival & Awards (INIFFAA), hosted by Inside Nollywood, scheduled to take place from February 15-17, 2024, in Abuja, the Federal Capital Territory (FCT).

    NAHCON seeks efficient digital service

    The Chairman of the National Hajj Commission of Nigeria (NAHCON), Malam Jalal Ahmad Arabi, yesterday underscored the importance of efficient digital service to the success of hajj exercise.

    Arabi stated this during a visit to the office of Galaxy Backbone, (GBB) the commission’s ICT service providers.

    The visit was necessitated by the network hitch that stalled access to the National Medical Team advertisement released on Wednesday.

    The commission boss intimated GBB management about the anticipated surge in traffic in preparation to the season’s Hajj especially with relation to application portals.

    He said the visit was to ensure proactive measures are taken to prevent any disruption in connectivity as preparations heat up.

    Highlighting the critical role of ICT in NAHCON’s operations, Arabi emphasized that over 70 per cent of the commission’s engagements rely on digital systems, particularly in light of Saudi Arabia’s digital shift.

    He stressed the need for NAHCON to stay ahead and urged GBB to prevent bandwidth overload for seamless accessibility.

    The Chairman highlighted the GBB management of the time constraint the commission has found itself in that puts the commission in a tight corner hence has little option of tolerating hitches that would affect meeting of deadlines.

    the Acting Managing Director of GBB, AbdulMalik Suleiman, agreed with the NAHCON Chairman, expressing the fact that Galaxy Backbone is up to the task.

    He reaffirmed NAHCON’s status as a premium customer and a representative of Nigeria’s international image in foreign fields therefore care must be taken in such circumstances.

    He promised to elevate GBB’s services to the commission to prevent downtime on the NAHCON portal.

    Suleiman assured the commission that the data center is secured and runs uninterrupted, noting that it is resilient against cyber threats.

    Also, Arabi and his team visited the Nigeria Immigration Service (NIS) to ensure passport availability for Nigerians in preparation for the year’s pilgrimage.

    Describing NIS as partners in progress, Arabi called for a desk officer to be assigned to every State Pilgrims’ Welfare Boards to attend to any issues that would arise immediately. He said this is essential as Saudi Arabia has set timelines to each activity hence NAHCON cannot afford to lag behind.

    The Comptroller General of Immigration, Mrs. Adepoju Caroline Wura-ola, represented by DCG Usman Babangida, in charge of Human Resources Management Directorate, assured that the NIS is always ready to render services to NAHCON.

    Babangida assured that they will make it a priority to address issues raised by NAHCON as critical stakeholders in their operations.
