    Kogi residents seek action on abandoned Kabba-Egbe-Ilorin Road

    A socio-political organization, Yagba Action Group (YAG), has appealed to the Federal Government for the outright reconstruction of the collapsed Kabba-Egbe-Ilorin road.

    They said the road has become a haven for bandits, who are unleasing terror on those who live and travel along the road.

    YAG noted that the federal road, which was constructed about 50 years ago, has received attention 33 years after, when it was rehabilitated through the initiative of the defunct Petroleum Trust Fund (PTF).

    However, the group commended the Minister of Works, Dave Umahi, for the inclusion of a section of it in the current palliative repairs of federal roads across the country.

    YAG extended its commendation to the senator representing Kogi West, Sunday Karimi and member of House of Representatives for Yagba Federal Constituency, Leke Abejide for their roles culminating in the inclusion of Kabba-Egbe-Ilorin road in the 2024 Appropriation Bill, while urging proactive action towards finding a lasting solutions to the bad road through improved budgetry funding.

    YAG General Coordinator, Toba Adebayo Belushi, urged Mangal Industries Limited, owners of the newly established Mangal cement factory in IluHagba, Kogi State, to, as part of its Corporate Social Responsibility (CSR) join in the efforts to fix the road.

    He enjoined Senator Karimi and Abejide not to relent in the joint efforts at lobbying the Federal Government and Mangal Industries Limited for immediate action.

    YAG enthused that the repair works in Yagba axis between Mopamuro and Yagba West Local Councils, which commenced in the last quarter of 2023, came as a huge relief to motorists and residents of the area, while also serving as an elixir for the socio-economic woes of Yagba people occasioned by the deplorable condition of the road.

    The group commended the contractors for doing a good job, while also calling for expedited action to ensure the repairs are completed during the dry season.

    The Civil Society for Peace, Security and Development (CSPSD) has accused some “crude oil thieves” of being behind the media “attacks and campaign of calumny recently launched against the Chief of Naval Staff, Vice Admiral Emmanuel Ogalla.”

    The organisation said the intent of the attacks was to end the dedication and commitment of the Naval boss to address oil bunkering in the Niger Delta.

    Convener of the group, Obadiah Ovye said this at a press conference in Abuja.

    Ovye described the allegations against the Chief of Naval Staff as “baseless and unfounded,” said the purpose was to blackmail and tarnish the image of Ogalla.

    He said the endgame of the attackers was to see to the sack of Ogalla so they (oil thieves) could continue their illicit business unhindered.

    He said the allegations that Ogalla collected bribes amounting to the tune of $170 million to facilitate crude oil theft in connivance with foreign nationals was a poorly orchestrated hatchet job sponsored by oil thieves he had put away from business.

    While passing a vote of confidence on Ogalla for being a true and unfased patriot who has restored sanity to the nation’s maritime domain, the group drummed their support and promised to continue mobilisation of Nigerians to ensure he succeeds in the mandate given to him by President Bola Tinubu to end oil theft in the country.

    He said: “While it’s almost a waste of resources and man-hours to join issues with merchants of falsehood and deceit, we are constrained by our mandate of fostering peace, security and development in the society to set the records straight.

    “Credible intelligence at our disposal has it that a cartel of notorious crude oil thieves whose illicit business has been grounded by the tight security and tactical effectiveness of the Nigerian Navy in the onslaught against oil bunkering in the Niger Delta has enlisted the services of some unpatriotic elements to launch a smear campaign against Vice Admiral Emmanuel Ogalla.

    “The game plan involves sponsoring vicious media attacks against the Chief of Naval Staff with the hope of pressuring President Bola Ahmed Tinubu to sack him as he has been known to be a courageous and dedicated anti-corruption icon. The sheer callouses of this scheme is appalling but their bag of lies has burst open and Nigerians have already known it is just a matter of corruption fighting back.”

    Kwara offsets salary arrears of teachers, pensioners with additional N1bn

    Kwara State Government has committed another N1,031,149,451.36 (one billion, thirty one million, one hundred and forty nine thousand, four hundred and fifty one naira, thirty six kobo) to offset the salary arrears the last administration owed local government workers, basic school teachers and pensioners.

    This was fulfilment of the commitment of the administration to settling the arrears it inherited from the past administration as resources permit.

    In January, the government began the payment of 100% CONHESS for health workers at the local government levels — with the monthly palliatives of N10,000 per worker and pensioner.

    Between January 2020 and January 2024, the government has spent at least N5.5bn to offset the arrears of salary and gratuities for SUBEB teachers, local government workers and local government pensioners alone — apart from meeting its multibillion naira monthly obligations to these categories of workers and many others since it was elected in 2019.

    The statement partly reads: “According to the Works Ministry, this is just a palliative job, pending when the construction will be done. Lump sum provided for award of quick-wins for rehabilitation works during the dry season. Three different contractors are handling the job(s) in Mopamuro axis. YAG understands that the Kabba-Egbe-Ilorin road is in the 2024 appropriation bill, but due to the shrinking federal purse, alternative models were considered such as this special palliative repair programme initiated by the Hon Minister of Works, His Excellency Dave Umahi to ensure delapidated roads nationwide are motorable until funding is available for outright construction. This is in fulfilment of the announcement by the Hon Minister from earlier that palliative works on failed federal roads would commence on December 1, 2023.

    “Through extensive lobbying by our representatives in the National Assembly, the section from Iluhagba to Ejiba was listed among other failed roads in the country earmarked for special palliative repairs while talks are ongoing for alternative funding for complete reconstruction.

    “It is heartwarming to see the quality and pace of the work from Ejiba township heading to ECWA Seminary, about 5kilometres stretch. Similarly, work is ongoing in Mopa axis. We have information that in November 2023, additional N500m was allocated into the budget by the senate to ensure that the palliative job extends beyond Ejiba to Egbe this year. For travellers and residents who have endured the pains of coping with the hazardous impact of the dilapidated road over the years, the current action is a thing of joy and elixir of hope.

    “We pray that the main construction will be done, going by budgetary allocations. In the likely best solution, we pray it will be concrete construction like Kabba Junction to Obajana. Information at our our disposal shows that the main plan is to concession the Kabba-Egbe-Ilorin road construction project to a private company on tax waivers. Towards this end, in the last quarter of 2023, our representative in the Upper Chamber of the National Assembly, Distinguished Senator Sunday Karimi had led the Managing Director, Mangal Cement Industries, Engr Fahad Mangal to broker a meeting involving the Hon Minister and Chairman of the Senate Committee on Appropriation, Senator Ali Ndume in continuation of discussions on the concessioning that would see Mangal handle the construction of the road from IluHagba to Ilorin. 

    “The arrangement, to the best of our knowledge, however, is yet to be firmed up. Once again, we are using this opportunity to appeal to all parties, the federal ministry of works, our representatives in the National Assembly as well as Mangal Industries Limited,  to expedite action that could lead to the conclusion of the arrangement in good time”.

    The Minister of State for Defence, Mohammed Bello Matawalle, is in Riyadh, Saudi Arabia, along with defence ministers from other countries to attend the Islamic Military Counter Terrorism Coalition (IMCTC) meeting.

    The ministers are at the meeting to  discuss the urgent need for collaborative action in the fight against terrorism. 

    A statement from the Nigeria minister’s office said the discussions at the meeting has further strengthened the resolve of Nigeria and other members of the coalition to stand side-by-side in combating terrorism threat.

    According to the statement, discussions at the meeting revolved around counter-terrorism strategies, strengthening intelligence sharing mechanisms, and dismantling the intricate web of transnational terrorist networks. 

    It said the meeting provided a vital platform for thought-provoking exchanges and practical solutions to enhance international cooperation and bolster joint efforts against terrorism.

    The statement  said: “Stemming from his experience as the immediate past Governor of Zamfara state, a state that is experiencing the brunt of insecurity due to activities of criminal actors, the Minister recognizes the paramount importance of solidarity and coordination in addressing the complex and ever-changing nature of terrorism. 

    “During the meeting, the minister reiterated Nigeria’s unwavering commitment to international peace and security. He highlighted the imperative of collective action and emphasized the need for a united front against terrorism, stressing that the fight against terrorism transcends national borders and requires the collaboration of every nation.

    EXPLAINER: Despite govt’s drive for a greater Kwara Hotel, prudence a consideration

    Kwara State Government is impressed by the lively, yet diverse debates on the iconic and one-of-its kind Kwara Hotel, our heritage. 

    At different times, in line with the principle of participatory democracy, public officials have offered useful explanations on the comprehensive remodeling and reconstruction works the government is embarking upon — along with assurances that the returns will be more than worth the investments because of the potentials of the historic facility. 

    At N50,000 per room, for example, Kwara Hotel will recoup its investment in less than 10 years with N3.15bn annual income. This excludes incomes from conferencing and other facilities in it. An argument may then be made that not all of its rooms will always be occupied every day. Yes. But a room in the choice hotel will also not remain N50,000 for the next 10 years. 

    Despite all previous explanations, the government can’t be tired of offering as much information as possible to keep the people well informed.

    First, as of today, the government has a contract for the Kwara Hotel’s project only with Craneburg Constructions. No other firm has any contract with the government on Kwara Hotel. We ask the public to disregard any claim to the contrary. 

    Second, Kwara Hotel is a huge facility and a one-of-its kind in central Nigeria outside of the capital city Abuja. Established in 1975 and last given a major renovation over 20 years ago, Kwara Hotel had become decrepit. 

    From 2019, just about 30 of its 173-key rooms were operational. Its ancillary facilities had become old-fashioned and worn-out. The public may note that previous administrations made attempts to fix the hotel. These attempts fell through. Yet, the government has a duty to the people and posterity to not just turn it around but to do it well and in a way that places Kwara Hotel ahead of others and maximizes its full potentials in central Nigeria. 

    Suggestions that N3bn could have fixed the hotel to the standard are borne out of limited understanding of the build industry and trends of inflation. For those who believe that a BOQ costed at N3bn exists, they need to ask when this BOQ was prepared, by who, and for what scope of work. If the BOQ dated to 2021, for instance, then it couldn’t have envisaged an outright reconstruction or replacement of everything in Kwara Hotel except the skeleton. Today, unlike in 2021, Kwara Hotel is a complete empty shell of block work.

    And even if the BOQ touted by a certain firm contains the same scope of work as the one being used by Craneburg, it could hardly be a determinant of cost unless both sides are using the same materials. Where firm A goes for tiles priced at N3000 per square meter and firm B uses marble flooring worth N80,000 per square metre, their price and standard cannot be the same even if the size of their work is the same. The difference is in the quality. This puts a lie to claims that a job that contractor A costed at N1m cannot go for as high as N20m. 

    The government understands that cost is a crucial factor in any project; however, the quality, scale, complexity of this project, as well as the inflationary trend reasonably explain the N17.8bn price tag. See it this way: the Mohammed Lawal administration last did a major renovation of the hotel at around N2bn circa 2002. All indices considered, the N2bn of 2002 is worth approximately N23.7bn in today’s economy, considering the fact that the US dollar exchanged for just N109 as at then and it exchanges for N1,400 now. 

    The government, clearly, has done several value engineering to reduce the price to the minimum possible without jeopardising the material and finishing quality.

    The size of Kwara Hotel is significant, with a total built-up area of approximately                                         16,592 square metres — comprising the main building with Wing A and Wing B, composed of a ground floor and 5 upper floors, as follows:

    179 rooms (173 keys); banquet halls; reception lounge (area: 536m2); restaurant (area: 235m2); deluxe club and lounge (area: 222m2); and coffee lounge bar (area: 131m2).

    That also includes the ancillary building with areas of 1,590m2; chalets 5, 6, 7, and 8 (area: 294m2); shops /Bureau de Change (area: 312m2); botanical garden (area: 3,000m2). Other landmarks include the swimming pools with the related toilets and change rooms as well as its pump rooms and related mechanical works; squash court, pool deck pavilion, basketball, lawn tennis and badminton courts; gate house (area: 35m2); water treatment plant building (area: 215m2); covered staff car park; driveways, parking, drainages, kerbs and landscaping; approach fence, perimeter fences, pool fence and covered walkways. The job also entails external mechanical and electrical works, including a solar system that gives it 24-hour electricity supply. What about some vital components such as heating, ventilation, and air conditioning (HVAC) systems, lifts, curtain walling, sanitary wares, and Building Management System to smartly run the electric and mechanical components of the hotel post construction?

    This scale and complexity require a considerable amount of resources and materials for construction and finishing work, while high-quality materials are specified to meet the project’s specific requirements and ensure longevity. These materials come at a premium price, but they are worth the investment to deliver a premium, long-lasting product. 

    The recent fluctuation of the exchange rate has also contributed to the cost. Add this to the fact that the contractors are deploying an assortment of experienced local and expatriate engineers and staff to deliver the project’s proper finish to the highest attainable standard. These professionals bring a wealth of knowledge and expertise to the project, ensuring that the final product meets the highest possible standards. 

    Let us have a conversation on the price. The estimated cost for constructing a high-standard luxury hotel is approximately 2,800,000 Naira per square meter. 

    However, remodelling and reconstruction or rehabilitation may have lower costs, ranging between 1,400,000 Naira/m² and 2,000,000 Naira/m², depending on specifications and the firms. 

    At the time of consummating the Craneburg contract, the cost per built-up area for the hotel was 1,074,769.09 Naira/m². However, due to currency fluctuations, the current equivalent is approximately N1,354,485.47 Naira/m² if the same contract were to be signed today.

    This is the industry standard among graded construction firms for moderate luxury hotels and apartments — and it could be higher. 

    Kwarans are assured that the government is not just fixing this iconic facility for the fun of it; the idea is to keep it many miles ahead of any other hotels in the state.

    The Federal Road Maintenance Agency, FERMA North East II has recovered over 16km of roads in a special intervention on maintenance tagged operation connect-to-your destination.

    The operation is aimed at improving the quality of roads to all road’s users across the federation.

    FERMA North East II Team Leader, Engr. Mansur Hamma-Adama, who disclosed this while speaking to journalists during inspection tour of the affected three North East states of Adamawa, Bauchi and Gombe, said all the projects inspected have been completed. 

    Hamma-Adama said he was very satisfied with all the works he inspected in all the three states of Adamawa, Bauchi and Gombe.

    “The team inspects Rehabilitation of a Network of Roads in Adamawa Central Senatorial Zone and also the Operation Connect to your Destination Direct Labour along Numan – Mayolope Road, the work done includes potholes patching and repairs failed sections between KM10+000 to KM15+000, with a total of 5KM of roads recovered.

    “The inspection team continued their journey with a stop in Gombe, and proceeded to inspect the ongoing work on Potiskum road, the leader of the team is excited seeing the quality of the work that is ongoing. Regardless of the challenges the field office was able to deliver their work excellently, the work on the road includes cutting and patching of potholes with a total of 3KM of roads recovered,” he said.

    According to him, the Bauchi field has also delivered on their mandate adding that “the team inspect the work done on KM24+860 to KM32+450 along Bauchi-Jos Road, the work done on the site include cutting and patching of potholes with a total of 8KM of roads recovered.”

     He said the agency initiated the programme in line with president Bola Ahmed Tinubu renewed hope agenda as regard to road maintenance in order to promote economic wellbeing of Nigerians. 

    “The agency remains committed to delivering good and quality roads for better travel experience to all commuters, and also connecting people to their destination,” he said.

    He advised motorists and other road users to ensure proper use of the federal road network and avoid acts such as burning things on the roads that could easily destroy the road infrastructure.

    Hamma-Adama said the federal is determined to ensure a hitch free of journey for Nigerians as we approach the rain season.

    “The economic importance of road infrastructure in the country especially in the transportation of goods and services across the nation can not be underestimated. The government is aware of this and we are doing everything to ensure that economic activities of Nigeria and Nigerians are not jeopardized in any way,” he said.

    Matawalle in Saudi Arabia for meeting of Defence Ministers, moves to tackle insecurity

    Minister of State for Defence Bello Matawalle has visited the Kingdom of Saudi Arabia to attend a conference of Ministers of Defence from Africa, Europe and Arab nations.

    The meeting expected to kick off on February 2 in Riyadh, the capital of Saudi Arabia, will see defence ministers from around the regions discussing strategies and issues relating to securing their respective areas.

    The Minister’s aide on new media, Yariman Ganuwa, made the visit known in a Facebook post.

    He noted the former Zamfara Governor will also take time out to perform the lesser hajj (Umrah)where he prayed for peace and success of Nigeria.

    The visit to the holy land is coming on the heels of his participation in a two-day roundtable on security in northern Nigeria organised by the Coalition of Northern Groups (CNG) in Abuja from

     January 24-25, 2024.

    Under the chairmanship of General Abdussalami Abubakar GCFR (Rtd), the roundtable brought together key figures to address the persistent issue of insecurity in Northern Nigeria, and the rest of the country at large.

    Notable attendees included His Eminence, the Sultan of Sokoto, Dr. Sa’adu Abubakar; Executive Governors from Gombe, Kaduna, Zamfara, Katsina, Bauchi, and Nasarawa and the Minister of Defence, Mohammed Badaru Abubakar.

    Others at the event were Chief of Defence Staff, General C.G Musa; former Senate President Dr. Bukola Saraki, and the former Governor of Katsina State, Aminu Bello Masari among other notable figures from various sectors.

    Since assumption of office as Minister of State for  Defence, Matawalle has shown a marked departure from the usual order of business, although the insecurity situation in the country is proving to be a very hard nut to crack.

    In a departure from previous administrations, Matawalle ordered an investigation into allegation of wrongdoing by a serving Chief of Naval Staff, who had been accused of using his office to carry out corrupt practices.

    Matawelle was responding to a news report, alleging the Naval Chief’s involvement in facilitating an unorganised bunkering of Nigerian crude and a multimillion-naira contract-splitting fraud.

    The online report had alleged that Chief of Naval Staff, Vice Admiral Emmanuel Ogalla, was involved in oil theft and accusing him of releasing several oil tankers impounded for transporting stolen crude oil off Nigerian shores after receiving kickbacks in millions of dollars.

    It added that preliminary investigations estimated that Ogalla, who was appointed by the President on June 19, 2023, had accepted over $170m in bribes in the past six months.

    The online media platform noted that the log records and videos it reviewed showed several instances between September 2023 and January 2024 when the Nigerian Navy dispatched gunboats of personnel to supervise the loading of stolen crude on at least four vessels.

    Following the claims, a coalition of Concerned Nigerians petitioned President Bola Tinubu to investigate the allegations of large-scale corruption against the CONS, Vice Admiral Ogalla.

    But the Navy authorities dismissed the allegations as false. Spokesman for the Navy, Rear Admiral A.O. Ayo-Vaughan, said the allegations were untenable, baseless, untrue and sponsored by oil thieves and disgruntled elements.

    In response, Matawalle who stated that President Bola Tinubu had zero tolerance for corruption in the public service, pledged that the allegations would be investigated.

    Director, Information, Press and Public Relations of the Defence Ministry, Mr Henshaw Ogubike, quoted Matawalle as saying “though these allegations might be mischievous, the Ministry of Defence is committed to upholding the highest standards of integrity and accountability within the Nigerian Armed Forces.

    “The allegations leveled against Vice Admiral Emmanuel Ogalla are serious.”

    Matawalle said a probe was imperative with a view to ascertaining the truth, adding: “accusations of this nature can have far-reaching consequences on the reputation of individuals and institutions, and thus, it is crucial to avoid premature judgments.

    “It is our collective responsibility to maintain the trust and confidence of the Nigerian people in the institutions that safeguard our nation’s security.

    “We call for patience as the investigative process unfolds and trust that justice will be served in accordance with the rule of law.”

    Zamfara okays payment of gratuities for teachers, local govt workers

    Zamfara State Governor Dauda Lawal has approved the payment of over N4 billion outstanding gratuities for Local Government workers and primary school teachers.

    The Permanent Secretary, Ministry for Local Government and Chieftaincy Affairs, Alhaji Abubakar Chika, said this in an interview with newsmen in Gusau after defending the 2024 budget proposal for the 14 Local Government Areas (LGAs) at the House of Assembly.

    Chika said that the state government had already set up committees for the verification of local government workers and retired primary school teachers from 2012 to date.

    “The committee has already commenced the verification, very soon we will commence the payment.

    “Possibly by tommorow, Friday, or next week Monday we will begin the payment of verified beneficiaries.

    “Since inception, the present administration under Gov. Lawal has been making arrangements to increase the salary of local government workers and primary teachers in the state,” Chika said.

    Earlier, the Chairman, House Committee on Local Government and Chieftaincy Affairs, Alhaji Hamisu Faru, commended the 14 LGAs for their compliance with the assembly’s rules and regulations during the exercise.

    Faru urged the council chairmen to intensify efforts to improve the Internally Generated Revenue (IGR) of their councils.

    “Each of the 14 LGAs must initiate ways to enhance their IGR to enable government to execute development projects, especially in rural communities.

    “The seventh assembly in the state is committed to ensuring better revenue generation and remittance and since our inception we have reviewed laws in line with the modern system of revenue generation.

    “This exercise is part of the assembly’s efforts to enhance IGR of the state, in line with the governor’s rescue mission’s policies and programmes,” Faru said.

    Idris inaugurates construction of N2.99b motor park

    Kebbi State Governor Nasir Idris has inaugurated the construction, rehabilitation and modernisation of Birnin Kebbi Motor Park, expected to gulp N2.99 billion.

    Speaking shortly after kick-starting the project in Birnin Kebbi yesterday, the governor said the project was in fulfilment of one of his campaign promises.

    The governor, who was represented by the Secretary to the State Government (SSG), Alhaji Yakubu Bala-Tafida, said the project was meant to give the state capital a befitting outlook through modernisation and rehabilitation of existing structures.

    He urged the beneficiaries to use the facility judiciously to improve their business, insisting “the more the project is protected, the longer the period it will serve the beneficiaries “.

    Commissioner for Works, Alhaji Umar Faruk-Muslim, recalled that the motor park was constructed 25 years ago, and had been allowed to deteriorate due to negligence by successive administrations in the state.

    According him, the specification of the contract includes redesign, reconstruction and modernisation to a befitting motor park, to accommodate commercial transit businesses.

    Faruk-Muslim advised the beneficiaries to do everything possible to safeguard the project from vandalism, to enable it to stand the test of time.

    The Chairman, Kebbi chapter of Nigerian Union of Road Transport Workers (NURTW), Alahaji Atiku Mai-mai-Gwandu, expressed appreciation to Gov. Idtis and pledged to extend the necessary support for the government.

    Mai- mai-Gwandu appealed to members of the union to ensure proper utilisation of the motor park when completed, to ease their jobs, boost their revenue base and enhance the internally generated revenue of the state.

    The News Agency of Nigeria (NAN) reports that the project is expected to be completed in 18 months.
