    Zulum signs N358.7bn budget into law

    Borno State Governor Babagana Zulum  yesterday signed the state’s N358.7 billion 2024 budget into law.

    Speaking at the ceremony, Zulum said that the budget was made up N208.4 billion capital expenditure and N150.4 billion recurrent expenditure.

    He charged heads of government Ministries, Departments and Agencies (MDAs) and members of the state executive council to ensure compliance with the budget in all their official engagements.

    The governor also commended the state House of Assembly for approving the budget on time.

    “We have to commend the leadership of the House of Assembly, we also have to commend the maturity of the house,” Zulum said.

    He also expressed optimism that the budget would impact positively on the lives of the people.

    Earlier, Speaker of the state House of Assembly, Alhaji Abdulkarim Lawan, commended the governor for the quality projects he had executed across the state in the last four years.

    The speaker said that the upward review of the original budget by the House was to capture some areas that were critical to the lives of the people.

    The speaker was accompanied by his deputy, Malam Abdullahi Askira, and other principal officers of House at the ceremony.

    NCS commits to ending petroleum products smuggling in 2024

    The Nigerian Customs Service (NCS) has expressed commitment to end petroleum products smuggling in 2024.

    The Comptroller General (C-G) of NCS, Mr Adewale Adeniyi, also said that the service would block all attempts to smuggle weapons and other contraband into the country.

    Adeniyi made this known yesterday in Abuja, at a news conference on the NCS activities in 2023.

    “Our zero approach towards smuggling, especially that of petroleum products out of the country –  rice, arms and ammunition – would be rigorously enforced.

    “We remain resolute on addressing border management challenges, balancing security concerns with trade facilitation,“ he said.

    Adeniyi added that the NCS had conducted vigorous campaign against smuggling and illicit trade in 2023 which resulted in 3,806 seizures of illicit items, including artifacts, antiquities, drugs, food products, and endangered species of flora and fauna, among others.

    “Remarkably, we also achieved during this period, a total of 52 convictions, 11 of them specifically linked to illicit trade in animal wildlife.

    “This is also a record performance through diligent prosecution of our cases and the successful conviction of some of those criminals that were apprehended,“ the C-G said.

    Adeniyi said that the service would continue to sanitise trade activities and strengthen its anti-smuggling strategies, as part of efforts to achieve its 2024 revenue target of N5.7 trillion.

    He announced that the service in 2023 generated N3.2 trillion, the highest ever recorded in the history of the NCS.

    According to him, this represents 21.4 per cent increase in the revenue generated compared to the same period in 2022.

    He explained that their 2023 performance was remarkable given the fact that the NCS recorded revenue shortfall of N532 billion in the first half of 2023.

    He, however, said that the service still has operational challenges in the area of inadequate infrastructure, delay in policy implementation,  social and political factors.

    Adeniyi explained that measures such as the establishment of a revenue recovery team, streamlining of enforcement operations and extensive stakeholders engagement were being taken to reverse the operational challenges.

    The C-G pledged that the service services would adopt innovative measures and deploy technology in its operations to align with global best practices.

    He added that they would revamp the electronic auction platform for more robust operations, prevent infiltration by hackers, and ensure transparency and efficiency.

    • Kwara govt to dialogue with labour leaders

    Kwara State Government says it is  doing some reviews to  accommodate organised labour’s demands.

    The aim, it said, is to stave off any strike being contemplated by organised labour.

    Organised labour had on Tuesday served the state government 14-day ultimatum strike notice over non-implementation of N35,000 minimum wage palliatives as a result of fuel subsidy removal and other sundry agreements.

    In a statement, Commissioner for Communications, Mrs Bola Olukoju, said the state government preferred to dialogue with the unions.

    “The administration favours dialogue, mutual respect, collective bargaining and commitment to sustainable economic growth over any other thing.

    “Already, the Chief of Staff, Alhaji Abdulkadir Mahe, has been asked to initiate a new round of dialogue with the unions,” Olukoju said.

    She added:  “From the Secretary to the State Government, Chief of Staff to the Governor and Office of the Head of Service, among others, the door of the government is always open to leadership of the labour unions for constructive engagement. 

    Kwara State Government wishes to restate its commitment to promote the welfare of workers and the people of the state. 

    “This administration, despite being among the third lowest recipients of federal allocations, has fewer rivals in the country in terms of prompt payment of salary and general welfare of workers.  “In the wake of and since the removal of subsidy by the Federal Government, the administration has committed additional N1,392,135,000.00 every month to payment of palliatives to the workers alone.”

    “As things stand today at the state level, an average of 74.06 per cent of federal allocation to the state goes into payment of salaries and allowances of workers alone. 

    “This does not include the cost of providing government services or any public emergency. At the local government level, between 80 per cent and 95 per cent of their monthly allocations go into paying workers’ salary alone. 

    “This leaves just a pittance for the rest of the population and developmental projects. It is worse at the local government level. 

    “This often forces the government to resort to different financial strategies, including loans, to maintain or expand existing infrastructure and develop new ones to ensure socio-economic growth and human capital development. 

    “Regardless, the administration understands the critical roles  workers play in the implementation of projects, policies and programmes of government, and will continue to pay attention to the welfare of workers in a sustainable way. 

    “We therefore urge the labour unions to embrace dialogue and continue to reciprocate the goodwill of the government over the years in the overall interest of the taxpayers and the public.”

    OLUBUNMI TUNJI OJO’S SHINING EXAMPLE AND THE DELIVERY OF THE RENEWED HOPE AGENDA

    Yesterday evening, I went to the barber’s shop to have my hair-cut. There, I met two elderly gentlemen who also came for the same purpose. As we sat down at the lounge, waiting for our turns to be attended to by the barbers, there was a programme on Channels Television, focusing on the Minister of Interior, Olubunmi Tunji-Ojo, who was live on Channel’s Politics Today, setting the records straight on the consultancy contract between New Planet Project Limited and the Ministry of Humanitarian Affairs and Poverty Alleviation.

    According to the report, New Planet Project Limited was one of the consultants awarded contracts from the N3billion given out by Dr Betta Edu for the National Social Register contract before her suspension by Mr President. After the suspension of Dr Edu for breaching public trust, attention shifted to the Interior Minister for allegedly being a director in New Planet Project Limited.

    But enlightening the public while appearing on that programme, Tunji-Ojo revealed that he founded the company 10 years ago, but resigned from directorship of the company in 2019 when he contested for House of Representatives. The Minister of Interior, who described the report as shocking, said he is just a shareholder in the company and not involved in the day-to-day running of New Planet Project Limited.

    Giving further details, he said, “I have to say this, I saw it and I was shocked because the company in question was a company where I was a director. About five years ago, I had resigned my directorship. Yes, I founded the company 10 years ago, but in 2019, when I got to the House of Representatives, when I won the election precisely and I resigned. I resigned on the 4th of February 2019, with a Certified True Copy of Corporate Affairs Commission as far back as 2019 to prove this. I do not run the company. I don’t have any knowledge of the contract. I am not a signatory to any account. I am not a director of the company.”

    “The company is a limited liability company which is a private entity. So, if the company is a private entity, of course, I am still a shareholder, and to the best of my knowledge, public service rule does not prohibit public officers from being shareholders. What public service rule says is that you cannot be a director, of which I had resigned about five years ago. I have no business with it, absolutely no business. Because I am not involved in the day-to-day running of the company. I do not pursue jobs for the company. I do not bid for the company. I am not a signatory to the company’s account. I am not involved.”

    “So, the company is an entity on its own. If that is the case, then, the question should be; was the job given to the company? If the answer is yes. Then the question should be; did they follow due process? If it is a yes. Did the company deliver on the job? If it’s a yes. Then the next question is; did they deliver in line with the agreement of the contract? If it is a no, then they should be sanctioned by the book,” said the honourable minister, restating that he came into public office knowing fully well that Nigerians would ask questions and charging relevant agencies to probe the contract processes to ensure transparency and probity.

    As we were watching and musing over the programme, one of the two elderly gentlemen who later introduced himself as Mr Ahmed, made a statement that opened the floor for discussions amongst us. The following was his opinion: “I have lived all my life in this country and I had come to a point where I was almost tempted to give up hope on our nationhood. But the bold steps taken by this young minister since he assumed office as the interior minister have given me a reason to believe again.”

    Speaking further —trying to explain his position — he went philosophical by saying that “…the major limitation to social progress in any society is for the few good men and women who have the courage to make a difference to be bullied into silence by those who do not want things to change for the better.” His words were too powerful to ignore! Responding in the same vein, the other gentleman noted that “Olubunmi Tunji-Ojo is one of the shining lights in Mr President’s cabinet. Just imagine what he has accomplished since he came in as the minister of Interior. Infact, he is one of the frontline ministers who is giving meaning to Mr President’s Renewed Hope Agenda.” I was speechless!

    As I left the barbers shop, I couldn’t stop thinking about the words of these elderly gentlemen and some of the minister’s notable achievements. Coincidentally, it was that same Monday, January 8th, 2024, that the Minister launched an automated passport application process for our citizens, —a fulfilment to the promise he made to all Nigerians when he assumed duty as the minister of Interior. With this launch, Nigerians at home and abroad can now go online to apply for passports without interface with personnel of the Nigeria Immigration Service, NIS.

    While speaking on the successful launching of the online passport’s portal, Tunji-Ojo ascribed credit for the project to the visionary leadership and support given to him by President Bola Tinubu. The minister was upbeat that the online passports portal would drastically reduce contacts between applicants and immigration officers, adding that it would revolutionise the process of obtaining passports. He also added that it would speed up the entire process of obtaining a new passport by Nigerians in any part of the world. “This initiative is sure to bring relief to all Nigerians who desire to obtain the nation’s passport. The portal has undoubtedly ended the long waiting period for passport issuance. It has also ended the cycle of daily wastage of man-hours by passport applicants” He said.

    To better appreciate the strategic import of digitalizing our passport processes, one has to understand the central role the Nigerian passport plays, especially as it serves as passport to the world for many of our citizens. For millions of our citizens who had almost lost hope in our nationhood because of the untold difficulties they had gone through in their quest to obtain their international passports in the past, Olubunmi Tunji-Ojo has given them a reason to believe in Nigeria again, deepening Mr President’s Renewed Hope Agenda.

    With his performance so far, he has distinguished himself as a shining example, not only to his fellow ministers, but to millions of young Nigerians whom he also represents in Mr President’s cabinet. He should therefore be commended, not only for setting the records straight, but also for the courage to make a difference.

    Chibok leaders call for security outposts

    Chibok leaders under the auspices of Kibaku Area Development Association have urged President Bola Tinubu to order the deployment of more troops to stem the resurgence of terrorists attacks in the area.

    The Abuja branch Chairman of the association, Mr Mutah Nkeki, made the call while briefing newsmen yesterday in Abuja, on the recent terrorist attacks on some Chibok communities in Borno.

    He said no fewer than 15 villagers had been killed by the terrorists in three separate attacks in the last two weeks.

    Nkeki said that it was imperative for the president to order the deployment of more troops to Chibok and surrounding villages to protect the people.

    He particularly called for the establishment of security outposts at Kwarangilim in Chibok West 2, Gatamwarwa in Chibok East, Shikarkir in Chibok South West and Kuburmbula in Chibok North East.

    Nkeki also implored the president to direct the military to re-enforce existing security points in Kwada-kautikari in Chibok East to halt the activities of the terrorists.

    He said that while the main Chibok town had remained safe, the surrounding communities have continued to suffer frequent attacks from the terrorists.

    Members of the National Assembly from Kogi State, yesterday, visited Governor Yahaya Bello, to congratulate him on the peaceful and credible conduct of the November 11 Governorship election.

    The lawmakers, comprising senators and members of the House of Representatives, seized the opportunity to congratulate the governor on what they described as the resounding victory of the All Progressives Congress (APC) and the emergence of Usman Ododo as Governor-elect of Kogi State.

    According to them, the November election was adjudged peaceful, credible, free and fair by local and international observers.

    Speaking on behalf of the lawmakers, Senator Jibrin Isah Echocho, representing Kogi East Senatorial District in the National Assembly, commended Governor Bello for his sterling leadership, which paved the way for the resounding victory.

    Senator Sunday Karimi applauded the governor’s ingenuity and called for magnanimity in putting the election’s challenges behind with a view to expanding the APC’s space in the state.

    The National Chairman of the ruling All Progressives Congress (APC), Dr. Abdullahi Umar Ganduje yesterday told the opposition parties in Benue State to join hands with Governor Hyacinth Alia to move the state to the next level.

    He gave this advice while congratulating the Benue State governor over his victory at the Supreme Court.

    Ganduje in a statement by his Chief Press Secretary, Edwin Olofu in Abuja last night, noted that the verdict by the apex court confirmed Governor Alia’s well-deserved victory in the 2023 governorship election.

    He then called on the opposition and well-meaning people of Benue state to join hands with the Governor to ensure the socioeconomic development of the state.

    The Vice President, Senator Kashim Shettima, has called on Benue political elitist to live in peace with one another, saying without peace there would be no development.

    Senator Shettima spoke at the first expanded National MSME Clinics yesterday in Makurdi, Benue state capital.

    He said “Without peace no matter the high number of Benue sons occupying position at the national level, nothing can be achieved.”

    The Vice President was said to be reacting to the seemingly cold political war between the camp of the Secretary to the Government of the Federation (SGF) and Governor Hyacinth Alia.

    Speaking on MSME, Shettima said the occasion is not just a fulfillment of President Bola Ahmed Tinubu’s promise of job creation and accessible capital to Nigerians, but also a homage to the unparalleled spirit of industriousness that defines the people of Benue State.

    Benue, he said, is a land known for its commitment to hard work, excellence in art, pursuit of creativity, elevation of agriculture, and promotion of commerce and  stand as a testament to the remarkable productivity ingrained within the core of Benue State.

    Shettima also revealed the Federal Government’s plans to formalise one million businesses across the country at a discounted rate.

    Benue state Governor Hycinth Alia said the state has taken decision to ease the way of doing business in the state.

    “We have ban collection of illegal tax, stop extortion in buy of land and all forms of ill egal barrier bottlenecks,” he said.

    Fed Govt inaugurates inter-ministerial committee on allegations of degree racketeering

    The Federal Government has inaugurated an inter-ministerial committee to examine the veracity of allegations of degrees racketeering within foreign and local private universities in Nigeria.

    Inaugurating the committee in Abuja yesterday, the Minister of Education, Prof. Tahir Mamman, mandated the committee to review the role of Ministries, Departments and Agencies (MDAs) or its officials in facilitating the recognition and procurement of fake certificates in question.

    The committee is chaired by the Chairman, Board of Trustees, Committee of Vice Chancellors of Nigerian Universities (CVCNU), Prof. Jibrila Amin.

    Other members of the committee are Chris Maiyaki, Acting Executive Secretary, National Universities Commission (NUC), Amb. Lazarus Ikpasaba from the Ministry of Foreign Affairs and Mr Abel Olanrewaju from the Office of the National Security Adviser

    Others are Omeh Nwokpoku from the Office of the National Security Adviser, Amina Lugga from the Federal Ministry of Youths, and Mrs Doom Iyortyom from the Joint Admissions and Matriculation Board (JAMB).

    The committee had, however been mandated to complete the investigation within eight weeks from the date of inauguration.

    The News Agency of Nigeria (NAN) reports that in December 2023, an investigative journalist with the Daily Nigerian Newspaper released a publication on fake degree certificates from Benin Republic and Togo.

    The minister, while reading the terms of reference, urged the committee to review existing policies and procedures related to accreditation and certification to identify weaknesses contributing to the issue.

    ”The committee must also examine the rules, procedures and processes for recognition and accreditation of foreign universities and programmes by the Federal Ministry of Education. It will also establish if unapproved foreign institutions (Degree Mills) exist or not in Nigeria in whatever form, with their identities and locations if any.

    “The committee will make appropriate recommendations for review of any rules, procedures, and processes to prevent re-occurrence and sanctions for identified erring officials”.

    It will further “make other recommendations that will strengthen the system of recognitions, accreditations and quality assurance of degrees in Nigeria”.

    According to the terms, the members should examine the extant rules, procedures and processes for granting of provisional licences to new universities by the National Universities Commission (NUC).

    Mamman charged the committee to be deliberate about their assignment and deliver within the period.

    Prof. Amin assured the Federal Government and Nigerians of a good job within the stipulated time.

    The Kaduna Electricity Distribution Company (Kaduna Electric) has announced the departure of Yusuf Yahaya as Managing Director/Chief Executive Officer, after the conclusion of his tenure.

    Yahaya’s tenure ended on December 31, 2023.

    He said it had been a remarkable journey at the company, driving transformative changes in the electricity distribution sector.

    He said: “I am proud of our collective achievements in operational efficiency and customer service enhancement, made possible through our team’s dedication and stakeholder support.”

    A statement by Spokesperson of KEDCO, Abdulazeez Abdullahi said during his leadership, Yahaya was instrumental in steering extensive organisational reforms and commercial growth.

    The statement said: “Yahaya was at the helm during a critical phase, initiating a robust turnaround program focused on key organisational and personnel reforms, and significantly improving service delivery.

    “The company witnessed marked improvements in infrastructure and energy management under his guidance, with substantial investments in network and energy management infrastructure being a major highlight of his tenure.
