    KEDCO gets new head

    The Kano Electricity Distribution Company (KEDCO) has announced Abubakar Yusuf as the Acting Managing Director of KEDCO, effective immediately.

    Chairman of the Board of KEDCO, Adamu Gumel in a statement on Tuesday in Abuja said the appointment followed the dissolution of the Interim Management Board that previously oversaw KEDCO under “receivership and restructuring.”

    Gumel emphasised the importance of the new Board’s commitment to following global best practices and adhering to necessary regulatory requirements in the selection of a Managing Director.

    He said the decision marked a crucial step in KEDCO’s journey towards achieving excellence and enhancing its service delivery.

    Gumel stated: “We are instituting a competitive process to identify a Managing Director, in line with international standards. This approach will ensure that KEDCO continues to evolve and excel in the power distribution sector.

    “As KEDCO undergoes this transformative phase, Mr. Abubakar Yusuf, the newly appointed Acting MD, will collaborate closely with the Board to spearhead the repositioning of the company. The focus is firmly set on making KEDCO the leading Distribution Company (DISCO) in Nigeria.

    “Mr. Yusuf will play a pivotal role during this process as we work together to enhance KEDCO’s performance and services.”

    Buni donates N7.5m house, N3m to slain policeman’s family

    Yobe State Governor Mai Mala Buni has approved a donation of a house, worth N7.5 million, to the family of Corporal Mohammed Maina, a policeman killed by suspected Boko Haram insurgents.

    A statement by Buni’s Director-General, Press and Media Affairs, Alhaji Mamman Mohammed, in Damaturu on Tuesday, said the sum of N3 million was also donated to the family for their immediate needs and payment of school fees of the deceased’s children.

    The News Agency of Nigeria (NAN) reports that Maina paid the supreme price when he repelled the terrorists ambush laid on the governor’s convoy on Maiduguri-Damaturu road on Saturday.

    Mohammed said the governor also approved the release of N1 million to each of six other security personnel injured in the attack.

    “Another N2 million was approved by the governor to take care of their medical bills. The family of the deceased and those injured were also supported with food items. Governor Buni prayed for the repose of the soul of the deceased, and the quick recovery of those injured.

    “The Emir of Damaturu, Alhaji Shehu Hashim, in company of the Special Adviser on Religious Affairs to the Governor, Ustaz Babagana Malam Kyari, presented the support to the family of the deceased policeman.

    “The Emir prayed for the deceased and consoled the family to see the death of the policeman as the wish of Allah at His appointed time,” the DG said.

    Centenary celebration: Ansar-ud-Deen frees inmates in Kaduna

    Ansar-ud-Deen Society Kaduna Branch has released four inmates of Kaduna Medium Custodian Center, after paying their fines.

    The society also presented food, drugs and household items to inmates, and held a rally within Kaduna metropolis to commemorate the Society’s centenary celebration.

    To mark its 100-years anniversary, ADS Kaduna on Monday freed Bitrus Daniel (32), Monday Clement (32), Suleiman Aminu (22) and Abdul Salisu (18) from Kaduna prison.

    The society also presented to the inmates a bag of garri, cartons of indomie, spaghettis; malarial, analgesic, antibiotics, cough, catarrh drugs; sanitary pads for female inmates, washing and bathing soaps, sachets of toothpaste and a small bucket of vaseline.

    ADS members had earlier held a walk from its Kaduna main Mosque through Katsina Roundabout – Ahmadu Bello – Leventis – Yakubu Gowon Way – Bida road back to main the Mosque.

    Speaking on their feelings after breathing fresh air of freedom, the freed inmates expressed appreciation to Ansar-ud-Deen Society for the gesture, noting that they have learnt their lessons and they would never go near what brought them to jail again.

    Speaking on behalf of the freed inmates, Bitrus Daniel said: “I am grateful to God and Ansar-ud-Deen Society for bringing me out, I cannot thank you people enough. This is an opportunity for me to relive my life and I would not misuse it. I learnt many things which I would put to use. Fighting brought me to jail which I would not allow to happen again. I pray that the other inmates would also be free one day.”

    The Acting Chairman of Ansar-ud-Deen Society Kaduna, Alhaji Fasasi Akintunde said: “I’m very happy to witness the celebration of 100-years of Ansar-ud-Deen Society. Ansar-ud-Deen has done a lot within this period. We pray that Allah continue to reward those people who founded the Society in December 1923 for Islamic da’awah and educating Muslims. I urge our members to be in the forefront of Islam and propagation of the religion.”

    Speaking on the events, the Secretary, Ansar-ud-Deen, Kaduna Branch, Alhaji Sheriff Olutusin said 42 young men founded Ansar-Ud-Deen Society on the 21st of December 1923 in Lagos to create educational avenue for Muslim children away from then missionary schools.

    He added that with members in seven councils; Lagos, Ogun, Osun, Oyo, Ondo, Ekiti, and Northern states, as well as, US, UK and other parts of the globe promoting tenets of Islam, ADS has established and nurtured hundreds of primary schools, scores of secondary schools, two teachers’ training colleges across the country, and a university in Offa.

    Kefas decries lack of master plan for Taraba

    Taraba State Governor, Dr Agbu Kefas has decried the lack of a master plan for the state capital and the state generally.

    He said the lack of a master plan has made proper planning and projections difficult. He lamented that many things in the state are not right, adding that he inherited lots of challenges when he took over.

    He spoke yesterday when the Obadiah Ando-led Committee on the streamlining of ministries, departments and government agencies submitted its report at Government House.

    Kefas said he would implement the findings of the committee to the letter.

    He stressed that the sterling team that did the job can be trusted to deliver.

    On the need for committees and trainings, he said those criticising his effort at retreats and setting up committees are bereft of how administration works.

    He said training, workshops and seminars are very pivotal to an enlightened work force.

    He enjoined his team to work assiduously as a unit to actualize his dreams for the state. He promised to promptly set up a White Paper Committee to come up with a summary of the reports.

    Ando, a former Secretary to the Taraba State Government, said the task they undertook was a daunting one.

    He highlighted some of the challenges encountered during the course of their work.

    Ando said the reports contained details of how the MDAs should be streamlined to avoid overlapping and expensive repetitions of duties.

    He commended members of the committee that included seasoned state and federal civil servants.

    Ando noted that some of the ministries need to be unbundled to reduce their work loads.

    He said the office of the Head of Service should not be responsible for paying salaries. He stressed that salary payments should be the job of the Accountant General office.

    Ando stressed the need for more refresher courses for top level staff.

    The committee comprised of former Head of Service of the Federation, Danladi Kifasi, Chief of Staff to Taraba Governor, Dr Jeji Williams and former Taraba State Head of Service, Augustine Banzing among others.

    EU opens application for Erasmus postgraduate scholarships

    The European Union Delegation to Nigeria and ECOWAS has announced the commencement of the application phase for the Erasmus postgraduate scholarship programme for 2024.

    The scholarship programme offers Nigerians the opportunity to pursue Masters and Ph.D. degrees in European countries fully-paid by the European Union.

    The EU has awarded post-graduate scholarships to over 800 young Nigerians since 2014.

    According to the EU, the Erasmus scholarship programme aims to promote academic excellence and international collaboration.

    The European Union Ambassador to Nigeria and ECOWAS, Samuela Isopi in a statement on Tuesday in Abuja, underscored the significance of the initiative, which she described as a success story the EU was particularly proud of.

    The statement said: “The Erasmus Scholarship Programme offers a beacon of opportunity for Nigerians seeking to advance their academic pursuits in Europe. It is not only about expanding educational horizons but also about building bridges of knowledge and fostering cultural exchange.

    Appeal Court affirms Alia’s election as Benue Governor

    The Court of Appeal in Abuja has dismissed the appeal by the People’s Democratic Party (PDP) and its candidate in the last governorship election in Benue State, Titus Uba.

    The PDP and Uba, had by the appealed, challenged the September 23 judgment of the Benue State Governorship Election Petition Tribunal, which dismissed their petition against the return of Hyacinth Alia of the All Progressives Congress (APC) as the winner of the governorship election held on March 18.

    On Monday, a three-member panel of the court, in a unanimous judgment, resolved the three issues, distilled for determination, against the appellants and held that the appeal was without merit.

    The court affirmed the judgment of the tribunal on the grounds that, not only were issues raised in the petition pre-election matters, the PDP and its candidate failed to prove their claim of forgery raised against the APC’s deputy governorship candidate in the election –  Samuel Ode – beyond reasonable doubt as required.

    Justice Onyekachi Aja-Otisi, who presided and read the lead judgment, held, in relation to the first issue, that the trial tribunal was in order in holding that it lacked jurisdiction to hear the petition, having found the it was based on pre-election issues.

    On the second issue which was about the legitimacy of the nomination and sponsorship by the APC of its governorship and deputy governorship candidates, Justice Aja-Otisi held that both Alia and Ode were duly nominated and sponsored by their party.

    As against the contention by the appellants that the APC submitted the names of its candidates for the election less than the 180 days allowed by the Electoral Act (EA), Justice Aja-Otisi noted that the delay was occasioned by an order of the Court of Appeal, which ordered the APC to conduct return governorship primary in 11 out of the state’s 12 Local Government Areas after it had earlier conducted one.

    She said: “The order of the Court of Appeal for rerun of the governorship primary election in 11 LGAs was made on January 23, 2023, giving INEC 14 days to comply with the order.

    “The APC complied with the order by conducting rerun primary on February 1 and 2 and submitted the names of Alia and Ode (as governorship and deputy governorship candidates) to INEC on February 3.”

    She agreed with the appellants that the period between February 1, 2 and 3 to March 18 (when the governorship election was held) was less than 180 days as required under the EA, but however noted that there is a difference between the primary held pursuant to the EA and the primary conducted pursuant to court order.

    Justice Aja-Otisi said: “Where a court-ordered-rerun is conducted as ordered, the timeline the timeline set out by the Electoral Act (EA) collapses. The timeline prescribed in the Electoral Act will not be applicable to court-ordered primary.

    “The order of this court was made on January 23 that there should be a rerun primary election conducted in 11 Local Government Areas of Benue State within 14 days of the order. The rerun was conducted as ordered. The 1st respondent (INEC) was notified and it was present during the exercise, notwithstanding the period of notice prescribed by Section 82 (1) of the EA. The list of the nominated and sponsored candidates for the election – the second and their respondents (Alia and Ode) was subsequently submitted to the first respondent (INEC) in line with Section 29(1) of the EA.

    “In line with the position of the law, and as was evident from the evidence before the trial tribunal, the nomination and sponsorship of candidates for the offices of governorship and deputy governorship candidates are settled before the actual election.”

    Justice Aja-Otisi held that the issue raised by the appellants (as petitioners before the tribunal) ought to be taken before the Federal High Court and not election tribunal, because they were about incidents that occurred before the actual conduct of the election.

    “Any complaints over the sponsorship or otherwise of the 2nd respondent (Alia) and or 3rd respondent (Ode) are issues that fall under 285(14) of the 1999 Constitution and are not issues that fall within the jurisdiction of the trial tribunal,” the judge said.

    She added that it is only the Federal High Court that has exclusive jurisdiction over disputes that are related to or connected with the election, but which occurred before the actual conduct of the election.

    “It makes no difference whether the process of nomination of the candidate, which is the primary election was a court-ordered-primary rerun. Once a dispute arises before the actual conduct of the election, it is a pre-election matter that can only be ventilated before the Federal High Court and not before an election petition tribunal,” she said.

    She, however, noted that issues surrounding the qualification of a candidate can be both pre and post-election matter,

    The judge noted that it will be pre-election if the issue falls within the purview of Section 285(14) of the Constitution, such as issue regarding qualification, disqualification, nomination and sponsorship of a candidate.

    She said, on the other hand, it will be post-election if by Section 134(1)(a) of the EA, the issue falls within the purview of sections 177 and 182 of the Constitution.

    She held that there was no evidence to support the appellants’ claim that the deputy governorship candidate forged his certificate or the Form EC9, relating his personal particulars.

    Justice Aja-Otisi held that the appellants ought to have approached the Federal High Court within 14 days if they were sure that Ode provided false information or forged his attestation accompanying his Form EC9 submitted to INEC.

    On the issue of forgery, she held that there was no evidence that forgery was proved against Ode, noting that the appellants (who were petitioners at the tribunal) failed to tender the Form EC9 which they claimed the APC deputy governorship candidate submitted to INEC

    “The appellants failed to demonstrate elements of forgery beyond reasonable doubt as required. All three issues, having been resolved against the appellants, have become lifeless. It is accordingly dismissed. The judgment of the tribunal delivered on September 23, 2023 wherein the petition was dismissed, is affirmed,” she said.

    The Real Estate Developers Association of Nigeria (REDAN) has commended the Minister of the Federal Capital Territory, Nyesom Wike, on his decision to set up a Task Force to facilitate the Issuance of Certificate of Occupancy in the FCT.

    President of REDAN, Aliyu Wamakko, said the minister’s action will give economic value to Home Owners in the Mass Housing Estates in the FCT.

    He also said the approach will ensure compliance with the FCT master plan.

    In a statement yesterday in Abuja, Wamakko said: “REDAN is excited with the minister for inaugurating the Task Force with clear mandate and timeline for the actualization of the directive. This action is in sync with our calls to the Ministry before he assumed leadership.  We are also attuned to his directives which charged the Task Force to ensure that allottees who have contravened land use in the FCT, pay penalties to serve as deterrence. This decision is applauded because it is more humane and a clear departure from decisions which results to economic waste by demolition of such buildings.”

    Wammako, who doubles as the Chairman and Chief Executive Officer of Jedo Investment Company Limited, said: “Crucial to the clear directive of the minister is that the Task Force should make provisions for land allottees in the Area Councils who do not have certificates of occupancy for their plots to enable them to get the land documents. The minister’s directive in this regard will give economic life and development in the Area Councils.

    “Fundamentally, it will sanitise land matters, and enhance accelerated housing and real estate development. We acknowledge the promise of the Chairman of the Task Force Michael Chinda to do the needful in a record time of one month.”

    “While noting the above, the leadership of the association wishes to assure the Minister and the Task Force of our Members commitment and cooperation to ensure that the assignment is carried out seamlessly. Accordingly, we shall make ourselves available to provide relevant information and assistance. Paramount amongst our concern in the FCT is adherence to maintaining the Abuja Master Plan as designed and may be reviewed by the Federal Capital Territory Administration.”

    Special Adviser to President Bola Tinubu on Public Health Matters, Salma Anas said the president is worried over the brain drain of medical professionals in the country.

    She said the present administration is determined to reverse the Japa syndrome in the medical field in the country and retain the country’s professionals.

    Anas said this in Abuja at the Association of Medical Laboratory Scientists of Nigeria Conference.

    She said: “Mr President is worried about the Japa syndrome. Part of our commitment is to reverse that tourism and also that we sustain and retain our medical experts in Nigeria, not just through salaries and allowances but working environment.

    “They need to have a conducive and state of art working environment and that is what the government is trying to do at all levels and not just tertiary health institutions but the primary health level of care.

    “Apart from that we are making efforts to improve the production of health workers in the country because they are grossly inadequate, in all the fields not just laboratory science, but also medical, nursing and midwifery profession.

    “So if you look at the relationship between medical workers and the population, it is grossly inadequate so we are looking at ways to increase the capacity of those not just in the public but private sector as well.”

    The association said the body in collaboration with the medical laboratory science of Nigeria has shut down numerous numbers of unregistered laboratories to reduce misdiagnosis and other illegal activities that is affecting the image of the profession across the country.

    Appeal Court Judgment: Police uncover plot to stage violent protest in Kano

    The Nigerian Police yesterday said it has uncovered a plan by some political parties in Kano state to violently protest the Appeal Court judgment which upheld Governor Abba Kabir Yusuf‘s sack from office.

    Kano State Commissioner of Police, Mohammed Usaini Gumel, said the plan is to enter the streets in form of a protest to the court ruling with the intention of shutting down the state in an action that may result in violence.

    He urged residents to be law abiding and report any suspicious movement, person(s) or item(s) they come across to the nearest police station or police emergency phone numbers.

    The commissioner, in a statement by the police spokesman, Abdullahi Haruna Kiyawa, said the party supporters were using unconventional media platforms to mobilise people for the riot.

    The Court of Appeal in Abuja had on Friday upheld the nullification of the election of Governor Yusuf of the New Nigeria Peoples Party (NNPP) by the state election petition tribunal.

     The State Governorship Election Petition Tribunal had, in its judgment of September 20 declared Nasiru Yusuf Gawuna of the All Progressives Congress (APC) the duly elected governor of Kano state.

    Before the judgment in September, there was anxiety in the state as the sacked Commissioner of Lands and Physical Planning, Adamu Kibiya, threatened to kill the judges if their verdict would not be in favour of Yusuf.

    Thus, Police Commissioner Gumel, working with the military and other heads of security agencies in the state, said he has been deploying personnel and equipment to identified strategic locations in the state to ensure the security of lives and property and forestall any attempt to cause disturbance or breakdown of law and order because of the governorship election legal battle.

    Gumel alerted that in spite of his efforts, political party fanatics were plotting to stage a violent protest against the latest judgment.

    He, however, warned that whoever attempts to disrupt the peace in Kano State will be arrested and punished.

    Gumel reminded that prior to the appeal court ruling, he invited the leaderships of NNPP and APC to the Kano State Police Command where they signed a peace accord on Thursday, November 16.

    “The objective of the peace accord was to maintain harmony and ensure that the political landscape in Kano State remained peaceful, irrespective of the judgment’s outcome,” he said.
