    Lawal appoints Yaro as new ZIPA boss

    Zamfara State governor, Dauda Lawal, has appointed Hajia Mariam Yaro as the new Executive Secretary of the Zamfara State Investment Promotion Agency (ZIPA).

    Hajia Yaro, who hails from Maru Local Government Area of Zamfara State, was until her appointment, the Head, Minimum Pension Guarantee Unit at the National Pension Commission, Abuja.

    Hajia Yaro also headed the SERVICOM Unit of the Corporate Responsibility & SERVICOM Department and subsequently served on the commission’s Ministerial SERVICOM Unit (MSU), which ensured outstanding service delivery within the commission. She and her team won the 2018 Best Team award, while she later headed the commission’s Deceased Benefit Unit.

    Yaro began her working career in the Administration Department of Chevron Nigeria Limited in the mid-90s. Between February 1997 and August 2001, she held the post of Public Relations Officer at the Petroleum Equalisation Fund Management Board. She later joined the Bureau of Public Enterprises (BPE), where she worked till April 2007 as a pioneer member of the Power Sector Reform Team (PSRT).

    She subsequently worked with consultants in Phase 1 – set up of the Nigerian Electricity Regulatory Commission.

    Hajia Yaro attended the London School of Business and Management in the United Kingdom for her Executive MBA and the International Institute of Journalism for a Post-Graduate Diploma (PGD) in Public Relations and Advertising.

    CSO faults Nasarawa Tribunal judgment on Gov Sule

    A coalition of civil society groups that monitored the March 2023 elections in Nasarawa state has objected to the recent verdict by the election petition tribunal, where a two-to-one split decision ruled in favour of unseating the incumbent governor, Abdullahi Sule.

    In a conversation with The Nation in Abuja, Francisca Ogbu, the leader of the coalition comprising ten observer groups, along with Alhaji Abdul Suleiman, its director of information, voiced their reservations about the fairness and impartiality of the tribunal’s decision.

    They emphasised their belief in the wisdom reflected in the minority ruling of the election petition tribunal, which favoured Governor Sule, the All Progressives Congress (APC) candidate.

    While underscoring that the coalition is not pre-judging the ongoing matter before the Court of Appeal, they firmly expressed the conviction that accepting the judgment delivered by the lead Justices in their majority would amount to endorsing a significant injustice against Governor Sule and the majority of voters who supported him.”

    On behalf of members of the observer groups that include Vote Count Campaign Organization, Polling Units Ambassadors, Civil Society for Good Governance and Budget Monitoring, Women for Change Initiatives, and Initiative for Good Governance and Accountability, they applauded Governor Sule’s decision to go to a higher court and questioned the rationale behind the two tribunal judges’ vote in favour of Governor Sule’s removal.

    According to the coalition, it may be particularly faulty for them to base their conclusions on a decision to admit witness submissions even after the statutory 21-day period for such submissions had elapsed.

    The coalition, however, commended Governor Sule’s choice to appeal to a higher court.

    They also raised concerns about the reasoning behind the two tribunal judges’ decision to vote in favour of Governor Sule’s removal.

    The coalition pointed out potential flaws in the basis of their conclusions, particularly the admission of witness submissions after the statutory 21-day period had already passed.

    “It was incorrect for the majority judges to allow the testimony of subpoenaed witnesses without requiring them to make a statement on oath; the learned judges also failed to adhere to established legal principles, such as the decision in the Peter Obi case, which clearly states that subpoenaed witnesses should not be considered as court witnesses but rather as witnesses of the petitioners.

    “These witnesses may be perceived as attempting to surreptitiously amend the petitioners’ case, in a way that could be likened to changing the rules of a game midway through.”

    The Civil Society groups pointed out there are issues over the inadmissibility of documents tendered by individuals who were not the original creators of those documents, arguing that, according to the law, only the creators of such documents should be allowed to present them as evidence.

    They stated: “The majority judgment failed to adequately consider this legal requirement and another issue with the majority judgment is with regards to the polling agents and supervisors presented as witnesses by the petitioners; these witnesses did not fulfil the requirements of the Electoral Act, which mandates that polling agents and supervisors must be agents of political parties.

    “The majority judgment, the group asserted, did not give proper consideration to this aspect of the law and erroneously expunged pertinent evidence.”

    Govt trains 138 women living with disability, albinism

    The Federal Government through the Maryam Babangida National Centre for Women Development (MBNCWD), has trained 138 women living with disability, albinism and other women in Information and Communications Technology (ICT) skills.

    The program was a 7-day ICT and Entrepreneurship Training for persons with Disability and ICT Training on Computer Hardware and Mobile Phone Repairs for Female Artisan.

    Director General of the centre, Dr. Asabe Bashir, said the training was for 68 persons with disabilities consisting of the Blind, Deaf, Albinos and those on Crutches using various adaptive technologies and also for 70 female artisans on Computer and Mobile Phones Repairs.

    The DG said this in Abuja where tools, certificates and computers were handed over to the trainees.

    She said the aim of the program was to empower the female participants in ICT, so they can make progress and be able to actualize their desires in life through the use of technology.

    She said: “For persons living with disability, the theme of the training is apt and in line with the UN Convention on the Rights of Persons with Disability (CRPD), adopted by the UN General Assembly. Information and Communication Technology (ICT) now plays a major role in all aspects of our lives and has revolutionized the way we live, work and interact.

    “It is pertinent to note that no nation can fully develop to its utmost potential, without investing in Education, Empowerment and Development of its citizenry, especially, women. I want to specifically thank President Bola Ahmed Tinugu (GCFR) for his inclusive initiative aimed at ensuring that no one is left out in the scheme of things and his desire to ensure that women take advantage of ICT so as to become active and productive.

    “As a parastatal, we will continue to train and empower women and youths who form more than 70 per cent of the nation’s population on ICT, Vocational and Entrepreneurial Skill Development, so they can become self-reliant and can confidently contribute their quota to the development of the nation.”

    UK varsity, LABS seek approval for degree programmes

    Officials from the London Academy Business School (LABS) and University of Sunderland are seeking approval from the National Universities Commission to run degree programmes in Nigeria.

    A delegation from the University of Sunderland led by Dr. Derek Watson confirmed this after a meeting with the Acting Executive Secretary of NUC, Chris Maiyaki on Wednesday in Abuja.

    According to the officials, if everything goes as planned, the university would commence the running of its session from January.

    They will use the facilities of the Public Service Institute of Nigeria, Abuja.

    Watson, an associate professor from the faculty of business law and tourism assured that students in Nigeria would have the same academic standards with their counterparts in the United Kingdom, while the management at the same time promised to respect the environment and guidelines from the NUC.

    Speaking after the meeting with NUC, he said: “The meeting with the Executive Secretary was very productive, the university of Sunderland has over 30 years of experience.

    “We were the first UK university to market. What we have agreed on today is the criticality in following the compliance procedures. In addition to that we would source credible academics to deliver our programmes from LABS who are qualified teachers and also practicing consultants. The student will get the same experience as those students studying in England.”

    EU earmarks N32.9b for out-of-school children

    The European Union has earmarked €40,000,000 (N32,958,400,000) to address out-of-school challenges in Jigawa, Kano and Sokoto.

    The European Union Ambassador to Nigeria and ECOWAS, Samuela Isopi said this during a visit to Ministers of Education, Prof Tahir Mamman and Dr Yusuf Sununu in Abuja yesterday.

    Isopi said the funds would be utilised under the EU’s Education and Youth Empowerment Northwestern Nigerian program in collaboration with UNICEF.

    She said the five year programme, which would be launched next week, would support Federal and State governments to address issues in the three states caused by rising insecurity.

    According to her, the EU will continue to support the strengthening of Nigeria’s education system.

    She said: “The Education and Youth Empowerment Northwestern Nigerian programme aims to provide quality education and development skills, with a particular focus on girls in rural and underserved areas. It is designed to support the Nigerian government at the federal and state levels.”

    The outputs of the program include: strengthening education planning and policy framework implementation; Enhanced policy dialogue within the education sector; Strengthened community involvement in school-level education administration; improved planning, monitoring and management of education data of federal, state government level.

    Minister inaugurates policy documents on eye care

    The Federal Government yesterday in Abuja inaugurated three policy documents to improve vision and eye health in the country.

    The inauguration was with support from Sightsavers Nigeria and other partners as part of activities to commemorate the 2023 World Sight Day.

    Minister of State for Health and Social Welfare, Dr Tunji Alausa, said the policy documents and unveiling of the Refractive Error Initiative were part of government’s strategic guidelines to improve eye health in the country.

    The documents included: The National Eye Health Strategic Development Plan (2024-2028); Diabetic Retinopathy Screening and Management Guideline; and the Nigeria Glaucoma Guidelines and Toolkit.

    Alausa said about 24 million Nigerians were living with treatable sight loss, majorly caused by untreated cataract and uncorrected refractive errors, hence the initiatives would aide in addressing it.

    He said: “These initiatives will build the foundations to deliver change across the life course. Access to eye health services for school children through school eye health programmes, establishing the potential to unlock learning for millions of children being held behind.

    “Integration of eye health services into primary healthcare to ensure treatment of basic issues and delivery of spectacles, ensuring working age people and the elderly access timely treatment, and early detection and referral of those with cataracts.”

    According to him, these interventions will be coordinated through the National Eye Health Programme (NEHP) in the ministry.

    He added that the three to four-year long-term road map to improve access to refractive error services to build capacity of personnel, improve population education, reduce the cost and strengthen surveillance would be implemented in collaboration with partners.

    “This will be implemented by the NEHP in partnership with multiple stakeholders, expand training of primary health workers in eye health, provide key platform for the delivery and integration of eye care services. Development of a sustainable procurement and delivery process for spectacles by upgrading existing eye care departments one state at a time. A philanthropy component will dispense free glasses to the poor to be verified by social registers.

    “A spectacle revolving system from a seed of donated glasses will provide subsidised glasses to other citizens,” he said.

    Alausa added that the initiative was to strengthen the eye health system to contribute to the achievement of the Sustainable Development Goals (SDGs), empowering Nigerians to learn, earn and thrive.

    ‘Fed Govt to cultivate 70,000 hectares wheat farms’

    The Minister of Agriculture and Food Security, Abubakar Kyari, said the Federal Government will cultivate 70,000 hectares wheat farms this dry season in Jigawa.

    Kyari said this when he paid homage to the Emir of Hadejia, Alhaji Adamu Abubakar-Maje, yesterday in Hadejia.

    The minister had conducted facility tour at Malam Alu Farm in Birnin Kudu Local Government Area and a 10 hectares rice farm at Marma, a farming community between Kirikasamma and Guri LGAs.

    Kyari said the tour was part of the ministry’s fact finding mission to appraise the preparedness of the Jigawa government and the selected demonstration farms for growing high breed wheat seeds.

    He said the decision to start the demonstration farms in Jigawa was informed by Governor Umar Namadi’s zeal and commitment towards making the state one of the leading wheat growers in the country.

    The state, he said, allocated 70,000 hectares of land to the ministry for wheat cultivation, adding that President Bola Tinubu was commited to enhance food security through effective utilisation of smart agriculture in the country.

    While interacting with farmers at Marma village, Kyari said the ministry would distribute improved variety seeds for irrigation activities to boost food security programme in the country.

    He said the federal government had made adequate arrangements to equip wheat growers with the necessary farming implements.

    He said the ministry had set up a climate change monitoring committee with the responsibility of providing experts assistance on wheather related issues to the growers from planting to harvesting period.

    Responding, Abubajar-Maje, commended the federal  government for choosing Jigawa as pioneer state of the wheat programme.

    Represented by Alhaj Usman AbdulAziz, the Galadiman Hadejia, the Emir called for the commencement of the wheat season in earnest, adding that, “the time to start planning for growing wheat is now”.

    The royal father admonished farmers selected for participation in the programme to reciprocate the gesture by being honest in their operations.

    The Nigerian Economic Summit Group (NESG) has emphasised the urgency of attracting domestic and foreign investments into the economy.

    The group said such investments should especially be in infrastructure, education and healthcare.

    Director of Research NESG, Dr. Olusegun Omisakin who made the call, said this strategy will not only stimulate economic expansion, but also generate employment opportunities, and drive sustainable development.

    Omisakin’s call was made known yesterday in a press statement by Strategic Communications Specialist, NESG Francis Jakpor.

    Jakpor said Omisakin made the call in preparation for the group’s 29th Economic Summit (NES 29) scheduled to hold from 23 – 24 October.

    He said the summit will be highlighting themes on optimising resources, embracing innovation, and enhancing skill acquisition and how Nigeria can shore up its domestic and global competitiveness.

    He also stated that the NESG has tasked stakeholders to leverage existing resources as a pipeline towards stimulating Nigeria’s economic recovery.

    According to Omisakin, “Strategic trade expansion in non-oil sectors with a focus on exports will diversify external revenue sources, reduce reliance on the oil and gas industry and elevate Nigeria’s economic complexity on the global stage. Additionally, it will leverage the potential of the African Continental Free Trade Agreement (AfCFTA), build resilience against external shocks, and forge a more equitable, inclusive, and sustainable economy that benefits all Nigerians.”

    Benue State Governor Hyacinth Alia has declared that his party, the All Progressives Congress (APC) has come to stay as a ruling party in the state and shall rule the state for a long time.

    He said as the leader of the party in the state, he is poised to do everything possible to ensure the party and the entire Benue people enjoy the benefits of the hard work they had put in, which led to his emergence as the governor of the state, adding that his good work will surely endear the people the more.

    The Governor made the declaration on Monday, while addressing the expanded Exco meeting of the party, held at the All Progressives Congress (APC) Secretariat in Makurdi.

    He also called for more synergy between the government and the party leadership in the state, to enable his administration to deliver the yearnings and aspirations of the masses.

    Represented by his Chief of Staff, Paul Biam, the Governor assured that his administration will not fail the party, promising to make the party proud by addressing the yearnings and aspirations of the masses.

    He reiterated his desire to lead APC to victory all the way; all the time.

    In his response, the Chairman of the All Progressives Congress (APC) in Benue State, Comrade Austin Agada, pledged the readiness of the party to support the efforts of the Governor, aimed at repositioning the state to greatness.

    He urged all local government party chairmen to always make it a sense of duty to grace, in their numbers, any function either organised by the government or for the governor to show support and solidarity.

    Fintiri kicks-off building of N21bn road

    Adamawa State Governor Ahmadu Fintiri yesterday kicked-off the construction of a 20.8 kilometres super high way in Yola-South Local Government Area at the cost of N21 billion.

    The News Agency of Nigeria (NAN) reports that the project begins from Welcome to Yola to Rumde Kila down to AA Lawan Junction in the state capital.

    Fintiri, who was represented by his Deputy, Prof. Kaletapwa Farauta, said the project was awarded to Messrs Triacta Nigeria Limited to cover culverts, bridges and drainages.

    According to him, the project will be completed in 30 months. He added that when completed, the road would open the capital city to more residency and other activities.

    The governor said the road project passes through the ongoing project of  1,000 housing units at Malkohi, which further justified its significance.

    He asserted that the project represent the bold step of his administration towards delivering good governance to the people, adding that it will also expand Yola currently attracting new inhabitants and investors.

    Commissioner for Works and Energy, Alhaji Adamu Atiku, assured that the ministry would ensure diligent supervision of the project in line with its specifications.

    He said that additional 500 metres link road to the new Correctional facility would be constructed for connectivity with communities.
