    Sad, sorry tale of Otukpo rice mill

    AMOS ABBA writes on the dilapidating state of Benue’s Otukpo rice mill; a once burgeoning enterprise now cast in despair and under productivity.    

    In the hot and humid sun of the Benue region, building number 2, located within the premises of the popular Otukpo rice mill looks undignified.  Wearing a rusted corrugated roof which bears the insignia of old age, its deserted parking lot reflects the sorry state of a rice mill created over 50 years ago for commercial purposes.

    The scanty flow of customers in and out of the building does not typify the flurry of activities that usually welcomes the peak of the harvest season when paddy rice was milled and processed at the mill in the past.

    Valentine Egwa was working on a faulty rice huller, a machine that removes husk from paddy rice when the reporter met him.  A graduate of psychology from the University of Jos, Egwa’s failed attempt to clinch a white – collar job compelled him to get involved in the production process of rice at the mill since 1997.  Ever since acquiring rice hullers some years ago, he has become an employer of labour at the mill. However, Egwa is quick to renounce the traditional practices involved in the trade.

    He said: “The problem affecting Otukpo rice mill is the crude methods used to process rice locally. This makes the rice not to be stone free, making customers prefer imported rice to locally processed ones”.

    Records of observation at the mill confirmed Egwa’s assertion. Many of the hullers used in processing the rice are aged and archaic, with many having been in existence as far back as 80 years ago. The poor facilities make it impossible for the mill to compete with marketers of foreign rice.

    Otukpo rice mill with its sketchy history is arguably the first commercial rice milling plant in West Africa, set- up and managed by the defunct Idoma technical trading company (I.T.T.C). Located in Otukpo local government area of Benue state, the mill was created to provide gainful employment opportunities to the Idoma- speaking people of the middle belt and Benue state in particular.

    At the time the mill was established, projections were set that Otukpo would be a commercial nerve center in the middle belt region of the country. The hope of the projection was hinged on the fact that the mill would attract traders from different parts of the country to Otukpo for the purchase of its locally processed rice. The rice mill once boasted of a staff strength of 3,000 people involved in the different stages of rice processing, working day and night, equipped with over 200 milling engines spanning over 20 hectares of land.

    It was the largest employer of labour in its heyday in Otukpo and served as a veritable source of livelihood to many people. But those were the past glories; adversity weighed in on Otukpo rice mill in the late nineties.

    Undermined by decrepit infrastructure, under-utilized labour force and under-performance; major customers from different states across the country no longer patronized the mill. The long distance involved in transportation of the rice products also contributes in no small measure to the dwindling fortunes of the mill.

    There is evidence to suggest that the now decrepit mill used to be a booming enterprise providing jobs for young people and women.

    Samuel Ochigbo, a resident in the area reminisced about the mill when it was still booming.

    “The rice mill provided jobs for people in the area. They were those selling fire wood to the millers and those providing water for pay. Everyone, both young and old had something to do. The rice chaff usually gathered was very high from the ground. It was a sight to behold until things began to decline steadily.”

    With the federal government’s position on banning the importation of foreign rice; there appears to be prospects for local millers in the country as government’s expenditure would be channeled to utilizing the production capacity of the various rice millers across the country.

    However, some rice farmers are not optimistic as there appears to be virtually no plan to strengthen and boost local production.

    “You cannot ban importation of rice by legislation and expect everything to be fine. If certain steps are not taken to position the local millers to bridge the demand-supply gap of local production of rice, then consumers will face the horror of skyrocket prices of local rice if there is a total ban,” Valentine Egwa pointed out.

    Millers in Otukpo rice mill face serious hurdles in meeting the basic requirements of local rice production because certain critical variables are not available. The mill does not generate its own power so when public power supply is interrupted, commercial activities in the mill grinds to a halt. Workers in the mill rely on water tankers sourced from neighbouring suburbs of Otukpo town like Otobi and Ochobo. The water does not come cheap; it is sold at exorbitant rates especially during the dry season.

    James Iduh, a trader at the mill also highlighted some of the problems faced by workers. He urged government to provide more transformers to ensure access to electricity at full voltage as well as provide pipe borne water to help reduce the cost of the production of rice.

    Furthering, he said:  “We have been introduced to several co-operative societies to secure loans to improve our business but nothing is forthcoming. If government can assist us, it will go a long way in restoring the mill back to life.”

    The physical demanding nature of the activities involved in the production of locally processed rice has affected workers productivity and exposed them to serious health risks.

     

    Emmanuel Obute, a final year student of the University of Agriculture, Makurdi whose palms have turned coarse as a result of exposure to the fire involved in the process of cooking rice in the mill called on the government to come to their aid, saying there should be an endowment fund to cater for those injured in the course of working on the mill plant.

     

    Also, other young people involved in the temporary casual works in the mill to aid their immediate financial needs see their job not only as underpaying but disdainful.

    David Baba, who had worked intermittently for six years at the mill on a part-time basis while as a student disclosed that it is difficult to return to  the  mill to work, considering its present state at a
    time when locally processed rice is no longer patronized.

     

    “Government should provide modern rice milling engines that separate the rice from stones at subsidized rates to Otukpo rice millers to keep them gainfully employed. This will make young people interested in the business”, he submitted.

    I am and can be so many things but definitely not a writer. People, however, can do different stuff they never did for some reason or another, and this is mine.

    This is my first time of doing something like this, just because I want to tell you what you mean to me. I decided to do this here to tell everyone what an inspiration you are to so many people, young girls and I especially.

    If I say I am your biggest fan, many people would want to eat me up by claiming they are, but I think I am your biggest fan and I pray nothing changes that Linda Ifeoma Ikeji.

    I open your blog most times before even saying my prayers (which is wrong) and same goes at night. I read your story often because it inspires me and pushes me to do more. Your story is similar to mine, although my breakthrough isn’t here yet.

    I talk about you like I know you just like the Imam knows the Koran. I dream of meeting and interacting with you. Although one of my opportunities came at the phase 2 of your pet project, I could only see you. I didn’t have the opportunity to talk to you because of the crowd, but I pray to do that soon.

    I like celebrities a lot like Tiwa Savage, Sean Tizzle,2 Face, DJ Lambo, Adekunle Gold, Olamide and so on, but you, my Aunty Linda, I love you like you love pecks. I love you like 2Face loves Annie. I love u like Banky loves his beard. I love you like I love my boyfriend. I love you like my sister loves my dad.     Peace and cessation of war proclaimed

    The formal Declaration of Peace and Cessation of War in the world has been proclaimed for the attainment of humanity’s goal and peace.
    The proclamation was made on March 14 in Seoul, Republic of Korea with over 1,000 internationally-renowned figures including ministers, legal representatives, and media in attendance.

    Since its official inauguration in September 2015, the HWPL International Law Peace Committee has contributed their expertise to develop the draft of the Declaration through in-depth discussions and conferences.

    The committee consists of highly respected international law experts including Dr. Kamal Hossain, Senior Advocate of the Supreme Court of Bangladesh, Dr. Fathi Kemicha, member of the ICCA Governing Board, Mr. Narinder Singh, member of the UN International Law Commission, Mr. Gustaf Moller, Chairman of Finnish Chamber of Commerce, Said El Dakkak, professor of International Law at Alexandria University and others.

    Chairman Man Hee Lee of HWPL said, “In order to accomplish the collective wishes of all humanity, we have gathered here today. This very moment at this very place will never be forgotten in the history of mankind because the Declaration of Peace and Cessation of War will be publicly proclaimed. All citizens of this globe will have to gather their hearts to acknowledge and urge this Declaration to embrace the new era and new life full of peace.”

    IWPG Chairwoman Nam Hee Kim gave a keynote speech by saying, “Once the Declaration of Peace and Cessation of War is proclaimed today, youth and women all around the world will quickly rise to urge the international community to support the Declaration…As stated in the Declaration, removing all potentials that cause conflicts is the most valuable work which will become the eternal legacy for the future generations.”

    Chairman Lee presented the articles of the Declaration of Peace and Cessation of War. The core elements include prohibition of: the threat or use of force; obtaining war potential; and dispute settlement; freedom of religion; spreading a culture of peace. The Declaration is a powerful and ground-breaking tool to dispose of all means that initiate war and armed conflicts, thus further attaining humanity’s fundamental goal, peace.

    In the Preamble, it says, the Declaration aims to ‘maintain international peace and security and (is) determined to pass on to successive generations an invaluable inheritance of a world free of wars’ and to ‘bear in mind the universal commitment of the world’s religions to the promotion of peaceful coexistence, tolerance and mutual respect, and the common spirit that permeates all religious scriptures and holy texts.’

    H.E. Ali Abu Diak, Minister of Justice of State of Palestine, gave a congratulatory speech and said, “This Ceremony and Declaration of the start for drafting an International Agreement intended to renounce armed conflicts and to stop wars is an important turning point for the protection of Human Rights regardless of nationality, residence, gender, race, color, religion or language.”

    H.E. Lex Mpati, President of Supreme Court of Appeal of South Africa, said, “I think I can see that it is no longer lip service that we need but rather an action to make this (the Declaration) a reality for all people in this generation and generations to follow. I urge all people in influence to use their influence for the improvement of the humanity rather than its destruction.”

    Undertaken by representatives of various legal and cultural backgrounds from around the world, the Universal Declaration of Human Rights has had a profound influence on the international community as the standard for human rights since its proclamation on December 10, 1948.

    Likewise, representatives of diverse legal and cultural backgrounds worked together to create the Declaration of Peace and Cessation of War which signifies that peace is possible yet urgent. The declaration will continue to develop as the most widely accepted and cited document to ensure international security and worldwide enjoyment of peace.

    A cross section of women in the Federal Capital Territory (FCT) have expressed views on whether or not they could buy condom for use with their partners.

    The use of condoms is widely encouraged by the government and health organisations around the world to prevent Sexually Transmitted Diseases (STDs) and unplanned pregnancy.

    However, in a developing and conservative society such as Nigeria, many see it as something that should be provided by the male and not the female because of stigma.

    The women, who spoke with the News Agency of Nigeria (NAN) in separate interviews, gave reasons why they could procure or otherwise, condom in retail shops for their partners.

    Mrs Bunmi Oluokun, a house wife, said her husband, a pastor, always find it difficult to ask for condom in a shop, as he may be seen as having extra marital affairs.

    “Since he does not buy and I need it for birth control, I have to go for it.

    “I don’t want to have children more than I can care for, so I choose to pay the price.

    “There is nothing wrong with a woman buying condom, depending on the situation,’’ she said.

    Miss Mercy Aigbe, a student of the University of Abuja, said although she was not married, buying condom could be one of the most difficult things for her.

    “If you enter a retail shop as a single lady and ask for a condom, many see you as being promiscuous.

    “With this at the back of the mind of every female, she has every reason to shy away from purchasing condom herself.

    “But since I am not ready for pregnancy and maybe any unpleasant consequence of premarital sex, I provide condom for my man sometimes.

    “I do so by going to areas where I am not known to buy it to avoid any kind of stigma,’’ she explained.

    Another resident, Mrs Dorothy Agu, a business woman, said she could not go to a shop to buy condom no matter the need.

    She said that buying condom as a female made one to appear “irresponsible and to be disrespected’’.

    “Condom is not a daily commodity needed in the home, I am a married woman and it is expected that I should have no business with using condom, let alone buying it.

    “In fact, how will the seller look at me? He or she will definitely see me as an irresponsible and loose woman.

    “I think condoms are meant for singles to avoid unwanted pregnancy and diseases.

    “As for me, I even need more children adding to the two that I have, so I do not have need for condoms,” she said.

    Similarly, Miss Judith Asoba, a banker, said she cannot go to shop to buy condom for reasons best known to her.

    According to her, using condom is not bad but because of the society we are in, people tend to be shy when purchasing it, especially women.

    In her own opinion, Miss Nancy Edozie, a student in a tertiary institution, said that condom was a thing of choice.

    “I am not shy to get a condom from a pharmacy store, even as most people see it as stigma.

    “The impression people create is that a lady who buys it is filthy. To be sincere it is better to get the stigma than getting infections or unwanted pregnancy.

    “The society should get wiser,’’ she said.

    Mr Kingsley Douglas, a pharmacist and operator of a pharmaceutical shop in Wuse, told NAN that only a few female patronised his shop for condom.

    “Women are shy from buying such things because they feel that they will be look down upon.

    “In fact, when some women come in to the shop, rather than asking for condom, they will be dragging feet.

    “Some wait till no other customer is around before they ask while some will ask for other medicine which they do not need before hitting the nail on the head.

    “But, men always feel very free to ask and buy. They even ask for different types and their specifications,’’ he said.

    Meanwhile, Dr Regina Okoye, a medical doctor, has advised that women should feel free to enter shops to buy condom when in need.

    According to her, the country has evolved above the perceived stigma that people see in buying condoms.

    “Besides, it is better to get the condom under whatever stigma than STD and unwanted pregnancy,’’ she said.

    Why there are many divorce cases in Abuja – Residents

    Some residents of Abuja on Monday identified some causes of divorce among couples.

    In separate interviews, they cited infidelity, lack of commitments, carelessness and undermining the importance of dialogue in dispute resolution, among others, as some of the causes of divorce.

    They noted that most of the causes of divorce were avoidable by respecting the law of marriage and being faithful.

    For instance, Mr Michael Eke, a civil servant with Revenue Mobilisation Allocation and Fiscal Commission, identified insubordination, wife battery and interference from outsiders as other causes of divorce.

    He advised couples, especially those with crises in their relationships, to imbibe the culture of dialogue in resolving matrimonial issues and save their marriages.

    Eke said that the effects of divorce were indicated in the children of such affected home, insisting that such children were often delinquent.

    “Children from such homes are prone to abuse such as child labour and rape, among other social vices, especially the females.

    “Most couples take things that matter most for granted and a marriage that is taking for granted has a good chance of ending in divorce,’’ he observed.

    Eke said that marriages could be protected from crumbling if the couples had the fear of God in their dealings.

    Sharing similar sentiments, Ms Joyce Chukwuma, a staff member of Federal Ministry of Information, Abuja, cited infidelity, religious differences and infertility as parts of the causes of divorce in some cases.

    She urged couples to shun extra-marital affairs to build a lasting family and decent society, noting that divorce “builds up slowly when people overlook things that matter most.

    “Lack of commitment to the principles of marriage has also been identified as one of the factors leading to divorce.

    “When partners seek physical and emotional support elsewhere; when one party is not ready to forgive other, then divorce comes in.

    “The social effects of this (divorce) for the children can be traumatic as they may feel unloved or isolated’’.

    In her opinion, Mrs Mariam Abdullahi, a house wife in Abuja, urged couples to avoid misunderstanding, advising them not to always look for faults.

    “When couples start listening to what people are saying, they can start having issues which, if not well tackled, can lead to divorce,’’ Abdullahi said.

    She called on couples to dwell more on the culture of togetherness, cooperation, making win-win decisions and preventing anger from degenerating into break up in relationships.

    To reduce the rate of divorce, Mr Obinna Okemuo, a banker, advised that potential couples should go into marriages when they were primed for the union.

    According to him, getting married at a very young age increases the likelihood of divorce because those who marry in their teens have much higher divorce cases.

    World Glaucoma Week: Hospital to provide free eye treatment

    Dr Sewuese Bitto, Consultant Ophthalmologist, Garki Hospital, Abuja, on Wednesday, said the hospital would free eye treatment for residents of the FCT to commemorate 2016 World Glaucoma Week.

    Bitto told the News Agency of Nigeria (NAN) that the free eye treatment would hold from March 7 to 11.

    She said that the hospital would also hold health talks during the period to educate the public and increase awareness about the effects of glaucoma, risk factors and how to prevent the disease.

    NAN reports that World Glaucoma Week (WGW) held every year is a joint global initiative of the World Glaucoma Association (WGA) and the World Glaucoma Patients Association (WGPA).

    It is meant to raise awareness about glaucoma, what it does to the sight, and how it might affect an individual.

    Bitto noted that presently in Nigeria many persons were going blind from glaucoma and many more were living with the disease with little or no access to proper health care.

    She said that many persons were still unaware that the glaucoma disease had no cure and its damage to the eye was irreversible, hence the need to continually increase awareness about the disease.

    “According to the Nigerian National Blindness and Visual Impairment Survey conducted in 2005 to 2007 the proportion of individuals with glaucoma in Nigeria is 50 per cent.

    “If another survey is conducted the figure may be more. No survey has been carried out since then to determine if various intervention methods have helped to reduce or control the disease.

    “We do not even have enough optometrists and ophthalmologists in the country that can adequately cater for glaucoma patients in the cities not to talk of rural communities.

    “We need to reach out to these people, increase awareness about the disease and encourage them to take themselves for regular check in the hospital,” she said.

    Bitto described glaucoma as a chronic progressive disease of the optic nerve, stating that the optic nerve is responsible for vision as it connected the eye to the brain ensuring one could see.

    According to her, research has shown that glaucoma is a genetic disease that means it can be passed down from one individual to his or her offspring through the genes (inheritance).

    She said that an individual could be born with the glaucoma gene or develop glaucoma and not be aware, adding that only regular medical checks could detect the presence of the disease.

    Bitto said studies had also revealed that black people had three to four times more risk of developing glaucoma than people who were White or Caucasian.

    She noted that people with high intraocular pressure, those over 40 years and individuals with thin cornea were also at high risk of developing glaucoma.

    “If you are below 40 years you can go for eye check once every five years but if you are 40 years and above it is advised you go for medical check twice every year.

    “Individuals with hypertension who take their medications at night are also at risk of developing glaucoma because these medications reduce blood flow to the optic nerve head when taken at night.

    “Usually when we lie down, blood flow to the optic nerve is reduced slightly hence, people who have hypertension and take their medications at night further reduce blood flow to the optic nerve.

    “This increases their risk of developing glaucoma or causing a regression to the treatment. We advise hypertensive patients with glaucoma to take their medications in the morning,” Bitto said.

    She said that majority of the types of glaucoma were pressure dependent, noting that pressure within the eye which was referred to as intraocular pressure remained higher than normal for a long period.

    She said that the pressure compresses on the optic nerve head mechanically distorting the normal flow of nutrients and blood to the optic nerve head thereby putting the optic nerve aczone at risk.

    Bitto said that if the aczones were deprived of nutrition, oxygen and blood they died and could not regenerate, adding that there was no treatment for nerve disease.

    “That is why glaucoma is said to cause what is called irreversible blindness which is where the problem is because if it is not picked on time the corresponding effect on vision and quality of life is way beyond proportion.

    “That is why a week in March is set aside every year worldwide to raise awareness about this disease.

    “Glaucoma can be managed with eye drops, medication and surgery or via laser. Management of glaucoma is targeted at controlling intraocular pressure by giving `agents’ to reduce it,” she explained.

    Bitto advised Nigerians to make efforts towards living healthy lives by staying away from smoking, alcohol and substance abuse in order to prevent the risk of developing the disease.

    She also called for consumption of healthy and natural foods to help prevent the disease or manage it.

    This year’s World Glaucoma Week will be marked from March 6 to 12.
