    Why I facilitated Palace Pavilion Project – Sen Saliu Mustapha

    Senator Saliu Mustapha, representing Kwara Central Senatorial District, has revealed the motivation behind his facilitation of the construction of a state-of-the-art pavilion at the palace of the Emir of Ilorin, Dr. Ibrahim Sulu-Gambari.

    Speaking through his aide, Barrister Alabi Abdulkareem, during a phone-in program on an Ilorin based radio station, Sobi FM on Friday, Senator Mustapha stated that the idea was first discussed with him by the Emir of Ilorin. 

    The proposal was originally floated during the 2023 Ilorin Durbar celebrations by the Durbar Committee, led by Engr. Yahaya Alapansapa, who presented a prototype design for the project.

    “The project aligns with the aspirations of the Emirate, which have been consistently championed by the Durbar Committee,” Mustapha said, adding that the pavilion will address a long-standing need for a permanent structure at the Emir’s forecourt.

    Senator Mustapha explained that the Emir’s forecourt serves as a central hub for cultural, social, and developmental activities in the Emirate. It hosts key events such as the IEDPU Annual Conference, the Ilorin Durbar, and the IEYDA Annual Lecture and Empowerment Programme.

    “For years, organizers of these events have spent millions of Naira on makeshift structures,” he said. “These costs, often borne by myself and other prominent sons and daughters of the Emirate, are unsustainable. This pavilion will not only eliminate these recurring expenses but also elevate the dignity and prestige of our communal activities.”

    He emphasized that the project is not limited to benefitting the Ilorin Emirate Descendants Progressive Union (IEDPU) but will serve the broader interests of all sons and daughters of the Emirate who would be using the project from time to time.

    Describing the pavilion as a transformative addition to the Emirate’s infrastructure, Senator Mustapha noted that the facility will serve as a sustainable hub for cultural, social, and developmental engagements.

    “The pavilion, once completed, will create a legacy of convenience and prestige for the Emirate. It will also provide a permanent solution to the logistical challenges faced during our events,” he said.

    He thanked the Federal Government for supporting the initiative and expressed gratitude to the Emir of Ilorin for his vision and leadership in conceiving the project.

    This project is one of many being facilitated by Senator Mustapha to the Kwara Central Senatorial District. In the last 15 months, he has facilitated the construction of other capital projects, including roads, schools, among others.

    IP valuers to FG: establish sustainable framework for creative economy devt fund

    Valuers in intellectual property have called on the federal government to put in place a lasting framework that will ensure the sustainability of the newly creative economy development fund.

    The valuers under the auspices of the Faculty of Business Assets and Intellectual Property Valuation, a unit of the Nigerian Institution of Estate Surveyors and Valuers (NIESV) also urged members of their institution to upgrade their skills to take advantage of emerging opportunities in the sector.

    Chairman of the faculty, Lekan Akinwunmi, and its facilitator, Dr. Thomas Ashaolu, made the submission recently.

    They were reacting to the Federal Government’s approval to enhance the creative industry through the creation of a Creative Economy Fund.

    The initiative, which is meant to pool resources for those in the creative industry, had attracted a sum of $200 million from AfreximBank for its take-off.

    Speaking on the government’s approval, Akinwunmi, who noted that the initiative could not have come at a better time, called for extensive consultations with relevant stakeholders, particularly, trained and registered valuers.

    “We are thankful to President Bola Ahmed Tinubu and the Minister of Arts, Culture and Creative Economy, Mrs Hannatu Musawa for bringing this fund to fruition.”

    “While members of our institution have the expertise and depth of the field to help the government to drive home the goal, potentials in this sector should not be traded on party politics or ethnicity.

    “Nigeria has a lot to gain in the creative industry, and we are ready to work with the government to pilot this initiative.

    Ashaolu, who noted that the fund was a good development, said one of its advantages was that it will take many of the youths away from joblessness.

    “This fund will make our youths more productive, and earn a living rather than engaging in illicit activities.

    On the management of the fund, the reputable estate surveyors and valuers, he urged the government to channel communications through professional groups or associations in the creative industry.

     “With these groups, coordination and organisation of different individuals showing interest will be easy.  This will help the government to get the right set of people and easy administration and management.”

    “It is now left for the professionals to come and leverage the opportunities and bridge the wide gap in the industry through training, and several other efforts to aid targeted people to tap into huge opportunities in this industry.

    He said trained valuers on intellectual property assets have a huge role to play in the delivery of this project.

    “Many of us in the estate and valuation practice in the past, had dwelt so much on property. It is just in recent times that a few of us began to look into the valuation of tangible and intangible assets.

    “And we need more skill development seminars and engagements in that field. It is indeed a big and emerging market both nationally and internationally.

    “We have the basic skills on valuation, but what we need to learn, unlearn and relearn, is the application of our skills to this specialised area of intangible assets valuation.”

    He, however, commended President Bola Ahmed Tinubu for the fund, adding that, though intellectual property was still evolving, Nigeria was ahead of many other countries.

    Ashaolu charged government officials with the responsibility of managing the creative industry to ensure the involvement of estate surveyors and valuers, who are trained experts in economic and financial issues as far as valuation was concerned.

    Court strikes out electricity theft charges against developer Cecil Osakwe after plea deal​

    Justice Binta Murtala Nyako of the Federal High Court, Abuja, has struck out the criminal charges filed against Abuja-based property developer, Mr. Cecil Osakwe, following a plea bargain agreement with the Federal Ministry of Justice.

    The Federal Government had, in March 2023, arraigned Osakwe on a two-count charge bordering on electricity theft. He was accused of tampering with electricity meters, resulting in a loss of N11 million in revenue. The alleged offence reportedly occurred at his property in Abuja.

    The case was initially filed in November 2022, with the government presenting two witnesses before Osakwe sought a plea deal. As part of the agreement, dated July 1, 2024, Osakwe undertook the following commitments:

    • To refrain from interfering with the properties of the Abuja Electricity Distribution Company (AEDC);
    • To provide copies of the signed undertaking to the prosecution; and
    • To ensure prompt payment of all outstanding and future electricity bills to AEDC.

    At the resumed hearing on October 22, 2024, the prosecution, represented by Mamman Alibaba, applied to withdraw the charges, pursuant to the terms of the plea bargain.

    Granting the application, Justice Nyako ruled: “It is hereby ordered as follows: That as requested by the Office of the Attorney-General of the Federation, the charge be and it is accordingly struck out. That the defendant is hereby discharged.”

    The case marks the end of the Federal Government’s prosecution of Osakwe over the alleged electricity theft.
