    Mike Odiegwu, Yenagoa

The sudden death of one Joy Osain, who lives in Agbura community, Yenagoa, Local Government Area, Bayelsa State, has sparked controversy.

A number of residents claimed Osain died after she drank sniper(an insecticide), following a disagreement between her and her 28-year-old boyfriend, Eze Augustus.

It was said that Osain engaged in a quarrel with her boyfriend at the man’s house in Azikoro in the capital city of Yenagoa.

A source, who spoke in confidence, said: “The girl was an indigene of Agbura while the guy is from Azikoro community both in Yenagoa Local Government Area. She was a fruit seller at Azikoro.

Another version of the story claimed that Osain’s boyfriend beat her to death and poured the powerful insecticide in her mouth to make it look like a suicide.

It was said that the furious family members of the deceased stormed Augustus house in the area and destroyed it.

Police spokesman, Butswat Asinim, however, explained  that Augustus reported the matter to the police and was arrested for further investigations.

He said: “On 26/12/2019 at about 22:30, one Eze Augustus ‘M” 28years of Azikoro Village, Yenagoa, reported at the police division that his girlfriend, one Joy Osain ‘F” of Agbura community age 28years has drunk sniper and died.

  • Bring my husband’s killers to justice, wife of slain ex-NNPC staff tells Police

    Adekunle Jimoh, Ilorin

Wife of a slain former staff of the Nigerian National Petroleum Corporation (NNPC), Ibrahim Ajayi Allah, Modinat, has cried out to the Kwara State Police Command to fish out her husband’s killers and bring them to justice.

The 65-year-old deceased was hacked to death about two weeks ago in his Oke-Oyi farm site in Ilorin East Local Government Area of the state by one of his workers.

The police had reportedly arrested one person in connection with the crime.

While calling for justice, the crestfallen wife of the deceased who hailed from Ogidi, Ijumu local Government Area of Kogi State, described her husband’s death and cruel and gruesome.

She said: “My husband’s death was cruel and wicked. The attacker has made his three children fatherless and I am now a widow. The death has also brought untold misery to many homes.

“There are those on his scholarships, many are graduates, there are many aged that he was taking care of. He took good care of me as well as his children’s education and well-being. In fact, it’s great vacuum. Many people have expressed sorrow over his demise.

“He took care of his workers. This man that killed him was his assistant on the farm. He entrusted him so much.

“He calls me every morning around 5:00am. When I didn’t receive his call on that day, I was worried, thinking he didn’t probably charge his phone. When it was around 6:30 am, I called him, none of the lines was going through. At about 7:00am, I succeeded with one of his lines and the person who picked it asked what I was to the owner of the line. I said I am his wife. The person introduced himself as a police officer and that he was speaking from a police station. He said my husband had an accident. I called him back and that’s when he said I should come to the police station at Oke Oyi in Ilorin. I was already shaking. I decided to call his brother in Ilorin and he said he was unaware of what was going on because he was just called too. He told me my husband’s car was still parked where it was but he had not seen him.

“However, people had already been calling me to commiserate with me while on the bus on my way from Abuja to Ilorin. I told myself that my husband is not dead, why the condolences?. By the time I got to Ilorin, it was about 8:00pm. I called the police officer that I was already in Ilorin, but he said I should come the next day since it was already late. Around 9:00 pm, my husband’s brother called me to say that my husband’s phone was found in his Oke Oyi farm where he was reportedly macheted. I was just wailing and crying upon the reality that dawned on me. When we got to the police station the following morning, I was showed picture of my husband. He was killed like when one kills a goat. I was showed the assailant too. I saw him in handcuffs on his legs and arms. I asked him why he killed my husband, and he said he wouldn’t have intentionally killed him. He said he was under a spell (eedi). He said my husband was nice to him, took care of him and promised to buy a car for him, but didn’t know how it happened. He told me physically that he was the one that committed the offence, but didn’t know what came over him. I was shaking and couldn’t bear to hear anything from him again, before he was taken back inside. They even thought I wanted to fight him because I was so dejected.

“My husband’s corpse had been taken to mortuary. We asked for the release, but police said they wanted to carry out autopsy. So, he was eventually released to us on Monday evening for burial being a Muslim. The police told us they would have to investigate the matter.

“I appeal to the police authority in the state to help me carry out all investigations needed on the death of my husband and bring all culprits to book so that justice in order to deter others from doing such in future. This is a case of murder. This man must be prosecuted because he deliberately committed the offence”, she said.

Police spokesman, Ajayi Okasanmi told our correspondent yesterday that police had not concluded investigations on the matter, adding that the command was yet to make another arrest.

Former National President of Ogidi Development Union and a childhood friend of late Ibrahim, Tunde Ipimisho described the deceased as a trustworthy and dutiful personality.

He said: “Ibrahim Ajayi Allah and I were pals right from the primary school. Although he did not go beyond secondary school, fortune smiled on him.

“He joined the NNPC and rose steadily through the ranks and also made some good money.

“When I became National President of Ogidi Development Union in 2006, at a most turbulent period in our community, I needed a trusted ally to head the all-important Abuja branch.

“He took the job and exceeded all expectations. Three years ago, he retired and chose to pursue agriculture which has always been his passion.

“He bought a large tract of land in Ogidi and poured all his passion into it. However, because of so many unanticipated factors, the returns were not as expected.

“About six months ago, he decided to gradually move out of Ogidi. So he bought about eight hectares of land at Oke-Oyi near Ilorin and restarted his farming there.

“Two Fridays ago, he was hacked down on his farm in a most gruesome way. The suspect picked up by the police is a man from that community with whom he had developed a close relationship.’’

  • Concern rises over Nigeria’s cyber space

The data of many Nigerians entrusted with organisations and individuals are daily compromised. This has increased worries about the security of Nigeria’s cyber space. NAN reports.

OFTEN Nigerians are inundated with messages on their telephone sets and e-mails asking them to subscribe to goods and services.

The recipients, especially public service workers, are encouraged to apply for loans from micro-credit outfits on very liberal conditions, including not providing securities for the facilities.

Repayments for such loans, which can be obtained within 24 hours, are cheap with interests on single digit.

Others request prospective subscribers to buy household goods on credit and the repayment plan spread overtime.

Prospective subscribers are asked not to worry about the mode of repayment since the vendors can access their payroll information from their employers.

This has often been the case with Federal Government employees enrolled in the Integrated Personnel Payroll Integrated System (IPPIS).

While the promoters of the services claim they work with IPPIS, the agency under the Office of Accountant-General of the Federation, denies knowledge of the transactions. Meanwhile, the workers on the receiving end moan.

Apart from public sector workers, bank customers receive similar solicitations from banks which they do not bank with. The banks ask them to apply for loans.

For instance, in 2015, Amecom investment, a marketing company based in Abuja approached staff of a government agency to solicit patronage for its goods. In spite of not supplying goods, IPPIS deducted sums from the salaries of persons who showed interest.

Mr Livinus Ugochukwu, a former employee of News Agency of Nigeria (NAN) said that in August 2018, IPPIS deducted N10,158.33 from his salary and credited Full Range Micro-Finance company, an organisation he did not know.

Ugochukwu said IPPIS also deducted N8,784 from his salary in May and credited Brain Integrated System, another organisation he did not know.

Another public sector worker, Mrs Hadiza Aliyu, said she received a text message from CreditWallet, a micro-credit company, telling her that she had been pre-qualified for N500,000 loan.

On enquiry about how the loan would be re-paid, a desk officer with the company said the group was working with IPPIS.

In all cases, the data of the prospective subscribers are compromised by organisations and individuals they had been entrusted. And so many worry about the security of Nigeria’s cyber space.

This is more so as Nigeria works toward establishing a digital economy with the re-christening of Ministry of Communications as Ministry of Communications and Digital Economy.

Cyber security or information technology security is the body of technologies, processes and practices designed to protect networks, devices, programmes and data from attack, damage or unauthorised access.

Highly beneficial to government, the military, corporate institutions who store unprecedented, sensitive information on computers and other platforms, such data require protection.

According to Deloitte, a multinational network company that provides audit, tax, consulting, enterprise risk and financial advisory services, countries, including Nigeria, are facing cyber security breaches.

The most recent case was the Facebook data scandal that affected up to 87 million users, while there were cases of phishing attacks, malicious software embedded at the point of payment and ransomware that affected unsusceptible citizens.

Central Bank of Nigeria’s Cyber Security Framework and the European Union’s General Data Protection Regulation (GDPR) raised awareness on cyber security in the country in 2018.

An ICT security expert, Mr Kenneth Okereafor, said there were serious cyber attacks on public, private sector targeting vital operations and assets.

Okereakor said the attacks were organised, disciplined, aggressive, well resourced with perpetrators as nations, terrorist groups, criminals, hackers or people with intention to   compromising internet security.

“Currently, there is effective deployment of malicious software causing significant potential disruption of critical information systems and services, as well as over commercialisation of cyber security skills and the exploitation of citizens’ ignorance.”

The expert said a survey reported that 60 per cent of Nigerian firms suffered cyber attack yearly.

He claimed the Federal Government lacked guidelines and standards for the acquisition of technology infrastructure and solutions across systems as well as risk management processes.

“The mechanism for cyber incident response is not standardised in agencies, government enforcement of compliance to existing cyber security legislations is weak and there is no prioritisation of cyber security capacity development in federal agencies.”

Okereafor urged government to adopt a single Technology Risk Management Framework supported by legislation to incorporate internet security as part of information system acquisition and implementation.

“As an oversight, the Federal Government can create a single Technology Risk Body to provide a consistent framework for protecting information at all levels.”

He said with cyber risk management framework, citizens and the country would have enabled strategic, long- term and short-term cyber security and consistent management of technology supply chains.

The expert said the framework would bridge the gap between technology and business and provide realistic support for existing, future regulation requirements.

Dr Vincent Olatunji, the Chairman, Data Implementation Committee, National Information Technology Development Agency (NITDA), also acknowledges the threat to Nigeria’s cyber space.

Olatunji said:  “Individuals own their information. Data collected on a consumer cannot be sold to third parties.

“Companies must protect an individual’s Internet Protocol (IP) address or cookie data with the same rigor as a name, address, national identity number and bank verification numbers and also request for data transfer.”

He said if cyber security must be applicable to systems in the country, privacy of data must be designed in respect of the data subject and policies and procedures for managing security breaches put in place.

“Businesses need to review their data protection policies, technology for compliancy; they should encrypt data in their possession and be up to date with security solutions.

“Personally obtained data and collected by a data controller with consent from the subject should be used for the specific purpose and not for the promotion of businesses or distributed without authorisation,” Olatunji said.

Some others were also arrested at his Beckley Estate residence, also in Lagos State. The raid on his hotel, Modzak Hotel, at Abule-Egba, Lagos State, sufficiently gave credence to the suspicion as a retinue of young men was caught in his hotel with no specific mission.

The suspected kingpin and 26 other young men ranging between the ages of 18 and 35 years were arrested at the scene. Other suspects were also arrested at his Beckley Estate residence, Lagos from where they were all moved to the Ibadan zonal office of the Commission for further interrogation.

  • Court discharges, acquits four Ukrainians of illegal bunkering

    Robert Egbe

A Federal High Court in Port Harcourt has cleared four Ukrainian men and a vessel charged with illegal oil bunkering by the Federal Government.

Justice Adamu Turaki Mohammed discharged and acquitted Vaskov Andriy, Garchev Mykhaylo, Shulga Vladyslav, Orlovkyi Lyvan and a ship, MT. San Pedro PIO, after finding them not guilty of six counts bordering on the offences.

The judge held that there was no evidence that they broke the law. He ordered that the vessel, which was seized, be released forthwith.

The government arraigned the Ukrainians on March 21, 2019, on a two-count charge.

The charge was amended on May 3, 2019 to six counts of conspiracy to deal in petroleum products, dealing in petroleum products, making false documents and uttering contrary to sections 3(6) and 1(17)(a), 1 (2)(c) of the Miscellaneous Offences Act, 2007.

    Each defendant pleaded not guilty.

According to the prosecution, MT San Padre Pio and a 16 all-male crew members were arrested by the Nigerian Navy in September 2018.

They were accused of illegally transporting five million litres of diesel without permit from Nigerian authorities.

The prosecution claimed that the vessel anchored around Odudu Oil Field, Rivers, and waited to discharge the petroleum product to smaller vessels before it was caught by a naval patrol team.

The government made its allegations through its counsel, Samuel Chime. It also called nine witnesses and tendered several exhibits.

The defendants disputed the allegations through their counsel, Babajide Koku SAN.

Koku contended that the government’s case was baseless because the defendants had obtained appropriate authorisation for its operations.

Delivering judgment on November 28, 2019, Justice Mohammed upheld Koku’s argument and said the government failed to prove its case.

The judge held: “…and by virtue of the sale agreement between AUGUST A Energy and ANOSYKE Group of Companies, the amended purchase order… together with evidence of PW6 under cross-examination, who admitted that the Department of Petroleum Resources (DPR) import permit is valid, I have no doubt that the Prosecution has failed to prove that the defendants had no licence or authority to deal in Petroleum Product. I so hold.

“…Again, Exhibit A1 has shown that Naval approval was obtained in respect of Exhibit J, while the Department of Petroleum Resources import permit attached to Exhibit 63 has shown that the necessary permit was equally secured in respect of Exhibit J from the DPR.

“It is clear both from Exhibit A1 and the DPR permit, that the company in whose favour the approvals were granted is ANOSYKE Group of Companies.

“Similarly, as I have held above that the Prosecution has failed to prove Count 2 of the charge against the Defendants, I am equally unable to infer, from the entire evidence adduced by the prosecution, how the 1st to 5th Defendants conspired with each other to, without lawful authority or appropriate licence import; distribute or deal in/with Petroleum Product as contained in Count 1, particularly having regard to Exhibit A1 and the DPR permit attached to Exhibit G3. I so hold.

“…Accordingly, therefore, 1st 2nd, 3rd, 4th and 5th defendants are found not guilty as charged and are hereby discharged and acquitted. As a consequence, the order made on the 26-9-2018 in respect of Exhibit J is hereby vacated.”
