    Lawmaker trains women, youths in solar installations others

    Over 50 indigent women and youths have benefited from skill acquisition training by the lawmaker representing Ogbaru Federal Constituency of Anambra State, Prince Chukwuka Onyema.

    They were trained in baking, cosmetics, solar insulation, repair and maintenance, soap making, body spray, among others.

    Speaking during the training at the weekend at Anibueze Town Hall in Ogbaru Local Government, a consultant, Mr. Onu Evans, advised the participants to maximise the programme to acquire skills that would better their lives.

    He said: “I urge you to take advantage of the programme to acquire skills that will better your lives and put food on your table without waiting for white collar jobs. Even if it comes, the skill learnt today will be a support.

    “You may also need to find where to fix yourselves, in order to perfect what you have learnt. If you make yourself available, you will not need to look at other people.”

    The beneficiaries, who were provided with handouts, exercise books and bags, thanked the benefactor for his magnanimity.

    One of them, Chidubem Nwankwo, was full of joy for participating in the training.

    He said he had learnt how to install and service solar light and other electrical appliances.

    The programme was sponsored by the National Centre for Energy, Research and Development, University of Nigeria, Nsukka and engineered by the lawmaker.

    Delta may shut school, expel pupils

    Delta State Government may close down Ekiugbo Secondary School in Ughelli North Local Government, following alleged attack on the head teacher and damaging of vehicles and other property.

    Recently, pupils of Ekiugbo Grammar School, Ughelli protested violently against the school authority for trying to correct one of their colleagues, who was alleged to be a comedian.

    The Commissioner for Basic and Secondary Education, Mrs. Rose Ezewu, in company with the permanent secretary in the ministry and board members, in a fact finding mission, said the government would no longer tolerate the excesses of pupils destroying government properties and attacking teachers.

    Ezewu, who expressed anger about the behaviour of the pupils, appealed to parents to work on their children in order not to incur the wrath of the government.

    At a meeting held at the Conference Hall, Ughelli North Local Government Secretariat, the Executive Chairman of the local government, Chief Godwin Adode, representative of the Ovie of Ughelli and President General of Ughelli Descendant Union, Chief Pius Omobaye, JP, President of Ekiugbo Community, Ekiugbo Grammar School head teacher and the Parent-Teacher Association chairman appealed to the commissioner not to close down the school.

    The head teacher said trouble started when one of the pupils, who claimed to be a comedian, was dressed in a cult-like manner, with a beret, to school at about 9am, not being in conformity with the school uniform, and that when he invited him to his office, he refused, adding that out of anger, he invited a vigilance group.

    He said the pupil was apprehended by the vigilante and taken away to their office, but other pupils, who were not happy about the decision of the head teacher, protested, which led to throwing of stones at the head teacher’s office. Others smashed the windscreen of the head teacher’s vehicle.

    The permanent secretary, on behalf of the commissioner, thanked all, saying their pleas would be looked into.

    The commissioner warned that government properties must not be vandalised.

    Poor driving schools behind road crashes, says Nigeria Conference of VIOs

    The Conference of Directors/Chief Road Traffic Officers (VIOs) has said poor driving schools are behind Nigeria’s high rate of accidents in the country.

    The conference, which urged states to begin certification of riders, said inadequate attention is being paid to standardisation of driving schools and quality of drivers’ education by most road traffic agencies and other regulatory agencies.

    A communiqué issued at the end of its conference held in Abuja and signed by its National Chairman, Sir Bepeh Paul and National Secretary, Durojaye Babawale, respectively, the conference said many states across the country do not have standard training institute to certify professional drivers and driving school instructors, attributing such menace to the high rate of accident in the country.

    The conference with the theme, “Effective Drivers’ Education and Road Traffic Law Enforcement; Panacea to Safer Roads in Nigeria”, resolved that all states across the Nation and the FCT should embark on massive driver education to create awareness towards improving driving culture in the country.

    “All States of the Federation should establish structures to regulate and standardise driving schools and drivers’ education.

    “All States of the Federation should establish Model Drivers’ Institute to certify professional drivers/riders and driving school instructors.

    “Urgent steps should be taken to review training methodology and content of drivers’ training curriculum.

    “All States of the Federation and the FCT should invest in information technology infrastructure towards automating theoretical drivers’ testing procedure (Computer Based Test) and establish system handshake with tripartite arrangement (VIO, BIR and FRSC) platform for seamless transfer of qualified applicants for biometric capturing. This will eliminate the present manual approval method and improve drivers’ license integrity.”

    According to the communiqué, “All States should adopt the use of technology to encourage harmonisation of data among States to enhance joint enforcement to improve safety and compliance, reduce job-related hazards, remove human sentiments and enhance revenue generation.

    “All States should commence certification of riders and issuance of Riders Certification Cards with immediate effect to stem the rise of insecurity and safety issues associated with motorcycle and tricycle operations.

    “All States of the Federation should ensure that vehicle inspection is properly carried out before the issuance of roadworthiness certificate. Roadworthiness certificates issued from States where inspections are not properly carried out before issuance of roadworthiness certificate should be rejected across the Country from January 2022.

    “States that are still using manual inspection methods should as a matter of urgency migrate to computerised vehicle inspection systems. All States of the Federation should as a matter of fact enact or review their road traffic laws, regulations and guidelines to address the modern-day realities and challenges in road traffic administration, regulation and enforcement,” the communiqué added.

    While calling for all Road Traffic Units and Divisions to be upgraded to departments or full-fledged agency, the conference also asked for improved manpower development, funding and staffing of vehicle inspection and drivers testing activities.

    “This will position the States for responsibilities and to benefit from available funds and capacity building opportunities towards achieving the UN Decade of Action on Road Traffic Safety and Injury prevention of reducing road crashes by 50% by 2030. All appointed Chiefs and Directors of State Road Traffic Divisions and Agencies should henceforth attend mandatory Road Traffic Officers training at Road Traffic Officers Academy, Abuja before assuming positions of leadership at their various States.

    UK to FG: build on Anambra poll lessons for improved 2023 election

    Government of the United Kingdom has called on the Federal Government to improve on the 2023 general elections through the lessons learnt from the just concluded governorship poll in Anambra State.

    Head of Political, British High Commission, Aneesah Islam gave the advice in Awka at a review meeting on peace, security, peaceful election and service delivery project by Justice Development and Peace Caritas, JDPC, Onitsha with support from Foreign, Commonwealth & Development Office, FCDO.

    She said drawing lessons from the numerous successes recorded during the poll would guarantee better, free, fair credible and more peaceful 2023 election than what was recorded in Anambra State.

    She praised the people of the state and other stakeholders who contributed to the peaceful exercise, but advised the Federal Government not to disregard the prevalent agitations in the Southeast to forestall further escalation.

    “The Federal government should, therefore resolve all agitations in the region to ensure there is peace before the 2023 election.”

    Also speaking, FCDO Regional Coordinator Southern Nigeria, Dr Ulachi Roonie, underscored the need to return peace for normal business activities in Southeast in view of the ongoing Monday weekly sit-at-home.

    On their part, JDPC Coordinator for Onitsha, Mr. Alponsus Nwoye and his Monitoring and Evaluation, counterpart, Princess Cynthia Arinze-Enweonwu, urged political parties to commence training and voter education for their followers so as to improve their service delivery.

    Okwagbe community in Ughelli South Local Government Area of Delta State has alleged that a community in the state has perfected to free suspects arrested over the murder of five of their indigenes – Faith Miller, Omotegbona Kama, Dogo Ayoro, Owhofasa Ajama and Tobor Jivwien.

    In a petition by Okwagbe community to the Inspector-General of Police (IGP) and copied to the Assistant Inspector-General of Police Zone 5, the Commissioner of Police, Delta State Police Command and Chairman Police Service Commission, the Okwagbe community noted that since the invasion of their community by the bandits, those behind the attack have continued to be boasting that they would work for the release of the suspects.

    In the petition, the Okwagbe community said: “That while the suspects are in custody awaiting arraignment, members of a community (name withheld), kept boasting that they had perfected plans to transfer the matter to the AIG’s Office Zone 5 Benin City and that the suspects would be released from Zone 5.

    “We are not comfortable with this new development, as it is very evident that the oppressors have made good their threat and wish to circumvent justice at the AIG’s Office, Zone 5, Benin City.

    “It is on this account we are writing this petition to you in the interest of justice that you request that the above matter be transferred to your office at the Police Force Headquarters, Abuja or that the Delta State Police Command who have concluded all investigations in the case be allowed to prosecute this matter.”

    Delta 2023: Okowa tells Urhobo aspirants to select choice candidate

    The Delta State governor, Sen. Arthur Ifeanyi Okowa, weekend, charged the governorship aspirants of the Urhobo extraction to trim down her numbers now for smooth contest instead of creating a lot of challenges.

    Okowa had also advised those vying for the governorship position to be mindful of the choice of words in public places to avoid crisis, and stressed for the Urhobo people to prune down the number of their aspirants.

    He gave this advice during the ceremony of Urhobo Progress Union, UPU, 90th Anniversary held at Uvwiamuge-Agbarho, Ughelli North local government area of Delta State said the determination of his administration is to remain focused on its goals through 2023, “We are better off as a united people, we are better off talking to each other and better off respecting each other.”

    He commended the leadership of UPU for its resolve to extend hands of fellowship to other ethnic groups in the state, adding that UPU has played a major role in the advancement of not only the Urhobo nation, but in the advancement of Delta State and Nigeria.

    Okowa said, “I know the role UPU is playing in helping to build peace in Urhobo land and trying to extend hands of friendship across the state and by time our people in Delta State are able to relate as one, it will help government to solve its problems,” he said.

    “I want to thank the Urhobo traditional rulers for the support they had continued to give to the UPU and the state government and commended the union for honouring sons and daughters of the Urhobo nation who had excelled in various aspects of life.

    “As we continue to extend our hands of cooperation, l am foreseeing a peaceful coexistence and very soon, we will sit down at the roundtable and talk to ourselves because we want a state that will remain stable.”

    Earlier, President-General of the UPU, Olorogun Moses Taiga noted that the union was the oldest surviving socio-cultural organisation in Nigeria.

    He said: “Our forebears stoke the embers of cultural nationalism and as deftly as possible put the UPU on a pedestal that insulated it from the murky waters of politics.”

    Wike offers N50m, automatic job to disabled PhD graduate

    Rivers State Governor, Nyesom Wike, has honoured a student living with disability, James E. Daniel, with N50million and automatic job at the Rivers State University (RSU) for bagging a Doctor of Philosophy (PhD) degree.

    The governor, however, cautioned all Rivers State-owned universities to stop indiscriminate conferment of doctoral degrees on all manner of questionable candidates and people of material influence.

    Wike announced Daniel’s N50m reward and automatic appointment as a lecturer of the university during the 33rd convocation of the Rivers State University, Port Harcourt yesterday.

    The governor said the honour bestowed on Dr. Daniel was in recognition of his academic excellence and for being a source of inspiration to persons living with disabilities.

    The governor in his remark directed the Governing Council and managements of state universities to sanitise their internal academic systems.

    He said they should stop every inappropriate policy, practice or procedure that compromised the high quality academic standards required of tertiary institutions.

    Wike said from inception, the Rivers State University had been in the forefront of providing tertiary education and training to people of the state.

    He observed that like the mustard seed, the university had grown from the little beginnings to become one of the largest and leading state government-owned institutions in the country.

    The governor emphasised that serious universities jealously guarded their reputation and award doctoral degrees only to students who had gone through years of rigorous intellectual research and interrogation with dissertation independently adjudged to be sound and contributory to new learning.

    He, however, described as unfortunate, the current trend and practice in universities of awarding doctoral degrees indiscriminately, like chieftaincy titles, to all manner of questionable candidates.

    He said: “This practice must stop in all Rivers State Government-owned tertiary institutions as we demand greater character, commitment and responsibility from staff and management to the vision and fundamental objectives of university education.”

    NDDC Board: channel your grievances to Buhari, Akpabio tells women, youths

    The Minister of Niger Delta Affairs, Senator Godswill Akpabio has absolved himself from blame in the delay to constitute the board of the Niger Delta Development Commission (NDDC).

    The minister, however, asked protesters to channel their grievances to President Muhammadu Buhari.

    Akpabio’s response was contained in a letter dated November 30th addressed to the Coordinator of the Wailing Women of Niger Delta (WWND), Odighonin Nwadighi.

    The women have been protesting the refusal of Akpabio and the Federal Government to inaugurate the board insisting that the current management structure of NDDC was against the Act establishing the commission.

    Apart from recently blocking the entrance of the NDDC corporate headquarters in Port Harcourt, the women also wrote a letter to Akpabio on the matter.

    The letter sent to Akpabio by the women was titled: Niger Delta women demand constitution of Niger Delta Development Commission board, publication of forensic audit report, dissolution of illegal Interim management committee and sole administratorship of the NDDC in the peace and development in the Niger Delta.

    But Akpabio, whose reply was signed by his ministry’s Director, Planning, Research and Statistics, Alfred A. Abah, said he lacked powers to constitute the board.

    Addressing the women, the letter said: “I am directed to acknowledge the receipt of your letter dated November 18, 2021 on the above subject and inform you that your requests are not within the powers of the Ministry of Niger Delta Affairs.

    “Accordingly, I am further directed to advise that you kindly redirect your appeal to the President, Federal Republic of Nigeria for his kind consideration.”

    On September 3, Akpabio sent a similar letter to youths under the auspices of the South-South Youth Initiative (SSYI) when their Leader, Saviour Oscar, gave him 14-day ultimatum to either inaugurate the board or face protest.

    Wike proposes N483bn budget, urges Supreme Court to expedite action on VAT suit

    Rivers State Governor Nyesom Wike yesterday presented proposed 2022 “budget of consolidation” of N483.1bn to the State House of Assembly for consideration.

    Wike also urged the Supreme Court to expedite the trial of the Value Added Tax suit between the Rivers State Government and the Federal Government.

    “In anticipation of our victory we are continuing with our plan to integrate the VAT into our mainstream tax operations and strengthen the capacity of the RSIRS to effectively administer this head of tax when the responsibility comes,” he said.

    He said the policy thrust of the appropriation would focus on the state’s quest for greater economic growth and fiscal consolidation, enhancing jobs and wealth creation, building first-rate economic infrastructure, and achieving equity and social protection through poverty reduction and economic inclusiveness.

    The governor said his administration succeeded significantly in managing the resources of the state by building a strong economy.

    He said real tangible growth figures were also posted consistently in excess of five per cent each year, especially in the last two years.

    He said: “Within Nigeria, our economy is not only stronger than 90 percent of the other States; it has continued to perform better than most others in terms of real economic growth, fiscal consolidation, debt-to-Gross Domestic Product ratio and Internal Revenue Generation.

    “The 2022 budget is crafted within the framework of the State’s Medium Term Expenditure Framework, the State’s Economic Strategy Paper, the national economic outlook and the State’s economic growth projections coupled with the various development instruments and programmes.”

    Wike said the projected recurrent expenditure was N144.8bn, representing about 30 per cent of the total budget size for 2022 fiscal year.

    But he said the projected estimates for capital expenditure was 314.9bn representing about 65 per cent of the total budget size.

    The governor said that the estimates were  pegged on the assumptions of the crude oil benchmark of USD 50 per barrel, National crude oil production estimates of 1.7million barrel per day; Currency exchange rate of N410 to the dollar; Gross Domestic Product growth rate of between 3 per cent for the medium term; and Inflation rate of 13.5 per cent.

    He said: “Although this is yet another ambitious projection given the challenges of the national economy, we believe we would be able to successfully implement the capital because it is backed by a concrete plan of action and within achievable limits.”

    Wike explained that over half of the capital budget estimate was targeted at the economic and social sectors.

    He listed the main items of the scheduled capital spending in the 2022 budget as agriculture, roads, bridges, healthcare, education, social welfare, justice delivery, sports, youth and women empowerment and human security.

    In the justice sector, Wike said the sum of N2,256,928,022.80 had been earmarked as additional resources to improve efficiency of the sector.

    The sum, he maintained, would fund the State Judiciary’s action plan for 2022 such as the construction of the new Magistrate Court’s Complex in Port Harcourt, the Rivers State Judicial Institute and the South-South Zonal Headquarters of the Federal Judicial Service Commission.

    He said the 2022 budget was also expected to further strengthen the health sector to give citizens immediate access to affordable quality primary, secondary and tertiary healthcare services and support.

    Reflecting on how the 2021 budget of N448.6B performed, Wike said its implementation was very impressive with over eighty percent performance.

    He said: “As at end of October 2021, total net revenue was N391.3bn only which represents over 87 percent overall performance on the revenue side.”

    He said the administration would complete the Abali flyover, Rumukalagbor flyover, Nkpolu flyover, Rumuepirikom flyover and Elimgbu-Rumuokrushe flyover; the dualization of Ogbunuabali road and the dualization of Eastern bypass road.

    Others are the dualization of Egbema – Omoku road; Trans-Kalabari road (phase one), the dualization of Ahoada – Omoku road (phase one); the dualization of Bori-Kono road and the dualization of Chokocho – Okehi – Igbodo road among others.

    The Speaker, Rivers State House of Assembly, Ikuinyi-Owaji Ibani said all the members of Rivers State of Assembly knew the exact projects and services that were provided by the Wike administration for the good of the state and its people.

    “No one is in doubt that what you have presented before the Rivers State House of Assembly is not realisable. It is a realistic and realisable budget and this has been your established pattern for the six years going seven years that you have mounted the leadership stage in the state,” he said.

    Court remands two over alleged kidnap of nonagenarian in Enugu

    An Enugu Magistrate Court on Friday remanded two men, Messrs, Ugwuiyi Nnamdi, 35 and Eleje Chinweokwu, 39 in Nigerian Correctional centre, for attempting to kidnap the oldest man, Elder Romanus Ugwu of Odinanso village, Idi Opi, Nsukka Local Government Area in Enugu state.

    The duo, were remanded on a three count charge bordering on attempted kidnapping, felony and malicious damage of properties, offences punishable under the criminal code of the revised laws of Enugu State.

    The charges read: “That you Ugwuiyi Nnamdi ‘m’, and Eleje Chinweokwu ‘m’ and others now at large on or/about the 3rd day of July, 2021 at Ordinanso Village ldi Opi Nsukka within Enugu Magisterial District, did conspire among yourselves to commit Felony to Wit; attempted kidnapping, and thereby committed an offence punishable under Section 495 (a) of the Criminal Code Cap 30 Vol. II Revised Laws of Enugu State of Nigeria 2004.

    “That you Ugwuiyi Nnamdi ‘m’, Eleje Chinweokwu ‘m and one other now at large on the same date, time, period and place at the aforementioned magisterial District did attempt to kidnap one Romanus Ugwu the oldest man in the community, by invading his house at Ordinanso Village Opi Nsukka, with machetes, Irons and other offensive weapon and destroying thing and scaring the occupants away and thereby committed an offence punishable under Section 75 of the Criminal Code Cap 30 Vol. II Revised Laws of Enugu State of Nigeria 2004.

    “That you Ugwuiyi Nnamdi m, Eleje Chinweokwu ‘m and one other now at large on the same date, time, period and place at the aforementioned Magisterial District did maliciously damage doors, windows, chairs valued about N330,000.00, property of one, Romanus Ugwu and thereby committed an offence punishable under Section 415(1) of the Criminal Code Cap 30 Vol. II Revised Laws of Enugu State of Nigeria 2004.”

    Remanding the suspects, the presiding Magistrate, Ukpai L.O said that the matter was not in his jurisdiction to try, adding that it was a binding case.

    He adjourned the case till January 21, 2022 pending the report of the Attorney General of the State on the matter.
