    2023: Delta leaders adopt Omo-Agege as consensus candidate

    A group, Okparabe Elders and the leaders of the All Progressives Congress (APC) in Delta State have unanimously adopted Deputy Senate President, Senator Ovie Omo-Agege as the governorship candidate of the APC in the 2023 governorship election in Delta State.

    Omo-Agege currently represents Delta Central Senatorial District at the Senate.

    The chairman of Okparabe Political Movement (OPM), Mr Tobore Machine disclosed this during a meeting and hosting recently of party members, by one of the APCs chieftain in Delta, Hon Williams Odevwarehor Aminugo at Ughelli.

    He called on Deltans to make the right choice candidate on who can defeat the ruling Peoples’ Democratic Party (PDP) in 2023 because “the era of flying unpopular candidates is gone and Urhobos cannot afford to lose the governorship seat again.”

    Machine said, the people should consider Ovie Omo-Agege, a ranking senator who has the potential political experience and wealth of leadership to govern the state.

    Excitement as construction work begins on first multi-billion solar commercial hub in Owerri

    There was excitement in Owerri, the Imo State Capital during the ground breaking ceremony of the multi-billion naira DENKA Business City solar project at New Owerri.

    The ceremony, which signalled the commencement of the long-awaited project, had the Igwe of Orlu as a special guest of honour.

    It was organised by the Board and Management of Solar city Housing and Commercial Estates LTD, a real estate development company based in Abuja in partnership with Fidelity Bank PLC.

    This project is a multi-use, multi-faceted project located at the heart of new Owerri which upon completion will become the commercial hub and focal point for business activities in the State.

    The Executive Director (Operations) of SOLARCITY H.A.C.E; Sir Solomon Nwaoku who spoke during the ceremony at the weekend gave a firm commitment that the project will be completed within 18 months.

    He said that the commercial estate, occupying over 2.1 hectares of land, will comprise a mix of shops, offices and commercial apartments (two-bedroom apartments and one-bedroom apartments) to be sold to interested subscribers.

    The project, according to him, “is ideally also bounded in the north by the Imo State House of Assembly Complex.

    Solomon explained that “each of the shops and offices will be powered by solar energy, adding that all the basic facilities including tarred roads, street lighting, water and on-grid electricity will be provided.”

    He said that Fidelity Bank will fund the construction of the project, while CBN cooperative members are the major off-takers for the units.

    His Eminence Dr. Patrick Acholonu, Igwe XI1 of Orlu thanked the Developers and the landowners for collaborating to bring this huge investment to Imo State.

    He said that Owerri still remains the most viable destination in the South-East for real estate business with Imo State being the fifth largest GDP contributor in the country.

    The Igwe urged Imo indigenes “to invest in the project by buying the units being offered for sale to ensure quick returns and strong appreciation in property value.”

    Imo Commissioner for Budget, Economic Planning and Statistics, Engr. C. C. Osuala who laid the foundation stone for the project, lauded the prosperity initiative of the current government of Governor Hope Uzodimma which provided the inspiration for investors to undertake the project.

    He explained that the project was in line with the present government’s drive to attract investments to the state, and commended the project initiators for bringing “a project that will boost the development of Imo State.”

    Imo Commissioner for Works, Ralph Nwosu, expressed the government’s attraction to projects that will improve the urban status of Owerri.

    He assured that the government will provide all necessary infrastructure required for the sustenance of the Business City.

    Nwosu promised to use his office to improve on all access roads surrounding the project site.

    Chairman of Owerri Capital Development Authority, Engr. Innocent Ikpamezie, confirmed that all due diligence protocols, statutory requirements and land ownership verifications had been concluded by the developers before the building plan approval was granted.

    He commended the developer’s seriousness and willingness to comply with all existing laws and regulations affecting the project delivery.

    ‘Kyari has repositioned NNPC’

    Pan-Niger Delta non-violent agitators under the auspices of Niger Delta Youth Coalition for Peace and Progress  (NDYCPP) have listed some of the achievements of the Group Managing Director, Nigerian National Petroleum Corporation  (NNPC), Mele Kyari, that transformed the NNPC.

    NDYCPP in a statement signed in Port Harcourt on Friday by its National President, Teido Olayinka, applauded President Muhammadu Buhari, for his vision in appointing Kyari to manage the corporation.

    “From when Mele K. Kyari assumed office as the GMD of NNPC to date, he has left no one in doubt, especially industry watchers, as to where the corporation is headed.

    “As a very visionary professional with a towering repertoire of the inner workings of the industry; having served in several positions over the years, he hit the ground running by efficiently repositioning the NNPC from opacity and cabalism to Transparency, Accountability, Performance, and Excellence (TAPE)”, Olayinka said.

    He observed that before his assumption of office as the GMD of the NNPC, the corporation was bugged by many unresolved and knotty issues that and hampered the sector from achieving its potential.

    Olayinka said:  “Where do I start from now? Was it the then rigmarole Petroleum Industry Bill, (PIB) which is now the Petroleum Industry Act with one of the main management boards also constituted to superintend one of its breakup units.

    “Was it the OML 25 impasse at Kula in Akuku-Toru LGA of Rivers State between Belema Oil, the community, and Shell, which has been resolved amicably and operational activities has resumed in earnest.

    “NNPC financial books have never been opened transparently for public scrutiny over the years but the coming on board of Mele Kyari has changed all of that opacity and nebulousness in the system.

    “We cannot forget the investment issues surrounding train 7 of NNLG in Bonny, Rivers State and the concerns of the partners, which have also been tactfully resolved and operations are going on smoothly”.

    He said NDYCP in conjunction with the Movement for the Survival of Izon Ethnic Nationality in Niger Delta (MOSIEND) had decided to bestow on Kyari an award of excellence for his probity.

    Olayinka claimed that Kyari surpassed all his predecessors and urged him to sustain his good work.

    Police burst syndicate behind local firearms production in Cross River

    Cross River State Police Command has smashed a syndicate that specializes in the local production of automatic rifles including AK47.

    The Police on Friday paraded a 32-year old man suspect and member of the syndicate, Fobi Kingsley Mbaku for allegedly helping to convey firearms and bullets in bags within Nigeria and to Cameroon from the Cross River State axis.

    The state Commissioner of Police in Cross River State, CP Aminu Alhassan said the suspected gun runner was arrested along Ranch Road, Obanliku LGA of the state.

    Aminu there is a hideout for locally fabricated automatic rifles, and that the suspect is a member of the gun-running syndicate which operates within Obanliku and its environs.

    He said two hundred rounds of 7.62mm live ammunition were allegedly recovered from the suspect adding that “effort is ongoing to arrest other fleeing syndicate members and to unravel the source and mission of this illegitimate venture. The suspect will be charged to court as soon as the investigation now completed.

    ‘’The suspect in Police net confessed that his friend who is still at large usually asked him to help convey bags of the ammunition to cross the Nigerian border into Cameroon.’’

    He added that he has “been doing this for over six months. But I must say that I really did not know the contents of the bags I usually carry across the border. I am usually paid N10,n 000 each time I conveyed the goods.”

    Lokpobiri faction kicks as Sylva accepts outcome of Bayelsa congress

    The internal crisis rocking the Bayelsa State chapter of the All Progressives Congress (APC), is far from being resolved.

    A faction of the party loyal to former Minister of Agriculture and Rural Development, Senator Heineken Lokpobiri, has rejected the outcome of last Saturday’s Congress that produced Dennis Otiotio, a lawyer as Chairman.

    The faction called on the Appeal Committee of the APC to cancel the outcome of the exercise in the state.

    But the Minister of State for Petroleum Resources and Leader of the party in Bayelsa state, Chief Timipre Sylva, accepted the outcome of the exercise.

    He congratulated the newly-elected state executive members led by Dennis Otiotio, describing the result as a reflection of the oneness and orderliness of the APC in the state.

    Sylva, while commending the Amos Jothan-led caretaker committee, whose tenure just elapsed, charged the new exco to continue on the strong solidarity APC had enjoyed in the state for years.

    He stated: “We must continue this chain of election victories and we must continue to assert ourselves as the dominant party that we are, but most importantly, it is our sacred duty to serve Bayelsans and Nigerians well.”

    Sylva also commended the runners-up in the elections and thanked them for their sportsmanship and love for the party as well as party men and women who voted and aided the process.

    However, another loyal member of Lokpobiri’s faction, Sunday Frank-Oputu, in a petition dated 18th October 2021, called on the party leadership to cancel the state congress purportedly conducted on the 16th of October and conduct a more credible, free and fair one.

    Frank-Oputu, in his petition to the Caretaker/Extraordinary Convention Planning Committee, described the Congress election by Sylva’s faction as devoid of foundation as a result of the subsisting order of the State High Court restraining the party from conducting it.

    The stalwart, who is also an aspirant for State Chairman, said the faction loyal to Sylva displayed open disrespect for court orders issued against the conduct of the ward and local government congresses.

    He said: “Since the ward and local government congresses in Bayelsa were purportedly conducted on void footing, there is, therefore, no delegate anywhere in APC Bayelsa State to anticipate the conduct of the failed state congress of 16th October 2021.

    “The Congress ought not to have taken place at all and therefore a nullity as same was an infraction of the subsisting injunctive order of the court.”

    Two dead, others injured in Rivers auto crash

    Two people have been killed and many others injured in a motor accident in Rivers State.

    It was gathered that the accident occurred at 7 am on Friday at Rumuji axis of the East-West road, Emohua Local Government Area of the state.

    It was learnt that a speeding vehicle crushed a woman last week Friday, at the same junction.

    In the latest incident, two passenger buses were said to have collided during rainfall.

    A source accused the police at Rumuji Divisional Headquarters of causing the accident saying they blocked one lane of the road, forcing commuters to ply one way.

    The source called on the Commissioner of Police in the state, Friday Eboka, to compel the station to remove the roadblock.

    Also, an eyewitness, Nyekachi Robinson, said two commercial buses collided.

    Robinson, who is the spokesman of Odegu Agenda said there had been a series of accidents at the same axis since personnel of Rumuji Police Divisional Headquarters blocked one side of the road.

    He also called on relevant authorities and stakeholders to prevail on personnel of Rumuji Police Division to reopen the other side to avoid accidents.

    Robinson said: “Accident happened along this East-West road at Rumuji after the police stations. So far, two people have been confirmed dead and other persons are wounded.

    “I think this thing has to do with the blockage of the road by the police, permanently blocked for a long time. A Series of accidents have been happening there. So I do not know how we bring this thing to the public so people will prevail on the police authority to unblock this road.

    “Rumuji police station is not the only police station that was attacked during the era of crisis that blocked this road. Almost everyday accidents happen on this road. Two buses collided this morning because one wanted to overtake because they are using one way instead of the double lane. And this thing has been happening it is just today’s own, almost on daily basis around this axis.”

    The police closed one lane of the road since unknown gunmen attacked the Rumuji Police station and killed two officers.

    The ruling All Progressives Congress (APC) has said it will win the 2023 general elections as well as forthcoming governorship elections in Anambra, Osun, and Ekiti states.

    Secretary of the party’s Caretaker Extra-Ordinary Convention Planning Committee (CECPC), Senator John James Akpanudoedehe, announced this yesterday while inaugurating the party’s State Congress Appeal Committees in Abuja.

    He said: “You all will agree with me that the process of recalibrating our party into a functional winning machine in 2023 is well on course.

    “With the huge membership strength we have recorded during the last registration and revalidation exercise, there is no doubt that Nigerians still trust us and that we will win all the upcoming elections convincingly, starting from the governorship elections in Anambra, to Osun, Ekiti, and the 2023 general elections.

    “Nigerians, by now, have realised that the APC-led government of President Muhammadu Buhari means well for Nigerians and is doing everything possible to deliver infrastructure to Nigerians amidst difficult economic times globally.”

    Addressing committee chairmen and secretaries, Akpanudoedehe said the appeal committees were part of APC’s internal mechanisms to give dissatisfied members in the just-concluded states congresses a platform to express their grievances.

    The secretary advised them to approach the committees instead of taking issues to the media space.

    “Let them put forward their case before this Appeals Committee,” he said.

    Akpanudoedehe also enjoined the committee members to ensure fair hearing and justice in their assignment.

    “You all were carefully selected based on your proven track records of integrity and capacity to deliver. The party trusts in your ability to bring to bear on this task your incredible credentials,” he added.

    Edo State APC chieftain, Chief Patrick Obayagbon, who responded on behalf of the appeal committee members, assured the party and aggrieved members that they would be given fair hearing and get justice.

    He also advised aggrieved members to use APC’s internal conflict resolution mechanism by approaching the appeal committees in their states.

    Okowa presents N469.5b budget

    Delta State Governor Ifeanyi Okowa yesterday presented a budget proposal of N469.5 billion for 2022 fiscal year to the House of Assembly.

    Okowa, presenting the budget named “Budget of inclusive growth and accelerated development”, to the assembly in Asaba, said it showed an increase of N85.54 billion over that of 2021 approved budget of N383.9 billion.

    He said the increase was based on anticipated exchange rate gains, increase in Value Added Tax (VAT) collection and other capital receipts.

    “There is also a corresponding improvement in our Internally Generated Revenue (IGR), which gives allowance to capture 80 per cent of our ongoing projects in the budget.

    “So, none of the projects we initiated is uncompleted by the time this administration completes its tenure,” he said.

    Okowa said the budget was made up of N185.3 billion for Recurrent Expenditure and N284.1 billion for Capital Expenditure.

    He said the total projected recurrent expenditure of the budget would be spent to meet government’s financial obligations on salaries, wages and the day to day running of Ministries, Departments and Agencies (MDAs) of government.

    “The capital expenditure for the 2022 budget is higher than that of 2021 by 60.5 per cent and it will be utilised in funding infrastructural development, acquisition of assets and investments in human capital expenditure.

    “The increase in capital expenditure over the previous year’s approved budget once again underscores our commitment to channel more resources to the growth and productive sectors of our economy,” he said.

    The governor said the 2022 budget was targeted at completion of ongoing projects, as well as new ones in the critical areas of need.

    According to him, it will also focus on transparency and proper accountability in public expenditure so that citizens can always get value for money in all projects and programmes of government.

    Okowa said the budget would be funded from the regular revenue sources, including opening balance from the previous year, statutory allocation, 13 per cent oil mineral fund, taxes and non-tax revenue fees, fines, permits, rents, interests, among others.

    He reiterated that his administration would continue to give intensive taxpayer education, as well as make improvements in tax audits and enforcement to boost the IGR of the state.

    On the implementation of the 2021 budget, he noted that the state received N220.6 billion during the first eight months of the year as against the expected proportionate revenue of N255.9 billion.

    According to him, this represents 86 per cent budget performance, which is a good score in the face of the current uncertainties in the economy.

    “Out of this amount, N45.73 billion was generated as IGR against the proportionate figure of N43.75 billion, which represent 105 per cent budget performance,” he said.

    Okowa, however, noted that the 2022 budget would be the last to be implemented by his administration.

    He reiterated that his administration would be careful to pursue prudent policy stance that would entrench efficient spending, curb waste and engender inclusive to enable him deliver excellently.

    Speaker Sheriff Oboriovwori hailed Okowa for his transparent and accountable system of government.

    He assured him of speedy consideration of the Appropriation Bill.

    APC, PDP clash over Edo health insurance scheme

    The All Progressives Congress (APC) and the Peoples Democratic Party (PDP) in Edo State have clashed over the state’s health insurance scheme, which the Governor Godwin Obaseki administration said residents and organisations must mandatorily key into.

    Edo APC, through its Assistant Publicity Secretary, Victor Osehobo, yesterday in Benin accused Obaseki’s government of insincerity in the health insurance scheme launched on October 31, 2019, sequel to the bill for a law, earlier passed by members of the House of Assembly and assented to by Obaseki.

    APC in Edo declared that it had gone through a copy of the law and could not find any section that gave the state governor or Edo government power to make it compulsory for residents and organisations to key into the scheme.

    It said: “Perhaps, Obaseki’s administration has forgotten about the law and has now resorted to self-help. Edo people are aware of the many failed promises of Obaseki’s government.”

    PDP through its state Publicity Secretary, Chris Nehikhare, however, said opposition politics required intelligence, tact and not lies and deception

    The party said: “APC’s attack on Edo State Government’s decision to make the possession of a health insurance card mandatory can best be described as infantile, shortsighted and anti-people.

    “Health care is a critical service that undergirds the survival of any society, contributing significantly to the living standard of the people.”

    Uzodimma urges acting CJ to unify Bar, Bench

    Imo State Governor Hope Uzodimma has sworn in Justice Theresa Chikeka as the acting Chief Judge (CJ).

    He urged her to unify the Bench and the Bar for a stronger and virile judiciary.

    Performing the ceremony at the New Executive Council Chambers, Government House, Owerri, yesterday, Governor Uzodimma told Justice Chikeka and the audience that her “appointment is a call to duty aimed at inspiring and unifying the Bench and the Bar and making the entire judiciary more efficient and effective.”

    He told the acting CJ that her office is not just a rallying point for judicial officers, but also one that synergises proceedings and justice delivery of the state.

    Uzodimma admonished the acting chief judge to be a shining light for members of the Bench and the Bar and work assiduously not to disappoint those who had confidence in her.

    He said it is part of his administration’s resolve to “fine tune and strategically position the judiciary as the third arm of the government.”

    The governor said Chikeka’s appointment was on merit, devoid of bickering and rancour, noting that “the exercise that produced the acting chief judge went through due process.”

    Justice Chikeka promised to uphold the oath of office she took by discharging her duties “without fear or favour, affection or ill-will.”

    She thanked God Almighty for her appointment and the governor for the confidence reposed in her by finding her worthy of the appointment.

    Chikeka assured the governor and her audience that her tenure would witness a stronger and virile judiciary.
