    Enugu Reps member threatens to report erring contractors to EFCC

    The member representing Enugu North/Enugu South Federal Constituency in the House of Representatives, Hon. Chimaobi Sam Atu, has declared that he would not hesitate to report contractors performing substandard work in his constituency to the Economic and Financial Crimes Commission (EFCC).

    Atu made this statement while initiating the construction of two road projects he facilitated in the Ugwuaji Awkunanaw Community, located in the Enugu South local government area of Enugu State.

    The projects include the construction of a 1km stretch of the Eke Market-Umumba-Afor Market Road in Ndiagu Ugwuaji Awkunanaw and a 1km section of the Ayo-Station-Ndiaga-Obeagu Ugwuaji Link Road (Phase 1).

    The lawmaker emphasised that this warning is intended to ensure high-quality infrastructural development for his constituency.

    “I want to implore the contract handling these roads that we’re flagging today to do this job according to standard specifications. I will not hesitate to report any contractor who will do a poor job to EFCC.

    “If you don’t stick to the standard specification of the Federal Government in giving my people the best, know that you are looking for my trouble. Once it has to do with my constituency, I will pay attention to the least details”, Atu said.

    He noted that the roads, which connect Ugwuaji and neighbouring communities to their farmlands, are expected to open up the communities for economic activities, curb insecurity on completion and make it easier for them to transport their farm products to the market.

    Addressing the excited community members who trooped out to witness the history-making event, Atu said the road is of significance to him and several members of the community because of its benefits in terms of security and agricultural products.

    He also noted that opening up the road will curb the activities of herdsmen kidnappers and other nefarious activities within the axis.

    Assuring the community members of completion within record time, the lawmaker, added that the projects were just the beginning and would go around the constituency.

    “We’re in the National Assembly to raise the bar of service so that others coming after us must perform far better than we have done.

    “We have the intention to do greater things for our people. And we’re not going to be distracted by the things around.

    “This road project will go round the entire constituency. But we have to start from somewhere. It will be like our solar lights projects, scholarship, and empowerment training, which eventually touch everywhere in our constituency.

    “We started with this road to curb insecurity within this axis and to boost agricultural products. We believe this reduce the cost of food in this area upon the completion of this road.

    “We are checking priorities before citing any projects. We don’t want to embark on white elephant projects”, he said.

    He solicited the support of the people of the community to make the project work seamlessly.

    Appreciating the lawmaker for his thoughtfulness and remembering the community, the traditional ruler of the Ugwuaji community, Igwe Chinedu Nyia, commended the lawmaker for having the interest of the people of his constituency at heart.

    He lamented that past representatives only considered their pockets against the generality of the constituency, a development he said, kept the constituency backwards in terms of federal representation.

    An indigenous group in Enugu State, the Ishienu Amofu Peoples Assembly in Nkerefi, Nkanu East local government area, has clarified that no election has been held to select a new king for the community.

    Spokesman of the Assembly, Prince I. O. Ezeoha, in a statement while reacting to an online publication which claimed that Chief Michael Christian Ogbonnaya has been elected as the new Igwe noted that the Enugu State Government, Ministries and the general public will be duly informed when a new Igwe emerges.

    The statement read: “We the people of Ishienu Amofu Peoples Assembly have read with amusement, a purported publication which claimed that an Igwe of Ishienu Amofu Nkerefi has emerged.

    “In that publication, the claimant claimed he emerged as the Igwe elect at an election that was held on 30th March 2024, in Umuogbii village square, Amofu, Nkerefi.

    “Let it be on record that no election was held anywhere in Ishienu Amofu Nkerefi on March 30th, 2024, or any other date for that matter. So, if there was no election, how then can an Igwe emerge?

    “It is sad that a once-respected son of Nkerefi is struggling to impose himself on the people by claiming our revered Igwe’s throne and parading himself as our traditional ruler and spiritual leader.

    “For the avoidance of doubt, the people of Ishienu Amofu Nkerefi, hereby vehemently state that the claimant is an impostor, and an opportunist trying to assume an office he knows nothing about.

    “Ishienu Amofu Nkerefi community elects its Igwe, and as far as Mr Ogbonnaya never went through the process of an election, never contested and never won, he is just dwelling in a dream world of wishful thinking.

    “We encourage everyone to thread with caution in dealing with him, as he does not represent the Ishienu Amofu Nkerefi people in any capacity whatsoever. The Congratulatory Message he made to our executive governor, His Excellency, Dr Peter Mbah, which was published in online media is a dubious action.

    “The Enugu state government, the ministries, and the general public should be aware that the electoral process that will give us an Igwe has not been held yet, and the Public shall be informed once an election is held. They will also be informed when a new Igwe emerges and he will be formally presented to the relevant Ministries, including the Ministry of Chieftaincy and Local Government Affairs, and also, our dear governor.”

    The central zone of the Ijaw Youth Council (Worldwide) has warned any person or group of persons plotting to sabotage the peace and development of the Niger Delta region.

    The chairman of the central zone, Perekosufa Ineife, in a statement on Friday, July 26, also condemned the recent unpatriotic statement made by an alleged faceless group, Project Niger Delta (PND), against the Coordinator of the Presidential Amnesty Programme (PAP), Dr. Dennis Otuaro, saying such defamatory remarks could hinder the development of the region

    He reiterated the IYC’s unwavering support and confidence in the PAP boss.

    Ineife called on the relevant security agencies to thoroughly investigate the activities of the faceless group and hold them accountable for their attempts to sow seeds of discord and instability in the region.

    He said: “The IYC Central Zone will not tolerate any actions that undermine the peace and development of our beloved region.

    “We are deeply concerned about the attempt by PND to bring into disrepute the commendable efforts of Otuaro in implementing the amnesty programme. It is unacceptable for the group to use derogatory language and cast doubt on the credibility and effectiveness of the amnesty programme.

    “Otuaro has shown immense dedication and commitment to the cause of the Niger Delta region and its youth. Under his leadership, PAP has achieved significant milestones in ensuring the reintegration and empowerment of ex-agitators.

    “Otuaro’s inclusive and consultative approach with various stakeholders has garnered a broad consensus within the Niger Delta community, fostering greater peace and stability in the region.”

    The zonal IYC boss urged all stakeholders, especially the youth of the Niger Delta, to disregard the unfounded claims made by the PND. It is essential to focus on the continued progress and success of PAP under the competent leadership of Dr. Otuaro.

    He said: “The IYC Central Zone stands in solidarity with Dr Dennis Otuaro and reaffirms its total support for the PAP. We urge all Niger Delta youths to rally round this programme, which has brought immense benefits to our communities and empowered our future generations.”

    The Cross River state government has uncovered a total of two thousand ghost pensioners on its payroll, according to a statement from the Government House.

    It was gathered that the pension thieves have contributed to the delays in paying the accumulated backlogs of gratuities from 2014 to 2024.

    Recall that the state Governor Bassey Otu had months ago set up a committee to review the retired civil and Public servants’ payroll to ensure it is free of pension thieves.

    However, Chief Press Secretary to the Governor Bassey Otu on Friday, alerted the Press, of the latest discovery in the payroll by the committee set up by Governor Bassey Otu.

    The identities of the pension thieves have not yet been disclosed.

    According to Nsa Gill, “So far, the audit and verification exercise has uncovered over 2,000 (Two Thousand) ghost pensioners, who have consequently been expunged from both the State and Local Government Pensions Payrolls.”

    Nsa in a statement on Friday said With the near completion of the exercise to authenticate genuine pensioners, payment of gratuities will commence in August 2024. The Committee led by the Secretary to the State Government (SSG) has one week from the date of its first meeting to submit its report to the Government.

    The Government House spokesperson added that Governor Bassey Edet Otu, “has approved the sum of N10 Billion Naira only, to address the outstanding payment of Gratuity for retired Civil and Public Servants in the State.”

    He said the Governor has equally approved the constitution of a Committee of the Executives of State and Local Government Pension Unions under the headship of the Secretary to the State Government. The Committee is expected to meet with the Secretary to the State Government (SSG) on Monday, 29th July 2024 to work out modalities for the payment of gratuities to retired Civil and Public Officers in Cross River State.

    It will be recalled that the present administration inherited a backlog of unpaid gratuities of retirees dating back to the year 2014, a condition that met a promise by the present administration to commence payment last year, but has been delayed due to audit and verification.

    Chairman of the Conference of State Youth Parliament Speakers of Nigeria (CSYPS), Osawemwenhio Uwagboe has urged organisers of the hardship protest to explore alternative ways to make their voices heard.

    In a statement in Abuja on Wednesday, Uwagboe said President Bola Tinubu was working diligently to address the issues facing the country. 

    On Tuesday, Tinubu appealed to organisers of the August 1 protest to shelve it, promising that his government was addressing the issues raised by them.

    Uwagboe urged the protest organisers to place their trust in the presidency and believe that things will improve.

    The statement said: “I stand with you my fellow Nigerians in these trying times as we are all facing unprecedented hardships, and the desire for change is powerful and understandable.

    “Protests are unlikely to yield any productive outcomes and may only complicate matters further. Rather than taking to the streets, which can sometimes lead to unintended violence and destruction, I urge you to explore alternative ways to make our voices heard.

    “As President Tinubu emphasised that democracy is all about inclusiveness highlighting his administration’s Renewed Hope Agenda. Mr. President is setting up a foundation and long-term policies that will shape the country for the better.

    “Given the faulty foundation that Nigeria has endured, it is crucial to recognise the importance of these foundational steps. A president who has granted Local Government autonomy is not our enemy; rather, he is working towards empowering our communities and strengthening our democracy.

    “While we cannot deny the hardship we are experiencing, I ask that we place our trust in the presidency and believe that things will improve. Our voices are powerful, and there are many ways we can use them constructively without resorting to protests, which can often lead to unintended violence and destruction.”

    A South-east region stakeholders forum on the platform of South East Youth Development for Good Governance and Better Development (SEYDGGBD) has admonished youths from the region not to be involved in the planned August 1 nationwide protest.

    The group, which comprises of political figures across the party lines, professionals, businessmen and women, emerging leaders and students, argued taking part in the protest by the people of South East region will amount to paying good with evil.

    Arising from an emergency meeting in Abuja, the forum National Coordinator, Hon. Henry Ejiofor in a statement, said the region should not pay good for evil even as President Bola Ahmed Tinubu recently accented to the South East Development Commission Law.

    The group reminded the people of the zone to bear in mind the efforts of the region’s Governors and individuals in securing the freedom of Nnamdi Kanu.

    Ejiofor said the new legislation will amplify the commitment to the real rehabilitation and reconstruction of the South-East, 54 years after the civil war.

    According to Ejiofor, the recent development in the South-east by both the federal and the state governments, especially the commissioning of Abia Power Projects, which is one of its kind, will Abia state to enjoy 24 24-hour electricity supply which will revive major industries in the South-East region.

    He said: “As a forum, we are making this national call to South East youths and others across Nigeria not to allow faceless individuals to use them.

    “As a region, we are grateful to President Ahmed Bola Tinubu for signing South East Development Commission Bills, and also to South East leaders that facilitated the bill. 

    “We are out today to discourage the South easterners from involving themselves in the well-publicised nationwide protest for the major reason of the ongoing developmental strides that the present government has put in place, and the good work the present crop of Governors in the region are doing.”

    On the economic hardship in the country, the statement urged Nigerians to understand that President Tinubu needs more time for all his promising policies to come to fruition.

    “We are discouraging our kinsmen against the protest because most of the sponsors are faceless and, quiet, unlike other protest that the organizers are known.

    “Again, we do not know the real intention of the organizers,  therefore, we will not support violent protest that can lead to the loss of lives of our hardworking brothers and sisters as a result of the protest.

    “Also, aside from distracting the governments at all levels, this action will create more hunger while many people may lose their means of livelihood.”

    The statement urged Nigerians, especially the South easterners to give President Tinubu the benefit of the doubt based on his recent promise to end the suffering of the masses through some of his policies and programmes.

    President Bola Ahmed Tinubu scored yet another historical goal in line with his Renewed Hope Agenda by his signing into law of the much-desired South East Development (Establishment) Commission (SEDC) Bill on Tuesday, 23rd July, 2024. The Bill seeks to establish a commission to receive and manage all funds earmarked by the Federal Government for the reconstruction and rehabilitation of roads and houses, and to address other infrastructural damages endured by the region as a result of the protracted Nigerian civil war which ended in 1970. Amongst others, the commission’s mandate further includes tackling ecological and related environmental challenges in the six southeast states of Abia, Imo, Enugu, Anambra and Ebonyi States.

    In my opinion, the signing of the SEDC Bill is one of the many visionary and audacious moves made by President Tinubu since he assumed the mantle of national leadership last year. It buttresses how a transformational leader can ingeniously utilize state policy as a veritable tool for fostering patriotism, as well as national peace, unity and development. Recall that the President boldly discarded the hitherto controversial policy of fuel subsidy payment, while announcing the tough policy of floating our national currency, shortly after his inauguration on May 29th, 2023. The Tinubu Administration subsequently extended relief and hope to several indigent Nigerian households with the signing into law of the unprecedented Student’s Loan Bill. 

    Furthermore, to the sheer delight of Nigerians, the Federal Government recently secured a historical judgment at the Supreme Court granting full autonomy to local government administrations in the country. The issue of LG autonomy had been on the front burner of our national quests for several decades. While the 9th session of the National Assembly ostensibly made strident efforts to achieve it through legislation, they hit a brick wall when the bill failed to secure concurrent passage by at least two-thirds of the State Houses of Assembly, as required by law. And barely a few days ago, President Tinubu achieved the expeditious passage of the Bill for an Act to Amend the National Minimum Wage Act 2019, to increase the National Minimum Wage to N70,000.00, against the paltry sum of N30,000.00; and also to reduce the time for periodic review of the national minimum wage from five years to three years.

    In the words of renowned American professor of economics, Joseph E. Stiglitz, “Development is about transforming the lives of people, not just transforming economies.” The establishment of a development commission exclusively for the southeast region is not only a giant step by the Tinubu Administration towards pacifying the aggrieved citizens of the South East, which was the unfortunate epicenter of the protracted Nigerian civil war; but a panacea for recreating the enabling physical, social and economic environment for genuine reconciliation and full reintegration of Ndigbo into the core of our national matrix, while ensuring that lasting peace and prosperity returns to the region. 

    As a proud citizen of the South East, I wish to, on behalf of the entire good people of the region, express copious gratitude and commendation to President Tinubu for making the SEDC a reality in his administration. It is a clear demonstration of the President’s commitment to proffering lasting solutions to the niggling developmental challenges confronting the South East Region of Nigeria, while according Ndigbo a proper sense of recognition and engendering national peace, unity and progress.

    Indeed, the vexatious issue of the Nigerian civil war, also dubbed the Biafran War, remains the most indelible sore point in the annals of Nigeria’s development. It is needless to inflame passions by recounting horrid details of the carnage and destruction to properties and the environment as a result of the war. While the end of the war birthed the official policy of “Reconciliation, Reconstruction and Rehabilitation,” otherwise called the ‘Three Rs’, intended to erase the scars of the war and reintegrate the secessionist Biafrans into the core of the Nigerian federation, the policy was adjudged an abysmal failure in addressing the issues that led to the war in the first instance, including grievances of palpable marginalization, sectional dominance, injustice, skewed federalism and inequity against the southeast. All these factors are catalysts for social unrest, insurgency and armed militancy. 

    However, policy interventions such as the ‘Three Rs’ are designed to avert looming anarchy. There had been frantic calls on the Federal Government by respected individuals and pressure groups, for the implementation of the ‘Three Rs’ of the Gowon Administration. In fact, the youth wing of the apex Igbo socio-cultural organization, Ohanaeze Ndigbo, previously gave former President Muhammadu Buhari up to the end of 2021 to implement the ‘Three Rs’, or risk Nigeria’s continuity as one political entity. The organization was of the view that the failure to successfully implement the ‘Three Rs’ was partly responsible for the formation of Pro-Biafra groups like the Movement for the Actualization of the Sovereign State of Biafra (MASSOB), and Indigenous People of Biafra (IPOB).

    We will recall that at the height of militancy and sheer lawlessness in the Niger Delta region, former President Olusegun Obasanjo established the Niger Delta Development Commission (NDDC) in 2000, to curb the violence and tackle ecological problems in the region. To further abate the violence in the Niger Delta, late President Umaru Musa Yar’adua unveiled the amnesty programme for Niger Delta militants in 2009. 

    Furthermore, the North East Development Commission (NEDC) was established in 2017 with the vision to rebuild the Northeast region of Nigeria into a safe, economically vibrant, ICT-driven 21st century region, in reaction to the devastation of the region by the protracted Boko Haram insurgency. The North West Development Commission Bill was signed by President Tinubu on the same date as the SEDC, in order to mitigate the parlous state of infrastructure in the seven states of the region as a result of Boko Haram activities, armed banditry, and other acts of criminality.  

    Considering that of the six geopolitical zones of Nigeria, the South East had suffered the most devastating humanitarian and environmental crises as a result of a war which ended in a, “No Winner, No Vanquished” declaration, the region ought to have been accorded priority attention in the establishment of a dedicated commission to foster its development. The SEDC Bill was read for the first time on the floor of the Senate on Wednesday 22nd June, 2016. It was thrown out twice by the House of Representatives in 2017 and 2018 respectively. The Bill was eventually passed by the 8th Senate; unfortunately, former President Buhari declined assent to the bill, sparking outrage, disenchantment and increased feelings of inequity, unfairness and neglect of the South East region. 

    At this juncture, I wish to commend all those who played active roles towards the passage and eventual signing into law of the SEDC Bill. To this effect, I’ll like to appreciate the pioneering efforts of Sen. Samuel Anyanwu and Sen. Stella Oduah. I also wish to commend the strident efforts of the Deputy Speaker of the House of Representatives, Rt. Hon. Benjamin Okezie Kalu, alongside other House of Reps Members from the southeast region, for reintroducing the bill to the 10th National Assembly. Furthermore, I wish to appreciate the contributions of Sen. Ifeanyi Ubah, CON; Hon. Chukwuma Onyema of the 8th National Assembly, and Hon. Henry Nwawuba of the 9th Assembly.

    Also worthy of commendation is Chief Engr. Emmanuel Iwuanyanwu for the crucial roles he played towards the attainment of this laudable feat.

     Finally, I wish to thank His Excellency Sen. Hope Uzodinma, the Executive Governor of Imo State for his assiduity and commitment in lobbying for the passage and eventual assent of the SEDC Bill. 

    With the signing into law of the SEDC Bill, I earnestly hope that concrete steps will be taken by all those who would be appointed to man the commission to bridge the numerous infrastructural deficits in the southeast region, so that the euphoria that greeted the signing of the bill will not soon fizzle out. We must seize this opportunity to achieve the genuine reconciliation, rehabilitation and reconstruction of the southeast. The SEDC must not end up as another bureaucracy of government, or a cesspool of corruption, like the NDDC has literally slid into. 

    In conclusion, I hope that the operationalization of the SEDC will help in reducing the mass emigration, otherwise called the ‘japa syndrome,’ which is currently prevalent amongst the youths of the southeast, and make the region more attractive and open to local and foreign investors.

    The BATN Foundation has announced the successful commissioning of a 20,000-liter solar-powered borehole in Ndeabor, Aninri local government area of Enugu state.

    Access to clean water is a fundamental basic human need, yet many remote communities continue to struggle with securing this vital resource.

    However, with the project launch, the BATN Foundation demonstrates its commitment to investing in solar-powered borehole infrastructure in a bid to provide clean potable water in these communities.

    Harnessing the power of the sun, the project which reflects the power of collaboration between the Foundation, government bodies, and the community, aims not just to ensure a consistent supply of clean water but also to promote improved health, economic growth, community empowerment and sustainable development.

    The facility is equipped with four solar panels, a robust 2.2Hp water pump, and two 10,000-liter storage tanks, demonstrating the Foundation’s dedication to environmental sustainability and community well-being.

    This landmark initiative provides a reliable source of clean water, marking a significant milestone in the community’s journey towards sustainable development. More than just an infrastructure project, the borehole was described as a lifeline, promising improved health, empowerment, and economic growth for the community.

    At the event’s flag-off, General Manager of the BATN Foundation, Oludare Odusanya announced that they stood at the brink of commissioning the life-changing borehole facility.

    He emphasised the critical role that access to clean water plays in the overall well-being of a community, noting that it is not merely about quenching thirst but also about empowering individuals, promoting health, and fostering economic growth.

    “This project stands as a testament to our dedication to sustainable initiatives that positively impact the lives of rural communities,” Odusanya stated.

    The General Manager extended heartfelt thanks to the Honourable Commissioner of Water Resources and the Permanent Secretary for their unwavering support towards the initiative even as he largely attributed its success to the patience and cooperation exhibited by the community leaders and residents.

    The project’s implementing partners, Eco-lead Imperial Engineering and Global Resources Limited, whose commitment and knowledge were crucial in the concept’s realisation were also commended for their unwavering efforts in ensuring its completion to the highest standards.

    Motivating African Youths Initiative, led by founder Dr Ogenna Walter Ekwubiri, has congratulated the Federal Government, Labour and the Nigerian workforce on the  new minimum wage. 

    Ekwubiri hailed Nigerians in a  statement on Wednesday, July 24, in Abuja.

    According to her, this significant step is a testament to the collective efforts towards improving the living standards of Nigerians.

    She stated that while this achievement is commendable, there remain pressing challenges affecting Nigerian youths. 

    She listed high unemployment rates, limited access to quality education, and inadequate support for entrepreneurship stifle their potential.

    To address these issues, the government, Ekwubiri advised Tinubu’s government to: “Enhance Educational Opportunities: By investing in vocational training and digital skills programs, we can equip youths with the tools needed for the modern job market.

    “Strengthen Job Creation Initiatives: Collaborating with private sectors to create sustainable employment opportunities will reduce the unemployment rate and increase productivity.”

    She expressed commitment  to advocating for the socio-economic empowerment of women and youths across Africa.

    The governorship candidate of the Peoples Democratic Party (PDP) in Edo State for the September 21, 2024 election, Dr. Asue Ighodalo, on Wednesday, July 24, played host to the three-man European Union (EU) Pre-Election Diplomatic Watch delegation to Nigeria and ECOWAS in his campaign office in Benin.

    The meeting, which was at the request of the EU, according to a letter signed by the EU Ambassador, Samuela Isopi, was to discuss the Edo governorship poll with Ighodalo and his running mate, Osarodion Ogie, as well as other PDP stakeholders.

    The delegates said their mission was for pre-election assessment purposes, basically to gain a sense of how the preparations were coming along, issues that required the attention of international partners such as the EU, both to ensure that the election was violence-free and in the deployment planning.

    Ighodalo thanked the members of the delegation for coming and assured them that his party was ready for the election and that it had been conducting issue-based campaigns within the ambit of the law, by keenly following the instructions of the electoral regulatory body, the Independent National Electoral Commission (INEC).

    The standard bearer of PDP used the opportunity to urge the EU Commission and the security forces to ensure that they provided a level playing field for all the governorship candidates so that the election would be a true reflection of the will of the Edo people.
