  • ‘Construction of Ikoyi collapsed building began before grant of approval’

‘Construction of Ikoyi collapsed building began before grant of approval’

The Lagos Coroner Inquest heard yesterday that construction of the 21-storey Ikoyi collapsed building began three months before provisional approval was granted by the government.

Lagos State Building Control Agency (LASBCA) made this known yesterday while unravelling the circumstances surrounding the November 1, 2021 collapse of the building on Gerard Road, Ikoyi, Lagos.

Counsel for LASBCA, Mr. A. S. Odugbemi, spoke while questioning the Managing Director of Prowess Engineering Nigeria Ltd, Mr. Muritala Olawale.

Olawale is the former consultant structural engineer to the project, who withdrew his services through a letter dated February 20, 2020, following disagreement on the structural works of the project.

Odugbemi, during proceedings, disputed the contents of paragraph 17 of Olawale’s statement on Oath to the Inquest stating that the Managing Director of Fourscore Heights Ltd, the late Femi Osibona, had informed his team that he had received provisional approval for the project’s construction.

According to Olawale’s Statement on Oath, Osibona showed his team a copy of the provisional approval from the Lagos State Government and ordered them to begin construction on the site.

Odugbemi, while disputing Olawale’s claims, said that LASBCA never granted Osibona a provisional planning permit when the team moved to the site to start construction in January 2019.

He said LASBCA granted provisional approval in April 2019.

“Will you be surprised if evidence is provided to you right now that work had started before the provisional planning approval was granted in April 2019?” Odugbemi said.

Responding, Olawale said: “I will be surprised. All the approval processes were being handled by the client (Osibona).

“I cannot answer the questions right now. I need to check my records,” he said.

Olawale also could not give any specific answer to Odugbemi’s query on whether the three high-rise blocks were covered by a general insurance policy as required by law.

He, however, informed the Coroner Inquest that prior to construction, a soil test was conducted at the site by another company contracted to do the job.

“We have submitted the result of the soil test of the site to other panels investigating the collapse,” he said.

Of the three high-rise buildings, Blocks A, B and C, which were situated on Gerard Road, Ikoyi, Lagos, Block B, a 21-storey building, collapsed on November 1, 2021 killing 46 persons, while 15 persons were rescued alive.

Among the deceased was Osibona, the contractor of the project.

Presidential visit: Ogun govt to divert traffic on major roads

Ogun State Government has announced diversion of traffic on major roads across the state due to the proposed visit of President Muhammadu Buhari to the state today to inaugurate projects.

This was made known yesterday by the Commissioner for Transportation, Gbenga Dairo, during a meeting in his office in Abeokuta.

He said the newly-built Epe-Ijebu Ode highway, which is among the roads to be inaugurated, will not be available for vehicular movement from 7am to 1pm and advised motorists to stay off the route, but if necessary, they should make use of Ijebu Ode-Omu-Ketu-Epe Road.

Dairo said that the inauguration would start at the Epe-Ijebu Ode highway, noting that the Abeokuta Interchange Road would also not be accessible to vehicular traffic from 7am to 4pm.

He advised commuters moving on that axis to navigate through alternative route.

“Commuters from Lagos to Abeokuta are advised to make use of the Lagos-Sango Abeokuta old road and the Mowe-Ofada- Papalanto-Abeokuta route. Motorists inbound from Ibadan to Abeokuta can make use of Ibadan-Omi Adio-Odeda-Abeokuta and Ogunmakin-Ajebo-Abeokuta road, while all traffic from the Ogun East to Abeokuta can come in through Mowe – Ofada – Papalanto – Abeokuta, Ogunmakin – Ajebo – Abeokuta routes,”  he said.

  • Faction to Adamu: handle Kwara APC crisis resolution with tact

Faction to Adamu: handle Kwara APC crisis resolution with tact

All Progressives Congress (APC) faction led by Bashir Bolarinwa in Kwara State has accused the party’s National Reconciliation Committee Chairman, Sen. Abdullahi Adamu, of making prejudicial statement at the outset.

The faction, therefore, urged Adamu to approach the reconciliation assignment with caution and tact.

Adamu had during a visit to Governor AbdulRaman AbdulRazaq said that his committee “is in Kwara State to reconcile genuine aggrieved members of the party.”

In a statement, spokesman for the group Ibrahim Sarafdeen said that “we take very strong exception to such prejudicial remark from a man who is expected to be neutral in the volatile nature of his assignment.

“As a prudent statesman heading a reconciliatory committee, we expect that he would have approached this assignment with caution and tact, rather than resorting to emotions by referring to primordial relationship with one of the parties to the dispute. This, we consider as a clear case of a judge descending into the arena of dispute.

“We view such belligerent tone as a prelude to what should be expected as the outcome of his input to the committee’s report.

“Needless to say that prior to the arrival of the committee in the state, the parties had been requested to make their presentations in writing, which was done.”

“However, while we appreciate the intervention of the committee in finding lasting solutions to the lingering crisis in the state APC, we noticed that the unpleasant body language and conduct of the chairman were at variance with the stated objective of the committee.

“Even if the committee chairman has long standing relationship with the patriarch of AbdulRaman AbdulRazaq’s family, we consider it indecent to use the venue of the meeting to express such sentimental attachment.

“At this juncture, we are not insinuating or impugning on the integrity and character of members of the committee; we know them as men and women of impeccable character.”

Sarafdeen urged the leadership of the party at the national level to do justice to the crisis without fear or favour, “in the overall interest of the party.”

  • Kingmakers ratify Lekan Balogun as Olubadan

Kingmakers ratify Lekan Balogun as Olubadan

The uncertainty over who will be crowned the next Olubadan of Ibadan was laid to rest yesterday, as kingmakers  ratified the choice of the Otun Olubadan, Sen. Lekan Balogun.

The kingmakers, who are high chiefs and top members of the Olubadan-in-Council, ratified Balogun’s choice at their meeting held at the Olubadan palace, Oja’ba, Mapo, yesterday.

The meeting was convened by the Ibadan South East Local Government, which is in charge of the Olubadan affairs. It organised the formal meeting through the Olubadan Advisory Council.

The meeting was attended by seven high chiefs – Balogun of Ibadan, Owolabi Olakulehin; Asipa Olubadan, Eddy Oyewole; Otun Balogun, Tajudeen Ajibola; Osi Balogun, Lateef Gbadamosi; Ekerin Olubadan, Abiodun Kola-Daisi; Asipa Balogun, Kola Adegbola and Eekerin Balogun, Olubunmi Isioye.

The Iyalode of Ibadan land, High Chief Theresa Oyekanmi, sent a letter endorsing Lekan Balogun. The Olubadan-elect and Sen. Rashidi Ladoja were absent. There is no Seriki at the moment.

Also in attendance was the Head of Ibadan South East Local Government, Mrs. Grace Aremu, who represented the local government.

A source told The Nation that kingmakers put calls to Ladoja to find out why he was the only one absent without an apology, but the calls did not go through. Lekan Balogun was not expected to attend because he was already nominated.

The Nation gathered that the kingmakers would transmit a letter notifying Governor Seyi Makinde of their decision today.

The letter will be submitted through the local government and the Ministry of Local Government and Chieftaincy Matters.

The kingmakers declined interview with reporters after the meeting. Reporters were also barred from entering the palace.

Entrances leading to the palace were barricaded by policemen, to avoid breach of law and order.

Ladoja’s lawyer, Mr. Michael Lana, had written to Makinde warning him against approving Lekan Balogun’s choice as the new Olubadan, based on the two suits he said were pending in court over elevation of high chiefs by the late governor Abiola Ajimobi in 2017.
