    Rivers boat accident: Amaewhule-led Assembly to support victims’ families with N2m

    The Martins Amaewhule-led Rivers State House of Assembly has commiserated with the bereaved families and injured victims of the boat mishap that claimed many lives in the state.

    The assembly in its 9Ist Legislative Sitting yesterday observed a minute silence in honour of victims of the accident, which occurred on Tuesday in Andoni Local Government .

    Amaewhule, who sympathised with the victims, pledged that the House would support their families with N25million.

    The House in a statement signed by Amaewhule’s Media Aide, Martins Wachukwu, debated on the Rivers State Traditional Rulers Law (Amendment) Bill after giving Second Reading to it.

    The bill seeks to amend sections 4(1), 13(3), 16(3) and 17 of the Principal Law, which when passed will subject the implementation of the sections to a resolution of the House.

    Amaewhule explained that the amendment was designed to preserve the traditional institution and insulate it from arbitrary withdrawal of recognition and suspension of traditional rulers.

    The bill was referred to the House Committee on Chieftaincy and Community Affairs and the committee is expected to submit its report within two weeks.

    The House also read another bill seeking to repeal the Rivers State Advertisement and Use of State-owned Property (Prohibition) Law No.7 of 2022 a second time and debated it.

    Amaewhule said the bill was anchored on the current hard economic situation, noting that the 10th Assembly was focused on reducing the burden of the people by giving them access to government-owned facilities without paying heavily for it.

    The bill was referred to the House Committee on Urban Development for further legislative scrutiny.

    Niger Delta youths hail NDDC’s HOPE, Light up Niger Delta projects

    Youths of Niger Delta, under the aegis of Niger Delta Youths Movement (NDYM), have hailed Niger Delta Development Commission (NDDC) for initiating life-touching projects.

    They said Holistic Opportunities and Project (HOPE) and Light up Niger Delta projects would provide jobs and boost economic development of the region.

    NDYM National President Prince Boboye Peretu, in a statement issued in Uyo yesterday, hailed the Dr. Samuel Ogbuku-led management of NDDC for the twin projects.

    On the HOPE programme, Boboye said it would provide a comprehensive resource database of youths’ population of Niger Delta, which would serve as a platform to empower youths on sustainable basis. 

    He said: “We are aware that 370 trainees cutting across 185 local governments of the nine states of the region have been trained as local government trainers.

    “It is designed to create a comprehensive resource database of youths population of the Niger Delta and as a platform to empower youths on sustainable basis. 

    “We are also aware that HOPE aims to provide targeted training and potential opportunities based on data-driven approach to over 300,000  registrants.”

    Speaking on the ‘Light up the Niger Delta project, the NDYM president said youths of the region were excited that the project would provide solar-powered street lights in the nine states of the region.

    “Besides assisting the state governments in reducing cost of diesel for generators and other associated ancillary expenses, it has lighted up hitherto dark street corners prone to criminality.

    “Reports from different states have it that this ‘Light up the Niger Delta’ programme has stimulated economic growth, empowered local businesses and serves as a beacon of hope in the nation’s quest for sustainable development.

    “As the umbrella youth group in the region, NDYM shall continue to partner with the commission under your management for the realisation of this unparalleled human and infrastructure capital development venture ever embarked upon by any management since the formation of the commission. 

    “Any laudable project, programme and, or policy for the region from any ministry, department or agency of government shall always be supported, monitored and encouraged for the betterment of our region and people,” he said in the statement.

    Rights group begs Mbah to release minor from detention

    A human rights group, the Civil Rights Realisation and Advancement Network (CRRAN), has implored Enugu State Governor Peter Mbah to end “the continued unlawful detention of a 16-year-old boy, Arinze Eze, at the police headquarters, Enugu since October 9, 2023.”

    The boy, an SS2 pupil in one of the secondary schools in the state, was said to have been in police detention since October 9, 2023, following alleged rape case.

    According to a letter addressed to Governor Mbah and made available to reporters yesterday by the president of the group, Olu Omotayo Esq, the purported rape victim and her father, a serving police officer, had dissociated themselves from the allegations.

    The group lamented however that the purported victim’s mother had been insisting that the alleged rape took place, and allegedly demanding N500,000 to settle the case.

    “Mr. & Mrs. Eze, the distressed parents of the detained child, said the complainant, Mrs. Blessing Erede, used to be a family friend and they all attend the same church, by virtue of which children of both families exchanged visits.

    But due to an altercation between them and Mrs. Erede, she (Erede) came with police to their house on October 9, 2023 and alleged that their child raped her 16-year-old daughter sometime in May 2023 and also in June 2023.

    “The Ezes said since October 9, 2023, when their son was detained, he has not been able to go back to school. They further stated that efforts to settle the matter were rebuffed by Mrs. Erede, who insisted that their son must go to jail. They said even the intervention of the father of the victim, Mr. Erede, a serving police officer, could not secure the release of the detained child, as his estranged wife, Blessing, insisted that the police should not release the detained child.

    “The Ezes further said despite the fact that the victim denied that she was raped, and her father, Mr. Erede, said there was no rape; and also there was no medical examination/report to support rape, the police decided to charge the child to court for rape.

    “Mr. Erede, not supporting what his wife was doing, went further to depose to an affidavit before a Notary Public, saying there was no iota of truth in the issue of rape raised by his wife, but a ploy to extort money from the Eze family,” the letter said.

    It added that the police charged the child to court with the magistrate directing that the OC Legal of the state police headquarters should resolve the matter between the parties and secure the release of the detained child, since the child’s lawyer was arguing that by virtue of 207, 212, 216, 217 and 226 of the Child Rights Law, Enugu State, the child cannot be tried as an adult offender.

    The letter prayed Governor Mbah to intervene, in the interest of justice and ensure that justice was done in respect of the matter, as the circumstance of the case demanded.

    Imo State Government yesterday said next Monday’s inauguration of Governor Hope Uzodimma for a second tenure is a celebration of the people. 

    Commissioner for Information and Strategy and Chairman of the Publicity Sub Committee for the Inauguration, Declan Emelumba, made this known yesterday at a news conference in Owerri. 

    He said: “Although dignitaries from across the globe are billed to attend the inauguration, the event is actually about celebrating Imo people, who have shown so much love and support for Governor Uzodimma and his government.”

    Emelumba said the re-election of Uzodimma was historic, as it was the first time since the state was created that a candidate won in all the 27 local governments.

    Former President Goodluck Jonathan has lost his elder sister, Madam Obebhatein Jonathan.

    She died yesterday at the Federal Medical Centre, Yenagoa, Bayelsa State after a brief illness

    She was 70.

    A statement issued to reporters by the Special Adviser on Media to Jonathan, Mr Ikechukwu Eze, said the deceased, popularly called Amissi, was a retired teacher, businesswoman, loving mother and grandmother, who lived a dedicated life of service to God and humanity.

    The statement said she was a devout Christian, a virtuous woman and a role model to many within and outside her community.

    It said the burial had been scheduled for February 16, 2024, adding that details of the funeral rites would be announced by the family.

    Obebhatein is survived by three children, siblings, including former President Jonathan and her mother, Mama Eunice Afeni-Jonathan.

    Knocks, kudos for Soludo on crisis trailing conferment of titles

    Mixed reactions have trailed the suspension of a traditional ruler of an Anambra community and threat to others by the state government over the conferment of chieftaincy titles on some individuals during the Yuletide.

    Residents who spoke to the News Agency of Nigeria (NAN) in interviews yesterday blamed the traditional rulers for their woes, while others said the government was overbearing.

    NAN reports that the Anambra government on January 8, through the Ministry of Local Government, Chieftaincy and Community Affairs, suspended Igwe Damian Ezeani of Neni community for conferring chieftaincy title on Sen. Ifeanyi Ubah.

    The government, which accused the traditional ruler of not complying with the provisions of Traditional Ruler Code of Conduct (2020), also threatened to sanction those who abused the process.

    Mr Sam Okeke, a lecturer at the Faculty of Law, Nnamdi Azikiwe University, Awka, said if there was a law which said the state should know about any conferment of chieftaincy titles, the government was right in its actions.

    Okeke, however, said it was unfortunate that such a law existed in the first place because it was the prerogative of traditional rulers to decide who to confer titles on and that it should not be a matter for the government.

    He described as a jamboree, a situation where traditional rulers conferred titles on as many as 30 persons on one occasion without clear criteria or proof of how the beneficiary impacted the welfare of the people and infrastructure development of the community.

    According to him, “I do not think it is fair to dethrone or suspend a traditional ruler for conferring chieftaincy titles on people, it amounts to restricting their rights and privileges.

    “The law cannot be actually very justifiable, it actually should not be there in the first place because it affects their image natively,” he said.

    Okeke, an international lawyer, said the behaviour of some of the traditional rulers was controversial and that some of them had compromised their stool by being politically-inclined.

    He said the abuse of the traditional institution was perpetrated mostly by those who were supported by the government to ascend the throne, adding that when they yielded to be candidates of government, abuse is inevitable.

    Chief Rommy Ezeonwuka, founder of Ogilisi Foundation, an Igbo sociocultural organisation, said traditional rulers deserved better treatment in the hands of the government for the collective image of Igbo people.

    Ezeonwuka said although some traditional rulers erred in their actions, they should not be sacked as students in a classroom as had been the case in recent time, but the government should instead set up a panel of inquiry.

    He said it was reprehensible for any traditional ruler to confer chieftaincy title for personal interest and monetary gains, but anyone who had contributed to the development of his community was entitled to a chieftaincy title.

    Ogilisi, as he is popularly called, said traditional rulers could as well use such gestures to attract individuals who could execute development projects in the communities.

    According to him, it should not have been the case but because the traditional institution has been made to become part of the government, where the government pays the piper, they should dictate the tune.

    “Government gives them vehicles, pays them salaries, they depend on the government so they should be under government control.

    “They should have set up an inquiry made up of people with good knowledge of tradition, not politicians. These people will look at the issues and advise the government appropriately and help the government play safe.

    “The threat and sack of Igbo traditional rulers is not good for the dignity of the stools and image of the people,” he said.

    On their part, the Ikemba Front, a political pressure group, said singling out a traditional ruler for conferring a chieftaincy title on Ubah, who had indicated interest to contest the 2025 governorship election, was a show of political desperation by Soludo.

    Mr Arinze Awogu, the National Coordinator of the group, condemned what he called “selective justice” meted out to Igwe Ezeani and by extension Ubah.

    According to the group, no fewer than 177 eminent personalities were conferred with varying chieftaincy titles during the yuletide and new year celebrations by no fewer than 21 highly revered traditional rulers across Anambra.

    “We wondered why Igwe Damian Ezeani should be singled out for vilification and witch hunting

    “We challenge the government to publish clearance letters issued in favour of all  the recipients of chieftaincy titles,  showing that they complied with *Section 2 C* of the _Anambra State Traditional Rulers Law,” he stated

    The group described *Section 2 C* of the Anambra State Traditional Rulers Law as draconian, repugnant to natural justice and good conscience and an affront to the independence of the sacred traditional institution.

    A source who pleaded anonymity said the law was made by the traditional rulers themselves, passed by the State House of Assembly and signed into law by the state governor in 2020.

    The source said since the traditional rulers conscientiously made the law for themselves, they should be bound by it as it was not a creation of Soludo’s administration.

    President Bola Tinubu’s former spokesman in the south east, Dr. Josef Onoh, has flaunted what he described as the President’s achievements in the first week of 2014, saying they have been “sweeping.”

    Onoh noted that in just one week, the  President has been able to demonstrate how fast and decisive a leader could be in matters of national interest, particularly when they are germane issues to a nation in a hurry to overcome challenges. 

    He stated that in one of the recent events, the Deputy Governor of Central Bank of Nigeria in charge of financial system stability, Aisha Ahmed was arrested and detained by the Department of the State Service (DSS) over alleged fraudulent acquisition of shares in Polaris bank, Titan Bank/Union Bank, including how the sum of $300 million was raised to complete the acquisition of Union Bank by Titan Bank.

    He explained in a bid to sanitise the financial system, Tinubu through the Central Bank of Nigeria(CBN) dissolved the board and management of Titan Trust Bank and three others, adding that the dissolution was in response to a report submitted by the Special Investigator on the CBN and Related Entities, Jim Obazee.

    According to Onoh: “Mr. President had within the week suspended a Minister for Humanitarian Affairs and Poverty Alleviation, Dr Betta Edu, over matters that have to do with alleged misappropriation of funds in governance, particularly in the present era of economic crunch when cautiousness is what is required to gain public confidence in government. 

    “In an intertwined connection, another minister was summoned over a controversial contract scam allegation.”

    He further said that President Tinubu pursuant to prudence management of funds reduced his travel entourage and dramatically cut costs on travel matters by 60%,  an action he said was in obedience to the public agreement that he should cut cost of governance, particularly while on local and foreign trips.

    “Going forward, the president in his zeal to scale up productivity, relieved the Chief Executive Officer, CEO, of the Federal Competition and Consumer Protection Commission (FCCPC), and his Bureau of Public Enterprise (BPE) CEO counterpart, of their duties. 

    “It was with the same dispatch that Mr. President ordered for blacklisting of degree certificates obtained within six weeks from universities in the Republic of Benin and went further to announce plans by the federal government to build a new Chinese-built steel plant in Nigeria.

    “In the busy week, President Tinubu launched the Nigeria immigration automated passport portal to ease the pressure of citizens obtaining international passports for their travel arrangements. 

    “He went further to clear the ₦12 billion outstanding for the Super Eagles and other national teams and has begun payment for the wage support benefits to civil servants, while disbursing ₦105.5 billion for 266 road repairs across the country.

    “In the international scene, President Tinubu within the week intervened to bring peace in Sierra Leone after the November 2023 failed coup attempt in the West African country.

    “Moving forward, he approved the appointment of a new board and management team headed by Jalal Arabi for the National Hajj Commission (NAHCOM), pending confirmation by the Nigerian Senate. The appointment was to ensure hitch-free and seamless 2024 Hajj operations. 

    “The President mandated the appointees to dedicate themselves to the task of ensuring that operations of the National Hajj Commission are more efficient, transparent, and responsive to the needs of Nigerians. 

    “In the same vein, the President has approved the appointment of nine qualified Nigerians to serve on the board of the Nigerian Christian Pilgrim Commission (NCPC) under the chairmanship of Colonel Aloche Adole.

    “Clearly Mr. President has so far upheld his covenant with the people and given hope to the hopeless which is a testament of our renew hope and the major reason we are united to stand on his mandate,” he stated.

    Bayelsa fishing community reports ‘mystery’ oil spillages to NOSDRA

    Foropa, a fishing settlement along the Atlantic coastline in Southern Ijaw Local Government of Bayelsa State, has reported a ‘mystery’ oil spill that left the coastline polluted.

    Mystery spills refer to crude oil leaks from unknown sources where there are many oil firms operating near each other.

    According to a January 8 notification letter signed by Pastor Olabai Olozulu, traditional ruler of Foropa, Middleton, the oil leak at the coastline was noticed on January 3.

    The letter was addressed to the Head of Bayelsa State Office of the National Oil Spills Detection and Response Agency (NOSDRA) in Yenagoa, Bayelsa State capital.

    The letter sighted said six oil firms operate within Foropa vicinity in Southern Ijaw Local Government.

    The companies include First E & P, Conoil Exploration, NEPL, Shell and Nigdel United Oil Company.

    The community urged the regulatory agency and other government organs to trace the source of the spill and mitigate its impact on the predominantly fishing settlement.

    It also advised the oil firms to mobilise relief materials to reduce the sufferings of the people.

    Head of NOSDRA in Bayelsa, Mr Chukwuemeka Iheanacho, confirmed that the agency was in receipt of the report and was planning a joint visit to the impacted site with all the oil companies operating in the area.

    He said a ‘fingerprinting’ analysis of the crude samples from the site would reveal the operator, whose facility discharged the crude into the environment.

    “We are planning a Joint Investigation Visit (JIV) by next Tuesday. I am writing to the operators within the area to send their representatives because samples will be collected for fingerprinting,” he said.

    Chairman of Community Development Committee (CDC) at Foropa, Mr Darius Sese, who spoke yesterday in a phone chat, noted that the incident had adversely impacted fishing activities in the area.

    He said fishermen no longer made catches since the spill occurred, as fishes have migrated deeper into the Atlantic waters away from the coastline.

    • ’Actions affront against Igbo traditional institutions’

    Southeast zone of the All Progressives Congress (APC) has urged Ohanaeze Ndigbo to call Governors Chukwuma Soludo of Anambra and Alex Otti of Abia to order over suspension, intimidation and arrest of monarchs. 

    The call followed the suspension of the traditional ruler of Neni Community, Igwe Damian Ezeani, by Governor Soludo and arrest of the favourite for Arochukwu traditional stool in Abia State, Godwin Kanu Idei, over false allegations of impersonation.

    Ezeani had, during the Yuletide, conferred chieftaincy title on the lawmaker representing Anambra South and a member of the APC, Senator Ifeanyi Ubah.

    APC described the actions of Abia and Anambra state governments as an attempt to make Igbo crowns and stools an appendage of the APGA- led government of Anambra State and the LP-led government in Abia State.

    In a statement by its Zonal Chairman, Dr. Ijeomah Arodiogbu, the party said it had intervened in the matter in the two localities, condemning the acts and describing them as an aberration and an affront against Igbo traditional institutions.

    It called on the pan-Igbo group, Ohanaeze Ndigbo, prominent Igbo all over the country as well as Nigerians to condemn such acts, as they undermined the tradition of Ndigbo. 

    The statement said: “We received with shock the recent suspension of an esteemed traditional ruler, HRH Damian Onwuamaeze Ezeani, the Igwe of Neni Community. At first we thought there were some untruths in the story until its confirmation.

    “This came, coupled with the arrest and illegal detention of the acclaimed Eze Aro of Arochukwu Kingdom, Godwin Kanu Idei, for impersonation even though Idei had been rightfully crowned as the Eze Aro by the traditional ruler of Ibom Isii, Eze Nwa Kanu.

    “It is indeed sad and is deserving of full condemnation such an aberrational affront against Igbo traditional institutions, which we should cherish and nurture, rather than drag in the mud.

    “What is Igwe Neni’s offence? That he conferred a title on a senator of APC extraction? Is he the first to have done so? Or is it merely politics, otherwise can we not see this as a move to make the prestigious crowns and stools in Anambra State as an appendage of the APGA-led administration? 

    “What are the offences of the Eze Ibom Isii or Eze Idei that the Abia State Government under Alex Otti has to suspend the former and arrest the latter when they were just carrying out their duties as custodians of our tradition?

    “It is obvious that Otti is trying to impose the other person, Pastor Eberechukwu Oji, who is unpopular with Ndi Arochukwu, on the people.

    “We thus call on the Igbo all over the world, and the leadership of the pan Igbo organisation, Ohanaeze Ndigbo and other Igbo groups, likewise well- meaning Nigerians to call the administrations of Chukwuma Soludo and Alex Otti to order. 

    “Will a Yoruba governor treat a first- class traditional ruler in such a manner or a Fulani leader? 

    “The Eze Aro remains about the oldest traditional stool in Igbo land. It is highly revered and should not be desecrated by the governor in his political mix-up. 

    “The Aro kingdom far predates the coming of the white man and colonial era. It’s not an autonomous community, created by any government.”

    Oil theft: Navy chief launches ‘Operation Delta Sanity’

    In an intensified effort “to end the menace of crude oil theft (COT), illegal oil bunkering and other forms of insecurity within Nigeria’s Maritime Environment (NME),” the Chief of Naval Staff (CNS), Vice Admiral Emmanuel Ogalla, has launched ‘Operation Delta Sanity’ in Warri, Delta State.

     The Minister of State for Petroleum Resources (Oil), Senator Heineken Lokpobiri; Delta State Governor, Sheriff Oborevwori represented by the Secretary to the State Government, Dr. Kingsley Emu; leaders of the  security agencies in the Niger Delta, as well as other maritime stakeholders such as the Nigerian National Petroleum Company Limited (NNPCL) and Oil Producers Trading Section were present.

     Speaking at the ceremony held on board NNS Ikenne at the new Nigeria Ports Authority (NPA) Jetty, Warri, yesterday, the CNS said  the newly launched ‘Operation Delta Sanity’ would replace ‘Operation DAKATAR DA BARAWO (OPDB)’ ,which had been in effect in the Niger Delta since April 2022. 

    Recalling the impact of the ‘Operation DAKATAR DA BARAWO (OPDB)’ in the area, he noted that several arrests of illegal vessels, as well as crude oil and refined products thefts were recorded.

    Ogalla said over N105 billion worth of crude oil and illegally refined petroleum products were seized during the operation.

    “As a result of the OPDB, as at September 2023, Nigeria’s crude oil output rose to 1.35 million barrels per day, from about 1 million barrels per day, peaking at 1.57 million barrels per day in October 2023.

    “This is indicative of the impact of OPDB”, he said.

    He hinted that the launching of the ‘Operation Delta Sanity’ encompasses measures that will protect the Niger Delta environment.

    “In addition to the Nigerian Navy’s conventional assets, there is the need to ensure greater integration of Maritime Domain Awareness facilities and Unmanned Aerial Vehicles in order to enhance situational awareness of the Area of Operations.

    “Furthermore, the increasing need to restrategize on environmentally sustainable handling of seized products and arrested vessels has come to the fore.

    “As a result, the renewed efforts are hereby reconstituted under ‘Operation Delta Sanity’, which seeks to restore sanity to the oil and gas exploration activities in the Niger Delta region,” the Navy chief stated.

    He further assured that the operation will “incorporate complimentary kinetic and non-kinetic measures to consolidate the successes of OPDB in the Niger Delta area”.

    Ogalla commended relevant Ministries, Departments, Agencies and maritime stakeholders for their synergy in the past years and urged them to support the Operation.

    He added: “In line with my vision to have a ‘highly motivated professional naval force capable of shaping the security outcomes within Nigeria’s maritime domain and the littorals including land-based engagements in fulfillment of Nigeria’s national interest’, I hereby charge all participating commands, units and establishments to strive towards realizing the desired operational objectives of Operation Delta Sanity.

    “I hereby seek the support of concerned Ministries, Departments and Agencies, as well as maritime stakeholders to ensure the success of this operation.

    “I believe that, all hands will be on deck towards achieving the desired objectives of this Operation.

    “This would foster the much-desired economic recovery and development of our great nation, Nigeria”.

    He also expressed gratitude to President Bola Tinubu, for his continuous support to the Nigerian Navy, “without which we would not have accomplished the achievements recorded so far”.

    In his goodwill message, the Minister of State for Petroleum Resources (Oil), Senator Lokpobiri, described the event as “an epoch-making occasion that symbolizes consolidation of Nigerian Navy’s series of successes in its fight against crude oil theft, illegal oil bunkering, pipeline vandalism and other related crimes in the nation’s maritime domain”.

    Lokpobiri applauded the Navy for ridding Nigeria’s maritime environment of crimes which “threaten our national security and economic stability, particularly oil theft”.

    The Minister also hailed the close collaboration among the security agencies and relevant maritime stakeholders “coordinated under the framework of the Harmonised Standing Operating Procedures for the Arrest, Detention and Prosecution of Vessels and Persons” stressing that “it has indeed, brought a great deal of sanity in the conduct of maritime businesses in Nigeria and neighbouring countries”.

    He further enjoined Governors of all the oil producing states in the Niger Delta region to fully support the Nigerian Navy in blocking all avenues for oil theft, illegal oil bunkering and other forms of insecurity in the maritime spaces in their respective states.
