    Diezani bribe: Two INEC staff shared N100m – EFCC witness

    A Federal High Court in Lagos on Thursday heard that two staff of the Independent National Electoral Commission (INEC) kept N100 million from the N264.8 million they allegedly received from former Minister of Petroleum, Mrs. Diezani Alison-Madueke, to rig the 2015 polls.

    An operative of the Economic and Financial Crimes Commission (EFCC), Usman Zakari, made the disclosure at the resumed trial of INEC officials – Christian Nwosu, Yisa Adedoyin and Tijani Bashir.

    The defendants were accused by the EFCC of receiving gratification from the former minister and were arraigned for corruption and undue enrichment.

    According to the commission, the offences contravene sections 15(3), 16(2) and 18(a) of the Money Laundering Prohibition Amendment Act, 2012 and punishable under same.

    Adedoyin pleaded guilty and was convicted following a plea bargain.

    Led in evidence on Thursday by prosecution counsel, Rotimi Oyedepo, Zakari testified before Justice Mohammed Idris that Nwosu got N30 million and Adedoyin got N70 million gratification.

    The witness said sometime in 2016, the commission received intelligence that some firms had paid Allison-Madueke $115 million to influence the 2015 elections.

    The receipts of payment of the $115m, Zakari said, were discovered after investigation.

    According to him, it was discovered that the first defendant (Nwosu), who was the Administrator of INEC in Kwara State at the time, signed for a payment of N264.8m, while the receipt also had Adedoyin’s signature.

    The witness said it was based on the receipts of payment that the defendants were invited to the commission.

    The Economic and Financial Crimes (EFCC) on Wednesday arraigned three Independent National Electoral Commission (INEC) officials for allegedly receiving bribes from former Minister of Petroleum Resources, Mrs. Diezani Alison-Madueke, to compromise results of the 2015 general elections.

    Christian Nwosu, Yisa Adedoyin and Tijani Bashir were arraigned before Justice Mohammed Idris of the Federal High Court in Lagos.

    They allegedly collected N264.88million bribe on March 27, 2015 from the minister ahead of the election.

    Nwosu pleaded guilty to the charge and was convicted for the offence of receiving N30 million bribe.

    Mrs. Alison-Madueke, said to be at large, was named in the charge.

    Prosecution counsel, Mr. Rotimi Oyedepo, said Nwosu opted for plea bargain.

    The EFCC lawyer said Nwosu refunded N5million and surrendered title document of a landed property he bought for N25million in Delta State.

    According to him, EFCC acted on an intelligence report that Mrs. Alison-Madueke stashed $115million in a bank, with an oral instruction that the money should be converted to naira.

    The former minister was said to have directed that part of the money should be given to certain INEC officials.

    Oyedepo said N30million was traced to Nwosu, who hid it in a Hilux van in Ilorin, Kwara State capital, following which the suspect was invited to the EFCC where he confessed to the crime.

    He tendered Nwosus confessional statement and a document with which the INEC official acknowledged receipt of the N30million.

    Oyedepo urged the judge to convict Nwosu as charged following his guilty plea and the evidence adduced.

    Justice Idris held: “In line with the plea of the defendant coupled with the facts and the exhibits tendered by the prosecutor, the defendant is hereby convicted as charged.”

    Nwosu’s lawyer, Mrs. Adaku Mbama, urged the judge to temper justice with mercy in sentencing her client.

    The other defendants, however, pleaded not guilty to the charge.

    INEC got over N114bn for 2015 polls – Report

    The post election report has revealed that the Independent National Electoral Commission (INEC) got a total sum of N114, 058, 943, 747. 48 for 2015 general elections.

    The sum of over N108.9billion was appropriated for the commission by the Federal Government between 2014 to 2015, while fund received from developmental partners was N5, 207, 260, 433.55.

    The N5.2billion from the developmental partners came through sponsorship of workshops, seminars, conferences, enlightenment programmes and engagement of consultants, the report explained.

    Besides, the report also declared that the decision of former President Goodluck Jonathan to concede defeat gave credibility to the 2015 presidential election.

    The report made a case for e-voting ahead of future elections and advocated for the establishment of electoral offences commission and tribunal.

    The unveiling of the report was the last official function carried out by INEC acting chairperson, Mrs. Amina Bala Zakari.

    President Muhammadu Buhari announced Prof. Mahmood as substantive chairman of  the commission on Wednesday.

    The immediate past Chairman of the Independent National Electoral Commission (INEC), Prof. Attahiru Jega, said despite plans to scuttle the March general election, he was not afraid.

    Jega also said although a former Minister of Niger Delta Affairs, Elder Godsday Orubebe, came out to attack INEC, he said his team was determined to ensure the tabulation and announcement of poll results.

    He said contrary to some insinuations, the contract for the production of the card readers was almost three years before political permutations began.

    The former INEC chief spoke in an interview with ZERO TOLERANCE Magazine, which is an in-house publication of the Economic and Financial Crimes Commission (EFCC).

    Asked if he was afraid of his life during the poll, Jega said: “No! Anybody who is afraid for his life will not do this kind of job.

    “As you know, they say “death is a necessary end. It comes when it will come.”

    “So we did not best knowing that if God wills, people can drop and die; but as long we are alive, we will continue to do our best under all circumstances.”

    He said Orubebe did not succeed in scuttling the announcement of the presidential election results because INEC management team was determined to conclude the computation of the results.

    He said: “The fact of the matter is that all of us in INEC were determined to conduct free fair, credible and peaceful elections and by the time we came to collation it became evident that we had done our best professionally.

    “So, we were determined to ensure that no matter the provocation we would ensure that the results were tabulated and announced. There were all shots of allegations and accusations, but knew we had not done anything to warrant such allegations and accusations.”

    The erstwhile chairman of INEC defended the use of card reader and rated its success higher.

    He said it was an innovation that has come to stay.

    The Chairman of the Independent National Electoral Commission, (INEC), Prof. Attahiru Jega, has attributed the success of the 2015 general elections to staff of the commission.

    Jega, who spoke in Abuja on Wednesday, said the staff contributed immensely towards salvaging the image of the commission.

    He described the staff as honest and decent, pointing out that majority of the staff who conducted the 2007 general elections and were accused of various offences were the same people used to record the success associated with this year’s elections.

    He said: “Majority of INEC staff are honest and decent people. They did their best for the country.

    On welfare, the INEC chairman regretted that the major expectation of the staff has not been satisfied, stressing that the present commission is committed to improving the welfare of staff.

    Jega added: “We all know that the issue of a new salary structure in a country like Nigeria is not only too politicized, but it is an issue that successive governments handle like a hot potato. We tried our best to explore ways and means of introducing a new salary structure. I regret that we have not been able to deliver on that major promise.”

    President of Niger Republic, Mahamadou Issoufou, said on Thursday that the people of his country were apprehensive during the last general elections in Nigeria because of the history of electoral violence  on the African continent.

    Speaking with journalists after a closed door meeting with President – elect, Muhammadu Buhari, at the Defence House, Abuja, Issoufou said they were grateful to God that the announcement of the results did not result in any conflict.

    The Nigerien leader said his visit to Abuja was to congratulate the president-elect on his victory in the presidential election.

    He said, “I also came to congratulate President Goodluck Jonathan on the elections because he has played a great role by accepting the presidential election results.

    “If you can remember, whenever there is an election in Africa, we always have disputes and crises in some instances after results were declared. But we thank God that the Nigerian elections were conducted peacefully and peace was maintained afterwards.

    “We became apprehensive in Niger before the announcement of the results because of the history of post election crisis in Africa. So we came to felicitate with the people of Nigeria for having a peaceful election. We conveyed the goodwill of the people of Niger and its leadership to you.

    “So we congratulate Buhari on his victory and wish him God’s guidance. We only pray for peace and prosperity for all our countries. We also hope that his election will bring development and good fortunes to Nigeria and the whole of Africa. You know Nigeria is the engine room of not only West Africa but the whole African continent.”

    In his remarks, Buhari said “the Nigerian President purposely came to congratulate me on my victory and President Jonathan for the maturity and statesmanship that he exhibited by accepting that he has lost the election.

    “His action actually doused tensions and averted crisis in Nigeria. Not only Africa, the world has commended the President for that. This is because if he had disputed the elections, there would have been a crisis in the country. That is what people don’t want, not only Nigerians but other countries.

    “So he came to commend President Jonathan for his courage and statesmanship. He also came to greet us on our victory. As he rightly puts it, if Nigeria sneezes, the rest of Africa catches cold, because of its importance, population and resources.”

    2015 polls proved doomsday predictions wrong – Jega

    The Chairman of the Independent National Electoral Commission, Prof. Attahiru Jega, on Thursday said the last general elections in the country proved false prophets wrong.

    He said although the elections might not have been perfect, it was however generally free, fair, credible and peaceful.

    Jega made the comments when he received a delegation led by the Ambassador of Mexico in Nigeria, Marco Antonio Garcia Blanco, at the commission’s headquarters in Abuja, Thursday.

    He said, “We are indeed very happy that our elections turned out to be well and have been recognized both nationally and internationally as free, fair, credible and also peaceful. Leading to the election, some impressions had been created, particularly in the international media as if this may be the end of our country. Thank God it was doomsday prediction which turned out to be false.”

    Jega, who was delighted by the offer to share experiences with the other countries, explained that although the 2015 elections were not perfect, they were much better than that of 2011 and admitted that there was room for improvement.

    He added:  “We know that the elections had not been perfect, we know that it was better than 2011. But there is also a lot of scope for improvement and that is why we welcome every opportunity to visit other countries and to see how they do their own elections and to be able to exchange ideas and to also learn good practices. These processes we hope to adapt to our own circumstances for continuous improvement of our own electoral process.”

    Polls: Mu’azu, others ruined Jonathan’s chances – Fani Kayode

    The Director of Media and Publicity of the Peoples Democratic Party (PDP) Presidential Campaign Organisation, Chief Femi Fani-Kayode, has taken a swipe at the Adamu Mu’azu- led National Working Committee (NWC) of the party.

    According to him, Mu’azu and his NWC members are a disaster and that they must be sacked for the party to survive.

    Speaking with reporters in Abuja on Tuesday, Fani-Kayode said: “The present leadership of the party, particularly its information organs, stand no chance against an APC Federal Government because they are weak and they lack understanding and courage.

    “They will be savaged beyond belief and torn apart if they try it because they do not have the stomach, the grit, the appetite or the wherewithal for a long drawn fight.

    “They are simply incapable of defending the President and his legacies after he has left office and neither are the majority of them even ready to do so. Instead of focusing on their numerous inadequacies and trying to fix them, these very same people are hurling brick bats at others.

    “Instead of preparing to defend the party and enhancing the fortunes of the party members over the next four years, they are making childish and nonsensical allegations and alienating and upsetting many party leaders.”

    The NWC had blamed President Goodluck Jonathan’s defeat at the last election on the hate campaign initiated by the campaign organisation, saying the President’s campaign team ruined the President’s chances.

    Reacting to the crushing defeat the PDP suffered at the last election, the party’s National Publicity Secretary, Chief Olisa Metuh, complained that the NWC was sidelined in the campaign and that the entire campaign funds were placed under the control of the President’s campaign organisation.

    But Fani-Kayode described the claim as nonsensical and unadulterated rubbish, adding that their actions were fueled by hate and envy.

    He retorted: “What the NWC said about us is undoubtedly the unkindest cut of all. It is like Brutus’ betrayal of Julius Caesar. It is wicked, uncharitable and unacceptable and some of us will not take it.

    “What they need to understand and appreciate is that we will not sit by idly and allow them re-write history or make us the fall guys. The only reason we have not opened up on them is out of respect for President Jonathan and because we want to ensure that our party remains united.

    “They are indeed the enemy within. The truth is that their allegation is not only baseless but it is also unadulterated rubbish and those who made them are nothing but ingrates, cowards and traitors who know nothing about politics, political campaigns, intellectual discourse or political engagement.

    “They are simply trying to revise and re-write history in order to cover up their treachery, weaknesses and inadequacies. They are fueled by hate and envy and worse of all, right from the start, they had no interest in fighting for our leader and presidential candidate, President Goodluck Jonathan or in ensuring that he won the election.

    “From day one, all they did was sulk about the fact that a Presidential Campaign Organisation had been set up and that they would not be able to have control of the campaign themselves or have access to the resources that we were given.

    “At every point, they tried to undermine our efforts and sabotage us but we ignored them and remained focused on doing our job despite their provocations.

    “From day one, all they were interested in was in controlling others and telling them what to do. They were not in the fray, they refused to enter the heat of battle and all they did was moan and bicker from the side walk like little children.”

    2015 polls: ECOWAS, UN hail Jonathan

    The Economic Community of West African States (ECOWAS) on Tuesday commended President Goodluck Jonathan for the peaceful and successful conduct of the last general election in Nigeria and for promptly conceding defeat to Gen. Muhammadu Buhari (rtd), who was later declared winner of the presidential election by the Independent National Electoral Commission (INEC).

    The Chairman of the Authority of Heads of State and Government of the ECOWAS and President of Ghana, John Mahama Dramani, gave the commendation during the opening address at the 47th Ordinary Session of the Authority in Accra, Ghana

    According to him, Jonathan’s place will be special whenever the history of Nigeria’s democracy is written.

    He also congratulated Buhari for his victory in the March 28 presidential election.

    The Ghanaian president pointed out that the success of the Nigerian election and that of Togo had sent a strong message to the world that the ECOWAS protocol on democracy and good governance was working.

    He said: “Ladies and gentlemen, at our summit, I informed you that five member states of our sub-region would hold election this year. We are extremely proud of the elections held so far in two of our member states.

    “I salute the people of Nigeria and Togo for the peaceful elections held in those countries. This sends a strong message to the world that our protocol on democracy and good governance is effective and has strengthened the rule of law in our sub-region.

    “Let me on your behalf take this opportunity to highly commend our brother, President Goodluck Ebele Jonathan for his personal show of mature statesmanship in the event that followed the presidential election held in Nigeria.

    “I believe his name will be recorded in a special place when the history of Nigeria’s democracy comes to be written.

    “Let me also on this occasion salute Gen. Muhammadu Buhari for his victory in the presidential election.”

    He also commended the progress recorded in the fight against Boko Haram, noting that the sect’s atrocities were unsurpassed anywhere in the world.

    He regretted that Chibok girls have remained in the custody of the insurgents despite the rescue of over 1,000 people.

    In a message by the United Nations Secretary General, Ban Ki Moon, read by his Special Representative, Muhammed Ibn Chambas, he also praised Jonathan for his contributions to regional peace and security.

    “As this marks the final summit of President Goodluck Jonathan, I wish to send our sincere appreciation for his valuable contributions to regional integration, maintenance of peace and security in West Africa, most notably in Côte d’Ivoire, Guinea and Mali,” he said.

    The UN Scribe also commended the smooth conduct of general elections in Nigeria and Togo with the close cooperation of ECOWAS.

    The leaders and elders of Rivers State, under the aegis of the Founding Fathers Foundation of Rivers State, have described this year’s general elections as the worst in the history of the state.

    The group, also known as the Rivers Elders and Leaders Council (RELEC), at its meeting yesterday in Port Harcourt, the state capital, noted that politically-motivated violence, which led to the death of many innocent persons and destruction of property worth billions of naira, was not the character of true Rivers indigenes.

    Through its Chairman, Chief Albert Horsfall, a former Director-General of the State Security Service (SSS), RELEC congratulated President-elect Muhammadu Buhari on his victory in the March 28 election.

    But it declined to do same for the “winner” of Rivers governorship poll, Chief Nyesom Wike, apparently because of the cases at the election petitions tribunal, sitting in Abuja.

    The state governorship candidate of the All Progressives Congress (APC), Dr. Dakuku Adol Peterside, and the standard bearers of some the other political parties, who have filed their petitions at the tribunal, have insisted that the “sham” April 11 poll was massively rigged in favour of Wike of the Peoples Democratic Party (PDP).

    Horsfall said: “We abhor and condemn every act of violence, including what some people will call mischief. It is not the culture of Rivers State. We want to remind all and sundry that the cradle of Nigerian civilisation is from here. Civilisation entered Nigeria through our shores and it is truly shameful that violence during the last elections was uppermost in this (Rivers) state and those who promoted it and acted it have dragged us to the barbaric stage of life and we reject it and we ask all those who are involved either in promoting the same or projecting it to drop their guns now.

    “This state does not need violence. We need peace, tranquility and security to prevail herein, so that Rivers people and those who are non-Rivers people, who come here for one business or another, will enjoy a peaceable state here and so their businesses.”

    On its demands from the President-elect, who they hinted they would soon, RELEC said they would inform him that the people of the state had always been good Nigerians, adding that they would support his government and work hard to promote peace and tranquility in Rivers.

    He added: “We are good Nigerians and we intend to remain good Nigerians.”

    It urged the people to shun violent politicians, who they said do not mean well for them.

    So, all the violence that has been projected by immature politicians and misguided youths, we expect them to stop and we invite the President-elect to do his utmost to support us in bringing down the element of violent politicking in this state, as one gift he can give to Rivers State, on his assumption of office.”

    RELEC admonished the residents to continue to embrace peace and remain law-abiding.
