Speaker Abbas taking law-making from Hallowed Chamber to people – Deputy spokesman Agbese

The Deputy spokesperson of the House of Representatives, Hon. Philip Agbese, spoke about the recent two-day retreat for members on major economic laws, policies and programmes of the Federal Government.

Featuring on the AIT programme, ‘Democracy Today,’ on Sunday night, the Reps Deputy spokesman highlighted the retreat with the theme: ‘Navigating change: Legislative strategies for economic transformation,’ helped to strengthen members’ legislative and oversight capacity, as well as fostered collaboration towards economic development and tax reforms.

Agbese, who represents Ado/Okpokwu/Ogbadibo Federal Constituency of Benue State, noted Speaker Tajudeen Abass is taking law-making from the Hallowed Chamber to the Nigerian people with such engagements.

He added it gave critical stakeholders who wouldn’t ordinarily be able to attend plenaries the opportunity to make valuable contributions to issues of national interest.

Agbese said: “Before the Petroleum Industry Reform Act (2021) was passed and after it was passed, stakeholders have raised a series of issues. For us as a parliament, we believe that development is not a one-day journey. It’s a gradual process. The parliament before us did pass that law, it was assented to by the former president and the law is in force.

“So, for us as a parliament, we want to look at the best possible ways to implement what we have at hand now and how to use it to better the lot of our people. And again, how do we improve on it? Because the essence of being in the parliament is to continually improve the livelihood of our people. And that’s what His Excellency, the Honourable Speaker is doing. That was what necessitated the retreat.

“We are all working together, not just with the executive arm of the government but also with the masses. You’ll recall that when His Excellency, Asiwaju Bola Ahmed Tinubu presented the budget, Mr Speaker in his speech, categorically mentioned the issue of the welfare of the common citizens of this country.

“That speech earned him accolades across the country because it was the first time that Nigerians saw a leader who does not necessarily come out in the posture of an activist but one who is interested in finding solutions. The wisdom of the 10th House of Representatives in electing Rt. Hon Tajudeen Abass as Speaker is the maturity that he has brought into the legislative business.

“Working with the executive should not be seen that we have surrendered our powers to the executive. And again, exercising our powers as contained in the constitution, we must also not be seen as confrontational. So this requires a lot of wisdom and it’s that wisdom that His Excellency, Rt. Hon Tajudeen Abass has deployed towards making sure that Nigerians are protected.

“The whole gamut of the retreat wasn’t just about the law. But again as parliamentarians, for us to have a full grasp of the issues so that if we go out to carry out our duties as parliamentarians, we would also have the best understanding of those issues.

“What Mr Speaker is doing is taking law-making from the hallowed chamber to the Nigerian people. You see that in events like that, we have critical stakeholders who wouldn’t ordinarily be able to attend plenaries make contributions. It was also a learning process. And that’s what you get when you make the right choice in electing who leads an institution like the parliament.

“So when you have a teacher as the leader of the parliament and you have members who equally understand that parliament is about collaboration, partnership and constructive engagement… For you to be able to engage people constructively, it requires that you should also have a certain knowledge base and that’s what Mr Speaker has done. And that’s why part of the recommendations from the retreat was for Mr Speaker to sustain such engagements. It’s something we have to see not only in the oil sector but also in the other sectors.”

    • Kalu: our tax system suffering from inefficiency

House of Representatives Speaker Tajudeen Abbas has said Nigeria’s efficiency in collecting the Value Added Tax (VAT) is the lowest in Africa.

The development, he said, indicated significant inefficiencies in the nation’s tax system.

Abbas spoke at the opening of a two-day retreat on economic transformation and development organised by the House of Representatives yesterday in Abuja.

He said: “This trend of low tax revenue, coupled with a continued dependency on the increasingly unstable oil revenue, presents a major risk to Nigeria’s fiscal sustainability. It also highlights an important area for potential reform to boost revenue and stabilise the country’s economic framework.

“The lack of growth in non-oil revenue sources and the volatile nature of oil income underscore the urgent need for Nigeria to diversify its revenue base and enhance its fiscal management to ensure economic stability and growth.”

Abbas noted that Nigeria has been grappling with tax collection and revenue generation challenges for a long time.

According to him, the nation’s revenue has recorded 7.3 per cent of the Gross Domestic Product (GDP), which is significantly lower than the average revenue of other countries in the Economic Community of West African States (ECOWAS).

Also, President Bola Tinubu said he recently signed an Executive Order (EO) that would unlock about $10 billion in fresh investments in the nation’s oil and gas sector.

He said this would be achieved through fiscal incentives for non-associated gas (NAG), midstream and deep-water oil and gas developments.

Represented by his Chief of Staff, Mr. Femi Gbajabiamila, President Tinubu said: “The Executive Order also streamlines contracting processes, procedures, and timelines from 36 months to six months. The order also seeks to ensure that local content requirements are implemented without impeding investments or the cost competitiveness of oil and gas projects.”

The President said there were many reforms being implemented in the nation’s tax regimes to limit the taxes collected without negatively affecting government revenues.

He said: “All of these have the same objective – to reduce government interference with the commercial imperatives of businesses in the country so that businesses based here can be competitive and focus on their core objectives of economic growth through innovation and trade.”

He sought the support of the National Assembly to implement the reforms.

Also, Deputy Speaker Benjamin Kalu said Nigeria’s current tax system is suffering from inefficiency.

He noted that this had led to one of the lowest tax collection rates in the world.

Kalu put the nation’s tax collection around 10.8 per cent of the GDP, based on the statistics from the Federal Inland Revenue Service (FIRS) and the National Bureau of Statistics (NBS).

He said: “The role of the National Assembly, particularly the House of Representatives, in this process cannot be overstated.

“We are the custodians of the people’s will, entrusted with the responsibility of ensuring that the lofty ideals enshrined in the PIA are translated into tangible benefits for all Nigerians.

“This retreat serves as a critical forum for us to collectively strategise on how to fulfill this vital mandate.”

FIRS Executive Chairman Zack Adedeji stressed the need for collective effort and shared commitment in implementing collective tax reforms to empower the citizens and ensure a resilient future.

Represented by the Director of Support Services Group, Mohammed Lawal Abubakar, the FIRS boss said Nigeria had embarked on tax reforms to position tax administration while ensuring transparency and accountability to boost revenue for economic prosperity.

Speaker Abbas advocates special fund for protection of schools

…says House will celebrate 25 years of democracy with Open House

Speaker of the House of Representatives, Abbas Tajudeen, has advocated a special fund for the protection of the nation’s schools as a way to address the increase spate ot attack on schools.

The speaker also sought the establishment of a special task force to address issues of illegal mining which he said has impacted negatively on the nation’s finances and security challenges.

Addressing members of the House on resumption ot plenary after over six weeks break, Abbas acknowledged the recent feats recorded by the security forces in some parts of the country, especially in Borno and Katsina states, where many terrorists and bandits were neutralised and weapons recovered.

He said the House will continue to support their efforts and ensure that the lives and livelihoods of all Nigerians are protected from any internal and external threats.

He said that despite significant progress in improving security, recent happenings remind us of the task ahead, adding that the gruesome and dastardly murder of military personnel in Okuama in Delta state highlights the risks faced by those who continuously put their lives on the line for our defence and security.

He appealed to security agencies to leave no stone unturned to bring the perpetrators to justice, while asking everyone involved to exercise restraint and allow the law of the land to take its course.

He said: “we are painfully aware of the harrowing attacks that have specifically targeted our schools, where innocent children, especially girls, are abducted. Schools, which should be sanctuaries of learning and safety, have become targets for terrorists and kidnappers.

“These acts are not only heinous, but are direct attacks on the future of Nigeria and rob children of their right to education and secure childhood. The implications of these assaults stretch far beyond the immediate pain and disruption they cause.

“They sow fear in communities, discourage school attendance, and potentially stifle the education of a generation. We must not allow the ambitions of our children to be thwarted by fear.

“The House stands united with our armed forces and will advocate for comprehensive strategies to safeguard our schools. This involves not only physical security measures such as fencing, security personnel, and surveillance technologies but also community-based strategies that involve local leaders in our security framework.

“On our part, we will continue to ensure that our security agencies have the necessary tools and legislation to act effectively.

“To this end, we recommend the establishment of a dedicated fund specifically for school safety. This fund will support the implementation of advanced security measures and training of security personnel and communities on strategies for protecting educational environments.

“Mindful of the financial requirements, this model can be piloted in a few schools, especially those that are most vulnerable to such attacks.”

He said the House will supports President Tinubu’s drive to establish a regional counter-terrorism centre for intelligence sharing, operational coordination, and capacity building throughout Africa.

He also assured that the House will continuously dialogue with the security sector to identify legislative gaps hindering operational effectiveness, adding that by understanding their needs directly, the House can craft laws that empower rather than encumber.

He announced that the security summit being planned by the House will hold in the third quarter of the year and “represents our commitment to continuous engagement with security sector actors and citizens.

The speaker said further that the theft of the nation’s mineral resources undermines the economy, reducing the funds available for public services, infrastructure, and welfare programs that could uplift millions of our citizens out of poverty.

He said: “These illegal activities damage the environment and threaten livelihoods. In line with our agenda to boost government income and diversify the economy, the House will tighten regulations around mining operations, increase penalties for violations, and improve surveillance and enforcement mechanisms.

“Our intervention in this sector will necessarily involve closer collaboration with the Executive. As such, we recommend the establishment of a joint task force dedicated to addressing illegal mining and mineral theft.

“This task force will coordinate between various government agencies such as the mining police to ensure a unified and robust response to these crimes. Additionally, the House will amend and enact legislation that will deter such activities and promote a transparent and sustainable mining sector.

“These legislative measures will include stricter licensing processes, enhanced penalties for non-compliance, and incentives for adopting best practices in environmental conservation.

“By working together, we can foster an environment that encourages legitimate investors and protects local communities. Ultimately, however, improving security entails addressing its root causes, which include poverty, inequality and social injustice. We in the House are committed to addressing these issues through law-making and oversight activities.

On the economy, he said the government has made significant strides toward improving the economy, adding that in the past months, the government has implemented several measures to stabilise the economy, enhance productivity, and boost investor confidence.

He stressed that targeted actions are being taken to alleviate the inflationary effects of these reforms on the most vulnerable, while the Central Bank of Nigeria (CBN) has also taken critical steps to tighten monetary policy and refocus on its core mandate of maintaining price stability.

He said however that there is the need to implement measures that strengthen the value of Naira in the long term, including implementing policies and initiatives focusing on value creation, multiplication and expansion.

He disclosed that despite the challenging economic outlook, the International Monetary Fund (IMF) has applauded recent improvements in revenue collection and enhanced oil production mainly due to enhanced security in combatting theft and vandalism.

He said Other positive measures taken by the government include the launching of the Nigeria Consumer Credit Corporation which ensures that citizens are able to afford basic items without necessarily paying out of pocket as obtainable in advanced countries of the world.

He said the president’s approval of the Consumer Credit Scheme is significant as it empowers citizens to improve their quality of life by accessing goods and services immediately and paying for them over time in a responsible manner.

He disclosed that as part of plans to celebrate 25 years of the return to democracy and uninterrupted legislative governance, the House plan to hold an inaugural House Open Week in June 2024, designed to foster greater transparency, accountability, and civic engagement.

He said the Open Week will provide an exceptional opportunity for elected representatives to engage directly with the citizens we serve, discuss their concerns, and share insights into our legislative work.

According to him, the benefits of this initiative are manifold as it will strengthen the bond between the National Assembly and the public, enhance mutual understanding, and promote a participatory approach to governance.

He said: “By opening our doors and our processes, we aim to demystify the workings of this House, thereby empowering our citizens and enhancing their trust in our legislative institution. I urge every member to participate actively in this pioneering event.

He stressed that the House remains committed to being a steadfast partner in this journey, dedicated to contributing meaningfully to the progress of the nation, saying “together, with a spirit of unity and purpose, we will work diligently to ensure that our actions and decisions as legislators uphold the aspirations of all Nigerians and steer our country towards greater prosperity and peace.”.

Constitutional amendment: National integration our utmost priority, says Speaker Abbas

    …asks Nigerians to reject bigotry

Speaker of the House of Representatives, Abbas Tajudeen said on Friday that the ongoing constitutional amendment by the National Assembly will priotise national integration aimed at addressing the challenges that tends to slow down the unity of the country.

The Speaker who spoke at the National Integration Conference with the theme “Revisiting the National Question: Nigeria’s Elusive Search for National Integration” organized by The Kukah Centre in Abuja appeal to Nigerians to reject bigotry of any kind and embrace tolerance, empathy, and unity.

Represented by his Deputy, Benjamin Kalu, Speaker Abbas said that the legislative agenda of the 10th House is strategically designed to address the challenges that slow down the unity of the country and journey towards a ‘more perfect union’.

Abbas said Nigeria’s diversity can propel innovative solutions to the economic challenges bedeviling the country.

He said: “Nigeria’s pluralism, characterised by its vast diversity in ethnicity, language, and religion, offers a remarkable asset to the nation. Our cultural diversity can significantly enhance global diplomatic and economic relationships.

“The varied perspectives and skills stemming from this diversity can foster innovative solutions to economic and social challenges, driving sustainable development.

“The core of my keynote address here is to emphasise that embracing and leveraging this pluralism can propel Nigeria towards a more unified and prosperous future, where the collective strengths of its diverse population are fully harnessed.

“Herein lies the critical role of the legislature in promoting national integration. Lawmakers at both the national and sub-national levels are not only constitutionally mandated to represent the collective interest of all

Nigerians, they are to ensure that laws, policies and programmes of government recognise diversity and actively promote and protect it.

“In our legislative activities, we are committed to ensuring that the laws we pass reflect our dedication to fostering national unity. Our legislative agenda in the 10th House is strategically designed to address the challenges that slow our unity and journey towards a ‘more perfect union’.

“As the people’s representatives, we will ensure strict adherence to constitutional provisions regarding federal character and affirmative action, ensuring equitable representation and resource allocation across all regions and geopolitical zones.

“Our ongoing constitutional amendment process aims to strengthen these mechanisms, promoting a more inclusive, fair, and just society. The House has already received several recommendations on strategies and measures for promoting national cohesion.

“Additionally, our committees have been empowered and mandated to prioritise matters related to national integration. The House, as Nigeria’s most representative body, is dedicated to leveraging the legislative process to promote harmony and cohesion. We aim to strengthen our national ties

and bridge existing divides through robust debates, consultations, and collaborations.”

Speaker Abbas also recalled that various deliberate attempts have been made by the government to promote national cohesion since independence.

“In the period since independence, several constitutional and national dialogues have been convened by successive administrations to address the complexities of diversity and inclusion. Initiatives like the National Political Reform Conference and various constitutional amendments have sought to create a more inclusive governance framework.

“A notable effort in this context is the Justice Uwais report, which emerged from the Electoral Reform Committee established in 2007. This report aimed to enhance the inclusivity and fairness of the electoral process, thereby giving a more equitable voice to Nigeria’s diverse population.

“Recommendations from the report included the establishment of more autonomous electoral bodies and mechanisms to ensure that all groups, including minorities, have fair political representation. These dialogues and reforms highlight an ongoing commitment to refining the political landscape to reflect better and serve Nigeria’s pluralistic society.”

While appealing to Nigerians to reject bigotry and embrace tolerance and unity, the Speaker said that President Bola Ahmed Tinubu has priotized national healing and nation building, adding that the strength of the country is in its diversity, emphasizing that it is a strategic advantage to the nation.

“As noted by many commentators in the aftermath of the 2023 elections, the

greatest challenge facing our government under President Bola Ahmed Tinubu, GCFR, is managing diversity and rebuilding trust among Nigerians.

“The President has prioritised national healing and nation-building since assuming office. Addressing Nigerians in India during the G-20 Summit in September 2023, the President challenged Nigerians to harness the country’s rich diversity as a uniquely powerful tool for advancing prosperity and national development. I am conscious of the fact that embracing diversity is not without challenges

“The strength of our nation lies in our ability to unite despite our differences. Our diversity should be our strategic advantage, making us more resilient, innovative, and cohesive as a nation. As your representatives, we pledge to continue promoting policies that foster integration, celebrate our diverse heritage, and build a stronger, more united Nigeria.

“I challenge us all as a people to reject bigotry of any kind and embrace tolerance, empathy, and unity. By so doing, we can build a Nigeria where every citizen is valued and empowered. Let us work towards a future united by the bonds of brotherhood and sisterhood in one strong, indivisible nation”, he said.

…as Fubara donates N350m to boost Navy’s operational capacity

The Speaker of the House of Representatives, Abbas Tajudeen, has lamented that the country is losing N1.29trillion to oil theft, pipeline vandalism and other forms of criminality.

Tajudeen spoke during the inauguration of the New Headquarters Naval Training Command in Ebubu community, Eleme Local Government Area of Rivers State on Friday.

The speaker, who was represented by the Chairman, House of Representatives Committee on Defence, Babajimi Benson,  said the country was losing an estimated 300,000 barrels of crude oil per day to theft.

He said the development had given the Nigerian Navy a challenge to rise up to its mandate of contributing to the survival of the national economy.

He particularly urged the Nigerian Navy to defend and protect the sovereignty of Nigeria’s territorial waters against all forms of threats.

He said:  “Unfortunately, it is estimated that Nigeria loses over 300,000 barrels of crude oil daily to oil theft, pipeline vandalism and other forms of criminality. This has led to revenue loses estimated at N1.29trillion annually.

“Therefore, concerned about the adverse effects of oil theft in Nigeria, I inaugurated a special committee on Crude Oil Theft Losses on November 22, 2023, to determine decisive remedial actions to be taken.

“I commend the Nigerian Navy on the steps taken so far, and I urge the Navy to sustain the momentum.”

Inaugurating the new training headquarters, the Rivers State Governor, Sir. Siminalayi Fubara, donated N350m to the Nigerian Navy to boost its operational capabilities in the state.

The governor particularly asked the Navy to use the money to support the continuing infrastructural development and operationalisation of its new training command in the state.

Fubara urged the Nigerian Navy to ensure that its investment in the professional development of naval personnel translated into visible advancement in the security and prosperity of the nation’s maritime interests and blue economy.

The governor in a statement signed by his Chief Press Secretary (CPS), Nelson Chukwudi, noted that the event completed a developmental journey that started in April, 2023.

He said it was when his predecessor graciously ceded the dilapidated structures of the abandoned former Ambassador Nne Krukrubo Model Government Secondary School to the Nigerian Navy for use.

Fubara said: “Today, we have seen the results of that noble and progressive decision with the comprehensive transformation and upgrading of the facilities as the Nigerian Navy’s new headquarters training command, which was hitherto domiciled in Lagos State.

“This magnificent training command stands as a testament to the commitment of the leadership of the Nigerian Navy to invest in the professional development of our naval personnel with the singular objective of cultivating a highly skilled, proficient and motivated naval force capable of advancing the security and prosperity of the nation’s maritime interests.”

The governor emphasised that the training command was a remarkable evidence of the great strides made by President Bola Tinubu in strengthening the combat capabilities of the Nigerian Navy to deal with the expanded spectrum of maritime security threats that we face as a nation.

He said Rivers is a littoral territory with significant deposits of natural resources that was exposed to seaborne security threats, activities of pirates, kidnappers, and pipeline vandals, which impact adversely on the state and national economies, if not effectively tackled.

He said: “This is why we will continue to provide tangible support and work together with the Nigerian Navy and other security agencies to safeguard the freedom of navigation, combat criminality on our waterways and ensure that the State is safe and secure for business and development to thrive and benefit our people and the nation.

“As you go on to put this training command into full service, my charge to you is to ensure that this sprawling facility is effectively maintained and utilized to expand your operations and activities for national security development.

“I further implore you to provide effective security and development support to the host communities, and live in peace and harmony with the civilian population in the local government area.

“Let me thank all who have contributed to the realisation of this important project in this community as I reaffirm the special bond Rivers State has with the Nigerian Navy, and the shared commitment to advancing the peace, security and well-being of our State, people, and the nation”.

On his part, the Chief of Naval Staff, Vice-Admiral Emmanuel Ogalla, thanked the Rivers State Government for the donation of the entire complex to demonstrate the existing cordial relationship between the Nigerian Navy and Rivers State.

Ogalla said the relocation of the Headquarters Naval Training Command from Lagos to Ebubu-Eleme in Rivers State would bolster human capacity development of personnel of the Nigerian Navy.

The Chief of Naval Staff also stated that it would strengthen cooperation towards the overall national security while also enhancing national development.

He said: “It will also assist in providing the enabling environment for learning and enable us to carry out the statutory manning of the entire State, and national security of our country.

“This is in line with Mr President’s mandate given to us to provide the enabling environment for the harnessing of the enormous economic potentials inherent in our blue economy for the overall good, national prosperity and development.”

He assured that the Nigerian Navy would continue to carry out operations to ensure security of the nation’s maritime domain as well as secure Rivers State and the entire Niger Delta region generally.

Abbas laments challenges in power sector

The Speaker of the House of Representatives, Rep. Tajudeen Abbas say the power sector is grappled with challenges that have stifled its growth and efficiency.

He said this at a two-day interactive dialogue/workshop by the House of Representatives Committee on Power in Abuja on Tuesday.

Abbas listed the challenges to include inadequate generation capacity, dilapidated infrastructure, frequent disruptions in power supply, and financial inefficiencies that had eroded the sector’s viability.

He also said that the inadequate metering and the consequent revenue lost had perpetuated a cycle of debt and underinvestment that had undermined the sector’s potential.

He said that there was need to foster collaborative efforts that would leverage both public and private sector expertise and resources.

“This dialogue embodies such collaboration and is crucial in charting a forward path. The shift towards a multi-tier electricity market represents a strategic pivot in our approach to power sector reform,” he said.

He said that the model envisaged a structured market segmentation that allowed for differential pricing and service levels tailored to diverse consumer needs and capacities.

“It promises enhanced efficiency through competitive practices, encourages investment by delineating clear market segments, and improves reliability and service delivery across the board.

“There is the likelihood of improved reliability and quality of service, especially for high-demand users willing to pay more, thus indirectly benefiting the standard service tiers through reduced load.”

He said that in spite of the much-touted benefits, the transition to a multi-tier market was challenging, adding that it included regulatory complexities, the need for substantial capital investment

Others included the risk of market segmentation leading to disparities in service quality, and resistance from different stakeholder groups due to changes in tariff structures.

“Our commitment to transforming the Nigerian power sector into a model of efficiency and sustainability is unwavering,” he said.

Rep. Victor Nwokolo, the Chairman, House Committee on Power, said it was aimed at providing a dynamic platform for stakeholders to evaluate the progress made thus far in the Nigerian Electricity Supply Industry (NESI)’s development.

“We will delve into the successes, challenges, and opportunities encountered along this journey, seeking to identify key areas for improvement and innovation.”

He said that continuous engagement with all stakeholders was critical to ensuring that the reforms met the diverse needs of the population and maintain public trust.

He said that the workshop would serve as a platform for stakeholders to explore innovative solutions to the persistent challenges plaguing the power sector.
